Indian Railway’s integrated approach for Net-Zero
NEW DELHI: The Government of India has set a target of 33% reduction in emissions intensity as part of its Nationally Determined Contributions (NDCs), with transport being one of the main sectors with significant mitigation potential. One of the most important transportemissionsmitigationplans agreedtobytheGovernmentofIndia has been to raise Indian Railways’ share of freight traffic from 35-36% to 45% by 2030. The Railways plays a significant role in contributing to
India’s NDC to address climate change through a variety of approaches, including:
To increase the railways’ share of total land-based freight movement and transportation from thirty-six per cent at present to nearly forty five per cent by 2030. Dedicated Freight Corridors(DFCs)arecurrentlybeing developed across India by Indian Railways. The first phase of the project alone is expected to reduce emissions by 457 million tonnes of CO2overa30-yeartieperiod.
Increase the proportion of renewable energy in the country’s energy mix. Railways to increase and enhancetheenergyefficiencyforboth diesel and electric propulsion, allowing the country to reduce GHG emissions.
The PAT scheme has been planned to be implemented in the railwaysector.Useof5%biofuelblend in traction diesel fuel. Increase water efficiency by 20% by 2030 and planting trees to boost carbon sink. Pollution controlandwastemanagement.

Global demurrage and detention charges on the decline: Container xChange
Cont’d. from Pg. 3
The report says rates decreased 14% decrease compared with the rates in2020.
However, there are still 11portswhere demurrage and detention fees remain higher as comparedwith2020:Antwerp,JebelAli, Ningbo, Port Kelang, Rotterdam, Shenzen, Singapore, Tianjin, Xiamen, HongKong, andGuangzhou.
Inawebinarheldthismonth, apanel of speakers from Drewry, S&P Global, and Container xChange discussed the impact of these charges on shippers worldwide.
Drewry director DSCA advisory Chantal McRoberts said there are multiple factors contributing to the inability of these ports to return to normalcy.
“The significant increase in energy prices, coupled with higher labour costs, andescalatinglandexpensesand port fees, have all played a part,” she said.
“Furthermore, the implementation of new regulations, particularly those focused on green energy in EU ports, has added to the financial burden. Additionally, the
introduction of rules requiring individualized shipment customs clearance, no longer consolidated under one bill of lading, has proven to be time-consuming, as seen in the caseofRotterdam.”
Container xChange co-founder and CEO Christian Roeloffs said timely communication is crucial in avoiding unnecessarycharges.
“Demurrage and detention should ideally be a free market. The number of free days and the charges should be negotiable between parties and carriers, just like any other free market scenario. However, perhapswhatneeds regulation is the clarity on when the clockstarts,”MrRoeloffssaid.
“Establishing clear time stamps and determining who bears the burden of proof in cases of congestion, where a container cannot be picked up, would be crucial.Paymentshouldonlycommence once the terminal is able to release the container. These aspects warrant attentionandpotentialregulation.”
S&P Global Market Intelligence Senior Editor Technology Eric Johnson said: “In a very recent conversation with a Non-Vessel Operating Common Carrier (NVOCC) about their thoughts on a major transPacific shipment, we came to know that
theydon’texpectthedemandtorecover until after the Lunar New Year next year. This matches what we’re hearing ingeneral.
“So,ifweassumethat’sthecase, the focus shifts to operational issues at important ports that we need to consider avoiding delays or additional charges once the container is out of the terminal. It becomes more about specific factors in the field that could cause delays in returning containers on time, ratherthanrelyingonabigoverall economic improvement to drive demand. With each passing day, it seems less likely that there will be a quickdemandrecovery.”
Out of all the ports worldwide, those in North America stand out as the most expensive when it comes to demurrage and detention charges. Leading this list of costly ports are New York, Oakland, and Los Angeles, taking the top three spots.
Eventhoughtheseportstakethetop seven spots in our ranking table, the overall average charge has at least decreasedby25%in2023andstandsata value of US$2008 per container per day (coming down from US$2692 in 2022). The late fees at the twin ports of LosAngelesandLongBeachsurpassed byanotherwesternport,Oakland.
NITI Aayog assessing impact of climate change, labour issues on Exports
NEW DELHI: The Government is assessing the country’s preparedness to counter the impact of non-trade related issues such as labour, gender balance, deforestation, climate change and sustainable development being used by many countries to impose restrictions or additional tariffs on exports.
NITI Aayog is holistically looking at these issues and their implications on exports and will soon firm up its recommendations to ensure India maintains its export growth momentum, a senior government officialtold.
Indiahassetatargetofexportsof$1 trillion each in goods and services by
2030. The aim is to raise the country’s share of exports in global trade to 3% by 2027 and 10% by 2047 from the current 2.1%.
However, the Aayog is of the view that these targets have not factored in the impact of non-trade related issues which are increasingly becoming important.
Citing the example of the US Inflation Reduction Act, which aims to establish green technology industries and the EU’s Carbon Border Adjustment Mechanism (CBAM), under which tax is levied on certain imports into the region, the official said thereisaneedforIndiatoprepareitself for such challenges to avoid missing its
long-termexporttargets.
India and the EU are discussing the CBAM in the bilateral Trade and Technology Council and New Delhi has soughtamutualrecognitionagreement forcarboncreditsandacarve-outforits micro, small and medium enterprises underthemechanism.
India has maintained that the World Trade Organization should not negotiate rules on non-trade-related issues such as climate change and gender, which legitimately fall within the domain of other intergovernmental organisations. It has already made submissions to the multilateral trade watchdog sayingsuchissuesaretradebarriers.

India and UK agree to add momentum to FTA talks during Piyush Goyal visit
LONDON: India and the UK have agreed to add momentum to the ongoing free trade agreement (FTA) negotiations, Union Minister of Commerce and Industry Shri Piyush Goyal said recently.
Goyal, who is on a short visit to the UK, took to Twitter after meeting his UK counterpart Business and Trade Secretary Kemi Badenoch to say they had agreed to keep up work towards a mutually beneficial deal.
“Held a meeting with the UK Secretary of State for Business and Trade Kemi Badenoch in London. Discussed how both sides can add further momentum to the India-UK Free Trade Agreement negotiations for a mutually beneficial deal,” Goyaltweeted.
It came a day after a UK government source said the senior IndianministerialvisittotheUKinthe midst of a negotiation round shows there is political will to make progress towardsanambitioustradedeal.
“The potential is clear a strong trade deal will strengthen the economic links between the UK and India, already worth GBP 36 billion in 2022. But we will only sign when we haveadealthatisinthebestinterests oftheUK,”thesourcenoted.
Accordingtostakeholderscloseto the discussions, Goyal will be holding
wide-ranging discussions while in the UK to add momentum behind the FTA as both sides feel they are within touching distanceofanagreement.
Last week, the Ministry of Commerce had issued a statement confirming Goyal’s visit to the UK as coming at a “crucial juncture” when both countries are committed to expanding their economic ties and exploring avenues for enhanced bilateraltrade.
“With the FTA negotiations gaining momentum, the visit aims to further propel the discussions and pavethewayforacomprehensiveand mutually beneficial agreement that would drive economic growth and strengthen ties between the two nations,” the ministry’s statement read.

Indian cotton exports suffer due to lower yields, declining stock and escalating prices
NEW DELHI: India’s cotton industry has been grappling with a series of challenges that have significantly impacted its production, exports, and overall economy. Cotton production and yields have plummeted, and the country is witnessing a sharp decline in cotton exports, reaching a 19-yearlow.
AtulGanatra,President, theCotton Association of India, highlighted that opening stock has decreased to a mere 24 lakh bales. Consequently, Indian cottonpricesremained1percenthigher than the international market
throughout the year, resulting in reduced demand for Indian cotton in comparison to the cheaper alternatives from the United States, Australia, and Brazil.
He said, “There are a few reasons for the dropping in export because India was having 125 lakh bales of opening stock in 2020-21, we were having 75 lakh bales of opening stock in year 21-22 but we are havingonly24lakhbalesopeningstock thisyear.
So our opening stocks were drastically reduced this year and due to
that, the entire year from October to May our Indian cotton prices were 1 percent higher than the international market that is the main reason our export has been reduced because cotton from the US, Australia, and Brazil was muchcheaperthanIndiancotton.”
Hefurtherstatedthattheactionsof farmers have also played a significant roleinthedeclineofcottonexports.
“Farmers were holding the cotton arrivals and due to that prices were higher than the world market so this is the main reason our export has reduced.”

Bangladesh Bank Governor Abdur Rouf Talukder described the start of trade settlement in rupees as the "firststepinagreatjourney".
"The trade position between India and Bangladesh has seen remarkable growth, with both countries benefiting from their economic cooperation," hesaidatthelaunchingceremonyhere,
which was also attended by Indian High CommissionerPranayVerma.
The central bank governor said the transaction costs during trade with India would reduce with the introduction of the Taka-Rupee dual currency card which was "almost ready (tobe)launchedfromSeptember".
Bangladesh and India, however, stage frontier trading in certain areas called "border hut" in a semi-formal manner where both currencies are exchangedonalimitedscale.
Officials said under the formal arrangement from now on initially, the trade would be transacted in rupee and then gradually in Bangladeshi currency Takauponthetradegapbetweenthetwo countriesdecreasing.
Banks in Bangladesh and India have been given permission to open nostro accounts, an account in a bank of another country for the purpose of foreign currency transactions.
Officials said the exchange rate will be determined in line with market demand and banks involved in the process.
According to the latest official data from Dhaka, exports from Bangladesh to India amount to USD 2 billion, while Bangladesh's imports from India are worthUSD13.69billion.
Several economists, however, said Bangladesh may not be able to reap the benefits of the new system very quickly becauseofthetradedeficit.

Scanty rains diminish India’s sugar output, export prospects
SOLAPUR: Sugarcane growers in India’stopproducingstatesareworried scanty rainfall during the crop’s crucial growth period could trim yields and reduce sugar output in the upcoming season, farmers and industry sources told. Lower sugar production in Maharashtra and Karnataka, which together account for more than half of India’s total output, would reduce exportsfromtheworld’ssecond-biggest producer of the sweetener and support
global prices , trading near multi-year highs.
“Sugarcane thrives on the abundant rainfall experienced from June to September, but this year’s growth has nearly stalled due to poor rainfall,” said a farmer from the Satara district of the western state of Maharashtra, India’s No.1sugar-producingstate.
Key cane-growing districts of Maharashtra received up to 71% lessthan-normal rainfall so far this
monsoon season that started on June 1, according to the weather department data. In neighbouring Karnataka, the third-biggest sugar producer, rainfall deficitisashighas55%incane-growing districts.
Sugarcaneyieldsfelllastyeardueto lower rainfall in June-July, and the same weather pattern is prevailing this year as well, said Shrikant Ingale, a farmer from Solapur district in Maharashtra.
