Significantly lower port turnaround time will attract Global Shipping Lines: Sarbananda Sonowal

NEWDELHI:Overthenext25yearsIndiawillwitness breakneck progress in infrastructure development with communicationandtransportremainingthebedrock,said Shri Sarbananda Sonowal, Minister for Ports, Shipping,andWaterways. Speakingtoanewsperson,he said India’s ports have recorded significant improvement in turnaround time and made a case for attracting more global shipping lines to the country with greenfield and brownfieldportupgradationplansunderway

Heopined,therehasbeenasignificantimprovementin port parameters such as port efficiency, productivity, and performance in the past nine years. The total cargo handling capacity in major ports has increased by 86% from 871.52 mtpa in 2014-15 to 1617 mtpa in 2022-23. Policy reforms have also been successfully implemented toempowermajorportauthorities.

This should be looked at considering 60 years of misgovernance of the Congress-led governments, against nine years of breakneck development under the present regime.

Ondwelltime,hesaidtheaverageContainerdwelltime of India is less than 3 days which is better than UAE and

SouthAfrica–4Days,USA–7Days,andGermany–10Days.

On steps being considered to encourage Shipping Lines to prefer Indian ports, he said, “we need to enter strategicallianceswithmajorshippinglinestosetuptheir dedicated terminals in Indian ports. This would ensure thattheirvesselscallatIndianports,bringingmorecargo and business. It is also required to increase gateway and transhipment cargo at Indian ports, minimise turnaround time, rationalizing vessels, and cargo related charges. Value-added services such as bunkering, container repair, vessel inspection and repairs can also be developed at Indianports.”

“Multiple ports are undergoing an uplift. Development of Vadhavan port with cargo handling capacity of over 300 mtpa is under pipeline. This deep draft port in Maharashtra is expected to add container handling capacity of more than 23 million twenty feet equivalent units(TEUs)by2040,placingIndiaontheglobalmapoftop 10containerports.

Major Ports of Deendayal Port and Paradip Port would also be developed as mega ports having cargo handling capacityofmorethan300mtpaby2027.

EEPC recommends FTAs with Latin America, African nations to boost engineering exports

NEW DELHI : Pursuing new Free Trade Agreements ( F TA s ) w i t h e m e r g i n g countries in Latin America and Africa, a scheme to support MSMEs in research and innovation, setting up a domestic shipping line, and global branding of Indian products are among the key suggestionsinastrategypaperpreparedbyEEPCIndiato boost engineering exports and achieve the target of $300 billionby2030.

Union Minister for Commerce and Industry Minister Shri Piyush Goyal chaired a meeting this week in which EEPC India Chairman Arun Kumar Garodia discussed various recommendations in the strategy paper to boost India’sengineeringexports.

The strategy paper calls for greater market access especially in Africa and Latin America as they have the potential to become significant export markets for India. It has been noted that by expanding into non-traditional markets, the risk associated with economic uncertainties canbespreadout,reducingdependenceonafewmarkets.

Talking about the strategy paper, Garodia said that there are around 40 countries that currently account for over87%ofIndia’sengineeringexports.Thereforethereis a huge opportunity to explore new markets while expandingtheexistingbase.

“It is quite crucial for India to explore new markets, especially in Latin American and African countries. Many of our competitors have already established FTAs

with these countries and as a result, are having a competitive edge over us. FTAs with these countries can level the playing field, ensure fair market access and expandourexports,”Garodiasaidinastatement.

Garodia said that given the current global economic trends, the world economy is expected to slow down this financial year and will impact engineering exports from Indiaasseeninthepastseveralmonths.

Among measures to expand the current market base, he suggested strengthening presence in Europe as a prioritybyimplementinganFTAwiththeEU.

Highlighting the importance of the engineering sector, Garodia said that the industry accounts for 25% of the country’stotalexportsandisthelargestforeignexchange earner. Notably, MSMEs account for 35-40% of total engineering exports and therefore are crucial job providers.

The strategy paper has highlighted that most MSMEs face financial constraints and struggle to secure investments It has recommended implementing an aggressive “SME Assistance Programme” to support researchandinnovationintheMSMEsector.

On the need for establishing a domestic shipping line, Garodia said that it would reduce trade costs, decrease dependence on foreign shipping lines and save huge amountsofvaluableforex.

He added that dedicated efforts in branding and marketing were essential for success in specific product categoriesandmarkets.

Customs yet to issue consent to start shipping from old Vizhinjam Port : KMB

THIRUVANANTHPURAM: The Kerala Maritime Board (KMB) is unable to start shipping service from the old Vizhinjam port despite receiving ISPS code from the mercantilemarinedepartmentas customs departmentis yettoissueconsentoverit.

The board had taken all necessary measures to start the ‘custodian ship’ service from the port and also

arranged a private ship. However, customs had denied consent citing lack of International Ship and Port Facility SecurityCode(ISPS).

Despite receiving the code now, the customs has not issued consent yet. It was learned that the board has to constructaweighbridgeandinstallageneratorattheport tofulfilthecriteriaofthecustomsingettingtheconsent.

Over 10 EoIs received, in talks with more interested bidders for Great Nicobar Port : Sarbananda Sonowal

NEW DELHI: India’s Ministry of Shipping has received “at least” 10 EoIs (Expression of Interest) for the proposed Rs. 48,000 crore transshipment port project at Galathea Bay in Great Nicobar Island off the Bay of Bengal. And a “few more”, including international players, have reached out separately to the Ministry expressing their interest to participate in the bidding process when it opens, Shri Sarbananda Sonowal, the Union Minister of Ports, Shipping and Waterways (MoPSW) said.

“We have received over 10 EoIs for the Gibraltar Bay port, and a few more players and leading shipping liners, including international ones have reached out to us saying that

they are interested in bidding for the project. So let’s see how this works out. As of now, the initial trends or interest levels are encouraging,” Sonowal said, during an exclusive interaction.

The EOI was released earlier this yearinJanuary.

Port officials aware of the developmentssaidsomeofthenames who have placed EoIs include Adani Ports and SEZ, JSW Infra, RVNL (Rail Vikas Nigam Ltd), Container Corporation, among others. On the international side, Dutch dredging major Royal Boskalis Westminister is saidtobeamongstthoseinterested.

An EOI is not a formal order tender. It will determine the terms of engagement and orders are awarded

later. Other documents that needs to be looked into are Request for Qualification, Request for Proposal andDraftConcessionAgreement.

Reportedlythegovernmentwould look at a PPP mode via the landlord model; or an hybrid annuity model could also be considered because of thehighnatureofinvestments.

The concessionaire could also be awarded a long term PPP concession and can make his own investments in infrastructure subject to minimum guaranteedtraffic.

The Great Nicobar port is to be developed in four phases with a total capacity of 16 million tonnes of containercargohandling,peryear.

“Clearances are being worked on fortheport,”Sonowaladded.

Piyush Goyal visiting UK for FTA negotiations

NEW DELHI : Union Minister of Commerce and Industry, Shri Piyush Goyal, is scheduled to visit the UK from 10-11 July 2023. The Minister’svisitwillnotonlybefocused ontheongoingFreeTradeAgreement (FTA) negotiations between India and theUKbuthewillalsobemeetingwith ministers from the European Free Trade Association (EFTA) member countriestodiscusstheprogressofthe Trade and Economic Partnership Agreement(TEPA)withEFTA.

The visit comes at a crucial juncture,asbothIndiaandtheUKare committed to expanding their

economic ties and exploring avenues forenhancedbilateraltrade.

With the FTA negotiations gaining momentum, the visit aims to further propel the discussions and pave the way for a comprehensive and mutually beneficial agreement that would drive economic growth and strengthen ties between the two nations.

During the visit, the Commerce and Industry Minister will engage in high-level meetings with his UK counterparts,includingtheSecretary of State for International Trade, as well as representatives from various

sectorsandindustries.

These meetings will provide an opportunitytodiscussthekeypriorities and objectives of the FTA negotiations, with a focus on addressing trade barriers, promoting investments, and fostering greater cooperation in areas such as technology, innovation, and intellectualpropertyrights.

Furthermore, the Minister will also meet with ministers and officials from the EFTA member countries, (Switzerland, Norway, Iceland, and Liechtenstein), to assess the progress made in the ongoing negotiationsoftheTEPAwithEFTA.

Visakhapatnam Port Authority creates New Record

VISAKHAPATNAM: VPA created a new record in container handling ever done in a

single day. Visakha Container Terminal Pvt. Ltd, the PPP/BOT operator handled the highest parcel size of 4035 TEU containers

in a single voyage on July 8. The previous best was 3921 TEUs from MV MSC Aldi lll ship in December 2021.

Customs clears air over holding up of scrap metal containers

LUDHIANA: The ongoing counter claims between different business associations regarding holding up of hundreds of containers with scrap metal from Dubai have been laid to rest as officials said they were being held up due to improper paperwork and a majority was cleared by the customsauthorities.

Whilesome associationshadbeen claiming that the containers were held up without any reason, others were opining that they should be put to more stringent checks to avert any attempts of importing undeclared goods.

Aseniorcustomsofficersaid,“The clearance of around 300 odd containers was affected but most of

them are cleared now. Since the directorate general of foreign trade had declared the pre-shipment inspection certificates invalid on account of export ban of scrap from UAE,therewasaviolationincustoms clearanceattheIndianportsasscrap import is not permissible without a valid PSIC, customs has adjudicated most of the cases and released the containers on request of importers,” hesaid.

The official added, “There are around 180 bills of entries filed for these consignments and in almost all cases, adjudication has either been completed or is under process. The importers can pay their dues and get theirconsignments.”

In a big relief to the several scrap importers, customs has waived off the penalty earlier imposed on them Induction Furnace Association of North India president KK Garg and Association of Trade and Industrial Undertakings President Pankaj Sharma said, “In a relief to scrap importers from Dubai, whose containers were held up due to legal issues, the customs has now announced waiver of hefty penalties. This decision comes as a respiteforallaffected.“

“Now importers will not have to pay a single rupee as detention demurrage to shipping line or warehousecustodian,”theyadded.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Indian economy’s growth sustained by conducive domestic policy, healthy macro indicators: CII survey

NEW DELHI: Amidst the heightened global uncertainty, the Indian economy has provedtobemoreresilientthanmany largeeconomiesoftheworld,areport fromCIIhasshowed.Acond ucive domestic policy environment, along with healthy performance of its key macroeconomic indicators have sustained the growth momentum of theeconomy,thereportsaid.

The CII Business Confidence Index (CII- BCI) improved to a reading of 66.1 in Q1 (Apr-Jun FY24) as compared to 64.0 in the previous quarter showing a positive momentuminindicatorssuchasGST collection and air & rail passenger traffic.

63 per cent of over 180 firms surveyed in the Business Outlook

Survey (63 per cent) expect India's GDP growth to be 6-7 per cent for FY24, similar to RBI’s growth forecast of 6.5 per cent for this fiscal year.

86 per cent of the respondents expectinflationtofallbelow6percent inFY24inlinewithRBI’sprojectionof 5.1percentofinflationinFY24.

Notably,65percentofrespondents believe that the recent increases in private investment will continue duringthecurrentfiscalyear.

There are several factors which are driving private capex such as deleveraged corporate balance sheets, which has in turn increased the capacity of the corporates to invest once there is clear visibility on demand, CII stated.

The survey results also show that 62 per cent of respondents expect muted global growth and geopolitical turbulence as the key business concernsinthecurrentfiscal.

DPIIT organizes roundtable interaction on “Exploring the India Toy Story” to boost exports

NEWDELHI:TheDepartmentfor Promotion of Industry and Internal Trade (DPIIT) and Invest India, in collaborationwiththeToyAssociation of India, successfully organized a roundtableinteractionon “Exploring the India Toy Story”, recently in New Delhi. This event coincided with the 14th edition of the India Toy Biz InternationalExpo-oneofthelargest toy fairs in the country - and brought together prominent global and domestic toy manufacturers, retailers, associations, and government officials to discuss the burgeoning opportunities in the domestictoysector.

The session was chaired by Shri Rajesh Kumar Singh, Secretary,DPIIT. During his keynote address,ShriSinghhighlightedIndia's remarkable progress in fortifying the "toyconomy", with the sector poised to grow exponentially over the coming years.TheSecretaryfurthernotedthe impressive transformation that the sector has also recently witnessed, as exports rose by a staggering 240% in the period from 2014 to 2023, coupled with a significant 52% reduction in toy imports into the country during the

same period. Shri Singh said that bolstered by a population of approximately 350 million under the age of 15, the potential for the toy industry and manufacturers in the country is huge. He concluded by applauding the expanding scale, size and technical expertise of local manufacturing that is quickly establishing India as a hub for toy production.

Shrii Sanjiv, Joint Secretary DPIIT, duringhisremarksexpressed gratitude to all stakeholders for their participation at the lively roundtable. He reminded the audience to embrace the vision of "Vocal for Local Toys" as emphasized by the Prime Minister, Shri Narendra Modi, while also stressing on the urgency and availability of safe, high-quality toys domestically. With both global and Indian players in attendance, Shri Sanjiv ended his address by inviting the companies to formulate strategies that aided in decisively taking the industry forward, and hoped that the insights gained during the event served to unlock the potential that India offers in this key sector.

During the session’s tangible discussions between the attending business and government stakeholders,theindustrypointedout their own growth stories and the challenges overcome to increasingly expand their domestic operations. Manu Gupta, Chairman, Toy Association of India, highlighted the achievements of the industry in last few year, especially on the back of more than 9600 registered MSME toy manufacturing units, and 8 GI toy clustersinthecountry.

Overall, the event saw participation from over 50 attendees, including major domestic manufacturers such as Playgro, Sunlord, Micro-Plastics, Aequs, Funskool, Dream-Plast, among others,thathavebeenattheforefront of the manufacturing revolution in this sector. The vision shared by the speakers allowed the audience to understand the far-reaching developmentsinthesectortillnow,as well as experience the momentum that the industry has gained as it quickly enters its next phase of integration into the global toy supply chains.
