Allcargo Logistics rolls out ECU360 in India, redefines automation and digitalisation in the Indian logistics space

MUMBAI: Allcargo Logistics, India’s largest end-to-end integrated logistics service provider has rolled out the online booking facility on its digital platform – ECU360 (the global logistics tool) now, in India. GANDHINAGAR: Gujarat Maritime University commenced its 2nd batch of Master of Law(LLM) and Post Graduate Diploma (PGD) for the year 2020-21 and had organized the orientation programme on 2 November 2020, 2020. The following officials attended the orientation for the LLM and PGD students 1. Smt. Avantika Singh, IAS, VC & CEO 2. Vice Admiral Pradeep Chauhan, who is also the Director General, National Maritime Foundation, a think tank of the Indian Navy. 3. Capt. Powered by Hyper-Converged Infrastructure (HCI) technology, ECU360 offers facilities like generation of invoices, e-bills of lading, e-deliver y orders and e-payment facilities. In addition, it comes with .SB file upload option, a convenient feature which facilitates autofill of relevant fields in the booking form, making it easier and faster for users to fill up the booking form and complete the booking process, within seconds. The same information then subsequently gets cascaded to the Shipping Instructions page, enabling the customers to complete their online SI submission with the blink of an eyelid, making the process faster.

All that the customers need to do is, upload the .sb flat in the digital portal ECU360 and confirm the correctness of the pre-filled details, to be in order. The booking and shipping are entirely automated on this platform. ECU360 launched internationally in 2018 has emerged as the most sought-after online destination for global trade, as it offers door-to-door quotes of more than 55+ countries with pickup and deliver y options. Apart from offering comprehensive cargo visibility to the customers throughout the cargo shipping cycle, it leverages a multimodal operational mechanism to facilitate the transportation of shipments across diverse operational touch points. Thanks to ECU360, freight forwarders in India will now be able to serve their clients with quick schedule options, says Allcargo. ECU360 has developed strong traction in the global logistics landscape and the tool is being widely used across all mature markets of the world like the Americas, Germany, UK, Canada, etc.

It is pertinent to note that Gujarat Maritime University is the only university in India which is providing one year full time LLM degree in Maritime Law and International Trade law and one of the very few universities providing one year full time LLM degree in International Trade Law. GMU, in its second consecutive year attracted students from 14 states and is a national institute in its true sense catering to a diverse batch of students. The outstanding feature of the second batch of the programme was the fact that girls outnumbered the boys with the total batch having about 55% of girl students. The batch also has representation from 9 land locked states. With this composition that challenges the traditional male dominated scenario in the maritime industry, GMU is set to bring about many more radical changes in the sector. This geographical and gender diversity has made GMU as an institution stronger and has paved its path to become a national leader in Maritime education. For the LLM and PGD programme, GMU has tied up with the Erasmus University and the STC International, which are global institutes of repute.

GMU would also be offering the Masters in Business Administration (MBA) in Shipping and Logistics. For this, GMU has also collaborated with the reputed Copenhagen Business School of Denmark which is famous for its BLUE MBA programme. CBS is designing the overall syllabus for the MBA programme being offered by GMU.

OOCL orders 7 more 23,000 TEUs Containership in China HONG KONG: The Orient Overseas Container Line Limited (OOCL) has ordered a new batch of seven 23,000 TEU containerships at COSCO shipyards in China recently . On 30 October 2020, Orient Overseas (International) Limited (OOIL), the parent company of OOCL, entered into shipbuilding contracts with Dalian COSCO KHI Ship Engineering Co., Ltd. (DACKS) and Nantong COSCO KHI Ship Engineering Co., Ltd. (NACKS). As informed, the contracts are valued at HK$ 8.6 billion (about 1.1 billion). Following the tender process, it was decided that Nantong will construct three of the seven vessels and Dalian the remaining four units.

The boxships are expected to be delivered between the third quarter of 2023 and the third quarter of 2024. The latest order comes several months after OOCL signed a shipbuilding deal comprising five 23,000 TEU ultra large container vessels (ULCVs). The ship quintet is planned for deliver y in 2023 and will be built by the two abovementioned yards. The orders are said to be part of the group’s long-term strategic development and growth plan aimed at building and deploying mega-sized vessels in order to enhance OOCL’s cost competitiveness and improve operation efficiency. Back in 2018, COSCO Shipping Holdings finalized the acquisition of OOCL’s majority stake and now controls more than 50% of the issued share capital of the company, benefitting from synergy effects.

Hiking Import duties will not promote manufacturing or improve exports: SBI Research Report NEW DELHI: Amid the government hiking import duties on a slew of products to help boost local manufacturing, a report pitched for lowering such levies, saying higher duties will not promote competitive manufacturing but may lead to inefficiency. Since the beginning of 2000, successive governments have been eyeing a quarter of the GDP to come from manufacturing by 2025 but not much has moved in that direction. Between 2004 and 2017, the incremental gain in the country’s manufacturing global share is a low 1.5 percentage points to 3 per cent, while China has gained a whopping 18 per cent share, SBI Research said in a recent report. The report also noted that even with such a negligible gain, the country is the sixth-largest manufacturing economy globally, controlling 3 per cent of global output. “If we were to build self-reliance, increasing tariffs is not the way to go. Rather, the focus should be on building

the right infrastructure that can help make our manufacturing more efficient, which can make our exports more competitive. Also, the government should focus more on easing the processes for businesses to function easily,” the report said. To accelerate the progress towards local manufacturing, the report said, “We need to reduce import tariffs as we have one of the highest weighted average tariffs in the world on manufacturing. Higher duties do not improve productivity but are tantamount to taking the easy route and ignoring efficiency and quality”. A mere 1 per cent hike in import duties leads to a USD 2 billion worth decline in imports on average, the report said. In the export basket, the highest share is of consumer goods, followed by intermediate goods and these two attract the highest tariffs in the import basket, thus making a case against the fact that higher import tariffs have not protected these industries, according to the report.

On the contrary, the report said, other countries with much lower tariff structures than ours have built strong manufacturing bases, which have helped them in exports. High tariffs are impacting the country’s position in global value chains, wherein both backward and forward integration is needed. Though our higher import duties are primarily due to poor forward supply chain linkages, it can actually boomerang on us creating a selfsustaining manufacturing base. This is because only by enhancing manufacturing competitiveness, we can increase our exports and not by raising tariffs, it noted. Further, the report said successive data-prints show manufacturing production growth has been dismal in the late 1990s through the early 2000s. Barring three years from 2005-08, “we have never experienced doubledigit manufacturing growth as a result the share of manufacturing in overall GDP has also stayed in the 15-18 per cent range over the past several years,” it said.

E-way bills: 64.1 million e-invoices generated in October, highest since the introduction of the system NEW DELHI: E-way bills for October clocked 64.1 million, the highest since the introduction of the system more than two years ago. About 49.5 million electronic invoices were generated by 27,400 taxpayers within its first month of launch in October, the Ministry of Electronics and IT said citing data from NIC. The e-invoice system under goods

and services tax (GST) was launched on October 1, 2020 for the businesses with aggregate turnover of more than Rs 500 crore in the financial year. "It will be yet another milestone in India’s journey in enhancing ease of doing business. The data captured by the Invoice Registration Portal will flow seamlessly to GSTR1 return of the tax payer in GST Common Portal thus reducing the

compliance burden," the ministry said. Starting with 8.4 Lakh e-invoices on 1st October, 2020, the usage has gradually picked up and 31st October, 2020 saw generation of as many as 35 lakh e-invoices in a single day. "This coupled with generation of 641 Lakh e-way bills during the month of October establishes the robustness of the system," the ministry added.

India, China take pole position in economic recovery; factory output of both countries at decade-high NEW DELHI: While many countries in the world are struggling with the resurgence of the coronavirus pandemic, India and China are at the pole position of economic recovery. Both China and India have reported manufacturing PMI at over a decade high in October 2020 and are quickly recovering the lost ground in the manufacturing sector. While the dragon’s factory output expanded at 53.6, the growth was much more significant in India. India’s manufacturing PMI grew at 58.9, according to the IHS Markit report. Though the improvement in the factory outputs of China, South Korea, Japan, etc indicate slight ease in the global headwind, countries such as Russia are still struggling to moderate the blow

caused by the pandemic. Russia’s manufacturing PMI fell to a 5-month low in October. RBI in its latest report on ‘Minutes of the Monetary Policy Committee Meeting’ underlined that the incoming data point to a recovery in global economic activity in the JulySeptember quarter in sequential terms, although downside risks have risen with the renewed surge in infections in many countries. While the global trade is expected to be subdued, the rebound could turn out to be stronger among advanced economies than in emerging market economies, it added. Further, the substantial expansion in the manufacturing activity has spread optimism about economic

recovery. However, the revival process is likely to need a continuous push from the government. Lack of adequate financial support will likely impede the pace of economic recovery, and the GDP may contract by 6 per cent onyear in FY2020-21, said a report by Barclays. Meanwhile, the new export orders in India rose at a nearly six-year high pace and the upturn in sales was the strongest since mid-2008 in October 2020. In response to strong sales gains and softer containment measures, firms lifted production at the strongest pace recorded since late-2007. Adding to the delight, the outlook of the manufacturing sector is also bright in the country. The level of confidence is at a 50-month high.

Port volumes up 4% MoM, e-way bills up 16%, railway up 16% in Sept : IND-RA NEW DELHI : India Ratings and Research (Ind-Ra) has published the September edition of its credit news digest on India’s logistics sector highlighting the key volume and realisation trends across three logistics sub-sectors – sea logistics (global and domestic), surface logistics (rail and road) and air logistics (passenger and freight). In September 2020, India’s ports volumes continued the recovery momentum with a month-on-month (MoM) increase of 4 percent in volumes, thereby arresting the decline to 2 percent year on year (YoY; August 2020: down 10 percent; July 2020: down 13 percent YoY), though it remained down 14 percent during April-September 2020. In September 2020, E-way bill collections rose 16 percent MoM (up 10 percent YoY); Railway volumes too picked up at 16 percent YoY (August 2020: up 4 percent YoY) though they were down 9 percent during April-September 2020. With airline carriers re-starting operations from June 2020, air transport operated at a passenger load factor of 58 -73 percent during September 2020, though substantial fleet still remains grounded and passenger numbers remain substantially lower than the normal levels. Ports The recovery in September was led by a rise in iron ore and container volumes while other commodity volumes remained sluggish. Container volumes which had been declining YoY though reducing MoM, till August 2020 (down 10 percent YoY; July 2020: down 16 percent YoY), grew 25 percent YoY in September 2020. Container freight rates substantially increased by about 50 percent during March-September 2020 due to the shortage of containers amid a demand and supply imbalance. Dwell time for import containers at JNPT Port witnessed a monthly improvement to 21 hours in September 2020 (August 2020: 26 hours) with the gradual opening up of the economy. The port dwell time for export containers increased marginally to 78 hours in September 2020 (August 2020: 75 hours). Road transport Road transportation has witnessed traction with improvement in economic activities. E-way bill collection at 57 million in September 2020 (August 2020: 49

million) has returned to normalcy. It grew 16 percent MoM and 10 percent YoY. It stood at a similar level to that seen in February 2020. Diesel consumption too increased by 17 percent MoM in September 2020 (compared to 1 percent MoM fall in September 2019) with the gradual pick-up in the business activities post lockdown. However, the consumption remained lower by 6 percent YoY in September 2020 (August 2020: down 21 percent YoY). While average freight rates have marginally increased, the impact of higher diesel prices is likely to weigh on the profitability of players. Diesel prices however declined by about 4 percent MoM to about ?71/litre in September 2020. The market share of the road stood at 80 percent during September 2020. Air transport Since re-opening in June 2020, both domestic and international air traffic continued to improve in August 2020. Domestic passenger traffic rose 38 percent, MoM, in August 2020, though was down 76 percent YoY. International passenger traffic rose 7 percent, MoM, in August 2020, but was down 90 percent YoY. Passenger load factors for domestic flights ranged from 59 -76 percent during August 2020. Freight traffic continued to improve in August. Domestic and international freight traffic was up 10 percent and 4 percent MoM, respectively, in August 2020.

Demand from online sellers seen reviving Handicrafts Exports NEW DELHI: Export of handicrafts, which was battered in the first quarter of the fiscal due to the disruption caused by Covid-19, may see a revival now with a sudden spurt in orders from online sellers over the past three months, say exporters. And, this could last well beyond the festive season, they add. “Due to the pandemic, online sellers have now started doing a lot of business. This is favouring handicraft exporters from India. Most of the online sellers have exhausted their

stocks and are looking for new products. Therefore, there is a spurt in demand from such buyers since August this year and we are hopeful that this will continue in the months to come,” said Raj Kumar Malhotra, a Gurgaon-based exporter and Vice Chairman of the Export Promotion Council for Handicrafts (EPCH) recently. Exporters are now hopeful that over the next six months, they will be able to do increased business and catch up with last year’s exports of Rs. 25,470 crore. “Exports during

Halloween were very encouraging and there is a good demand for Thanksgiving as well as Christmas,” said Rakesh Kumar, Executive Director, EPCH, adding that many buyers who used to source from China were also looking at new suppliers and it was a golden opportunity for Indian exporters. World Customs Organization highlights key milestones and way forward BRUSSELS: The WCO Working Group on Performance Measurement (WGPM) concluded the virtual session of its 2nd Meeting on 23 October 2020, following a document-based consultation that had provided robust foundations for future decision-making. The delegates of the 2nd Meeting of the WGPM acknowledged the work done to date in forging ahead with its assignment even in a time of crisis and updated its workplan as a result of the COVID-19 pandemic, with the aim of preparing the ground for further steps towards ultimately establishing a comprehensive WCO Performance Measurement Mechanism (PMM). Mr. Ricardo Treviño Chapa, Deputy Secretary General of the WCO, welcomed the delegates to the meeting and commended the ongoing work to develop the WCO PMM and adopt a consistent approach in the design of such a mechanism, the objective being to establish a politically recognized, evidence-based, scored assessment mechanism that can be used to improve Customs performance while making an impact on economic development and the business environment at both national and international level. He also noted that “We have the ambition for our mechanism to be feasible and relevant for each national administration, taking into account the different perspectives at the regional level and the need to balance

them into a globally significant evaluation.” The meeting’s success was demonstrated by the high number of participants and the dynamic dialogue that confirmed Members’ keen interest in actively contributing to the establishment of the WCO PMM. On the basis of a unanimous approach, the Working Group reached some of its key milestones, having agreed on the common dimensions of Customs performance to be prospectively measured by the PMM, with the corresponding expected outcomes providing a basis for further discussions. The WGPM also discussed and agreed on the mapping of the PMM dimensions and their relevant expected outcomes against the Sustainable Development Goals (SDGs), enabling greater clarity on Customs’ role in contributing to a sustainable future through its performance, and positioning the future PMM – also with respect to its global impact – in line with the WCO theme of the year for 2020: “Customs fostering Sustainability for People, Prosperity and the Planet”. While adopting a progressive approach, the WGPM also approved the selection of the main WCO tools whose application by Customs administrations would be assessed under the WCO PMM. Moreover, the WGPM agreed on the scope of and criteria for the key

performance indicators (KPIs) to be used to measure Customs administrations’ performance under the PMM and further provided guidance to ensure a harmonized approach to the development of those KPIs with a view to measuring the implementation of WCO tools across all of the WCO working bodies. The WGPM observed that the PMM would assist Customs administrations in their capacity building activities by serving as an evidence-based mechanism to assess their performance and identify capacity building gaps and needs, as well as by supporting the WCO in improving capacity building delivery. The Working Group also acknowledged the need for continuous improvement and adaptability of the evaluation framework, while emphasizing that the PMM should be considered as a living mechanism. A critical mass of participation from Members and a cohesive uptake by the WCO membership will make it possible effectively to achieve the objective behind the establishment of the WCO PMM and meet the expectations of the international Customs community to facilitate strategic and evidence-based policy-making and ensure a sustainable impact on economic development and the business environment at both national and international level.

NAFED oats bids for supply of 15,000 tonnes of Imported red onions by November 20 NEW DELHI: Nafed recently invited bids from importers for supply of 15,000 tonnes of red onions by November 20 in order to boost the domestic availability and check price rise. The cooperative has asked bidders to supply 40 to 60 mm size of red onions from any country of origin at Rs 50 per kg by November 20. They can bid for a minimum quantity of 2,000 tonnes to be supplied in multiple lots of 500 tonnes, it said.

The bidding will close on November 4 and received bids will be opened on the same day. The shipments are to be delivered at JNPT and Deendayal Port, it added. “We have floated tenders for supply of 15,000 tonnes of imported red onions. This will help increase the domestic supply situation,” NAFED Additional Managing Director S K Singh said recently. The bids will be evaluated based on volumes, quality and early date of

shipment. Bidders have to supply fresh, well dried and cured onions, he added. Since the buffer stock of onion, which Nafed manages on behalf of the government, is gradually getting depleted, the cooperative has been asked to augment domestic supplies with imported onions to continue with ongoing market intervention. Last year, Nafed had not only imported on its own some quantities but also distributed onions imported by state-run MMTC.

APSEZ Q2 FY 21 : Cargo up 36%, PBT up 91% to Rs.1,798 crores on a Q o Q basis • • • • • •

Market share up by 300bps to 24% of all India cargo volume on a Q o Q basis Mundra continues to be the largest container handling Port in India with 1.33 mn TEUs in Q2 FY21 Port EBIDTA margin improved by 100 bps to 71% on a Q 0 Q basis PAT at Rs.1,394 cr., registers a growth of 84% on a Q o Q basis Generated free cash ow of Rs.2,884 cr. by September ‘20 Net debt to EBIDTA at 3.44x as on 30th September ’20.

AHMEDABAD: Adani Ports and Special Economic Zone Limited (“APSEZ”), the largest transport utility in India, a part of globally diversified Adani Group announced its operational and financial performance for the second quarter and half year ended 30th September, 2020.

With easing of lockdown and revival of economy, cargo throughput at APSEZ rebounded and registered a spectacular growth. The growth was across segments and coasts. In the month of October’20 our ports excluding Krishnapatnam Port (KPCL) handled cargo volume of 22 MMT which is a growth of 21% on a year on year basis. KPCL the newest port in our portfolio handled cargo volume of 3.2 MMT. For FY21, we expect cargo throughput excluding Krishnapatnam Port to be in the range of 225-230 MMT. In addition Krishnapatnam Port is expected to handle around 20 MMT in H2 FY21.

Q2 FY21, Key Highlights: • On the back of rebound in economic activities, cargo volume bounced back and registered a phenomenal growth of 36% on a Q o Q basis and 7% on a Y o Y basis. • All segments of cargo registered growth on a Q o Q basis. While coal registered 30% growth, container grew by 34%, crude by 52% and other bulk cargo registered a growth of 40%. • Non-Mundra ports registered a growth of 28%, while Mundra port grew by 40%. • Cargo volume at Hazira grew by 45%, Kattupalli by 54% and Dahej by 145%. • Dhamra our eastern gateway port continues to register double digit growth. Cargo volume at Dhamra increased by 30% on Q o Q basis and 21% on Y o Y basis.

• LNG and LPG which was added as part of our diversified cargo portfolio in October 2019 gained traction. In Q2 FY21, Mundra Port handled 1,42,000 MT of LPG and 5,17,000 MT LNG. • Adani Logistics operates 60 rakes and continues to be the largest private rail Mr. Karan Adani operator in India and handled rail volume of 69,061 TEUs in Q2 of FY21. H1 FY21, Key Highlights: • Free cash flow from operations after adjusting for working capital changes, capex and net interest cost was Rs.2,884 cr. against Rs.1,002 cr. in H1 FY20. • The said free cash flow is expected to be in the range of Rs.5,500-Rs.6,100 cr. in full year of FY21. • Our net debt to EBIDTA for H1 FY21 is at 3.44x, this is on account of new debt of USD 750 mn. raised for refinancing debt at KPCL level. We expect the ratio to come down within our targeted range of 3x to 3.5x by FY22. Awards : • Dhamra port received Gold Award in 5th EKDKN E x c e e d Aw a r d 2 0 2 0 u n d e r “ E n v i r o n m e n t Preservation” category. • Kattupalli Port (MIDPL) received 7th ExceedPlatinum Award on Energy Efficiency Category. • Goa Terminal (AMPTPL) received “Gold Award” under Apex India Green Leaf Award 2019 for outstanding achievement in Environment Excellence in services Mr. Karan Adani, Chief Executive Ofcer and Whole Time Director of APSEZ said, “APSEZ has proven the utility nature of its portfolio of assets by increasing the market share in India to 24% in overall cargo. With economy reopening in stages, APSEZ has returned to growth trajectory registering a cargo volume growth of 36% on a Q o Q basis. Port EBIDTA improves to 71% on account of continuous focus on operational efficiency. Our focus continues to be on preserving cash and ensuring adequate liquidity. We continue to increase our free cash generation, in H1 FY21 cash flow from operations after adjusting for working capital changes, capex and net interest cost, stands at Rs.2,884 cr. APSEZ is well on course to achieve 500 MMT of cargo throughput by FY25. Our focus remains on improving the free cash generation and ROCE of all our ports to be in excess of 16%. Our businesses and future investments are aligned to sustainable growth with focus on preser ving environment. We are committed to reduce carbon emission and become carbon neutral by 2025. We expect cargo volume in full year FY21 to be in the range of 245 to 250 MMT including KPCL, which we acquired in October ‘20.”
