NEW DELHI: The Government of India plans to set up a new shipping company to expand its fleet by at least 1,000 ships in the next decade, to gain revenue from trade. The yet-to-benamed firm will be jointly owned by state-run companies in the oil, gas and fertiliser industries.
T h e S o u t h A s i a n n a t i o n i s spending billions of dollars to refurbish infrastructure in its race to become a world-class manufacturer with Prime Minister Shri Narendra Modi, who won a third term this week, aiming for it to be a developed nation by 2047.
The new firm will be based at GIFT IFSC, in Gujarat which aims to c o m p e t e w i t h h u b s s u c h a s Singapore, based on privision of incentives and a streamlined regulatory environment It would draw seed capital from a maritime development fund of roughly Rs 30,000 crore (USD 3 6 billion) the government plans to set up in a tie-up with major port authorities.
“Current estimates show freight costs will rise to $400 billion as we boost our exports and imports by 2047,” said one of the sources, who has direct knowledge of the matter.
Indian companies paid freight costs of $85 billion in the financial year 2019/20, of which $75 billion was paid for use of foreign vessels, the source added.
The turn to foreign carriers comes as India’s shipping fleet has not kept pace with its surge in trade, including imports of energy and exports of refined oil products.
In January, India’s Oil and Shipping Ministries agreed that all state-run oil companies and the p l a n n e d c o m p a n y w i l l w o r k together In May, the two Ministries formed a joint working group of government and industry officials to devise a roadmap, and draw on the expertise of the Shipping Corporation of India in tanker a c q u i s i t i o n a n d o w n e r s h i p , operations and other key areas.
India has a fleet of about 1,500 large vessels including tankers, gas carriers, container ships and dry bulk carriers. The aim is to reduce freight outgoings to foreign firms by at least a third by 2047.
On May 16, the two Ministries formed a joint working group of government and industry officials to devise a roadmap, the document showed.
To secure low-cost, long-term loans for financing ship-building, the two ministries want state-r un companies to sign 15-year charter deals with the new firm.
That represents a shift from the current practice of booking specific voyages or one- or two-year charters.
stakeholders in the new ship owning and leasing entity,” the source added.
The plan is to consolidate the government-side cargo demand from other Ministries, mainly the energy and fertiliser cargoes.

NEW DELHI: In an effort to facilitate trade, Central Board of Indirect Taxes and Customs (CBIC) will electronically disburse duty d r a w b a c k a m o u n t d i r e c t l y t o exporter ’s bank account in a transparent and efficient manner with effect from 5th June, 2024. The payment of duty drawback amounts into the exporters' accounts will be facilitated through the Public Finance Management System (PFMS) automatically This is another initiative of the CBIC towards paperless Customs and enhanced trade facilitation.
This new functionality is expected to reduce time taken for payment of drawback amount by eliminating manual intervention in the drawback disbursal mechanism and increase transparency.
Duty Drawback under section 75 of the Customs Act, 1962 rebates customs duty chargeable on any imported materials or excisable materials used in the manufacture of export goods. Duty Drawback claims are processed through the Customs A u t o m a t e d S y s t e m ( C A S ) , enumerated in a scroll, Computerised Customs Drawback Advice (CCDA) is
printed and sent to the Authorised Bank branch along with supporting single cheque of consolidated amount for payment of duty drawback amounts into the exporters' accounts. This contributes to the delay in the disbursal of duty drawback.
The CBIC continues to play a key role in India's efforts to improve ease of doing business through trade

TEHRAN: Implementation of the contract with India on developing Chabahar Port is the priority of the programs of the Ports and Maritime Organization, Ali Akbar Safaei said. Negotiations were held with the Indian investors three months ago and signing the contract on the provision of the relevant parts and equipment at Chabahar Port is at the final stage, the deputy roads minister added.
Pointing to the launch of a joint shipping company between Iran and India, he noted that the Indian company has agreed to finance the d e v e l o p m e n t o f C h a b a h a r b y allocating between $250 million and $1 billion.
Last month, Iran and India signed a contract for partnership with India
Ports Global Ltd (IPGL) in equipping and operating the freight and container terminals of Shahid Beheshti Port in Chabahar
The agreement was signed in a ceremony attended by Iranian Transport and Urban Development Minister Mehrdad Bazrpash and I n d i a ’ s Po r t s , S h i p p i n g , a n d Waterways Minister Sarbananda Sonowal in Tehran.
The signing of this agreement is considered a turning point in bilateral and regional commercial and economic cooperation, as well as facilitating strategic cooperation between Iran and India.
A c c o r d i n g t o S o n o w a l , t h e agreement, which had been under discussion for some time, is going to “clear the pathway for bigger
investments to be made in the port,” he said Without a long-ter m agreement, “it’s very difficult to invest in a port,”.
India expects the project will improve its connection with an international north-south transport corridor being developed with Iran and Russia and also improve trade links withCentralAsia,Jaishankarsaid “We will see more connectivity linkages coming out of that port,” the Indian minister told local media in mid May
The Chabahar port serves as a gateway for Indian goods to reach markets in Afghanistan and Central Asia while bypassing India’s rival and neighbor Pakistan. India sent 20,000 tons of wheat aid to Afghanistan through the Chabahar port last year
MUMBAI: India Ratings and Research (Ind-Ra) projects that India’s current account balance (CAB) will achieve a surplus of approximately USD 6 billion (0.6 per cent of GDP) in the fourth quarter of the fiscal year 2024 (Q4FY24).
This marks the first surplus since the first quarter of fiscal year 2022 (1QFY22), a significant turnaround from the previous quarter’s deficit of USD 10.5 billion (1.2 per cent of GDP).
Despite this positive quarter, the overall CAB for FY24 is expected to remain in deficit at 0.6 per cent of GDP , the lowest since FY17, excluding the pandemic-affected FY21.
The global economic environment, though still uncertain, is showing signs of improvement for 2024 Easing inflationary pressures and robust economic growth in the US and several emerging markets contribute to a brighter outlook.
T h e g l o b a l m a n u f a c t u r i n g Purchasing Managers’ Index (PMI) has
been expanding for three consecutive months, reaching 50.3 in April 2024, with consistent growth in the US and emerging economies, except for the European region.
Ind-Ra forecasts a sharp increase in merchandise exports to about USD 112 billion in 1QFY25, an 8 per cent year-onyear (YoY) rise, the fastest in seven quarters, partly due to a favorable base effect.
Merchandise imports are expected to reach USD 169 billion in the same period, up 6 per cent YoY, resulting in a goods trade deficit of USD 57 billion.
Services exports, although resilient, are anticipated to see slower growth due to a high base effect and weakening demand in IT/ITES, with a services trade surplus increasing by 6.5 per cent YoY to USD 38 billion.
Consequently, the CAB is expected to register a marginal deficit in 1QFY25.
Merchandise exports grew by 4.9 per cent YoY in 4QFY24, reaching a seven-quarter high of USD 120.4 billion,
driven by steady demand from the US, UAE, and the Netherlands.
Significant growth was noted in sectors such as telecom instruments, a i r c r a f t a n d s p a c e c r a f t p a r t s , chemicals, drug formulations, and jewelry, with volume growth ranging from 2.0 per cent to 66.9 per cent YoY and value growth between 11.7 per cent and 407.9 per cent YoY.
Merchandise imports saw a modest 2.0 per cent YoY increase in 4QFY24, driven primarily by a 21.2 per cent YoY rise in consumer durable goods imports, the highest in six quarters. Imports of infrastructure and intermediate goods also contributed to t h i s g r o w t h . H o w e v e r, i m p o r t s decreased sequentially to USD 170.7 billion from USD 174 4 billion in the previous quarter
Notable growth was observed in imports of gold, silver, electronics components, and medical instruments, with value growth ranging from 4.2 per cent to 1,432.0 per cent YoY.

T H E H A G U E : A P M Te r m i n a l s ’ operations appeared six times in the top 10 most efficient container terminals in the world, as ranked in The Container Port PERFORMANCE INDEX 2023 published this week by the World Bank and S&P Global Market Intelligence.
The CPPI, developed by the World Bank and S&P Global Market Intelligence, is based on an extensive dataset from 405 ports worldwide, the largest to date. Time stamps from 10 of the world’s largest liner shipping companies, which collectively operate almost 80 percent of global container shipping, are collected. This equates to over 182,000 vessel calls, 238.2 million moves, and approximately 381 million twenty-foot equivalent units (TEUs) for the full calendar year of 2023.
performance improvement, even during challenging times," said Keld Christensen, CEO of Port of Salalah. "This achievement is a testament to the incredible tenacity of our people, and we are proud of their efforts. It highlights our stability and commitment to serving our customers in the best possible way. I salute our hardworking employees for this great accomplishment and thank all the stakeholders who supported us."
Amidst some significant changes in global rankings caused by regional disruptions, APM Terminals retained six top 10 positions. The Port of Salalah in Oman secured a second-place ranking, Tanger-Mediterranean in Morocco held fourth, Malaysia’s Tanjung Pelepas Port fifth, Cai Mep in Vietnam seventh, Yokohama in Japan ninth and APM Terminals Algeciras, Spain tenth.
Gemini Cooperation Hubs
It is no coincidence that five of these top performing container terminals, APM Terminals Algeciras, APM Terminals Tangier and Medport Tangier, and Port of Tanjung Pelepas have also been selected by the new Gemini Cooperation, a long-term operational collaboration between Maersk and Hapag-Lloyd, which will start in February 2025. Hubs will play a key role in delivering the industry-leading 90%+ schedule reliability, competitive transit times, and farreaching global coverage set as a goal by Gemini, once the network is fully implemented.
“I can’t help but being proud - operating six container terminals or ports in the top ten,” commented Olaf Gelhausen, Chief Operating Officer at APM Terminals. “It shows me that our drive for improved safety, visibility and predictability really makes a difference to boost operations and to deliver to our customers. A boost that can trickle down to other parts of the supply chain as well.
“Delivering on these parameters is especially important in a time where supply chains are once again being challenged and we all need to walk the extra mile to deliver operational excellence in all our terminals.”
Triple success for Port of Salalah
For the Port of Salalah in Oman, it was a triple celebration, having retained its positions as the world’s second most efficient port for the third consecutive year despite regional disruptions and an ongoing USD 300 million expansion. It also retained its first position for the West Central and South Asia Region.
"Retaining this title for the third consecutive year, reaffirms our strong commitment to continuous
Port performance is measured by the efficiency of vessel turnaround time, known as 'Total Port Hours' – the total duration from when a ship reaches the port limits, pilot station, or anchorage zone, until it departs the berth after completing its cargo exchange. According to the report, the Port of Salalah, with 1,146 vessel calls, achieved 164 72 index points, ranking second only to Yangshan in China, whichhad3,509vesselcallsandanindexscoreof177 9 Expansion plans
The company has a clear focus on maintaining the exceptional performance at these terminals. An expansion of more than a million TEU (Phase 2) was delivered at APM Terminals Tangier MedPort, Morocco in December last year. The expansion covers 18 Hectares, with seven additional container stacks and an additional 400 metre berth. Phase 3, due in 2025, will increase the total capacity by an additional one million TEU.
As part of an equipment modernisation program, the Port of Tanjung Pelepas (PTP), a joint venture between the MMC Group and APM Terminals, inked an agreement this year with Mitsui E&S Co., Ltd. (Mitsui) to procure 48 electric rubber tyre gantry cranes for delivery in Q3 2025.
PTP’s Chairman, Tan Sri Che Khalib Mohamad Noh remarked that the agreement signing reflects PTP’s strong commitment to expanding its capacity and capability to support their customers’ growth demands. “PTP’s strategic approach to continuously enhance efficiency and optimise its footprint, has contributed tremendously to keeping the terminal’s advantages in an increasingly competitive global market,” he said.
1 million TEU expansion at Salalah
To ensure Salalah maintains its position in the ranking, the Port is currently carrying out a USD 300 million container terminal upgrade and expansion project Next week the port will receive the final four out of 10 new ZPMC ship-to-shore cranes. The first cranes, with a 75 m/26 container outreach, arrived at the start of 2024 are currently being commissioned and tested to start operations.
Once the project is completed in the first quarter of 2025, annual capacity at the terminal will increase from 5 million to 6 million TEU. The extra capacity will allow it to efficiently serve as a key hub for the Gemini Cooperation - a long-term operational collaboration between Maersk and Hapag-Lloyd, which will start in February 2025, with additional capacity available for other shipping lines

NEW DELHI: Ms Anita Praveen, S e c r e t a r y, M i n i s t r y o f Fo o d Processing Industries, Govt. of India has said that the Indian Food Processing Industry is the second biggest employer in the country after textile and can be the basis for increasing farmers’ income.
Addressing the 15th edition of ‘FICCI FOODWORLD INDIA 2024’, Ms Praveen stated that the food
processing sector is an important sector of the economy, and we need to focus on serving the large population of India. “We are a huge market, and we are witnessing numerous trade negotiations because the world recognizes that consumers are in India. These negotiations indicate the growing importance of the Indian Food Processing sector on a global scale,” she added.
Emphasizing the need for the i n d u s t r y t o e x p a n d t h e international markets, Ms Praveen stated that our target should be to ensure that processed food should remain as the ‘quality food’ for all “Time has now come to look at the international taste buds and start manufacturing the products that appeal to everyone in the world,” she highlighted.
Commemorating 60 years of impact: UN Trade and Development (UNCTAD) convenes world leaders to shape a vision for inclusive prosperity in a complex global landscape
GENEVA: The 60th anniversary of U N Tr a d e a n d D e v e l o p m e n t (UNCTAD) will centre on the Global Leaders Forum themed “Charting a new development course in a changing world” (12-14 June, Palais des Nations, Geneva).
The 60th anniversary comes at a time of cascading crisis, with disruptions of global trade, soaring debt, and climate change severely impacting developing countries. It represents “an opportunity to reflect on the lessons learned over the past six decades and forge a new path forward, with a shared vision for the future,” UN Trade and Development
S e c r e t a r y - G e n e r a l R e b e c a Grynspan said.
Exploring new strategies for development, the Global Leaders Forum will focus on integrated treatment of trade and development, and the interrelated issues of finance, t e c h n o l o g y, i n v e s t m e n t a n d sustainable development.
Secretary-General Grynspan will be joined by UN Secretary-General A n t ó n i o G u t e r r e s , a n d t h e President of the 78th session of the UN General Assembly, Dennis Francis. The forum will also feature
six heads of state and government and 28 government ministers of Trade and Foreign Affairs from all world regions Additionally, civil society represen
international organizations will participate.
For ward together with new development thinking
The forum aims to inspire fresh pers
nt thinking to address the complexities of “polyglobalization”, characterized by growing economic diversity and decentralization, amidst the rising interdependence of countries on a global scale.
Discussions will prioritize the needs of developing nations, with a part
developed countries, small island developing states and landlocked d
conversations will address urgent trade and development issues, such as:
Making industrial policy work for trade and development
• Shaping a digital future for people and planet
• Preparing for the economies of
tomorrow: The urgency of options and actions
• R e s h a p i n g f o r e i g n d i r e c t investment and global value chains for development
• Globalization: Development and repositioning in the changing global context
Six decades of action and change
For six decades, UN Trade and Development has stood as a staunch advocate for developing countries, providing crucial support through cutting-edge research and analysis, t e c h n i c a l c o o p e r a t i o n , a n d consensus-building.
Ahead of its 60th anniversary, the organization rebranded to “UN Trade and Development (UNCTAD)”, underscoring its transformative approach and commitment to amplifying the voice of developing economies in global trade, economic and development policy dialogues.

They have also switched to LED lights in the port area to lower energy consumption and decrease the carbon footprint. Furthermore, JNPA actively incorporates renewable energy for terminal operations and promotes extensive green cover, dedicating nearly 34% of the port area to mangroves and other plant life.
