Commerce Ministry looking to release new FTP before September NEW DELHI: The Commerce Ministry is working to release the new five-year Foreign Trade Policy (FTP) before September this year and Districts as Export Hubs scheme would be part of that document, which aims at promoting exports and job creation, an official said. The Directorate General of F o r e i g n Tr a d e ( D G F T ) , t h e Commerce Ministry’s arm which is formulating the policy, will soon send the proposal to the Finance Ministry for seeking funds for the scheme. Under the scheme, the aim is to initially focus on 50 districts which have products that are scalable and hold huge export potential, the official said. The DGFT would follow a “challenge route” method to select these districts, the official said adding states and districts that want to avail the financial incentives under the scheme should compete for that.
There are 750 districts in the Country. “It will be a kind of competition among states and districts. We will come out with detailed guidelines for that. The scheme will find a place in the FTP. It will be a centrallysponsored scheme, where 60 per cent of the total cost will be borne by the Centre, and the remaining by states. We are trying to release the new FTP before September,” the official added. According to a document of the Commerce Ministry, States need to be engaged actively in the export promotion activities as exports cannot be exponentially increased without their active involvement. Districts as Export Hubs scheme aims to target export promotion, manufacturing and employment generation at grassroot level. The current Foreign Trade Policy (2015-20) is in force till September 2022.
On March 31, 2020, the Government had extended this policy for one year till March 31, 2021 due to the COVID-19 outbreak and the lockdown. It was again extended till September this year. In the policy, the Government announces support measures for both goods and services exporters. In 2021-22, the Country’s merchandise exports touched USD 420 billion and services exports aggregated at USD 254.4 billion. The Government is looking at USD one trillion exports of goods and services each by 2030. To p u s h t h e o u t b o u n d shipments, India is aggressively negotiating free trade agreements with several countries and regions including Canada, the UK, European Union and Israel. India has implemented a trade pact with the UAE in May and has signed one with Australia.
APSEZ cargo handling grows 8 % to record 90 MT in Apr-Jun quarter MUMBAI: Adani Po r t s a n d S p e c i a l Economic Zone Limited (APSEZ) said it has handled the highest-ever cargo in a quarter at 90.89 MMT (million tonne) during April-June period of this financial year, registering a growth of 8 per cent on a year- on-year basis. In June alone, the company handled
the highest ever monthly cargo of 31.88 MT, registering a 12 per cent year-on-year (y-o-y) growth, APSEZ said in a statement. "This also marks the highest ever cargo handled in a quarter at 90.89 MMT (million tonne) during Q1 FY23, which is 16 per cent q-o-q growth, and 8 per cent y-o-y growth over a strong Q1 FY22 that saw the post COVID volume surge," it said.
Coal volumes continue to show strong recovery of 25 per cent yearon-year (y-o-y). Other key segments that lead this monthly surge are crude (17 per cent) and container (6 per cent). Key ports that helped drive this monthly volume growth are Mundra (21 per cent y-o-y), Hazira (16 per cent), Kattupalli & Ennore combined (38 per cent), and Dahej (70 per cent).
New Mangalore Port Authority receives rst mainline Container vessel MANGALORE: The New Mangalore Port Authority achieved yet another milestone as the first mainline container vessel MSC Erminia made a port call here. A release from NMP said 'MSC Erminia' is one of the largest Container vessels in the world and its arrival here on Sunday, 3rd July heralded a new era. The ship has a length of 276.5 metres and a draft of 12.8 metres. The vessel is carrying 1,771 TEUs and 1,265 units of import containers. The vessel was greeted by traditional water cannons and container discharging was flagged off by Port Authority Chairman Venkat Ramana Akkaraju. The ship's Captain R D Pais and his Deputy Captain Rajnikant piloted
the vessel alongside. Expressing happiness over the arrival of the first mainline container vessel at the port, Ramana said the port authority has scaled up its onshore infrastructure to global standards. The ar rival of the mainline container vessel operator signals that Mangalur u, Kar nataka and the hinterland of the port now has a facility that will facilitate higher import-export activities. This is also a sign of the port heralding a higher phase of growth, he said. New Mangalore Port had been getting mainline vessels in the petroleum sector often to offload LPG and crude for its Mangalore Refineries and Petrochemicals
(MRPL) jetty. Under the Central Government's PM Gati Shakti programme, the port has a few more developmental projects under its belt, the release said.

QRDI Council Partners with Ooredoo & Milaha for 2nd set of Innovation calls for Qatar Open Innovation Program DOHA: Qatar Research, Development and Innovation (QRDI) Council, in partnership with Ooredoo and Milaha, has announced the launch of the second batch of innovation calls for its flagship Qatar Open Innovation program (QOI) in an effort to leverage innovation through partnerships. The QOI partners aim to develop new technologies addressing local opportunities that fall under Qatar’s five national priority areas as outlined by the QRDI 2030 strategy, with chosen innovators provided a trusted piloting partner and a testbed for their innovation before they deploy it on a large scale. Through the second iteration of QOI, QRDI Council has partnered with Ooredoo, the leading international communications company in the Middle East, North Africa and Southeast Asia, and Milaha, one of the largest and most diversified maritime and logistics service providers in the Middle East. This set of innovation calls will focus on innovation opportunities incorporating artificial intelligence, virtual and augmented reality, and machine learning in telecommunications, logistics, and maritime sectors to connect Ooredoo and Milaha to a vast pool of innovators and potential novel technologies or solutions that meet their business needs. Haya Al-Ghanim, RDI Program Director at QRDI Council, stated: “Qatar Open Innovation is a key program that helps facilitate the implementation of Qatar’s national research, development and innovation strategy, QRDI 2030. By working closely with opportunity owners to identify their opportunities for innovation, the program facilitates connections between actors across government and the private sector to enable the transformative growth of Qatar’s burgeoning innovation ecosystem. This program will help address Qatar’s national priorities as well as
position Qatar as a country driven by sustainability and innovation.” Kamran Siddiqui, Senior Director of Strategy at Ooredoo Qatar, said: “We’re delighted to be working with the QRDI Council to drive innovation within Qatar by developing these two disruptive pilots: Smart Tools for Audio Analytics in IoT Network, and Smart Troubleshooting AR/VR software for Wi-Fi applications. A key element of our corporate strategy is to seek, establish and develop partnerships such as this, through which we can expand and enhance our offering with the aim of complete customer satisfaction. I look forward to kickstarting this hands-on partnership with the development of these two projects for the benefit of our customers.” Eng. Mohammed Swidan, Interim President and CEO at Milaha said: “As the leading provider of maritime and logistics solutions in Qatar, Milaha strives to develop its business and expand its service offerings to support the government’s plan to provide secure and sustainable supply chain and build a diversified knowledge-based economy. Being among the strategic partners in the Qatar Open Innovation, we look forward to supporting the research and development initiatives and to promoting innovation and digital transformation that help find creative solutions to facilitate complex processes and encountering business challenges in the maritime and logistics industry.” The Qatar Open Innovation program is a call on local and global innovators to create, in Qatar, technological innovations which address the needs of large local enterprises and government agencies. It connects innovators from startups, SMEs, and corporates to opportunity owners who can collaborate to pilot innovation solutions to meet their unique needs and further their business goals.

SCMTR implementation date again extended NEW DELHI: The Ministry of Finance has announced that the implementation date of the Sea
Cargo Manifest and Transhipment Regulations (SCMTR) has been further extended.
It will now be implemented on December 31, 2022, as per a communique.
FIATA calls for balanced and fair Maritime Market System GENEVA : The International Federation of Freight Forwarders Associations (FIATA) continues to call on industry stakeholders and market regulators to take action to ensure a balanced and fair trading system. FIATA has published the following “discussion paper” providing a brief summary of the key policy action points in the interests of global supply chains, and the economies that benefit from world trade. Summary of Policy Actions Called For 1. Investments directed towards decarbonisation rather than vertical integration The International Maritime Organisation (IMO) aims to reduce the shipping industry’s greenhouse gas emissions by at least 50% by 2050, and to reduce the carbon intensity of missions by 40% by 2030 and 70% by 2050. To achieve this goal, the total cost has been estimated at over US$1.5 trillion by 2050, with 87% of this needed for land-based infrastructure and facilities for low-carbon fuels. Meeting this cost and the decarbonisation goal by 2050 is expected to be a significant challenge. Meanwhile, container shipping lines have made record-breaking profits in the past couple of years, with Drewry predicting 2022 pre-tax profits of as high as US$300 billion. These profits have been generated within a protected environment of regulatory and tax exemptions, and are being directed towards mergers and acquisitions outside of their port-toport activities to dominate the entire door-to-door logistics chain, resulting in unprecedented market concentration. A more valuable use of these high profits would be to invest in decarbonisation efforts so that the industry can be on track for the IMO goals, and to ensure that the financial burden is not left to other parts of today’s ailing economy. FIATA, therefore, calls on the IMO, governments and relevant organisations to put in place a plan for decarbonisation that takes account of this context and encourages such investments by shipping lines. 2. Measures supporting the shipping industry that are fit for purpose in the new economic environment The regulatory antitrust exemptions and vessel sharing agreements in support of shipping lines were granted for the important purposes of promoting efficiency and
optimisation of the maritime supply chain. Nevertheless, there is a need to now rethink these measures to ensure they remain fit for their intended purpose. The broad antitrust exemptions granted to shipping lines under the regulatory environment allow for the possibility to use such exemptions in areas outside of the port-to -port activities for which these exemptions were designed. In addition, they open the door for shipping lines to also use such exemptions in other activities – such as cargo handling, logistics and ancillary services – thus competing unfairly with the players active in those activities who do not have the benefit of exemptions from antitrust law. This creates an oligopolistic market which undermines the overarching intent of the antitrust exemptions and antitrust law overall. FIATA calls for a review of antitrust regulatory exemptions, and considers that a more appropriate regulatory response would be to grant permissions to shipping lines, rather than exemptions, to deviate from antitrust law in certain prescribed situations. This would retain the regulatory intent, whilst allowing for certain criteria to be developed for such benefits to ensure they are not misused. 3. Incentivising carbon offsets Maritime transport is responsible for about 2.5% of global greenhouse gas emissions. Finding solutions for decarbonisation is necessary, and carbon offsets will play an important role in this strategy as an intermediary step towards a zero-emission shipping industry. This will bridge the gap through an economic variable approach as the industry seeks to eliminate its dependence on fossil fuels. FIATA calls for more work to be done to understand how to make carbon offset markets more efficient, and how they can be used as a real incentive for shipping lines to decarbonise and invest in decarbonisation. It is crucial that the cost of decarbonisation is not simply passed to the customer, but that it is part of a concerted investment effort by the maritime industry. 4. Development of a data charter for the logistics and transport industry Industry digitalisation efforts are crucial for greater optimisation and efficiency in the supply chain. Today, there are many different initiatives
taking place across the industry for the development of digital solutions. At the same time, it is important to ensure that this is effectively organised in a manner that does not inadvertently result in a data monopoly by certain actors holding the data, who can then utilise such data to compete unfairly with other actors in the supply chain. This is also important for ensuring that all actors across global supply chains will continue to have access to trade logistics and do not risk being cut out of the system due to lack of resources or connectivity. FIATA continues to promote decentralised systems which do not privilege one single standard or type of system, but that instead are interoperable with each other. FIATA also calls for the development of a data charter for the logistics and transport industry that, in a similar manner to data protection regulation, allows for the possibility to protect confidential and commercially-sensitive information during industry data exchange. 5. Establishment of a formalised and consistent platform for global collaboration between all supply chain actors Collaboration and dialogue between all supply chain actors on a global level are crucial to understanding the issues at stake to facilitate a coordinated approach to finding and implementing solutions. Currently, there is no one platform where dialogue and collaboration can be conducted on a consistent and f o r m a l i s e d b a s i s . H o w e v e r, bottlenecks and disruptions in the supply chain are dependent on and affect matters that touch many different stakeholders in the supply chain. In addition, the global nature of the maritime supply chains requires that such discussions take place on a global scale, with representation from all world regions. Over the past couple of years, FIATA has sought to initiate dialogue amongst all industry stakeholders at the governmental and private sector levels, which was highly welcomed, and facilitated constructive discussions. F I ATA c o n s i d e r s t h a t s u c h discussions should be formalised and consistent on a global level to find solutions and inform policy making. Such platforms for collaboration could take place under the auspices of a relevant global organisation, such as the International Maritime Organisation (IMO).

DGFT issues RCs for 1.6 mn tonne wheat export after May 13 ban order NEW DELHI: The Commerce Ministry ’s arm Directorate General of Foreign Trade (DGFT) has issued Registration Certificates for about 1.6 million tonne of wheat to exporters having valid letter of credit, after the ban order of May 13, an official said. The government is allowing wheat shipments for which irrevocable letters of credit (L/C) were issued on or before May 13, when the ban on the export of the foodgrain was imposed with an aim to contain rising prices. War between Russia and Ukraine has severely impacted the flow of wheat in the global markets as they are key players in the sector. Russia and Ukraine together account for almost a quarter of the global wheat supply. Exporters having valid L/Cs would have to register with the Regional Authorities of the Directorate General of Foreign Trade (DGFT) to obtain registration of contracts (RCs) to ship their consignments. “RCs for about 1.6 million tonne have been issued so far,” the official said adding as Russia has started exports
of wheat through Turkey, prices in the global markets may stabilise. India’s wheat exports stood at 7 million tonne, valued at USD 2.05 billion, in 2021-22 on better demand for the Indian wheat from overseas. Of the total wheat exports, around 50 per cent of shipments were exported to Bangladesh in last fiscal year. The top ten importing countries for the Indian wheat in 2020-21 were Bangladesh, Nepal, the United Arab Emirates, Sri Lanka, Yemen, Afghanistan, Qatar, Indonesia, Oman and Malaysia. India accounts for less than 1 per cent of the world wheat export. It is the second-largest producer of wheat. It had contributed around 14 per cent of the world’s total production in 2020. India produces around 107.59 million tonne of wheat annually, while a major chunk of it goes towards domestic consumption. Major wheat growing states in India are Uttar Pradesh, Punjab, Haryana, Madhya Pradesh, Rajasthan, Bihar and Gujarat.

Maersk to reduce transit times by 5 -21 days from Asia to Northern Italy GENOA: Aiming to reduce transit times and alleviate congestion while offering higher flexibility in current challenging times, A.P. Moller - Maersk (Maersk) announces a new feeder service between Port Said, at the northern end of the Suez Canal, where the canal leads into the Mediterranean Sea and Vado Gateway at the Port of Genoa, one of the most significant and busiest ports in Italy. The first feeder of this new service (3000 TEUs) will depart from SCCT at the east bound lane of the Suez Canal, on July 8th and will arrive at the APM Terminals Vado Ligure S.P.A. Terminal on July 14th, considerably reducing transit times from Asia to Northern Italy between 5 and up to 22 days, depending on where the cargo origin departure is at Busan in Korea or Shanghai, Ningbo, Yantian, Shekou or Xingang in China. “In an increasingly unpredictable environment, our customers ask for more reliable and agile supply chains – and this is exactly what the new Vado Express Service will deliver. Comprehensive ocean/rail/road solutions will significantly shorten transit time between Asia and locations across Northern Italy - the second most important EU location, behind Germany, for industrial production and it ranks third in exports of goods, just behind France. Our endto-end logistics offerings is meant to give all these industries full control of their supply chains,”said Leah Offutt - Maersk Central South Europe Managing Director.
Vado Ligure’s strategic location boasts strong connectivity between ocean, road, and rail, including a renewed inter modal set-up, allowing Technology, Fast Moving Consumer Goods, Lifestyle and Retail industries to benefit from faster and more frequent access to any inland North Italy location and particularly to and from Milan, Padova and Piacenza. The semi-automated APM Terminals Vado Ligure S.P.A. terminal is one of Italy’s fastest and most advanced gateways for growth, while its low CO2 footprint contributes to Maersk’s and customers’ sustainability pledges.
