IT hardware companies seek clarity on import licensing process

NEW DELHI: The IT hardware industry wants the government to clarify operational modalities around import licensing at the earliest so that it can make contingency plans, said senior executives.

For instance, they said, currently there is no clarity on the criteria, details around quota, validity of licence, whether single or multiple licences are required for different ports, whether goods from special economic zones to domestic traffic area (DTA) and export-oriented units to DTA are exempt from import licensing, and on the nodal and grievance officers concerned.

The industry has welcomed the decision to defer the deadline to November 1 to implement the restrictionsonimportsoflaptops,tablets, all-in- one-personal computers,

ultra-small factor computers and servers Butitwantsurgentclarityonthe operational modalities at the earliest to beabletotransitiontothenewregime

“It’s a welcome step to give the extension but it needs to be seen if three months are enough or more time is required to put supply chains in order. We are waiting for clarity around operational details soon,” an executive of a leading IT hardware company said on condition of anonymity.

The industry also wants some items, such as high-end servers, laptops and other sophisticated devices, to be exempted from the restricted list since they are not manufactured in India. “If all the items are put in the restricted category, it will i m p a c t t h e c o n s u m e r s a n d businesses,” said a second Executive,

‘Certain Items in Exempt Category‘

“There are certain items that need to be exempted, a list of which can be shared with the government,” the executive said.

The import licence notification already has exemptions such as the import of one laptop, tablet, all-in-one personal computer or ultra-small form factor computer as personal baggage.

Also exempt will be the import of 20 IT devices per consignment for research and development, testing, benchmarking and evaluation Imports for repair and re-export, and for product development purposes, re-import of goods repaired abroad and devices coming as essential parts of capital goods will also be exempt from a licence requirement.

t r a d e settlement in Indian rupee (INR) would promote two-way commerce by r e d u c i n g t r a n s a c t i o n c o s t , an industry official said on Sunday, 6th August.

CII national committee on Export-Import Sanjay Budhia said that since all exports and imports a n d s e t t l e m e n t o f t r a d e t r a n s a c t i o n s u n d e r t h i s arrangement may be denominated and invoiced in INR, this would also reduce dependence on the US Dollar and would address situations like scarcity of forex reserves apart f r o m s t r e n g t h e n i n g r e g i o n a l currency and trade

“This would certainly promote the growth of trade between the nations and support the increasing interest of

the global trading community in INR,” Budhia said adding due to this arrangement, the transaction costs during trade between the countries will reduce which will boost the Indian exports to Bangladesh.

Bangladesh is currently facing scarcity of forex reserves and the provision of trade settlement in INR would greatly help address the situation resulting in increase in import demands from India, he said.

Trade settlement in INR alleviates exchange rate uncertainties for Indian enterprises by obviating the necessity of using USD in advance of conducting financial transactions and it would have similar effects on Bangladesh too, he added.

“This will go a long way in further enhancing the already significant economic relations between India a n d B a n g l a d e s h t h r o u g h economically efficient cross-border transactions,” Budhia said.

Further he suggested creation of a technology fund through which the Government could fund R&D and innovation projects, with the private sector contributing 60 per cent and 40 per cent coming from the fund.

The key sectors which would benefit from the development include cotton, spices, agri produce, leather, textiles, gems and jewellery, iron and steel and chemicals.

Bangladesh is India’s biggest trade partner in South Asia and India is the second biggest trade partner of Bangladesh.

Banks in Bangladesh and India have been given permission to open nostro accounts, an account in a bank of another country for the purpose of foreign currency transactions.

According to the official data from Dhaka, exports from Bangladesh to India amount to USD 2 billion, while Bangladesh’s imports from India are worth USD 13.69 billion.

CBIC mulling Organisational Restructuring to make it more effective

NEW DELHI: In response to the dynamic shifts brought about by the introduction of new technologies, the elimination of service taxes, and the implementation of GST that has absorbed numerous levies, the Central Board of Indirect Taxes and Customs (CBIC) is actively considering a c o m p r e h e n s i v e r e v a m p o f i t s structure, which was established six decades ago

T h e o b j e c t i v e i s t o a m p l i f y operational efficiency and eradicate any potential overlaps in functions.

Originally established in 1964 as the Central Board of Excise and Customs, C B I C h a s u n d e r t a k e n p a s t restructurings, such as the 2014 cadre restructuring and reorganisation of field formations.

This earlier initiative included the creation of 23 central excise zones, 4 service tax zones, 11 customs zones, 60 appeal commissionerates, 45 audit commissionerates, 8 large taxpayer u n i t s , a n d 2 0 d i r e c t o r a t e generals/directorates.

CBIC to accommodate technological advancements

G i v e n t h e s u b s t a n t i a l advancements in big data analytics, the advent of faceless assessment in Customs procedures, and the shift to electronic filing for documents, claims, and tax payments, the current era necessitates a renewed organisational structure, as stated by an official.

“A holistic restructuring of the organisation is needed to make it more lean and adaptive to changing times and taxpayer needs,” the official told PTI.

The official further emphasised that this forthcoming restructuring will differ from routine cadre restructuring and will cater to the ever-evolving demands of taxpayers and align with government policy decisions.

The CBIC has already initiated consultations with its field formations to cultivate a more taxpayer-friendly e c o s y s t e m i n h a r m o n y w i t h government policy directives.

“The CBIC has started taking inputs from field formations on making the

ecosystem more taxpayer-friendly and synchronising with the policy decisions of the Government,” the official added.

As per official sources, this region can generate 10,000 TEUs a month of throughput, which means that most shipping lines and NVOCCs will start operating their FCL services directly from Puducherry A few major shipping lines and NVOCCs have already surveyed Pondicherry Port and are meeting the export and import trade regularly

As per Pondicherry Customs officials, the long-term demand of the ex-im trade for Customs Code for Pondicherry Port has been fulfilled, Hence, Shipping Bills and Bills of Entries can be filed directly at the port by using its code INPNY1. Pondicherry Customs also has a handheld scanner to scan factory-stuffed containers at the port, to complete the export formalities in Puducherry itself instead of seals getting scanned at the Chennai CFS.

Pondicherry Port Director Mr Mansoor has encouraged the trade to use its facilities, which include warehouses, container yard and vehicle parking areas.

The Puducherry Government has further plans to make it possible to move all the cargo between Chennai and Puducherry via sea instead of road to reduce cost, air and noise pollution and, most importantly, bring down road congestion which will lead to safer roads for commuters.

Mr Arun Menon of Servo Pack, who is also the current President of CII Puducherry, has welcomed this container vessel service between Pondicherry Port and Chennai Port. He said this was long awaited and he had confidence in the service provider who took the project very seriously, and did a lot of groundwork to make it happen. He assured continuous support for cargo movement by the vessel, and utilisation of the warehouses and Customs facilities to full potential, as per a release.

NEW DELHI: With the growing concern on emission from ships while berthed in ports, shore power is facilitated by various ports to ships while berthed in ports and such facility requires standardization for connection points.

To facilitate shore power supply to s h i p s w h i l e i n I n d i a n p o r t s , the Directorate General of Shipping has issued ‘Standard Operating Procedures’ for supply of shore power to ships with power demand up to 150 KW This has standardized the fitment at shore and ship and is

helpful in supplying shore power to small ships, such as, tugs.

High-level India-EU meetings this month to boost FTA talks

N E W D E L H I : H i g h - l e v e l meetings between India and the European Union (EU) will be held this month to take stock of the progress of talks on the proposed free trade agreement, according to an official “The EU officials are coming for the G20 trade ministers meeting this month in Jaipur. There is a high-level meeting at the minister level on August 26 in the national capital between India and the EU.

“Commerce Secretary Sunil Barthwal is also likely to meet EU Director General for Trade Sabine Weyand in Jaipur,” the official added.

These meetings would give an impetus to the ongoing negotiations between the two sides on the free trade agreement (FTA).

The G20 Trade and Investment Ministerial Meeting, under India’s G20 Presidency, is scheduled at Jaipur on August 24-25.

So far, five rounds of talks have been held on the agreement.

India and the 27-nation bloc resumed negotiations on June 17 last year after a gap of over eight years on the proposed agreements on trade, investments and Geographical Indications (GI).

India had started negotiations for

a trade pact with the EU in 2007, but the talks stalled in 2013 as both sides failed to reach an agreement on key issues, including customs duties on automobiles and spirits and the movement of professionals.

India’s merchandise exports to E U m e m b e r c o u n t r i e s h a v e increased to USD 74.5 billion in 2 0 2 2 - 2 3 f r o m U S D a b o u t USD 65 billion in 2021-22. Imports also rose to USD 60 billion in 2022-23 from USD 51.4 billion in 2021-22.

The EU accounts for about 17 per cent of India’s total exports and about 8.5 per cent of the country’s total imports.

Bangladesh allows four transit routes to India

D H A K A : T h e B a n g l a d e s h i government has approved four routes for the transportation of goods to merchants in Tripura and other Northeastern Indian States.

C h i t t a g o n g Po r t - A k h a u r aAgartala, Mongla Port-AkhauraAgartala, Chittagong-BibirbazarSrimantapur, and Mongla PortBibirbazar-Srimantapur are the four routes.

In a recent news conference, the Industries and Commerce Minister of Tripura, Santana Chakma, said

that Bangladesh and India have agreed to allow Indian traders to ship products through the ports of Chittagong and Mongla.

“India and Bangladesh have signed an agreement, allowing Indian traders to use Chittagong and Mongla P o r t s i n B a n g l a d e s h f o r t r a n s p o r t a t i o n o f g o o d s T h e Bangladesh Government has notified the four routes for transhipment of g o o d s b y Tr i p u r a a n d o t h e r Northeastern states,” Chakma said during a press conference.

Chakma also said that Tripura has planned to set up nine ‘border haats’ for bilateral trade at the local level.

Bangladesh, India, and Japan took part in the trilateral conference in the Northeastern State of Tripura in April of this year The event was put on by the Northeastern Indian research centre Asian Influence.

They performed a survey earlier. According to the survey results, Bangladesh and India should cooperate to promote facilitate trade, Dhaka Tribune reported.

Garment units in Tirupur close down due to lack of orders

TIRUPPUR: Nearly 40 % of the Tirupur hosiery manufacturing units that cater to the domestic market have closed down due to lack of orders, according to the South India Hosiery Manufacturers’Association(SIHMA)

In a memorandum to the Central government, the SIHMA Association President Mr. A.C. Eswaran said due to decline in orders, several units in Tiruppur were stopping production. In the last six years, import of garments from Bangladesh had increased 15 times in value. In 20162017, garments worth Rs. 288 crore were imported and in 2022-2023, it was

nearly Rs. 4,500 crore. When India signed Free Trade Agreement with Bangladesh in 2011, there was 12 % duty on imports from Bangladesh However, there was no duty now and there were unconfirmed reports that goods from China entered India through Bangladesh. In Bangladesh, the garment industry was supported by the government with subsidies The Tiruppur industries were unable to compete with Bangladesh imports as the production costs were high here, he said.

Bangladesh and also to restrict cotton exports when the new cotton season starts on October 1. Only surplus cotton should be allowed for exports so that prices of cotton and yarn r e m a i n e d s t a b l e , h e s a i d The domestic textile and garment industry was expected to consume nearly 300 lakh bales of cotton. If the cotton prices dropped below the Minimum Support Price, the Cotton Corporation of India should step in to buy cotton from the far mers. The Government should monitor cotton sales by the Corporation to the industry, he said.

Along with diversified customer management experience in sectors like automotive, healthcare, hi-tech, fashion, manufacturing and oil and energy, he has come on board with a distinguished track record of leading a number of successful business turnarounds He has deep knowledge in optimising operations and attaining excellence by leveraging artificial intelligence (AI) and machine learning.
