Singapore retains Top spot as International Shipping centre for 8th consecutive year LONDON: Singapore has kept its position as the world’s top shipping hub on the 2021 Xinhua-Baltic International Shipping Centre Development (ISCD) Index for the eighth consecutive year. The Republic was followed by London, Shanghai, Hong Kong and Dubai. The top five rankings were unchanged from the previous year, despite the pandemic-induced drop in global trade and business disruption in 2020, the Baltic Exchange, a global maritime market data provider, said in a statement on Sunday (July 11).x The ISCD Index, part of the annual Xinhua-Baltic Report, is published by the exchange in collaboration with Chinese state news agency Xinhua. The index provides an independent ranking of the performance of the world’s largest cities that offer port and shipping business services. Singapore has consistently led the index, thanks to the size of its port, number of internationally focused shipbrokers, financiers, lawyers and insurers based here, and supportive government policies, according to the Xinhua-Baltic Report 2021 released on Sunday. Baltic Exchange chief executive Mark Jackson said 2021 rankings were made on the back of the global Covid-19 pandemic and major disr uptions to lives and businesses around the world. “Notwithstanding these challenges,

the huge infrastructure of people and equipment that supports the global seaborne movement of billions of tonnes of trade held strong,” he said. The Baltic Exchange, which is headquartered in London, was acquired by Singapore Exchange in November 2016. Senior Minister of State for Transport Chee Hong Tat said: “As the world’s busiest container trans-shipment and bunkering hub, the Port of Singapore has done well to support global seaborne trade during this pandemic. “Our international maritime centre remains a vibrant marketplace centred on a strong core of shipping companies and a comprehensive pool of maritime services such as shipbroking, marine insurance, ship financing and maritime law and arbitration.” Maritime and Port Authority (MPA) of Singapore chief executive Quah Ley Hoon said that Singapore’s status in the global maritime industry is due to the combined efforts of an ecosystem of many strong partners. She said MPA will continue to work closely with its partners, including supporting the industry on its immediate challenges facing sea crew, and its transformation along digitalisation, decarbonisation and capability development. The Xinhua-Baltic Report 2021 showed Asian ports occupying three of the

top five spots. Rounding up the top 10 cities were Rotterdam, Hamburg, Athens, New York and Ningbo in China, which replaced Tokyo for the 10th position. Mr Xu Yuchang of China Economic Information Service, a subsidiary of Xinhua, said that due to the pandemic, the international shipping industry has been undergoing significant changes since 2020. “Facing such a big challenge, all practitioners in the international shipping industry have done incredible jobs to maintain the global logistics stable and reliable and ensure epidemic prevention supplies,” he said. Baltic Exchange Asia head Su Ling Lu noted that Singapore continues to develop its maritime industry with a focus on technological advances in future shipping fuels, innovation safety improvements, nurturing young talent and workforce transformation. She said Singapore’s score of 97.2 was far ahead of the average score of 58.8 points among the 43 ports rated in the index. Despite the pandemic, Singapore port handled its second-highest container throughput at 36.9 million TEUs (twenty-foot equivalent units), according to MPA data. Last year, 17 international shipping groups either set up or expanded their operations in Singapore, MPA had also reported earlier this year.

Efciency, Cost, & Pricing : The Major Port Authorities Act, 2021

P

orts are our gates to the world outside. They substantially influence our people. Things that move in the form of imports are consumed by the poor. That means, if the ports are inefficient and expensive, our poor would pay higher. You may contend that port costs are a small contributor to the price of daily bread of the poor and moreover bread is subsidised. The invisible part goes like this. Much of the inputs that go into making bread, like fertiliser, seeds, insecticide, machines, and so on have to come through ports and the excesses have to be exported out through the ports. Subsidy simply moves the cost from bread to other things. It doesn't go away. Cheap bread translates to poorer roads and expensive diesel - as an example. The government spends on subsidies and therefore taxes the diesel to cover up. Since it makes the bread cheaper to keep the poor satisfied, it feels less compelled to invest in building good roads, hospitals or schools. It's a political deception that keeps the majority of the people poorer. So we can not ignore the effect of ports on daily bread, simply because bread is immensely subsidised. Similarly, an export can have substantial elements of imports in them. An inefficient & expensive port raises the export cost with a double whammy - once upon import of components and again on export. The new Act has completely ignored this elephant in the room. There is no reference to productivity or cost. It only talks about pricing. The PPP (Public Private Partners) operators can x their price basis market conditions. The critical question to ask is this. Can a couple of terminals or 4 at best, be considered a free market? Location ties the service-buyer to his factory or home next to the port. Using another port or terminal that is far away is not an efficient option. For a free market to take place, you need a critical number of sellers so that they can undercut each other rather than join hands. Ports or terminals can not form free markets. They can easily join hands or copy each other's rising tariff. Ports can uplift or dampen the economy of the hinterland and the country. Ports are national strategic assets. Using them efficiently with lesser cost shall uplift the national economy. In our case we are using them inefficiently and making them obscenely expensive. The result is for all to see. Vesselrelated charges at Indian ports are 5 to 6 times that of competing ports, such as Colombo. In 2018 India ranked 52nd in terms of “degree of timeliness,” such as ship turnaround time, when Singapore ranked 6th. We are struggling in exports and our economic well being is nowhere close to China's. I am not saying that our

ports are the only cause. But they are a s i g n i f i c a n t contributor to this basket of causes. With this backdrop the new Act 2021 says "concessionaire shall fix the tariff based on market conditions". This is a problematic provision. It's like Capt. P S. Rath licensing a band of thieves to steal how much they think is fair. This is a perfect recipe for skyrocketing port charges from the current highs. We understand that TAMP is not a perfect idea. A bunch of officials can not arrive at a fair pricing of port charges, considering royalty, inflation, labour excesses, and various bottlenecks. But leaving it to the terminals is far more imperfect. This will worsen the prevailing obstructive impact on our export competitiveness & ease of doing business (eODB) in India. Such rules are a fertile breeding ground for a select few crony capitalists to run the economy down like they did in Argentina. TAMP (Tariff Authority Of India) could have been rationalised with the right type of expertise in its composition. The composition could reduce the number of bureaucrats, ex officios, or retired judges and take in experts from the fields of port, shipping, and data sciences. Data from other successful ports could be compared to our data. Additional tools like 'per Unit handling cost' & productivity markers like 'average moves per hour' could be used to reward the better per for mers and penalise the lagards. We missed another great opportunity to reform a bad Act that's already 58 years old. We probably made it worse. As citizens of this country we must question our government(s) to be accountable and responsible. Look at China. China owes its success to the reforms instituted by Deng Xiaoping, who opened up the system to private ownership, public feedback and decisions based on results, not ideology. It's time our governments focus on results. Any Act or amendment must address the chronic need of efciency and cost that would translate to results not which official gets what power & perk or what is banned and what is not. You can't run ports efficiently by bending archaic rules. You need merit & expertise to run them - by giving them lots of freedom & headroom in your rules! By Capt. P S. Rath Views expressed are of Author only.

Robust safety culture at Höegh Autoliners OSLO: At Höegh Autoliners we believe a safe working environment is essential to employee health and operational safety. The company implements high-quality protocols to ensure its crew’s safety and wellbeing and comprehensive safety campaigns have been developed across its fleet to prevent lost-time injuries (LTI). Proactive monitoring A safety focussed database repository and a robust safety management system are part of the tools the company uses to continually improve safety, the safety culture and prevent lost time injury incidents. An LTI refers to a work-related incident that results in a disability or an employee missing work due to an injury. Höegh Technical Management (HTM) is responsible for the ship management of Höegh’s owned vessels and its HSSEQ department closely monitor the condition of the vessels and its crew to ensure high safety records are maintained. Alden Pomperada, HSSEQ Manager, shares, "Reports from the vessels are gathered and analysed to identify key issues and concerns. Aside from identifying risks, the reports also help us recognise patterns of injuries being sustained by the crew

members, either at work or during extra-curricular activities. We constantly remind our crew to prioritise safety on their dayto-day activities." Promoting a culture of safety For Alden, developing a working system is a key to build a culture of safety. He says, “Höegh’s safety culture started many years ago, but the job is never done in regard to safety, we are always looking at ways to improve. We encourage our fleet to report comprehensively to understand the vessel’s condition and what support they require from management.” The results of the reports are shared amongst the vessels and work as a safety awareness campaign. This helps them prepare for possible hazards and alert them of the types of injuries commonly experienced. A goal of LTI free vessels Alden concludes, by proactively monitoring and improving safety programs, seafarers will be healthier and happier and lost time injury (LTI) incidents can be prevented. Our primary goal is LTI free vessels. We continue to strengthen our safety culture to maintain the safety of our seafarers so that they can return to their loved ones in sound condition.

TotalEnergies Marine Fuels and Mitsui O.S.K Lines move closer to Operational Service of First LNG Bunker Vessel based in France following Successful Sea and Gas Trials PARIS: The first liquefied natural gas (LNG) bunker vessel to be based in France has marked another step towards her delivery and operational commencement, following the successful completion of her sea and gas trials. The new vessel is TotalEnergies Marine Fuels’ second collaboration with shipowner Mitsui O.S.K. Lines, Ltd. (MOL) and shipbuilder, Hudong-Zhonghua Shipbuilding. TotalEnergies Marine Fuels and MOL signed a long-term charter contract in November 2019 and construction commenced in April 2020. The 18,600-m³ capacity vessel was first launched from the Hudong-Zhonghua Shipbuilding in China at the end of April 2021. In June, sea trials were conducted off Shanghai where the new vessel’s navigation and propulsion systems were successfully tested, including speed and maneuverability assessments at open sea. Gas trials were completed in early July, under the attendance of the ship management team. Due to go into operational service in the final quarter of 2021, the vessel will be operated by V-Ships France, under the French flag and will be based in the Port of Marseille-Fos, Southern France, to serve the Mediterranean region. Her first contracts will be to perform LNG bunkering ser vices to CMA CGM’s LNG-fuelled containerships and MSC Cruises’ upcoming LNG-powered cruise ships that call at the French port. Leveraging the design-and-build experience for TotalEnergies Marine Fuels’ first chartered LNG bunker vessel – Gas Agility – the world’s largest LNG bunker vessel in operation, the new vessel will incorporate enhanced equipment boosting its bunkering efficiency and flexibility to supply LNG to a wide range of vessels across various segments and sizes. These improved features include an additional bow thruster, upgraded cargo pumps and high duty compressors, as well as a pressure reduction system to optimize bunkering operations of ‘Type C’ tank vessels under all conditions. Other key features will be similar to the Gas Agility’s pioneering design. The 135 meters long, GTT Mark III membrane vessel will meet the highest technical and environmental standards, herself using LNG as propulsion fuel and integrating a complete reliquefaction of the boil-off gas. The Bureau Veritas-classed vessel also underlines a strong collaborative action across the French maritime industry and the excellence of its value chain, from incorporating technologies of leading French companies into the vessel’s shipbuilding, to the supply of LNG, and the involvement of local port authorities to enable the vessels’ safe operatorship.

“We are excited to be at the forefront of making LNG bunkering capabilities readily available in France and the Mediterranean region,” said Jérôme Leprince-Ringuet, Vice-President Marine Fuels at TotalEnergies. “With shipping’s accelerating transition to this cleaner marine fuel, we look forward to providing our customers with another major European hub for their LNG bunkering needs.” Kenta Matsuzaka, Senior Managing Executive Ofcer of MOL, said, “It is my great pleasure and honor to witness this important milestone of the project. MOL will support TotalEnergies in a long term throughout the LNG supply chain, contributing to stable energy supply and decarbonization of the shipping industry. We are proud of being part of the ongoing energy transition of the shipping industry by enabling our customer to supply cleaner marine fuel.” By end 2021, TotalEnergies Marine Fuels will charter two LNG bunkering vessels in Rotterdam and Marseille and share the use of a third bunker vessel in Singapore. In February 2021, the Singapore entity of TotalEnergies Marine Fuels also received a license from the Maritime & Port Authority of Singapore (MPA) to supply LNG in the Port of Singapore from 2022. TotalEnergies, Second Largest Global LNG Player TotalEnergies is the world's second largest publicly traded LNG player, with a global portfolio of nearly 50 Mt/y by 2025 and a global market share of around 10%. Thanks to its interests in liquefaction plants in Angola, Australia, Egypt, the United Arab Emirates, the United States, Nigeria, Norway, Oman, Russia and Qatar, the company markets LNG on all world markets. TotalEnergies also benefits from strong and diversified positions throughout the LNG value chain, including gas production, LNG transportation, LNG trading, and some recent development in the LNG industry for maritime transport.

Shanghai planning to gain glory of an International Shipping Hub SHANGHAI: The municipal government of Shanghai has set a goal for the city to emerge as a world-class international shipping center during the 14th Five-Year Plan period (2021-25). Officials said on Thursday that by 2025, Shanghai will be also capable of multiple shipping-related accomplishments each year: handling more than 47 million TEUs (twenty-foot equivalent units) of containers at its ports each year; receiving 130 million passenger trips; and clearing 4.1 million metric tons of cargo at its airports.

In the past five years, Shanghai has become an international shipping center and acquired the preliminary capability of allocating global shipping resources, said the 14th five-year guideline on Shanghai’s development into an international shipping center. Shanghai was rated third among international shipping centers behind only Singapore and London by the 2020 Xinhua-Baltic International Shipping Center Development Index. Shanghai’s international influence is steadily growing, said Yu Fulin,

director of Shanghai Municipal Transport Commission. “In accordance with the central gover nment’s new strategy, and following the new requirements for the development as a shipping center, Shanghai would try its best to build a hub and strategic nexus under the new dualcirculation development patter n. Shanghai will upgrade itself into a worldclass international shipping center with convenience, high efficiency, full functions, eco-friendliness and strong safeguards by 2025,” said Yu.

Govt identies items for Customs exemptions review, seeks views from Industry Cont’d. from Pg. 3

The list also includes magnetic tapes, photographic, filming, sound recording/ radio equipment, parts/ raw material for manufacture of goods supplied for off-shore oil exploration, specified machinery/ parts covered in textile industry. Finance Minister Nirmala Sitharaman in her 2020-21 Budget speech had announced that a further review of existing customs exemption notifications would be undertaken through extensive consultations. Giving a list of 97 notifications, the Government said certain Customs exemptions have been identified for purpose of further review. “Suggestions are invited in respect of their review which may include the need for review of

the notification, amendment in wording of the notification for bringing clarity, consolidation, other relevant factors such as extent of use, etc,” it added. The Central Board of Indirect Taxes and Customs (CBIC) last year too had conducted this crowdsourcing exercise to identify the customs duty exceptions which need to be reviewed. Following that, the government has now drawn up a list of notifications and invited stakeholder views for a comprehensive review. Exemptions from customs duty have been given in public interest from time to time and a review of the Customs laws and procedures would help to align them with the needs of changing times and ease of doing business. Abhishek Jain, Tax Partner, EY, said the government seems to be looking at

exemptions prevalent for divergent sectors as is evident from the list of targeted Customs exemption entries released by the government. “As such, the various industries should see if their goods are being covered in the said exemption entries, and provide their recommendation to the government in a timely fashion, so as to ensure certain scope for further liasioning in case the government has any further queries. “The suggestions are most likely are to vary from sector to sector considering parameters such as how much that sector is ready to manufacture the currently imported product in India, the possible threat to the domestic players in case of further customs duty reduction,” Jain added.

Adani Group mulls to expand its port business to Puducherry MUMBAI: Currently on talks to purchase Karaikal port in Puducherry, APSEZ, the key subsidiary of Adani Group, may possibly establish its presence in another major tourist destination, after Goa Adani Ports and Special Economic Zone Ltd (APSEZ), the key subsidiary of Adani Group, is looking to purchase the Karaikal port in Puducherry for around Rs 1,500 to 2,000 crore. C u r r e n t l y, M a r g L t d h o l d s a 45 percent stake in the port. In addition to this, Ascent Capital Advisors India Pvt Ltd, Jacob Capital India Pvt Ltd, Affirma Capital India, and GIP India collectively maintain a 44 percent stake.

The remaining 11 percent is held by Edelweiss Asset Reconstruction Co Ltd. Port advisors are of the view that the deal with Karaikal port may turn out to be a lot more expensive than Krishnapatnam and Gangavaram ports. However, should the deal be finalised, this will be the second project of the Adani Group in a major tourist destination, with the first being MPT Goa. Holding merely around a 10 percent stake, the Adani Group Goa project in MPT is rather minor. On the other hand, Vedanta and JSW run berths 5 and 6 and 8 and 9, respectively.

Except for Adani Group’s project in Goa, its stakes in other ports are q u i t e m a j o r. R e c e n t l y, t h e Competition Commission of India (CCI) approved the group’s proposed acquisition of its remaining 25 percent stake in Krishnapatnam port. With this, it now has 100 percent ownership of the port. In addition to this, Adani Group also has an 89.6 percent stake in Gangavaram port. However, after the recent move by the Andhra Pradesh government to sell the remaining state- owned 10.4 percent stake, APSEZ is on its way to gain full ownership of Gangavaram port as well.

New offshore LNG Terminal coming up in India KAKINADA: The technology group Wärtsilä will develop the regasification system for a new offshore LNG terminal to be built in the Bay of Bengal. The project is headed by Crown LNG, a Nor wegian group specialising in developing LNG infrastructure for harsh weather conditions, with Oslobased engineering company Aker Solutions as the main contractor. Wärtsilä Gas Solutions will conduct the front-end engineering and design (FEED) of the regasification system. The early phase of the FEED contract was booked in May 2021. Final Investment Decision for the project expected in 2022 with further equipment delivery of the regasification systems. The terminal will sit on the seabed approximately 19 kilometres north-east of Kakinada on India’s east coast, approximately 11 km from the

shoreline. It will be exposed to challenging monsoon weather conditions, and Wärtsilä’s extensive experience in delivering regasification systems for more than 20 similar floating storage and regasification units (FSRU) around the world was cited as a major consideration in the award of the contract. The Wärtsilä system will serve the terminal with an annual regasification capacity of 7.2 million metric tonnes, and will include the boil-off gas (BOG) handling and fuel gas systems. “This will be a challenging project, and the companies selected to engineer and design the systems required must be well qualified. Wärtsilä has an excellent track record in delivering regasification systems, and we are confident that they are a good match this assignment,” said Sturla Magnus,

EVP Topsides & Facilities in Aker Solutions. “We are honoured to have been chosen to design and deliver the regasification system for this LNG terminal project. Our regas systems are delivered as complete modules, with all the engineering, component procurement, and construction of the module carried out entirely by the company’s execution team. This makes integrating the modules very easy, and we look for ward to smooth interconnection work with the other project partners,” commented Reidar Strande, General Manager, Strategy & Business Development, Wärtsilä Gas Solutions. It is estimated that the LNG terminal will be completed and fully operational approximately three years after the final investment decision has been made.

SCI’s shortlisted bidders given access to virtual data room NEW DELHI: The Government of India (GoI) has opened virtual data room (VDR) access to shortlisted bidders vying to buy Shipping Corporation of India, according to sources. VDR access will allow the bidders to obtain detailed financial information about the company as well as scrutinise financial liabilities, contracts and other material relevant for making a financial bid, these people said. Additionally, GoI has also set a bid bond amount of Rs 20

crore that bidders will have to submit with their financial bids due in September, according to the sources. Three bidders — US-based Safesea, a consortium led by NRI businessman Ravi Mehrotra and Hyderabad-based Megha Engineering — have been shortlisted to bid for the shipping company. A consortium of private equity fund Bain Capital and shipping company JM Baxi have withdrawn from the bidding process.

Bahri Ship Management Joins ISSA as Honorary Member RIYADH: Bahri Ship Management, one of five business units within Bahri, a global leader in logistics and transportation, has become the latest high-profile ship owner and manager to join the International Shipsuppliers and Services Association (ISSA) after its President Abdulaziz Sabri accepted an invitation to join the association as an honorary member. ISSA’s decision to launch a new honorary membership category for ship managers underlines the importance it places on engaging with ship managers and owners around the world. Owners and managers joining ISSA as honorary members will be able to participate in running the association by attending its working groups and sharing best practices. Welcoming the news, Saeed Al Malik, ISSA President, said: “Having Bahri, an industry stakeholder as a member of ISSA is an excellent news and we look forward to working together to improve the way owners, managers, and ship suppliers tackle issues of importance in the industry.” “Attracting shipowners and ship management companies into ISSA as honorary members is essential as it underlines the importance of dialogue and cooperation between suppliers and buyers as we all strive to achieve an efficient and effective procurement operation, future-proofed for the months and years ahead. Shipping is changing, and so, to have that important cooperation between buyers and suppliers can only

be to the benefit of us all,” he added. Abdulaziz Sabri, President of Bahri Ship Management, said: “We are delighted to join ISSA as an honorary member. We consider this an opportunity to fulfill our commitment towards ensuring that ship suppliers worldwide are able to explore and adopt efficient and cost-effective ways essential for their smooth running. We look forward to working with our friends at ISSA to ensure even higher standards of ship supply across the world’s major ports.” Bahri Ship Management is a world-class ship management and maritime services provider in the Middle East region. Its full spectrum of ship management offerings includes technical management, procurement, bunkering, fleet personnel, new builds, and vessels security. With its excellent track record spanning over 20 years, Bahri Ship Management has built an unparalleled reputation in technical ship management service ranging from oil tankers to bulk carriers, chemical and product tankers, and the most sophisticated Special Purpose Vessels (RoCons). The company manages a fleet of 89 owned vessels, including 46 Very Large Crude Carriers (VLCCs) and product tankers, 28 chemical and product tankers, 6 multipurpose RORO vessels, and 9 dry bulk carriers, serving 150+ ports worldwide, and employs a crew of more than 3,000 on board and in the office. ISSA has 1,500 company members worldwide and 40 countries as national association members.

GI certified Fazil mango variety from West Bengal exported to Bahrain: Commerce Ministry NEW DELHI: A consignment of GI certified Fazil mango variety sourced from Malda district of West Bengal was exported to Bahrain, the commerce ministry said on Saturday. The GI tag helps growers get premium price for the product as no other producer can misuse the name to market similar goods. A geographical indication (GI) tag is used for an agricultural, natural or a manufactured product (handicraft and industrial goods) originating from a definite geographical territory. Typically, such a name conveys an assurance of quality and distinctiveness, which is essentially attributable to the place of its origin. Darjeeling tea, Tirupathi laddu, Kangra paintings, Nagpur orange and Kashmir pashmina are among the registered GIs in India. It said that in June 2021, a week-long Indian mango

promotion programme was organised in Bahrain where 16 varieties of the fruit including three GI certified Khirsapatin and Lakshmanbhog (West Bengal), Zardalu (Bihar) were displayed. While most of the states in India have mango plantations, Uttar Pradesh, Bihar, Andhra Pradesh, Telangana and Karnataka have a major share in total production of the fruit. In a separate statement, the ministry said to promote agricultural crops exports and adherence to global practices, APEDA in collaboration with Farmer Producer Organizations (FPOs), traders, exporters, agricultural scientists, Uttar Pradesh government and other institutions organised a meet at Varanasi. More than 200 farmers from the Varanasi region participated in the meet where agricultural scientists and officials from the leading institutes provided valuable inputs for promoting agricultural products.
