Budget 2024: How Sitharaman can steer the trade ship amidst two wars and Red Sea crisis to achieve $2 tn export goal

NEW DELHI: India aims to clock $2 trillion in goods and services exports by 2030 amid the Red Sea crisis and ongoing war between Ukraine-Russia and Israel-Hamas E-commerce exports are growing rapidly and those done through the postal and courier routes are pegged at $1.5 billion. Here's a look at the challenges the export sector is facing and its budget wishlist.

India's goods and services exports in FY24 were at an all-time high of $778.2 billion, up 0.23% from $776.4 billion in 2022-23 (goods USD 437.1 billion and services USD 341 billion).

Key issues in India's export saga; Geopolitical uncertainties

The ongoing Russia-Ukraine war coupled with various major geo-political tensions, including the Red Sea crisis and the Israel-Hamas conflict, has also made the international trade scenario much tougher for the Indian exporters.

India's top five export destinations are the US, the Netherlands, UAE, Malaysia, and the UK - recorded healthy growth in May

A c c o r d i n g t o t h e c o m m e r c e ministry data released in June, the estimated value of services exported in May is USD 30.16 billion as compared to USD 26.99 billion in May 2023.

Imports of services are estimated to have increased to USD 17 28 billion during the month as compared to USD 15.88 billion in May 2023.

Manufacturing push

Boosting manufacturing is crucial for labor-intensive sectors as it can

generate substantial employment opportunities, drive economic growth, and reduce poverty By investing in manufacturing, India can enhance productivity, create a skilled workforce, and stimulate innovation.

Activity in India's manufacturing sector rebounded last month as output increased on robust demand, leading to the fastest rate of hiring in over 19 years, d e s p

remaining elevated, HSBC final India Manufacturing Purchasing Managers' Index showed.

Strong demand is a much needed ingredient for growth in Asia's thirdlargest economy, which is the fastest growing among major economies, but much of the expansion is attributed to the government's infrastructure spending.

Complicated FTAs

In the India-UK FTA, the issues that need to be ironed out include duties in sectors like electric vehicles, alcoholic beverages, and services. India and the UK launched talks for an FTA in January 2022 to boost economic ties between the two nations There are 26 chapters in the agreement, which include goods, services, investments and intellectual property rights.

The bilateral trade between India and the UK increased to USD 21 34 billion in 2023-24 from 20.36 billion in 2022-23 India and the UK launched talks for an FTA in January 2022 to boost economic ties between the two nations.

Reports also suggested that the GCC group of countries are interested in an FTA with India. GCC is a union of six countries - Saudi Arabia, UAE, Qatar, Kuwait, Oman and Bahrain. What should the Budget do?

marketing, incentive schemes

The $800 billion target for this scal India's goods and services exports are expected to cross USD 800 billion this fiscal despite global challenges, Commerce and Industry Minister Piyush Goyal said.

He said that the global situation is serious as war is still ongoing between Ukraine-Russia and Israel-Hamas, and the Red sea crisis.

The Minister added that there are also elections in some of the major democracies like in Europe.

"In such a situation it's a positive sign that our exports are growing (9 per cent growth in May) and this also reflects that the world wants to do trade and investments with India We are confident that this year we will have over USD 800 billion exports and it will be a historic record," Goyal said.

RBI issues draft norms to rationalise export-import transactions

MUMBAI: The Reserve Bank of India has released draft regulations to rationalise norms for export-import transactions, proposing discretionary powers for banks when it comes to a 'caution list' for exporters who fail to bring in foreign exchange on time.

"Where an export amount is outstanding in EDPMS (export data processing and monitoring system) for a period of more than two years from the due date of realization

(including extension of the period granted by authorised dealer bank, if any), AD banks shall ensure that exporter is flagged as 'caution listed' in the EDPMS," the RBI said in the draft regulations and directions.

The draft regulations, which are u n d e r t h e Fo r e i g n E x c h a n g e Management Act (FEMA), are available for public response and feedback may be forwarded to the RBI via email by September 1, the Central Bank said.

The RBI said that the proposed regulations are intended to promote ease of doing business, especially for small exporters and importers, while empowering authorised dealer banks to provide quicker and more efficient services to foreign exchange customers.

It said while flagging an exporter as 'caution listed', banks must duly inform exporters and that they must be given the opportunity to be heard.

Transpac to NAWC sees reliability improvement : Sea-Intelligence

OSLO: Global schedule reliability improved by 3 8 percentage points M/M in May 2024, to the highest point YTD of 55.8%. On a Y/Y level however, schedule reliability was down -11 0 percentage points This is a trend that we also see across the trade lanes, as 29 trade lanes were down Y/Y Of the five that did record an improvement, Asia to North A m e r i c a We s t C o a s t ( N AW C ) recorded the most substantial improvement.

Figure 1 shows the development in schedule reliability for this trade lane, not only on a monthly level for 2024, but also the average full-year reliability in 2019-2023. Additionally, Figure 1 also shows the performance for Asia to North America East Coast (NAEC), as commercially, these two trade lanes

are closely tied to each other.

While the Asia-NAWC trade lane has improved substantially and is even approaching – but not quite reaching – the pre-pandemic average performance, the Asia-NAEC trade l a n e s h o w s n o s u c h s i m i l a r improvement. The performance gap between the two trade lanes, which began to open up in 2023, has only been worsening.

This means that North American importers who use an East Coast routing, are increasingly struggling with much larger disruptions in the supply chain, than if they had routed cargo via the West Coast.

Of the trade lanes that have performed poorly in May 2024, AsiaMiddle East has seen one of the largest Y/Y declines. Compared to the

2019 full-year average, the trade lane has seen the largest decline in schedule reliability, dropping below the pandemic lowest. This suggests that the Red Sea crisis is indeed having a strong impact on schedule reliability in the region.

Use of Indian Ports under consideration for rerouting exports by Bangladesh

DHAKA: Bangladesh is set to make feasibility check on potential Indian Ports for rerouting exports to third countries in a change of traditional entrepots, with bilateral connectivity moves now getting in high gear

A high-powered team will visit India between 06 and 12 July to ascertain technical feasibility and commercial viability of shipping cargo to a third country or destination under provisions of the Coastal Shipping Agreement and Protocol on Inland Water Transit and Trade (PIWT&T).

Shipping Secretary-level talks

between Dhaka and New Delhi on 20 December 2023 agreed to form a composite team from Bangladesh with such end in view.

The 16-member team is due to visit some ports of Chennai in Tamil Nadu, Visakhapatnam and Krishnapatnam in Andhra Pradesh, and Haldia and Kolkata in West Bengal.

Currently, Bangladesh takes transhipment facilities by exporting its products to third countries through Singapore, Colombo and Malaysian (Klang) ports.

SM Mostafa K amal, Joint Secretary of Shipping Ministry, will lead the feasibility team.

Asked about their mission, Mr Kamal said, “We’ll visit some ports of the eastern coast of India from July 06 to 12. L ater, we’ll sit with stakeholders concerned for opinion sharing.”

T h e y p l a n t o p r e p a r e a comprehensive feasibility report through scrutinising and compiling relevant issues for submission to the Government However, a previous assessment by the National Board of Revenue (NBR) reads: “Bangladesh will hardly derive any benefit from transshipment facilities by exporting its products through India to third countries.”

Kempegowda Intl. Airport handles over a quarter of country’s perishable cargo

BANGALORE: Kempegowda

International Airport (KIA) has emerged as India’s leading hub for perishable cargo It managed 28% of the country’s total perishable air cargo and 44% of south India’s perishable air exports during 2 0 2 3 - 2 4 T h i s i s t h e f o u r t h c o n s e c u t i v e y e a r t h a t K I A dominated the sector, reflecting its critical ro le in the e x po rt o f perishable goods including flowers

According to data, over the past two years, KIA saw growth in overall cargo volumes, recording a 10% increase from 1 4 lakh tonnes in 2 0 2 2 - 2 3 t o 1 5 l a k h t o n n e s i n FY 2023-24. This growth trend has continued robustly with cargo exports surging by an average of 30%

from Jan to May this year, compared to the same period the previous year

“Electronics and electrical components have been a substantial part of BIAL’s export profile, with the airport handling over 500 tonnes monthly in FY 24 — a 40% increase over the previous year This surge in exports is attributed partly to the Red Sea crisis which has heightened the demand for rapid logistics solutions,” said a spokesperson for Bangalore International Airport Limited (BIAL), the operator of KIA

KIA saw an 18% increase in the export of perishables in 2023-24, totalling 63,188 tonnes. This includes a diverse range of products such as 47,041 tonnes of poultry products, 9 , 3

, 2,050 tonnes of floriculture products, and smaller quantities of fresh mangoes and other perishables.

To handle this diverse array of exports efficiently, KIA is equipped with the largest cargo processing capacity in south and central India, at 7.1 lakh tonnes per annum.

In response to the growing d e m a n

t s competitive edge, BIAL plans to expand cargo handling capacity to over 10 lakh tonnes by the early 2030s. “This will include refurbishing existing cargo terminals, expanding the cold-chain facilities, developing a new domestic cargo terminal, and constructing a Grade A logistics park,” the spokesperson added.

FM Sitharaman eyes higher GDP growth target

NEW DELHI: Anticipating better economic expansion, the Finance Ministr y is likely to i n c r e a s e i t s n o m i n a l g r o s s domestic product (GDP) growth target for FY25 in the upcoming Budget from its assumption of 10 5 per cent in the Interim Budget in February.

“The nominal GDP growth assumption for FY25 may be revised u p w a r d s o n h i g h e r g r o w t h expectations. It is likely to be 10.5 per cent to 11 per cent,” a senior government official said.

Nominal GDP, calculated at current market prices, factors in the effect of inflation and is used as the b a s e t o c a l c u l a t e c r u c i a l macroeconomic indicators, such as tax buoyancy, fiscal deficit, revenue

deficit, and debt-to-GDP ratio.

A h i g h e r n o m i n a l G D P assumption makes it easier for the finance minister to show a narrower fiscal deficit print and vice versa.

In FY20, the final Budget revised the nominal GDP growth target to 12 per cent from 11 5 per cent assumed in the interim Budget.

However, for FY15, despite a c h a n g e i n g o v e r n m e n t , t h e Finance Ministry kept the nominal GDP growth rate unchanged at 13.4 per cent.

Aditi Nayar, Chief Economist at ICRA Ratings, expects nominal GDP to rise 10.8 per cent in FY25.

“This entails acceleration from the 9.6 per cent growth seen in FY24, which is largely driven by our projection of a turnaround in the

average WPI (wholesale price index) to an inflation rate of 3.3 per cent in the ongoing financial year from a deflation of 0.7 per cent in the previous year

“Based on transient headwinds that are expected to dampen GDP growth in H1, we are projecting the F Y 2 5 r e a l G D P e x p a n s i o n a t 6.8 per cent,” she added.

India’s WPI-based inflation rose sharply to a 15-month high of 2.61 per cent in May on the back of an adverse base effect and a sharp spike in food prices.

The Reserve Bank of India in its latest monetary policy review, released last month, raised its real GDP growth forecast to 7.2 per cent for FY25 from its earlier estimate of 7 per cent.

India's rating upgrade possible in next 24 months if scal decit falls to 4%: S&P

MUMBAI: A sovereign rating upgrade for India in the next 24 months is possible if the central government is able to prudently manage its finances and bring down fiscal deficit to 4 per cent of GDP , an S&P Global Ratings official said on Wednesday S&P Global Ratings Director, Sovereign Ratings, YeeFarn Phua, said the trigger for upgrade would be general government (Centre + states) deficit falling below 7 per cent of the GDP , and a lot of this would have to be driven by the central g o v e r n m e n t . " I f t h e c e n t r a l government is able to bring down fiscal deficit to 4 per cent of the GDP , we will consider a rating upgrade over the next 24 months," Phua said.

T h e c e n t r a l g o v e r n m e n t estimates to bring down fiscal deficit to 5 1 per cent of the GDP in the

current fiscal, from 5.63 per cent in 2023-24.

As per the fiscal consolidation roadmap, the deficit -- the difference between government expenditure and revenue -- will be brought down to 4.5 per cent by 2025-26.

The US-based rating agency had in May upgraded outlook for India to positive, from stable, while retaining the rating at 'BBB-'.

Phua further said the Indian economy has clocked an average of 8 per cent growth in the last three y e a r s , d r i v e n b y d o m e s t i c consumption and infrastructure investment that has made real difference on the ground.

"We see the medium-term growth potential for India at 7 per cent," Phua said.

If the infrastructure bottlenecks

are removed, that will lead to 8 per cent growth potential without the risk of overheating, he added.

S&P estimates India's economic growth at 6.8 per cent in the current fiscal, lower than 8.2 per cent in the last fiscal.

S&P Global Ratings Chief Economist, Asia-Pacic, Louis Kuijs said India is the fastest growing economy in the Asia region.

T h e i m p a c t o f C o v i d o n Asian economies are behind us and growth is in the process of picking up steam, he said.

"We did notice that Covid had a large impact on growth trajectories, especially in countries like India India is recouping some of the lost ground and is growing faster than we had expected four years ago," Kuijs said.

Tripura Government urges Centre to introduce inland waterway transport in state

AGARTALA: Tripura Transport Minister Sushanta Chowdhury recently wrote a letter to the Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, requesting for the development and introduction of waterways and linkage of Gomati River with Meghna River System in Bangladesh through Sonamura (Tripura)-Doudkandi (Bangladesh) protocol route.

In the letter, Sushanta said that Tripura has begun to envision the long-awaited introduction of inland water transport, provided that the Ministry of Ports, Shipping, and Waterways, Government of India, resolves the outstanding challenges.

In the letter, the Tripura Minister requested the Union Minister to set

up a linkage of the Gomati River of Tripura with the Meghna River System in Bangladesh through the Sonamur-Doudkandi protocol route.

“Dredging of Indo-Bangladesh w a t e r w a y s P r o t o c o l R o u t e (Sonamura-Daudkandi) beyond I n t e r n a t i o n a l B o r d e r i n s i d e Bangladesh (20.00 km) including the “no man’s land” in order to achieve successful dredging and fruitful result on the dredging of Gomati River in the Indian portion. Extension of Sonamura – Daudkandi Protocol Route up to Udaipur”, he said.

The letter further requested the union minister Sonowal to take initiatives for linking the SonamuraDaudkandi waterway to ports in Bangladesh such as Ashuganj,

Mongla, and Chittagong.

“ Fu r t h e r c o n n e c t i n g w i t h important Indian rivers like Ganga (National Waterway-1), Brahmaputra (National Water way-2), Barak (National Waterway-16), Ultimately, to connect to Haldia port in Kolkata through sea routes and Sittwe port of the Kaladan project in Myanmar along with purchase of at least six to ten passenger vessels in order to boost tourism and make it easier for commuters to cross the River Gomati every day”, the letter reads.

Sushanta said that with the goal to encourage tourism and water connectivity, one cruise ship and six passenger vessels may be approved for setting up of an IWAT in Dumboor Lake in Tripura.

was held at the c o m p a n y ' s corporate office on Saturday, 22 June 2024 in Mumbai with the support of Deepak Foundation's Anviksha Blood Bank. All staff supported wholeheartedly and donated blood. Every year TKPL gets an overwhelming response for such initiatives from its enthusiastic staff.

In addition to the blood donation camp, TKPL's directors, Mr. Rajen Bhatia and Ms. Vandana Bhatia, visited an NGO, Vimala Society, that works primarily in the domain of Education, Health and Child & Youth Development and made a charitable contribution to the Society

"We are committed to contributing to society and making a difference in the lives of others," said Mr. Bhatia. He also said that they will be celebrating their 129th Founders Day on 07 July 2024 and

have expressed their gratitude to all the customers and well wishers for supporting them and having trust on them for over 125 years.

The management also thanked all the staff and the Foundation in making these social welfare activities successful. They stated that such initiatives will continue in the years to come
