Great Nicobar Transshipment Port : Government finalises DPR and approvals for Rs 41,000-crore project, construction to begin soon
NEW DELHI: The government is finalizing the detailed project report (DPR) for the Rs 41,000-crore international transshipment port at Great Nicobar Island in the Bay of Bengal, with construction set to commence in the coming months, a senior official announced recently.
Cont’d. Pg. 5
MUMBAI: The first half of the current year saw an 8 per cent increase i n w a r e h o u s i n g a n d l o g i s t i c s absorption, reaching 16.6 million sq ft, compared to the same period last year, according to the latest office market report from Vestian, a US-headquartered workplacesolutionsfirm
However, this figure represents a 26 per cent decrease compared to the second half (H2) of 2023. The reduction is largely due to a significant 74 per cent dip in absorption in the NCR region, the report added.
M u m b a i a n d P u n e t o g e t h e r accounted for 63 per cent of the total absorption in the first half (H1) of the
current year, followed by southern cities (Bengaluru, Chennai, and Hyderabad) at 29 per cent. Notably, Mumbai’s share increased from 25 per cent in H1 2023 to 41 per cent in H1 2024, driven by rising demand for grade-A warehouses in areas such as Uran, Bhiwandi, Panvel, Taloja, and Ambernath In contrast, NCR’s share plummeted from 31 per cent to 6 per cent over the same period. Third-party logistics companies dominated absorption with a 39 per cent share in H1 2024, up from 26 per cent in H 1 2 0 2 3 T h e E n g i n e e r i n g , Manufacturing, Automobiles and Auto Components sectors also saw increased shares, rising from 16 per cent and
4 per cent in H1 2023 to 22 per cent and 9 per cent in H1 2024, respectively.
The sector attracted investments worth USD 1 6 billion in H1 2024, accounting for 42 per cent of the total institutional investment in the real estate sector
As major economies began to expand again and foreign investor participation in the Indian warehousing sector increased, investments in H1 2024 equalled one-third of the total institutional investment received in the past four years.
Moreover, investments in H1 2024 surged by 4.5 times compared to H1 2023.

Environmental Clearances and Approvals Secured Ports, Shipping, and Waterways
Secretary T K Ramachandran confirmed that the project has received all necessary environmental clearances and approval from the National Green Tribunal (NGT).
“The DPR is finalized, and we are m o v i n g f o r w a r d w i t h t h e implementation,”Ramachandrantold
The Ministry of Ports, Shipping, and Waterways had projected that the Rs 41,000 crore (approximately USD 5 billion) port would be developed through a mix of government funding
and public-private partnerships ( P P P ) E l e v e n c o m p a n i e s , including Larsen and Toubro Ltd, Afcons Infrastructure Ltd, and JSW Infrastr ucture Ltd, have expressed interest in the project
The port, strategically located on an international trade route near major transshipment terminals such as Singapore, Klang, and Colombo, is designed to handle up to 16 million containers annually The first phase, costing Rs 18,000 crore, is expected to be operational by 2028 and will handle over 4 million containers.
The project includes plans for an airport, township, and power plant.
It will be developed in four phases, with Phase 1 involving the construction of essential infrastructure like breakwaters, dredging, and storage areas. The PPP model will allow flexibility for concessionaires to develop infrastructurebasedonmarketneeds Reducing Dependence on Foreign Ports
Currently, about 75 percent of India’s transshipped cargo is processed at foreign ports, including Colombo, Singapore, and Klang
The Great Nicobar port aims to shift a significant portion of this traffic to India, enhancing the country’s transshipment capabilities.
NEW DELHI: Reforms in certain customs and banking rules, access to credit, and incentives at par with China will be key for India to boost its exports through e-commerce medium to $350 billion by 2030, think tank GTRI said.
The Global Trade Research Initiative (GTRI) report also suggested creation of separate regulations and ecosystems to support two different types of e-commerce exports - direct export and overseas warehouse models; supporting firm to open warehouses in key foreign cities; export incentives at par with physical shipments; marketing support; and creation of regional hubs for MSMEs.
"Over 60 per cent of Chinese e-commerce exports ($330 billion in 2023) use foreign warehouses for faster delivery They have special rules and support systems that help their e-commerce sector grow. If we do not a d o p t s i m i l a r m e a s u r e s , o u r e-commerce exports might only reach $25 billion by 2030, despite having the potential to reach $350 billion," GTRI Founder Ajay Srivastava said.
T h e g l o b a l c r o s s - b o r d e r e-commerce exports are projected to grow from $1 trillion in 2023 to $8 trillion by 2030 on account of the ability of online firms to deliver overseas products to consumers within 1-2 days, matching the speed and convenience of local supplies.
India's e-commerce exports could grow from $5 billion to $350 billion by 2030, thanks to strengths in customized products, traditional crafts, and a growing base of over 100,000 sellers.
At present, the domestic sector is facing different issues and as successful e-commerce policies in China, Korea, Japan, and Vietnam have helped many firms sell globally,
I n d i a t o o n e e d s t o p u b l i s h a n
e-commerce export policy and these steps.
It said that Indian regulations primarily cater to the direct export model, and separate regulations need to be introduced for meeting the needs of the warehouse model which has s e v e r a l b e n e f i t s s u c h a s o v e r 50 per cent savings in freight, no customs delays, and faster delivery Warehouses can be established by the government, private sector, or e-commerce firms and efficient warehouse management including using foreign warehouses will immediately boost India's e-commerce exports, the report said.
Currently, over 60 per cent of China's global cross-border e-commerce exports use overseas warehouses Recommending nine customs reforms, Srivastavasaidthatthereisaneedtoset up a green channel for e-commerce shipments; single window system; complete digital submission of documents; and implementation of 24-hourautomatedinspections
"Createadedicatedgreenchannelfor e-commerce shipments across express, post, air cargo, and ocean cargo channels. This will ensure faster and more efficient clearance for e-commerce exports," the report suggested
On banking reforms, it said that most banks are not geared to cater to the small packet, low-value ecommerce requiring quick and lowcost processing.
"Key issues include reluctance to process forex through alternative channels, high and multiple processing fees, incorrect allocation of purpose codes, limitations in the RBI's EDPMS ( E x p o r t D a t a P r o c e s s i n g a n d Monitoring *System*), and penalties imposed on exporters for banks' inefficiencies," he said.
It recommended raising the export realization variation limit from 25 per cent to 100 per cent; waiving bank charges and automate processes; define a time limit for banks to complete all small export-related requests; and exempting shipment value up to $1000 per shipment from monitoring till single windowisimplemented.
It also said that access to credit is a significant challenge for small e-commerce exporters in India and unlike B2B (business to business) exporters, who enjoy multiple financing options due to their priority status with banks, e-commerce exporters face several hurdles.
I t a d d e d t h a t e - c o m m e r c e exporters do not receive the same priority status as B2B exporters as they face higher interest rates ( 1 2 - 1 5 p e r c e n t ) c o m p a r e d t o B2B exporters (7-10 per cent).
"Treat e-commerce exports on par with B2B exports. Include loans for e-commerce exports in priority sector lending. Provide easy credit access as it will allow small firms to expand operations, invest in new inventory, and improve their competitiveness in global markets," Srivastava said.
Further e-commerce export shipments cleared through express courier mode do not get export incentives like Duty Drawback, RoDTEP (Remission of Duties and Taxes on Export Products), export promotion capital goods scheme (EPCG), and advance authorisation, creating a disparity compared to B2B offline exports.
"India should extend existing export incentives to all e-commerce exporters, besides matching the incentive provided by Chinese provinces to e-commerce exporters," he added.

NEW DELHI: India is moving towards becoming the manufacturing hub of the world. Neighbour China also seems to have accepted that India is now becoming a major power in manufacturing.
China’s official newspaper Global Times shared a list of the world’s top 10 countries in manufacturing output.
India ranks fif th in that list. Interestingly, the Global Times has specifically mentioned India in its post shared on the social media platform.
Global Times on Indian Economy
Global Times wrote in its post, “
. India has made it to the top 5 with a manufacturing value added of $456 billion.” Global Times has prepared this list based on World Bank data.
The tone of Global Times, which has always been critical of India, has softened towards India for some time and slowly but surely, now China has started considering India as a power in the world.
China tops the Global Times list in manufacturing output with $4659 billion The post said America stands in second place with a manufacturing output of 2497 billion dollars.
Germany is in third place with $845 billion, Japan is in fourth place with $818 billion and India is in fifth place with $456 billion.
South Korea is ranked sixth on this list, Mexico is ranked seventh, Italy is eighth, France is ninth and Brazil is tenth.
NEW DELHI: In 2023, India continued to be the eighth-largest exporter of agricultural products
w o r l d w i d e . H o w e v e r, I n d i a ’ s agricultural exports dropped from $55 b i l l i o n i n 2 0 2 2 t o $ 5 1 b i l l i o n . This decline happened during a time when many other leading countries a l s o s a w a d e c r e a s e i n t h e i r agricultural exports.
Global Export Trends
Out of the top ten agricultural exporting countries, only three saw growth in their exports in 2023:
1.Brazil: Agricultural exports increased by 6% to $157 billion.
2.E u r o p e a n U n i o n ( E U ) : Agricultural exports grew by 5% to $836 billion.
3.T h a i l a n d : A g r i c u l t u r a l exports increased slightly by 0.2%, though it is not among the top three exporters.
India’s reduction in agricultural exports can be attributed to several geopolitical factors, such as:
•The Red Sea crisis
•The Russia-Ukraine war Export Bans and Their Effects
These events have disrupted global trade Additionally, India’s export bans on key agricultural products also contributed to the decline. These bans included:
•Wheat in May 2022
•Non-basmati rice in July 2023
•Sugar in October 2023
Despite a decrease in exports to $198 billion, the United States remains the second-largest agricultural exporter. China is the fourth-largest, with a slight decrease to $95 billion
Other significant countries in the top ten include Canada, Mexico, and Indonesia Australia
New WTO Trade Statistics Tool
The World Trade Organization (WTO) introduced an interactive platform in i t s 2 0 2 3 r e p o r t f o r a n a l y z i n g international trade data. This tool allows users to explore trends in world trade by value and volume, with options to filter by economy, region, and product group.
THIRUVANANTHAPURAM : The charges for bringing in ships and goods to the Vizhinjam International Seaport have been announced. The rates are being determined after evaluating the GRD – Gross Registered Tonnage.
The usual charges levied at the ports include port dues, pilot charges (for bringing in the ships from outer seas to the ports) and berth hire charges for loading and unloading of
goods. While trans-shipment charges for a single day ranges somewhere between 20,000-25,000 USD at the Colombo port, Vizhinjam is only charging 10,000 USD.
Vizhinjam Port is a deepwater
s e a p o r t l o c a t e d i n
Thiruvananthapuram, Kerala It is strategically positioned on the southern tip of the Indian subcontinent, making it potentially advantageous for
international maritime trade routes
The port is designed to accommodate large cargo vessels and is expected to ser ve as a transshipment
, benefiting from its proximity to major international shipping lanes. Vizhinjam Port aims to boost economic growth in Kerala by enhancing trade connectivity and logistics efficiency, thereby contributing to the development of the region and the broader Indian economy
L

NOIDA: As India’s organic food exports reached approximately $495 million in FY24, the stakeholders need to work on five key areas to further boost the country’s share in the organic export market, according to Commerce Secretary Sunil Barthwal. These five important areas are: Certification and testing, labelling, packaging, branding and logistics.
The Commerce Secretary also mentioned about the recent allocation in the Union Budget for setting up 100 labs for quality checking and food quality which will help the industry in
meeting the global standards.
“The Ministry is also working on mutual recognition agreements (MRAs) on organics with key countries to facilitate organic exports,” he informed.
One such MRA for organic products was implemented between India and Taiwan last month – the first bilateral agreement for organic products between the two nations.
In its 16th year, ‘BIOFACH INDIA’ was jointly organised by APEDA (Agricultural and Processed Food Products Export Development
Authority) and Nuernberg Messe.
Abhishek Dev, Chairman, APEDA said the Indian organic products hold immense potential to capture a larger share of the international market o w i n g t o t h e c o u n t r y ’ s v a s t agricultural diversity, growing consumer demand for organic food products coupled with growing awareness about health.
‘We aim to educate and raise awareness about the benefits of these practices, not only for our health but also for the environment and our local communities,” said Dev
