UNCTAD transport newsletter features research by Sanjam Gupta MUMBAI: Diversity in the Indian Maritime Industry: Hiring more women for protable businesses. Although the maritime and oceans industry offers a variety of career opportunities at land and at sea, and despite a dearth of Ms. Sanjam Gupta appropriate reports, and statistics about women employment and challenges, there is no doubt that women are underrepresented in the maritime industry in India. This article summarises findings from surveys, in-depth interviews with CEOs and HR heads from maritime companies and research conducted in India between 2019 and 2020 aimed at better understanding this problem , with the aim to find possible avenues to overcome it. Sanjam is the Founder Member of WISTA India and to further her commitment to gender diversity in maritime launched Maritime SheEO in 2019. https://unctad.org/news/diversity-indianmaritime-industry-hiring-more-women-protablebusinesses

RoDTEP outlay may be raised by Rs 4,000 crore : Sources NEW DELHI: The Government will likely raise the allocation for its flagship export tax refund scheme — Remission of Duties and Taxes on Exported Products (RoDTEP) — by a third this fiscal, amid apprehensions the current budgetary outlay of Rs 13,000 crore will fall way short of the amount required to implement the GK Pillai panel recommendations. The allocation for RoDTEP may be raised by about Rs 4,000 crore, sources told.Exporters have cautioned that any inadequate remission will compound a Covid-induced liquidity crunch and erode their competitiveness in the global market when demand from key economies is reviving.

The sources said differences of opinion between the revenue and commerce departments over the RoDTEP coverage have almost been resolved and a proposal will be placed before the Cabinet very soon for approval. However, despite the likely hike, the outlay will still trail exporters’ expectations of Rs 25,000-30,000 crore. The RoDTEP scheme is supposed to reimburse various embedded levies (not subsumed by the goods and ser vices tax) paid on inputs consumed in exports. It replaced the Merchandise Export from India Scheme (MEIS) from January 1, 2021, but the refund rates are yet to be declared. Cont’d. Pg. 15

Domestic Road logistics sector New export strategy may focus witnesses strong rebound over more on key products where its H2 FY2021 : ICRA Global share is less MUMBAI: The logistics sector reported a strong recovery over H2 FY2021, a sharp contrast to the steep decline in revenues and earnings reported over Q1 FY2021. The logistic sector reported a growth of ~9% sequentially in Q4 FY2021 backed by sustained recoveries across the sectors. Some of the industry players also reported historically highest quarterly revenues during Q4 FY2021. Cont’d. Pg. 15

NEW DELHI: Having set an ambitious goal to ship out merchandise worth $400 billion in FY22, India is firming up plans to bolster its exports of scores of key products where its share in the global market has traditionally remained paltry. Mechanical machinery, electronics, medical and surgical equipment, sports goods, toys and certain farm commodities are among a number of products where India has the scope to substantially raise its exports, according to an analysis by exporters’ body FIEO. Trade disruption scenarios & solutions from India towards building resilient supply chains MUMBAI: The importance of resilient supply chains is receiving national attention in India. At the ‘Future of Asia’ Conference held in Japan recently themed on shaping the post-coronavirus era and the role that Asia would play, the Indian Minister of External Affairs made a strong pitch for global supply chains shifting to India. This was against the backdrop of India’s efforts to make manufacturing globally competitive by creating economies of scale, ensuring efficiencies and the recently launched production-linked incentive (PLI) schemes to attract manufacturing in 13 diverse sectors. What was most interesting to me was that he sparked the debate of the Covid-19 pandemic’s real impact on supply chains, amongst other aspects. This raises a pertinent question. If India is to become a factory for several industries like pharmaceuticals, auto & auto components amongst others, is it only enough to offer good quality products at a globally competitive rate or also address the supply side bottlenecks? Events in the recent years such as the US-China trade war, the Covid19 pandemic, the Suez Canal blockage, have on one hand led to serious disruptions in global supply chains but on the other hand served as a platform to showcase the building blocks of “Resilient Supply Chains”. I was curious to hear more from leading Indian business houses that stood strong, despite the challenging times. I present my findings from experts who tackled challenging scenarios with remarkably interesting ideas. Mr. Shohab Rais, Chief Operating Officer Indian Chemical Business, Tata Chemicals Limited Chair, Confederation of Indian Industry Western Region Steering Committee - Logistics & Supply Chain. "As a consequence of COVID19 and resultant market disruptions coupled with restricted movements due to lockdowns etc., demand patterns became a little unpredictable. This led to a situation where order fulfilment took center stage, both from customers' expectation perspective and as opportunities for increased business. To address the challenge and leverage changing demand, we introduced floating warehouses at various market centers. This was done with the help of container rakes. Material was made available in containers at locations closer to customers without investing in brick-andmortar warehouse spaces. This could be achieved at any market without any lead time requirement of warehouse space creation and helped us move material from manufacturing sites and to significantly improve customer service when it mattered the most. Additionally, it helped capture demand spikes as well.” Dr. Ravi Prakash Mathur, Vice President Supply Chain Management, Dr. Reddy’s Laboratories “The launch of “Cinacalcet” in Europe ran into the danger of being significantly delayed, but despite all odds, our team didn’t let this happen. Because of the product patent still being in force the product could not land and get custom cleared in Europe. Our import location in the EU closed their airports which was critical for this launch. We, worked closely with quality and supply chain team to find ways to address the situation. The final option was an alternative airport where the medicines were shipped and from there moved via truck and ferry transported to the final destination under bond. The Logistics team was able to connect to the last Lufthansa freighter out of Hyderabad to ensure this shipment reached destination. The QC team supported by expediting the testing timeline with the external testing lab – having them come to the lab over the Easter break to ensure we completed the testing in time. Finally, the team arranged trucks waiting on each country’s respective border and the warehouses ready to sample the goods as soon as they arrived – providing access to an affordable medicine on day one of the patent expiry.” Mr. Samit Datta, Global Chief Supply Chain and Technology Officer, Piramal Glass The challenges “Over the last year and half the pandemic has hit the world and now with the 2nd & 3rd waves, it has only shown how vulnerable human life is. The staggered lockdown and the unexpected timing of them across regions and then countries or states within the region has made things worse. The normal flow of trade and fundamentals of demand – supply of commodities and supporting commodities like availability of containers & ships is at stake. India is a very densely populated country where most of the section of the workforce are daily wage earners. The country has been one of the worst hit countries due to Covid 19 pandemic. It never ever boasted of a robust healthcare system and the last wave, and all future waves will only

impact this vulnerable section of the population, who also traditionally have been the true workforce of the economy. A disruption in human life has multiplication effects because - apart from the normal disruption, the emotional angle to the disruption tends to exponentially damage the situation and if not handled well, also delay the end of the problem. Unforeseen impacts of accidents like the Suez Canal etc. further accentuate the situation. Further, the logistics industry stalwarts instead of calming the situation, resorted to opportunistic behaviour, which is further hurting the industry with respect to hyper inflated costs and operations unease. While a part of this may be justified because of the basic disruption in international trade, the industry stalwarts could have resorted to a more steady / gradual increase and ensured confidence to the whole trade. Emergence of new problems appear daily and the fixes provided to them only seem to have at best Immediate or Short-Term effect. The problems (like the pandemic) seem to mutate daily and unlike the past a problem once solved does not seem to have any lasting effect. Resources need to be deployed to attend to these, otherwise the service or costs will be let down leading to existential threats of business. So, we live in a World today, where No amount of planning & blue-sky visioning is going to be able to predict what is going to happen tomorrow. Actions & Best Practices In such situations, which are one step above the VUCA world, the only way to tide the perfect storm is to approach the problems by becoming an Ambidextrous Organization. 1. Optimize - The tenets of optimize is to pursue the traditional mindset of doing the basics right at an affordable costs (costs will rise – and don’t live in a fool’s paradise that you are going to save over last year) and look at enhancing the service by pumping more information to your customers (Become an Amazon tracking the parcel for your customers). • Trust your people & vendors continually as you need them to be flexible and changing with times. • Empower the lowest levels to take decisions. If you have a strict centralized system, you are going to miss the bus in your penchant desire to Command & Control centrally. • Build a two-way communication channel on feedback and not hunch. Have a daily review (include the topmost person now). • Invest in data and feedback • Institutionalize a Recognition system by highlighting achievements rather than Rewards – In these tough times, an announcement in a forum or newsletter has more motivating impacts on human ego than a cash reward, which is only known to the person who receives it. Roll it out to your employees and logistics service providers like transporters etc. 2. Innovate • Invest on digital technologies like track & trace. Further use the data to do analytics. Begin with descriptive analytics and then get into some amount of predictive. • Do detailed network engineering and network planning to optimize the costs. • Continually do scenario planning to have a fallback plan B. The most critical tasks (and they may change on a periodic basis) must have a Plan B, Plan C and Plan D, which must be known to all, so that the changeover happens seamlessly. Human minds take time to adjust and when the multiple plans are publicized in advance, it helps. • Place your inventories at strategic points close to the customer in case you do not have the ability to do in-sourcing or near-sourcing. This comes at a cost but gives immense comfort to your customers • Pull out all those skeletons from the closets. Re-assess all the ideas of the past that were considered marginal or expensive. You would hit a jackpot because the economics have changed drastically and build a sense of opportunity losses in the organization • Measure all operational KPIs like OTIF, Line Fill Rates, Ship reliability continually. To perform all these activities, you need data on your fingertips. We must imbibe new age technology and integrate this to our basic systems and people." To sum up, messages from the 3 experts are also aligned with the Port of Antwerp’s offer as a maritime gateway for cargo via Europe, which include: 1. Nearshoring - ample warehousing at attractive rates to service the European market. 2. Innovation & Digitalisation - continuous investment even during the pandemic, towards technology aided customer friendly solutions, to ensure a sustainable future. 3. Trade facilitation - from creating green channels to the EU hinterland during the initial pandemic days, investing in mobility solutions via rail-bargeshort sea, to proactive & friendly customs procedures. RoDTEP outlay may be raised by Rs 4,000 crore : Sources Cont’d. from Pg. 3 One of the sources said that the revenue department could extend the RoDTEP scheme to all exported products. Initially, the department, facing an acute resource shortage in the wake of the pandemic, wanted to limit the coverage to 7,910 products that used to be covered under the MEIS. H o w e v e r, t h e c o m m e r c e department wanted all the 11,310 tariff lines covered, arguing that the new scheme would otherwise seem like a replica of the MEIS that has been deemed by a WTO panel as being “inconsistent” with global trade rules. Of course, India has appealed against the panel’s ruling, which came in response to a complaint by the US, at the WTO and a verdict is awaited. In late July 2020, the government set

up a committee under former commerce secretary GK Pillai to recommend RoDTEP rates. The panel’s report was then vetted by the departments of revenue as well as commerce. Exporters have urged the government to keep the RoDTEP outgo open-ended and not curtail the rates (from the levels recommended by the Pillai panel) or coverage to limit refunds to a certain annual budgetary outlay, if the idea is to keep exports truly zerorated in sync with global best practices. After a roller-coaster ride last fiscal, exports have now crossed the pre-Covid (same months in 2019) level for three straight months, in what appears to be a strengthening trade recovery on the back of improved external demand. World trade volume (both goods and services) will likely reverse an 8.5%

slide last year to rise by as much as 8.4% in 2021, the International Monetary Fund said in April. Similarly, world GDP is expected to rise by 6% this year, compared with a 3.3% contraction in 2020, it said. These have brightened the prospects for Indian exporters as well. Already, the government has set an ambitious merchandise export target of $400 billion for FY22, against $291 billion last fiscal. But for this to be realised, exporters stressed, the government should address the liquidity woes of exporters – who have been awaiting the release of tens of thousands of crores under the MEIS – and announce the RoDTEP rates urgently. This will enable the exporters to ramp up supplies to match up to a recovery in external demand and cash in on the global recovery, they said.

Domestic Road logistics sector witnesses strong rebound over H2 FY2021 : ICRA • Sequen al recovery visible in the logis cs sector over Q2-Q4 FY2021, with the improved business ac vi es across the sectors • Con nued cost-checks and stable freight rates offered stability to the earnings in FY 2021 despite rise in fuel cost • Revenue and earnings growth to slow down in Q1 FY2022 amidst rise in Covid cases; improved vaccine roll-out and shortlived lockdown restric ons to ensure growth of ~6-9% Cont’d. from Pg. 3 It had witnessed a sharp decline in revenues and earnings over Q1 FY2021 due to demand-supply disruptions amidst the imposition of the nationwide lockdown. Piecemeal relaxations in lockdown related restrictions and adjustment to the new normal, revived economic activity and improved freight availability helped the players. A c c o r d i n g t o M r. S r i k u m a r Krishnamurthy, Vice President & Co-head Head, ICRA Ratings, “The sector continued a strong rebound as facilitated by recovery across industries and improving freight availability. With the demand recovery sustaining post the festive season as well over Q4 FY2021, the logistics sector pared back some of the losses of the first half and closed the fiscal with a revenue growth of ~4% for FY2021 against 4% contraction expected earlier by ICRA. Despite returning to pre-Covid levels, freight rates continued to remain firm given the rise in fuel costs. Sustained growth in E-way bill and freight volumes remained a testimony to the firming up of the sector’s performance over Q4 Fy2021.” Most logistics players reported sustained growth in freight volumes on a Y-o-Y basis over Q3 FY2021 and Q4 FY2021. The rail freight traffic reported similar trends, reporting Y-o-Y growth of ~13% and ~11% in Q4 FY2021 and Q3 FY2021 respectively. The railways even reported its highest ever monthly freight volumes in March 2021, surpassing previous highs of January 2021.The seaways freight traffic, though growing slower than the other modes on account of supplyside/infrastructure constraints, has nevertheless, also reverted to its growth trajectory from November 2020 onwards with the highest ever monthly freight volumes reported in March 2021.

Overall, the aggregate revenues of ICRA’s sample of logistics companies grew on a Y-o-Y basis by ~42% in Q4 FY2021 compared to previous fiscal and 9% sequentially. The recovery was visible across the various modes of logistics activity. Both Full Truck Load, Less than Tr u c k L o a d a n d S u p p l y C h a i n Management businesses benefited from the pick-up in manufacturing activity and consumer demand. Furthermore, the express cargo segment continues to report improved momentum, supported by traction from the e-commerce sector. However, the express segment, with dependence on document movement (especially air cargo), continues to remain impacted as offices are yet to open up completely. Resurgence of Covid-19 cases by the end of Q4 FY2021 stalled growth in freight volumes. Mr. Suprio Banerjee, Vice President & Sector Head, ICRA Ratings, said: “With the sudden spike in Covid cases in the second wave, the growth momentum has been hampered. The same is reflected by a contraction in E-way bill volumes and road freight volumes over April-May 2021. We expect the sector to recover at a faster pace than the previous fiscal due to relaxations in lockdownrelated restrictions and the improved vaccination drive. However, muted business performance over Q1 FY2022 is likely to arrest yearly growth at ~6-9%, compared to a previous estimate of ~1012% in FY2022. The continued costrestraining strategy to support earnings to some extent is also a positive. Accordingly, ICRA continues to retain a Stable outlook for the logistics sector. However, players’ ability to ensure a hike in freight rates will remain crucial to sustain profitability amidst rise in fuel costs over the medium term.” In terms of profitability, logistics

companies have also been able to arrest the margins contraction to a significant extent, despite higher fuel prices, supported by aggressive rationalisation of fixed overheads and cost-control initiatives. The aggregate OPM of ICRA’s sample expanded by 3.3%, on a Y-o-Y basis, i n Q 4 F Y 2 0 2 1 , h o w e v e r, t h e O P M contracted by 30 basis points on a Q-o-Q basis during Q4 FY2021, due rising diesel prices. However, as the impact of several cost-control initiatives like salar y reduction, rental waivers etc. which were temporary in nature, negate in near term the margin levels for FY2022 is likely to moderate going forward. The problem is compounded by the continued firming up of diesel prices. A c c o r d i n g l y, I C R A e x p e c t s t h e aggregate operating profit margins of its sample to be in the range of 9-9.5% in FY2022, against 9.9% in FY2021. The logistic companies’ ability to hike freight rates will be a key determinant to sustain profitability in the near term. Growth over the medium term would continue to be driven by demand from segments like e-commerce, FMCG, retail, chemicals, pharmaceuticals and industrial goods, coupled with the industr y ’s paradigm shif t towards organised logistics players, post the GST and the E-way bill implementations. Furthermore, multimodal offerings are likely to gain increased acceptance and traction going forward, given that players offering multimodal services had more flexibility and hence, were better placed to ser vice their customers during the lockdown phase. Given these factors, and the relatively higher financial flexibility available to large organised players vis-àvis their smaller counterparts, there is potential for increased formalization in the sector going forward.

New export strategy may focus more on key products where its Global share is less Cont’d. from Pg. 3 For instance, in the electrical and electronics segments, India accounted for only 0.5% of the global supplies of $2,900 billion in the calendar year 2020. Similarly, while global imports of mechanical machinery and parts stood at $2,142 billion in 2020, India’s exports were just $18 billion, with a share of under 1%. Of course, India’s exports have risen at a faster pace than the global average in such capital and consumer goods in the last five years, it was aided by a low base. FIEO’s analysis is part of its broader exercise to devise new strategy to improve exports. I m p o r t a n t l y, t h e r o l l o u t o f production-linked incentive schemes for electronics products last year will help bolster our manufacturing base, which will ultimately help outbound

shipments, FIEO reckons. In medical & surgical equipment, against global imports of close to $592 billion in 2020, India’s exports were only to the tune of $3.1 billion. In sports goods and toys, India’s exports stood at just $380 million, against the global supplies of $120 billion in 2020. As such, India’s exports have trailed the global average in the last five years through 2020. While global imports grew at a compounded annual growth rate (CAGR) of 3% during 2016-2020, India’s exports rose at only 2%. Of course, the outbreak of the pandemic and consequent lockdowns impacted India more adversely than most others in 2020. However, what is a matter of concern is that exports from labourintensive sectors are losing their share in the global market. In the gems &

jewellery sector, global imports in the last five years through 2020 grew by CAGR of 5%, while India’s exports contracted by a CAGR of 12%. Similarly, while the woven garment imports worldwide remained static during 2016-2020, India’s supplies shrank by a CAGR of 8%. In the leather footwear sector, in which global imports grew by a CAGR of 1% during 2016-2020, the country’s exports contracted at a CAGR of 7%. H o w e v e r, i n c e r t a i n f a r m commodities, such as coffee, tea, spices, preparation of meat & fish, preparation of foods & vegetables, India’s CAGR in exports has been more than the double that of global imports between 2016 and 2020. Here the country needs to build upon what it has achieved in recent years.

Outlook for exports of engineering goods looks strong for rest of CY 2021 KOLKATA: With export demand for engineering goods looking strong in the coming months of 2021, continued nonavailability of shipping containers could play a bigger spoilsport than even the likely third wave of Covid-19. “Freights have gone up three times and people are willing to pay as well but there is just no availability of containers. No one knows how to tackle the situation even though the export market looks robust,” Suranjan Gupta, Executive Director of Engineering Export Promotion Council (EEPC) of India told. As per preliminary official data, EEPC said India’s engineering goods exports continued the uptrend and posted a 52.61 per cent increase in June 2021 over the same period last year. India’s merchandise exports in June 2021 was $32.46 billion, an increase of 47.34 per cent over $22.03 billion in June 2020 and an increase of 29.7 per cent over $25.03 billion in June 2019. The issue with regard to shortage of

shipping containers has started since January 2021, since India’s exports started to pick up. Over the months, however, situation has not changed and in fact worsened, said industry officials. “There is serious shortage of containers on the eastern coast of India. Now the only option looks like is to speak to shipping lines to get commitment from them for these containers,” said Gupta. Though the second wave of Covid-19 is receding, a likely third wave is not expected to hit trade as it did in the first two waves, said industry experts. “Governments both state and centre are much better prepared for the third wave than they were for the first two. In anticipation of the third wave, governments are taking precautionary measures already and also keeping separate wards for kids in hospitals as this wave is expected to affect younger population. Due to better preparedness, we do not see business operations getting impacted this time,” said an exporter

on condition of anonymity. Products such as auto components, hand tools, medical devices were part of engineering exports. Requirement for these products was strong from Europe, US, Saudi Arabia and United Arab Emirates among others since last few months. The demand that spiked for engineering goods recently was a combination of pent up demand as well as increased usage of these goods since economies are opening up and getting back onto their feet after the second wave, said another EEPC official. The first two waves of Covid-19 gave rise to sizeable manpower issues over the last one-andhalf year as the first wave brought all operations to a standstill, while the second wave led to increased death cases. Increased vaccination in coming months should sort out manpower issue to some extent and as far as export volumes are concerned, the pick up will also look strong since it will be on a relatively lower base,” said Gupta.

Exporting units of SEZs should be incentivised on degree of value addition: TPCI NEW DELHI: Exporting units in the special economic zones (SEZs) should be incentivised on the degree of value addition it brings to a product in order to boost outbound shipments and attract investments in these zones, TPCI said on Saturday. Trade Promotion Council of India (TPCI) Founder Chairman Mohit Singla said that at present, an exporter in an SEZ and a foreign exporter are at par when it comes to selling goods to a domestic tariff area (DTA).

“Therefore, an exporter within the SEZ should be incentivised on the degree of value addition he brings to a product. He should be allowed to import raw material at zero duty and avail duty rebate proportionate to value addition. This will keep him at an advantageous position as opposed to importing finished products from another country,” he said. He said this while speaking at TPCI’s webinar on SEZs the key to

boost India’s exports. ARM Reddy, Zonal Development Commissioner, Vishakhapatnam said that SEZs are doing well in India as exports are growing from these zones. “In 2005-06, exports were at Rs 0.23 lakh crore, and now they stand at Rs 5.53 lakh crore in 2020-21 despite the pandemic,” he said. Exports from SEZs and export oriented units (EOUs) contributed about 30 per cent to the country’s total shipments.

CULines enhances its services worldwide BEIJING: The Chinese shipping line, China United Lines (CULines) has increased the supply of shipping space on several services in July to face the increased global container demand. CULines will upgrade its Asia Europes Express (AEX) service in July, which, according to the company, has been widely praised by the market after it was recently upgraded to a bi-weekly service. The company has expanded the AEX service scope and added direct service from Asia to London Tilbury in the United Kingdom. The maiden voyage of the upgraded AEX service is scheduled on 8 July, with the following port rotation: Shanghai – Ningbo – Nansha – Yantian – Tilbury – Rotterdam – Hamburg – Antwerp – Shanghai In addition, CULINES will start the third voyage of CBS service in July, which will directly link Ningbo to Santos. “Customers in Hong Kong, Taiwan, Haiphong and Ho Chi Minh can transit their cargos via Ningbo to Santos, Brazil,” said the Chinese carrier in its announcement.

CULines and COSCO Shipping Specialized Carriers are cooperating on this product with the COSCO Shipping Honor being deployed on the service. Furthermore, CULines has announced the launch of its new China – Philippines service (CPX) with the first voyage being scheduled for today (2 July) from the Port of Qingdao. The port rotation of the CPX service is Qingdao – Shanghai – Ningbo – Manila North – Manila South – Qingdao. The Shanghai-headquartered shipping firm said that with the new service it aims to further expand its network in Asia and provide a new channel for foreign trade enterprises in northeast China to export to Manila. Moreover, CULines plans to add a new Qinzhou-Thailand line (CT3) service, which is anticipated to commence on 15 July. This service will be cooperated by the Seoul-based container line, CK Line, by swap slots and it is expected to help the customers in Haiphong, Qinzhou and South Channel for cargo exports. The port rotation of the CT3 service will be Hong Kong – Qinzhou – Haiphong – Bangkok – Leam Chabang – Qinzhou – Hong Kong.

Bharat Freight Group wins deal to run India-funded Sittwe Port in Myanmar MUMBAI: A to Z EXIM Limited, a unit of Mumbai-based Bharat Freight Group, has won a contract from the government to operate, maintain and develop the port and inland water transport terminals at Sittwe and Paletwa in Myanmar under the India funded Kaladan Multi-Modal Transit Transport Project. The contract is for an initial period of three years which can be extended by two years. “Our mandate is to complete the pending civil works, install equipment to make it into a proper port and develop business,” said Sohel Firoz Kazani, managing director of the Bharat Freight Group. The Sittwe deep-water port is a part of the $484 million Kaladan Multimodal Transit Transport project

constructed by India. The project seeks to reduce cost and time for transporting goods to landlocked Mizoram. Goods will be transported from Kolkata port to Sittwe by sea and onwards to Paletwa in Chin State via the Kaladan river from where it will be moved by road to Mizoram. Kazani said that the sanctions imposed by the United States on some Burmese military leaders and military holding companies responsible for the coup that overthrew Myanmar’s democratically elected government on February 1 and the human rights abuses that followed will not impact its contract in that country because it is funded by the Indian government and continues to be a government-to government project.

Suez Canal says deal reached to free seized vessel CAIRO: The Suez Canal Authority on Sunday, 4th July 2021 said it has reached an agreement to settle a financial dispute with the owners of a hulking container ship that blocked the crucial waterway for nearly a week earlier this year. The authority did not reveal details on the settlement deal with the Shoei Kisen Kaisha Ltd., the Japanese owner of the Ever Given. It said the deal will be singed in a ceremony in the Suez Canal city of Ismailia. The vessel would be also freed Wednesday, 7th July it said. The Head of Egypt”s Suez Canal Authority, Lt. Gen. Osama Rabie, said last month the parties had agreed on a compensation amount. But he said it would not be made public as they had signed a non-disclosure agreement until the signing of the final contract. The vessel had run aground in the single-lane stretch of the canal on March 23 before it was extracted six days later after a massive salvage effort by a flotilla of tugboats. Since it was freed, the Panama-flagged, Japanese-owned vessel, which carries cargo between Asia and Europe, has

been ordered by authorities to remain in a holding lake midcanal, along with most of its crew, as the two sides negotiated a settlement. The disagreement had centered on the compensation amount the Suez Canal Authority is claiming for the salvage of the vessel. The money would cover the salvage operation, costs of stalled canal traffic, and lost transit fees for the week the Ever Given blocked the canal. At first, the Suez Canal Authority demanded $916 million in compensation, which was later lowered to $550 million. The two sides have traded blame for the vessel’s grounding, with bad weather, poor decisions on the part of canal authorities, and human and technical error all being thrown out as possible factors. The six-day blockage disrupted global shipping. Hundreds of ships waited in place for the canal to be unblocked, while some ships were forced to take the much longer route around the Cape of Good Hope at Africa”s southern tip, requiring additional fuel and other costs.
