








Gandhidham based Shipping company has flagged-off a new weekly rail service, operated by CONCOR between Kandla to GOA (ICD BALLI) reducing both costs and transit time between the twodestination.
The new rail service was flagged off by Mr. Rohan Dange , TM Gandhidham CONCOR on October 01, 2022. The inaugural run had 100% rake utilization and loaded 90 TEUs from Kandla. This initiative of Direct rack will be a game-changer, leading to a
paradigmshiftfromroadtorailcargomovement.
Kandla- GOA service will call twice in month and plansaremakeitweeklyserviceinnearfuture.
It may be recalled that recently container service by feeder operators has suspended call from Gujrat to GOA. Thus, we had no option to move the cargo by containerrack.

NEW DELHI: The Indian Railways has allowed the transport of liquefied natural gas (LNG) through its network, enabling cheaper delivery of the fuel to areas that lack pipelines. While this initiative will allow the ports to attract more gas shipments, it will also ensure delivery of the fuel at low costs to areas that do not have pipelines. Currently, the delivery of LNG is done by trucks. “Now, the entire country opens up as a market for a company that has an LNG terminal with a railway siding,” said Ashish Agarwal, managing director of Seros Shipping & Logistics, which operates India’s largest virtual pipeline network for LNG and compressednaturalgas(CNG).
The move will boost ports that already have both natural gas regasification terminals and rail connectivity, allowing them to attract more gas shipments.
Further, the transport of LNG through the rails will allow LNG import terminals in Gujarat and southern
India to tap the entire domestic market.“Assuming that LNG prices were at a year ago levels, this development would result in at least 1.00-1.50 million tonnes of LNGmovingbyrail,”Agarwalsaidrecently.
Gas-based power plants in northern India could become viable once fuel prices fall and logistics costs decline through rail delivery, he noted.Over 40 per cent geographical areas that have been bid out in the recent City Gas Distribution (CGD) bid rounds, which do not have pipeline connectivity, can be connected with the railnetwork,accodingtoanalysts.
The move will also bring down the cost significantly. “If one were to take a round trip distance of 500 kilometres from a Regasified Liquefied Natural Gas (RLNG) terminal, then transportation by rail would be cheaper by at least 30 per cent,” explained Sanjay Sah, partner at Deloitte. This enables new options to reach geographical clusters that were not serviceable from RLNG terminals due to commercial constraints.

Representatives from export bodies, including the Federation of IndianExportOrganisations,Apparel Export Promotion Council and Council for Leather Exports, would participate in the meeting, the official said.
According to an export council, issues which would figure in the meeting include export credit refinance facility, increase in interest
subsidyrates, removal of GST (Goods and Services Tax) on exports freight, exports benefits for rupee shipments to Russia and other countries, and removal of exports duty on some products.
Exporters have urged the government to continue with the GST exemptiononexportfreight.
“This is a serious issue for us. Wearealreadyfacingglobalheadwinds and high inflationary pressure.
The GST exemption is more crucial in the current scenario as container rates arealreadyveryhigh,”anexportersaid, adding that airfreight is already very highincomparisontoseafreight.
The exemption from GST on export freight was introduced in 2018. It ended on September 30. It was extended twice. Exporters now have to pay 18 per cent GST on export ocean freight for which they canclaimarefund.

The budget had proposed to amend section 14 of the customs act by imposing additional obligations on the importer in respect of a certain class of imported goods, where the board believes that importers are evadingdutybynotdeclaringthetrue value,causinglosstotheexchequer.
The specified goods will be the list of items, selected by the Board where it has reason to believe that the value of such goods may not be declared truthfully or accurately.
According to the draft the list of such goods will be prepared and recommended by a screening committeeandevaluationcommittee.
The list may include or remove an item vide a notification and the screening committee will keep on reviewingthelisteverysixmonths.
"The assessment of goods shall be subjected to specified checks so as to enable and assist the importer to demonstrate the truthfulness and accuracy of the declared value," the draft says. Also, where the importer has not already fulfilled the specified additional obligations on the Customs Automated System, the proper officer would provide a time
of10daysforcompliance.
"These draft rules are likely to provide a measure for addressing the issue of undervaluation in imported goods in specified cases," Saurabh Agarwal,TaxPartner,EY said.
The board has invited feedback on thedraftbyOctober14.
He added that selection of ‘identified goods’, which will be based oncertainexaminationandreference material.

Aimed at bringing down logistic costs and improving the competitiveness of domestic goods in the global market, the national logistics policy is expected to pave a seamlesspathforeconomicgrowthin thecountry.
India currently spends between 13 and 14 per cent of its GDP on logistics. This is far more than developed countries, who spend between8and9percentonlogistics.
Indian domestic goods introduced to the global market are inherently disadvantaged because of these high logistic costs. A holistic policy overhaul will bring the change Indian manufacturers have been hoping for which would enable them to price their products competitively in the globalmarket.
This new logistical project has four key components: Unified Logistics Interface Platform, Integration of Digital System, Ease of Logistics and System ImprovementGroup.
30 distinct systems from seven different departments are combined under the Integration of Digital System component, including information from the departments of road transportation, railroads, customs,aviation,andcommerce.
Experts opine that successful implementation of the program’s policies will have profound effects on thecountry’slogisticaloperations.
“So far, 196 critical infrastructure gap projects pertaining to port connectivity and movement of coal, steel and food products have been identified, on which the Network Planning Group (NPG) is coordinating with the concerned ministries. For instance, the entire rail stretch between Amritsar to Guwahati has a 95 km single-line rail stretch. If the single rail of 95 km is converted into double trains between Gorakhpur to Valmiki Nagar, capacity will rise up to 15 rakes per day,” said AnuragJain,Secretary,Department for Promotion of Industry and InternalTrade(DPIIT).

NEW DELHI: The Commerce Ministry said that there is no export banonriceandthetraderscanshipthe commodityafterpayinga20%duty.
The Government had banned exports of broken rice on September 8,2022.
In a trade notice, the directorate general of foreign trade said it has received representations regarding rice (5% and 25% broken) where irrevocable letter of credit has been issued before September 8 is also beingstoppedattheports.
"It is clarified in respect of normal rice that rice (5% and 25%) is already exempted as it is not broken rice but normal rice with permissible limits of broken rice as per standards. However, it will carry 20% duty," PTIquoteditassaying.
MUMBAI: The Government’s decision to lease railway land for implementing PM Gati Shakti framework would provide level playing field to private and public logistics entities, as well as encourage private participation in the development of logistics infrastructure in India, says ratingsagencyIndiaRatings.
Throughthepolicy,theGovernment aims to eventually move to competitive bidding process of allotment of railway land, which, so far, has been dominated bycentral/stateagenciesduetoshorter leasingtenureandhigherrentalyields.
The agency believes the policy would lead to increased participation from private players as well as help in reducingtheoveralllogisticscosts.
As a separate development, thecommissioningofadedicatedfreight corridor would improve the operational efficiency and reduce transit time of rail cargo. The Union Cabinet has published only the broad contours of the policy and a detailed policy framework is to be publishedwithin90days.
The policy provides access to railway land for the development of inland container depots (ICDs) and private freight terminal (PFTs) for an elongated period of 35 years as opposed tofiveyearscurrentlyatarentalyieldof 1.5%versus6%presently.
“Ind-Ra believes the relaxation of the leasing terms would encourage private participation in development of logistics assets on the railway land, which typically have a long gestation period. While the elongated concession period would reduce business risk, the lower rental costs would increase project cash flows, thereby improving its financial profile,” it said in a statement.
According to the agency, the ICD/PFT market is dominated only by the Central and State Government agencies, as the short concession period has discouraged private players to commit long-term capital. Hence, in a regional ICD/PFT market, the Central and State Government agencies have been the price-makers.
“We expect the policy could provide alevelplayingfieldtoprivateandpublic players, thereby improving the overall competitiveness of the sector. The policy also aims at setting up 300 terminals on the railway land under the PM Gati Shakti National Master Plan over the next five years, which remains a key monitorable over thecomingyears,”itsaid.
Under this, existing licensees, including Container Corporation of India Limited and other state
government-run cargo terminals, wouldhavetheoptiontochoosethenew policy or surrender the land on completion of the concession period, which would then enter the competitive biddingprocess.
“If the existing licensees opt for the new policy, then all the terminals on the railway land will go for the competitive bidding process and land licensing fee (LLF) stands reduced to 1.5% for 35 years. However, if the existing licensees do not opt for the new policy, the LLF shall remain at a current rate of 6%. However, such terminals shall compulsorily go for competitive bidding on expiry of their concession period, which is five years atpresent,”itnoted.
The agency further noted that the existing licensees will not opt for the new policy for their strong and profitable terminals, which would eventually go for competitive bidding on the completion of the concession period.“However,theexistinglicenses for the unprofitable terminals are expected to be rescinded to avail the lower LLF of 1.5% under the new policy. For example, the Indian Railways had increased LLF in 2020, which led to the shutting down of 17 unprofitable terminals by Container CorporationofIndia,”itadded.
PARIS: The growth in world trade is expectedtoslowdowntoonepercentin 2023, due to global uncertainties, accordingtoaWTOforecast.TheWorld Trade Organization (WTO) has also projected a growth of 3.5 per cent in global trade this year, as against the Aprilestimateof3percent.Worldtrade is expected to lose momentum in the second half of 2022 and remain subdued in 2023, as multiple shocks weigh on the global economy, the multi-lateral body hassaidinastatement.
“WTO economists now predict global merchandise trade volumes will grow by 3.5 per cent in 2022 — slightly better than the 3 per cent forecast in April. For 2023, however, they foresee a 1 per cent increase — down sharply from the previous estimate of
3.4 per cent,” it said. The forecast does notaugurwellforIndiaasitislookingto increaseitsexports.
Adeclineinexportsinsectorssuchas engineering,ready-madegarmentsofall textilesandriceledtoacontractioninthe country’soveralloutboundshipmentsby 3.52 per cent to USD 32.62 billion in September, while the trade deficit widened to USD 26.72 billion, according to the preliminary data released by the CommerceMinistry.
According to WTO, import demand is expected to soften as growth slows in major economies for different reasons. In Europe, high energy prices stemmingfromtheRussia-Ukrainewar will squeeze household spending and raise manufacturing costs, it said. It further added that in the
United States, monetary policy tightening will hit interest-sensitive spending in areas such as housing, motorvehiclesandfixedinvestment.
China continues to grapple with COVID-19 outbreaks and production disruptions paired with weak external demand. Finally, growing import bills for fuels, food and fertilizers could lead to food insecurity and debt distress in developing countries, it said. It added that if the current forecast is realized, trade growth will slow sharply but remainpositivein2023.
Itshouldbenotedthatthereisahigh degree of uncertainty associated with the forecast due to shifting monetary policy in advanced economies and the unpredictable nature of the RussiaUkrainewar,theWTOsaid.

MUMBAI: The cost of shipping goods in steel containers out of India has dropped since August by as much as 40 per cent and is sliding further reflectingabroaderglobaltrendasthe uncertain macro-economic scenario and market fundamentals puts a leash onthesoaringratesseeninthelasttwo years.
“ContainerfreightratesoutofIndia are sliding and sliding very fast,” said an executive with an ocean carrier. “Every3-4daysoraweek,theratesare dropping by about $200-300 for a TEU. We don’t know how it will look tomorrow or the day after. It’s so volatile,”theexecutiveremarked.
Freight rates on the India to Europe trade has dropped to around $3,500 for a TEU from about $5,000 dollars a few months ago. The rates on the China to India sector is about $600 foraTEUandaround$1,000foraFEU.
The significant softening of rates comes during what is generally regarded as the peak season for container shipping, in the run up to the ChristmasholidaysintheWest.
“It should be the peak period now but when we say peak period, we must also consider what is the condition in Europe whether people are going to buy during this peak season with the kind of inflation, the kind of energy crisis and water crisis which are going on there. If we still expect this to be a peak season, then I think we are expecting too much,” said the executivebasedinMumbai.
A second executive with one of the globaltopthreecontainercarrierssaid that there has been a 30- 40 per cent drop in the freight rates compared to ratesinthebeginningofSeptember.
“It has still not reached the pre-pandemic levels. If you talk about pre-pandemic levels, the rates now would still be at least around 115% of whatitusedtobe,”hestated.
In September, spot rates on many trades fell by their largest margin yet as lower global demand and easing global congestion saw shippers (exporters and importers) gain a decisive advantage, according to a September report by Oslo, NorwaybasedXenetaAS,oneoftheworld’stop ocean and air freight rate benchmarking and market analytics platform.
The Xeneta Shipping Index (XSI) saw its first month-on-month fall since Januarythisyearandoneofonlythree declinesinthepast21months,asitslid to 448.3 in September, a drop of 1.1percent.
Lower rates for new contracts and shippers’ success in renegotiating the freight rates of older long-term contracts in exchange for delivering more volumes to their carriers are other reasons behind the first drop in
all the valid long-term contract rates sinceJanuary,Xenetasaid.
However,Xenetaexpectsitwon’tbe the last, with market fundamentals suggesting that the “halcyon days” of ever-increasing rates for carriers may bedrawingtoaclose.
In late August, Xeneta indicated that the new long-term contracted rates were starting to drop on key trading corridors, following on the heelsofdecliningspotprices.However, due to the fact they’re replacing expiring agreements with considerably lower rates, the average paid by all shippers was still seen to be climbing.
“There’s no doubt the major carriers have had it their way in negotiations for some time,” PatrikBerglund,XenetaCEO said in August. “The spectacular results they saw in 2021 will no doubt be repeated, andevenbettered,thisyear,asseenby the huge profits that defined many Q2 financial reports. But there is a sense thatchangeisintheair,”henoted.
“Volumes are dropping and as expected, long-term rates are beginning to follow the trend set by the spot market. When you add in an uncertain macroeconomic outlook, continuing supply chain issues – such as the industrial action we’ve seen occurring, or threatened, in major ports in Germany, UK, and the US –anddisruptioninChinaduetothezeroCovidpolicy,it’sanunpleasantcocktail fortheindustrytoswallow,”hesaid.
“In addition, you also have problems seemingly exacerbated by climate change, with low water levels impacting both power and factory production, as well as hinterland logisticschains,”hestated.
“Overseas freight has gone up by 300-350 per cent from pre-covid levels and though there is little correction in the freight rate recently, freight rates are still 200-250 per cent more than at 2019 levels,” A Sakthivel, President, Federation of Indian Export Organisations (FIEO) told Finance Minister Nirmala Sitharaman in a 2nd October email while seeking continuation of the exemption from Goods and Services Tax (GST) on exportfreight.
“Government policies are going totally against the trade. I don’t know what they are trying to do, it’s not helping the trade much,” said a third executive with a European container shippingline.
“There is a restriction on export of broken rice, and we were exporting brokenricetoSoutheastAsiaandAsia. That trade has completely stopped. With regards to the normal rice, despite having a good monsoon this year and adequate stocks of the staple, thegovernmenthasimposedanexport
duty of 20 per cent on rice. On steel, the government has put a 15 per cent export duty. So, what happens, India’s exports are going to go down,” heexplained.
FIEO President Sakthivel alluded to this when he told the finance minister that “the global trade is entering a very difficult phase as countries are facing high inflation and impending recession affecting the demand”.
This,hesaid,isevidentfromIndia’s slowing export growth rate between AprilandAugust.
India’s goods exports dropped 3.5 per cent in September to $32.62 billion, while imports slid below $60 billionforthefirsttimeinsevenmonths to $59.35 billion. The trade deficit stood at$26.73billionforthemonth.
This is the first contraction in exports since February 2021 and the trade deficit is almost 19 per cent higherthanayearago.
Restrictions on exports of broken rice and a 20 per cent export tax on other varieties of the cereal led to a nearly 6 per cent drop in its exports during September, government data showed.
Carriers operating into and out of India have started re-introducing blank sailings (no shows) to manage capacity.
“When people say blank sailings, carriers are going to blank to get the results,” said the executive with the European container line mentioned earlier.
“Thereareships,andwearepaying for those vessels every day. The charter hire of a container ship today is about $1,40,000 per day. Why would anybody blank sailings? Carriers are blanking sailings because the vessels are not coming back on time due to congestion in key global trading ports. We are speeding up, but foreveryfivedays,wecanspeedupthe vessel by a maximum of one day and that’s not enough to make up for lost time,”heobserved.

“Luckily, the volume is low and because of that the freight rates are softening. It’s a demand and supply situation,simple,”headded.

The container detention charges will be applicable after standard free days from the discharge of containers meant for delivery at Nhava Sheva. The containers meant for movement by road to inland destinations will be dispatched upon receipt of required documents from consignees/receivers and the consignees will be liable for payment of port storage charges in case of delay in submission of these documents. Our Surveyors are M/s. Zircon Marine Services Private Limited. and usual survey conditions will apply. Consignees are also requested to note that the carriers and their agents are not bound to send individual notification regarding the arrival of the vessel or the cargo.
