ODOP initiative is operationally merged with ‘Districts as Export Hub (DEH)’ initiative of DGFT : MoS Commerce NEW DELHI: The Minister of State in the Ministry of Commerce and Industry, Shri Som Parkash, has informed the Parliament that the Central Government has initiated the One District One Product (ODOP) in different States/UTs of the Country. ODOP is seen as a transformational step towards realizing the true potential of a district, fueling economic growth, generating employment and rural entrepreneurship, taking us to the goal of Aatmanirbhar Bharat. ODOP initiative is operationally merged with ‘Districts as Export Hub (DEH)’ initiative of the DGFT, Department of Commerce, with the Department for Promotion of Industry and Internal Trade (DPIIT) as a major stakeholder. The ODOP Initiative is aimed at fostering balanced regional development across all districts of the country enabling holistic socio -
economic growth across all regions. The objective is to convert each District of the country into a manufacturing and Export Hub by identifying products with export potential in the District. Institutional mechanism in the form of State Export Promotion Committees (SEPCs) and District Export Promotion Committees (DEPCs) have been constituted in 36 States/UTs to provide support for export promotion and address the bottlenecks for export growth in the districts. Districts Export Action Plans are prepared for identified products and ser vices for overseas markets, which includes specific actions required to support local exporters / manufacturers in producing / manufacturing identified products in adequate quantity and with the r e q u i s i t e q u a l i t y, f o r r e a c h i n g potential buyers. These plans also
include identifying and addressing challenges for exports of such identified products/services, improving supply chains, market accessibility and handholding for increasing exports. So far, in about 557 districts, export plans have been prepared and in about 218 have been adopted by DEPCs. Products have been identified under ODOP and DEH across each district in the country. The range of the chosen products covers multiple sectors, Ministries and Departments, including products of far mers, weavers, artisans, other producers and sellers of districts. ODOP/DEH initiatives contribute to the goal of AtmaNirbhar Bharat, Vocal for local and Make in India, by providing opportunities for employment, through significantly increasing the manufacturing and exports of identified products.

India expects $8-$9 bn Bilateral trade with Russia & Sri Lanka in two months : Commerce Secretary NEW DELHI: India expects bilateral trade worth $8-9 billion with Russia and Sri Lanka in the next two months after it allowed international trade in rupees, Commerce Secretary said. The Reserve Bank of India last month allowed importers and exporters to pay in the partially convertible rupee, a move widely seen as making trade with Russia and South Asian neighbours easier instead of relying on dollars. “The rupee-denominated sales will be a big, big advantage,” B.V.R. Subrahmanyam said. “I see in the next two months $8-$9 billion of trade with Russia and Sri Lanka.” He did not give a break down in trade by Country. India’s imports from Russia,
mainly crude oil, jumped nearly five times to more than $15 billion between the end of July and Feb. 24 when Russia invaded Ukraine, compared to the previous year, according to a source with direct knowledge of the matter. But exports fell to $852.22 million from $1.34 billion in the same period, due to the lack of a payment settlement mechanism with sanctioned-hit Russia. Latest trade figures between India and Sri Lanka, which is in economic crisis, were not immediately available. India has refrained from condemning Russia, with which it has longstanding political and security ties, while calling for an end to violence in Ukraine. New Delhi defends its purchases of Russian
goods as part of an effort to diversify supplies and argues a sudden halt would jack up world prices and hurt its consumers. India reported a record trade deficit of $31.02 billion for July, three times higher than in the same period last month, due to a fall in exports and high imports, according to the latest preliminary trade data. Subrahmanyam said the Government was working on new trade deals with countries like the United Kingdom that would boost its exports and offset demand weakness in some of its markets. He expects India merchandise exports to jump to about $500 billion in the current fiscal year that started on April 1, from about $420 billion in the year-ago period.
Nitin Gadkari informs Rajya Sabha on 26 green expressways to be built in next three years MUMBAI: The Government will be building 26 green expressways in the country in the next three years and India’s road infrastructure will be as good as that in the US by 2024, Transport Minister Shri Nitin Gadkari told Rajya Sabha recently. Replying to supplementaries during the Question Hour, the Minister said there is no shortage of funds with the National Highways Authority of India (NHAI) which has ÁAA rating and is financially very
sound. He said the NHAI can build five lakh km roads in a year. “In the next three years, we are building 26 green expressways,” he said, adding that one can travel from Delhi to Dehradun, Haridwar or Jaipur in two hours thereafter. Speedy travel He also claimed that once the expressways are built, one can travel from Delhi to Chandigarh in 2.5 hours, Delhi to Amritsar in four hours, Delgi to Katra in six hours, Delhi to
Srinagar in eight hours and Delhi to Mumbai in 12 hours and Chennai to Bengaluru in two hours. It used to earlier take 4.5 hours to travel from Meerut to Delhi but now people are coming in 40 minutes, he claimed. “Under Narendra Modi’s leadership before 2024, India’s road infrastructure will be the same as that in the United States, I promise. There is no shortage of funds,” Gadkari said, adding, we will change the entire infrastructure of the Country.

India diversifying its oil import sources: S&P NEW DELHI: India is looking at pockets of opportunities for oil overseas and its decision to invest $1.6 billion in an oil project in Brazil part of that scheme, said credit rating agency S&P. In a report, S&P, citing sectoral experts, said India is keen to explore such opportunities in other Latin American countries. "Besides expanding strategic
petroleum reserves and diversifying its crude supply sources, the government is making effort to bring oil from overseas equity assets in the event of a supply disruption," said Lim Jit Yang, advisor for Asia-Pacific oil markets at Platts Analytics. "Supply security is becoming more important as global spare capacity has been uncomfortably low. In addition,
India's ageing oil wells are struggling to keep their domestic oil production steady amid growing oil demand," he added. India is looking at diversifying the sources of crude oil for its needs. Prime Minister Narendra Modi's cabinet in late-July approved a proposal to invest $1.6 billion to develop an oil block in Brazil in an attempt to procure equity oil overseas.

Schedule reliability improves to 40% in June 2022 : Sea Intelligence With schedule reliability of 49.5%, Maersk was the most reliable carrier in June 2022, followed by Hamburg Süd with 41.4%
COPENHAGEN: Global schedule reliability seems to have broken the trend seen since the start of this year, with schedule reliability increasing by 3.6 percentage points in June 2022 to 40.0%. This also marked the first time since the start of the pandemic that schedule reliability improved Y/Y. The average delay for LATE vessel arrivals has been dropping sharply so far this year but remained unchanged M/M at 6.24 days in June. The delay figure is now firmly below the 7-day mark, and an improvement over the respective 2021 figure. With schedule reliability of 49.5%, Maersk was the most
reliable carrier in June 2022, followed by Hamburg Süd with 41.4%. There were 10 carriers with schedule reliability of 30%-40% and only two with schedule reliability of 20%30%. In June 2022, once again, a lot of the carriers were very close to each other in terms of schedule reliability, with 10 carriers within 7 percentage points of each other. Wan Hai had the lowest schedule reliability in June 2022 of 24.8%. On a Y/Y level, nine of the top-14 carriers recorded an improvement in schedule reliability in June 2022, with Evergreen recording the only double-digit improvement of 16.2 percentage points.
Govt plans infrastructure status for SEZs; move to ease financing norms NEW DELHI: The Government plans to facilitate easier financing norms to activities pertaining to the manufacturing and services hubs envisaged under the proposed revamped law for Special Economic Zones (SEZs), also known as Development (Enterprise and Services) Hub Bill, 2022. This will be done by giving them infrastructure status, at par with sectors such as road, rail waterways, airports, to improve access to finance and enable long-term borrowing from lenders at easier terms. The Government hopes to pass the DESH Bill in the ongoing monsoon session. Once the Bill is passed, the Commerce Ministry, in consultation with the Finance Ministry’s Department of Economic Affairs will work closely towards finalising the rules and will be dovetailed into the existing masterlist of infrastructure sub-sector, people aware of the matter said. “Once the Bill is passed by Parliament, the Centre will amend the master list of infrastructure sub-sectors of the Ministry of Finance and grant all components of development hubs infrastructure status. The subject to conditions will be specified in the rules,” one of the persons cited above said. The official further said the Department of Commerce has circulated the draft Bill for Inter-Ministerial consultations and hopes to get an approval from the Cabinet soon.
“We have started getting responses from various Government Departments and Ministries. So far, the Department of Economic Affairs has also been on board with the decision to give infrastructure status to all components of these hubs,” the official said. The new draft DESH Bill seeks to set up “development hubs” for promoting economic activity, generating employment, integrating with global supply and value chains and maintaining manufacturing and export competitiveness, developing infrastructure facilities, promoting investments, including in research and development (R&D). Such hubs will also include existing SEZs. These development hubs will be further classified into enterprise and service hubs. While enterprise hubs will permit both manufacturing and services activities, services hubs will permit only services activities. The new bill will replace the existing law governing SEZs. The announcement of a new law was made by Finance Minister Nirmala Sitharaman in the Union Budget in February. The idea is to develop large manufacturing and investment hubs and go beyond the export-oriented approach, making such zones compliant with World Trade Organization (WTO) norms, give these hubs access to the domestic market and enable easy entry and exits of units.
TEXPROCIL hails enhanced ECGC cover for small exporters NEW DELHI: Cotton Textiles Export Promotion Council (TEXPROCIL) Chairman, Shri Manoj Patodia, extended his thanks to Shi Piyush Goyalji, the Hon’ble Union Minister of Commerce & Industry, Textiles, Consumer Affairs and Food & Public Distribution and Shri M. Sentilnathan, Chairman, ECGC Ltd for the announcement of a new scheme to provide enhanced export credit risk insurance cover to the extent of 90% to support small exporters under the Export Credit Insurance for Banks Whole Turnover Packaging Credit and Post Shipment (ECIB- WTPC & PS).
“The enhanced export credit risk insurance cover will enable the small exporters in the textile sector to explore new markets/new buyers and diversify their existing product portfolio competitively”, said Shri Patodia. The new scheme shall be available for the manufacturerexporters availing fund-based export credit working capital limit of up to Rs. 20 crores (i.e., total Packaging Credit and Post Shipment limit per exporter/exporter-group). “The new scheme will enable small exporters to get export credit from the banks at a lower rate of interest”, according to the Chairman, TEXPROCIL.
CONCOR new Train carrying polypropylene granules flagged off from Mangaluru to Gujarat MANGALURU: Southern Railway’s Palakkad Division recently handled a new stream of freight traffic when it dispatched a container freight train carrying polypropylene-loaded containers sourced by the Container Corporation of India (CONCOR) from Mangaluru to Gujarat. CONCOR, a Navarathna subsidiary of Indian Railways, acquired KIOCL’s Railway Siding at NMPA in March 2017 to boost its container traffic between the coastal area and hinterland. Containers loaded with polypropylene granules were brought on trucks from Mangalore Refinery and Petrochemicals Ltd. (MRPL) on Tuesday and loaded on flat wagons at the CONCOR Railway Siding at NMPA. The polypropylene granules sourced from MRPL is a byproduct of petroleum refining and used as raw material for processing different plastic-based material, including plastic bags, containers and cups. Palakkad Railway Division’s spokesperson M.K. Gopinath said that the freight is meant to reach Khodiyar (Ahmedabad) in Gujarat. CONCOR loaded polypropylene from its NMPA siding for the first time, he noted. As many as 90 containers, each weighing 16 tonnes, were loaded on 45 flat wagons of the freight train. Each container comprised 640 bags of polypropylene granules with the total load comprising 57,600 bags (1,872 tonnes), he said. The Container Corporation is expecting to dispatch at least four such rakes in a month in the coming days.
MRPL, CONCOR, Southern Railway, Konkan Railway Corporation Ltd. and NMPA joined hands together to make the new stream of traffic a success. MRPL Executive Director (Projects) B.H.V. Prasad, KRCL Director (Operations), KRCL, Santhosh Kumar Jha, CONCOR’s Group General Manager, Chennai Cluster, K. Srinivasan, MRPL GGM (Marketing), Deepak Prabhakar, KRCL’s Regional Railway Manager, Karwar, B.B. Nikam and Panambur Railway Station Manager G.P. Rajesh and others were present when the freight train was dispatched recently. CONCOR acquired the siding facility of KIOCL when Senior Indian Rail Traffic Service officer Anup Dayanand Sadhu was heading the Karnataka unit of the corporation as its Group General Manager. The four full-line siding (900 m each) was built by KIOCL at a cost of Rs. 14 crore in 2004 to handle iron ore exports.

DCSA and the European Shippers’ Council agree to collaborate to drive adoption of DCSA standards AMSTERDAM: Ongoing supply chain disruption has highlighted the urgency for closer collaboration between cargo owners and ocean carriers to improve cargo visibility and data communication. Digital Container Shipping Association (DCSA), a neutral, non-profit group established to further standardise digitalisation of container shipping, and the European Shippers’ Council (ESC), representing cargo owners has announced their joint collaboration to accelerate adoption of DCSA standards and enable a better customer experience for shippers. The associations will leverage DCSA’s opensource, vendor-neutral standards to help their members and other business partners make data exchange more timely, accurate and interoperable. DCSA publishes and promotes digital standards that, when adopted by organisations throughout the supply chain, will enable interoperable IT solutions in container shipping. DCSA standards provide a foundation for seamless, end-to-end data exchange that will not only ensure cargo is more visible across the container journey, it will make shipping services easier to use, more flexible, efficient, reliable and sustainable. Standardising documents such as the bill of lading to enable paperless trade is also a key topic for the collaboration. By working together, DCSA and the ESC will carry out structured, cross-member engagement activities to ensure DCSA standards meet shipper needs and facilitate adoption. Commenting on the collaboration, Thomas Bagge, Chief Executive Officer for DCSA, said: “Global supply chains have been continuously optimised over decades; present-day technologies allow for the further improvement in customer experience. Unstandardised, paper-based
processes for exchanging information to conduct business and keep goods moving should not be needed in the 21st century. The lack of digitalisation limits progress towards greater transparency and end-to-end, real-time cargo visibility. We can only bring about digital transformation together. That is why we are committed to closer collaboration with the ESC and its like-minded members and are confident our joint efforts will accelerate standards adoption among cargo owners and other industry stakeholders.” The ESC represents the interests of around 100,000 manufacturers, retailers and wholesalers throughout Europe as users of transport, including maritime. Godfried Smit, ESC Secretary General said: “Our members need seamless data exchange across the supply chain to optimally orchestrate the movement of their goods. In the digital realm, this can only be achieved when communication is standards based. Collaboration with DCSA is one of the three pillars of our strategy going forward because its work on standards aligns with our own goals for transparent, stable and resilient supply chains.” DCSA and the ESC will collaborate in three main ways. First, both organisations will invest time and resources in helping members adopt and implement DCSA standards to address their most pressing needs. This is likely to include the participation of ESC members in proof-of-concept trials and pilots, as well as ongoing education and training and the promotion of successes for best practice learning. Second, DCSA and the ESC will share knowledge and contribute regularly to each other’s member forums. Lastly, DCSA will gather input from ESC members to optimise existing standards and ensure future standards are developed in close alignment with the needs of shippers.
