Lift & Shift India Delivers 17 Heavylift / ODC for HURL Barauni & Sindri Cont’d. from Pg. 3
Lift & Shift scope of Multimodal operation comprised of : 1. L and transportation of the equipment from the Fabrication yard to the nearest port of Hazira, Dahej & Mumbai. 2. Load equipment on suitable barge/s and transport to Mumbai. 3. Chartering Heavy-lift vessel from Port of Loading to Kolkata port. 4. Discharge of equipment from heavy lift vessel onto IV class barges, at Kolkata Port. (Barges were modified / strengthened to withstand load of heavy equipment)
5. Barging - River voyage (inland waterways) in the Ganges to Simaria / Sahibganj jetties. 6. Construction of suitable jetty at both locations. 7. Roll-off at temporary jetty. 8. Road transport the equipment to HURL, Barauni & Sindri sites. The 17 equipment totaling to about 14,000 FRT / 3000 tons were the most critical equipment required for the Fertilizer plant complex and included the heaviest reactor (Ammonia Converter) of 600 tons and LP Flash Drum having height of 8.3 m. A temporary jetty location identified and developed at Simaria for HURL Barauni site which was 8 kms for roll-off / discharge of 12 equipment, while the HURL Sindri site was about 230 kms from Temporary Jetty at Sahibganj, which was identified / developed for discharge of 5 equipment. The 17 nos Heavy lift & ODC were moved in 2 lots.
Challenges faced during the execution of the project : 1. Delay in fabrication of critical equipment caused some unexpected difficulties, like an overhead bridge under construction between Baroda & Surat, would be crossing the transport route between Bharuch to Dahej, the air clearance being only 5 m as against equipment height of 8.2 m or air clearance of 9 m, LTHE and Lift & Shift team met the authorities and requested to delay installation of girder to give sufficient time to transport these equipment, Lift & Shift developed a bypass for safe transport. 2. Dredging in the Ganges : Sahibganj jetty, where the jetty was being, our team reported drastic reduction in water levels resulting in a requirement of dredging for the last 1 km of the inland waterways channel. Lift & Shift mobilized 2 dredgers and after continuous dredging for about 30 days the barge could reach the jetty for discharge.
3. Covid Lock down : Partial lockdown starting 3rd week of March 2020 and the Government of India declared a complete lockdown across India from 25th March 2020, Shipment of lot 2 were reaching the port for loading. This lockdown without notice put the entire team into disarray. All activities were suddenly put on halt. Lift & Shift team had to approach the concerned authorities at senior level and obtain special permission to operate and load cargo at Dahej / Mumbai port keeping all new safety norms and precautions to safeguard life of people. 4. April 2020 : As 2nd shipment sailed to Haldia, section 144 was in force and restricted movement of more than 2 people together along with the Covid-19 fear peaking and tight lockdown norms across West Bengal, Lift & Shift made special arrangement to address the safety concerns by arranging an accommodation barge for the discharge operations and limiting movement of people every day this was with twin moto to avoid delays to ship and limiting exposure of people to virus and avoid daily travel of team members till the completion of the vessel.
5. Road transport from Sahibganj to Sindri site : The equipment transport commenced during June, and with monsoon having commenced, the height of 8.2 m that required removal of electrical wires / leveled roads for safe transport became a challenge, as at times due to heavy rains the roads would get washed away requiring temporary civil works, sudden downpour would result in cancellation of transport movement as electrical shutdown was not possible and safe. The transport of 230 kms took about 50 days to reach the site. Lift & Shift has always strived, achieved to meet the commitment to deliver the cargo safely and on time. In Spite of all the unforeseen challenges and unfavorable weather conditions Lift & Shift successfully delivered all 17 nos equipment safely to both the sites to the satisfaction of the LTHE.
Lift & Shift would like to extend its thanks to LTHE team at Vadodara who extended their unconditional support to make this gigantic task a success. This apart Lift & Shift management has extended sincere gratitude to its team who in spite of difficult time of Covid lockdown and determined to and went ahead and executed the delivery of the equipment.

Economic Green shoots visible and exports have shown a good turnaround : Commerce Minister NEW DELHI: Piyush Goyal, Minister for Commerce & Industry and Railways, Govt of India said that we have good green shoots visible in the economy and exports have shown a good turnaround. “Our balance of payments is going to be very strong this year. We need to ensure that India brings back the economic activity very q u i c k l y, ” M r G o y a l s t r e s s e d . Highlighting the importance of India in the global supply chain, Mr Goyal said that the work that we are doing will help us re-position India’s growth in local and global supply chains. “India can be a part of global supply chains, provide work opportunities to
millions of people and enable them to become a part of our growing engagement with the world. Business continuity will depend on how quickly businesses adapt & become more and more prudent,” he added. He asserted that Indian products deserve a fair access to other countries before those countries can freely access the Indian market. “India wants reciprocal trade with other countries,” he added. Addressing the inaugural of ‘India Virtual FMCG Supply Chain,’ organized by FICCI, Mr Goyal said, “Countries should, in a phased manner, look at sourcing from India, developing their products in India and then encash
the large business opportunity that 1.3 billion Indian people offer.” Goyal further said that it is time that the Indian industry stood up as one and ensure that we get a level playing field. “Our Government will stand shoulderto-shoulder with industries in their efforts to become more competitive and engage with the world on equal & fair terms. We are moving towards balanced trade,” he said. Urging the Indian industry to support and work together towards a prosperous India in the long run, Mr Goyal said, “We shall ensure that any unfair treatment to Indian industries will be taken up at the highest level.”
Andhra Govt requests dedicated freight corridor connectivity to its ports HYDERABAD: The Andhra Pradesh Government has requested the Railways to extend its dedicated freight corridor connectivity to ports in the state so that millions of tonnes of cargoes can be handled in a pollutionfree and cost-effective manner. In an indication of how significant the freight-only corridors could become for goods transport, Andhra Pradesh Maritime Board CEO NP Ramakrishna Reddy wrote to the Dedicated Freight Corporation of India Limited (DFCCIL), requesting its support in the state’s upcoming port development projects. He said the DFC connectivity will act as a catalyst for the overall
development of the ports and bring in effective and pollution-free transportation of the cargo, besides being cost-effective. For this purpose, an MoU may be entered into to ensure better coordinated efforts, he said in the letter, dated August 10. The DFCCIL is presently working on two corridors — Western Corridor and the Eastern Corridor. Four other corridors are proposed. Ta l k i n g a b o u t t h e a r e a s t h e proposed DFC will touch in Andhra Pradesh, an official said as of now, it is planned till Vijayawada. “From there, the freight trains will
operate on feeder routes of the Indian Railways, which means it will not be a dedicated freight corridor, with both passenger and mail express running on them. Once an MoU is signed, the corridor can connect different ports in the state specifically,” he said. In his letter, AP Maritime Board CEO Reddy told the DFCCIL that handling of cargoes at all the non-major ports — already developed or under development in the state is to be done either by road or rail. He said the existing ports have rail links, but a DFC connectivity will catalyse the overall development of the ports.
23 foreign, Indian companies line up to run private trains NEW DELHI : As many as 23 firms, including major players such as Alstom Transport, Bharat Forge, Sterlite Power, IRCTC, Titagarh Wagons, Bombardier Transportation, BEML and L&T Infrastructure Development Projects, have shown interest in running private trains in India. The Railways held the second prebid meeting on this project even as the national transporter took several new steps, including sharing of routespecific passenger traffic data with private bidders, to whet the interest of the bidders. The Railways had invited 12 Requests for Qualification from private players to run passenger trains on 109 important routes. For the project, which requires a ?30,000-crore investment, the Railways has also slashed the document purchasing fee by a tenth to about ?23,000 to attract more private participation. Purchasing the document allows players to participate in the prebid meetings.
Since the first pre-bid meeting in J u l y, m o r e p l a y e r s , i n c l u d i n g developers and funds like Asia Infrastructure and L&T Infrastructure, have purchased the document to bid to run private trains, stated the Railways after the virtual meeting of potential players it hosted on Wednesday. The Ministry has also shared traffic data, draft concession agreement, draft feasibility report and draft manual for standards and specifications of trains. Earlier, the national transporter had planned to share these documents and the data on traffic and concession agreement with the players only at the financial bidding stage. That said, the routewise data is for fiscal 2019, before Covid-19 struck. To e n s u r e s e r i o u s b i d d e r s participate, the Railways has specified the requisite operation and maintenance experience. The Railways also clarified that complete freedom will be given to the private partner in procurement of trains, which can either be purchased or
taken on lease. Additionally, the Railways has specified the money that companies have to pay it as haulage charges. The Railways said that it has appointed RITES, Deloitte Touche Tohmatsu India, and L&L (former Luthra and Luthra Law Offices) as consultants, and that they cannot be hired as consultants by the private players. This is to prevent any conflict of interest, a Railway official said. According to Railway sources, some bidders have asked for more time to submit the qualifying documents. The Wednesday meeting was part of a series the Railways has organised, post-Covid, in its bid to run private trains. It has been consulting companies on their concerns over the contract documents it has floated. After the first pre-application conference, the Ministry reduced the fee for purchasing the qualifying document by a tenth for participating in more than one project, removed the cap of three projects per bidder, and clarified that leasing of trains is allowed.

Big opportunity for India to engage with the world and boost exports: CII Cont’d. from Pg. 3
“This is an opportune time for India to strengthen its domestic manufacturing through a strong partnership between the Government and Industry”, said Mr. Chandrajit Banerjee. “As more and more countries are looking at realigning their trading strategies and diversifying their import sources post the Covid-19 outbreak, India must leverage the present situation to emerge as an alternative destination for sourcing cost-effective, quality products”, stated Mr. Banerjee. “A key point in India’s export strategy must be to strengthen its participation i n G l o b a l Va l u e C h a i n s ( G V C ) ” , he added. CII has outlined ten areas where action is required to boost exports. One, an open and facilitative import environment is required to attract global companies and ensure competitive access to intermediate goods. In general, higher duties on finished goods and lower duties on intermediates should be applied. Two, the Foreign Trade Policy should be brought out at the earliest to establish a stable and predictable export policy regime. Three, export finance must be expanded. The Interest Equalisation Scheme should be extended for another two years for all exporters, including non-MSME sector. It called for fasttracking GST refunds which hold up working capital. Cesses should be removed. The capacities of the Export Import Bank and the Export Credit Guarantee Corporation need to be strengthened to
raise resources and lower risks. Four, trade facilitation can be strengthened through digital tools for faster movement of goods at the border. It recommended reducing physical examination of goods, widening the Authorised Economy Operator program, and ensuring Direct Port Delivery system. Over the longer term, new risk analysis tools such as machine learning and AI should be used and all databases integrated. Port dwell time can be reduced through mechanisation of port infrastructure. Five, the Trade Infrastructure for Export Scheme (TIES) must be extended and included under the National Infrastructure Pipeline. In the medium term, it is essential to draw up a comprehensive strategy for hinterland connectivity. Six, Ease of Doing Business reforms need to be carried out by the state governments for enhancing competitiveness with monitoring at the Chief Secretary level. Time bound approvals and effective on-ground implementation of single window system across all states is required. Further, allowing industries to directly purchase land from farmers, rationalization of stamp duty, increasing threshold limits of certain labour laws, and setting up of a single labour authority in the state for all inspections, among others, are recommended. States should also strategize for exports based on their strengths and develop export clusters. Seven, adequate funding for meeting quality standards and providing certification facilities is
necessary to strengthen enterprise competitiveness. Eight, on the external front, India needs to leverage existing free trade agreements for exports and enter into FTAs with large market nations. India must also diversify its export basket to include more goods that are traded globally, such as electronics and machinery. Nine, for strengthening India’s participation in GVCs, the CII paper suggests openness to FDI for technology transfer. It also stresses on liberalization of the services sectors as services are embedded in manufactured goods. Gaps in standards and technical regulations must be bridged with more awareness and better facilities for exporters. Ten, marketing promotion in top markets is essential. CII suggests promoting ‘Brand India’ and setting up a dedicated marketing agency for key markets as well as expanding the Market Access Initiative and Market Development Schemes. The CII report includes specific measures for 9 manufacturing sectors such as automotives, chemicals, electronics, steel and textiles etc. Education and healthcare are covered under services. In the agriculture and allied sector, CII has brought out recommendations for agri produce, fruits and vegetables, marine products and processed foods. India’s goods exports declined to US$ 313 billion in 2019-20. Its share in global merchandise exports is 1.67%, with a low share in top globally traded items. In services, it enjoys 3.54% share.

Duty relief for exporters: Panel to determine ceiling rates under RoDTEP scheme NEW DELHI : The Central Board of Indirect Taxes and Excise issued an order for formation of the committee on July 30. The Government has formed a committee to determine ceiling rates under the Remission of Duties and Taxes on Exported Products (RoDTEP) scheme. The panel has been tasked with evolving a mechanism for calculation of duties at the central, state and local level which are borne by exporters so that they can be refunded all the taxes paid on goods and services used in export but are currently not being reimbursed under extant mechanisms. In March, the Cabinet had approved the RoDTEP scheme with the purpose that exporters would get the refunds in the form of transferable duty credit/electronic scrip, which will be maintained in an electronic ledger. This would ensure that exports are zerorates, along with refunds such as drawback and IGST.
The Central Board of Indirect Taxes and Excise issued an order for formation of the committee on July 30. It would have three months to prepare its main report after identification and prioritisation of sectors and items by the Government is finalised. Among the terms of reference of the committee is the task of interacting with administrative ministries, export promotion councils, commodity boards, trade bodies and other stakeholders so as to elicit their views on the ceiling rates under the scheme. The order said that the committee would prepare modalities for calculating taxes on exports “including prior stage cumulative indirect taxes on goods and ser vices used in the production and of exported product and such indirect duties/taxes/levies in respect of distribution of exported product and recommend in their report the ceiling rates of RoDTEP for the items/sectors identified by the Government”.
The committee would be chaired by retired former secretary to the Government GK Pillai with retired CBEC members YG Parande and Gautam Ray as other members. At present, GST taxes and import/customs duties for inputs required to manufacture exported products are either exempted or refunded. However, certain levies are outside GST, and are not refunded for exports, such as VAT on fuel used in transportation, mandi tax, duty on electricity used during manufacturing, among others. These would be covered for reimbursement under the RoDTEP Scheme. After the cabinet approval, the Government had said that the sequence of introduction of the scheme across sectors, prioritisation of the sectors to be covered, degree of benefit to be given on various items within the rates set by the committee will be decided and notified by the department of commerce.
India-Bangladesh building maritime ties to easily ship goods to North-East India KOLKATA/NEW DELHI : Shipping goods from Kolkata to northeastern states is costlier and time-consuming. The ‘chicken’s neck’ or the 22-km wide Siliguri corridor is the only land-based connection to northeastern states of India. However, with the strengthening of India’s maritime ties with neighbouring Bangladesh, the goods are easily being transported through the Chattogram (Chittagong) Port. The first trial container ship from Kolkata to Agartala through Chattogram port was launched by the Shipping Minister Mansukh Madaviya on July 16. It was termed as a historic move as this sea route will open a new chapter in the India-Bangladesh maritime relations by allowing use of Chattogram and Mongla ports for transit of goods from India. Mr. Vineet Kumar, Chairman of Syama Prasad Mukherjee Port in Kolkata calls it
the extension of the Look-East policy of the Government. He says , “This has the potential of cutting down the logistic cost and providing better transit service. We are very thankful to the Government of Bangladesh and the Chattogram Port authorities for allowing the Indian cargo to pass through their territory”. Vineet Kumar further said it will reduce distance and cost in the transportation of goods to connect India’s North-East Region through Bangladesh. “It is a good relation between the two countries. They are allowing both the ports (Chattogram and Mongla Port) for discharge of Indian transit cargo and taking it to north-eastern states. As per the treaty, we can use Bangladesh waters and our ships can go directly up to Dibrugarh, Pandu and other terminals in Assam and connect it to Kolkata” said Vineet Kumar.
“ S y a m a Prasad Mukherjee Port now intends to become a hub f o r i n l a n d water ways and regional hub for trade with eastern and northeastern states and Eastern a n d S o u t h Mr. Vineet Kumar Eastern countries and specifically our neighbours Like Bangladesh, Nepal and Myanmar” he added. India and Bangladesh have enhanced cooperation in shipping and water trade in recent years. Cruise services are already active between the two neighbouring nations to promote tourism and people to people ties.

Mundra Port becomes India's largest Container handling Port AHMEDABAD : Mundra Port of Adani Ports and Special Economic Zone (APSEZ) becomes the largest container handling port in India by handling 0.97 million TEUs in Q1 FY21 surpassing JNPT volume of 0.85 million TEUs. APSEZ, a part of globally Adani Group, has also announced its operational and financial performance for the first quarter ended June 30, 2020, with a throughput of 41.5 MMT, operating revenue of Rs 2,293 crore, consolidated EBITDA of Rs 1,438 crore, port EBIDTA margin at 70 percent and PAT of Rs 758 crore. Cargo throughput witnessed a decline of 27 percent resulting in 18 percent decline in consolidated revenue. According to the company, APSEZ was able to maintain Port EBIDTA margin at 70 percent due to its strategy of diversifying cargo mix, ability to maintain realization and reduce operating costs. The shift from the road to rail and increase in services enabled Adani Logistics to achieve revenue of Rs 200 crore in Q1 FY21 vs Rs 181 crore in Q1 FY20, a growth of 10 percent on a YoY basis. “There has been a steady increase in cargo throughput across ports from July 2020. During the month of July 2020, APSEZ handled cargo volume of 18.30 MMT, a growth of 6 percent on year on year basis and 31 percent over June 2020. This trend gives us confidence that worst is behind us and going forward cargo volume in FY21 is expected to stabilize,” said the release. Mr. Karan Adani, Chief Executive Officer and whole-time Director, APSEZ said, “In the first quarter of FY21, we were able to perform operationally at par with preCovid levels. We kept supply chain running and stood by our customers to prove as a bankable service provider at all times ensuring stronger customer relationships and stickiness in cargo. During this period, we relooked at fundamentals of port operations and realigned costs, thus maintaining Port EBIDTA margin of 70 percent.” “With the worst behind us, we have emerged operationally stronger and resilient to externalities.
