Checklist for the infrastructural requirements and regulations compliance Design and lay-out: The design and layout should be the most modern state-of-art equipped with mechanical/electrical facilities of international standards. Key to a good lay-out is the smooth flow of containers, cargo and vehicles through the ICD/CFS. The design and layout should consider initial volume of business, estimated volume in 10 years' horizon and the type of facilities traders would require. ICD / CFS facility shall have covered and open storage areas separated for import, export and transshipment, and for perishable goods, high-value cargoes and dangerous cargoes, including hazardous substances. Port's layout defines the physical location of main facilities required to efficiently handle the incoming and outgoing traffic. Flexibility should be built in layout so that it can accommodate future changes and new development opportunities. Further, layout should offer flexibility to accommodate infrastructure requirements for supporting new reforms by CBIC. All designs and construction shall detail and be compliant with rules of HCAAR, 2009 regarding the following but not limited to, wall specifications, transit/bonded warehouse, entry and exit gates, demarcated area for hazardous goods, lighting through high masts, demarcated areas for export and import, storage for fumigation and post fumigation and storage area for auction cargo. PGA office & Laboratory space: Office and laboratory space for PGAs shall be provided at no cost to reduce the dwell time of export & imports. No charges including office rent, electricity charges should be billed to Public Government Agencies (PGA's) for their deployment. Alternatively, in case of a group of ICDs located in proximity of each other, a common testing facility may be considered for cost rationalization. Rail Linkage: In case of rail linked ICDs, rail infrastructure provided inside a container depot should allow receipt and dispatch of full-length unit container trains running between a single origin and a single destination, without requiring to be broken up or remarshaled outside the ICD/CFS. Container Yard (CY) should be designed around rail access and not the reverse. Loading and unloading of trains would ideally take place in centrally located sidings comprising at least three tracks -loading, unloading and locomotive release. For a reach-stacker served facility, container stacks at the CY shall be located on either side of the tracks (to allow for separation of import and export containers and for loading and unloading on both sides at a time). Rail loading/unloading tracks shall be centrally located, permitting the operation of handling equipment on either side. The layout described above is only indicative of best practice. Additionally, all operational and other requirements as per extant rules of Indian Railways need to be complied with. Access Road/ Connection with State Highways or National Highways: An approach road of indicative 15 meters width with proper drainage on each side will be provided for the gate complex. If the entry & exit gates of the ICD are planned in vicinity of each other, then additional space to enable smooth flow of traffic will be factored into the design. Road connections to ICD/CFS will be via slip roads off local or national highway system. Road connections should be suitable for container and break-bulk trucks conveying containers or break-bulk cargo between cargo sources and the ICD/CFS port. Design of access junctions: Access junctions are locations at which ICD site access roads meets the main roads. The design should cater for unhindered traffic flow even at peak capacity of the ICD. CFS & Customs Examination Area: A critical function of CFS is to pack and unpack cargo into and from containers which are moved to and from the a. Keeping this in mind CFS facilities should be designed with container bays facing a raised loading/ unloading platform on one side and truck loading/ unloading bays on the other. Containers can be packed and unpacked by forklift trucks while still on their trailers. Similarly, break-bulk trucks can be loaded and unloaded from raised platform by smaller forklifts (having two-three-ton capacity). Area required for CFS may be calculated on basis of some proportion of loaded import and export containers in the CY moving through CFS. The customs examination area should be clearly marked, and no examination shall be permitted outside the marked area. The examination area shall be covered under a 24X7 CCTV surveillance system with strict access control. DPD & DPE Area: Separate area for DPD & DPE containers as per land requirements of this policy should be provided in ICD. The nominated DPD & DPE area should have separate entry/exit gates with clear demarcation from customs notified area. Further, DPD & DPE traffic should not impact the regular ICD operations. Truck Circulation Area: Efficient operation of ICD depends on unimpeded, circulation of trucks throughout the ICD area. An exception to this design requirement is an intersection with rail access line, which needs to be protected by automatic level crossing barriers and warning devices. Internal roads shall be constructed with indicative width of 15 meters, to allow handling equipment and trucks to pass safely. Storage of Hazardous goods in warehouses: Hazardous goods warehouses must be sealed from all directions, i.e. in relation to the soil and groundwater, as well as in relation to the atmosphere. Leakages, for instance, are diverted into sumps from which the fluids can be removed by external pumps. Storage of containers with Hazardous goods in yard: Storage space for minimum 50 TEUs should be marked, this yard location should have unhindered transportation access, round the clock monitoring, fire hydrant facility, fixed firefighting equipment & sensors to cater for gas leakage and fire detection capabilities. All regulatory approvals from State Pollution Control Board should be in place before handling, storage & Transportation of Hazardous goods within ICD premises. Fumigation and post fumigated storage sites: Fumigation and post fumigation storage sites shall be provided to enable Plant Quarantine authorities to carry out necessary checks for both imported / export goods. Marked Container repair yards& tank container cleaning stations: The allied services of container repair stations, tank container cleaning stations should be clearly marked in the yard plan. Provision of space for installation of Container/Cargo scanners: The custodian shall provide adequate and suitable land for installation of the scanner if necessary in future. Parking Space: Ample parking space for trailers shall be provided in facility so that no road congestion is reported even at peak designed capacity of the ICD. Authorized Economic Operators (AEO) facilities: Designated lanes /Priority at Entry/Exit gates, prioritized Cargo handling & Warehousing operations should be provided to AEO's. Special counter should be created in export import transactions cell for AEOs by Custodians. Further, AEO customer care representative should be appointed and displayed Cont’d Pg.9 by Custodians.

Cabinet gives in-principle nod to PLI in 10 sectors to make India a Global manufacturing hub in Asia Cont’d. from Pg. 4
It was learnt earlier that India would soon extend the PLI scheme to at least eight more sectors to support domestic m a nu f a c t u r ing a nd pr o m o t e t he country as an alternate global manufacturing hub in Asia. Those under discussion were battery manufacturing, auto components, network products, textiles, food processing, solar photovoltaic cells, genomics, artificial intelligence, 5G, robotics and drones. A bulk of the outgo will be directed to sectors such as auto, auto components
and battery manufacturing, followed by solar photovoltaic cells, according to sources. The Government has already rolled out a PLI scheme worth Rs 50,000 crore for electronics and another Rs 10,000 crore for active phar maceutical ingredients (APIs). The PLI is part of the government’s plan to make India an attractive manufacturing destination and selfreliant besides helping it emerge as a strong alternative to China. It aims to do this through reduced corporate tax rate of 25%, PLI benefits and phased
manufacturing plan (PMP). The government has identified 24 focus sectors as part of its manufacturing push via the PLI and PMP schemes. These include footwear, ceramics and glass, ethanol, ready-toeat food, aluminium, gym equipment, toys and sporting goods, drones, robotics and electric vehicle equipment. Of these, a few sectors have been identified as priorities with potential for domestic manufacturing and import substitution through import restrictions and quality control orders such as toys and footwear.
ATA Carnet and UN TIR true examples of PPP : Commissioner Customs, Nhava Sheva, Mumbai Cont’d. from Pg. 4
Addressing a webinar on International Trade Facilitation under ATA Car net and UN TIR system organized by FICCI, jointly with FIEO & IRU, Geneva, Mr Mall said that ATA Carnet and UN TIR are true examples of public-private partnerships (PPP) at the global level cutting across national boundaries. Elaborating further, Mr Mall stated that TIR is part of India's multimodal transport strategy to improve cross border road transport with eastern and western neighbors. "TIR will not only help India in implementation of WTO's trade facilitation agreements but also as an instrument for movement of goods along the International North-South Transport Corridor (INSTC) to which India is a signatory," he added. The TIR convention will help India move goods faster without inspection en route along the corridor, which is an ambitious multimodal transportation established in 2000 by India, Iran and Russia to promote transport co operation, he said. "The development of Chabahar port in Iran and ratification to TIR convention by India has not only allowed India access to landlocked Afghanistan and energy-rich Central Asia through the Jawaharlal Nehru and Kandla Ports on India's west coast but also provided cost and time effective strategy to boost trade between India and these countries," Mr Mall further added.
Mr Ashwani Kumar, Chairman, Northern Region, FIEO said that the webinar will immensely help to export members in understanding various complexities of the ATA Carnet system and will encourage businesses to make the best of their arrangements. "The system provides a practical solution to the time-consuming task of completing customs document for each country visit by allowing duty- free and tax-free temporary import and export of goods between the countries," Mr Kumar said. Highlighting the benefits of TIR, Mr Kazem Asayesh, Senior Advisor, T I R & Tr a n s i t S e r v i c e s , I R U mentioned that TIR could significantly contribute to the implementation of the BBIN agreement and that India would largely benefit if Bangladesh, Bhutan, and Nepal join the system. Mr Raphael Hirt, Project Manager, IRU spoke on the e-TIR system and mentioned that India is working towards e-TIR implementation by end of this year. FICCI Senior Consultant, Mr PS Pruthi, made a presentation on the topic on FICCI's role in facilitating ATA Carnet & UN TIR. While sharing Iran's experience on TIR for the last many years, Mr Behnam - Faramarzian, Head of T I R & ATA D e p a r t m e n t , I r a n Chamber of Commerce, Industries, Mines and Agriculture (ICCIMA) said, "TIR is more compatible, less costly and more facilitator in comparison with the
other transit system." ATA C a r n e t i s a t e m p o r a r y admission document, which simplifies the customs procedures and clearances in a foreign country, without paying duty or a bank guarantee for temporary import into that country. Like a passport for goods, ATA Carnet allows for the goods for which it was issued to enter any of the participating countries for up to one year. An ATA Carnet holder can avoid customs declaration and can do away with security deposit or guarantee in the country of temporary importation. TIR aims to facilitate the international transport of goods under customs seal with maximum coverage. The system provides a guarantee covering the customs taxes and duties at risk which is required to pass transit countries and provides a balance between the responsibilities of the customs authorities and the international business community. It prevents delays in border crossing operations- by minimizing the formalities decreases transportation costs, as a result, encourages the development of international trade. FICCI is the sole National Issuing & Guaranteeing Association (NIGA) for the operation of ATA Carnet & UN TIR system in India and has been closely working with the Central Board of Indirect Taxes & Customs (CBIC) for the smooth operation of the system in the country.
UK looks East, plans to boost ties with India in Indo-Pacific region NEW DELHI: UK is Looking East and India is emerging as the key pillar in that strategy. The Boris Johnson government is expected to soon launch its Indo-Pacific vision and align it with Delhi’s vision for the region to aim for a free, open and prosperous Indo-Pacific region. The subject was key item on the agenda when Foreign Secretary met his British interlocutors in London last week.
India and the UK are examining ways to intensify trade ties following Britain’s exit from the European Union. New Delhi is interested in exploring a bilateral free trade agreement and has suggested that initially the two countries could start with a limited trade deal (early harvest) with a few items. India-UK bilateral merchandise trade between the two countries has
been in the range of US$15.45 billion in 2019-20, and trade in Services has been around US$ 9.5 billion in 2017. Bilateral trade has remained in favour of India but during the FY 2019-20, in comparison to previous year. UK used to be the second largest trading partner of India in 1998-99. But it ranks 16th in the list of India’s trading partners during the year 2018-19.

The Government also accorded administrative sanction to take up phase-I works of the port at an estimated cost of Rs 5,835 crore with a completion period of 36 months, by providing State support to an extent of Rs 1,000 crore. The AP Maritime Board (APMB) will spend Rs 90 crore towards acquisition of land to an extent of 225 acres required for Phase-I infrastructure works. The State Government permitted the AP Maritime Board to raise loans not exceeding Rs 4, 745 crore with the support of the State government. RITES Ltd had
submitted draft DPR for the development of Greenfield Port at Machilipatnam on August 31, 2020. According to the CEO of the APMB, the project is envisaged to be developed in phases under the landlord model. Under Phase- I, four general cargo, one coal and one container berths will be developed along with other infrastructure in 800 acres in 36 months. Four Non-Major Ports The State Government is keen on developing four non-major ports to cater to the increasing demand of various types of bulk and container cargo, which is likely to increase to 300-350 million tonnes a year by 2024-25. They are Bhavanapadu Port in Srikakulam district, Kakinada Port in East

Cotton Exports expected to hit 60 L Bales this season NEW DELHI: At the start of the new cotton season (October-September), the Cotton Association of India (CAI) has estimated that 60 lakh bales of cotton — each bail containing 170 kg of ginned cotton — are to be exported this year. CAI President Atul Ganatara has stated that China and Bangladesh are expected to be the biggest importers of Indian cotton for this season. This year, the CAI has estimated a reduction in production of four lakh bales
from the 360 lakh bales the country had reported the previous year. While loose kapas (raw unginned seed cotton) prices are not expected to cross the governmentdeclared Minimum Support Price (MSP) of Rs 5,850 per quintal, traders have forecast that the prices will remain between Rs 5,200- Rs 5,300 per quintal in the open market. Since October, five lakh bales of cotton are supposed to have already been marketed, as per the CAI.
Cotton exports are expected to be 60 lakh bales as against 50 lakh bales last season. The majority of Indian cotton is expected to land in China and Bangladesh – traditionally the largest importer for Indian cotton. Imports are slated to be 14 lakh bales as against the 15.50 lakh bales in 2019-’20. Owing to higher consumption this season, the closing stock of 2020-’21, or the opening stock of 2021-’22, is expected to be 87.50 lakh bales.
Cochin Port Trust to develop North Coal Berth COCHIN: Sailing in line with the Centre’s policy based on landlord development model, the Cochin Port Trust has invited expressions of interest from investors for the development of a port-based project in its North Coal Berth. The EoI has been invited to assess the market sentiment for the development of any port-based project – either on land lease model or on PPP basis. The interested parties with experience in port, shipping or logistics business are free to offer any innovative business suggestions or solutions provided the proposed venture contributes to increasing business through the port, Cyril George, Deputy Chairman of the Port, said. “The EOI has been floated to determine the interest in the market for any port related project. Based on the
user’s response, the project will be suitably structured,” he told. However, he added that no specific project has been identified in this regard. The land and waterfront are allotted only for portrelated projects that help in adding to cargo and vessel traffic. Cargo trafc Projects such as warehouse/tank farms/ bulk cargo storage silos or any other business/facilities that bring cargo and vessel traffic will be entertained. Besides NCB, the parties are open to consider any other berths depending on their assessment of a business potential. A plot of about 2.50 hectare out of the 3.89 ha adjacent to NCB has been identified for the project, he added. A land width of 6.50 metre along the northern side and eastern side of the plot is earmarked for an oil pipeline corridor. The ship carrying cargo to the proposed terminal can be berthed at NCB berth and
can accommodate vessels up to 9.14 metre draft, he said. The plot has rail connectivity which is lying idle for the past many years, which can be revived if required by the investor. Offering excellent connectivity by means of road and rail, the port is connected to all industrial locations of the country, he said. With the shifting of container terminal operations to Vallarpadam, he said the Port has also chalked out ambitious plans to transform the Willingdon Island into a Global Vista for Rest, Rejuvenation and Recreation by en-cashing Kerala’s tourism potential. There is a proposal to design a master plan for transforming the island into a sustainable global tourism destination with a focus on balancing, cultural, ecological and economic growth of the region. “This is still at the inception stage and the details are being worked out,” he added.
Certicate of Export worthiness must for shipment of milk, milk products : Commerce Ministry NEW DELHI: Exporters of milk and milk products would have to obtain a certificate of export worthiness from a government agency for the shipments, according to an order of the Commerce Ministry. It has also notified that milk and milk products shall be subjected to quality control or inspection or both prior to export in cases where importing countries require such an export certification. Export of milk and milk products that do not comply with the standards will be prohibited, as per the rules notified by the Ministry.
Agency refers to any of the export inspection agencies established by the central government, it added. The Ministry also issued the revised Export of Milk and Milk Products (Quality Control, Inspection and Monitoring) rules. According to the rules, as part of the procedure for quality control, inspection and certification, an exporter intending to export milk or milk products would have to apply for the approval of its establishment where the intended product is prepared or processed as per the Food Safety Management System
based inspection system. The EIC, after satisfying itself that the consignment of the milk product conforms to the standard specifications, would issue the “health certificate declaring such consignment is fit for human consumption and export worthy and shall also issue veterinary certificate, if requested by the exporter.” Further, the order has enlisted various hygiene requirements and general conditions relating to the holding and acceptance of raw milk at treatment and processing units.
