Vibrant Gujarat Summit to go ahead as scheduled; Covid protocols in place GANDHINAGAR: The Gujarat Government will go ahead with the 10th edition of the Vibrant Gujarat Global Investor Summit (VGGIS) as scheduled, even as Covid-19 cases rise across the country. “VGGIS-2022 will take place as per its predetermined schedule. The Prime Minister will inaugurate the three-day mega event on Monday, January 10. As far as Covid-19 precautions are concerned, all protocols will be followed,” a Senior State Government official said. The government has made RT-PCR tests mandatory for all foreign guests participating in the event physically at Mahatma Mandir, the venue for the summit. The health department has arranged for RT-PCR tests of VIP guests at UN Mehta hospital, the official said. “We have also set up an RT-PCR test facility at the entry point of the VGGIS venue in case some guests don’t have an RT-CPR report with them. Four teams of the state health department will be present with necessary medical equipment,” he said. Any guest testing positive will be isolated immediately. Two isolation rooms have been reserved at Mahatma
Mandir. If a VVIP guest tests positive, arrangements for their isolation will be made at UN Mehta hospital in Ahmedabad. Russian prime minister Mikhail Vladimirovich Mishstin, Mozambique president Filipe Jacinto Nyusi, Mauritius prime minister Pravind Kumar Jugnauth, Nepal prime minister Sher Bahadur Deuba and Slovenian premier Janez Jansa will attend the summit in person. Foreign ministers from 15 countries will participate the event. Moreover, governors of four nations have confirmed their participation for the inaugural ceremony to be held in presence of Prime Minister Narendra Modi. Leading industrialists, including Mukesh Ambani, Gautam Adani, Kumar Mangalam Birla, Sunil Bharti Mital, N Chandrasekharan, Ashok Hinduja and Harsh Goenka, will also attend the event. Leading overseas industrialists like Tony Fountain, executive chairman of Nayara Energy; Toshihiro Suzuki, chairman of Suzuki Motor Corporation; and Tadashi Maeda, governor of Japan Bank for International Cooperation will also be in attendance.

Eyeing agri market, Australia offers tariff sops on 99% Indian imports NEW DELHI: Australia has offered to give tariff concessions to 99% of its traded goods with India under the proposed bilateral free trade agreement in lieu of opening up of India's dairy and agriculture sectors through low or zero tariffs. Canberra is keen to export dairy products, grains, oilseeds and processed food to India. The two sides intend to complete the talks for an interim deal, called early harvest in trade parlance, by the end of this month. "Australia has indicated to make their import duties zero on 99% goods at the time of entry into force of the agreement," said an official. In FY21, India's exports to Australia- comprising refined petroleum, medicaments, railway vehicles including hovertrains, pearls and gems, jewellery, and made-up textile articles- were $4.04 billion, while imports were $8.24 billion. Imports included coal, copper ores and concentrates, gold, vegetables, wool, fruits and nuts and lentils. India's exports of chemicals, fabrics, apparel, footwear and
machine tools, among others could get zero-duty benefits. "Dairy and agriculture are sticking points. An interim package can include products where there is mutual consensus while the contentious issues can be taken up later," the official said. Commerce and Industry Minister Piyush Goyal has said that the interim agreement with Australia will cover "large areas of interest particularly our labour oriented sectors like textiles, pharma, footwear, leather products and agricultural products". The two sides have agreed to conclude a long-pending FTA called a comprehensive economic cooperation agreement by the end of 2022. However, industry experts cautioned about opening sensitive sectors like dairy and agriculture as they are huge employers. "Once sensitive sectors like dairy and agriculture are opened for Australia, others like the EU and the UK too will seek market access and make our products uncompetitive," said an industry representative.

Government to launch Brand India Campaign to boost Exports NEW DELHI: With the country’s outbound shipments all set to cross USD 400 billion this fiscal year, the Commerce Ministry is planning to launch Brand India Campaign to give momentum to exports of both services and products in new markets, an official said. This campaign would serve as an “umbrella campaign” for promoting goods and services exported by India, the official said. In the initial stage, the campaign would focus on Indian exports in specific sectors such as gems and jewellery, textiles, plantation products (tea, coffee, spices), education, healthcare, pharma, and engineering. FFFAI organises Webinar to understand and cope up with WCO HS Code 2022
Cont’d. from Pg. 3 The Webinar was addressed by Mr Shankar Shinde, C h a i r m a n , F F FA I a n d Mr Krishna Barad, Partner Customs & International Trade, Indirect Taxes – BDO India as Guest Speaker. Also spoke on the occasion were Mr Dushyant Mulani, Chairman-Elect, FFFAI; Vice Chairmen, FFFAI Mr S. Nataraja, Mr Kartik Pancholi and Mr Sudip Dey; Mr Vinod Sharma, Hony. Secretary, FFFAI; Mr S. Ramakrishna, Past Chairman and Advisor, FFFAI and other Members of the Federation. Apart from all Office Bearers, approximately 800 FFFAI members attended the webinar from across the country. In his welcome speech Mr Shinde highlighted the importance and critical aspects of the WCO HS Nomenclature, recognised internationally. “HSN is the basic tool of international trade and we are legally bound to classify goods correctly. We need to very carefully understand the 7th edition of the HSN, many of them are linked with GST. It is our pleasure to organise this i m p o r t a n t w e b i n a r w i t h a n e x p e r t s p e a k e r, Mr Krishna Barad, to highlight and analyse the new HSN. FFFAI endeavours to enhance domain knowledge pertaining to CB/FF and end to end logistics business and this webinar is one of such ongoing initiatives,” said Mr Shinde. Mr Shinde further pointed out that since its creation in the 70s, the HS Code has become a universal economic language essential to the fluidity of international trade. The system is used by more than 200 countries and economies as a basis for their customs duties and for the collection of international trade statistics. More than 98% of goods in international trade are classified in terms of HS. The FFFAI Chairman also appreciated the efforts taken by CBIC, Customs and GST department in sync with IT –DG System CBIC to update system to have smooth transition for timely clearance of shipments. Stating the changes in HSN as the biggest happening in the new year 2022 for the Customs Broking business in particular, Mr Dushyant Mulani said it would affect the CB business to a greater extent. Accordingly, CBs should have clear understanding about the new changes in HSN to apply the same correctly avoiding hassles and penalty, etc. In his speech Mr Barad focused on HSN Classification Changes, Case Laws & Illustrations and How to do product HS classification. The new HS 2022 edition makes some major changes to the Harmonized System with a total of 351 sets of amendments at 6-digit level covering a wide range of goods moving across borders. The goods are divided into the following sectors: agriculture (77), chemical (58), wood (38), textile (21), base metal (27), machinery (57), transport (22) and other (56). Adaption to current trade through the recognition of new product streams and addressing environmental and social issues of global concern are the major features of the HS 2022 amendments.
Mr Dushyant Mulani
Mr Vinod Sharma
Mr Krishna Barad Major highlights of HS-2022 include: • Visibility has been introduced to a number of high-profile product streams to recognise the changing trade patterns. • Electrical and electronic waste, commonly referred to as e-waste (an example of a product class which presents significant policy concerns as well as a high value of trade): specific provisions included in HS-2022 for its classification to assist countries in their work under the Basel Convention. • New provisions for novel tobacco and nicotine-based products resulted from the difficulties of the classification of these products, lack of visibility in trade statistics and the very high monetary value of this trade. • Unmanned aerial vehicles (UAVs), commonly referred to as drones. • Smartphones will gain their own subheading and Note, which will also clarify and confirm the current heading classification of these multifunctional devices. • Major reconfigurations have been undertaken for the subheadings of heading 70.19 for glass fibres and articles thereof and for heading 84.62 for metal forming machinery. • Health and safety have also been featured in the changes. The recognition of the dangers of delays in the deployment of tools for the rapid diagnosis of infectious diseases in outbreaks has led to changes to the provisions for such diagnostic kits to simplify classification. • Goods specifically controlled under various Conventions have also been updated. The Webinar was very interactive due to many queries and concerns from the participants, which were addressed by the Guest speaker as well as by FFFAI OBs and Advisors.

Government to launch Brand India Campaign to boost Exports Cont’d. from Pg. 2
It would essentially focus on quality, heritage, technology, value, and innovation. Commerce and Industry Minister Piyush Goyal has recently reviewed the status of Brand India Campaign of India Brand Equity Foundation (IBEF). IBEF is a trust established by Department of Commerce with the primary objective of promoting and
creating international awareness of the ‘Made in India’ label in markets overseas and to facilitate dissemination of knowledge of Indian products and services. “The need for such a uniform campaign is necessary because at present, different sectors have been promoted with individual identities in different ways,” the official added. The campaign approach would include focused export- oriented
messaging to both buyers and consumers; new potential markets; Indian talent, tradition and modernity; and promotional events through digital channels and international events. An agency will be selected and a Branding Steering Committee will be formed for the purpose besides creation of uniform logo identity, development of branding creatives (films, TVCs, print ads, digital banners).
Freight margins recover in December 2021 : CRISIL MUMBAI: Freight margins have shown some recovery in December as mining, steel and cement freight rates saw a healthy one-month increase in December, and fuel prices stabilised. For December, CRISIL’s freight index is back to festive levels seen in October, after the extended south-west monsoons negatively affected rates in November. With fuel prices stabilising, the uptick in business in mining, steel and cement is translating to an increase in margins.
During December 2021, the freight industry saw a margin (free cash flow) of 20 per cent, a five-point bump from November at 15 per cent. Margins in December were the highest since February 2021. “Industries such as mining products (coal, iron ore, and limestone), cement and steel are seeing a sequential recovery as freight rates for these applications have improved by more than 5 per cent. A key driver for this improvement is the resumption in construction and mining activities,
which were subdued in December after a slow November due to prolonged monsoon.” said the CRISIL report. “Discretionar y goods such as automobiles and textiles also saw an improvement in freight rates. The improvement in auto carriers is driven by a slowly improving scenario in terms of vehicle dispatches (which has thus far been marred by supply issues), while that in textile is driven by restocking of inventory in December after festive buying seen in November.” the report added.
ICRA hikes Road Logistics growth forecast to 16% from 9% in FY22 MUMBAI: Buoyed by strong growth in freight volumes aided by accelerated pace of vaccinations, pent up demand and firm freight rates, the road logistics sector is expected to grow at 13-16 per cent in FY22 against the earlier projected 6-9 per cent, ratings agency ICRA said. Maintaining a stable outlook for the sector, ICRA said that the optimism stems from a favourable scenario as most players reported strong growth in freight volumes on a sequential basis in Q2 FY22, with the momentum continuing in Q3 Fy22. “Industry revenues reached multiyear high levels in Q2 FY22 with strong recover y in industrial activities.
Monthly FASTag volumes ramped up to its highest level since the pandemic in October 2021, with declining Covid infections. The sector is likely to grow at 13 per cent-16 per cent in FY22 over Fy21,” ICRA Ratings Sector Head Suprio Banerjee. Omicron worry Nevertheless, the Omicron variant is a key monitorable, given the sector’s vulnerability to economic activity on an aggregate basis. ICRA expects industry volumes to remain stable in FY23 as well, with expectation of steady business activities and formalisation of the sector, he added. Medium term outlook “Growth over the medium term will continue to be driven by demand from varied segments like e-commerce,
FMCG, retail, chemicals, pharmaceuticals and industrial goods coupled with industry paradigm shift towards organised logistics players, post the GST and E-way bill implementation,” ICRA said. “ Fu r t h e r m o r e , m u l t i - m o d a l offerings are likely to gain increased acceptance and traction going forward, given that players offering such services had more flexibility and hence, were better placed to service their customers during the lockdown phase. Given these factors, and the relatively higher financial flexibility available to large, organised players vis-à-vis their smaller counterparts, there is potential for increased formalisation in the sector, going forward,” Banerjee said.
Farm exports likely to surge to record $45 billion led by rice, marine products NEW DELHI: Led by a resurgence in marine exports and a sustained rise in non-basmati rice supplies, India’s outbound shipments of farm products will likely hit a record $45 billion in FY22, defying supply-chain woes, a senior government official told FE. The emergence of the new Covid strain — Omicron — is unlikely to dent farm exports, which have remained largely insulated from the Covid onslaught so far, he added. Between April and October, farm exports rose 24% from a year before to $27 billion even on a decent base. Despatches of farm products grew almost 18% last fiscal to $41.9 billion, far outperforming a 7% drop in overall merchandise exports in the wake of the pandemic. Sustained growth in farm exports, which have often performed below par, remains critical to the country realising its ambitious
merchandise export target of $400 billion for FY22. “Although supply-chain issues can potentially weigh down physical shipments a bit, demand is very much there. Even with the emergence of the Omicron variety, we don’t expect farm exports to get impacted much,” said the official. “Wider geographical spread, concerted push by the government and bumper farm production have ensured that we will have another year of strong exports,” he added. Moreover, to soften the blow of a spurt in shipping costs over the past one year, the government has reintroduced t h e Tr a n s p o r t a n d M a r k e t i n g Assistance (TMA) scheme, with wider coverage and much larger support, for one year through March 2022. Under this, the government reimburses farm exporters a certain portion of freight charges and offers assistance for
marketing of select products. Rates of assistance under the revamped scheme, too, have been raised by 50% for exports by sea and 100% for those by air. Supported by elevated global commodity prices, farm exports hit a record $43.2 billion in FY14, before witnessing a drop for two straight years. The exports started rising again from FY17 but lost tempo in FY20. In the cur rent fiscal, marine products, grains and cotton turned out to be the major drivers of farm exports. Between April and October, marine exports reversed last year’s slide and shot up by 37% to $4.6 billion, while nonbasmati supplies grew by 47% to $3.5 billion. Similarly, exports of sugar rose by 34% to $2 billion, cotton by 106% to $1.2 billion, wheat by 439% to $872 million and castor oil by 40% to $722 billion.

MOL CEO Hashimoto's 2022 New Year Message T O KYO : M O L Pr e s i d e n t & C E O Takeshi Hashimoto delivered the following "2022 New Year Online Message" to all MOL Group officers and employees on land and at sea on January 4. “Happy New Year, everyone. First of all, I would like to wish the entire MOL Group family the very best for the New Year. Now let me share some of my thoughts as we enter 2022.” 2021 in Review 2021 was a year when we saw the continuing impact of the COVID-19 pandemic, which began in 2020. We formulated our new guideline and took various measures to prevent the spread of COVID-19 at all of our workplaces. I sincerely hope that our daily lives and economic activities would get back to normal more quickly as a result of these measures, but global infections have continued beyond expectations. I don't have to remind you of the burdens the pandemic put on your daily lifestyles, not to mention your work routines. In particular, it put additional strain on our seagoing employees and crewmembers aboard our vessels, who continued to support our business on the front lines, facing not only anxiety about the virus, but also the additional stress of longer onboard assignments due to restrictions on crew changes. I believe our company successfully fulfilled its responsibility to uphold the shipping industry as a key element of the worldwide social infrastructure. I want to express my gratitude to all of you once again. On a positive note, I want to highlight the performance of our group employee Kae Kurahashi in the international sport event last year. She played a key role in helping Japan's national wheelchair rugby team win the bronze medal. Her commitment to success in this tough competition inspired courage in MOL Group officers and employees. We wish her ongoing success in the future and will continue to give our support. Looking back at the world economy over the past year, demand showed a swift recovery due to proactive economic support measures in many countries. A shortage of semiconductors led to slowdowns in production of automobiles and other products, logistics were disrupted because of lack of capacity in responding to recovering demand, and energy and natural resource prices spiked-the ocean shipping market experienced the impacts of all these factors. But the industry as a whole remained solid, backed by expanding cargo trade and an improving fleet demand and supply balance. Thus, MOL Group's business performance improved remarkably. A significant increase in revenue for our container shipping company, Ocean Network Express (ONE), is the biggest factor, but the dry bulk business and car carrier business also improved significantly over the previous year. The LNG carrier business also brought in steadily increasing profits. On the other hand, 2021 was a tough year for the tanker business, which weathered a downturn in the VLCC market, and ferry and cruise ship businesses which faced a sharp decrease in passengers due to the COVID-19 pandemic. On a group-wide basis, however, we expect to post all-time record high results for this fiscal year. Key financial indices such as our debt equity ratio also shows a significant improvement. 2022 Prospects Speaking of the business environment in 2022, I hope that the COVID-19 pandemic will be over and we will see a normalization of economic activities and social lives. However, I think the impact of COVID-19 will continue for a little while longer, partly due to the emergence of virus variants. In addition, 2022 will still be a year of high uncertainty, with globally expanding inflation and deterioration of the U.S.-China relationship. In addition, debate around the world related to social sustainability, especially the climate change issue, may intensify. We must continue to pay close attention to worldwide trends related to environmental issues, particularly decarbonization, which will have a major impact on our business. We shall always keep our antenna up to monitor how national governments and international companies respond to various issues facing the world, such as the environment, the global economy, and geopolitical issues. In September of last year, MOL joined the World Economic Forum, the venue that brings together the world's leading organizations and companies, and I try to proactively participate in exchange of opinions as much as possible. So, everyone, please raise your awareness of changes in the world, proactively participate in various opportunities to discuss the future of our group and share your constructive opinions.
Environmental Strategies MOL announced the " M O L G r o u p Environmental Vision 2.1" in June 2021, and already set forth three mid-to-long-term targets, namely, "Deploy net zero emissions ocean-going vessels in the 2020s," "Reduce GHG emissions intensity by approximately 45% by 2035 (versus 2019)", and "With the concerted effort throughout the Group, achieve net zero GHG emissions by 2050." We are progressing toward the introduction of LNG-fueled vessels, which is the most effective measure to reduce GHG emissions at the present moment, and introduced our plan to expand the fleet to 90 vessels by 2030. Last year, we announced to invest in LNG-fueled car carriers and Capesize bulkers. This year, we will not only accelerate investment in LNG-fueled vessels, but also invest in low-/de-carbonization businesses such as offshore wind power. We will also step up initiatives to reduce our environmental impact, by adopting the digital transformation (DX) and improving the vessel operational efficiency. We also position reinforcement of group management as a high-priority issue in the coming year. On November 30, we announced tender offers targeting our group companies Daibiru Corporation and Utoc Corporation and the offering period is currently underway. When this is completed and these two companies become wholly owned subsidiaries, we will develop a system that enables both companies to grow by leveraging the group's management resources more effectively than ever. I believe that deepening collaboration with both companies will lead to group-wide global growth. Workstyle Reforms The quest for new workstyles in the post-COVID era is an important theme. We need to combine the best points of each communication method-online and face-to-face-and strive to improve productivity. The Improvement of Work Efficiency Committee in the Tokyo Headquaters has held repeated discussions in our search for a new workstyle worthy of the new era. Advancing digitalization of daily operations to take full advantage of the efficiency and convenience of online communication is not only quite effective, but also has become indispensable to maintaining our competitiveness. On the other hand, let's gain a new appreciation of the value of face-to-face communication. Since I took the post as president & CEO, certain thingsnamely, meetings with customers and business partners and visiting group companies-have not turned out the way I had hoped. Opportunities to verify, evaluate, and adjust my decisionmaking and opportunities to find out about new ideas are limited without having enough face-to-face conversations. When the pandemic finally eases, I look forward to creating more opportunities to exchange opinions with various people in various places while I continue my "freshman" year as President & CEO. My Roles and Aspirations as President & CEO In the "MOL Report 2021" issued last year, I said "I want MOL to be viewed as an excellent company in every respect. That is my goal," as my roles and aspirations. That means, both in Japan and around the world, MOL will become a company that can earn a favorable reputation not just for service quality but in all aspects of operations, including corporate robustness and profitability, the high quality of the company's personnel, a management philosophy that reflects our values and aspirations, technological capabilities, and social trust. This means MOL Group officers and employees can work with a strong sense of duty and great pride in a stable business environment. The MOL Group is active not only in conventional ocean shipping business, but is also moving to broadly expand its business to offshore, logistics, and real estate businesses. Let's aim to improve our corporate value based on the new MOL Group Corporate Mission, Group Vision, and Group Values "MOL CHARTS", announced in April last year, by steadily implementing our management plan and addressing sustainability issues. Compliance is obviously essential if we are to remain an excellent company. And I would like to emphasize once more that the foundation of our business is to ensure safe operation. Finally, I want to pledge my commitment to safe voyages for all MOL Group-operated vessels. I wish you and your family a very happy New Year, as well as good health, happiness, success, and prosperity.

DP World and Senegal Government lay first stone to mark start of construction of Port of Ndayane NDAYANE / DUBAI: DP World, the world's leading provider of smart logistics, and the Government of Senegal have laid the first stone to mark the start of the construction of the new Port of Ndayane. The stone laying ceremony follows the concession agreement signed in December 2020 between DP World and the Government of Senegal to build and operate a new port at Ndayane, about 50 km from the existing Port of Dakar. The ceremony was attended by His Excellency, Macky Sall, President of the Republic of Senegal, and Sultan Ahmed bin Sulayem, Group Chairman and CEO of DP World, as well as a number of Presidents of institutions, members of the Government of Senegal, and local communities. The investment of more than USD 1 billion in two phases to develop Port Ndayane, is DP World’s largest port investment in Africa to date, and the largest single private investment in the history of Senegal. His Excellency, Macky Sall, President of the Republic of Senegal, said: “The development of modern, quality port infrastructure is vital for economic development. With the Port of Ndayane, Senegal will have state-of-the-art port infrastructure that will reinforce our country's position as a major trade hub and gateway in West Africa. It will unlock significant economic opportunities for local businesses, create
jobs, and increase Senegal’s attractiveness to foreign investors. We are pleased to extend our collaboration with DP World to this project, which has already delivered great results with the operation of the container terminal at the Port of Dakar.” Sultan Ahmed bin Sulayem, Group Chairman and CEO of DP World, said: “Today’s laying of the first stone not only marks the start of construction, but also turning the vision of President Sall, into reality. As the leading enabler of global trade, we will bring all our expertise, technology and capability to this port project, the completion of which will support Senegal’s development over the next century. We thank President Sall, his government, and the Port Authority for the trust and confidence placed in us.” Phase 1 of the development of the port will include a container terminal with 840m of quay and a new 5km marine channel designed to handle two 336m vessels simultaneously, and capable of handling the largest container vessels in the world. It will increase container handling capacity by 1.2 million Twenty Foot Equivalent Units (TEUs) a year. In phase 2, an additional container quay of 410m will be developed. DP World’s plans also include the development of an economic/industrial zone next to the port and near the Blaise Diagne International Airport, creating an integrated multimodal transportation, logistics and industrial hub.
