PM Narendra Modi highlights need for better port security

NEW DELHI: Barely a day after PM Narendra Modi highlighted the need for better port security at the meeting of State Police Chiefs, Govt has begun work on setting up a Bureau of Port Security to deal with these issues of all such establishments of central and state govts and private players.

It has learnt that Home Minister Amit Shah will chair the meeting soon, which will be attended by top officials from Port and Shipping Ministry, Home Secretary and Chiefs of CISF and Central Board of Indirect Taxes and Customs (CBIC) to chalk out the roadmap and details. The move gains importance considering that there have

been cases of seizure of contraband items and the need for a uniform security protocol.

Sources said the strategic move is aimed at enhancing coordination among the stakeholders, including enforcement agencies, port authorities, and maritime security establishments “Currently, there is uniform security protocol for 12 major ports under the Central Govt and CISF is deployed. But minor ports (under state and private players) are now handling more cargo and these deploy private security personnel for internal access A uniform system will ensure quicker responses to security issues and incidents,” said an official.

MOSCOW: President Vladimir Putin praised Prime Minister Shri Narendra Modi's "India-first" policy and the "Make in India" initiative at the 15th VTB Russia Calling Investment Forum. President Putin acknowledged India's efforts to foster a stable environment for growth, emphasising how these policies have contributed to India's development.

The "Make in India" initiative, aimed at boosting manufacturing and attracting foreign investment, has played a key role in strengthening India's position in the global economy, he stressed. President Putin's remarks underscored India's economic progress under PM Modi's leadership. He lauded the Indian Government and its

efforts in creating "stable conditions" for small and mediumsized enterprises (SMEs), particularly highlighting the economic initiatives spearheaded by Prime Minister Narendra Modi, with a special focus on the "Make in India" program.

President Putin drew parallels between Russia's import substitution program and India's "Make in India" initiative, expressing Russia's willingness to establish manufacturing operations in India. Investments in India are profitable, he added. He also emphasised that India's leadership has focused on prioritising its national interests.

"Prime Minister Modi has a similar program called Make in India. We are also ready to set up our manufacturing operations in India. The Indian government, under the Prime Minister's leadership, has been creating stable conditions, driven by a policy of putting India first. We believe that investing in India is profitable," stated the Russian President. He also said that Russian company Rosneft invested $20 bn in the country recently

President Putin also highlighted the significance of Russia's import substitution program in the context of BRICS's evolution, focusing on the growth of SMEs and the necessity for a rapid dispute resolution mechanism to facilitate smooth business transactions for SMEs in BRICS+ countries.

He pointed out the rise of new Russian brands that are replacing Western brands that have exited the market, noting the success of local Russian manufacturers in sectors such as consumer goods, IT, high-tech, and agriculture.

"For us, this is particularly important as part of our import substitution program. The emergence of new Russian brands is helping replace those of Western companies that have voluntarily left our market. Our local manufacturers have achieved significant success, not only in consumer goods but also in IT and high-tech industries," he said.

President Putin also urged for greater cooperation among BRICS nations to support the growth of SMEs and encouraged member countries to identify key areas for collaboration at the upcoming summit in Brazil next year Referring to the investment platform Russia is developing with BRICS, President Putin said that it has the potential to benefit all partner countries and is expected to become an important instrument for supporting our economies and providing financial resources to the countries of the Global South and East.

India woos world’s top shipyards in South Korea to achieve shipbuilding ambitions

NEW DELHI: India is wooing the world’s top shipbuilders such as South Korea’s HD Hyundai Heavy Industries Co Ltd, Hanwa Ocean Co Ltd and Samsung Heavy Industries Co Ltd for technical collaboration and joint ventures on the back of a big bang shipbuilding policy which is expected tobeclearedbytheCabinetsoon.

A high-level official delegation led by T K Ramachandran, Secretary, Ministry of Ports, Shipping and Waterways just returned from a visit to top yards in South Korea to understand the ship construction methods and processes followed by t h e w o r l d ’ s s e c o n d b i g g e s t shipbuilding nation and to discuss potential technical collaborations and joint ventures between the two countries, multiple sources briefed on the trip said.

Ramachandran was accompanied by R Lakshmanan, Joint Secretary, Ministry of Ports, Shipping and W a t e r w a y s ( l o o k i n g a f t e r shipbuilding), Madhu Nair, Chairman and Managing Director, Cochin Shipyard Ltd and Capt B K Tyagi, Chairman and Managing Director, Shipping Corporation of India Ltd.

“The meetings with top officials of South Korean yards were very positive. They have expressed keen

interest to forge collaborations and tie-ups with Indian yards,” said an official.

“Some formal agreements are expected to be signed in this regard when Sarbananda Sonowal, Union Minister of Ports, Shipping and Waterways visits South Korea in March next year,” the official said, requesting anonymity

To be sure, two representatives from Hanwa Ocean (for merly Daewoo Shipbuilding & Marine Engineering Co Ltd) participated in a 4 July meeting held by the Ministry of Ports, Shipping and Waterways to discuss ways to rejuvenate the local shipbuilding sector.

Executives from the state-owned Export–Import Bank of Korea (KEXIM), also visited India in the last w

o r e collaborations in the maritime sector, including shipbuilding and repairs.

South Korean yards are known for high productivity in terms of man days per ton “There can be a collaboration to understand the methodology adopted by Korean s h i p y a r d s t o a c h i e v e h i g h productivity at Indian shipyards,” the industry source said.

Training on ship building methods and project monitoring methods

Soft loans to develop shipyard infrastructure in India may also be explored through South Korean lending agencies.

Developing collaborations with S o u t h K o r e a n e q u i p m e n t manufacturers to develop a strong supply chain will foster maritime industry in India in the long run, the industry source said.

“All these would help Indian shipyards capture a larger share of the global shipbuilding and ship repair market,” he added.

India holds less than 1 percent of the global shipbuilding market but aims to break into the top 10 ranking by 2030 and top 5 by 2047.

Globally, more than 50,000 ships are to be built over the next 30 years as the shipping industry pivots towards green technology to cut emissions.

The Ministry will seek Cabinet approval for a new shipbuilding policy that includes introducing a ship recycling credit note scheme, a fixed rate of subsidy for ten years and setting up three maritime clusters in Andhra Pradesh, Gujarat and Odisha as it goes all out to grab a larger share of the global shipbuilding market, officials said.

DG Shipping mandates Comprehensive CCTV Systems on Vessels calling India

MUMBAI: India has mandated all ships calling at its ports must have CCTV systems installed by next October

The Directorate General of Shipping cited both health and safety concerns as well as security interests for its reasons for the new ruling.

The CCTV system installed on t h e s h i p s s h o u l d e n s u r e comprehensive coverage of all access points, deck areas including mooring stations, and critical zones, strategically positioned to eliminate

The system should provide for continuous 24/7 recording with a minimum storage capacity for 90 days of footage. Furthermore, a centralised m o n

Alliances to shake-up shipping as industry recalibrates in 2025 : Transport Intelligence

L O N D O N : T h e

f o r m a t i o n o f n e w alliances and dissolution of old ones is set to reshape the shipping industry in 2025 as major players jostle for market share in an i n c r e a s i n g l y d y n a m i c t r a d e environment.

The end of 2M and THE Alliance –previously responsible for 34 4% of global container ship fleet capacity1 –will redefine global trade routes and capacity allocation, while the newly formed Premier Alliance (HMM, ONE and Yang Ming) and Gemini Co-operation (Maersk and Hapag-Lloyd), will focus on key eastw e s t t r a d e r o u t e s , i n c l u d i n g Asia-Europe, Transpacific and Transatlantic corridors.

The reallocation of capacity is poised to improve overall efficiency, particularly as carriers like HMM, which plans to invest US$17.4bn by 2030, work towards increasing their operational fleet to 1.55m TEU across 30 vessels.

T h i s w i l l a l s o s h i f t p o r t preferences and regional flows To that end, shippers can expect optimised service frequencies and better scheduling flexibility, with independent strategies from major players creating new competition on overlapping trade lanes.

The restructuring is also expected to lead to intensified competition on

THE Alliance splitting into more focused partnerships. And while the dominant Ocean Alliance remains intact and extended to 2032, the

independent carriers to capture market share in underserved routes.

As carriers recalibrate their strategies, service reliability is also expected to improve. Both newly f

operations with the aims of reducing delays. The Gemini Co-operation in particular is targeting a schedule reliability rate of 90%, well above the October 2024 industry average of 51.5%.2

On an industry level, the reshaped alliances will influence global supply by providing more resilient and flexible solutions. There’s little doubt that conflict and geopolitical tensions have exposed vulnerabilities in global supply this year

UNCTAD reported in October that maritime trade grew 2 4% in 20233, but that the conflict means that the future remains uncertain because of these challenges. The restructuring of alliances is anticipated to bolster supply chain resilience by offering more reliable and diversified shipping options, with global schedule reliability – stabilised at 50-55% in 20244 – leaving

much room for improvement.

Indeed, the spectre of geopolitics has loomed large over the industry in recent years, and on this front, it remains influential, though as we are seeing not necessarily definitive. It is expected that alliances with strong regional ties will circumvent conflict through regional trade networks and in the process influence global shipping power dynamics.

O n t h a t f r o n t , t h e G e m i n i Co-operation has said it will re-route away from the Red Sea until further notice. It’s also adopted a hub and spoke model, using strategically located hubs at Tanjung Pelepas and Cartagena as it attempts to isolate disruption to specific nodes and enhance resilience.

As the industry adjusts to new challenges in 2025, the reshaping of alliances signals the start of a transformative era for shipping. These changes promise a more dynamic and efficient global trade network, setting the stage for a future that balances opportunity with uncertainty

India’s success in capturing ‘China-PlusOne strategy’ limited: NITI report

NEW DELHI: India has seen limited success so far in capturing the ‘China Plus One strategy’, while Vietnam, Thailand, Cambodia, and Malaysia have become bigger beneficiaries, according to a report of Government think tank Niti Aayog.

It said that factors such as cheaper labour, simplified tax laws, lower tariffs and pro-activeness in signing Free Trade Agreements (FTAs) have played a critical role in helping these countries expand their export shares.

The US has implemented stricter export controls and higher tariffs on Chinese goods to limit China’s growth a n d e x p e n d i t u r e t o w a r d s technological progress.

This has led to a fragmentation of global supply chains, prompting m u l t i n a t i o n a l c o r p o r a t i o n s to seek alternatives to Chinese manufacturing.

It said that India is seen as an attractive destination for companies looking to shift their manufacturing

bases out of China and this shift offers the country a chance to enhance its domestic manufacturing capabilities, particularly in high-tech industries.

“However, India has seen limited success so far in capturing the China Plus One strategy so far,” said the report.

In recent years, it said, India’s share in global trade has fallen for labour-intensive sectors despite significant endowment.

“China is the main competitor in several key product categories highlighting the need for India to enhance competitiveness in these products. India has a solid foothold in developed markets like the USA, UK, and Germany, across top product c a t e g o r i e s b u t t h e r e a r e opportunities to explore emerging markets,” it said.

It also said that several studies assessing the EU’s Carbon Border Adjustment Mechanism (CBAM) identify African and Asian countries

as the “most” vulnerable to its effects. CBAM (or carbon tax), is aimed at preventing carbon leakage and will apply to high-risk imports such as cement, iron and steel, aluminium, fertilizers, electricity, and hydrogen starting January 2026. It requires the purchase of CBAM certificates, reflecting the carbon emissions linked to these goods.

For India, the iron and steel industry, representing 23.5 per cent of its EU exports, faces the highest exposure under CBAM, it added.

“Indian firms may incur tariffs of 20-35 per cent, leading to higher costs, reduced competitiveness, and lower d e m a n d i n t h e E U m a r k e t Additionally, compliance costs will rise due to the need for detailed emissions reporting,” the report said.

The European Union (EU) is India’s second-largest trading partner In 2023-24, the EU accounted for 17.4 per cent ($ 76 billion) of the country’s total exports.

Land Acquisition and Connectivity Plans Underway for Vizhinjam Port’s Rail

Link Ports Minister V N Vasavan announced that land acquisition for the proposed 10.2 km rail line connecting Balaramapuram to Vizhinjam will commence soon, as environmental and social impact assessments have been completed

“The Konkan Railway Corporation has already submitted a detailed project report,” Vasavan stated.

To enhance road connectivity, the state government plans to collaborate with the National Transportation Planning and Research Centre (NATPAC) and the Road Safety Authority for technical expertise. “A stakeholder meeting was held on Wednesday, and further discussions

will finalize remaining details,” the Minister added.

Addressing concerns about land acquisition, Vasavan assured that the government would ease public apprehensions through dialogue and a comprehensive social impact assessment “Meetings with affected residents will be organized, and compensation matters will be thoroughly discussed,” he said.

COSCO SHIPPING completes First Methanol Refueling Mission

BEIJING: On November 30, CHIMBUSCO Jiangsu achieved a significant milestone by successfully fueling the new methanol dual-fuel powered 1300TEU container ship “NCL VESTLAND” with 79.5 tons of methanol at Sanfu Shipbuilding in Taizhou This successful bunkering operation represents the company’s first marine methanol fuel supply onshore.

The mobile methanol filling skid, jointly developed by CHIMBUSCO Jiangsu and COSCO (Lianyungang) Liquid Loading & Unloading Equipment Co , Ltd, was employed for this refueling task. The entire vehicle-to-ship methanol filling operation was successfully completed in 2.5 hours.
