Govt prioritizes vaccination to seafarers, Mansukh Mandaviya thanks States for including Seafarers vaccination ‘Priority List’ NEW DELHI: Union Minister of State for Ports, Shipping and Waterways (I/C) and Chemicals & Fertilizers Shri Mansukh Mandaviya has reviewed the status of vaccination to the seafarers. Shri Mandaviya suggested that the seafaring industry should not get hampered due to non-vaccination and emphasized that all efforts should be made to get the seafarers vaccinated before joining their scheduled duties on board. India plays a very significant role in the global seafarer industry. There have been demands from many quarters to accord

'priority' to seafarers in the vaccination drive in view of the nature of their work. The Ministry of Ports, Shipping and Waterways (PS&W) also coordinated actively with the Ministry of Health & Family Welfare to give priority to seafarers in COVID vaccination. Due to the recent intervention by the Ministry, Major Ports have started Vaccination Centers. Six Major Ports which includes Mumbai Port Trust, Cochin Port Trust, Chennai Port Trust, Visakhapatnam Port Trust, Kolkata Port Trust and Tuticorin Port Trust have started vaccinating seafarers at their port hospital.

Moreover, a private hospital in Kerala has also been roped in for vaccinating seafarers. Seafaring Unions/Associations like MASSA, FOSMA and NUSI have also successfully organized special camps for vaccination. Apart from these measures, Ministry of PS&W has been making efforts to take State Governments on board for including seafarers in their State 'priority' list, and Kerala, Tamilnadu and Goa has already provided such status. Government of India will leave no stone unturned to facilitate seafarers for vaccination.

China is now India’s second-largest Export destination, behind only US NEW DELHI: China overtook the UAE to emerge as India’s second-largest export destination in FY21, behind only the US, for the first time in recent memory, despite the onslaught of the Covid-19 pandemic and a deadly border clash. Official data showed exports to China jumped an impressive 28% in FY21 from a year before to over $21 billion, while those to the UAE plunged by 42% to nearly $17 billion. While China’s massive infrastructure push prompted it to import iron ore and steel in large volumes from India, the UAE, hurt by a plunge in oil prices, cut back purchases in a pandemic year. India’s total merchandise exports shrank by just over 7% last fiscal to $291 billion. Nevertheless, the exports to China were still less than a half of those to the US ($21 billion vs $52 billion in FY21) even though the outbound shipment to the world’s largest economy faltered by almost 3%. More importantly, India’s exports to China would need to grow at a rapid pace on a sustained basis for years before the massive trade imbalance is somewhat corrected. Including Hong Kong, considered a close proxy for Beijing, India’s effective trade deficit with China dropped to $49 billion in FY21 from almost $55 billion in the previous year. With China alone, the

trade deficit declined to $44 billion last fiscal from nearly $49 billion in Fy20. Despite this obvious drop in absolute term, China’s share in India’s total goods trade deficit still zoomed to 43% in FY21 from 30% a year before. This is because the country’s imports from China were in excess of $65 billion last fiscal, almost the same as in FY20, even though its total inbound shipments faltered by 17% from a year earlier. Importantly, as government officials have often pointed out, it’s difficult to gauge the exact quantum of trade deficit with China, as Beijing can divert supplies through other nations in the region, especially the Asean members. Still, it’s an encouraging sign that China is beginning to perhaps unshackle a bit its market to its regional rival after fiercely guarding it for years. Analysts, however, caution against reading too much into the FY21 data, saying “one swallow doesn’t make a summer”. As such, the pandemic year isn’t the ideal time to forecast a trend on its basis. Moreover, for the latest acceleration to sustain, Beijing has to buy a wider portfolio of products from New Delhi, and not just raw materials (iron ore and cotton) and low value-added goods (certain steel products and other base metals). China’s extremely self-centred trade policies and denial of key market

access by stealth (by erecting non-tariff barriers) have been the biggest hindrances to India’s interest, they reckon. Interestingly, despite the Galwan clash on June 15 and the pandemicinduced supply chain disruptions, India’s merchandise exports to China didn’t abate. However, after an impressive 33% year-on-year jump in the April- June period, growth in shipments to the neighbour slowed down considerably to 20% in the September quarter and to just over 2% in the December quarter. But in the March quarter again, exports to China more than doubled from a year before, keeping the annual growth at an impressive 28%. In contrast, India’s exports to its biggest market — the US — reversed a 39% slide witnessed in the three months through June to inch up by 3% in the September quarter, 5.5% in the December quarter. Between January and March, exports to the largest economy grew by 20%, limiting the annual contraction to just about 3%. While the US remained the worst victim of Covid-19 last year, which battered its demand, China, despite being the epicentre of the pandemic, seems to have weathered the crisis better than most. The US, however, buys a much wider portfolio of items from India, which boosts the potential for bilateral trade.

Govt blocks China’s bid to enter Indian ports sector BEIJING: China’s bid to get a toe maintain within the Indian ports sector has been spurned by the federal government, forcing the French container transport Group CMA CGM S A to name off a deal to promote the 50 per cent stake held by its unit, CMA Terminals Holding in Adani CMA Mundra Terminal Non-public Restricted (ACMTPL), at Mundra port to state-run, China Retailers Port Holdings Firm Ltd (CMP). ACMTPL is an equal three way partnership between Adanis and CMA Terminals Holding, a unit of CMA CGM S A, the world’s third largest container t r a n s p o r t a g e n c y, t h a t r u n s a 1.3 million twenty-foot equal models (TEUs) capability terminal at Mundra port, India’s greatest industrial port by volumes dealt with. In fact, during December 2019, CMA CGM introduced a plan to promote

stakes held by CMA Terminals Holding in ten port terminals globally to Terminal Hyperlink, a three way partnership 51 per cent owned by CMA Terminals Holding and 49 per cent by state-owned CMP, as a part of the efforts to cut back debt. In March 2020, CMA CGM closed the disposal of stakes in eight port terminals to Terminal Hyperlink, as a part of a primary closing, for an all-cash consideration of $815 million. The closure of the transaction for the remaining two terminals, together with the one at Mundra, have been delayed for need of approvals from regulatory authorities. The 2 terminals, which have been a p a r t o f t h e Te r m i n a l H y p e r l i n k transaction, have been nonetheless categorized by CMA CGM as belongings held on the market as at December 31, 2020. “In Q1 2021, the administration determined to reclassify these two

investments in associates and joint ventures as their sale can not be thought of as extremely possible,” the corporate mentioned, whereas asserting its March quarter monetary statements. “There are not any non-current belonginags (or disposal group) held on the market as at March 31, 2021, because the stakes within the two terminals have been reclassified in associates and joint ventures,” it added. The Indian authorities coverage forbids Chinese language companies or entities with Chinese language hyperlinks from investing in and working ports and terminals within the nation as a result of dour political relations between the 2 nations. Chinese language companies had beforehand tried to enter the Indian ports sector however have been blocked by the federal government by refusing safety approval.

Tesla to digitalise COSCO Shipping operations BEIJING: Chinese state-owned shipping company COSCO Group has tied up with Tesla to undertake a digital transformation, a process the leading container carrier expects to help unsnarl the mess that international logistics has become amid the pandemic. The tie-up also calls for COSCO to share its shipping data with Tesla so the EV pioneer can put the system through its paces at a Shanghai port. Ports and logistics networks have lost much of their efficiency since the second half of 2020 as governments began introducing and tightening measures to prevent the spread of the coronavirus, Xu Lirong told Nikkei. Xu is the Chairman of COSCO Shipping Holdings. As logistics have snarled, seaborne freight shipping fees have risen, Xu said, noting that a shortage of containers is also behind the increased costs. The group’s streamlining efforts are picking up pace. “We will promote the digitization of shipping,” Xu said. “We have established a system to exchange shipping data in real-time, using blockchain technology.” The system has been provided to Tesla, which used it on a trial basis at a port in Shanghai. It enabled Elon Musk’s company to receive shipments without its employees having to touch documents and other materials, Xu said. The system “takes care of important functions, such as paperless work, amid the coronavirus crisis,” he said. COSCO Group was established in 2016 by the merger of China’s two largest state-owned shipping companies. At the end of 2020, it owned the world’s third-largest fleet of container carriers. COSCO Shipping, a publicly traded company that contributes about 50% of the group’s revenue, logged a net profit of 9.9 billion yuan ($1.55 billion) in 2020, up 47% from 2019, on a 13% rise in revenue to 171.2 billion yuan, setting all-time highs in both categories. Increased shipping capacity helped the group avoid serious adverse effects of the pandemic.

With distribution becoming snarled, Xu said, “we have done our utmost to stabilize logistics networks by proactively increasing the number of containers to raise our shipping capacity.” The group’s shipping amount came to 1.34 billion tons in 2020, up 2.5% from the previous year, he said. Asian markets hold the key to further growth, and the group is betting on the southern Chinese island of Hainan to help it tap the region. After acquiring Hainan Harbor and Shipping Holding in 2019, and through the end of 2020, the group opened 30 new routes connecting the island to domestic and overseas ports, Xu said. The island thus “has taken a step forward to become a hub of maritime transportation between China and the Association of Southeast Asian Nations,” he said. The group invests in and manages overseas ports in line with the Chinese government’s Belt and Road Initiative, a global infrastructure development strategy. President Xi Jinping has declared his intention for China to become a “true maritime power.” The COSCO Group calls at more than 1,500 ports in 160 countries, Xu said. Greece’s Port of Piraeus, which the group has invested in, has become the biggest hub port in the Mediterranean and is seen as a “model” Belt and Road project, Xu said. But the group is exposed to risks resulting from its governmentlinked management system. Residents near ports that host the group have staged protests and warned that COSCO’s presence will inject Chinese influence into local affairs. It remains uncertain whether the group can smoothly expand its overseas operations. The pandemic has dealt blows to global supply chains and gravely affected the shipping industry, Xu said. But “global trade as a whole is expected to move toward recovery in 2021 as the spread of vaccinations improve the infection status,” he added. The group also needs to establish favorable ties with overseas governments and companies while also complying with Chinese government policy, a balancing act made all the more difficult as China-U.S. relations deteriorate.

ICDs: Concor to lease Railway land for 35 years in Rs. 3,500-cr deal NEW DELHI: State-owned Container Company of India (Concor) will lease for 35 years from the Indian Railways the land on which it has constructed 24 of its 64 inland container depots (ICDs) by paying upfront 99 per cent of the market worth of the land in a improvement that may take away the biggest stumbling block to the deliberate privatisation of the nation’s largest rail hauler of containers. Concor must pay as a lot as Rs. 3,500 crore upfront for the long-term lease of the land parcels. The rail hauler is predicted to finance the upfront cost by a mixture of borrowings and inside funds. Following the deal, Concor can pay solely a nominal annual lease payment of about Rs. 1,000 a 12 months to the Railways, in response to an settlement being thrashed-out by the 2 sides, authorities sources briefed on the matter stated. Inspection over “The joint inspection of the location is over, and the native market worth of

the land for many of the terminals has been mutually agreed. In 1-2 locations, there’s a slight distinction in valuation. This may even be frozen in a day or two,” the supply stated. Alongside the long-term lease of land, Concor has additionally determined to give up two extra terminals that have been constructed on Railway land. This features a facility within the western area and an empty container park at its flagship ICD at Tughlakabad, the place it pays a “whopping quantity ” as licensing payment presently. “It will give the potential purchaser of Concor a really clear concept of the legal responsibility on land licensing for the following 35 years,” the supply stated, noting that it’s going to assist the federal government to drift Expressions of Curiosity for the privatisation of Concor. The federal government has determined to privatise Concor by promoting 30.8 per cent of its 54.8 per cent stake within the firm to a personal

agency. However the Railways’ land on which it had constructed the inland depots was seen as an enormous hurdle to the transaction attributable to fears of political controversy. Until FY20, the land license payment (LLF) for the land leased from Indian Railways for working terminals and depots was paid by Concor on a percontainer foundation that rose yearly in tandem with the proportion improve in web revenue of the corporate. In FY20, the LLF was billed at Rs. 1,175 per twenty-foot equal unit (TEU). Starting April 1, 2020, the Railways Ministry determined to cost the annual LLF from Concor at 6 per cent of the commercial land worth per acre the place the terminal is situated, which can escalate by 7% yearly. The revised mode of accumulating the LLF from April 1, 2020, jacked-up Concor’s pay-out on this rely to Rs. 590 crore in FY21 from Rs. 140 crore in FY20, even after surrendering some 16 terminals constructed on Railway land to cut back its outgo.

MSME Engineering exporters seek PM's intervention on rising steel prices NEW DELHI: Engineering exporters in the MSME segment have sought Prime Minister Narendra Modi's intervention on rising steel prices, stating that the industry needs the alloy and other inputs at affordable rates so that export competitiveness of valueadded products is maintained in the global markets. In a letter to the prime m i n i s t e r, L u d h i a n a H a n d To o l s Association President S C Ralhan said that many of the competing countries, particularly China, provide support to

manufacturing units by providing steel and other inputs at much reasonable prices to boost competitiveness of their engineering sector in the global markets. He said that India is gradually losing out its markets to China in the valueadded segment of exports and the recent growth visible in exports is largely on account of hike in the prices of metal and commodities. A sharp decline is seen in the export trends of finished engineering

goods, he said. "In the given situation, the MSME (micro, small and medium enterprises) industry needs to be provided steel at reasonable prices so that export competitiveness of value-added products is maintained," Ralhan said in his letter. He cautioned that if the prices would not come under control, a large number of manufacturers would be out of business and that could result in closure of factories, loss of employment. He

Global Merchandise Trade to recover this year – WTO GENEVA: Global merchandise trade is continuing to recover following a steep but brief pandemicinduced drop in the second quarter of last year, according to the latest WTO Goods Trade Barometer released recently. The Goods Barometer is a composite leading indicator for world trade, providing real-time information on the trajectory of merchandise trade relative to recent trends. The barometer’s current reading of 109.7 is nearly 10 points above the baseline value of 100 for the index and up 21.6 points year-on-year, reflecting both the strength of the current recovery and the depth of the Covid-19 shock last year. In the latest month, all of the barometer’s component indices were above trend and rising, highlighting the broad-based nature of the recovery and signalling an accelerating pace of trade expansion. Among the barometer’s component indices, the biggest

gains were seen in export orders (114.8), air freight (111.1) and electronic components (115.2), all of which are highly predictive of near-term trade developments. The strength of the automotive products index (105.5) may reflect improving consumer sentiment, since confidence is closely linked to sales of durable goods. This is also true of agricultural raw materials (105.4), which are mostly made up of wood intended for housing construction. Finally, the strong showing for container shipping (106.7) is more impressive in light of the fact that sea shipments held up well during the pandemic and had less ground to make up as a result. The latest barometer reading is broadly in line with the WTO’s current trade forecast issued on March 31, which predicted an 8% pickup in the volume of world merchandise trade in 2021 following a 5.3% decline the previous year. The relatively positive short-term outlook for trade is marred by regional disparities, continued weakness in services trade and lagging vaccination timetables, particularly in poor countries.

Qatar Ports witness doubled-digit growth in May : Mwani Qatar DOHA: Qatar’s Hamad, Doha and Al Ruwais ports displayed robust performance in May this year as it witnessed doubleddigit growth in the number of ships calling on these ports and container handling, according to Mwani Qatar. There was also more than doubling of the building materials handled through these ports year-on-year in April 2021; indicating a robust outlook for the construction sector, as corroborated by the rising trends in building permissions issued in the recent months. The number of ships calling on Qatar’s three ports stood at 304 in May 2021, which was 23.58% and 1.33% higher on yearly and monthly basis respectively. As many as 1,351 ships had called on the ports during the first five months of this year. Hamad Port’s strategic geographical location offers opportunities to create cargo movement towards the upper Gulf,

supporting countries such as Kuwait and Iraq and south towards Oman. As many as 139 vessels had called on this port in May this year. Qatar’s share in the overall Middle East trade is expected to significantly increase with the robust technological infrastructure supporting the Hamad Port’s second container terminal (Ct2). The container handling through the three ports stood at 139,340 TEUs (twenty-foot equivalent units), which grew 25.67% and 1% year-on-year and month-on-month respectively in May 2021. The container handling stood at 688,438 TEUs in JanuaryMay this year. QTerminals had recently tweeted that Hamad Port handled container volume of more than 5mn TEUs since the start of operations.

After 4 positive months, Air cargo demand dips 4% vs 2019 in May LONDON : Global air cargo demand in May 2021 registered a 4 percent drop against the pre-Covid level in 2019, according to the latest industry volume, load factor and rates analysis by CLIVE Data Services and TAC Index. “Continued market uncertainties and (extended) public holidays contributed to the drop,” reads the release. After more positive indicators for the air cargo market in the first four months of the year, May 2021 data showed a less favourable trend, with the fall in demand joined by a second consecutive month-over-month drop in dynamic load factor and air freight rates, which peaked in early May, falling away towards the end of the month. The global air cargo industry will now have to wait until the publication of June 2021 market data to determine if May’s public holiday disruptions explain the shift in demand or

whether the positivity of April’s 1 percent growth versus the same month of 2019 created false dawn of a sustainable growth recovery for the rest of the year. Airfreight rates in May 2021 TAC Index says higher rates in May are in line with still elevated load factors because of the capacity reduction in the market but it has also seen a downturn in prices on key trade lanes in recent weeks. Gareth Sinclair of TAC Index, said, “Airfreight capacity is still scarce on many key trade lanes, so prices remain strong as economic activity picks up whilst passenger air capacity remains constrained due to restrictions on international travel. The BAI (Baltic Air Freight Indices) increased by 3 percent in May over April, but this is marked slowdown on the 17 percent growth seen in April-over-March.”

King Abdullah port ranked second most efcient Container Port Globally by World Bank JEDDAH: King Abdullah Economic City: King Abdullah Port has been ranked second among the most efficient container ports in the world, according to the Container Port Performance Index (CPPI) for the year 2020 published by The World Bank and IHS Markit. The report, which is the first of its kind that scores ports against different metrics, is based on total port hours per ship call, standardized for different ship sizes and container moves per call. King Abdullah Port’s prominent position in CPPI 2020 recognizes the quality and efficiency of its infrastructure and its contributions to Saudi Arabia’s growth strategy and the Kingdom’s growing importance as a global trade hub. The recognition also demonstrates the port’s continuous progress in accordance with its long-term strategic plans and objectives, embodying the motto ‘Sailing Toward the Vision’ launched during its official inauguration in 2019, which was attended by HRH Prince Mohammad bin Salman, Crown Prince,

Deputy Prime Minister and Minister of Defense. Commenting on the achievement, Jay New, Chief Executive Ofcer of King Abdullah Port, said: “We are proud of King Abdullah Port’s consistently high performance in various global rankings and indices, highlighting our growing operational capabilities as well as our extraordinary resilience amid the current challenges of the global economy. With each new recognition at the global level, we continue to deliver on our commitment to raising the efficiency of Saudi Arabia’s logistics and trade sectors, transforming the Kingdom into a top global hub connecting Asia, Europe, and Africa, and increasing its nonoil exports, in line with the Vision 2030 objectives. Furthermore, King Abdullah Port’s continued milestone underlines the success of the public-private partnership model, considering that we are partnered with over 17 government agencies while being fully managed and operated by the private sector.”
