National Logistics Policy improving Infra system in India : DPIIT Secretary

NEW DELHI: Shri Anurag Jain, Secretary of the Department for Promotion of Industry and Internal Trade (DPIIT), Govt. of India, said that the National Logistics Policy (NLP) has indeed helped in improving the quality of planning and implementing infrastructure projects in the Country. The NLP was launched by the Prime Minister on 17th October this year and was hailed as a step towards improving the logistics efficiency of the country, and making India globally competitive.

Jainsaidthattheactualresultsafter implementation of the NLP are better than what was expected at the time of

planning and reviewing. As per feedback of various departments, the NLP has benefit the infrastructure development. He also said that the quality of planning has improved a lot leading to cost optimisation, while also giving a scope of saving time in further implementation.

While launching the NLP the Prime Minister said that the PM Gatishakti National Master Plan will work in coordination and in support of the NLP.

The PM Gati Shakti Portal will digitise the information related to all infra development projects of Central and State, equivalent to 1500 layers of data. The information will result in improved

planning, speeding up of clearances, andreductionininfragaps.

The Gati Shakti National Master Plan was launched towards the end of 2021 and was aimed at developing an integrated infrastructure to reduce logistic costs. The project brought 16 Ministries including Railways and Roadways together for integrated planning and coordinated implementation of infrastructure connectivity projects. All logistics and connectivity infrastructure projects, entailing an investment of over Rs 500 crore were routed through the network planning group constituted under the PMGatiShaktiinitiative.

India can sustain 9% GDP growth for many years: Sanjeev Sanyal

NEW DELHI: Economic Advisory Council member Sanjeev Sanyal on Sunday said India is capable of sustaining an economic growth of 9 per cent for many years, even as he asserted that a high sustained GDP growth rate is key for the world to achieve the 2030 Sustainable Development Goals (SDGs). Speaking at a side event of the first Sherpa meeting under India’s G20 presidency in Udaipur, the economist said India has a per capita income of only USD 2,200 and that has been achieved after several years of very high growth rate.

“Particularly for the Global South, sustaining high GDP growth rate is

critical to achieving SDGs and without that, all we are doing will be redistributingpoverty.

“Even for relatively advanced countries, most of them have very high debt levels. For them also, sustained high level of GDP growth will be very important,”hesaid.

Sanyal was speaking at the first side event of the India’s G20 presidency and the topic was ‘Transforming lives: Accelerating implementationofSDGs’.

Adopted in 2015 by the UN General Assembly, the SDGs are a collection of 17 global goals “for peace and prosperity for people and the planet, now and into the future” that are

intendedtobeachievedby2030.

The goals are: no poverty, zero hunger, good health and well being, quality education, gender equality, clean water and sanitation, affordable and clean energy, decent work and economic growth, industry, innovation and infrastructure and reduced inequalities.

Sanyal said that the GDP growth rate has been good for India despite the recentglobalcrises,buttherewasstilla scopetodobetter.

“We can sustain a growth rate of 9 per cent for many years. But it is not only about India. From the perspective of the Global South, a lot needs to be done,”hesaid.

ADB $300 mn loan to improve roads and regional trade in India

MANILA: The Asian Development Bank (ADB) approved a $300 million loan to upgrade more than 300 kilometers of state highways and major district roads in Assam, including six road sections in the state’s western, central,andsouthernregions.

“Reduced travel time and costs will improve the mobility and accessibility of people in the less developed areas of Assam and provide a vital link to markets,jobs,socialservices,education, andhealthfacilities,”saidADBPrincipal

Transport Specialist for South Asia Yasushi Tanaka. “Improved connectivity and safe road networks will spur growth within the state and contribute to its potential as a growth catalyst for the South Asia Subregional Economic Cooperation(SASEC)region.”

The project will expand state highways and major district roads from single lane to two lanes and introduce new climate- and disaster-resilient structures. It will establish pedestrian and public transport facilities, elevate

highways in flood-prone areas, and include landslide prevention structures inhillyandmountainousareas.

The roads to be upgraded under this project are connected to SASEC corridors and borders with Bhutan and Bangladesh, and are expected to boost cross-border trade and transport. The projectwillcomplementthemultimodal logistics park being built in Jogighopa andafutureoneinSilchartoserveroad, rail, inland waterway, and air transport facilities.

The attendance gender ratio was an amazing 50:50! and had a 4.7 rating online. The event's distinguishing feature was the global meeting of leaders withasinglegoalinmind: to encourage diversity.

Japan interested in investing in Indian Infra Projects

TOKYO: Tokyo is interested in setting up joint infrastructure development projects abroad with India, said top officials of the Japan International Cooperation Agency (JICA).

Saito Mitsunori, Chief RepresentativeofJICAIndia, pointed to possible collaboration in India’s immediate neighbourhood. Joint planning, design and execution of infrastructure projects in countries like Nepal, where both countries already undertake projects, could help New DelhiandTokyomaximisetheirimpact, headded.

Thisproposalcomesinthebackdrop of heightened geopolitical competition in South Asia. China’s Belt and Road Initiative has allowed Beijing to utilize

infrastructure aid to step up its clout in the region. However, Chinese funding hasbeendoggedbyallegationsof“debttrap diplomacy”. With infrastructure now a key feature of the region’s brewing diplomatic rivalry, the fournation Quad set up a working group on infrastructure.

While India has built the Sittwe port in Myanmar, Japan’s efforts have been concentrated on Yangon port. Similarly, Japan has been active in India’s neighbourhood by helping Bangladesh build the Matabari port. Japan sees the development of Matabari Port as a key imperative for regional economic connectivity. The port will allow Indian business to establish a foothold in SoutheastAsia.

Proposals for India-Japan

cooperation in foreign infrastructure projects are not new. In 2017, the AsiaAfrica Growth Corridor (AAGC) was floated as a joint Indo-Japanese vision for boosting connectivity and trade in Africa. Progress on that front has been limited,accordingtonumerousreports.

Saito pointed out that Japan’s capabilitiesinhardinfrastructurecould be complemented by India’sexperience in setting up digital infrastructure. According to him, India’s digital offerings, which are cheaper and less cutting edge, suit the needs of developing countries, particularly in Southeast Asia. Japanese firms and public sector organizations have been active in infrastructure development in Vietnam, Indonesia, Cambodia and EastAfrica.

Taliban Govt urges India to invest in Urban Infrastructure

KABUL: The Taliban Government in Afghanistan has urged India, including the private sector, to invest in infrastructure projects in the landlocked country that could generate jobsandboostthelocaleconomy.

The request came at a recent meeting with the head of the Indian technical mission in Kabul, said officials. The Taliban regime is keen that Indian businessmen invest in the

urban and housing sector, especially in theNewKabulCityproject,theysaid.

Afghanistan has also requested India to provide Afghan nationals with scholarships for postgraduate and PhD degrees in the civil and urban development affairs to augment the engineering capacity in the country. India-funded projects will facilitate job opportunities, decrease poverty and unemployment, and boost development

in the country, according to the Taliban government.

Before the takeover of Afghanistan by the Taliban in August 2021, India had investedindevelopmentalandcapacitybuilding projects of about $3 billion under a grant programme. But India hasnot taken a call on the request given the security situation in Afghanistan, even as it maintains engagement with theregimeinKabul.

Major Chinese Ports container volume up 8.5% in early November

BEIJING: Container volume at eight major Chinese ports increased 8.5% year-on-year in early November.

Export container volume increased 9.2% while the domestic volume grew 6.6%. Growth of export container volume mainly comes from empty containerreturning.

Cargo throughput at major coastal hub ports rose 9.01%. International tradecargothroughputincreased3.96% whiledomesticvolumegrew13.39%

Crude oil shipments at major coastal ports posted a growth rate of 15.5% year-on-year. Growth rate at Qingdao, Yantai and Guangzhou all exceeded 10% while the port of Dalian

achievedover20%growthrate.

Metal ore shipments at major Chinese ports dropped 2.9% while the portinventoryincreased2.34%.

In early November, the three major Yangtze river ports, Nanjing, Wuhan and Chongqing posted 11.6% growth for cargo throughput and 0.56% decline of containervolume.

Digital to come first in Singapore – Rotterdam Green corridor

SINGAPORE: Work is getting underway on the Singapore –Rotterdam Green and Digital Shipping Corridor with the initial focus on the digitalcomponentandon-time-arrival.

Agreement to create the world’s longest green corridor was reached in early August and the first meeting of parties involved held this week in Singapore.

“WeareaimingtoconnecttothePort of Rotterdam to Singapore focusing on efficientflows,efficientdataexchange,as wellastheavailabilityandtheproduction of green fuels,” Renske Schoenmaker, SeniorBusinessManagerDeepsea,told. While new low or zero fuels for the green component of the corridor are not yet availableatscale,andthefuturefuelmix remainsunknown,thedigitalcomponent isseenasamuchmoreimmediatewayto reduce emissions, ahead of the move to greenfuels.

With CII and EEXI regulations coming into force from the IMO next year shipowners and operators have a

need to reduce emissions in the near term while the first low and zero emissionfuelvesselsareonlyjustbeing ordered. “We believe that especially in the digital part, there is so much to win still,” Schoenmaker said, noting with just12hoursnoticeofarrivalofavessel, and using all the data available to optimise just-in-time arrival over 4%

canbesavedonemissions.

In terms of what is required for the system to work all parties already have the data needed, but the complexity comes in the sharing of data and having thesamedefinitionsandsegments.

“Thenicethingisit’sbabysteps,and every baby step will have an effect on theontheemissions,”shesaid.

Speaking at the keynote session of TOC Asia in Singapore, Tan, explained: “We have spent 45 years building a portfolioofports,butinthelast10we'verealisedthatwasno longer adequate, but that in itself as a philosophy of our mission was no longer adequate and that technology has arrived, that we could connect, and we could think of our ports as a network. Now a network of ports doesn't get us from end to end, so we've gone from ports to networked corridorsandthenfromcorridorswe'rethinkingsolutions.”

He said that with the acquisition of US based logistics solutionsproviderBDPInternational,whichwascompleted April this year, it now has complete suite to offer customers fromsourcetodestination.

Tan's presentation went into considerable detail covering not just connectivity and transportation but also emissions targets, and the interdependency and trust requiredforthesetargetstobemet.

Six global productions systems – food, construction, technology, automobiles, consumer goods and fashion were seen as accounting to 50% of emissions. “These six categories are very complex as production systems are global yet consumption is local, because it's you, and so as resulttheworldtradesystemistwistedinknots,”hesaid.

Supply chain considerations and eco-consumerism are settocometotheforewithmanyretailerssettingemissions targets which they then ask their logistics providers to committo.

For PSA itself its scope 1 and scope 2 emissions ratio will gear more towards to scope 2 over the next 10 years with scope 2 accounting for 60% of its emissions as it reduces its use of diesel and shifting to alternative energy sources. As such PSA will be very reliant on its energy providers are partners to give accurate and real-time information on the greenindex.

“We are all going to enter a world where we are mutually accountable, the mechanisms for mutual accountability do notexistyetinacomprehensivemanner,”Tansaid.

Turning to corridors PSA's Tan said they were “hard to build". He talked about two different corridors one between Singapore and China, and another in Saudi Arabia connectingintoPSA'sglobalnetwork.

A southern trade corridor initiated between the Chinese andSingaporeGovernmentsconnectsSingaporewiththeport of Qinzhou, China, inland to the city of Chongqing and through ChinarailexpresstoEuropeandtheportofDuisburg.

“We are trying to use our imagination in the countries that we serve. We used to think we serve port and its immediate stakeholders, but now we think we serve country,”Tanexplained.

LookingatSaudiArabiaPSAhasbeenawardedthestatusof single operator in the port of Dammam and he said there was now another corridor being formed for domestic consumption requirements and also exports. “Then the control tower conceptcannowbecomearealityforSaudiArabiancompanies to stage products before they even have a customer,” he said. If that customer is in China then the freight forwarding and documentationcanbecompletelyseamless.

National Logistics Policy is long-term positive for the industry: ICRA

MUMBAI: The National Logistics Policy (NLP), launched by the Government of India in September 2022, aims to promote the seamless movement of goods, overcome transportrelated challenges, encourage digitisation and significantly reduce logistics time and cost. The policy is aimed at reducing India’s logistics cost considerably and bringing its percentage of GDP in line with the developed economies. Reduced logistics costs shall help improve India’s competitiveness, both in the domestic and export markets, byimprovingefficiencyacrossallsectors.

Commenting further, Mr. Suprio Banerjee, Vice-President & Sector Head, ICRA Limited, said, “TheIntroductionofNLPisalong-termpositivefortheIndian logistics industry, given its overall focus on attaining better integrationofdifferentmodesoftransport,whichinturnshall lead to faster turnaround and higher efficiency. It is also expected to lower the cost of logistics by reducing the overdependence on the road sector, thereby reducing congestion and ensuring better asset utilisation. Implementation challenges, however, are expected as multiple agencies, stakeholders, and physical entities are involved, which will require proper coordination for the successful implementation of the policy. The implementation will also

entail heavy capital investments to be policy-compliant. The benefits of the policy should also be evaluated against its compliance costs. Nonetheless, the long-term benefits of the policywilloutweightheshort-termchallenges.”

The salient features of the NLP include setting key targets, which include a reduction in the logistics cost in India to be comparable to global benchmarks by 2030 and be among the top 25 countries by 2030 (currently ranked at 44) in the logistics performance index rankings as also creating a data-driven decision support mechanism for an efficient logisticsecosystem.Thepolicywillbeimplementedthrough an eight-pronged Comprehensive Logistics Action Plan (CLAP) encompassing the full spectrum of the sector. The NLP also focuses on the Unified Logistics Interface Platform (ULIP), a single-window platform for all transportation services, and a new digital platform, Ease of Logistics Services (E-logs), for a quick resolution of issues raised by the industry, reducing costs, preventing timeleakagesandensuringbetterefficiency.

The policy will also help in generating employment and better skills, along with making medium and small enterprises more competitive. It will lead to the higher formalisation of the industry and reduce fragmentation in the sector. This is expected to enhance the efficiency of lastmileconnectivityandreducetheover-dependenceonroads.
