Manufacturing sector looks for policy continuity, fresh PLIs

NEW DELHI: With the Narendra Modi-led NDA government starting a third term, the manufacturing sector is looking forward to policy continuity, capital infusion, and fresh PLI schemes t o f u r t h e r b o l s t e r I n d i a a s a manufacturing destination of choice for foreign firms as well as to build a robust and resilient supply chain ecosystem. And industry insiders are not worried about the coalition nature of the government. In fact, the entry of Chandrababu Naidu-led Telugu Desam Party's (TDP) into the ruling alliance is also being cheered by the industry as the new Andhra Pradesh Chief Minister is seen as someone who

will push for reform and innovation in the space He is being viewed as a “force multiplier”

“It provides comfort that there are only two main alliance partners (with the BJP), of which Chandrababu Naidu is viewed as an extremely progressive, forward-looking politician and even when it comes to Nitish Kumar, if he wants to keep his prospects bright in Bihar, he would want the state to develop and prosper,” an industry body spokesperson said.

The new coalition regime would likely indicate a more “uniform distribution” of projects to various states, the person said.

“We are hopeful that projects will be more evenly distributed amongst states. Now, with the BJP coming into power in Odisha, and the state sharing a border with Andhra Pradesh and with its proximity to Visakhapatnam, it is possible that those areas could see a lot more industrial investment flowing in,” the person said.

They said it was likely that some bigticket projects could go to Andhra Pradesh as Naidu is likely to bat heavily to develop the Chittoor belt from where he contested from. But they believed this was not necessarily a bad thing and would only intensify the competition between states for projects.

Ports, roads to get major investment boost in India, cargo volume to grow up to 8 per cent: Report

MUMBAI: The cargo volumes in India are expected to grow 6-8 per cent in the current fiscal year on the back of healthy growth in the container and coal segments, amid increased government capital outlay across roads, ports, and airport infrastructure, a report said.

Credit agency ICRA forecasts increased spending on transportation infrastructure projects, including on roads, ports and airports over the coming years, benefiting from solid government support, rising capital outlays and a large pipeline of projects. The gover nment has planned a large capex under its ‘Maritime India Vision 2030’ to a u g m e n t p o r t c a p a c i t y a n d infrastructure over the next decade. This could bring about supply-

demand mismatches in a few clusters, resulting in increased competition and pricing pressure for ports, said the report.ICRA expects India’s government to maintain a s

investments through increasing capital outlays.

The Ministry of Roads, Transport and Highways’ (MoRTH) budgetary allocation for the sector has increased by more than 8 times over the past decade to Rs 2.7 lakh crore in fiscal 2025 , reflecting a 22 per cent compound annual growth rate.

“India’s road construction will likely grow 5-8 per cent to 12,500 km13,000 km in fiscal 2025, following a robust expansion of around 20 per cent in fiscal 2024. This pace of execution will be supported by a

healthy pipeline of projects, increased government capital outlay and greater focus on project completion by MoRTH,” said Girishkumar Kadam, ICRA’s Senior Vice President and Group Head, Corporate Ratings. According to the rating agency, investments in airport infrastructure will also remain healthy at around Rs 55,000 crore-Rs 60,000 crores of committed capex over the next 3-4 years channelled toward projects including new greenfield airports, brownfield development and airport expansions under the Airports Authority of India (AAI).

Overall passenger traffic at airports will likely grow at a healthy 811 per cent to around 407 million-418 million passengers in fiscal 2025 from fiscal 2024, the report said.

SMP Kolkata decreases rates to attract more cargo

KOLKATA: The Syama Prasad Mookerjee Port in Kolkata (SMPK) has announced a volume-based rebate scheme for 2024-25 to enhance the volume of cargo.

S M P K h a n d l e d a r e c o r d 66.4 million tonnes of cargo in 2023-24, despite challenges such as paucity of draught in the riverine channel that connects the port facilities in Kolkata and Haldia to the sea. It now wants to surpass that figure.

Under the scheme, concession will be provided if there is augmentation in cargo like coal, manganese ore,

iron ore, and limestone. The rebate can go up to Rs 100 per metric tonne. This will significantly reduce cargo and vessel-related charges. There are also incentives to attract new customers to the Haldia Dock Complex (HDC) under SMPK.

The HDC is better placed than the Kolkata Dock System (KDS) when it comes to available draught. Larger vessels with greater parcel loads can enterHDCeasilyascomparedtoKDS.

To highlight this strategy and attract customers, SMPK organised an interactive session with the key

stakeholders on Monday Among those present were Shri Rathendra Raman, Chairman, SMPK, A.K. Mehra, Deputy Chairman, HDC, and Samrat Rahi,DeputyChairman,KDS.

“We are committed towards fostering growth and prosperity for our stakeholders. This rebate scheme is a testament to our dedication towards supporting our customers and driving economic development in the region. I urge all users to maximise their cargo throughput and fully benefit from the scheme,” Raman said.

Ocean freight rates record higher levels in Red Sea crisis

MUMBAI: Ocean freight rates are heading to record high levels with global events like the Red Sea crisis; port congestion especially in the Middle East and Asia regions; container repositioning imbalance –with there being higher number of empty containers in Colombo and the Gulf region instead of China; and strong container demand being seen as prime causes.

Freight rates are up And the Drewry Index is up 2 times y-o-y in year-to-date CY24 For the weekended June 6, the (Drewry ’s) composite index increased 12 per cent to $4,716 per 40 ft container and has i n c r e a s e d 1 8 1 p e r c e n t w h e n compared with the same week last year As per estimate, the current composite index of $4,716 per 40 ft container is 232 per cent more than average 2019 (pre-pandemic) rates of $1,420

Benchmark freight rates, from Shanghai to Genoa increased 17 per cent or $971 to $6,664 per 40 ft container for the period under review, while rates from Shanghai to Rotterdam increased 14 per cent or $762 to $6,032 per 40 ft equivalent unit. Likewise, Shanghai to Los Angeles rates is up 11 per cent; while Shanghai to New York rates is up 6 per cent.

Drewry expects freight rates exChina to continue rising next week due to the onset of the early peak season.

According to Indian research firm, Prabhudas Lilladher, June 2024 spot rates have already crossed 3-4x levels ($6000 – 10000/40ft).

Shipping companies such as Maersk (AP Moller) have raised their annual EBITDA guidance for CY24 by 50-75 per cent, or to $7 – 9 billion. In a statement, Maersk said, there was continued strong container market demand, “and the disruption caused by the ongoing crisis in the Red Sea” s h o w s i g n s o f “ f u r t h e r p o r t congestion,” especially in Asia and the Middle East and additional increase in container freight rates.

“This development is gradually building up and is expected to contribute to a stronger financial performance in the second half of 2024. Based on these developments, Maersk upgrades its full-year 2024 guidance underlying EBITDA of $7 – 9 billion (previously $4 – 6 billion),” it said earlier this month.

Indian Ports

In India – the 12 Major Ports – saw its cargo traffic increase by over 2.5 per cent to 139.3 million tonnes (mt) in till May. Four ports – Kolkata

& H a l d i a p o r t s , E n n o r e , New Mangalore and Mormugao – saw a decline in cargo traffic. Vizag port saw the highest increase in traffic at nearly 14 per cent y-o-y growth.

JNPT will begin expansion at the port around April next year and it will increase capacity from 6 5 million twenty-foot equivalent units (TEUs) to 10 millionTEUs.

Navigating Red Sea crisis

“JNPThasbeenoperatingatnearly 100percentutilisation(FY24volumeat 6 4 million TEUs) Expected DFC connectivity by FY26 would require much higher port capacity Thus, the planned port expansion will handle the projected near-to-medium term growth in cargo volumes,” Prabhudas Lilladhersaidinitsreport

Chabahar connectivity could lead to an alternate East-West route and thus help India navigate the Red Sea crisis, the research firm further added.

Over the past three years, private ports in India have significantly outpaced major ports in growth, with APSEZ growing 18 per cent and JSW Infra at 32 per cent. “This highlights their increasing importance in the maritime logistics sector. APSEZ has begun FY25 with a 5 per cent volume growth,” the research firm said.

Hydrogen fuel, Vision 2047, more ropeways : Longest serving Road Minister Nitin Gadkari’s priorities this time

NEW DELHI : Entering the third

ter m in office on Wednesday, Union Minister of Road Transport and Highways Shri Nitin Gadkari will be focusing on hydrogen fuel, cashless treatment for accident victims, more ropeway projects and the Ministry’s Vision 2047.

Gadkari is the sole Minister in the NDA cabinet who has not been moved since 2014, when he first joined the Ministry of Road Transport and Highways (MoRTH). He joined the Ministry in May 2014 and became the longest serving minister when he was repeated with the same portfolio in 2019. Now, he is heading for a record that will not be easy for any other leader to surpass.

Gadkari joined the office on Wednesday, 12th June Among the

ideas that will be prioritised by him will be push for greener fuels like hydrogen He has long been an advocate of greener fuels. He uses a hydrogen-powered car but the technology, as of now, is very limited. News18 has learnt that the minister will push for the mass use of greener fuels, including hydrogen and will focus on building infrastructure for it. T

prepared 100-day plans for the projects and ideas it will need to push in the first three months of the new government.

Among the 100-day plans, the push f

treatment of road accident victims and the steps for Ministry’s Vision 2047 will be key priorities. Further,

Gadkari’s long-pending wish of satellite-based tolling and Advanced Traffic Management System will also get priority The Ministry will push projects related to the Advanced Traffic Management System to at least 500 km in the next few months.

In this term, the Ministry and Gadkari will aim to introduce greener public transport between important stretches.

SCI strategic sale may proceed without further delay

M U M B A I : T h e strategic sale of Shipping Corporation of India Ltd (SCI) is likely to finally take off with no further delay now that it has got the approval on stamp duty waiver from Maharashtra and the general e l e c t i o n s a r e o v e r, a S e n i o r Government official said.

“Now, there will be no delay in SCI disinvestment. Due to the elections, SCI’s strategic sale was a little delayed The Maharashtra cabinet has already given a stamp duty exemption on this demerger SCI building in Maharashtra is now with its demerged entity, Shipping corporation of India Land and Assets Limited (SCILAL),” the official said. The stamp duty waiver of around Rs 300 crore, if not granted, would have been a major hitch.

Also, the listing of SCILAL on March 19 has paved the way for financial bids to be invited for the strategic sale of Shipping Corp. The next step now is for the government to invite financial bids for the strategic sale. The sale is expected to fetch Rs 3,000 crore approximately to the Government exchequer

SCILAL was formed in November 2021 to hold the non-core assets of SCI, which falls under the Ministry of Ports, Shipping and Waterways

The government hived off the real estate assets of SCI Shipping House, a 19-storey building, and the Maritime Training Institute, both in Mumbai. Thus, all identified non-core assets, real estate properties, buildings, non-shipping related assets, are now transferred to SCILAL.

A critical aspect of the sale is the demerger of SCI’s non-core assets to

ensure that the core shipping business is sold separately, making it more attractive to potential buyers.

The demerger of SCI and SCILAL into separate entities was approved by the Ministry of Corporate Affairs in February 2023 but it has since faced multiple delays.

The Union Cabinet had given inprinciple approval for the strategic sale of SCI way back in November 2020 In December 2020, The Finance Ministry’s Department of Investment and Public Asset Management (DIPAM), invited expressions of interest for the disinvestment of the government’sentire63 75percentstake inSCI

SCI has a fleet strength of 70 vessels and it is the largest Indian shipping company in India, catering to overseas and coastal transportation of goods.

Govt steps have boosted toy exports from India, but more work still needed: DPIIT Secretary

N E W D E L H I : G o v e r n m e n t measures such as mandatory quality control orders and increasing customs duty have helped boost exports of toys from India, but there is a need to do much more for the sector, a top official said. Secretary in the Department for Promotion of Industry and Internal Trade (DPIIT) Rajesh Kumar Singh also indicated that they are diligently pursuing the proposal of extending fiscal incentives under the productionlinked incentive scheme for the sector. In the interim Budget in February, the Commerce and Industry Ministry has recommended an outlay of Rs 3,489 crore for the Production Linked Incentive (PLI) scheme for toys to boost domestic manufacturing of the sector

As the scheme is yet to be cleared by

the Union Cabinet, the interim Budget has made a token provision of Rs 1 lakh towards the scheme for 2024-25.

The scheme aims to attract investments in key sectors and cuttingedge technology; ensure efficiency, bring economies of size and scale in the manufacturing sector and make Indian companies and manufacturers globally competitive.

Singh said that the country’s toy exports have jumped to USD 325 72 million in 2022-23 from USD 96.17 million in 2014-15 as the government is providing all-around support for creating a conducive manufacturing ecosystem for the toy industry

Imports of toys dipped by 52 per cent from USD 332.55 million in 2014-15 to USD 158.7 million in 2022-23.

The Secretary was speaking at a toy workshop in New Delhi.

In order to enable further growth, i n c r e a s e d m a r k e t a c c e s s a n d development of new-age marketing skills, DPIIT conducted a workshop with Flipkart and the Indian Toy Industry Flipkart, Walmart and the Toy Association of India participated in the event.

Joint Secretary in the DPIIT Sanjiv said that the workshop was aimed at enhancing India’s position and capabilities in the global toy supply chain. It will help the toy manufacturers understand the nuances of online selling which shall in turn help in the growth of sales and market access, Sanjiv said.
