Economic package very soon, says Nitin Gadkari NEW DELHI: The Government will keep in mind the interest of all stakeholders in the economic package that is likely to be unveiled in the next 2-3 days, minister for road transport and highways and MSME Nitin Gadkari said recently. “In the next two-three days, we are expecting a package from the government. We are waiting for that. Government is with you. But you should understand one thing that in the present situation the whole world economy, just as the Indian economy, is facing problems,” Gadkari said in an interaction with the members of industry and commerce of Telangana. “Many State Governments have no money to pay the next month’s salary. The revenue of the Central government has also dropped. We have limitations, but we are with all the
stakeholders. We are trying our level-best as to how we can protect everybody. We have to take everybody with us and march ahead,” the minister said. The Minister, however, hinted that the package would not be as big as that of the US or Japan; but, the Indian Government would do as much as possible with its limited capacity. “We have to take measures so that every stakeholder survives,” he said. Stressing on the importance of the MSME sector that contributes 29% to the GDP, 48% to India’s exports and employ around 11 crore jobs, Gadkari said the impact of Covid-19 on the sector was very huge and as such, “we need to support all MSMEs.”

Customs clears Rs 2.14 lakh cr worth import orders, collects Rs 28,810 cr duty in 49 days NEW DELHI: The Customs department cleared over Rs 2.14 lakh crore worth imports and collected Rs 28,810 crore of duty during the lockdown period. Giving details of Export Import trade between March 23 to May 10, the Central Board of Indirect Taxes and
Customs (CBIC) said over 2.90 lakh 'Bill of Entry' were filed by importers, while exporters filed 2.85 lakh 'Shipping Bills'. Import value during the period stood at Rs 2,14,710 crore, while duty collected was Rs 28,810 crore, CBIC said. It said over 2.47 lakh 'Let Export Order' were given, while export benefits
disbursed stood at Rs 7,055 crore. "CBIC has been leveraging Technology to promote Ease of Doing Business and hassle free trade during lockdown period while ensuring compliance with #COVID19 precautions. National Technology Day," CBIC tweeted.
No rise in lease rent of SEZ units for 2020-21, says Government NEW DELHI: The government has recently said the lease rent for units in the government-owned special economic zones (SEZs) will not be increased for 2020-21 due to the COVID-19 pandemic, a move which will provide relief to these facilities. It also said that payment of lease rent for the first quarter is deferred up to July 31 for all SEZ units and the
deferment would not invite any interest. Department of commerce said there will be “no increase in lease rent of the SEZ units for 2020-21”. The commerce and industry ministry said that after consulting the proposal with Department of Expenditure, these relief measures were decided for SEZ units on account
of Covid-19 outbreak. Further, it asked development commissioners of other SEZs to advise SEZ developers of state governments and privately-owned zones to consider similar relief measures. There are seven government-owned SEZs in the country and are under the supervision of a Development Commissioner (DC).
Shortage of cargo containers impacting exports of Basmati Rice KOLKATA: India’s basmati rice exports have halved to 2 lakh tonnes per month on a shortage of cargo containers at the ports. The shortage of containers comes at a time of ample demand from the Middle East countries. Basmati rice exporters said there is a 50%-60% shortage in cargo containers at ports, which slowed down movement of basmati rice from the country to export destinations. “The demand for basmati rice increases during April - June in the Middle East countries due to Ramadan. Generally, 4-4.5 lakh tonnes of basmati rice is exported monthly during this period. But now it has halved to
2 lakh tonnes due to non-availability of c a r g o c o n t a i n e r s , ” Vi n o d K a u l , Executive Director of All India Rice Exporters Association said recently. Kaul said most basmati rice is exported through Mundra and Kandla ports in Gujarat. “Exports happen through other ports as well. Everywhere there is a shortage of containers as most of them used to come from China. Now that much imports are not happening from China, there is a shortage of containers.” “Also, those who have imported goods have not been able to empty the containers due to shortage of labour,”
said Gautam Miglani, owner of Haryana-based LRNK, a leading rice exporter. Exports of basmati rice was halted for a week after the lockdown started on March 25. Miglani said prices of container have shot up as there is scarcity in supply and demand is high. “Earlier, a 20 ft container to Dubai used to cost us Rs 62,000. Now the same container is being available at Rs 82,000, a 32% spike. The containers to European Union are costing us another Rs 30,000 more. But we cannot stop exports as we have entered into the contract and the letter of credits (LCs) have been opened,” he added.
Economy requires Rs 4.5 lakh crore fiscal support at current juncture: FICCI to Finance Minister NEW DELHI: Seeking immediate support for the Indian economy hit by COVID-19, industry body FICCI said an additional fiscal support of Rs 4.5 lakh crore is required at the current juncture besides a quick release of Rs 2.5 lakh crore stuck in refunds and other government payments. In a letter to Finance Minister Nirmala Sitharaman, FICCI President Sangita Reddy also made a case for the need to create a self-sufficiency fund for innovation, construction and
manufacturing clusters to make use of the emerging opportunities in the wake of disruption in global supply chain. The fund can be provided in tranches in the medium term, she said. Seeking an “immediate support”, Reddy said the problem being faced is largely that of liquidity, and immediate release of money stuck in refunds and other government payments to the tune of Rs 2.5 lakh crore will immensely help tide over the crisis. “This may have already been
provided for in the budget,” she said. Fiscal support is also needed for MSMEs in order to help them get back on track. Besides, funds are needed for upgradation of healthcare infrastructure to effectively deal with the current situation and for support to sectors like aviation and tourism that have been hit hard due to the lockdown. “Additional fiscal support required at the current juncture for this purpose is about Rs 4.5 lakh crore,” the letter said.
China announces new list of US imports eligible for tariff waivers BEIJING: China’s Finance Ministry announced a new list of 79 U.S. products that will be eligible for import tariff

May 18, 2021. Among the types of imports from the United States eligible for tariff waivers include rare earth ore.

Need for industry to stabilize & venture into Global Markets : Additional Secretary, Commerce Ministry Cont’d. from Pg. 3 Mr. Sanjay Chadha, Additional Secretary, Department of Commerce, Ministry of Commerce & Industry, Government of India appreciated PHD Chamber of Commerce and Industry for organizing the interactive webinar on a topical subject. He said that COVID-19 will be a new normal with new norms of working and we would have to live with it for some time. He mentioned that the tradeoff between containment efforts and ensuring economic activity needs to be balanced. He said that we don’t have a rule book for tackling this pandemic and the Government is working towards mitigating the impact of COVID-19 on economy, trade and industry.
Lockdown has led to a slowdown in the transmission of pandemic COVID19. The COVID-19 crisis has brought home the concept of sanctioned domestic capacity to meet the needs of a mass medical emergency. Some of the US companies couldn’t expand their production as they are dependent on China. This is going to be a new normal which we can call the concept of ‘shoring up’ which is bound to happen. We need to scale up and have a more exportable surplus and the sentiment should not be to abandon China, but to look at China plus many others for Global Supply Chains, said Mr. Sanjay Chadha. Mr. Sanjay Chadha emphasized that
the Gover nment is continuously working towards resolving the issues of trade and industry. But at the same time, we need to understand that industry should change its mindset and the way of working post-COVID-19. There is a need for the industry to stabilize its existing production and then venture into the Global markets. At the investments front, we need to look at global investments which will be an opportunity for India. going forward. M r. S a n j a y C h a d h a s u g g e s t e d PHD Chamber to provide their recommendations and suggestions on the issues being faced by the industry so that they can be raised to the ministries and resolved at the earliest.
European Ports impacted more by reduced cargo vessel calls than other global regions TOKYO: In the fifth report prepared and released by the WPSP-IAPH Wo r l d Po r t s C O V I D 1 9 Ta s k Force, a focus on European ports reveals that many of them are already feeling a greater impact of reduced cargo vessel calls than other regions of the world. The European region also has a smaller share of ports now facing capacity shortages of warehousing and storage facilities with a progressive overall decline in utilization being reported over the time period. Also, it appears that the European Region is slightly more impacted by shortages of dockworkers, with 28% reporting this occurrence during the recent week. Full impact of reduced cargo vessel calls yet to be felt Despite the impact of vessel calls increasing across the board, almost all of the 76 ports taking part in this week’s sur vey are reporting a 5 to 25% decrease. The share of ports facing significant decreases (in excess of a 25% drop) falls sharply from 10-11% in the previous two weeks to less than 2% this week. The situation for the other cargo vessels has remained fairly unchanged
compared to last week. The number of ports reporting reductions of more than 25% remained at a level of 12 to 14% throughout weeks 16 to 19. Co -author Professor Thanos Pallis commented : “The general loss of cargo for containers is probably less evident than expected, as April has closed with negative year-on-year figures that are much better than initially forecasted. The decrease in the number of container vessels is not always directly related to the COVID 19 crisis. Some report on the increase in blank sailings, mainly on the Europe-Far East routes, for others there are no more blank sailings registered but total calls are still down
some 20% with respect to a normal fully operational week. Regional feeders in substitution of calls by mega vessels are working well, but shippers do not always welcome the longer transit times associated with transshipment.” Co -author Professor Theo Notteboom commented: “In the coming weeks, several of the larger ports anticipate significant downturns in volumes due to blank sailings in the container segment. We expect these larger hubs to be impacted the most. Nonetheless, how much impact this will have on the global supply chain and how quickly economies will restart, especially in Europe, will require close monitoring.”

Volume at Indian Ports may return to 70-75% in May on an average, feels Rajiv Agarwal MUMBAI: Cargo handing at Indian ports is expected to bounce back in May as an extended countrywide lockdown nears an end, but it would take at least three to four months for operations to completely normalize and return to pre-COVID 19 levels assuming there is no further extension, the CEO of Essar Ports Ltd. said recently. While handling of dry bulk cargoes such as coal, as well as oil and gas have been largely going on smoothly during the lockdown — since government has classified them as essential commodities — volume revival would depend on how fast import demand and actual domestic consumption for various commodities bounce back, Mr. Rajiv Agarwal was quoted in S&P Global. “I would say volumes at India ports may return to 70-75% in May on an average. But it could take about three months to things to get back to normal,” said Agarwal, who is also the Managing Director at Essar Ports. “However, a lot will depend on the recovery in consumption of various goods and commodities.” The 21-day lockdown started March 25 was extended first until May 3 by Prime Minister Narendra Modi and then again for another two weeks to stem the spread of COVID-19 pandemic. The lockdown restrictions in India have had a significant impact on the country’s LNG imports. After surging earlier this year to an average of 28 Mcm/d in Q1 over the same period a year ago, imports have fallen significantly in recent weeks and Platts Analytics expects imports to decline by more than 10 Mcm/d in Q2 relative to 2019 levels during the same period. Following advisory issued by India’s shipping ministry, all major ports have considered the pandemic as a valid ground for invoking the force majeure clause on port activities and operations. Agarwal said manpower availability at ports had been down to an average of 50%-55% during the lockdown period, but operations were not affected to a large extent.
“This is not a problem for highly mechanized ports. But for ports which have a lot of manual operations, this has slowed down cargo handling,” he added. “But at the same time, many of our customers have executed the force majeure clause and the want to defer their c o m m i t m e n t s . We h a v e t o respect that and there is of course no extra charge or demurrage,” Agarwal said. “As a Mr. Rajiv Agarwal result, demand has come down.” Policy measures The Indian government issued a series of guidelines in an effort to cushion the impact of the lockdown on port and shipping operations. They included allotment of additional land for storage to accommodate the need of port users which are facing issues with respect to movement of cargo, as well as waiver of any penalty charges to port users on account of delay due to delay in loading, unloading or evacuation of cargo. Some of the other measures include deferment of payment of vessel-related charges by shipping lines as well as waiver on some lease rentals and license fees. “The relief measures will enable much required liquidity in the system and ease out the cash flow situation which stakeholders are facing on account of disruption in supply chains due to COVID-19,” Agarwal said. He said that his port as well as other ports were taking sufficient precautions to ensure that the port workers remain free of COVID-19. “We have managed to keep operations running very smoothly because we have ensured that all the strict guidelines are followed so as to ensure that there is no infection and operations are not disrupted,” Agarwal said. He added that export of cargoes out of India had been affected to a relatively larger extent than imports.
GAC and UniGlobal join forces in Bangladesh DUBAI: GAC has signed a Global Network Agent (GNA) agreement with Dhaka-based Uni- Global Business Ltd. (“UniGlobal”), expanding its coverage in the Indian Subcontinent and further strengthening the global GAC network. The alliance, operated as GAC-UniGlobal, will provide a wide range of ship agency services to vessels calling at all Bangladesh ports. Lars Hardeland, Managing Director of GAC Hub Services says Bangladesh’s location at the head of the Bay of Bengal makes it attractive to international shippers. “It makes sense for GAC to have a presence in Bangladesh,” he adds. “Partnering with UniGlobal enables us to tap the vast shipping and shipping-related opportunities this maritime nation has to offer, and further expand our footprint in the Indian Subcontinent region.” Lars Bergström, Group Vice President of the Asia Pacific and Indian Subcontinent region agrees: “As part of the Bay of Bengal Initiative for Multi-Sectoral Technical and
Economic Cooperation (BIMSTEC) and the Belt and Road Initiative (BRI), Bangladesh is a country of immense potential and opportunities. “Having an established partner like UniGlobal will further augment GAC’s presence in the Indian Subcontinent currently served by our more than 30 offices in India, Sri Lanka and Pakistan.” Bangladesh has 9,000km² of territorial waters and a 710km long coastline. Whilst the Port of Chattogram is its leading seaport handling about 90% of the country’s trade cargoes, the government is taking steps to develop Mongla port by increasing its container handling capacity. UniGlobal Managing Director A.K.M. Shahidul Islam says having his company’s branch offices at these two major commercial ports means it is well placed to take advantage of the increasing trade activities. “With the GAC-UniGlobal partnership, customers will benefit from GAC’s global resources and over 60 years of experience in combination with UniGlobal’s 30 years of local knowledge and expertise,” he adds.
