Trade gets a boost as cargo trucks between India, Bangladesh now take just three days to cross KOLKATA: Earlier it used to take more than one month for a truck to cross from Petrapole Port in West Bengal to Benapole Port in Bangladesh. But now this time frame has been reduced to 3 days. The change has come after the West Bengal Government took away charge of the parking lot from Bangaon Municipality and handed it over to the Department of Transport recently. Aminul Haque, Vice President of Benapole Port Import-Export Association, said earlier a cargo truck remained stuck for up to 39 days in the parking lot after entering Petrapole Port in India due to a syndicate. The trucks had to enter Bangladesh paying extortion money to the syndicate, he said. But after the transport department took charge of the parking lot, cargo trucks reached Benapole easily in the last week of July, he added. Earlier, there used to be around 9,000 cargo trucks in line, waiting to enter Petrapole Port from the Kalitala parking lot. Now, it has come down to 1,587, according to

several cargo truck drivers. Kamal Hossain, Vice President of Benapole C&F Staff Association was quoted as saying, that “Businessmen of the two countries are happy with this initiative of the West Bengal Government.” However, the service charge of India’s transport department for each truck had been set at Rs. 10,000, he said. Importers would benefit more if the amount was reduced a bit, he added. Motiar Rahman, Director of B a n g l a d e s h - I n d i a L a n d Po r t Chamber of Commerce was quoted as saying that the rent of a cargo truck for carrying goods from any province of India to Benapole is usually about Tk150,000. N o w a s t h e We s t B e n g a l G o v e r n m e n t ’ s Tr a n s p o r t Department has introduced online slot booking, trucks from any province of India reach Benapole within one to two days after arriving in Kolkata, he added. Customs officials of the Indian port think that the enthusiasm for export among traders in different parts of

their country will increase now. What happened earlier? Apart from the price of goods and truck rent, at least Tk2,000 crore per year was given only as Kalitala parking charges, said Motiar. After a truck arrived from any State in India, including Delhi and Mumbai, it was unloaded at the local warehouses in Kalitala parking lot to save money given as truck rent. Later, the same products were loaded in another two trucks and sent to Benapole, which was outside the terms of the letter of credit (LC), said Motiar. “Lcs allow part shipment but prohibit transshipment. The Bangaon parking syndicate would keep entries with fake numbers of trucks. Later that serial number was sold for Rs. 50,000,” he said. Kartik Chakraborty, General Secretary of C&F Staff Welfare Association in Petrapole, said the vehicles were now reaching Bangladesh within two to three days as fake entries have been stopped. This port will also be more active in the coming days, he hoped.

Assam Cabinet approves a New Policy to turn State into Logistics Hub GUWAHATI: The Assam Cabinet approved a new policy to turn the State into a Logistics Hub. It also passed amendments to existing acts to widen the scope of master plans for development of Guwahati and other urban areas of the State. The Cabinet meeting, Chaired by Chief Minister Shri Himanta Biswa Sarma, approved the Assam Logistics Policy, 2022, under which a dedicated logistics division headed by a Secretary-rank officer will be set up. Commerce Ministry to push for direct tax sops under DESH Bill NEW DELHI: The Commerce Ministry will flag the merits of its proposal to extend direct tax concession to units willing to set up shop in the special economic zones (SEZs) under a new regime in InterMinisterial discussions, an official source said recently. The Ministry believes that such a move would attract fresh investments and the net gains would outweigh any potential losses, amid fears that the Finance Ministry could oppose such a plan on ground of loss of potential revenue. The Commerce Ministry’s new draft Bill on the Development of Enterprise and Ser vices Hub

(DESH), which will replace the Special Economic Zone (SEZ) Act, proposes to freeze the corporation tax at a concessional rate of 15% for all greenfield and certain brownfield units in such “development hubs” until 2032. “We haven’t yet received the Finance Ministry’s comments on the draft Bill. Once we receive them, we will discuss any issue that they may raise,” said an official. Comments received from other departments are mostly related to the operational part of the Bill, which will be addressed, he said. In the past, the Revenue Department often flagged losses of potential revenue due to support

being extended to SEZs. However, Commerce Ministry officials believe, with most of the support to such units having been withdrawn, it would be difficult to woo investors into these hubs without some fiscal incentives. In fact, the new Bill was necessitated to revive interests in these industrial clusters that lost their charm after the government set a sunset date to start operations (June 30, 2020) to be eligible for a phased income-tax holiday for 15 years. Moreover, India lost a case at the World Trade Organization filed by the US that had claimed New Delhi was offering illegal export subsidies through these SEZs.

Commerce Ministry recommends anti-dumping duty on Chinese cutting tool NEW DELHI: The Commerce Ministry's arm DGTR has recommended imposition of antidumping duty on imports of a kind of cutting tool from China, for five years, to protect the domestic industry from cheap inbound shipments. The Directorate General of Trade Remedies (DGTR) has recommended the duty after

conducting an investigation on the dumped imports of 'resin bonded thin wheels'. It is used in various sectors ranging from welding and cutting. The directorate in its findings has concluded the item is being imported from China into India in significant quantities in both absolute and relative terms.

The imports are undercutting the prices of the domestic i n d u s t r y, i t a d d e d . " D e f i n i t i v e a n t i d u m p i n g d u t y. . . i s recommended to be imposed for five years...," the DGTR has said in a notification. The recommended duty was in the range of USD 78.38 per tonne and USD 90.12 per tonne on imports.

AHMEDABAD / ABU DHABI : AD Ports Group, the leading facilitator of global trade, logistics, and industry, has signed a Memorandum of Understanding (MoU) with Adani Ports and SEZ Ltd, India’s largest integrated ports and logistics company, for strategic joint investments in end-toend logistics infrastructure and solutions, which include rail, maritime services, port operations, digital services, an industrial zone and the establishment of maritime academies in Tanzania. The two companies signed the key agreement setting in motion a series of potential country-level investments to grow, improve, and promote an end-to-end maritime and logistics ecosystem which will make Tanzania a hub for the African region. Free trade talks with UK moving at fast pace, says Piyush Goyal Government is also nego a ng similar FTAs with Canada, the EU and Israel NEW DELHI: Commerce and Industry Minister Piyush Goyal has said negotiations between India and the UK for a free trade agreement (FTA) is moving at a fast pace, allaying concerns that the evolving political situation in Britain may slow down the pace of talks. India and the UK launched formal negotiations in January for the FTA, which could ultimately cover more than 90% of tariff lines. They have set the Diwali (October 24) deadline for signing the agreement. Speculations about a delay in hammering out the crucial trade deal intensified in recent weeks due to political uncertainties in the UK after Boris Johnson stepped down as the leader of the Conservative Party, paving the way for another Prime Minister. Foreign secretary Liz Truss and former British chancellor of exchequer Rishi Sunak are frontrunners for the top post. Goyal said the Government is also negotiating similar FTAs with Canada, the EU and Israel. Several other

economies have also evinced interest in negotiating trade pacts with India. For instance, The Gulf Cooperation Council (GCC), Eurasian Economic Union (EAEU) and European Free Trade Association (EFTA) want to hammer out such deals with India, he said. At the same time, the Commerce Ministry does not have adequate resources to simultaneously negotiate FTAs with more nations, the minister conceded. GCC is a union of six countries in the Gulf region, namely, Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the UAE. EFTA members are Switzerland, Norway, Iceland and Liechtenstein. Five-nation EAEU comprises Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan. India and the UK aim to double bilateral trade of both goods and services to about $100 billion by 2030. The India-UK trade is dominated by services, which make up about 70% of the overall annual commerce.

India may grow at 8.2% over next decade; Goldman Sachs chalks out 4 growth levers MUMBAI: India’s potential growth over the next decade could be around 6 per cent. However, the nation can increase this growth to 6.7 and even 8.2 per cent through a combination of increased labor participation and investment rate, said Goldman Sachs in a report. India can increase potential growth by any, or a combination of four levers including; increasing investment to GDP ratio, higher investment in human capital, labor force participation rate (LFPR) increase and productivity (TFP) growth. These levers by themselves can each boost potential growth by 50 bp to 100 bps over the next ten years. For India to grow at an even faster pace, increasing productivity growth is going to be critical, analysts said in the report. According to the analysts, increasing investment to GDP ratio to the previous peak level of around 40% can alone boost potential growth by 50bp. If the labor force participation rate (LFPR) can be brought back to the previous peak level of 61%, it can boost potential growth by 100bp. “However, if India is to grow at an average of 8%+ over the next ten years,

a combination of all the four levers will have to come together, and create a Goldilocks scenario,” analysts said. According to their estimates, along with increasing investment rate and labor participation to previous peak levels, an increase in TFP growth by 50bp to 3%, and higher human capital growth at 1.3%, could together increase potential growth to 8.2% (average) over the next 10 years. Levers for 8.2% growth over the next decade • Investment to GDP ratio increases from current 32.5% to 40% (India’s peak investment rate in 2010-11) over the next ten years. This, by itself can boost potential growth by 50bp, all else constant. • Labor force participation increases from current 52% to 61% (Peak in mid-2000s). This, by itself can boost potential growth by 100bp, all else constant. • Productivity or TFP growth rate increases from the BAU scenario of 2.5% (Average in last decade from 2011-2019), to 3.0%. • Human capital index growth increases from 1.1% (average during 2011-2019) to 1.3%.

Industrial & Logistics Sector leasing in India stood at 12.8 Mn Sq. Ft. in H1, 2022 : Report MUMBAI: The industrial and logistics sector leasing in India stood at 12.8 million sq. ft., recording a dip of about 9 per cent Y-o-Y during the first half of 2022. The space take-up was down by 17 per cent on a half-yearly basis, compared to 15 million sq. ft. recorded in H2 2021, due to a slowdown in supply addition. Leasing activity would improve as continued land acquisition and development completions are lined up in H2 2022. City Highlights: Bangalore: Half-yearly leasing outpaced supply; 3PL a key demand driver Small- to medium- sized deals dominated absorption in H1 2022. Key sectors that drove absorption included 3PL (67 per cent), retail (18 per cent) and engineering & manufacturing (5 per cent). Hyderabad: Supply picked up pace; Northern Corridor led space take-up Small-sized deals dominated absorption in H1 2022, led by 3PL players. Rents rose by about 23-25 per cent in Northern Corridor in Hyderabad and by about 5-12% across other micro-markets of Hyderabad. Delhi-NCR led overall leasing in H1 2022; 3PL players drove space take-up Key sectors that drove absorption included 3PL (34 per cent), retail (20 per cent) and engineering & manufacturing (17 per cent). Absorption increased in Kundli / Murthal (NH-1). Mumbai led overall supply in H1 2022, which touched 3.2 mn sq. ft. Large-sized deals dominated absorption in H1 2022, led by space take-up in Bhiwandi (NH-3). Rental values increased by 5-7 per cent in Navi Mumbai – Panvel and Taloja in Mumbai Chennai: Absorption outpaced supply 3PL (44 per cent) and engineering & manufacturing (42 per cent) players drove space take-up, followed by auto & ancillary (11 per cent). Absorption increased in Western Corridor – II and Northern Corridor. Pune’s 3PL players drove absorption in H1 2022 Key sectors driving absorption included 3PL (73 per cent), electronics & electricals (25 per cent) and e-commerce (2 per cent). Rents rose by 8-10 per cent in Chakan – Talegaon in Pune, due to sustained demand for investment-grade assets. Kolkata: Significant uptick witnessed in both supply and leasing Small- to medium-sized deals dominated absorption in H1 2022, led by space take-up along NH-6. Key sectors that drove absorption included retail (33 per cent), engineering & manufacturing (22 per cent) and electronics & electricals (16 per cent). Ahmedabad: Supply and leasing improved in H1 2022 Large-sized transactions dominated absorption in H1 2022, led by deals concluded in Changodar. Key sectors that drove absorption included engineering & manufacturing (51 per cent), followed by auto & ancillary (27 per cent) and 3PL (22 per cent). Delhi-NCR, Mumbai, and Bangalore dominated leasing activity; these cities accounted for more than half of the overall space take-up. During H1 2022, 3PL players continued to drive the leasing activity with a share of 46 per cent in the overall transaction activity, registering an increase of 10 per cent Y-o-Y. Demand from stakeholders across the supply chain, including wholesalers, retailers and e-commerce players on account of holding forthcoming higher safety-stock, led to increased leasing activity by 3PL players. Other major leaders of leasing activity were occupiers from engineering & manufacturing (17 per cent, up by 6 per cent), followed by retail (13 per cent), and e-commerce (6 per cent). During H1 2022, supply addition decreased by about 32 per cent, compared to 15 million sq. ft of project completions in H2 2021. Mumbai topped the supply addition, followed by Kolkata, together accounting for about half of the project completions.

The report pointed out that the share of medium-sized (50,000 – 100,000 sq. ft.) and large-sized (more than 100,000 sq. ft.) transactions increased on a half-yearly basis by 3 per cent and 7 per cent respectively. However, the share of small-sized transactions (less than 50,000 sq. ft.) declined to 36 per cent as compared to 47 per cent in H2 2021. Delhi-NCR and Mumbai dominated large-sized deal closures. These cities together accounted for about 41 per cent of large-sized deals. From a sectoral perspective, 3PL followed by engineering & manufacturing companies drove large-sized deal closures with a total share of more than 60 per cent. Further, led by sustained demand for investment-grade assets, rental values increased in select micro-markets of Hyderabad, Ahmedabad, Bangalore, Pune, Mumbai and DelhiNCR during H1 2022. Instances of key investments in the I&L sector during H1 2022 included Ascendas India Trust’s investment of about USD 28 million in Arshiya Group’s asset in Mumbai, and another USD 28 million in Casagrand’s asset in Chennai. Overall, the I&L sector attracted about USD 144 million across greenfield and brownfield assets from global and domestic players during H1 2022. Anshuman Magazine, Chairman & CEO – India, South-East Asia, Middle East & Africa, CBRE, said, “While global supply chain pressures are easing, we anticipate occupiers to continue to follow ‘just-in-case’ strategies alongside ‘just-in-time’ ones to maintain agility. Increased focus on upgradation / expansion opportunities in tier I cities; new market penetration in lower tier cities and extension of local distribution networks in emerging logistics hubs are expected to drive leasing in the future.” Ram Chandnani, Managing Director, Advisory & Transactions Services, CBRE India, said, “Focus on operational efficiencies could lead to growth in ‘flight-to-quality’ leasing. In line with the demand, we anticipate development completions by organized players to increase in the coming quarters. Investment activity is expected to continue from global and local players, with both greenfield and brownfield acquisitions remaining attractive.” Outlook & Trends – 2022 Leasing sentiments to remain positive: Overall leasing in 2022 expected to touch 28-32 million sq. ft., with a growth of up to 12 per cent Y-o-Y. Space take-up would be led by continued expansion of 3PL, e-commerce, engineering & manufacturing, retail and FMCG firms. Delhi-NCR, Bangalore, Mumbai and Chennai would continue to drive transaction activity, while markets including Ahmedabad, Kolkata and Pune are expected to witness increased momentum of leasing activity. Supply addition to pick up pace: As supply chain bottlenecks have started to ease, project completions are expected to improve in H2 2022. Overall, about 25-28 million sq. ft. of new warehouses are estimated to become operational in 2022, registering a growth of up to 12 per cent Y-o-Y. Supply addition is expected to be dominated by Mumbai, Delhi-NCR, Chennai and Bangalore. Moving closer to key nodes: Occupiers are likely to continue to lease more space to cut down on transportation costs. E-commerce and 3PL players would thus prefer to take up space closer to consumer hubs. Moreover, 3PL occupiers dealing with cargo handling would focus on securing warehouses closer to key transportation nodes. Similarly, engineering and manufacturing players are likely to prefer warehouses in proximity to industrial hubs. Labour-saving building technologies to rise: Occupiers and developers are likely to adopt a broad range of advancement automations with the support of Big Data analytics, sensors and Internet of Things (IoT)-powered technologies to reduce labour dependencies. New-age supply to accommodate vertical storage: Warehousing facilities with features such as high ceilings to accommodate automated stacking systems, sufficient loading/unloading zones and power back-up provisions are likely to gain more traction. Rental growth to continue: Sustained growth in rentals across the cities is expected, owing to increased space take-up and addition of investment-grade supply. Rental growth in key micro-markets across cities would continue in H2 2022, especially, in investment-grade, tech-enabled and strategically located assets.

India’s ‘Atmanirbharta’ in Container manufacturing to cut reliance on imports from China in long run NEW DELHI : India’s quest for ‘A t m a n i r b h a r t a ’ i n c o n t a i n e r manufacturing may help the Country cut its reliance on imports from China in the long-term but in the near-term it is likely to pose a temporary impediment to the country’s connectivity ambitions to Central Asia and Russia. On February 26, 2020, state-owned Container Corporation of India and Russia’s JSC RZD Logistics, signed a Memorandum of Understanding for collaborating on the International North-South Transport Corridor, a 7,200-km-long multimodal connectivity network linking India w i t h Ru s s i a a n d t h e E u r o p e a n landmass via Iran, Azerbaijan and Central Asian countries. Forced by geopolitical sanctions and as the Ukraine war closes the western European market to Russia, the latter is giving renewed focus on the development of this corridor to explore non-European markets. India also has been seeking an alternate route to the European landmass bypassing the Suez Canal and enhancing connectivity to Central Asian countries. T h e M e m o r a n d u m o f Understanding between CONCOR, India’s largest rail container operator and RZD L ogistics, the biggest Multi-Modal Logistics operator in Commonwealth of Independent States

(former Soviet Russia republics) and Baltic countries, gave broader responsibilities to the two entities for transport of containerized cargo from India to Russia and vice versa under a single invoice. While RZD L ogistics in July undertook the transport of its first rail containerised cargo between Russia a n d I n d i a , C O N C O R’ s f o c u s o n procuring domestically manufactured containers may limit its participation in the near term. DOMESTIC CONTAINER MANUFACTURING CONCOR’s Chair man and Managing Director V. Kalyana Rama in an earnings conference call with analysts last week outlined that the company is ‘rationing’ its containers and currently focused on addressing the domestic market. “We are rationing that (containers) because we got our own equipment problem…,” said Rama when asked about exploring opportunities in Iran and Russia. Domestic market is more favourable right now and the company will focus on it, he said. Post the armed skirmish with China and container supply chain disruption caused by pandemic, the Government has decided to make India self-reliant in container manufacturing. “…there are certain geopolitical issues like we can’t now procure

containers from China so we are developing the container industry in India…all these actions will take some time…,” he said. The company which used to procure almost all its container requirements from China has placed domestic orders on Bharat Heavy Electricals Ltd, Braithwaite & Co Ltd and Mazagon Dock Shipbuilders Ltd. Annual container requirement of the company is about 8,000 containers and as at December end it had a fleet of 37,000 containers. “Once we get that (containers) we will definitely get into these segments..Iran and Central Asian countries and also point-to -point destinations, wherever the opportunity comes, we will be doing this,” he added. In fact a working group under India’s Directorate General of Shipping is currently framing broad guidelines for scaling up container manufacturing in the Country. For CONCOR, the ability to utilise its containers for export to Iran, Iraq and further on to the INSTC corridor is also likely to be profitable. “There is a lot of opportunity in this. Even today there is demand from the trade asking for containers for export of rice into Iran and Central Asian countries…,” said Rama, adding that the company has been able to get good margins on such destinations in the past.
