Merchandise exports to grow at 70% during Q1 FY 22 : Export-Import Bank of India MUMBAI: Export-Import Bank of India forecasts India’s total merchandise exports to amount to US$ 87.2 bn, growing at 70.1%, and non-oil exports to amount to US$ 78.26 bn, growing at 68.5%, during the first quarter of 2021-22, as compared to US$ 51.3 bn and US$ 46.4 bn, respectively, for the corresponding quarter of the previous year. The sharp rise in India’s exports could be attributed
largely to the low base effect, pick up in global oil prices, and strong growth in advanced economies. While the peak of the second wave of infections of the COVID-19 pandemic witnessed in India during end April-May 2021, could have subdued exports during the quarter to some extent, exports from India have nevertheless been relatively Cont’d. Pg. 15 resilient.

GAC breaks ground on new Contract Logistics Facility DOHA: Construction is underway on GAC Qatar’s new 27,000m² multi-user contract logistics facility after the groundbreaking ceremony in the Ras Bufontas Free Zone. It follows the signing of an agreement between GAC and Qatar Free Zones Authority (QFZA) in February this year. The facility is expected to be completed by early 2022. It will be built from sustainable materials, partly fueled by solar power, have several energy-saving features and use recycled water in its operations. The groundbreaking ceremony was attended by H.E. Mr. Anders Bengtcén, Swedish Ambassador to the State of Qatar, the Chief Executive Officer of Qatar Free Zones Authority (QFZA), Mr. Lim Meng Hui, Group CEO of Arabian Construction Engineering Company (ACEC), GAC’s local partner, Mr. Ismail Tahboub, GAC Group Executive Chairman & Trustee Mr. Björn Engblom, GAC Group Vice President - Middle East Mr. Fredrik Nyström and senior executive management members from QFZA and GAC Qatar. H.E. Mr. Bengtcén welcomed GAC’s important investment in the Qatar Free Zones, saying it reflected the confidence that Swedish enterprises have in the development of Qatar as a logistical and entrepreneurial hub. Mr. Lim Meng Hui, the Chief Executive Officer of QFZA said: “It is our pleasure today to be part of the groundbreaking ceremony for GAC logistics facility in Ras Bufontas Free Zone, which will be a showcase of sustainable building development. This facility will contribute towards Qatar as a regional logistics hub and good ecosystem for our investors to run their operations sustainably out of the free zones.” Mr. Björn Engblom, GAC Group Executive Chairman & Trustee said Ras Bufontas Free Zone was a natural choice for the Group’s footprint expansion in the region: “Its strategic location and excellent connectivity to the Hamad International
Airport and the Hamad port put us right at the heart of all the trade activities. This facility will be a boost to our capabilities and will allow us to better serve the growing and increasingly complex logistics and supply chain needs of our customers. “We are excited to be able to play a role in contributing towards the State’s mission of becoming a major logistics hub for the region. I congratulate the Qatar Free Zones Authority on making remarkable progress in achieving this goal.” Mr. Daniel Nordberg, General Manager of GAC Qatar added: “Qatar’s logistics sector is a billion-dollar market for industry players to tap into. From servicing the local market to providing regional and transshipment services, GAC is well positioned to meet the freight, contract logistics and cold chain needs of diverse sectors with this new facility and the resources and expertise that we already have in our stable. “The demand for our integrated solutions is expected to be bolstered by the North Field expansion project and the global soccer event in 2022. We can look forward to exciting times ahead.”

HOW HIGH IS TOO HIGH
W
e are witnessing an unprecedented rise in freight across most of the sectors. And there seems to be no respite. While the rates are moving north, quality and schedule reliability are nosediving. Experts look at the rearview mirror and explain this on slowdowns in ports and hinterland due to Covid lockdowns coupled with a rise in demand for goods in place of services like eating out or tourism and frenetic shipments of medical goods. Whatever the causes may be, there is nothing much we can do to fix them anytime soon. You can't force shipping lines to sell low. Freight is market driven and it's in an uncharted territory now. The shippers are facing humungus difficulties. From their perspective, no one is out there to help. And honestly no one could. It's Adam Smith's invisible hand (market forces) at work in a world ravaged by this ugly virus. And the same invisible hand is going to fix this. We need to understand that the input costs are rising. Iron ore prices are at a historic high. Crude price is stubbornly inching up. All basic raw material costs are heading north. So, a new container or a ship would cost two times more to build than the pre-Covid period. And to top it all, there is a shortage of ships and containers the world over. Looking back, you may ask why is the price of iron ore or crude oil going so high? The experts would explain. Maybe the virus created panic and suspicions, leading to trade wars among nations. Maybe governments the world over are printing money like there is no tomorrow and thereby inflating all assets. Maybe the lockdowns and infections affected mining and logistics activities (Though they are highly mechanised.). Maybe it's a combination of all. Irrespective of what the experts come out with, we have to face our realities. Costs are real. Prices are real. Margins are real. And they are going to stick for a while. What would happen
if they do for a long while? Well, heads would roll. We have seen in bulk and oil. When freight hits the ceiling, the shippers stop shipping. The theoretical point is the point where all their margins are sucked by the freight. There are starts and stops, until the end consumer says 'stop'. He would rather buy locally or go for a substitution or simply starve. And then, you have a crash. The cycle flips. In containers this may not happen that way. We carry all types of goods - essential to luxury, & cheap to expensive - unlike bulk carriers or tankers or gas carriers. If cheap onions can't afford the increasing freight, expensive life saving chemicals would, as an example. So, there would be some cargo or the other to chase the available tonnage and containers. Cargo would not dry up completely like the bulker or tankers. The choking would be a slow process. Cheap cargo with low margins could be marginalised. The freight would be too high for such cargo to move. Such higher costs are a recipe for high inflation. In the meantime, any major event could swing the pendulum in any direction. We are in uncertain times. Most of the predictions by the experts have fallen flat. Therefore, this is not a time to rely on the expertise of the experts. This is a time to go by our gut feelings and ensure that we stick to our basics and serve our customers to the best extent we can.

Port of Rotterdam: Customs processes further digitised R O T T E R DA M : T h e t r a d e i n refrigerated products via reefer containers is seeing spectacular growth in the Port of Rotterdam. The Port of Rotterdam Authority, Customs, Fresh Produce Centre and Portbase have joined forces to facilitate this growth market and ensure that customs clearance is faster, more efficient and safer. Reefer containers account for over 15% of the total number of containers shipped via the Port of Rotterdam. This proportion is expected to increase further in the coming years. The initial results of the partnership are promising. The Port of Rotterdam Authority works continuously with supply chain partners to examine opportunities to further optimise port and chain process efficiency and safety. A pilot started recently to make customs’ processes safer and more efficient. ‘This is a rather complex process that involves more than you would at first expect’, began Hanna Stelzel, Business Manager Logistics and Supply Chain at the Port of Rotterdam. Popularly known as customs clearance, in practice this involves more than the activities carried out by Customs. It is the combined action of customs, ship agents, terminals, shipping lines and other involved chain partners. With lots of communication back and forth. ‘Communications between all involved parties largely determines the efficiency of the entire clearance process’, added Anne Saris, Business Manager Agrofood and Distribution from the Port of Rotterdam Authority. ‘Cooperation is crucial. The faster and more efficient the communications, the more efficient the customs clearance.’ The increase in the number of reefers was a key reason to examine processes together with chain partners. As container numbers in the port increase, the number of inspections increases, too. These inspections are carried out based on risk analyses and profiles, with country of origin and history (or lack of this) helping to determine whether a container should or should not be inspected. Reefers often originate from highrisk areas, which means they are also more frequently selected for inspection. As further growth is expected, it is crucial that the port makes optimum preparations to facilitate this increased flow of reefers. Efficient customs processes are an essential link in the chain. ‘Moreover, these help attract additional flows’, added Stelzel. Customs inspects the containers in three ways, the most common being via scanning. All large container terminals on Maasvlakte in Rotterdam have a high-tech customs scanner on site and images of the container contents are analysed by customs remotely, 24/7. This means there’s no need for containers to leave the terminal, or be opened unnecessarily and, in 95% of cases, they can be released again within 36 hours of unloading. A second method is the physical inspection, that is carried out on the State Inspection Terminal (SIT) on Maasvlakte. The third option involves using sniffer dogs to check the relevant containers at the terminals. ‘It also happens that further controls are needed after viewing the scanned images. That’s the physical inspection at the SIT’, added Loekie Lepelaar, Customs Affairs Advisor and Client Manager at Customs, Port of Rotterdam. ‘We’re continuously examining processes and analysing bottlenecks together with our chain partners’, Saris continued. A project team, involving the Port Authority and Customs as well as members of Fresh Produce Centre and Portbase, was established recently to minimise waiting times and delays during customs inspections. The project team analysed customs processes and concluded that there is quite some room for improvement, particularly as far as physical checks and inspections with sniffer dogs are concerned. ‘The necessary improvements are not so much in the inspections themselves, but in the processes around these, such as scheduling transport from the terminal to SIT and back and the communications between the parties involved’, explained Stelzel.
New shipping reefer containers are stacking on the yard.
Further analysis also showed that a large proportion of bottlenecks are created by processes that still require one or more manual actions. Stelzel stated: ‘If Customs selects a container for a physical control, the ship agent and terminal are notified. The ship agent then contracts a logistics service provider to transport the container to the State Inspection Terminal. That transport movement will then be scheduled for the following day. With manual processes, such as typing emails or telephone contact between the involved chain partners, it can happen that a container scanned on a Thursday can only arrive at the SIT on the Monday or even Tuesday, partly because not all links in the chain work 24/7.’ ‘That’s certainly not something we want, particularly for reefers, where shelf life is key’, stated Saris. That’s why the partners started a pilot this spring to digitise many of the manual processes. All customs clearance checks are already announced digitally via the Port Community System’s Inspection Portal. ‘Making all these announcements digitally at the transportation company – with the ship agents’ approval – enables us to accelerate transport scheduling. The time gains can then be considerable, certainly if there’s a weekend involved’, stated Dalibor Stojakovic, Product Owner at Portbase. ‘The LSP can start scheduling before receiving the assignment from the ship agent, although actual transport movements of course only take place once the assignment is received.’ ‘Further digitisation enables us to reduce turnaround times and minimise waiting times’, added Daco Sol. The Logistics, Supervision & Supply Chain Programme Manager at Fresh Produce Centre is aware too of the consequences of unwelcome delays. ‘There’s a huge risk of quality losses for fresh produce. Or you may need to find other sales channels and the financial losses can run to tens of thousands of euros. Of course, nobody wants that. Minimising waiting and turnaround times was therefore one of our most important reasons for taking part. Our members import fresh produce and aim for the shortest possible turnaround time in the chain.’ It’s still not known how many gains will be made. ‘We’re still in the start-up phase and it’s too early to say more about this. But that digitising makes the processes more efficient is certainly already clear’, stated Stelzel. She also thinks that it helps that all involved parties see the potential of this and are also actually prepared to make improvements. Sol added: ‘The greatest gain so far is having much more insight as this has helped us understand the origin of delays and that communications and manual activities are the bottlenecks. The level of focus there is on this right now is a first step in the right direction. But we’re not there yet. As far as we’re concerned, the ultimate goal will only be achieved if all processes that can logically be organised and optimised are also actually organised and optimised. That sounds ambitious perhaps, but I’m convinced that it’s achievable as long as we’re all on the same page.’ Stelzel concluded: ‘The initial results are promising. We can keep delays to a minimum, not only for reefers but also for other containers. This ensures that cargo owners don’t face unnecessary costs. Other chain partners have now also expressed interest and we’re expecting to take rapid steps there, too. Ultimately, the aim is to work together to improve efficiency in the port.’

Shipping Industry agrees action on R&D investment and Trade Digitisation LONDON: As world leaders meet in Cornwall, England, for the G7, the first ever meeting of the equivalent maritime bodies, titled M7, took place recently, organised by the UK Chamber of Shipping. Delegates from the shipowner associations of the G7, plus those from Australia, India, South Africa and South Korea, were joined by the Secretary General of the International Chamber of Shipping, Chief Executive and Secretar y General of BIMCO and a representative from ECSA. There was universal agreement that more investment is needed from governments and industry to develop the technologies for a cleaner and greener shipping industry and that the G7 governments should be urged to back the shipping industry’s proposed $5bn R&D decarbonisation fund. Delegates also agreed that more
work was needed to help develop digital documentation to facilitate an increase in global trade as the world recovers from Covid-19. The crew change crisis was discussed, and the extraordinary work seafarers have done over the past 15 months supporting global trade under extremely challenging conditions was noted. The meeting called for governments of the G7 to follow the lead of the United States, Canada and other countries in prioritising vaccinations for seafarers. UK Chamber of Shipping President and Chair of the meeting, John Denholm said: “Meeting for the first time, the M7 brought together the shipowning organisations of the G7, the UK, Canada, France, Germany, Italy, Japan, and the United States as well as those invited to the G7 event from Australia, India, South
Africa and South Korea. The meeting discussed improving trade through digital documentation and the need for governments and industry to invest more in green research and development projects and the important role that seafarers were playing in keeping trade flowing through the Covid pandemic. “The meeting noted the magnificent job that their seafarers had been doing through the pandemic and urged governments to make vaccines available to seafarers. It also fully supported the need to decarbonise and agreed that if the industry is to meet its goal of zero carbon emissions by 2050, large-scale investment in research and development is necessary as without this we simply will not have the technologies needed for the greener, cleaner shipping industry that we all want.”
Bangladesh extends border closure with India till June 30 due to Covid-19 DHAKA: Bangladesh recently extended border closure with India till June 30 as the COVID-19 situation in neighbouring districts of the country continued to deteriorate. The decision for extending the closure of border areas was taken during an inter-ministerial meeting on
June 13, a top official of the Ministry of Foreign Affairs told Dhaka Tribune. A gazette notification to this end will soon be published, the official said, requesting anonymity. Earlier on April 26, Bangladesh shut down its border with India for two weeks, which was later extended
twice - on May 8 and then on May 29 in light of the severe crisis in India due to the second wave of the pandemic. However, Bangladeshi nationals with a valid visa of 15 days or less will be allowed to return home subject to a 14-day compulsor y quarantine, reported Dhaka Tribune.
Online payment of railway freight charges begins in Mangaluru MANGALURU: The first online payment of freight charges in Southern Railway was made at Palakkad division’s Panambur in Mangaluru recently. Indian Potash Ltd booked a rake from Panambur to Chikmagalur by paying Rs. 4.05 lakh online. A statement said here on Friday that it was also the first online transaction for booking freight in Southern Railway.
Railways has now taken the initiative in ease of doing business for freight services by introducing online payment of freight charges. Freight customers can avail the facility through the Freight Business Development (FBD) portal of Freight Operations Information System (FOIS) using SBI’s payment gateway. Payment can be made through netbanking/credit card/debit card/UPI.
Earlier, the freight customers were required to sign an agreement with Railways and nominate a bank to avail e-payment facility or pay the amount through demand draft or bank cheque. The facility was introduced in the Ahmedabad Division of Western Railway as a pilot project and finally rolled out throughout Indian Railways on June 9.
Coal India allows buyers to export for rst time NEW DELHI: State-run Coal India Ltd has said that buyers are now allowed to export coal bought from the miner through e-auctions, in what it called a “first of its kind” and a major
policy shift. The world’s largest miner by production would not be exporting coal directly, but said it has lifted an export embargo allowing buyers to export coal purchased through spot and
special e-auctions. “Allowing those who procure coal under the two auction windows to export may prove to be catalytic to our sales,” Coal India said in a statement.

China unveils plan to develop Hainan Island as a major South-Western Hub Port BEIJING: Beijing has announced that the Hainan Free Trade Port Law, part of its efforts to develop a globally influential free trade port in Hainan province, was adopted on yesterday. The legislation, which takes effect immediately, provides China with a legal guarantee in its pursuit of building a high-quality free trade port on Hainan Island. Meanwhile, Yangpu port in Hainan Island will be developed into an international container hub port in the southernmost part of China, under the country ’s 14th five-year plan, “to strengthen overseas logistics links”. Plans for Hainan were set in motion in June last year, when China’s economic planning agency, the National
Development and Reform Commission, released a blueprint to reinvent the island from holiday resort into a major free trade hub port. Hainan’s geographical spot between China and South-east Asia, positions its logistics and shipping industries well for growth. Annually, Yangpu, Hainan’s largest port, can handle around 1.8m teu. In October, the first overseas container shipping service connecting to Hainan was launched, when Cosco began a bi-weekly Yangpu-South Pacific-Australia service, followed by China United Lines’ service linking Yangpu with Vietnam. However, compared with larger Chinese ports like Shanghai, Yantian and Guangzhou, Yangpu is relatively
small, necessitating a major upgrade. The latest five-year plan (2021-2025) will focus on expanding Yangpu’s Xiaochantan wharf and build another container terminal in the Macun area of Hainan’s Haikou port. The government believes the new facilities will see an international shipping hub develop on Hainan, linking the island to the Greater Bay Area in the Pearl River Delta, the western part of China which faces the Pacific and Indian Oceans. Authorities are also exploring the improvement of transport infrastructure to reduce the time taken to move goods across the Hainan Strait (also known as Qiongzhou Strait). New cross-sea channels and unmanned aerial vehicle cargo logistics will be explored.
Fresh congestions due to fresh Covid breakout distorts supply chains at Chinese Ports BEIJING: Delays from congestion at southern Chinese ports triggered by fresh Covid-19 outbreaks are rippling through global supply chains, threatening to inflate costs and exacerbate disruptions. A cargo vessel operated by Cosco Shipping Lines Co. will skip a scheduled port stop in Singapore this month because of delays in China, according to alliance partner Ocean Network Express Holdings Ltd. One of CMA CGM’s vessels heading to China in July will also not call at the Southeast Asia trans-shipment hub. “The delays have already resulted in pressurizing soaring shipping prices within China due to a lack of containers and increased export demand,” said Josh Brazil, vice president of marketing at
project44, a supply-chain intelligence firm. “These high shipping costs are just one factor that may contribute to an additional looming threat to global inflation.” A virus outbreak at Yantian in Shenzhen has already inflated spot freight rates globally, with Drewry’s World Container Index increasing 10% in the past three weeks, said Simon Heaney, senior manager of container research at Drewry Shipping Consultants Ltd. “It feels inevitable that rates will climb higher as we head into the thirdquarter peak season,” he said. “Both importers and exporters will suffer if delays and waiting times extend.” The disruption is causing further pain for global shippers already struggling with interruptions to supply
chains from the pandemic, and the Ever Given’s grounding in the Suez Canal earlier this year. Trans-shipment dwell times in Singapore are at about eight to nine days now, up from roughly five days a year ago, according to estimates from project44. Vessel schedules and carrier service levels have been disrupted by delays at Yantian port, and congestion has spilled over to the nearby Shekou and Nansha terminals, PSA Singapore said in an emailed response to queries. “We expect vessel arrivals in Singapore to be affected as well.” However, container vessels calling at PSA Singapore’s terminal aren’t facing longer wait times as a result of the delays in Yantian yet, the container operator said.
Wan Hai Lines to launch Independent Asia to US East Coast Service (AA7) TA I P E I : Wa n H a i L i n e s i s expanding its Asia – America network by launching a new weekly service between Asia and the East Coast of North America (branded as AA7). The ser vice will be operated by 10 container vessels with a capacity of 2,800 TEU - 4,000 TEU.
Port rotation of the service is as followingTAIPEI – XIAMEN – SHEKOU – CAIMEP – NEW YORK – SAVANNAH – TAIPEI The first voyage is scheduled to commerce at TAIPEI on June 18, 2021 and will provide better transit time and ser vice coverage to meet customers’ growing demand.

Succeeding with the theme of “Love and Found”, the campaign encourages people to care for their loved ones and be aware of the less fortunate, especially during the pandemic. MOL joins International Think Tank & accelerate development for Carbon Capture, Utilization & Storage
TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto) has announced that it joined the Australiabased Global CCS Institute (GCCSI), an international think tank on carbon capture and storage (CCS), which is recognized as a means to achieve a low-carbon and decarbonized society. GCCSI's mission is to accelerate the deployment of carbon capture and storage (CCS), a vital technology in future initiatives to reduce carbon emissions in the atmosphere, moving forward with trend surveys, while working to share knowledge and raise awareness of the technology. Its diverse membership includes representatives from governments, private companies, research institutes, and non-governmental organizations. GCCSI is headquartered in Melbourne and has offices in Washington, D.C., Brussels, Tokyo, Beijing, and Abu Dhabi. Global CCS Institute CEO, Brad Page, welcomed MOL to the Institute's fast-growing membership."It is clear that the world requires CCS in very large volumes and in many places around the world to achieve net zero emissions around mid-century. Transporting bulk carbon dioxide for permanent storage will be a key part of the CCS chain and a growing business opportunity.", Page said. "We look forward to working with MOL and other member companies specializing in transporting carbon dioxide to ensure that this vital element of the supply chain develops quickly." MOL entered the business of transporting liquefied carbon dioxide (CO2) by sea in March 2021, when it invested in Larvik Shipping AS (LS; Headquarters: Norway), which has managed industrial liquefied CO2 vessels in Europe over 30 years. By combining its accumulated experience in safe vessel operation and cargo handling with LS's know-how and solid track record, MOL will examine ways to expand the scale of liquefied CO2 vessels and contribute to the further worldwide development of the liquefied CO2 ocean transport business.
Drawing upon the knowledge and accessed through its participation in GCSSI, MOL aims to expand both upstream and downstream in carbon capture, utilization and storage business value chains, and contribute to the achievement of a sustainable, decarbonized society. CCUS value chain related projects December 2020: Australian Offshore CO2 Capture and Storage Hun Project
March 2021: MOL to Move into Ocean Shipping of Liquefied CO2 Ocean Transport Business through Investment in Norway's Larvik Shipping AS May 2021: Klaipedos nafta, Larvik Shipping, and Mitsui O.S.K. Lines will carry out a feasibility study for liquefied CO2 and hydrogen project in Klaipeda, Lithuania.
