TS Lines celebrates JNPT Commences Trial Operations at its Newly Built Coastal Berth 20th Anniversary

MUMBAI: T.S. Lines Group was established on July 6th 2001. At the time of establishment, T.S. Lines primarily provides services to customers in the geographical scope of Intra-Asia. The first campaign slogan was “We Deliver Service in Asia”. While the company logo adapted from the original abbreviation TS to the logo of the globe with latitude and longitude lines, the development stands for the company’s expansion and growth. Through top management’s leadership and all the diligence of employees during the struggles at the beginning, T.S. Lines gradually boost up and become one of the most important shipping companies in the world. Cont’d. Pg. 4

NAVI MUMBAI: Jawaharlal Nehru Port Trust (JNPT), one of India's premier container handling ports, flagged a trial operation at the newly constructed coastal berth. The maiden trial run commenced with the handling of 'ONGC Offshore Supply Vessel (OSV) GREATSHIP DHRITI' in the presence of Shri Sanjay Sethi, IAS, Chairman, JNPT, and Shri Unmesh Sharad Wagh, IRS, Deputy Chairman, JNPT. To provide an impetus for coastal cargo movement, JNPT undertook the project of constructing a dedicated berth for coastal shipping under the ‘Sagarmala’ program of the Ministry of Ports, Shipping, and Waterways. The construction of the coastal berth was completed in November 2020. This berth will provide better infrastructure for coastal shipping and decongest rail and road networks, ensuring cost-competitive and effective Cont’d. Pg. 6 multi-modal transportation solutions.

TS Lines celebrates 20th Anniversary Cont’d. from Pg. 2 In 2021, Shipping market has seen great growth. T.S. Lines has entered its 20th year this year and seized the growth opportunity with immediate and flexible actions by newbuilding and vessel purchasing, anticipating the market trends as well as predicting the shortage of container and then deployed new equipment since the fourth quarter of last year. As the result in 2020, the company’s annual profit reached historically high with NTD 6 billion. Indeed, the first-quarter profit this year is even greater than 2020 full-year profit. The initial target of annual profit sets by NTD 10 billion is expected to achieve in the first half of the year. The company aimed the annual cargo volume to 1.9 million TEU with 11% annual growth rate and a turnover of NTD 46 billion by 70% increasing. In an aggressive prospect, the target of annual profit raises up to NTD 17 billion with EPS 43 NTD.

T.S. Lines planned to increase the proportion of owned vessels in the fleet of ships up to 50% two years ago. In 2020, five 4300~5600 TEU vessels, one 2500 TEU vessel and two 1800 TEU vessels were purchased and joined the operation in services. Even the purchasing cost was over 100 million U.S. dollars, but the vessel price is rather at the low level which brought the sufficient cost effects to the daily running cost instead of charter hire. In July, one 1000 TEU vessel and one 1800 TEU vessel will be delivered, in addition, one 6300 TEU vessel will be delivered in the fourth quarter this year. In view of the market of chartering vessel is consistently robust and the new shipbuilding order will start taking delivery in 2023~2024, the company’s strategy is to cut down the charter cost and keep searching the best vessel aligned with the 2023 IMO GHG strategy in the current market for the fleet expansion. To abide by the IMO regulations EEXI and CII, T.S. Lines has simultaneously deployed the vessels since 2019 ordered to build two 2700 TEU vessels at Wenchong Shipyard. They will phase in Australian Service in July and September respectively. Four 1900 TEU vessels have also confirmed the order with Wenchong Shipyard and are expected to be delivered after next year. Meanwhile, T.S. Lines confirmed to order four 7000 TEU containership newbuilds with SWS (Shanghai Waigaoqiao Shipbuilding Co. Ltd.) to comply with the latest environmental

requirements at the cost of 300 million U.S. dollars to cooperate with Joint Venture service’s upgrade plan. The virtual signing ceremony will be held on 6th, July for the newbuilds order on the same day of T.S. Lines 20th anniversary. As scheduled the vessels will be delivered in 2023~2024 and deployed in the IndiaPakistan service to keep depth with better service. In view of the developments of the global COVID-19 epidemic situation remains severe this year, port congestions, container turnover days extended, and provision of container is still extremely tight. T.S. Lines has invested 65 million U.S. dollars this year to purchase new container equipment, and 11,000 TEUs have been delivered. 10,100 TEUs equipment is planned to be delivered in September this year, and the company’s total owned equipment will be 226,000 TEUs. In order to reduce the operating costs, T.S. Lines intends to add the proportion of owned containers as the short-run plan.

With twenty years of all-out efforts, T.S. Lines operate 52 services in 16 countries within 62 ports nowadays. This is the new chapter for the next twenty years because the company overcame the scene during an economic recession like 911, the strike of west coast of USA, the incident of Lehman Brothers, by tapping in its advantage in professional management in crisis and growing young employees who are fully trained by the company. “Sailing along your needs”, T.S. Lines is turning into the best carrier who knows their customers.

Hapag-Lloyd acquires Africa carrier NileDutch HAMBURG: Hapag-Lloyd successfully closed the acquisition of the Dutch container shipping company Nile Dutch Investments B.V. (NileDutch). After signing a sales and purchase agreement in March, Hapag-Lloyd has now formally acquired all shares of the company after all responsible antitrust authorities had approved the transaction. “We are very excited about closing the deal and look forward to working with our new colleagues to unlock the enormous potential that Africa has to offer”, explains Rolf Habben Jansen, CEO of Hapag-Lloyd. “With the people from NileDutch joining our company, Hapag-Lloyd is noticeably increasing the number of employees on the ground in Africa. We are happy and excited to welcome NileDutch’s roughly 320 employees to the HapagLloyd family.” Depending on market conditions, Hapag-Lloyd and NileDutch are aiming to integrate major parts of their businesses already in the later part of 2021 to be able to offer the full benefits of the combined network to their customers as soon as possible.

With 40 years of experience in the market, NileDutch is one of the leading s h i p p i n g companies a l o n g t h e We s t A f r i c a n c o a s t . Headquartered in Rotterdam, NileDutch is present in 85 locations across the world and has 16 offices in the Netherlands, Belgium, France, Singapore, China, Angola, Congo and Cameroon. The company also brings with it 7 liner services, around 35,000 TEU of transport capacity, and a container fleet with a capacity of around 80,000 TEU. The integration will be moving at a swift pace and full commercial integration is expected to be completed by the end of 2021.

JNPT Commences Trial Operations at its Newly Built Coastal Berth Cont’d. from Pg. 2

Speaking on the first trial run, JNPT Chairman Shri Sanjay Sethi, IAS, said, “The construction of the dedicated berth is in tune with the government’s policy to promote coastal shipping to shift freight from road to an environment-friendly and costeffective mode of transport. The coastal berth will aid the smooth and faster coastal movement of cargo through a green channel. Apart from meeting the objectives of the Ministry, the coastal berth will help increasing coastal shipping share in the domestic cargo movement and help the Export Import community.”

The Coastal Berth at JNPT is expected to handle about 2.5 million tonnes of coastal cargo like break bulk, dry bulk

etc. With back up area of 11 hectares for cargo storage yard, setting up of silos are planned for storage of cement which will enable faster turnaround of vessels. JNPT systematically invests in developing an ecosystem for providing new opportunities for the Export Import community and the stakeholders to obtain economic efficiencies.

CIRCULAR NO.14 /2021-CUSTOMS

3.5 Enhancing Direct Port Delivery (DPD): Circular No.29/2019-Customs dated 05.09.2019 stipulates the eligibility criteria for availment of DPD by the importers. Since then a number of measures including advance filing of Bill of Entry have led to quicker turn-around time for the import cargo. The present decision to enhance the facilitation levels is also a step in this direction. However, while facilitation levels are going up, the DPD levels are not rising commensurately. This is primarily because the present policy is to have an entity based DPD while facilitation levels are linked primarily to Bills of Entry. Accordingly, in order to enhance DPD for faster Customs clearances as well as de-congestion of ports, Board has decided to shift from entity based DPD to a Bill of Entry based DPD. In short, in partial amendment to the said circular, Board has decided that, as a general principle, all the advance Bills of Entry which are fully facilitated (do not require assessment &/or examination) would be granted the facility of DPD. It is clarified that, this facility is over and above the present system of entity based DPD extended to AEO clients. However, the entity whose Bill of Entry has been facilitated for DPD would be required to adhere to the requirements of the ports/terminals/custodians for taking physical delivery of the container. Further, to optimise the ground handling by the ports/terminals/custodians, the ICEGATE shall modify the electronic message being sent to the ports/terminals/custodians on arrival of the cargo, to additionally flag the containers granted (or ready for) DPD along with IEC details. The flag would also indicate the requirement of scanning of specific containers, wherever applicable. This would be done at the stage of Entry Inwards to facilitate efficient planning in stacking and movement of these containers and thus quicken their turn-around time. Similar message would be sent to the importer/Customs Broker. The Pr. Chief/ Chief Commissioners of Customs are required to duly sensitise and co-ordinate with the ports/terminals/custodians and the trade for ensuring the effective use of the enhanced facility of DPD. 3.6 Automated generation of examination orders: In order to enhance uniformity and streamline the examination orders, Board has decided to introduce RMS generated uniform examination orders at all Customs stations across the country. Further, the imports of items which ordinarily warrant First Check as per para 2.3 of Circular No.45/2020-Customs dated 12.10.2020 would now be directly routed to the shed for First Check examination. Such First Check Bills of Entry will now be referred to the FAG for assessment only after a First Check examination report has been uploaded by the Shed Officers in the Customs system. The detailed implementation advisory on this will be issued shortly. 3.7 Anonymised escalation: To better address the grievances of trade relating largely to delays in assessment, DG Systems shall soon shortly operationalise an Anonymized Escalation Mechanism (AEM) on ICEGATE which would empower importers/ Customs Brokers to directly register his/her requirement of expeditious clearance of a delayed Bill of Entry, which may be pending for assessment or examination. The features of the AEM would include, amongst others: i. In case of delay of more than 1 working day, an importer/Customs Broker would be able to initiate AEM through ICEGATE or approach TSK for the same. ii. The AEM will automatically route the grievance to the concerned FAG/Import Shed, with a notification to Additional/ Joint Commissioners of Customs of the concerned FAG and Port of Import. iii. The concerned FAG is required to dispose the grievance promptly and same shall be monitored by the concerned Additional/Joint Commissioner of Customs of the concerned FAG/Import Shed. iv. The status of the disposal would be updated on the dashboard of ICEGATE, TSK, FAG and to the concerned officers. 4. As aforementioned, the changes stipulated in paras 3.1 to 3.5 will come into effect from 15.07.2021. Wherever required, DG Systems would shortly be issuing advisories to give effect to these changes. 5. Any difficulties faced or doubts arising in the implementation of this Circular may please be brought to the notice of Board. Sd/(Ananth Rathakrishnan) Deputy Secretary (Customs)

12th JULY 2021 11

CBIC streamlines faceless assessment for faster Customs clearance from July 15th Cont’d. from Pg. 2 “However, Board observes that there is even now scope for improvement which would potentially lead to a substantial increase in the pace of assessments and customs clearance, while further enhancing the uniformity in assessments and anonymity with a view to reduce interface with the trade,” the circular said. With regard to expediting assessment process, the CBIC said that “the working hours of all FAGs (faceless assessment groups) shall be uniform from 10 am till 8 pm on any working day.” Observing that at present, the working hours of the FAGs across the country are not uniform, the CBIC said there is uneven output such that some officers of a who begin work earlier clear more than the targeted bills of entry while others whose working hours begin later do not get sufficient number of bills of entry. A bill of entry is a document submitted to customs department by importers or agents on or before the arrival of imported goods for its clearance. FA G c o n s i s t s o f a p p r a i s e r s / superintendents and assistant

commissioners/deputy commissioners for verification of assessment of any bill of entry that is assigned to this group. During the review, the CBIC found that the time taken for the ‘first decision’ by the appraising officers and deputy/assistant commissioners of customs is also much more than necessary resulting in lower than optimum output. “Accordingly, with a view to facilitate faster decisions and, in turn, faster verification of self-assessments as well as to promote specialisation and enhance uniformity in assessment, Board has decided to implement changes in the assessment procedure,” the circular said. The (NACs) and jurisdictional Principal Commissioners/ Commissioners of Customs shall administratively monitor that FAGs communicate the ‘first decision’ on the Bill of Entry within 3 working hours after its allocation. The first decision could be acceptance of the self-assessment, query to the importer or a ‘First Check’, as may be warranted, it added. The total number of queries which can be raised by an Appraising Officer in

respect of a Bill of Entry would now be restricted to 3. Further, such queries can now be raised without seeking approval of the additional/joint commissioner of Customs. “In this regard, considering this limit to the number of queries, Board desires that, appraising officer raises query in a clear and holistic manner giving reference to supporting details/documents with respect to valuation/classification etc, so that the importer does not have any doubt and is in a position to reply categorically for early completion of verification,” the CBIC circular added. These changes would come into effect from July 15, it added. AMRG & Associates senior partner said expediting the assessment and customs clearance of imported goods using automated tools would facilitate International trade in India. “Faster customs clearances would also support domestic manufacturing entities, who are dependent on import of raw material from other developing nations,” Mohan added.

DGFT suspends issuing export benets under key schemes temporarily due to procedural changes NEW DELHI: The government has said that it has put on hold issuing benefits under various export promotion schemes due to changes in the allocation procedure. The Directorate General of Foreign Trade (DGFT) said that benefits under the Merchandise Exports from India Scheme, Ser vice Export from India Scheme, Rebate of State and Central Taxes and Levies, and Rebate of State Levies have been “put on hold for a temporary period”. “During this period, no fresh applications would be allowed to be

submitted at the online IT module of DGFT for these schemes and all submitted applications pending for issuance of scrips would also be on hold,” the DGFT said in a trade notice. It said that trade would be informed once issuance is opened once again. “This suspension will create uncertainty with respect to these benefits for the exporters and may also impact thier cash flows. The export industry would hope that this suspension is lif ted soon and the benefits are made available in full and

s o o n , ” s a i d A b h i s h e k J a i n , Ta x Partner, EY. The suspension comes amid the government yet to notify the benefits rates under the Remission of Duties and Taxes on Export Products (RoDTEP) scheme that was put in place in January. Export bodies have been asking for release of the funds for MEIS, clarity on SEIS benefits and continuance of seamless refund of IGST to ease fund blockage. Merchandise exports grew a record $95 billion during April-June and India aims to clock $400 billion exports in FY22.

Suspension of benets under incentive schemes to affect exporting community's condence: PHDCCI NEW DELHI: Temporary suspension of issuance of benefits under various export incentive schemes due to changes in the allocation procedure will have some impact on the confidence of exporting community, industry chamber PHDCCI said on Friday. It said exporters were expecting favourable news on Merchandise Exports from India Scheme (MEIS), Services Exports from India Scheme (SEIS), Remission of Duties and Taxes on Export Products (RoDTEP), and other scrips to boost their exports during the pandemic. PHDCCI President Sanjay Aggarwal said, "The temporary suspension of

disbursement of these scrips will have some impact on their confidence. This is a period when exports are recovering and growing in double digits. So, at this juncture, early announcement of the scrips benefits would build the confidence of the exporters." The commerce ministry recently said issuance of benefits under different export incentive schemes would be on hold for a temporary period due to changes in the allocation procedure. Exporters avail benefits under schemes like MEIS, SEIS, Rebate of State Levies (RoSL), and Rebate of State and Central Taxes and Levies (RoSCTL).

The chamber said that exporters are uncertain with regard to the costing of their products restricting their ability to compete in the industry. "Continuous delay would have a major impact on potential exports, as exporters are hesitant to sign new contracts, particularly in sectors with tight margins," it added. Separately, Plastics Export Promotion Council of India Chairman Arvind Goenka said the plastics industry was awaiting an early announcement of RoDTEP rates and an early allocation of funds towards refund of embedded taxes so that export growth trajectory is maintained.

Forex reserves rise by $1.013 bn to record high of $610.012 bn MUMBAI: The country's foreign exchange reserves swelled by $1.013 billion to touch a lifetime high of $610.012 billion in the week ended July 2, RBI data showed. In the previous week ended June 25, 2021, the reserves had jumped by $5.066 billion to reach $608.999 billion. During the reporting week, the rise in

the forex kitty was mainly on account of an increase in foreign currency assets (FCA), a major component of the overall reserves. FCA surged by $748 million to $566.988 billion, as per weekly data by the Reserve Bank of India (RBI). Gold reserves climbed $76 million to $36.372 billion in the

reporting week. The special drawing rights (SDRs) with the International Monetary Fund (IMF) rose by $49 million to $1.548 billion. The country's reserve position with the IMF too increased by $139 million to $5.105 billion in the reporting week, the data showed.

CBIC upgrades platform for AEO ling NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has unveiled the upgraded version of online filing of Authorised Economic Operators (AEO) T2 and T3 applications platform, www.aeoindia.gov.in, where the AEO web application will also be accessible. The advanced online filing facility for AEOs opened recently and is designed to

ensure continuous real-time and digital monitoring of physically filed AEO T2 and AEO T3 applications for timely intervention and expedience, a statement issued by CBIC said. The AEO application processing for AEO T1 on www.aeoindia.gov.in has been functional since December 2018, however the upgraded version of the portal has been introduced to ease the proceedings for users.

AEO certification is a globally recognised quality indicator that helps in improving the security of the supply chain. The companies which have AEO certification are considered as a safe and secure trading partner. In India, AEO certification was implemented in 2011 and there are three tiers of AEO certification, namely AEO T1, AEO T2 and AEO T3 for importers and exporters.

Warehousing attracts record Rs 5,500 crore from investors in Q2 2021 : JLL India MUMBAI: Warehousing and logistics emerged as the most preferred real estate asset class for institutional investors, pipping the all-time favourite commercial office segment for the first time during April-June 2021. The segment attracted an all-time high of $743 million (more than Rs 5,500 crore) in investments, accounting for more than half of the $1.36 billion attracted during the second quarter. The flurry of investments in warehousing helped attract $1.36 billion (over Rs 10,100 crore) to India’s commercial real estate market during Q2 2021, making it the most active second quarter in the last five years. Of the total, warehousing accounted for 55%, followed by 20% in retail, 17% in office and 8% in residential, JLL India said. The consultancy attributed the rise in warehousing to the increasing shift towards online shopping from discretionary to essentials. “Major global

funds have invested with warehousing developers and operators as scale and regional footprint are key differentiators in the sector,” it said. Data suggests that between 2005-16, warehousing and logistics attracted around $100 million. There were a few other deals, which have not been reported publicly due to joint ventures or deals by investment platforms. However, after the introduction of the Goods and Service Tax (GST) in 2017, the segment grew exponentially. Between 2017 to H1 2021, it attracted a record $2.14 billion, or roughly Rs 16,000 crore. Investments in April-June 2021 are the highest received by the segment in any quarter of a calendar year since 2005, which is mainly attributable to the $700 m i l l i o n B l a c k s t o n e d e a l . I n M a y, Blackstone announced acquisition of Embassy Industrial Parks, a JV of Warburg Pincus and Embassy that controls 22 million sq ft of Grade-A

warehousing in major industrial hubs including Bangalore and Delhi. Besides, 2021 marked the rise of defensive sectors in real estate like warehousing & logistics and data centres. JLL India country head Radha Dhir said the first half of 2021 saw investments of $2.7 billion in real estate, which is 53% of the total investments in 2020. “Relaxing lockdowns during the first three months of 2021 also gave investors a first-hand experience of the post-pandemic world. This led to risk re-rating and asset allocations witnessed a subsequent change in Q2 2021,” she said. Though the economic dent created by the second wave will lead to slower growth in 2021, investments in real estate are expected to stay strong through the year. Defensive sectors like warehousing and data centres are likely to gain centre stage, while office assets will gain interest with more visibility on work from office trends, JLL India said.

Rail Cargo movement between India and Nepal gets a big boost • Cargoes in all categories of wagons that can carry freight on Indian Railways network within India can also now carry freight to and from Nepal. • India and Nepal sign a Le er of Exchange (LoE) to the India-Nepal Rail Services Agreement (RSA) 2004. • Wagons owned by Nepal Railway Company will also be authorized to carry Nepal-bound freight (inbound and outbound on Kolkata/Haldia to Biratnagar/Birganj routes) over the Indian Railways network as per IR standards and procedures. NEW DELHI: Rail Transportation between India & Nepal got a major boost today with coming into force of authorization to all cargo train operators to utilize the Indian railway network to carry all containers bound for Nepal whether bilateral freight between Indian and Nepal or third country freight from Indian ports to Nepal. This liberalization will allow market forces to come up in the rail freight segment in Nepal, and is likely to increase efficiency and cost- competitiveness, eventually benefiting the Nepalese consumer. These cargo train Operators include public and private container trains Operators, automobile freight train operators, special freight train operators or any other operator authorized by Indian Railways. It comes into effect from 09.07.2021 after the formal exchange of Note Verbales and signed copies of Letter of Exchange between officials of India & Nepal. After this LoE, all kinds of cargoes in all categories of wagons that can carry freight on Indian Railways network within India can also carry freight to and from Nepal. Move will reduce transportation costs for automobiles and certain other products whose carriage takes place in special wagons.

Wagons owned by Nepal Railway Company will also be authorized to carry Nepal-bound freight (inbound and outbound on Kolkata/Haldia to Biratnagar/Birganj routes) over the Indian Railways network as per IR standards and procedures. The signing of this LoE marks annother milestone in India’s efforts to enhance regional connectivity under the “Neighbourhood First” policy. Background of Rail Services Agreement (RSA) – 2004 and LoE. 1. The Rail Services Agreement was executed on 21.05.2004 between Ministry of Railways, Government of India and Ministry of Industry, Commerce & Supplies (now Ministry of Commerce), His Majesty’s Government of Nepal (now Govt. of Nepal) for introduction of freight train services between these two countries to and from Birgunj (Nepal) via Raxaul (India). This is an agreement which guides movement between India and Nepal by rail. The rationale for this Agreement is that there was no rail movement prior to this between the two countries and hence a framework was required for operational and commercial aspects and procedure for customs clearances for rail bound cargo. Since then large various developments have taken place which require changes to the Rail Services

Agreement. 2. There is a provision in Article 1.4 of the RSA that “the Agreement shall be reviewed every five years and may be modified by the Contracting Parties by mutual consent. 3. For effecting amendments in the relevant Articles to RSA , L etters of Exchange (LoE) are signed from both sides. In the past, there have been amendments to RSA through LoE on three occasions. First such amendment to RSA-2004 was effected through Letter of Exchange (LoE) signed on 21st May, 2004. Second LoE was signed on 1 7 t h D e c e m b e r, 2 0 0 8 a t t h e t i m e o f introduction of bilateral cargo between the two countries which required introduction of new customs procedure and Third LoE was signed on 19/20.02.2016 enabling rail transit traffic to/from Vishakhapatnam Port in addition to existing provision of rail transportation through Kolkata / Haldia Port. It may be noted that the current LoE has been finalized and signed on 28th June, 2021 by Govt. of Nepal which was acknowledged by Ministry of Railways (Govt. of India) by signing the LoE on 29.06.2021. It comes into effect from 09.07.2021 after the formal exchange of Note Verbales and signed copies of LoE.

Govt working on detailed strategy to achieve export target of $400 billion NEW DELHI: The Centre is engaged on an in depth technique to realize the bold items export goal of $400 billion set for the present fiscal and is region-wise and product-specific breakups, in order that focussed initiatives and choices for accelerating progress may very well be taken, in keeping with officers near the event. “The Commerce Minister has requested officers of assorted regional divisions to objectively assess the expansion potential in several nations preserving the general goal in thoughts. Subsequently, gadgets, too, shall be recognized and sub-targets set,” the official instructed BusinessLine. “The thought is to zero in on areas the place there may be most potential for progress and work in direction of it,” he added. The export of $400 billion, though bold, particularly when in comparison with exports price $290.63 billion carried out in 2020-21, might be achieved in collaboration with personal trade, MSME sector, and different sectors akin to engineering, agriculture, car and

Nonetheless, given the truth that in April-June 2021-22, India recorded the best ever merchandise export in 1 / 4 valued at $95 billion, surpassing the earlier document of $90 billion in January-March 2020, makes the Ministry hopeful that the $400 billion annual goal might not be out of bounds. Commerce Ministry officers will now look at particulars of India’s exports to numerous areas akin to Europe, North America, South America, Australia, New Zealand, Asia and Africa and determine locations of scope for stepping up progress and to what extent. “The federal government has to first see the place the extra export market of

$110 billion might be created. The thrust sectors and gadgets additionally have to be concurrently recognized,” the official stated. As soon as the train is carried out, officers could seek the advice of the trade to determine the constraints which can be being confronted within the recognized areas and markets and see how these may ver y well be eliminated, he added. “Some incentives may be thought of however proper now the main focus of the federal government is to first finalise the enter obligation refund charges below the brand new RoDTEP scheme that exporters are patiently ready for,” he stated. High sectors, which carried out effectively throughout the first quarter 2021-22 progress had been iron-ore, rice, cotton yar n/fabs/made-ups, handloom merchandise, engineering items, plastics & linoleum, chemical compounds, digital items, petroleum merchandise, marine merchandise and medicines & prescribed drugs.

CapitaLand India Logistics Fund II will invest in building logistics assets in warehousing and manufacturing hubs in six cities—Ahmedabad, Bengaluru, Chennai, Mumbai, National Capital Region (NCR) and Pune—as well as in emerging markets such as Coimbatore, G u w a h a t i , J a i p u r, K o l k a t a a n d Lucknow. Maersk : 5 points to zoom in on while building the supply chain of the future COPENHAGEN: From the inside, a global supply chain can look like a linear structure with links from source to destination. A bird’s eye view, however, reveals a much more intricate ecosystem – a network of connections between people, partners, processes and data. If this ecosystem can be redesigned to align all elements in terms of objective, purpose, mindset and strategic direction, much value can be created through a supply chain. Moreover, once a strategic alignment is achieved, the task of putting systems and processes in order becomes a lot easier. Allowing value to ow A truly connected supply chain will allow insights and value addition to flow across links, not just linearly, but in any direction. To enable such a flow of value, businesses are rethinking logistics. The aim is to strengthen trust between supply chain partners by facilitating greater collaboration and accurate data exchanges. After all, people who trust each other and work towards the same goals can move mountains. Or in this case, they can

transform their supply chain into a strategic advantage that stays ahead of trends, demand and ultimately the competition. 5 areas supply chains need to prioritise as they transform • Data integration • Ability to adapt • Agility to respond to consumer trends • End-to-end traceability • Sustainable integration Data integration For supply chains as fragmented as those in the FMCG, retail or lifestyle industries, the risk of ending up with fragmented technology solutions is high. A single platform that brings information from different parties together to be monitored, updated, and used by everyone will be a key pillar of integration. Such a platform will enable efficient communication by reducing dependencies on calls and coordination with third parties. Having near real-time access to information will help logistics teams respond quicker to external changes. And supply chain leaders will get more control over distributors, regardless of the stage or location of the journey. Ability to adapt In the past, the complexity of supply chains led to some rigidity because speed-to-market and cost efficiencies were the primary drivers behind decision making. Today, decision making is changing. The reduction in demand during the Covid-19 pandemic caused excess inventory in some markets, while others were short of stock, highlighting the need to respond to demand more flexibly. The lack of pre-established routes in emerging markets and changes in customs regulations in many countries have also shifted the focus onto the ability to adapt.

Leaders in the industry know that if they can respond to new situations quickly, at the lowest cost, with little effort, and with no loss of results, they’ll have an edge over the competition. Agility to respond to consumer trends Knowing exactly how many cans of cola, rolls of toilet paper or packets of wheat flour are going to be sold in each store is not enough. Businesses need to be able to deliver their products to these stores. That’s why logistics (as opposed to transportation) is so crucial for brands. The right logistics set-up allows for speedy integration of demand and trends data into supply chain objectives and processes. This integration then goes on to enable smarter demand planning, stocking, and production forecasts. To achieve this, companies would do well to partner with logistics service providers who can: • Easily adopt demand prediction infrastructure • Transport products regardless of the route, or urgency • Optimise inventory, from factory to store • Improve delivery precision End-to-end traceability Whether it’s unexpected disruptions in transit, at control and review points, or customs, some delays cannot be avoided. What companies need to make sure is that they act fast, recover from the delay, and keep their cargo moving. To do this, they need visibility from factory to point of sale. Such end-to-end visibility depends on all logistics stakeholders involved. If even one party does not have the technology to provide adequate visibility, response times slow down.

A logistics partner with the technology to unify and share information across all parties, and a dedicated control tower to manage and analyse all supply chain information would be a great asset to businesses. Sustainable integration Building a greener supply chain will need long-term thinking and a commitment to reduce carbon emissions throughout the logistics ecosystem. For this, brands need to partner with logistics service providers who share their vision and values and have the infrastructure to back their sustainability goals. After all, regulations are here to stay, are likely to get more stringent, and are anticipated to reach all international markets sooner rather than later.

22 12th JULY 2021

DP World broadens logistics reach in Africa with proposed acquisition of Imperial Logistics • Strategic move to enhance DP World’s capabili es along supply chains • Imperial Logis cs has opera ons in 25 countries mainly in Africa and Europe • Acquisi on is part of DP World’s transforma on into a logis cs solu ons provider DUBAI: DP World announces an offer to acquire JSE-listed Imperial Logistics, an integrated logistics and market access company with operations mainly across the African continent and in Europe. The acquisition will enhance DP World’s capabilities, particularly in Africa, building on its extensive infrastructure of ports, terminals and economic zones. It will also significantly accelerate DP World’s transformation into an advanced logistics company offering end to end supply chain services to the owners of cargo. DP World’s cash offer of ZAR66 per share implies an equity consideration of around ZAR 12.7bn (around USD890mn). It represents a premium of 39.5% to the Imperial share price as of 7th July 2021 on the Johannesburg Stock Exchange (JSE) and a 34.2% premium to the 30-day volume weighted average price. This transaction is subject to Imperial’s shareholder approval and other customary completion conditions including regulatory approvals. Imperial is an integrated logistics and market access solutions provider with a presence across 25 countries, including a significant footprint in the high growth Africa market. The Group focuses on fast-growing industries including healthcare, consumer, automotive, chemicals, industrial and commodities. Imperial’s business has been built on long-term partnerships with cargo owners, in addition to serving as a trusted partner to many multinational clients, principals and customers. The acquisition of Imperial will add new capabilities to DP World, particularly in Africa. Combining the companies will create the continent’s best network across inland logistics, ports & terminals, economic zones and marine logistics. DP World aims to improve connectivity between African producers along fast-growing trade lanes to the rest of the world. Sultan Ahmed Bin Sulayem, Group Chairman and CEO, DP World, said: “The acquisition of Imperial will help DP World to build better and more efficient supply chains for the owners of cargo, especially in Africa. Imperial’s operations are complementary to our network of ports, terminals and logistics operations on the continent. Like DP World, Imperial’s biggest asset is its people, and we look forward to welcoming employees of Imperial into the DP World team on

successful conclusion of the transaction.” The acquisition will also build on Imperial’s contribution to the South African economy. Integration with DP World will strengthen South Africa’s position as a logistics hub for Africa. DP World is keenly aware of the importance of economic transformation through Broad-Based Black Economic Empowerment (B-BBEE) and intends to maintain Imperial’s existing programmes, and fully supports Imperial’s proposed B-BBEE transaction that was announced in April 2021. Mohammed Akoojee, Group Chief Executive Ofcer of Imperial Logistics said: “This transaction will be valueenhancing for Imperial as the business will benefit from DP World’s leading technology, global networks and key trade lane volumes, while enabling us to build on our ‘Gateway to Africa’ strategic and growth ambitions. Combining DP World’s worldclass infrastructure such as its investment and expertise in ports on the African continent, with Imperial’s logistics and market access platforms will enable us to offer integrated endto-end solutions along key trade lanes into and out of Africa, also driving greater supply chain efficiencies, and ultimately enhancing value for all stakeholders.” The deal will be funded from DP World’s existing available resources. DP World continues to make positive progress on its capital recycling programmes and remains fully committed to its leverage target of net debt being below four times EBITDA by the end of 2022.

Port of Antwerp experiences growth in first half of year Throughput with UK rises despite Brexit Cont’d. from Pg. 2 Conventional breakbulk grows by 41,2% compared to 2020 and equals the throughput of the first 6 months of 2019. The throughput of iron and steel, the main goods group in this segment, increased by 37,8% due to a peak in the supply of steel. RoRo also did very well in 2021 and increased by 22% compared to the first half of 2020. Dry bulk transhipment increased by 7,5% but there are fluctuations because some products, such as fertilisers, are seasonal. Liquid bulk grew slightly by 1,3% compared to 2020 but decreased by 6,1% compared to 2019. In May, the volume of fuels was the highest since October last year, while the transhipment of chemicals increased by 8,9% compared to 2020. Demand for chemicals is booming globally due to the recovery in industrial production and is exceeding prepandemic levels. Brexit: growth in a declining market With an annual cargo flow of around 15 million tonnes, the United Kingdom is the third largest maritime trade partner for the port of Antwerp. The start of Brexit at the beginning of this year therefore created major challenges due to increased administrative complexities and more controls, which resulted in congestion, longer transit times and higher costs. As a result, the flow of goods between the EU and the UK is decreasing. Despite these difficult conditions, however, the port of Antwerp recorded growth in total throughput of 11,1% with the UK and 12,1% with Ireland in the first half of the year compared to the same period in 2020. In preparation for the Brexit, Port of Antwerp has put all its efforts into further expanding short sea connections with the UK and Ireland in order to achieve the modal shift from ferry to container transport. Five years after the ‘Leave’ vote, the port of Antwerp is now connected to 12 British and Irish ports, and we see that Irish importers and exporters are increasingly abandoning the land bridge over the UK and are instead opting for a direct maritime connection. Antwerp@C takes important step towards CO2 reduction The Antwerp@C consortium is taking important steps forward in the transition to a sustainable, low-carbon port. The feasibility studies have been completed. The consortium is preparing to enter the design phase. The project, an initiative by Air Liquide, BASF, Borealis, ExxonMobil, INEOS, TotalEnergies, Fluxys and Port of Antwerp, has the potential to reduce CO2 emissions in the port of Antwerp by half by 2030 by capturing CO2 and using it or storing it permanently. Jacques Vandermeiren, CEO Port of Antwerp: "We knew that Brexit would have major consequences for the

transport of goods between Europe and the UK. By preparing ourselves well and focusing on short sea connections and LoLo cargo, we can convert the challenges into opportunities. The positive half-year figures for transhipment with the UK and Ireland confirm this. After Brexit, Antwerp wants more than ever to be the gateway between Europe and the UK and Ireland." Annick De Ridder, Port Alderman: "Despite the difficult circumstances in which we started 2021, we can show that the port is holding its own and is once again even recording growth in container handling. The economic urgency for extra container capacity is clearly demonstrated, more than ever. The figures are a confirmation of the resilience of our port and of the flexibility of all employees who ensure that everything keeps running.”
