PSA Group : BDP International announces Smart Classify, the New Digital Product Classification Tool PHILADELPHIA: BDP Inter national (BDP, a member of the PSA Group), a leading provider of g l o b a l l y integrated supply chain, transportation and logistics solutions, has announced the launch of Smart Classify, a digital workflow application to support the ever-evolving needs of shippers’ trade compliance programs and their product classifications. Smart Classify was developed by in-house BDP technology specialists in collaboration with CrimsonLogic, a PSA International (PSA) subsidiary. It enables users to instantly connect with BDP’s compliance experts for HTN classification or validation, minimizing risks associated with improper classification that can lead to costly errors and fines. Additionally, Smart Classify delivers a streamlined view of current shipment status, on-demand reporting capabilities, historical classifications, and product information to serve as a central data repository for auditing purposes. Smart Classify simplifies a complex classification process while providing increased data consistency, comprehensive stakeholder views, and reduced cycle times throughout. It taps on CALISTA™, PSA’s end-to-end supply chain platform, and leverages proprietary machine learning technology from CALISTA Intelligent Advisory (CIA), a digital trade compliance advisory product, to present
the most accurate details and information on a vast array of products, every time. App highlights include: • HTN code validation • ECCN classification • In-app communication log & document sharing • Metrics for trending & analysis • Interactive dashboard view of data elements “As part of the PSA family, BDP and CrimsonLogic can leverage our network and digital capabilities in PSA’s global portfolio for growth and product development,” said Eddie Ng, Head of Digital Strategy & Data (Group Cargo Solutions), PSA International. “PSA and BDP look forward to unlocking greater value for cargo owners and creating more innovative solutions for resilient, agile and sustainable supply chains.” “The combination of BDP's in-depth supply-chain management capabilities with PSA's global trade management offerings creates new and distinct offerings to enable our customers to win in challenging markets,” noted Neil Wheeldon, Chief Innovation & Solutions Ofcer, BDP International. “The way that our teams have collaborated, engaged and worked alongside to launch this new product less than 45 days after the completion of the sale of BDP to PSA highlights the agility and shared focus of our organizations. This project has been inspirational and gives me a great sense of excitement for the new products and possibilities we will continue to drive for our customers as we work alongside to digitalize global trade.”

Shipping cost eases but domestic MSME Exporters still face difculties NEW DELHI: Global freight rates have dropped 20% since the Ukraine war started on February 24, in signs that a supply-chain disruption is easing, although the rates are still 13% higher than a year earlier. Trade sources said that, while container availability has improved for Indian exporters in recent weeks, small and medium players are still facing this issue. Nevertheless, the easing rates have brightened India’s export prospects at a time when it is eyeing a second straight year of robust growth. According to Drewry’s composite World Container Index, the rate for a 40-foot container declined to $7,579 as of June 9 from $9,477 as of February 24, but it’s still up 13% from a year before. Freight costs had spiked in 2022, as demand for goods surged following an industrial resurgence in advanced economies. But a lockdown in select cities of China in recent months to contain a fresh surge in Covid cases has put a leash on Chinese demand
for containers. Similarly, global growth has come under strain after the Ukraine conflict caused international commodity prices — especially of oil — to surge. These factors have resulted in the drop in shipping costs. However, given the spike in global oil prices and uncertainties around the Ukraine war, shipping costs may not go down considerably from the current level. Moreover, once Chinese demand starts rising again, freight costs may inch up. Mahesh Desai, Chairman of the engineering exporters’ body EEPC India, said the situation has improved, both in terms of shipping costs and container availability. Global freight rates started surging at a fast pace in the aftermath of the Covid outbreak in 2020 and hit a peak of $10,377 per 40-ft container in late September 2021, according to Drewry’s index. The rates started easing thereafter to $9,051 as of December 2, before inching up again to $9,180 by March 10. Of course,
exporters concede the shipping costs have spiralled across the globe and India isn’t an outlier. Sunil Sawla, Former President of Indian Oilseeds and Produce Export Promotion Council, said the situation is still far from the normal (pre-Covid scenario). “But it’s better than the worst exporters have faced in terms of post-Covid freight costs,” Sawla said. Tr a d e s o u r c e s s a i d l a r g e exporters have benefited more than the MSME ones in securing containers, as most of them get preference in bookings. Typically, large exporters do the bookings through established brokers, so they get better access to containers. Ensuring reasonable shipping costs remains crucial to realising India’s lofty merchandise export target of $1 trillion by FY28. Exorbitant shipping costs hurt mainly small and medium exporters. The country’s exports rebounded strongly in FY22 and hit a record $422 billion, compared with the previous peak of $330 billion.
Railway Minister launches Indian Railway Innovation Policy NEW DELHI: Policy aims to leverage innovative technologies developed by Indian Startups / MSMEs / Innovators / Entrepreneurs to improve operational efficiency and Safety of Indian Railways. Grant up to Rs. 1.5 Crore to innovator on equal sharing basis with provision of milestone-wise payment Indian Railways, the National transporter has taken an important initiative in field of innovation through participation of start-ups and other entities. Hon’ble Minister of Railways, Communications and Electronics & Information Technology, The Railway Minister Shri Ashwini Vaishnaw has launched “StartUps for Railways” in Rail Bhavan, New Delhi. This policy will bring scale and efficiency in the field of operation, maintenance and infrastructure creation through participation of very
large and untapped startup ecosystem. Speaking at the event, Shri Ashwini Vaishnaw said that the long going discussions over integration of technology into Indian Railways have taken the firm shape in form of this initiative launched recently. Expressing his happiness on launch of this initiative the Minister said that through this platform start ups will get a good opportunity to connect with Railways. Out of over 100 problem statements received from different divisions, field offices/zones of Railways, 11 problem statements like rail fracture, headway reduction etc. have been taken up for phase 1 of this
program. These will be presented before the start ups to find innovative solutions. Railway Minister requested the startups to use this opportunity and ensured them of support from Indian Railways in form of 50 percent capital grant, assured market, scale and ecosystem.
China takes over as biggest importer of Indian Broken Rice BEIJING: China emerged as the top buyer of Indian rice during the pandemic, with the neighbouring country importing 16.34 lakh metric tonnes (LMT) — or 7.7 per cent — of India’s total rice export of 212.10 LMT in financial year 2021-22, according to an analysis of trade data. The analysis shows that out of China’s total rice import from India of 16.34 LMT, nearly 97 per cent, or 15.76 LMT, was broken rice, which has seen a spike in demand from that Country. In fact, China is now the top buyer of
Indian broken rice, which was earlier exported mostly to African countries. In 2021-22, India’s total rice exports — both basmati and non-basmati — was 212.10 LMT, which is 19.30 per cent higher than 177.79 LMT exported in 2020-21. In the same period, rice export to China jumped by 392.20 per cent: from 3.31 LMT to 16.34 LMT. Of India’s total rice export in 2021-22, basmati rice accounted for 39.48 LMT, which was 14.73 per cent lower than 46.30 LMT exported in 2020-21. Non-basmati rice accounts for the lion’s share in the basket of Indian rice
exports. During 2021-22, export of rice other than basmati was 172.62 LMT, which was 31.27 per cent higher than 131.49 LMT in 2020-21. During 2021-22, India exported 38.64 LMT of broken rice to 83 countries; of this, maximum 15.76 LMT was procured by China — 476.40-per cent up from 2.73 LMT in 2020-21. Trade experts say the reason for this increase in export of broken rice to China is the higher demand of rice for making noodles and wine in that country.

North Europe ports productivity under pressure due to higher exchanges : Drewry “Weaker demand recovery, uncongested alternative ports and established feeder networks has meant far less vessel queueing in European ports,” commented Drewry’s head of ports and terminals research Eleanor Hadland. “But a spike in vessel call exchanges has created a much larger headache for European terminal operators.” The deterioration in Northwest European port productivity has occurred despite weaker throughput levels than during the pre-pandemic period. Traffic across Figure 1: Average call duration across North West Europe ports the region’s four main ports of Antwerp, Rotterdam, Bremerhaven and Hamburg was 3.5% lower in 1Q22 compared to the same period in 2019 and the decline in the number of vessel calls was even steeper at 15.1%, according to Drewry. Nor have average vessel sizes changed much over this period. But Drewry estimates that average exchanges have increased markedly, rising by an average 14% across the four main ports in the three years to 1Q22. To counter the impact of volatile demand patterns and risk of congestion, carriers have adjusted their schedules to reduce the number of port calls per rotation, leading to large increases in parcel sizes. According to Drewry’s latest AIS powered analytics, average exchanges rose by over 20% in Antwerp and 12% in Bremerhaven over the three years to 1Q22. As a result, both ports saw their terminal productivity deteriorate over 30%, as measured by days per 1,000 teu of throughput. “The steep increase in cargo exchanges is posing New analysis powered by Drewry AIS analytics shows that similar challenges for terminal operators as the prior spate of average call duration at the main Northwest European ports vessel upsizing,” added Hadland. “But the difference is that increased by over 50% in 1Q22 compared to their vessel upsizing was planned well in advance, whereas the pre-pandemic average, before falling back to 37% above 2021-22 ramp up in cargo exchanges have happened much pre-pandemic in May 2022. Drewry’s analysis indicates that faster and with little notice.” average port time per call peaked at 2.3 days in February, 58% above the pre-pandemic Figure 2: Terminal productivity at Antwerp, Bremerhaven and Hamburg 2019 average. As can be seen from the chart, the bulk of this port time is taken up at the terminal, representing around 60%, while pre-berth waiting forms a much smaller 20%, on average. This contrasts sharply with the performance at the main West Coast North America ports which suffered from much more severe preberth waiting delays, which peaked at 4.3 days in October 2021 – representing over 55% of average port call duration, according to Drewry’s AIS-based analysis. LONDON : Container terminal productivity across Northwest European ports has deteriorated significantly over the past three years due to the challenges of handling larger exchanges, as carriers have consolidated port calls in the face of volatile cargo demand, according to the latest Ports & Terminals Insight report published by Drewry.
Allow export of 80 lakh tonnes of sugar under OGL in 2022-23, urges ISMA NEW DELHI: As global sugar prices continue to remain firm, Indian sugar industry body Indian Sugar Mills Association (ISMA) has requested the central government to announce permission for export of 80 lakh tonnes of sugar in 2022-23. In a letter written to the Food Secretary Sundhanshu Pandey on June 10, ISMA has said that immediate announcement of next year’s sugar policy will help the mills enter into futures contracts at good prices. ISMA has requested the government to review the current sugar export policy and allow export of at least 80 lakh tonnes of sugar under Open General License (OGL) during the next sugar season starting October 1, 2022. “We believe it is the right time to announce the same as the current global prices are firm. Millers will get an opportunity to enter futures contracts at good prices. Accordingly, they can
plan their production for next season in advance,” said ISMA. According to ISMA, the area under sugarcane plantation for 2022-23 is expected to be higher by 2% than the ongoing sugar season. As the IMD has forecast a normal monsoon in 2022, ISMA thinks that it will augur well for the sugarcane crop during its growth phase. The sugar production in 2022-23 will not be less than the sugar production of the current year, which is 394 lakh tonnes without considering diversion for ethanol. The cane that was diverted for ethanol in the current year was equivalent to 34 lakh tonnes of sugar, the letter said. “However, it appears that the sugar production in the next year could be on the higher side. Therefore, even after an expected higher diversion of sugar towards production of ethanol next year, there will be sufficient surplus sugar available for exports,” said ISMA.

Coal import may drop 11 % to 186 MT in FY’23 NEW DELHI: India’s coal import is likely to decline by 11.4 per cent to 186 million tonnes (MT) in the current financial year, even as the state-owned firm has issued import tenders to source the dry fuel from overseas. Coal India Ltd, which accounts for over 80 per cent of domestic coal output, last week issued tenders to import coal in a bid to build up the stock of fossil fuel at the indigenous power plants, as mandated by the government. The country imported 210 MT of coal in the 2021-22.
According to the medium-term projections of the Ministry of Coal, of the 186 MT of coal that the company is expected to import in the ongoing fiscal, 130 MT is non-coking coal and 56 MT is coking coal. Non-coking coal is mainly used as thermal coal for power generation. India is likely to import 172 MT of coal in 2024-25, 173 MT in 2027-28, and 170 MT in 2029-30. The country imported 215 MT of coal in FY’21 and 249 MT of coal in FY’20, the coal ministry said. Coal India last week floated its maiden tender to import 2.416 million
tonnes of coal and also floated two international competitive bidding e-tenders of 3 million tonnes each to source coal from overseas. The import tender was floated after the Government asked the company to build up stock of fossil fuel to avoid the reoccurrence of power outages, which happened in April on account of shortage of the fuel. Though CIL is on its full steam in augmenting the production to meet the domestic demand of the country, this is a step towards a state of readiness to combat futuristic coal supply crunch if any, the PSU said.
US House passes Ocean Shipping Reform Act WASHINGTON: The U.S. House of Representatives passed legislation to impro ve o ve rsig ht of ocean shipping, which supporters say will help curb inflation and ease export backlogs. The bill passed 369-42 and will head to the White House for President Joe Biden's signature. Biden said in a statement he looked for ward to signing it into law. The bill would boost the investigatory authority of the Federal Maritime Commission (FMC), the U.S. agency that oversees ocean shipping, and increase transparency
of industry practices. It would allow FMC to launch probes of ocean common carriers' business practices and to apply enforcement measures, require ocean common carriers to report to the FMC "total import/export tonnage" each calendar quarter and would bar ocean car riers from unreasonably declining opportunities for U.S. exports under new rules to be determined by the FMC. "Exorbitant shipping fees are driving up costs for small business and consumers while leaving urgently-needed products to wait on
the dock," House Speaker Nancy Pelosi said in a statement. The Ocean Shipping Reform Act passed unanimously in the Senate in March. Similar legislation had passed the House 364-60 in December but lawmakers needed to resolve differences in the bills before it went to Biden to sign. "Inflation is the greatest frustration America has right now, and backlogs at our ports are one of the biggest drivers of price hikes that we will address through this bill," Schumer said on the Senate floor earlier.
Silk export rebounds after 6 yr: Silk Export Promotion Council NEW DELHI: India’s exports of silk products rebounded from six year lows in 2021-22 on improving demand for silk carpets and ready made garments from markets such as Europe and the United States. Shipments grew 36 per cent in rupee value terms in 2021-22 to Rs. 1,925.94 crore, while in dollar terms, the growth was 35 per cent at $258.81 million over previous year. During 2020-21, the silk product exports had touched a six-year low of Rs. 1,412.13 crore. Naresh K Sadh, Chairman, The I n d i a n S i l k E x p o r t Pr o m o t i o n Council (ISEPC), attributed the
slump in shipments during 2020-21 to the sharp fall in demand due to the spread of Covid worldwide. Consumers in the developed world stayed away from products of silk, considered a luxur y, during the pandemic period. “The demand improved during 202122 mainly for product such as silk carpets, silk made-ups and readymade garments. We are hopeful that the demand will improve further in the current year,” Sadh said. As per the provisional data compiled by the Central Silk Board, shipments of silk carpets during 2021-22 grew by
55 per cent to Rs. 269.9 crore over previous year ’s Rs. 174.20 crore. Similarly, the silk readymade garments were up 26 per cent at Rs. 846.90 crore (Rs. 672.58 crore). The exports of silk fabrics and madeups grew 44 per cent to Rs. 554.31 crore (Rs. 385.70 crore). The shipments of silk waste, acquired during the process of reeling, also registered a growth of 38 per cent at Rs. 208.58 crore over previous year’s Rs. 150.74 crore. Meanwhile, the imports of raw silk went up marginally to 1,978 tonnes during 2021-22 from a low of 1,804 tonnes in the previous year.
WCO : Extension of the WCO COVID-19 Project until June 2023 BRUSSELS: With the approval of the Government of Japan, which has granted a one-year extension, the WCO COVID-19 Project will continue until June 2023. The aim of the extension is to provide additional support to current and potential new beneficiary Members and to maximize the positive impact of the results achieved so far. The COVID-19 Project, launched in July 2020 to help build Customs administrations’ capacity to tackle the challenges stemming from COVID-19, other infectious diseases and similar scenarios, has already achieved meaningful results. Thanks to this extension, the Project will be able to increase its outreach still further and bring on board a growing number of
Members and stakeholders. Providing capacity building support is one of the three pillars of the Project. Accordingly, the past two years have seen more than fifteen activities organized for over one hundred Customs administrations across five WCO regions. The Project Team was tasked with drafting and updating the WCO Guidelines on disaster management and supply chain continuity, approved by the WCO Council in June 2021. The Guidelines, which are a ‘living’ document, have already been updated twice with the addition of a chapter on enforcement issues during emergency situations and a self-assessment checklist to help Members assess their preparedness for facing disruptive events.
The Project also equipped three Members (Madagascar, Cameroon and Benin) with a mobile app for the digital submission of Customs declarations by inbound passengers, together with related hardware that will be used by Customs staff to retrieve data from the app, making border procedures faster and safer as a result. Over the coming year, the Project will focus its activities on the regions most threatened by natural disasters, such as the Pacific Islands which were severely affected by the tsunami that struck the region in January 2022. Supplementary activities will include providing other interested WCO Members with IT tools to facilitate Customs declarations.

ICC: What the Future International Trade Alliance means for Shippers AMSTERDAM: The Future International Trade (FIT) Alliance was formed by DCSA, FIATA, BIMCO, the International Chamber of Commerce (ICC) and SWIFT, with a signed memorandum of understanding to standardise the digitalisation of international trade. We spoke with representatives of the FIT Alliance to discover what its aims mean to them and the organisations they represent. You can read the thoughts of Thomas Bagge, DCSA CEO, Grant Hunter, Director for Standards, Innovation and Research, BIMCO and Stéphane Graber, Director General of FIATA. In this article, we hear from John W.H. Denton, ICC Secretary General. We began by asking John: Why did the ICC join the FIT Alliance? John (J): ICC represents more than 45 million companies in over 100 countries and our business mission is to make business work for everyone, every day, everywhere. Living up to that means finding ways to make international trade less complex than it currently is. My commitment is to take trade from analogue to digital. Through the FIT Alliance, we’re collaborating with lots of industry players to create and accelerate the adoption of digital standards that will make international shipping dramatically simpler, secure and, we hope, seamless. That will drive a sea change in companies’ productivity and business models to help businesses unleash benefits at an ecosystem level. What does the Alliance mean to your organisation? J: What I like about the FIT Alliance is that it brings together like-minded, values-aligned organisations who believe that together, we can move the needle faster. ICC is an open platform; we are deeply collaborative and
so we understand that digitisation is an ecosystem activity – it can’t be achieved by one organisation, country or sector. You need to bring everyone together to make things interoperable where they can be, so that systems can seamlessly communicate. Standards are critical for us because we want an equal and legal playing field. What does the Alliance mean for international shipping and trade? J: The electronic bill of lading (eBL) was first introduced in the 1990s, yet in 2022 only around 0.1% of bills of lading (B/Ls) is issued electronically. This is because of closed systems in which supply chain parties have different B/L formats, each guided by their own rules and standards, or varying IT systems requirements. That makes it very hard for eBLs to be used freely for cross-border trade. To change this, an open system is required, as well as statutory law recognition. What top three benets will your members gain from the Alliance? J: Quite simply: better, faster and cheaper. Better visibility of the supply chain, better cash flow and faster access to financing, and lower costs of going digital to start reaping the benefits of digitalisation sooner. How will you achieve your aims and secure adoption among your members? J: You have to excite people, but the good thing is, they do want to get on board. People come up to me and say, “this is brilliant, how can we be part of it?” Communication, guidance and training will all play a part. We keep our network very closely updated about our work and produce practical toolkits for cross-border paperless trade and educational courses through our ICC Academy to increase awareness and grow adoption rates.
MSC, Your Partners in Transporting Tea GENEVA: Tea is the second most popular drink in the world – behind regular water. Some estimates say that up to 20 billion cups of tea are consumed daily around the world. That’s a lot of tea! Globally, China is the largest producer of tea, followed by India, Sri Lanka, and Kenya. Kenya is by far the largest exporter of tea on the African continent. The most popular exports include black tea, green tea, and oolong. Unsurprisingly, as these countries are such large exporters of tea, it is a key resource for the economy, informed a recent statement from MSC. “We operate in these markets as a major market transporter of tea and consider it an integral piece of our services in the region, supporting both intra-Africa and international trade. With high connectivity to key tea importing destinations such as Pakistan, Egypt, the United Kingdom, the United Arab Emirates, Russia, and the United States, we are well equipped to match your tea transit needs. “Working together with our subsidiaries and partners, we operate door-to-door intermodal solutions with dedicated depots and warehouses along the way, ensuring the best conditions possible and maintaining the integrity of the leaves. “Our teams have accumulated both local experience and commodity specific expertise in how to handle goods, along with a comprehensive knowledge of global port operations.
Our deep knowledge of the value chain around tea coupled with local expertise and intermodal networks make us the perfect transportation partner. We work with our customers to provide a variety of options that cover the full process until the cargo reaches its destination.” Key strengths: • Dedicated teams across the globe to ensure client needs are met • Dedicated ports of calls • Regular trade services from Mombasa, Colombo, Alexandria, and other key tea transit hubs to key destinations around the world • Fast and reliable transit times • 24/7 food-grade and heavy-duty container availability for all export requirements.
