World Bank projects India to grow at 8.3 % in 2021 WASHINGTON: The World Bank has projected India's economy to grow at 8.3 per cent in 2021 and 7.5 per cent in 2022, even as its recovery is being hampered by an unprecedented second wave of the COVID-19, the largest outbreak in the world since the beginning of the deadly pandemic. The Washington-based global lender, in its latest issue of Global Economic Prospects released, noted that in India, an

enormous second COVID-19 wave is undermining the sharper-than-expected rebound in activity seen during the second half of Fiscal Year 2020/21, especially in services. "India's recovery is being hampered by the largest outbreak of any country since the beginning of the pandemic," the World Bank said. In 2020, India's economy is estimated to have contracted by 7.3 per cent while in

2019, it registered a growth rate of four per cent, the World Bank said, adding that in 2023, India is expected to grow at 6.5 per cent. In its report, the Bank said that the global economy is set to expand by 5.6 per cent in 2021 - its strongest post-recession pace in 80 years. "For India, GDP in fiscal year 2021/22 starting from April 2021 is expected to expand 8.3 per cent," it said.

World Bank approves $500 million program to support MSMEs in India NEW DELHI: The World Bank said it has approved a $500 million program to support MSMEs in India to increase liquidity access for viable small businesses impacted by COVID-19. The World Bank’s Board of Executive Directors has approved a $500 million program to support the Government of India’s nationwide initiative to revitalize the MSME sector, which has been heavily impacted by the COVID-19 crisis. The program targets improvements in the performance of 555,000 MSMEs and is expected to mobilize financing of $15.5 billion, as part of the government’s $3.4 billion MSME Competitiveness – A Post-COVID Resilience and Recovery Programme (MCRRP).

The MSME sector is the backbone of the India’s economy, contributing 30% of India’s GDP and 4% of exports. Out of some 58 million MSMEs in India, more than 40 percent lack access to formal sources of finance. The $500 million Raising and Accelerating Micro, Small and Medium E n t e r p r i s e ( M S M E ) Pe r f o r m a n c e (RAMP) Program is the World Bank’s second intervention in this sector, the first being the $750 million MSME Emergency Response Program, approved in July 2020 to address the immediate liquidity and credit needs of millions of viable MSMEs severely impacted by the ongoing COVID19 pandemic. To date, 5 million firms have

accessed finance from the government program. With the program approved today, the World Bank’s financing towards improving the productivity and financial viability of the MSME sector amounts to $1.25 billion over the past year. Junaid Ahmad, World Bank Country Director in India said,”The MSME sector, a critical backbone of India’s economy, has been hard hit by the Covid-19 pandemic,The RAMP program will intensify efforts to support firms to return to pre-crisis production and employment levels, while laying the foundations for longer-term productivity-driven growth and generation of much-needed jobs in the MSME sector.”

Port of Antwerp announces First candidates for NextGen District Start of second round of market consulta on for pioneers in circularity Cont’d. from Pg. 3 First candidates announced The NextGen District at the port of Antwerp, the 88-hectare former General Motors site, will be transformed into a hotspot for the circular economy. Here, ‘end-of-life products’ will be given a second or third life, circular carbon solutions will be researched, and experiments with renewable energy will be conducted. Port of Antwerp consciously chose to reserve this large area close to Europe's largest chemical cluster for the circular economy in order that it might contribute to the transition to a climate-neutral society. A market consultation was launched in October 2020 to attract national and international investors, the first round of which is now complete. As a result of this, conversations have begun with a number of candidates that meet the predetermined criteria, with the aim of granting a concession. Game-changers in the circular economy The candidates are all pioneers in the field of circularity. Let us introduce a few of them now: • The first is Biondoil, a pioneer in the development of 2ndgeneration biofuels and biochemicals, which wants to locate a refinery on the NextGen site. • Laupat Industries converts car tyre waste into new raw materials, such as green oil, steel and hydrogen. The process is CO2-free and energy-neutral. The CO2-free and energyneutral project thus achieves a material valorisation of at least 95%. • Novali is another candidate for a spot on the site. The company is developing and manufacturing the next generation of lithium batteries for the automotive industry and stationary energy storage. • Another candidate is Triple Helix’ Molecules as a Service (THX MaaS). Their project, SurePUre, is a pilot factory for the recycling of polyurethane foam and PET dishes, which are converted into polyols. In the coming weeks, talks will be held with all the candidates, in which the companies concerned must elaborate further upon their case. Alongside feasibility, the projects will also be assessed for future-proofing, innovative value, climate impact and versatility for a final decision. Continuation of market consultation: still room for modernisers in the circular economy Now the first round of the market consultation is complete, Port of Antwerp is launching the second round of this consultation on 10 June on its website. By working through several different consultations, as many companies active in the ‘new economy’ and working with the latest evolutionary technologies as possible will get the

chance to submit their candidacy at various points. Additional candidates will be asked to submit their project proposals by 20 October 2021. The same conditions as for the first round of the consultation will apply here too: innovative players that want to stimulate the circular economy. This specifically concerns candidates with core activities in the circular process industry and in the manufacturing industry, with a focus on the energy transition. A procedure for NextGen Demo will also follow after the summer, aimed at parties looking for space for an innovative pilot installation. Jacques Vandermeiren, CEO of Port of Antwerp. “Port of Antwerp wants and needs to take a pioneering role in the energy transition. The port of Antwerp is home to the largest chemical cluster in Europe. We intend to strengthen, anchor and support this cluster in the transition to a carbon-neutral and circular economy. The aim is for NextGen District to grow into a hub for innovation and cross-pollination in the circular economy, giving oxygen to the next generation. The selected candidates' projects are a perfect reflection of our ambition: innovation, daring and circularity.” Port alderwoman Annick De Ridder: “With the NextGen District, we are aiming to create hundreds of new jobs that will further contribute to the sustainable growth of our port. This testing ground for technological and sustainable innovation, where pioneers are given the room to grow, will contribute to the strengthening, synergy and diversification of the port platform. Moreover, this is the ideal location to accelerate the transition in the Antwerp chemical cluster. As such, we are continuing to focus on the added value of the future and therefore also on our prosperity.”

APEDA has been initiating measures to boost mango exports from the non-traditional regions and states. APEDA has been conducting virtual buyer seller meet and festival to promote mango exports. Recently in a bid to increase mangoes exports to South Korea, APEDA in collaboration with Indian embassy, Seoul and Indian Chamber of Commerce in Korea, organised a Virtual Buyer Seller Meet. APEDA has recently organised mango festival in Berlin, Germany. Due to the ongoing Covid19 pandemic, the export promotion programmes were not possible to be organized physically.

APEDA took a lead to organize virtual meet to provide a platform to the exporters and importers of mangoes from India and South Korea. Air Cargo up 12% in April compared to Pre-COVID Levels: IATA CHENNAI: The International Air Transport Association (IATA) released April 2021 data for global air cargo markets showing that air cargo demand continued to outperform pre-COVID levels (April 2019) with demand up 12%. As comparisons between 2021 and 2020 monthly results are distorted by the extraordinary impact of COVID-19, unless otherwise noted, all comparisons to follow are to April 2019 which followed a normal demand pattern. Global demand, measured in cargo tonne-kilometers (CTKs*), was up 12% compared to April 2019 and 7.8% compared to March 2021. Seasonally adjusted demand is now 5% higher than the pre-crisis August 2018 peak. The strong performance was led by North American carriers contributing 7.5 percentage points to the 12% growth rate in April. Airlines in all other regions except for Latin America also supported the growth. Capacity remains 9.7% below pre-COVID-19 levels (April 2019) due to the ongoing grounding of passenger aircraft. Airlines continue to use dedicated freighters to plug the lack of available belly capacity. International capacity from dedicated freighters rose 26.2% in April 2021 compared to the same month in 2019, while belly-cargo capacity dropped by 38.5%. Underlying economic conditions and favourable supply chain dynamics remain supportive for air cargo: Global trade rose 4.2% in March. Competitiveness against sea shipping has improved. Air cargo rates have stabilized since reaching a peak in April 2020, while shipping container rates have remain relatively high in comparison. Meanwhile, longer supplier delivery times as economic activity ramps up make the speed of air cargo an advantage by recovering some of the time lost in the production process. “Air cargo continues to be the good news story for the air transport sector. Demand is up 12% on pre-crisis levels and yields are solid. Some regions are outperforming the global trend, most notably carriers in North America, the Middle East and Africa. Strong air cargo performance, however, is not universal. The recovery for carriers in the Latin American region, for example, is stalled,” said Willie Walsh, IATA’s Director General. APRIL REGIONAL PERFORMANCE Asia-Pacific airlines saw demand for international air cargo increase 9.2% in April 2021 compared to the same

month in 2019. This was a significant improvement in performance compared to the previous month. International capacity remained constrained in the region, down 18.7% versus April 2019. As was also the case in March, the region’s airlines reported the highest international load factor at 77.5%. North American carriers posted a 25.6% increase in international demand in April 2021 compared to April 2019. This strong performance reflects the appetite of US consumers for products manufactured in Asia. North American carriers have also been able to grow their market share, notably on routes between North and South America, owing to the large freighter fleets they have available. International capacity grew by 5.5% compared with April 2019. European carriers posted an 11.4% increase in demand in April 2021 compared to the same month in 2019. This was a significant improvement compared to the previous month. Improved operating conditions and recovering export orders contributed to the positive performance. International capacity decreased by 17.5% in April 2021 versus April 2019, remaining unchanged from the previous month. Middle Eastern carriers posted a 15.3% rise in international cargo volumes in April 2021 versus April 2019. This was a significant improvement compared to the previous month. Seasonally adjusted volumes remain on a robust upward trend. International capacity in April was down 17.5% compared to the same month in 2019. Latin American carriers reported a decline of 32.7% in international cargo volumes in April compared to the 2019 period. This was the worst performance of all regions and a decline in performance compared to the previous month. Drivers of air cargo demand in Latin America remain relatively less supportive than in the other regions, and airlines in the region have lost market share to other carriers due to financial restructuring. Despite this, volumes on several routes in the region (such as Europe and Central America, and North and South America) performed well. International capacity decreased 52.5% compared with April 2019. African airlines’ cargo demand in April increased 30.6% compared to the same month in 2019, the strongest of all regions and the fourth consecutive month of growth at or above 25% compared to 2019. Robust expansion on the Asia-Africa trade lanes contributed to the strong growth. April international capacity increased by 0.6% compared to April 2019.

Syama Prasad Mookerjee Port achieved a new milestone as Cape Size vessel anchored at Sagar K O L K ATA : Kolkata Port system has achieved a new milestone in its 151 history when ” MV. LAKE D”, the first Cape Vessel Panama Flag arrived at Sagar Anchorage, which is some 80 miles away from Syama Prasad Mookerjee Port (Kolkata dock system ) or 25 miles away from Haldia Dock Complex (HDC). “‘M.V. LAKE D’ one of the largest Cape Vessels with 66,000 MT of steam coal cargo, bound for neighbouring Nepal, was anchored at Sagar for the first time, which makes the Kolkata dock system privileged enough to handle such a Bulk Carrier, according to SPMP chairman Vinit Kumar. The vessel, built in 2011 is manned by 20 Filipino crew including Master Martirez Arlan Narisma, sailed from Abbot Point, Australia on May 10 last and en route to Singapore for refueling.. There after discharging about 95,810 MT of cargo at Visakhapatnam, and then sailed for Sagar anchorage. Calling of such a Cape Vessel ‘M.V. LAKE D’ at Sagar Anchorage at 9.2 metre draft is a laudable landmark in the history of SMP, Kolkata despite its natural constraint being saddled with the responsibility of maintaining such one of

the longest and most unpredictable navigational channels in the world said Vinit K u m a r, C h a i r m a n , S M P, Kolkata. The entire cargo unloading started with two floating cranes and transported through barges and subsequently handled at the Haldia Floating Terminal (HFTPL), outside the lock gate. The SMP Kolkata is having constraint of draft in the channel and lock gate operation in the docks. ” By doing lighterage operation with this vessel which has a very wide beam and can carry higher parcel load in draft of 9.2 metre, we have overcome the constraint of draft to a great extent. The said cargo entirely bound for Nepal in rakes will reduce the transit time and cost. Further this cargo will go directly to a floating jetty, thus lock gate operation will be avoided and barges can go fully at any time and discharge at Haldia floating Terminal.”, said Mr Kumar. An investment of Rs.170 crores has been made for the floating crane and floating jetty. It has been an endeavour by the Port to encourage Trade to mobilize full load vessels especially Cape vessels for bringing cargo for Haldia Dock.

” Arrival of ‘M.V. Lake D’ is significant, not only for being the 1st Cape vessel at Sagar, but also for carrying 66,000 MT of cargo which otherwise would have been carried in 2-3 separate vessels. Alternatively, this quantity could have been carried in one vessel which would have had to discharge half cargo at Vizag Port and carry the remainder to SMP. However, that would have resulted in higher cost for the Trade in terms of Railway Freight as freight from Vizag to Raxaul is significantly more than from Haldia/Kolkata. Chartering a Cape vessel may incur more ocean freight but the savings on Railway Freight as well as faster movement of cargo significantly reduces the overall cost of handling making movement of such cargo to Nepal beneficial for the importers,” said the SMP Chairman.

Indian Railways mulls diversification of the freight mix NEW DELHI: Indian Railways is looking to diversify its freight mix to reduce dependence on coal, one of the mainstays of the state-run railroad system’s cargo transport business, senior officials at the ministry of railways said. Railways wants to replace coal with more freight from the automobile, consumer goods and so-called white goods industries that include manufacturers of products such as air-conditioners, refrigerators, washing machines and other household appliances, said the officials, who requested anonymity. Coal has an outsized share of the freight carried by Indian Railways. In May, for stance, the national carrier loaded 114.8 million tonnes of freight, of which 54.52 million tonnes was made up of coal. “Earlier due to (lack of) efficiencies of

paperwork, improper minute-to-minute tracking and slow train speeds, the railways were losing out on the business of many industries,” one of the officials cited above, adding, that Indian Railways was addressing its earlier concerns to increase share in freight transport. Officials expect live tracking of freight loads, more efficient payment systems, faster train speeds, and lower tariffs to ferry some commodities to help increase its share of cargo transport from industries other than coal. Business Development Units have been formed in each railway zone as well as at the ministry of railways to accelerate the effort. “Now instead of the Railways waiting for customers to come, officials reach out to the industry to seek business, like a competitive player in the market. And we offer discounts

and surcharge waivers,” the official quoted above said. The national carrier also expects its new online payment system to make freight charges transparent and to reduce the hassles involved in loading of freight sand making of payments, encouraging more industries, especially micro, small and medium enterprises, to shift cargo to Indian Railways. Western Railway last week became the first division over the entire railways to implement the online payment system for freight charges on the transportation management system. Also last week, Railway Board Chairman and Chief Executive Officer Suneet Sharma said Indian Railways had increased the loading of freight from the cement and automobile industries, among others.

Kerala Govt to promote Coastal Shipping connecting Vallarpadam ICTT to Beypore Port COCHIN: The move of the Kerala State government to give green signal for a muchawaited cargo shipping promotional programme connecting the Vallarpadam International Container Transshipment Terminal (ICTT)with the Beypore Port has kindled fresh hopes among importers and exporters from northern Kerala districts. Entrepreneurs in the sector hope that they will be able to save a huge amount now being spent as road freight charges. Based on the latest ministry-level discussions, a blueprint will be prepared by the Kozhikode district administration to make Beypore port as a satellite port of the ICTT in the future. It is likely to be submitted to the Ministry of Ports within a week. The plan is to start trial operations by the end of June.

Functionaries of the Kerala Exporters Forum say they have been working for the realisation of the proposal for many years, unable to bear the ever increasing road freight charges and unexpected hurdles on congested roads. If it becomes a reality, only one-third of the existing shipping cost will be required for container delivery, they point out. Even after the announcement of an operational incentive for cargo shipping by road, many entrepreneurs wanted the direct delivery of cargo by exploring facilities at minor ports. According to them, only the entry of multinational vessel operators along with the opening of container movement between minor ports will help take cargo shipping to the next level. A leading importer from Beypore says

entrepreneurs in the sector were in a situation to pay about ₹30,000 as freight charge for the delivery of a single container from Kochi to Kozhikode by road. He said it was creating a huge loss. According to him, any fall in the existing transportation charges would largely reduce the product price and fetch its direct benefit to customers. A member of the Kerala Exporters’ Forum says the existing terminal handling charges also could be reduced to a great extent with the elevation of Beypore as a satellite port for the Vallarpadam container terminal. “Our forum has already assured the required support to the State government for completing the basic infrastructure development activities at the port,” he adds.

Global economy expected to expand 5.6 % in 2021, fastest post-recession pace in 80 years : World Bank WASHINGTON: The global economy is expected to expand 5.6 per cent in 2021, the fastest post-recession pace in 80 years, largely on strong rebounds from a few major economies, the World Bank said recently, noting that despite the recovery, global output will be about two per cent below pre-pandemic projections by the end of this year. In its latest edition of Global Economic Prospects, the World Bank said that at the same time many emerging markets and developing economies continue to struggle with the COVID-19 pandemic and its aftermath.

"While there are welcome signs of global recovery, the pandemic continues to inflict poverty and inequality on people in developing countries around the world," said World Bank Group President David Malpass. "Globally coordinated efforts are essential to accelerate vaccine distribution and debt relief, particularly for low-income countries. As the health crisis eases, policymakers will need to address the pandemic's lasting effects and take steps to spur green, resilient, and inclusive growth while safeguarding macroeconomic stability," Malpass said.

Among major economies, US growth is projected to reach 6.8 per cent this y e a r, r e f l e c t i n g l a r g e - s c a l e f i s c a l support and the easing of pandemic restrictions. Growth in other advanced economies is also firming, but to a lesser extent. Among emerging markets and developing economies, China is anticipated to rebound to 8.5 per cent this year, reflecting the release of pent-up demand, the Bank said in its report. The group's output level in 2022 is projected to be 4.9 per cent lower than prepandemic projections.

The Global shipping market is getting worse rather than better • Shipping rates and delays have increased since the start of Q2. There are delays of up to two weeks to get space on vessels. • In China, shipping rates had eased from $10,000 per 20-foot box in Q1 to $5,000 per 20-f00t box on the European route in the spring. However, the rate is back up to $7,500 now. • Few in the industry see much chance of the ght global market easing before 2022. LONDON: The global logistics market has gone through a horrible winter. The pandemic caused massive disruption. US and European ports became gummed up with PPE and medical equipment. This resulted in port delays and tens of thousands of containers being out of position at destination when they are needed at origin, further exacerbating a lack of space. Shipping market challenges Shipping lines that had cut back in the pandemic have been caught on the hop. As such, they have been unable to catch up with the unprecedented surge in demand for shipping space as global supply chains have rushed to restock. Any consumer who imports or relies on domestic suppliers who in turn import — or rely on imported components — will have been hit with delays and cost overruns.

Back in the early part of this year, many observers, us included, expected the market would improve. Indeed, freight rates – a barometer of demand – had started to come down early last month. That encouraged some to believe the worse was past. Meanwhile, India has been going through a well-documented second wave of COVID infections and now China is facing disruption due to infections. India appears, from an infection rate, to be getting on top of its recent wave. However, with vaccination rates so low, the country is already preparing for a third wave. Shipping rates and delays have increased since the start of Q2. There are delays of up to two weeks to get space on vessels. China shipping market In China, shipping rates had eased from $10,000 per 20-foot box in Q1 to $5,000 per 20-f00t box on the European route in

the spring. However, the rate is back up to $7,500 now. Furthermore, that is before news last week that a major port near Shenzen in top exporting province Guangdong has temporarily halted operations due to a COVID outbreak. Berth congestion and cargo delays at Yantian International Container Terminal (YICT) have resulted in vessel diverting planned stops at the port. In addition, it has caused widespread traffic delays in and around the port. In turn, there is even greater pressure falling on nearby ports trying to cope with the fallout. The resulting congestion is adding to an already overheated container market. Few in the industry see much chance of the tight global market easing before 2022. Importers should expect rates to remain high and delays the new normal for the foreseeable future on both the Asia to West Coast and Asia to European routes.

Container delays worse than removing all ULCVs: Sea-Intelligence LONDON: February 2021 marked the height of container congestion, with almost 12% of global container capacity—around 2.8 mn TEUs—absorbed in vessel delays, said Alan Murphy, CEO, Sea-Intelligence. That compared to the 2.7 mn TEUs capacity of all ships in the fleet over 18,000 TEUs. “Hence, in very real terms, the congestion problems in 2021 is of such a magnitude, that the effect is the same as if

the entire industry had decided to remove all ULCVs from the fleet, without adding any new vessels,” said Murphy. That congestion figure fell to 8.6% in April 2021 or 2.1 mn TEUs. Murphy said that the current shortage of capacity was due to supply effects rather than increased demand, and record deployed capacity suggested poor utilisation of those assets. Increasing deployed capacity to account for delays

was functionally the same as deploying to meet increased demand, he argued. The analysis used data from SeaIntelligence’s Global Liner Performance (GLP) and Trade Capacity Outlook (TCO) databases, which showed around 2-4% of capacity was usually tied up in vessels delays. Transpacific trades in January to April 2021 had around 25% of capacity soaked up by delays, and around 11% on Asia-Europe trades, according to Sea-Intelligence.

Higher Freight rates may last well into 2022 : US Maritime Regulator WA S H I N G T O N : T h e t o p U . S . maritime regulator said stretched global supply chains pushing ocean-freight rates to record highs may stay strained into 2022, raising concerns about whether small American companies can weather another year of a tangled transport system and much higher costs. “As you see the pandemic lift, I think you’re going to see changes in what’s

demanded but demand is going to go up even further,” Dan Maffei, chairman of the Federal Maritime Commission, said in interview last week. “If this is primarily a supply and demand issue, then unfortunately it’s going to continue because the supply is limited” and “the demand just keeps on going up.” U.S. ports are struggling to work through bottlenecks of goods imported

on container ships, while the rail and truck networks that disperse them across the country are strained with equipment and labor shortages. The supply snarls are colliding with a surge in demand for goods as the world’s largest economy heads for peak shipping season -- July and August, when retailers build inventories heading into the year-end holidays.
