Commerce Ministry's focus likely on signing FTAs, reviving exports
N E W D E L H I : T h e b i g g e s t challenge for the commerce and industry ministry under the coalition government led by Prime Minister Narendra Modi would be to revive the growth of merchandise exports that has been grappling with external factors such as geopolitical risks and high inflation. A dedicated road map is expected to be drawn towards this, a l i g n i n g w i t h t h e $ 1 t r i l l i o n merchandise exports target by 2030. The new government is likely to complete the unfinished agenda, particularly related to signing of the free trade agreement (FTA) with Oman. The negotiation between India and Oman concluded earlier this year and the pact is ready to be signed as
soon as it gets an approval from the Cabinet after the formation of the new government.
While the earlier plan was to complete negotiations with India and the United Kingdom (UK) in July— as a part of the new government’s 100day action agenda—talks may take more time to resume, since London is also headed for elections in July.
While FTA negotiations with Peru, the European Union (EU) may continue, discussions for the launch of F TA talks with South African Customs Union (SACU), Chile as well Gulf Cooperation Council (GCC) are expected over the next few months.
Another priority in the first 100 days could be the launch of an
e-platform —Trade Connect—to help exporters connect with stakeholders of international trade.
The new government may bring back the focus on the pending amendments in the Special Economic Zone (SEZ) law, in line with the emerging order of global trade, to support the building of industrial parks with world class infrastructure a n d t o a t t r a c t i n v e s t m e n t i n manufacturing. However, the exact timing may depend on the priorities of the new government.
The new minister is likely to oversee the redesign of the structure of the Commerce Department, thereby making the system more efficient.
Gujarat’s Minor Ports all set to take major share of cargo growth in State
GANDHINAGAR: Private ports such as Mundra, belonging to Adani group, are expected to meet a major share of the targeted cargo growth for Non-Major Ports in Gujarat. With more than 1,000 factories manufacturing everything from bathroom and floor tiles to dinner sets, Morbi in Gujarat is India’s ceramic hub, whose products are in great demand both within the country and overseas. Much of this cargo travels by road to Deendayal Port, about 134 km away, to be shipped onward to various destinations It costs about Rs. 22,000 to transport a single container from Morbi to Kandla. This could be brought down to Rs 7,000 if the Navlakhi port, located 45 km from Morbi, is modernised, as envisaged under a master plan drafted by the Gujarat Maritime Board. “The Navlakhi Port can easily attract 3-4 TEUs
[twenty foot equivalent unit] of container cargo that goes to other ports, including Kandla,” says a GMB official.

Non-Major Ports (Major Ports are under the Central Government and Non-Major are under States and Union Terrorities) in Gujarat are expected to quadruple to 2,000 million tonnes per annum (MTPA) by 2040.
“We currently have capacity to handle 500-odd MTPA We have appointed a consultant to determine the investment needed to bolster the cargo handling capacities of the ports,” Shri Rajkumar Beniwal, IAS, Vice-Chairman and CEO of the Board, which oversees the state’s Non-Major Ports was quoted as saying recently.
To boost export-import traffic, GMB is undertaking cargo flow analysis to pinpoint bottlenecks and
identify the infrastructure needed to expand port capacity.
In the past 10 years, traffic at the non-major ports in Gujarat has grown by 5 per cent. During 2023-24, they handled 448 MTPA of cargo, which is nearly 60 per cent of the 772 MTPA cargo handled by all non-major ports in India Andhra Pradesh followed with 25 per cent, and Maharashtra with 10 per cent.

Customs to quickly release Cargo imported under FTAs
N E W D E L H I : C B I C h a s instructed Customs authorities nationwide to expedite the release of goods imported under FTAs. These orders are particularly issued with reference to imports being made under third-party invoicing.
Importers were earlier facing delays in release of imports made
under FTAs and even the duty concession benefits related to FTAs were denied. Moreover, importers were being forced to pay differential Customs duty with interest in the case of imports being made under thirdparty invoicing. MNCs generally import goods under third-party invoicing as the billing is done in a
country other than the country of origin. CBIC has also clarified that any importer/exporter should not be

Economists believe that Modi 3 0 will not slow down the reforms and to achieve the goal of Vikshit Bharat by 2047, economic reforms and policy reviews need to be continued across m u l t i p l e s e c t o r s , i n c l u d i n g i n f r a s t r u c t u r e , l a b o u r, a n d manufacturing These reforms are deemed essential to drive economic growth and development in India.
" T h e o f t - r e p e a t e d t a r g e t o f becoming a developed country by 2047 requires far-reaching reforms in the factor market, opening up of the e c o n o m y a n d i n f r a s t r u c t u r e development and a thrust towards labour intensive manufacturing. In a coalition environment it may not be easy to carry out big bang reforms, but the thrust of incremental reforms should be in this direction," said M Govind Rao, Member, Fourteenth Finance Commission and former Director,
National Institute of Public Finance and Policy.
Economists have noted that spending on populist measures will increase because of coalition politics, however, the government will continue with its focus on "Made In India" reforms. Sectors like infrastructure and manufacturing will remain the priority of the Government.
"There's likely to be a swerve towards greater populist spending and some commitment of resources to states of alliance partners is also likely. But India's public finances are in relatively robust health and to be augmented by significant reserves from the RBI India's infrastructure spending will continue apace but perhaps with greater private sector participation. Meanwhile, in a significant boost to the start of Modi 3.0, the Reserve Bank of India on June 7 revised upwards the GDP growth projection for the current fiscal to 7.2 per cent from 7 per cent on rising private consumption and revival of demand in rural areas.
RBI Governor Shaktikanta Das said estimates released by the National Statistical Office (NSO) placed India's real gross domestic product (GDP) growth at 8.2 per cent in 2023-24.

CBIC claries on display assembly of phones for levy of 10% import duty
NEW DELHI: The CBIC recently listed out parts or components, such as touch panel, cover glass, LED backlight, which constitute the display assembly of a mobile phone and will attract 10 per cent import duty
It also said components, including frame, SIM tray, side keys like p o w e r / v o l u m e b u t t o n , w h e n fitted/attached to the display assembly, that integrated display assembly can be imported at the concessional 10 per cent customs duty
In a circular, the Central Board of Indirect Taxes and Customs (CBIC) said currently a concessional basic custom duty (BCD) rate of 10 per cent
is imposed on display assembly for use in manufacture of a cellular mobile phone and a nil BCD rate on inputs or parts for use in manufacture of a display assembly for use in manufacture of a cellular mobile phone.

World Bank : Regional Disruptions drive changes in Global Container Port Performance Ranking
NEW YORK/WASHINGTON: The
n e w e s t g l o b a l C o n t a i n e r Po r t Performance Index (CPPI) reveals that East and Southeast Asian ports excelled in 2023, accounting for 13 of the top 20 places.
Developed by the World Bank and S&P Global Market Intelligence, the fourth edition of CPPI is based on the biggest dataset ever: more than 182,000 vessel calls, 238.2 million moves, and about 381 million twenty-foot equivalents (TEUs) for the full calendar year of 2023
More than 80% of merchandise trade is transported by sea, so the resilience, efficiency, and overall performance of ports is crucial to global markets and economicdevelopment
Regional disruptions impacted port performance everywhere, according to the new report.
“While the challenges caused by the COVID-19 pandemic and its aftermath eased further in 2023, container s h i p p i n g c o n t i n u e s t o b e a n unpredictable and volatile sector,” said
Martin Humphreys, Lead Transport Economist at the World Bank “Major ports need to invest in resilience, new technology, and green infrastructure to ensure the stability of global markets and the sustainability of the shipping industry.”

“There is a greater awareness and focus on resilience and efficiency of maritime gateways and greater understanding of negative impact of port delays on economic development,” said Turloch Mooney, Head of Port Intelligence & Analytics at S&P Global Market Intelligence “The highly interconnected nature of container shipping means the negative effect of
poor performance in a port can extend beyond that port’s hinterland and d i s r u p t e n t i r e s c h e d u l e s T h i s increases the cost of imports and exports, reduces competitiveness and hinders economic growth and poverty reduction.”
Looking at the top-performing ports, China’s Yangshan Port earned the top spot for the second consecutive year, while Oman’s Port of Salalah retained the number two position. The port of Cartagena in Colombia ascended to 3rd place. Tanger-Mediterranean of Morocco held steady in 4th, and Tanjung Pelepas Port in Malaysia rounded out the top 5.
The CPPI ranks 405 global container ports by efficiency, focusing on the duration of port stay for container vessels. Its primary aim is to identify areas for enhancement for the benefit of multiple stakeholders in the global trading system and supply chains, from ports to shipping lines, national governments, and consumers.

Port of Baku eyes trade opportunities from Chabahar Port deal
NEW DELHI: India’s signing of a long-term contract for the development of Chabahar port in Iran has heightened the interest of the Port of Baku in Azerbaijan, which has seen a growth in its own volume amid the Red Sea crisis.
New Delhi has signed a 10-year contract to develop and operate the Iranian port, with Indian Ports Global Limited investing about $120 million, while an additional $250-million financing will take the total contract value to $370 million.
Port of Baku Director-General Taleh Ziyadov said that there were plans to develop a free trade zone by the port a u t h o r i t y i n t h e f u t u r e w i t h opportunities to explore the sale of Indian goods into Azerbaijan and its s u r r o u n d i n g m a r k e t s w i t h i n a 1000-kilometer radius catering to over
140 million people as well as to facilitate
Scandinavian countries.
“I see it as a big opportunity. If we sort out logistics issues, it will only be a plus for us. We can add Indian products in the free zone and sell it to the immediate markets and also facilitate e x p o r t t o F i n l a n d a n d o t h e r Scandinavian and European countries w i t h w h o m I n d i a h a s t r a d e relationships,” Ziyadov said.
He said the land movement of cargo from China to Europe passing through Azerbaijan is now taking less time compared to the sea route, where containers were being diverted through the Cape of Good Hope to avoid disruptions in the Suez Canal.
He said the Port of Baku has lined up capacity expansion to handle more
containers in the coming years.
“Our interest in the future would be to bring the containers here, open and add value and first sell to immediate markets. We are in the middle of a large market of 140 million people within 1000 km,” he said.
The catchment area besides Azerbaijan includes Kazakhstan, Uzbekistan, Turkmenistan, Iran, Iraq, Turkey, Armenia, Georgia and also Russia.
Ziyadov further said that the eventual plans of the port authority will be to expand into a multimodal logistics hub and for that adequate land has been identified to build the hub. With the port looking to attract manufacturers for value addition, a new green city is being planned to supplement infrastructure development.

Adani Airport Holdings handles over 1 million Tonnes of cargo in FY24

(AAHL) registered a milestone of handling one million tonnes of air cargo in fiscal year 2023-2024 AAHL facilitated the transport of 10,13,115 metric tonnes of cargo in FY 2023-24, capturing an impressive 3 0 1 p e r c e n t m a r k e t s h a r e , Adani Enterprises said in a filing to the exchanges.
This represents a significant 7 percent year-on-year (YoY) increase compared to the previous fiscal when the total cargo tonnage was 9,44,912 metric tonnes.
In FY24, AAHL’s cargo operations were predominantly international at
65 percent. The international cargo tonnage amounted to 6,62,258 metric tonnes, recording a notable 9 percent YoY growth compared to the previous fiscal’s 6,06,348 metric tonnes, according to the filing.

Haryana achieves record Export growth in FY 2023-24
CHANDIGARH: Haryana has emerged as a frontrunner among the top performing states in exports in t h e c o u n t r y. I t h a s r e c o r d e d merchandise exports of INR 146,180 crores (USD 17.65 billion) in FY 2023-24 registering a growth of 14.77% which is the highest growth among the top 7 exporting states in India and thereby retaining its position as the 7th largest exporting State.
In contrast, some of the other major exporting States like Gujarat (7 27%), Maharashtra (-4 31%), Karnataka (-1.53%), Uttar Pradesh (2.12%) have registered negative growth. Even at the National level there has been de-growth of 0.06 % in INR value (de-growth of 3% in USD) with exports of USD 437 billion in FY 2023-24 as against USD 451 billion in FY 2022-23.

among the top 7 exporting states in FY 22-23. Whereas, in 2023-24, Haryana has taken 1st place in terms of growth amongtop7exportingstates.
“In addition to merchandise exports of INR 1,46,180 crores, Haryana also reported estimated exports of services to the tune of INR 1,29,065 crores taking the total exports of merchandise and services f r o m H a r y a n a i n 2 0 2 3 - 2 4 t o INR 2,75,245 crores which represents an increase of 12% over and above total exports in 2022-23,” he added.
Bakshi said that the figures of exports of services are only estimated exports of IT sector only because data of export of other services is not immediately available. But if this gets included the total figure of exports from Haryana would be much higher.
While narrating the keys factors behind this remarkable growth in exports, Bakshi said that it was the result of visionary and effective measures taken by the Haryana Government for boosting exports that include setting up of the Foreign

The Haryana Government has also been reaching out to the African Nations for exploring business opportunities and Haryana became the first State in the country to send a 60-member delegation to participate in the Dar es Salaam International Trade Fair held in Tanzania in July 2023. As a result, exports to Tanzania alone from Haryana have increased by 18% in 2023-24 from INR 441 crores to 518 crores.
SWR mulls to operate Double-stack Dwarf Container Trains
BANGALORE: The South Western Railway’s (SWR) Bengaluru division is considering the operation of doublestack dwarf container (DSDC) trains, a first for the region. To facilitate this change, SWR has initiated the process of reconstructing several Railway Over Bridges (ROBs) and has issued a tender for the preparation of a Detailed Project Report (DPR) at a cost of Rs 93 lakhs. The DPR aims to assess the feasibility of running DSDC trains on SWR tracks and to determine the reconstruction requirements for ROBs to accommodate the necessary vertical clearance Typically, DSDC trains
require a vertical clearance of 4877 mm, whereas existing ROBs provide only 4000mm clearance.
The introduction of DSDC trains is expected to significantly enhance SWR’s freight capacity, potentially increasing it by 300 Metric tonnes per rake of DSDC.
The first DSDC train was introduced by a private container train operator from RelianceRailTerminal,Kanalus(PRTK) to Kribhco Infrastructure Limited, Pali(KIIP)in2018
A senior SWR official stated, “We are in the process of eliminating level crossings and replacing them with ROBs/RUBs. At 26 locations, we plan to
eliminate LCs entirely, with 19 new R O B s a n d 7 r e c o n s t r u c t e d t o accommodate DSDC trains We are currently considering operating up to t
Mangalore and Mumbai Port, with four container depots in Bengaluru located at Whitefield, Hosur, Mallur, and Devanguddi.”
In pursuit of the national goal of transporting 6 million tonnes of freight daily, Karnataka has achieved an annual freight volume of 2 2 million tonnes in the last year.

FFFAI joins Gujarat Maritime Cluster at a meeting in GIFT City, Ahmedabad

The objective of the visit was to explore logistics business opportunities within this pioneering financial and smart city Throughout the day-long event, the FFFAI delegation engaged in comprehensive discussions with officials from GIFT City, Price Waterhouse, Axis Bank, and the Gujarat Maritime Cluster (GMC).
A significant highlight of the visit was FFFAI's official induction as a member of the Gujarat Maritime Cluster The GMC, the first commercial maritime cluster of its kind in India, offers a synergetic collaboration, providing a one-stop solution for the maritime fraternity This cluster brings together maritime and shipping industry players, service providers, and relevant Government regulatory agencies within the GIFT City ecosystem.
Mr Mulani highlighted that FFFAI’s membership in the GMC is set to strengthen collaborative efforts in the maritime and logistics sectors, enhancing trade efficiency and fostering industry growth. He expressed enthusiasm about the opportunities this partnership will create and e m p h a s i z e d t h e s t r a t e g i c importance of aligning with leading financial and maritime institutions.
“The membership in GMC marks a significant milestone for FFFAI, positioning it at the forefront of India's maritime innovation and operational excellence. This collaboration is expected to facilitate seamless trade operations and enhance the
global competitiveness of Indian freight forwarders,” stated Mr Mulani.
Mr Mulani also asserted that FFFAI’s proactive engagement and strategic partnerships with GMC underscore its commitment to advancing India's logistics industry and contributing to sustainable economic growth.
During the discussions at GIFT City, the focus was on leveraging its state-of-the-art infrastructure and strategic location to boost India's logistics and maritime capabilities. Interactions with Price Waterhouse and Axis Bank provided valuable insights into the financial frameworks and support systems crucial for expanding FFFAI's initiatives.
