N AV I M U M B A I : S i n c e i t s inception, Jawaharlal Nehru Port Trust (JNPT), one of India’s premier container handling Ports, has been working towards adopting sustainable solutions in its operational area. In a major push under green port initiatives and with a vision to achieve sustainability goals, Shri Sanjay Sethi, IAS, Chairman, JNPT, deployed 9 electric vehicles for the employees of JNPT to travel within the port area, in the presence of Shri. PM meeting Indian Missions, EPCs & Industry Today in a bid to push Exports Cont’d. from Pg. 1 With recovery firming up at key export destinations, including the US and Europe, the government is keen to ensure Indian exporters are able to take advantage. “The meeting is majorly to interact with heads of missions and the

industry to push exports and meet the ambitious target of $400 billion,” said an official. Senior government officials will attend the meeting, likely in the evening, sources said. Led by petroleum products, gems and jewellery and engineering goods,

exports rose 47.9% on-year to a record $35.17 billion in July. The industry is likely to raise issues related to liquidity and shipping during the meeting. It has also pushed for priority status to exports sector and resolution of risky exporters’ issues.

S c h e m e s s u c h a s t h e A d v a n c e Authorization Scheme and the Export Promotion Capital Goods (EPCG) Scheme are being implemented to enable duty free import of raw materials and capital goods for export production. 3. The Interest Equalization Scheme, which provides pre and post shipment Rupee export credit has been extended upto 30.09.2021. 4. Remission of Duties and Taxes on Exported Products (RoDTEP) scheme has been operationalized for exports with effect from 01.01.2021. 5. It has been decided to extend the Rebate of State and Central Levies and Taxes (RoSCTL) Scheme for apparel and made-up exports till March 2024. 6. Transport and Marketing Assistance (TMA) scheme for specified agriculture products provides assistance for the inter national component of freight and marketing of agricultural produce and to promote brand recognition for Indian agricultural products in the specified overseas markets. 7. A c o m m o n d i g i t a l p l a t f o r m f o r Certificate of Origin (CoO) has been launched to increase Free Trade Agreement (F TA) utilization by

exporters. 8. In order to leverage the full export potential of our vast country, Districts are being promoted as Exports Hubs by identifying products and services with export potential in each district, addressing bottlenecks for exporting these products/services and supporting such local exporters/manufactures through institutional and strategic interventions. District specific export action plans for 478 districts have been prepared. 9. Exports of services is being supported through negotiating meaningful market access through multilateral, regional and bilateral trade agreements, through participation in and organization of international fairs/exhibitions like the Global Exhibition on Services. An ‘Action Plan for Champion Sectors in Services’ is being developed to give focused attention to identified Champion Services Sectors through identified nodal Ministries/Departments 10. Assistance is being extended to exporters under the Market Access Initiative (MAI) scheme for various activities such as export market research & product development, product registration, organizing / participating in fairs, exhibitions and

Buyer Seller Meets (BSMs) abroad, Reverse Buyer Seller Meets etc. 11. In order to have a coordinated and focused attention on development of export infrastructure, a working group on infrastructure up-gradation has been constituted under National Committee on Trade Facilitation ( N C T F ) a n d a N a t i o n a l Tr a d e Facilitation Action Plan (NTFAP) has been for mulated. This includes measures for improving road and rail connectivity to ports and smart gates at sea ports. Government is continuously engaged in strengthening Indian industry through “ease of doing business” for improving the business environment and attracting foreign investments. To make domestic manufacturing globally competitive and to create global champions in manufacturing, Production Linked Incentive (PLI) Schemes in 13 sectors are being implemented. The Government has initiated a review of s o m e o f t h e e x i s t i n g F r e e Tr a d e Agreements (FTAs) to maximize its export potential to benefit domestic industry as well as to make them more user friendly, simple and trade facilitative. In addition, bilateral trade negotiations have been initiated with a number of countries.

CBIC launches Compliance Information Portal (CIP) CIP provides free access to informa on on all Customs procedures and regulatory compliance for nearly 12,000 Customs Tariff Items Cont’d. from Pg. 1 CIP is yet another facilitation tool developed by CBIC to empower our business as well as any interested person with up-todate information on the legal and procedural requirements of Customs and Partner Government Agencies (FSSAI, AQIS, PQIS, Drug Controller etc.) for carrying out imports and exports. The portal would provide at the click of a button complete

knowledge of all import and export related requirements for all items covered under the Customs Tariff thereby improving the ease of doing cross border trade. For using CIP, one can simply enter either the Customs Tariff Heading (CTH) or the description of the goods in question to get infor mation to step-by-step procedures, regulatory compliances requirements like License, Certificates,

etc., for imports as well as exports. This includes import and export through posts and courier, import of samples, reimport and reexport of goods, self-sealing facility for exporters and project imports. Another important feature of CIP is a pan India map showing all the Customs seaports, airports, land customs stations etc. It also contains addresses of the regulatory agencies and their websites.

ONE’s prots signicantly up in rst Quarter SINGAPORE: In Q1, ONE’s profit significantly increased to US$2,559 Million compared to the same period last year (+US$2,392 Million). This increase is mainly due to the continuous strong market. • The global container trade volumes increased by approximately 20% Y to Y. Vessel utilization was at full capacity due to the strong cargo demand. • The turmoil within the entire global supply chain continued in Q1. Severe shoreside and inland congestion was and is still ongoing. • Long term freight increased and short term freight was significantly higher than expected. FY2021 1st Quarter Results and PL Analysis • Liftings: Increased due to global strong cargo demand compared to the same period last year, which was significantly affected by COVID-19. • Operation costs: Increased due to faster vessel speeds to improve schedule reliability. Vessel delay due to port/terminal congestion is ongoing. • Freight: Significantly improved due to increases in both long-term and shortterm market. • Variable costs: Cost saving initiatives progressed, but additional costs increased due to shoreside and inland congestion. • Bunker price: Further increased. • Overhead costs: Agency fees increased. • Others: Increased due to FX impact and interest rate, etc. 2. Liftings, Utilization Rates, Freight Index in Major Trades Liftings, Utilization Rates : The lifting on Asia-North America E/B decreased from FY2020 Q4 due to blank sailings caused by port congestion or vessel delays, but the vessel utilization rate was maintained at 100%. Both lifting and utilization on Asia-Europe W/B improved. The lifting and utilization rate on both Asia-North America and AsiaEurope trade improved compared to FY2020 Q1. Freight Index : Both long and short-term freight market increased. It significantly improved compared to the same period last year. 3. FY2021 Full Year Forecasts Whilst the current demand is rapidly increasing, the

excessive strain on the entire global supply chain triggered by operational restrictions resulting from COVID-19 pandemic still remains. The COVID-19 pandemic is expected to ease with the global vaccination roll out. However, the resurgence of COVID-19 continues in some countries and possible variants are still a great cause for concern. It is difficult to predict when the pandemic and its effects will be over. Under such circumstances, approximately US$6,000 million profit after tax would be expected for the FY21 1H at the present moment. The economic environment is now changing as the global situation of COVID-19 changes. It is therefore extremely difficult to make a performance forecast and as such ONE’s forecasts for FY2021 are yet to be finalized. 4. Actions to Achieve Further Competitiveness The launch of the new THE ALLIANCE product for FY 2021 which includes the new ASIA-US GULF service (Ec6), the merger of the EC1 and EC3 in Asia- EC North America route through the deployment of larger vessels and a restructuring and capacity boost of the Transatlantic services, resulted in increased frequency, improved transit times, and provided a wider range of port pairs. The new Asia-East Africa (EAF) service, where growth is expected, successfully launched in April 2021 with vessels fully loaded. E-Commerce function, ONE’s brand-new digital instant quotation and booking platform “ONE QUOTE” is successfully expanding since its launch in February 2021 and will enhance new functions, like Epayment and Esignature. ONE conducted a 2nd successful trial using sustainable biofuel to power the M/V MOL Experience deployed in the Transatlantic service; a positive step forward for ONE’s sustainability initiatives. ONE has been awarded ISO 9001 for ONE’s Quality Management System (established in April 2018). The system is a strict self-imposed safe ship management system, ensuring safe navigation and cargo operation which meets with international standards and complies with rigorous quality management principals. ONE became a gold sponsor of ’Flying Angel Campaign’ by The Mission To Seafarers charity to support Seafarers’ Wellbeing under COVID-19 and crew changes despite travel restriction.

Parliamentary Committee urges MoPSW to review status of delayed projects under Sagarmala Projects Asks for reasons of delay in comple on of 632 projects under the Sagarmala programme NEW DELHI: The Parliamentary Standing Committee on Transport, Tourism and Culture has asked the M i n i s t r y o f Po r t s , S h i p p i n g a n d Waterways to provide reasons for the delay in the completion of 632 projects under the Sagarmala programme. The report of the panel on “Promotion of Infrastructure in India’s Maritime Sector”, tabled in both the Houses on Wednesday, 4th August, said only 172 projects out of the 802 sanctioned projects under the Sagarmala Programme have been completed and the remaining 632 projects are under the implementation stage, which is far from being satisfactory. The panel said the shipping industry in India is subjected to multiple taxes as compared to leading maritime nations due to which shipping companies are not attracted to invest in India. It asked the Ministry to formulate a new tax regime in line with other tax regimes of leading maritime nations.

‘Expedite projects’ The panel asked the Ministry to expedite the projects. “The Committee, therefore, desires to know whether the projects under implementation have witnessed any time overrun and cost escalation as compared to the original cost and timeline of the projects. The Ministry should also mention the precise reasons for delay, if any, portwise and steps being taken to address such delays,” the report said. It also found that only a small fraction of funds has been utilised so far from the allocation and said it speaks of very poor planning and fiscal indiscipline. “The Committee would, therefore, like to be apprised of the measures taken for effective and efficient utilisation of sanctioned funds,” the report added. Dedicated mechanism It recommended a dedicated mechanism for effective coordination and monitoring of PPP projects for developing

of private ports in the country. “Further, ways should be chalked out to link private ports with the major and minor ports of the country in order to cater to the growing requirement for import/export of manufactured goods/ raw materials, immediately after the phase of Covid-19 pandemic is over,” the report said. The Committee expressed dismay to note that out of 98 road connectivity projects to ports, only 13 projects have been completed. “Similarly, out of 91 rail connectivity projects, only 28 projects have been completed so far. This speaks of poor coordination between the M i n i s t r y o f Po r t s , S h i p p i n g a n d Water ways and the implementing agencies. The Ministry is extending timelines for execution of these projects instead of emphasising upon their timely and speedy completion,” the report said and recommended a dedicated monitoring mechanism to ensure completion within the approved cost and designated time.

which has not yet been finalised. " The government is presently holding stakeholder consultations with state gover nments, central ministries, technical institutions, etc. to explore the development of freight smart cities in the country," Goyal said.

Sri Lanka’s Adani-JKH US$650mn Port Terminal gets 25-year tax holiday COLOMBO: Sri L anka’s West Container Terminal at Colombo Port built by India’s Adani group and John Keells Holdings will cost 650 million US dollars and will get a 25-year tax holiday, a government notice said. The project will be 30 percent financed by equity and 70 percent by debt, which will be a foreign loan, the notice said. Adani group said in March that it

will hold a 51-percent stake in the West Terminal, Sri Lanka Ports Authority 15 percent and JKH a material stake. This month JKH said designs for the projects are in progress. The project will have a 35-year buildoperate-transfer concession from the SLPA. The first 600-metre quay length will have to be completed and in operation within 36 months of the BOT

agreement being signed. The full 1,400-meter quay wall should be done by 48 months. The project should be complete in 60 months. In tax breaks outlined under Sri Lanka’s Strategic Development Projects Act, the terminal company will get a 25-year tax holiday from the first year of profits or two years after starting commercial operations.

Free Trade Agreement (FTA) negotiations, including those on specific issues, are to be held considering the interest of either side.

The commodities included / excluded in the FTA negotiations are to be finalized based on extensive consultations with the stakeholders, once negotiations resume. Review of the existing FTAs is an ongoing process to maximize country’s export potential to benefit the domestic

industry, and to make the FTAs more u s e r f r i e n d l y, s i m p l e a n d t r a d e facilitative. This information was given by the Minister of State in the Ministry of C o m m e r c e a n d I n d u s t r y, S m t . Anupriya Patel, in the Lok Sabha recently.

Private stakeholders should have liberty to identify new Ports : Parliament Panel NEW DELHI: A Parliamentary panel has recommended that private stakeholders of the shipping industry should have the liberty to identify new ports in the country and approach the central government with the proposal for their development. The report of the department-related Parliamentary Standing Committee on Transport, Tourism and Culture on ”Promotion of Infrastructure in India’s Maritime Sector” also suggested that a common rail yard should be developed at JNPT for faster evacuation of containers. “The committee also recommends that private stakeholders of the shipping industry should have the liberty to identify the new Ports in the country and approach the Government of India with the proposal for their development,” the report said. The committee said it would also like to recommend to the Ministry of Ports, Shipping and Waterways that a dedicated mechanism should be put in place for effective coordination and monitoring of PPP projects undertaken for the development of private ports in the country. “Further, ways should be chalked out to link private ports with the major and minor ports of the country in order to cater to the growing requirement for import/ export of manufactured goods/raw materials, immediately after the phase of COVID-19 pandemic is over,” according to the report.

The committee noted that the shipping industry in India is subjected to multiple taxes as compared to leading maritime nations due to which shipping companies are not attracted to invest in India. “The committee, accordingly, recommends that the ministry should take effective steps to modify relevant policies with a view to formulate a new tax regime in line with other tax regimes of leading maritime nations,” it suggested. The committee pointed out that despite the Sagarmala Programme being launched way back in the year 2015, only 172 projects out of the 802 sanctioned projects under it have been completed and the remaining 632 projects are under the implementation stage, which is far from being satisfactory. According to the committee, the ministry of ports, shipping and waterways in coordination with the ministry of renewable energy should also work towards the establishment of solar power plants and wind power generation units on the unutilised land rather than on sea. Noting that promotion of huge facilities capable of handling bigger ships is the need of the hour, the committee said it recommends that investments may be made in capital dredging in the form of Government Budgetary Support, equity participation and debt financing to ports.

Container shortage, rising logistics cost hit auto exports: ACMA NEW DELHI: Over-dependence on Chinese container manufacturers and foreign shipping lines is beginning to pinch the auto industry with container availability and cost becoming an issue for auto exporters. Last week, TVS chairman Venu Srinivasan said that the company’s two wheeler exports in Q1 were hit by container availability. On Tuesday, Automotive Component Manufacturers Association of India (ACMA) president Deepak Jain said that auto component exporters are facing a ‘4x to 6x increase in logistics cost due to the container issue. ACMA announced that component exports have fallen 8% in FY21 compared to the year before though the good news is exports to China have seen a small increase. “The container shortage began in H2 of FY21 but now the pinch has sharpened and the rates for a 40ft container to the US has gone up from $2,000 last year to $6,000 now,” said Jain. “A 40ft container to the EU used to cost $1,500 which is now

$5,000. Given that the US and EU are our top export destinations, this has hit exporters badly,” he added. Component exports from India have dipped (for the second year in a row) by 8% from $14.5 billion in FY20 to $13.3 billion in FY21. It was $15.2 billion in FY19. India’s top export destinations are the US, Germany, Thailand, Turkey and the UK. Exports to the US (26% of total exports) have come down 6% from $3.7 billion to $3.5 billion. Europe too is down 4% from $4.36 billion to $4.2 billion. The good news is China has entered the top 10 export destinations with $360 million in Indian exports, up 14% from $320 million in Fy20. According to Jain, the container shortage is hitting Indian exporters more because “container services to and from India are dependent on foreign shipping lines and container manufacturing is entirely China dependent,” he said. The current waiting period for a container is now 1-2 weeks from just 24-48 hours before.

Tuticorin Coal Terminal headed for liquidation TUTICORIN: Tuticorin Coal Terminal Pvt Ltd is headed for liquidation after a panel of creditors rejected the expression of interest filed by two entities to buy the insolvency facility located at the centrally-owned VO Chidambaram Port Trust (VOCPT), making it First Public-Private- Partnership (PPP) project in the port sector to fulfill the fate. The 7 million tonne capacity terminal has been developed by ALBA Asia Pvt Ltd with a 74 per cent stake and Louis Dreyfus Armatures SAS (LDA) with a 26 per cent stake. ALBA Asia is an Indian joint venture dry bulk port operating company controlled by the French shipping conglomerate Louis Dreyfus Armatures SAS. Government sources said the expression of interest filed by Felguera Grouse India Pvt Ltd and VKS Mining Services was rejected by the Bank of India-led committee of creditors on the basis of valuation. The terminal operator is also to fund Felguera Grouse, the

Indian arm of Spanish firm Duro Felguera SA, to supply shore unloaders for the facility. A bankruptcy court in Mumbai has initiated insolvency proceedings against Tuticorin Coal Terminal after Bank of India filed a petition for recovery of dues of Rs. 90.87 crore after the PPP operator “abandoned” the facility. The consortium of seven banks led by Bank of India owes some Rs. 355.79 crore at the terminal. To salvage the situation and recover the money, the lenders have asked the VOCPT to terminate the concession agreement signed with the Tuticorin Coal Terminal and pay off the debt due to them. “Since the terminal had commenced operations (called the commercial operation date or COD), the lenders are eligible to receive the loan due from the port authority in the event of termination due to default in repayment of the loan,” an official said. The banks that lent money to the terminal.

India for speeding up connectivity projects with Asean NEW DELHI: India has called for the speeding up of regional connectivity projects with members of the Association of Southeast Asian Nations (Asean), including the trilateral highway with Myanmar and Thailand and the Kaladan transit transport project. While speaking at the virtual AseanIndia foreign ministers meeting, external affairs minister S Jaishankar said New Delhi was also looking to an early review of the trade in goods agreement. In a set of tweets, Jaishankar described the meeting as “substantive and fruitful”. India, he tweeted, was looking forward to “accelerate our connectivity projects, especially trilateral highway and Kaladan project”. The Indian side has helped construct two key stretches of the 1,360-

km trilateral highway in Myanmar, but work on several other sections and the upgrade of nearly 70 bridges has been held up by a variety of factors. India believes the highway, which will run from Moreh in Manipur to Mae Sot in Thailand, will allow it to access markets across the Asean region and boost people-to-people ties. Work on the $484-million Kaladan project, which will connect Kolkata port with Sittwe port in Myanmar’s Rakhine state, has been affected by the activities of militant groups such as the Arakan Army and land acquisition issues on the Indian side. New Delhi has been pushing for a review of the India-Asean trade in goods agreement, which entered into force in January 2010. Under the pact, the Asean states and India agreed to open their markets by progressively reducing and

eliminating duties on 76.4% coverage of goods. The Indian side believes an early review of the agreement will help achieve the tr ue trade potential between the two sides. The review is expected to include issues such as customs procedures, exchange of data and further liberalisation of trade. “Much of India’s interests and relationships now lie to its East, a testimony of its ties with Asean,” Jaishankar said in a tweet. India also seeks convergence between its IndoPacific Oceans Initiative and the Asean outlook on the Indo-Pacific, he said. At the same time, India will support the initiative for Asean integration through capacity-building initiatives and also contribute through MekongGanga cooperation and quick impact projects, he added.

This consignment is sourced from the farms of Burigaon in Darrang District and will give a further boost to farmers’ income especially during this pandemic situation. NERAMAC, under the Ministry of DoNER, has been focusing on improving the condition of farmers of the North-Eastern Region by providing them a platform to sell their produces at a fair and reasonable price.

National Industrial Corridor Programme (NICP) to develop 11 Industrial Corridors with 32 Projects in 4 phases NEW DELHI: Government has approved development of 11 Industrial Corridors with 32 Projects to be developed in four phases in the country as part of National Industrial Corridor Programme (NICP) which are under various stages of conceptualization / development / implementation. Govt. of Tamil Nadu in January, 2021 submitted a proposal for funding assistance

to Chennai Kanyakumari Industrial Corridor (CKIC) under NICP. They have been requested to submit a detailed proposal (Comprehensive Development Plan/Feasibility Report) for inclusion of CKIC under Industrial Corridor framework along with detailed information of availability of land. Therefore, no amount is allocated for this corridor as yet. The Objective of development of industrial

corridors is to expand the industrial output, increasing employment opportunities, provide better living and social facilities for the new and growing workforce by way of providing plug n play infrastructure at the plot level for industries. This information was given by the Minister of State in the Ministry of Commerce and Industry, Shri Som Parkash, in the Lok Sabha recently.

In line with JNPT’s endeavor to be a Green Port, the port inducts 9 Electric vehicles JNPT becomes first Major Port to opera onalise fleet of e-vehicles

Cont’d. from Pg. 1 The induction of the EV fleet is in line with JNPT's green port initiative, and the deployment of ecofriendly mobility solutions for the JNPT employees is yet another addition to the port's host of sustainable, green initiatives. The e-vehicles are zeroemission vehicle that will enable JNPT transition to green and energy-efficient mobility solutions. Furthermore, JNPT has also operationalized a dedicated charging station for the newly inducted e-vehicle fleet.

Speaking at the inauguration event, Shri Sanjay Sethi, IAS, Chairman, JNPT, said, "JNPT persistently focuses on sustainability to minimize the impact of the port's operations on the environment and surrounding communities. The port not only aims to obtain economic efficiencies but also focuses on ecological and social stability. Industries across the world are incorporating climate change aspects to increase accountability towards an environmentally-conscious world. EVs offer a way lower cost of ownership as they are much easier for maintenance and reduce the dependency on fast depleting fossil fuels. With the induction of EV vehicles, we will be at par with sustainable global ports augmenting JNPT's stature to be among the prominent container ports in the world. We will continue to work towards building a clean, green and sustainable port." JNPT has initiated various environmental upgrades and Green Port Initiatives like Sewage Treatment Plant, Shore Power Supply to Tugs/Port Crafts, Continuous Ambient Air

Quality Monitoring Station, Comprehensive Solid Waste Management Facility, E-RTGCs, Oil Spill Response (OSR) facilities. JNPT has also installed Solar Panels of around 2.3 MWP on the rooftops of the public buildings of JNPT and Private Terminals and has also switched to LED lights at the Port area to lower energy consumption & decrease carbon footprint. JNPT is also conducting a sustainability study through TERI to communicate environmental, Social, and Governance (ESG) goals.

The port not only aims to obtain economic efficiencies but also focuses on ecological and social stability. Thus environmental protection will continue to be an integrated aspect in JN Port's planning and operations.
