Digital Container Shipping Association (DCSA): Paperless Trade AMSTERDAM - The Commonwealth is a voluntary association of 54 independent and equal countries including advanced economies and developing countries with shared goals such as development. The latest report from the Commonwealth Connectivity Agenda estimated the widespread adoption of digital trade documents could generate an additional US$1.2 trillion in trade for member countries by 2026. The report also suggests Commonwealth exporters could reduce costs by around 75 per cent on average, adding further weight to the argument for paperless trade. In this article, we examine some of the key findings of the Commonwealth report, how they make the case for paperless trade, and how this can be enabled by open-source standards. Today’s paper-based processes are complex and slow International shipping generates many documents that are exchanged between multiple parties. They include booking documents, bills of lading (B/Ls), carrier and authority certificates, import/export licenses, vessel sharing agreements and more. In fact, the industry is so document-dependent, it is not uncommon for a shipping document package to contain 50 sheets of paper that must, in some cases, be exchanged between 30 different stakeholders. These documents aren’t standardised, and most are still paper-based. Sending and receiving paper is slow and document hold-ups can mean cargoes get held up in ports. Exchanging paper is also expensive – about US$11 billion per year for paper B/Ls – yet despite this, in 2021 less than 1.2 per cent were electronic bills of lading (eBLs).1 What’s more, paper-based processes are prone to errors and can be insecure with the potential for fraud. What the Commonwealth says about a move to paperless trade The Commonwealth’s recent quantitative analysis of the move to paperless trade acknowledges the shortcomings of the current process. It set out to quantify the potential impact of adopting paperless trade documentation, particularly for L ess Developed Countries (LDCs) and Small Island Developing States (SIDS) in the Commonwealth. The analysis found that facilitating digital trade could increase trade across the Commonwealth by around US$90 billion, and that legal reform to support digitalisation could add a further

US$1.1 trillion, bringing total paperless trade benefits to nearly $1.2 trillion by 2026. The Commonwealth asserts that the report’s findings present a strong business case for change. Digital documentation, the report summarises, can help reduce the costs of trade and provide a mechanism for enabling finance. Electronic transferable records can contribute to addressing border and transportation costs. At present, these mount up. The Commonwealth’s findings reveal average border costs (compounded by border irregularities and waiting times at crossings) of around US$521 for a shipment of US$25,000, and paperwork costs of an average US$79 for the same shipment value. Taking Singapore as an example, the report illustrates an average calculated cost reduction of just under 80 per cent from digitising documentation processes associated with border crossing, rules of origin and international commercial terms. Overall, average cost reductions resulting from the introduction of legal reform to enable electronic transferable records across the Commonwealth, are put at around 75 per cent and for some costs, as much as 81 per cent. How digital standards help Paperless trade stands to make commercial container shipping faster, cheaper, more secure and environmentally friendly. However, container shipping currently lacks the common data language and process framework required for seamless information exchange. Open-source standards, which can be freely adopted throughout the supply chain, underpin the infrastr ucture and processes required for the collaborative communication of shipping data. Without standards, documents like eBLs can only be transferred between platforms that can c o m m u n i c a t e w i t h e a c h o t h e r. S t a k e h o l d e r s , including shippers and banks, therefore face the time, expense and delay of subscribing to multiple platfor ms. This isn’t ideal and, as a result, paper B/Ls endure. Digital standards smooth the path towards paperless trade because they overcome this problem, enabling interoperability between all systems so stakeholders along the supply chain can rapidly exchange digital infor mation.

Union Cabinet approves Gati Shakti University in Gujarat NEW DELHI – The cabinet committee of economic affairs (CCEA), chaired by Prime Minister Narendra Modi approved the upgradation of the National Rail and Transportation Institute (NRTI) from a deemed-to-be-university to a Central University. The Cabinet has decided to establish Gati Shakti University, said Union Minister Anurag Thakur while briefing about the cabinet decisions recently. Railway training centres and special laboratories will be utilised to impart training. In December 2017, Union Cabinet approved a proposal of the Railway Ministry to set up the first-ever NRTU in Vadodara. Earlier in October 2016, the Prime Minister had announced the Government’s

intent to set up the University in Vadodara. “Once it becomes a Central University, it will enjoy greater autonomy," said an Education Ministry official. As a deemed university, NRTU has to follow the deemed university's regulations of the University Grants Commission (UGC). The institute is not allowed to affiliate any institution. The University is named after the Government's flagship Rs. 100 trillion PM Gati Shakti National Master Plan for multimodal connectivity. It aims to build a holistic infrastructure in the country. It received its first-ever outlay of Rs. 20,000 crore in the budget of FY22-23.

Russia’s 1st Rail transit cargo to India arrives in Iran TEHRAN - Marking the official launch of the eastern section of the North-South railway corridor, the first rail transit cargo from Russia to India entered Iran on Tuesday through the Sarakhs border crossing. Carrying 39 containers, the Russian transit train left Chekhov station on July 6, traveling 3,800 kilometers through Kazakhstan and Turkmenistan to enter Iran. The cargo will be transported to Bandar Abbas port in southern Iran through a 1600 km rail route to finally be sent to India’s Nhava Sheva Port via sea, reported Tehran Times. The Russian train was allowed into the Iranian border in a ceremony attended by First Vice President Mohammad Mokhber along with transport, oil, industr y, and agriculture ministers as well as the Vice President for science and technology. Speaking at this ceremony, Mokhber stressed the Iranian Government’s determination for expanding trade with neighbouring countries, especially in the transit sector, according to Tehran Times report. “The transit capacity of the country has increased to 20 million tons and by planning and taking appropriate measures, transiting 300 million tons of commodities per year can be reached,” said Mokhber. The North-South Corridor consists of three route sections, namely East, West, and Middle. Iran and Russia are also cooperating in the maritime sector to use the Caspian Sea to shorten the transit route from Russia to India. International North-South Transport Corridor is a corridor to increase trade between India and Russia. This trade route is 7200 Km long and the transport of freight is through a multi-mode network of roads, ships, and railways. This route connects India and Russia through Iran and Azerbaijan. The corridor is aimed at reducing the carriage cost between India and Russia by about

30 per cent and bringing down the transit time from 40 days by more than half. Earlier this week, the Islamic Republic of Iran Shipping Lines (IRISL) announced that it has assigned 300 containers to transport goods between Russia and India, reported Tehran Times. The mentioned containers have been allocated to execute the first phase of a program for transiting Russian commodities to India via the North-South Corridor using the Caspian Sea. “According to the plans made by the Islamic Republic of Iran Shipping Lines, in the first phase, 300 containers have been considered for transporting cargos to Russia, and if the demand increases, the number of these containers will increase continuously,” an IRISL statement said. Russia, India, and Iran are the founding member states of INSTC. The agreement was signed in 2002. There are 13 member states of the INSTC project – India, Iran, Russia, Azerbaijan, Armenia, Kazakhstan, Belarus, Tajikistan, Kyrgystan, Oman, Turkey, Syria and Ukraine. Bulgaria is the Observer State. The Baltic countries like Latvia and Estonia have also expressed willingness to join the INSTC. India shows interest in extending INSTC membership to countries like Afghanistan and Uzbekistan. Establishing a land route via Kabul and Tashkent to form the INSTC’s “Eastern Corridor ” would maximise the potential of this collaboration. Also, India wants to include Chabahar port to be included in the International North-South Transport Corridor (INSTC). The potential export sectors in India that benefit from INSTC include perishable goods (fruits and vegetables), high-value items like ATMs, industrial printers, 3D printers, robotic assembly accessories, etc., crossborder e-commerce, and sectors that are likewise.

Fear of recession may be hurting India’s exports and pushing rupee down NEW DELHI : India’s monthly trade deficit has been widening from an average of under $15 billion per month for a better part of last year to $23-25 billion in the past few months. The markets fear that, on one hand, imports are not coming down because of high crude prices and, on the other, exports may fall because of the impending recession in the export destination areas. Already exports are flattening from a high of $40 billion in March to $38 billion in April to $37. 8 in May and $37.9 billion in June. The rate of growth of exports is even more indicative of perhaps this pressure. Exports which were growing by over 40 percent earlier in 2022, the first three months, have moderated from 30 percent growth in March to 24 percent growth in April, 20 percent in May and only 16.6 percent in June. Dr. Ajay Sahai CEO and Director General of the Federation of Indian Export Organisations (FIEO) and Siddhartha Rajagopal, ED of TEXPROCIL (Textiles Export Promotion Council), discussed at length whether

India’s exports are likely to slow even more if recession stalks Europe and US and if that is what is pushing down the rupee. According to Sahai, there has been a slowdown in demand. “Global trade, at this point of time, is facing the triple whammy as far as merchandise exports are concerned,” he said. He said that consumption was shifting towards services and most advanced economies are on the verge of entering a recession. “It is not only the problem of the developed economies, of course, but they are also entering a recession. If you look into many of the emerging economies, or if you look into some of the developing economies also, they are in extreme foreign exchange crisis,” said Sahai. India-China Trade goes up to over USD 67 billion in first half of the year amid surge in Chinese exports NEW DELHI - The results of a recent poll conducted by CII among its top industry CEOs reveal that while expectations of monetary tightening are pervasive, given the sharp increase in inflation and heightened inflation expectations, overall outlook for H1 FY23 looks robust. Reflecting on their own company prospects, a major share of the CEOs revealed an upbeat sentiment- as 44 per cent of them felt that their company’s revenue growth would be in the range of 10 per cent to 20 per cent during first half of FY23, followed by another 32 per cent of the CEOs anticipating a bigger jump in revenues, of more than 20 per cent during the same period. This optimism was echoed on the profits front as well, with 45 per cent of the CEOs indicating that their company’s profit growth is likely

to increase more than 10 per cent, closely followed by 40 per cent of them who believed that profit growth may stand slightly lower, up to 10 per cent, during H1 FY23. These are the findings of a recent poll conducted by CII at its Second National Council Meeting for FY23 in Delhi, which saw a participation of 136 CEOs from across the Country. “The CII CEOs Poll results clearly demonstrate the resilience of Indian industry and the positive business performance outlook both on domestic as well as exports front despite challenges of high inflation leading to monetary tightening, rising input prices and uncertain global economic conditions”, said Mr Chandrajit Banerjee, Director General, CII.

Rupee payment for Trade to boost Rice and Tea exports to Russia, Iran NEW DELHI : The Reserve Bank of India’s move to put in place a mechanism to settle international trade in rupees will boost tea and basmati rice exports to Russia and Iran, where they had been facing problems over payment. Russia and Iran are major buyers of Indian tea and the latter is also a major destination for basmati rice. Both these countries are facing Western sanctions. India annually exports around 45 million kg of teas to Russia. But due to the ongoing war between Russia and Ukraine and the sanctions from the US and Europe, tea exports have fallen by 10% to the country in January-April against the same period last year. Mohit Agarwal, Director, Asian Tea, a leading tea exporting firm, said “The government’s move will help to sort out the

payment issue. It will not only increase tea exports to Russia and Iran but will also help India to increase its tea exports to the UAE, Kazakhstan and China, and will remove the currency risk from our balance sheets.” “Overseas buyers can now open vostro account with an Indian bankNSE -0.60 % and they can make payments in INR to Indian exporters. The forex risk gets transferred to the overseas buyer as the rupee amount is fixed (since invoiced in INR),” explained Abhishek Goenka, Founder and CEO, IFA Global. In 2019, India exported 53 million kg of tea to Iran. Ever since the US imposed sanctions on Iran, India could not engage in dollar-denominated trade. Hence, a rupee-rial trade mechanism was put in place in 2018.

Container shipping’s equipment surplus is manageable and will recede LONDON-UK: The global pool of shipping containers increased by 13% to almost 50 million Teus in 2021, which was three times prior trend growth. This reflected lessors and ocean carriers ordering a record number of containers, while retiring fewer ageing units, as congestion across global supply chains meant containers were an estimated 15% to 20% less productive than in pre-Covid-19 times, according to Drewry’s recently published Container Census & Leasing Annual Review & Forecast 2022/23 report. Drewry estimates that each container averaged 18.1 lifts in 2021 compared with 19.2 in 2020 and between 19.5 and 20.6 in the 2010s. Moreover, the number of containers per slot of vessel capacity increased by 8% in 2020 when the pandemic started and remained at this level throughout 2021. Drewry estimates that as many as 6 mteu of surplus containers now exist in the global equipment pool. While large by historic standards, Drewry considers this surplus to be manageable for the industry. “The delivery schedule of new ships is very strong with slot capacity expected to increase by 3.6 mteu in 2023 and by over 3.9 mteu in 2024,” said Drewry’s head of container equipment research John Fossey. “With new IMO emissions regulations coming into force in January 2023 forcing some ships to sail slower, much of the surplus equipment currently in service is expected to be absorbed. In addition, there is evidence to suggest that some carriers are planning to have more buffer stock in their equipment pools,

while fewer new containers will be built in the next two years.” Drewry forecasts that output in 2022 and 2023 will be much lower than last year, at 3.9 mteu and 2.4 mteu respectively, with replacement accounting for most of the orders. While newbuild and second-hand prices will fall, a return to the very low prices of 2019 is not anticipated as manufacturers are expected to manage their capacity and pricing strategies very carefully. Meanwhile, the secondary market remains robust and the uses to which ex-trading containers can be put to use continues to expand. “Looking ahead, ocean carriers will be the main buyers of

equipment over the next two years with lessors then taking control again, raising their share of the pool to 54% by 2026,” added Fossey. “Moreover, per diem rates and investment cash returns will general be higher over the forecast period than in the past five years.”
