The Logistics Division under the Ministry of Commerce and Industry has decided to work in a planned manner to improve the city freight movement. This is all the more relevant as the demand for urban freight is expected to grow by 140 per cent over the next 10 years. Improving city logistics would also enable efficient freight movement and bring down the logistics costs boosting all sectors of the economy. Cont’d. Pg. 15

With largest PCS & BSID, Indian Ports and Maritime sector is giving boost to Digital India : Mansukh Mandaviya NEW DELHI: Digital Transformation in Indian Ports and Maritime Sector! With the world’s largest port community system and Biometric Seafarers Identity Document, the Modi government is ushering digital revolution at Indian Ports. According to Minister of State for Ports, Shipping and Waterways, Mansukh Mandviya, PCS1x- the world’s largest port community system, is a user-friendly interface that brings together various stakeholders of the maritime sector and provides them with seamless payments and transactions. It has cloud based new generation technology with user-friendly interface. The system has been upgraded to National Maritime Logistics Portal. With this system, the turnaround time has been reduced to just 24 hours from five to six days. The Minister of State for Ports, Shipping and Waterways also stated that India is the first country in the world to issue Biometric Seafarers Identity Document (BSID) with facial biometric to seafarers. Earlier, Ministry of Ports, Shipping and Waterways had said that the BSID introduced modern security features. It has a biometric chip embedded in it. The BSID card’s security is ensured at various levels and through different methods. At the time of capturing the data, the live face is cross matched through passport photo utilizing a face matching software. There are two optical security features in the cardMicro prints/micro texts as well as Unique Guilloche pattern. A software was created for capturing the facial biometrics as well as its authentication through the public key infrastructure. According to the ministry, a record of each SID issued is maintained in a national database and its related information is
accessible globally. The BSID project has been taken up in India in collaboration with the Centre for Development of Advanced Computing, located in Mumbai. The SID’s issuance involves the collection of biometric as well as demographic details of the seafarers, their verification. Only then, the card is issued to them.
RBI extends Interest equalisation scheme for exporters by 3 months MUMBAI: The Reser ve Bank of India (RBI) has extended the validity of the interest equalisation scheme for pre-and-post-shipment rupee export credit by three months through September 30. This will continue to help exporters struggling to cope with the damage caused by the second Covid wave. The government has budgeted Rs 1,900 crore under the scheme for FY22, against Rs 1,600 crore (RE) for FY21. This scheme usually allows manufacturing and merchant exporters an interest subsidy of 3% on pre-and-post-shipment rupee credit for exports of 416 products (tariff lines).
The central bank’s notification came after the government approved the extension of the scheme, with “same scope and coverage”. The move comes at a time when the country’s exports have staged a rebound after witnessing a roller-coaster ride in the wake of the pandemic last fiscal. Merchandise exports surged over 69% in May from a year before to $32.3 billion, driven by a favourable base and improved demand from key markets. Importantly, goods exports have now crossed the pre-Covid (same months in 2019) level for three straight months, in what appears to be a strengthening trade recovery.

Maersk signs shipbuilding contract for world’s first container vessel fuelled by carbon neutral methanol Hyundai Mipo Dockyards to build the 2100 TEU feeder vessel. It will be deployed on the Bal c shipping route and fly the Danish flag. Expected delivery by mid-2023. COPENHAGEN, DENMARK: A.P. Moller - Maersk and Hyundai Mipo Dockyards have agreed on a contract for Hyundai Mipo to build a feeder vessel with a dual engine technology enabling it to sail on either methanol or traditional very low Sulphur fuel. Maersk announced the intention to order the vessel, an industry first, on 17 February 2021. It will fly the Danish flag.
"This groundbreaking container vessel shows that scalable solutions to properly solve shipping's emissions challenge are available already today. From 2023 it will give us valuable experience in operating the container vessels of the future while offering a truly carbon neutral product for our many customers who look to us for help to decarbonize their supply chains," says Henriette Hallberg Thygesen, CEO of Fleet & Strategic Brands, A.P. Moller - Maersk. The feeder will be 172 meters long and will sail in the network
of Sealand Europe, a Maersk subsidiary, on the Baltic shipping route between Northern Europe and the Bay of Bothnia. The methanol propulsion configuration for the vessel will be developed by MAN Energy Solutions and Hyundai Engine and Machinery (main engine) and Himsen (aux engine) in collaboration with Hyundai Mipo and Maersk. Classification society will be American Bureau of Shipping (ABS). "Developing this vessel is a significant challenge, but we have already come a long way in our work with the yard and the makers to reach this milestone. While we are pioneering these solutions for our industry, we are working with well-proven technologies and the cost potential from further scaling is becoming very clear to us," says Ole Graa Jakobsen, Head of Fleet Technology, A.P. Moller - Maersk. More than half of Maersk's largest customers have set - or are in the process of setting -ambitious science-based or zero carbon targets for their supply chains, making the order another important step in the Maersk efforts to support the rising number of customers calling for carbon neutral products.

Commerce Ministry’s Logistics Division unveils plans for ‘Freight Smart Cities’ Launches portal and handbook with 14 key measures to enhance urban freight systems Cont’d. from Pg. 3 The need for focus on city logistics was first discussed with States/UTs during the first National Conference of States on Logistics on 19th January, 2021. Taking this forward, the Logistics Division has been engaged with subject experts and technical organizations to devise a roadmap for improvement in freight movement in the Indian cities. The roadmap envisions the concept of ‘Freight Smart Cities’ to improve the efficiency of urban freight and create an opportunity for reduction in the logistics costs. During the consultative meeting chaired by Minister of State for Commerce and Industry Shri Hardeep Singh Puri on freight smart cities held on 02 July 2021, the logical next step was taken where issues were discussed with technical details, and specific examples of cities that have progressed in this area were shared. On this occasion, Shri Hardeep Singh Puri launched the website on ‘Freight Smart Cities’ and also released a handbook outlining 14 measures that can be taken to improve urban freight. Shri Puri appreciated the extensive participation of nearly 300 stakeholders. He stated that India is undergoing robust, vibrant and autonomous urbanisation. A shift from regulatory to a more organic approach making use of the enabling technologies is required to be adopted
by the policy makers and city planners taking into account the aspirations of citizens and plan for their requirements. He urged the State Governments to identify ten cities, to begin with, to be developed as Freight Smart Cities and also to set up institutional mechanism for the same involving the Government as well as Private stakeholderslike Logistics services providers, users and citizens. He also asked the States/City Governments to focus on the quickwins like developing peri-urban freight centres, night-time deliveries, developing truck routes, using Intelligent Transportation Systems & moder n technologies, P romoting electrification of urban freight , Parcel delivery terminals etc. Representatives from NitiAayog, MoHUA, MoRTH,Railways , State Govts and City level urban bodies, ADB as well as the technical Institutes like RMI, SPA(Delhi) and SPA (Bhopal), CEPT, GIZ addressed the participants. States and cities like Gujarat, Panjim, Hyderababad, Shimla and Amravati presented their work related to improving city freight logistics. These cases and other good practices would help to accelerate the action. “The 14 measures presented in the handbook represent high-leverage areas for cities to improve their economic competitiveness and reduce congestion and pollution. Several of these measures are low-cost, low effort
initiatives that can be quickly taken up by working with the related public and private stakeholders.” said S h . Pa w a n A g a r w a l , S p e c i a l Secretary, Logistics Division in the Ministry of Commerce and Industry. Under the Freight Smart Cities initiative, city-level logistics committees would be formed. These committees would have related government departments and agencies at the local level, state and from the reacted central ministries and agencies. These would also include private sector from the logistics services and also users of logistics services. These committees would cocreate City Logistics Plans to implement performance improvement measures locally. On the Freight smart city initiatives, the Logistics Division is working closely with GIZ (Germany) under Indo German Development Cooperation, Rocky Mountain Institute (RMI) and RMI India. A challenge is expected to be announced to encourage the participation of cities in this initiative. From the ten cities to be identified on immediate basis, it is planned to expand the list to 75 cities in the next phase before scaling up throughout the country including all state capitals and cities that have more than one million population. The list of cities to be taken up would however be finalised in consultation with the State governments.
Wholesale, Retail trade now in MSME fold, announces Nitin Gadkari NEW DELHI: The government has included retail and wholesale trade under micro, small and medium enterprises (MSMEs), in a move that it said would benefit over 25 million retail and wholesale traders. Retail and wholesale trade will also get the benefit of priority sector lending under existing Reserve Bank of India rules. Minister of MSME, and road transport and highways Nitin Gadkari announced the revised guidelines for MSMEs recently.
Gadkari later tweeted that the government was committed to strengthening MSMEs and making them engines for economic growth. “The revised guidelines will benefit 2.5 crore retail and wholesale traders. Retail and wholesale trade were left out of the ambit of MSME. Now under the revised guidelines, retail and wholesale trade will also get benefit of priority sector lending under RBI guidelines,” Gadkari noted. Large retailers and wholesale businesses will not be covered as they
will not meet the eligibility criteria for MSMEs. Retail and wholesale traders will also be allowed to register on Udyam portal for MSMEs. The Confederation of All India Traders (CAIT) had earlier demanded restoration of MSME status taken away in June 2017 from over 80 million retail and wholesale traders.“Traders will be able to avail requisite finances from banks and financial institutions under priority sector lending,” CAIT said.
Extension of interest subsidy export credit to benet apparel exporters: AEPC NEW DELHI: The Apparel Export Promotion Council (AEPC) has recently said the Reserve Bank of India”s decision to extend the interest equalisation scheme for pre and post shipment r upee export credit for another three months till September 30 would help the sector deal with the impact of the pandemic. AEPC Chairman A Sakthivel said the interest scheme would benefit the
MSME (Micro, Small & Medium Enterprises) sector which is still struggling from lack of affordable working capital. “It is a good move by the government. The interest subvention scheme will help apparel exporters to reduce their cost of capital in these difficult times and thereby make them more competitive in international markets,” the Chairman added.
Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO) too said that the move will help the identified export sectors to be internationally competitive and to achieve a higher level of export performance. The government’s timely extension will not only provide competitive rates for exports, but will also bring it to the near international benchmarks particularly for MSMEs.

Highest-ever quarterly growth in exports not only shows resilience of exports sector but also the strength of the Indian economy: FIEO NEW DELHI: Reacting to the trade data for the first quarter of the FY’ 2021-22, Dr A Sakthivel, President, FIEO said that the highest-ever quarterly growth in exports of 85 percent with USD 95 billion over FY’ 2020-21 and by 18 percent over FY’ 2019-20 not only shows the resilience of the exports sector but also the strength of the Indian economy. Dr Sakthivel also reposed faith in the overall exporting community, who in these difficult and challenging times have continuously been able to perform with vigour and dynamism. Exports for June, 2021, which for the fourth time in a row, have shown a very impressive growth of 47 percent with USD 32 billion during the month, also augurs well for the overall foreign trade sector of the country, added FIEO Chief. Dr Sakthivel reiterated that the top sectors, which performed impressively during the first quarter of the FY’ 2021-22
starting with 3-digit growth were Iron-ore, Rice, Cotton Yar n/Fabs/Made-ups, Handloom Products etc., Engineering Goods, Plastics & Linoleum, Organic & Inorganic Chemicals, Electronic Goods, Petroleum Products, Marine Products and Drugs & Pharmaceuticals. FIEO President emphasised that as the labourintensive sectors were main contributors to these ten impressively growing sectors during the quarter, this will further help in creating jobs in the country, being the most relevant in the current context. FIEO Chief complimented the government specially the Union Finance Minister, Commerce Minister and Textile Minister under the able and dynamic leadership of the Hon’ble Prime Minister Shri Narendra Modi for the continuous support to the sector during such challenging times. Increase in both quarterly and monthly imports by about 108 percent and 96.33 percent compared to the same period during the previous fiscal,
should be looked into. FIEO P resident reiterated that though the government has announced a slew of measures during recent times to support exports with the extension of Interest Equalisation Scheme by 3 months to September 30, 2021 and the announcement of the Union MSME Minister on revised guidelines for MSMEs with the inclusion of retail and wholesale traders as MSMEs, which will help 2.5 Crore traders to get benefit of priority sector lending under RBI guidelines. Further the need of the hour is to soon notify the RoDTEP rates to remove uncertainty from the minds of the trade and industry, besides addressing some of the key issues including priority status to exports sector, release of the necessary funds for MEIS and clarity on SEIS benefits, resolving risky exporters' issues and continuance of seamless refund of IGST and more importantly continuing with IGST option for exports.
FIEO President hails Government's decision of granting extension to the Interest Equalization Scheme by 3 months NEW DELHI: Welcoming the move of the government granting extension to the Interest Equalization Scheme, F I E O P r e s i d e n t , Dr A Sakthivel said that the scheme will help the identified export sectors to be inter nationally competitive and to achieve a higher level of export performance. Dr Sakthivel specially thanked the Hon'ble Finance Minister, Hon’ble Commerce Minister and RBI
Governor for accepting our request to further extend the interest subvention scheme as the MSME sector is still str uggling from lack of affordable working capital. The Government of India has approved the extension of Interest Equalization Scheme for Pre and Post Shipment Rupee Export Credit, with the same scope and coverage, for a further period of three months, i.e., up to September 30, 2021. The extension takes
effect from July 01, 2021 and ends on September 30, 2021 covering a period of three months. President FIEO also thanked the Government for timely extension as it will not only provide competitive rates for exports but will also bring it to the near international benchmarks particularly for MSMEs. FIEO Chief further requested the Government that in order to provide stability to the scheme, it may be extended by 3 years.

This will also help to know real-time foodgrain stock available in any of the warehouses in the country, he said. The portal has been designed in view of the delay in timely collection of warehouse data, and lack of platform to collect private warehouse details and storage capacity, he added.
According to the official, “Creation of an online portal is a step closer to achieve the objective of National Food Security Act (NFSA) in a transparent manner.” Unavailability of details and data on storage in private warehouses has previously hindered the government in making well-informed decisions to ensure food security in the country, he said. Sharing more about the new initiative, the official said any private warehouse owner can register on the portal and enter the warehouse and stock details. The registration of the private
warehouse is very user-friendly in which name, mobile number, and email address are collected and the user registration will be activated by the Food Ministry. After the account is activated, a user can log in and enter warehouse storage capacity as well as month-wise stock details. The user has to enter both agriculture commodity stock and non-agriculture commodity stock separately. The website has a feature of a dashboard for real-time monitoring of all India positions of storage capacity and stocks, the official added.
20 5th JULY 2021
Railways record Highest ever loading for 10 consecutive respective months from September, 2020 to June, 2021 NEW DELHI: Despite the Covid challenges, Freight figures continue to maintain the high momentum in terms of earnings and loading in the month of June 2021 for Indian Railways. On Mission Mode, in the month of June 2021, Indian Railways freight loading was 112.65 million tonnes which is 11.19 % higher compared to June 2019 (101.31 million tonnes) which was a nor mal year and 20.37 % higher compared to June 2020 (93.59 million tonnes) for the same period. The important commodities transported during June 2021 includes
50.03 million tonnes of Coal, 14.53 million tonnes of Iron Ore, 5.53 million tonnes of Pig Iron & Finished Steel, 5.53 million tonnes of Food Grains, 4.71 million tonnes of Fertilizers, 3.66 million tonnes of Mineral Oil, 6.59 million tonnes of Cement (excluding clinker) and 4.28 million tonnes of Clinker. In the month of June 2021, Indian Railways earned Rs. 11186.81 crores from freight loading which is also 26.7 % higher compared to June 2020 (Rs. 8829.68 crores) and 4.48 % higher compared to June 2019 (Rs. 10707.53 crores).
It is worth mentioning that a number of concessions/ discounts are also being given in Indian Railways to make Railways Freight movement very attractive. It may be noted that the speed of freight trains has been enhanced in the existing network. Freight speed improvement leads saving of costs for all stake holders. Freight speed has doubled over the last 19 months. Covid 19 has been used by Indian Railways as an opportunity to improve all round efficiencies andperformances.
Nearly double-digit GDP growth expected in FY22: Principal Economic Adviser Sanjeev Sanyal NEW DELHI: The Indian economy is likely to witness close to double-digit growth in the current fiscal year despite the second COVID-19 wave ravaging the countr y, P rincipal Economic Adviser (PEA) Sanjeev Sanyal said recently. The economy is slowly getting back to normalcy as the number of COVID-19 cases is declining, he said while participating in India Global Forum event. “We are probably going to see close to double-digit, if not double-digit (growth) in this financial year,” he said. The growth will be bolstered by a
slew of structural reforms undertaken by the government to address supply side constraints and opening more and more sectors for foreign investment. “Most countries were focused on demand side measures (but) we were also focussed on supply side…virtually every week you will see new sectors being opened up. We have done major reforms in IT sector, BPO sector, geospatial sector and we can open up many other sectors because we want to be a part of the global supply chain,” he said. It is to be noted that many global and domestic institutions, including the
World Bank and Reserve Bank of India (RBI) have slashed India’s growth forecast for 2021-22 as economic recovery was halted by the devastating second wave of coronavirus infections. Earlier this month, the World Bank slashed its 2021-22 GDP growth forecast for India to 8.3 per cent from 10.1 per cent estimated in April, while RBI lowered it from 10.5 per cent to 9.5 per cent. RBI expects the economy to grow at the rate of 18.5 per cent in April-June, 7.9 per cent in the second quarter, 7.2 per cent in December quarter and 6.6 per cent in the fourth quarter.
West Bengal to introduce RO-RO services between Kolkata Port and Howrah KOLKATA: The West Bengal State Transport department will introduce Roll- On-Roll- Off (RORO) ser vices between Kolkata Port and Howrah, which could be extended to any part of Bangladesh. RORO is a service on waterways in which a truck or container carrying cargo is loaded or ‘rolled on’ the vessel at the bank of the river/sea and is transported to the other side of the water channel where it is unloaded or ‘rolled off ’ the vessel. “West Bengal is now getting ready with fully equipped and state-of-the-art infrastructure to facilitate business with
Bangladesh,” said state Transport minister Firhad Hakim during his speech at the ‘India Bangladesh Logistics and Industrial Summit 2021’ organised by Indian Chamber of Commerce. He reiterated that as far as waterways transport is concerned, Bengal is ready with that as well. The state is having a great facility in river Ganga to have more and more water transportation for passengers as well as for goods. “The state is now ready with logistics hubs and it has already provided industrial status to the logistic sector,” Hakim pointed out. Speaking at the same forum, Toufique Hasan, Deputy High Commissioner of
Bangladesh in India, said: “To consolidate trade and economic ties, connectivity can offer a game changing opportunity for India and Bangladesh which would bring about unprecedented benefit for us as well as the region.” India, he felt, can play a vital role in furthering Bangladesh’s economic prospect through trade and investment. “We may delve into joint venture partnership in important projects such as agro -processing, automobiles, ceramics, chemicals, light engineering, ICT, hospital and medical equipment, pharmaceuticals, tourism and textile sectors,” he added.

Freight-Pay was developed by PayCargo with the expertise of FIATA to provide an online contactless solution for FIATA members that enables them to instantly make and receive
