CBIC introduces flagship Liberalised Authorised Economic Operator Package for MSMEs NEW DELHI : Recognizing their critical contribution in supporting the economy especially during the present difficult times of the COVID -19 pandemic, the Central Board of Indirect Taxes & Customs (CBIC) has taken a new initiative to introduce its flagship “Liberalised MSME AEO Package” for Micro Small and Medium Enterprises (MSMEs). In order to attract MSMEs to become Authorised Economic Operators (AEOs) and avail the various benefits, the CBIC has relaxed the compliance criteria provided the MSMEs have a valid certificate from their line-Ministry. The relaxed requirements allow MSMEs who have filed a minimum of 10 Customs clearance documents in one year and who have a clean compliance record over 2 years to apply for the scheme. The documentary requirements have also been

appreciably simplified. Another feature is that the CBIC commits to take a decision on an application for grant of AEO status within only 15 days from the electronic submission of complete documents for AEO Tier T1. Additional benefits, like a further reduction in Bank Guarantee requirements, have been introduced for MSMEs and will be expanded s u b s e q u e n t l y. C B I C ’ s f l a g s h i p “Liberalised MSME AEO Package” scheme is a voluntary compliance program that enables swifter Customs clearance for accredited stakeholders in the global supply chain viz. importers, exporters, logistic service providers, custodians, etc. The approved AEOs derive various benefits such as, inter alia, the facility of Direct Port Delivery (DPD) of imported containers, Direct Port Entry (DPE) of their Export Containers, high level of

facilitation in customs clearance of their consignments thereby ensuring shorter cargo release time, exemption from Bank guarantees, priority for refund/ rebate/ duty Drawback, as well as a Client Relationship Manager at the customs port as a single point of interaction. Another important benefit available to specified AEOs is that their payment of Customs duty is deferred and need not be paid before the clearance of the imported goods by Customs. An added advantage for Tier 2 AEOs is that their exports to certain countries are accorded facilitation by the foreign Customs administration with whom India enters into a Mutual Recognition Agreement/ Arrangement. Through the “Liberalised MSME AEO Package”, CBIC encourages all eligible MSMEs to avail advantages of faster Customs clearances and other

DGFT authorises All India Plastic Manufacturers Association to issue a CoO to all Exporters NEW DELHI : The Director-General of Foreign Trade has authorized the All India Plastic Manufacturers Association (AIPMA) to issue a certificate of origin (CoO) to all exporters. The DGFT in the exercise of powers

conferred under paragraph 2.04 of the Foreign Trade Policy 2015-2020, made Enlistment under Appendix 2E of M/s All India Plastics Manufacturers’ Association (North Zone). Gurugram to issue Certificate of Origin (Non-

Preferential). Accordingly, the name of the agency is added at Serial No.4 (Haryana) of Appendix 2E in respect of the List of Agencies Authorized to issue Certificate of Origin (Non- Preferential) to Appendices & Aayat Niryat Forms of FTP 2015-2020.

Cargo set for big leap in the Western Dedicated Freight Corridor PALANPUR : The opening in March of a stretch of the Western Dedicated Freight Corridor (DFC) — a 641-km rail track between Palanpur (Gujarat) and Rewari (Haryana) — will see large numbers of trucks move from the highways alongside the rail-route to freight trains. In these roll-on roll-off (RO-RO) services, trucks will be driven on to rail wagons and moved to destinations. Parcel cargo, over-dimensional cargo and container cargo are expected to be the main freight on the western rail link of Dedicated Freight Corridor Corporation of India Limited (DFCCIL). Container movements between Western coast ports Mundra/Pipavav and the Northern region that ply on the existing Indian Railways track will migrate to the dedicated freight corridor. “The use of RO-RO and roadrailers (prevalent in Europe), which can run on rail track and roads, will attract new types of products like white goods, FMCG and e-commerce on to train tracks,” DFCCIL MD RK Jain said.

DFCCIL is also looking at building freight terminals in partnership with the private sector. The opening of the DFC will help the Indian Railways increase modal share in cargo movement as it can move heavier and longer trains faster. In fact, trains plying on the dedicated freight corridor may attain higher end-to-end speed compared to passenger trains (that have the capacity to run at higher speeds) on the parallel Indian Railways network because there are no cautionary speed restrictions on the freight corridor. Such restrictions exist on the Indian Railway network that moves passengers because of multiple reasons such as curves on the track and overhead wires. The DFCCIL is optimistic about its plans to start RO-RO service. “We have analysed the costs for trucks. The rail freight charges for RO-RO will be lower,” another DFCCIL official told. But this is not going to be a smooth ride. “Freight rates on DFC have to be cut sharply to make RO-RO viable on the 650-km route. RO-RO services are more viable if the alternative road

route is on ghat (hilly) sections on which the trucks have to spend more fuel and time to negotiate,” said an industry executive. It is not clear whether the freight rates will decline because of the DFC and to what extent. By providing more capacity, the DFC network will allow Railways and container train operators (CTOs) higher asset utilisation. A DFCCIL source indicated the track access charges of DFC would roughly be half the freight charges of Railways. The extent to which Railways can pass on this benefit to its customers and CTOs and by the CTOs to the exporters and importers will be clearer in the future. Faced with empty rail network due to stoppage of passenger trains in the Covid-19 pandemic, the Railways offered incentives such as free movement of empty containers and discounts for smaller traffic, leading to steel pipes, non-basmati rice and other cargo using trains. Will this strategy be accentuated with DFC? The draft national rail plan expects a drop in the freight rates by 30 per cent over the next few years.

APM Terminals sets all-time volume records in Denmark THE HAGUE: Despite headwinds from the COVID-19 pandemic and disruptions to global s u p p l y chains, APM Te r m i n a l s secured an all-time high for container activity in Denmark during 2020. Throughout the year the largest terminal in Denmark, APM Terminals Aarhus, completed 330,000 container moves and processed 593,670 TEU (Twenty-foot Equivalent Units), which represents an overall growth of 13 percent compared to 2019 and the previous record. The growth in volumes was primarily driven by reefer containers and the transportation of temperaturesensitive cargo coming out of Denmark.

“In a year with many challenges I am happy to see that Danish global trade remained strong. While 2020 has delivered growth on all container types for both imports and exports in Denmark, there has been a notable uptick in Danish reefer exports, with an increase of 18 percent,” says Dennis Olesen, Managing Director Nordics at APM Terminals. Capacity increased In order to sustain these increased volumes, APM Terminals Aarhus ramped-up capacity several times during the year. “The organization has done a great job in managing the increased growth throughout the pandemic, where volumes have been so significant, that we have increased our reefer capacity twice and are planning another

increase in capacity during 2021, in order to ensure smooth operations for our customers,” says Dennis Olesen. APM Terminals Aarhus handles more than 60 percent of the container volumes in Denmark and is among the most efficient and modern container terminals in Europe, delivering over 33 gross moves per hour (GMPH).

From today (4 January), GAC Germany will provide support for some of the 14,000+ vessels that call at German ports every year. Container Lines hardly cancelling any services over Chinese New Year period, say industry experts LONDON: Container lines are blanking very few sailings in the traditional slack season around Chinese New Year, as they continue to try and cope with unprecedented demand and disruption caused by empty container shortages. Analyst eeSea said that its Blank Sailings Tracker showed that 1.7% of head haul services on the three main east-west trades have been cancelled in February, which includes CNY, and in March this figure falls to 0.6%. eeSea said that effective capacity in January 2021 on the main east-west head haul trades was up 7.6%, over the same period in 2020, when Covid-19 was only starting to make an impact on the Chinese market in the run-up to CNY. A similar picture was painted by Sea-Intelligence (SeaIntel) looking at

the specific period around CNY of weeks seven to nine. As 1 January 2021 lines had blanked just five sailings on the transpacific during this three-week period and seven on the Asia – Europe trade. SeaIntel said this compared to 88 blank sailings in the same period 2020, although figure drops to 73 if Covid-19 related cancellations are removed, and 67 blank sailings on the trades in 2019. “At present, 2021 CNY blank sailings are far below previous years, and if the relative capacity reductions of previous years should be reached, carriers would need to blank 37-41 sailings on AsiaNAWC, and 12-15 sailing on Asia-North America East Coast (NAEC). On AsiaNorth Europe (NEUR), an additional 14-17 sailings would have to be blanked to reach previous relative levels, while on Asia-Mediterranean (MED), an

additional 4-6 sailings would have to be blanked,” said Alan Murphy, CEO of SeaIntel. As to whether there could be a sudden rush of blank sailings in the coming weeks, Murphy commented: “It is not possible to predict the optimal level of blank sailings, but it is clear that the carriers are currently scheduled to blank far less than in previous years, and if they are to reach the level of previous years, a raft of blank sailings would have to be announced very soon.” Simon Sundboell, CEO of eeSea, pointed to the fact there was very little idle capacity remaining in the market. “We see that carriers are snapping up any available charter tonnage. There is no idle capacity left, carriers are delaying scrapping, and the first new tonnage orders have even been placed,” he said.
