Maersk ramps up rail service to keep exports on track Amidst acute shortage of trucks in lockdown, Maersk offers its Indian customers uninterrupted rail solu ons to keep their cargo moving MUMBAI: The Indian l o g i s t i c s ecosystem came under tremendous pressure due to the nationwide lockdown implemented to contain the COVID-19 pandemic. Supply chains started slowing down despite logistics and shippingbeing deemed as ‘essential services’ which were exempt from all lockdownmeasures. One of the key factors affecting the supply chains was the severelyimpacted trucking ecosystem. Trucks were abandoned by their drivers whorushed back to their home towns; dwindling away the movement of cargo.
Several Indian industries that needed to be kept r unning owing to their continuous production processes or which opened up after some relaxations inthe lockdown were announced, started facing troubles on two fronts: their domestic demand plummeted as their customers had stopped operations and they faced a
herculean task of finding trucks to move their goods to ports. Rail to the rescue Given the circumstances, Maersk decided to ramp up its rail solutions for its customers including some of India’s largest petrochemical companies and automotive manufacturers to help them move their cargo to ports for export. Maersk’s solution included moving goods straight from the exporters’ manufacturing facilities on rail to the required port or moving the cargo first to the closest Inland Container Depot by road and then loading it on to rail. During the lockdown, Maersk has experienced up to 30% increase in movement on rail as compared to times prior to lockdown. Clearance of import cargo on rail from ports has also helped in releasing a lot of pressure that was building up on the overall logistics infrastructure. The advantages of moving cargo on rail have been more than just overcoming the unavailability of road transport. To start with, the movement on rail is quicker. The reliability offered by rail transport is also higher. From the Classification: Internal perspective of the customers, they get most of their logistics needs fulfilled at the one-stop-shop that Maersk is offering by combining ocean and landside transportation and offering
integrated logistics solutions. M o r e o v e r, in the times of pandemic, it ensures lesser human inter ference as a single train Mr. Steve Felder c a r r i e s multiple containers as against one container per truck and thus per truck driver. “At Maersk, we want to go all the way in ensuring that our customers have access to products and solutions that meet their end-to-end supply chains. What we have offered to our customers is an integrated solution that spans over landside and ocean logistics,” said Steve Felder – Managing Director Maersk South Asia. He further added, “At times when customers are hitting a road block, we are reaching out to them to offer wide range of solutions that go beyond the primaries of moving cargo, and also offering other services such as booking management and customs house brokerage.” Apart from offering solutions for landside movement of cargo, Maersk has rolled out various digital measures that have helped its customers release payments electronically and undertake digital documentation. Maersk has also offered its customers storage options for slowing down their supply chains wherever necessary.
CONCOR shuts 15 unviable inland terminals; looks to merge regions NEW DELHI: State-run Container Corporation of India Ltd (CONCOR) has shut 15 under-performing inland cargo terminals and returned the land on which they were operating to the Indian Railways. India’s biggest rail hauler of containers has also started merging regions as it looks to keep itself financially fit on the road to privatisation. The closure of the terminal at Sabarmati is the only surprise in the list of 15 facilities that have been shuttered. The Sabarmati terminal had a turnover of Rs 51.40 crore in FY19, the highest among the 15 facilities. The land on which the Sabarmati terminal was operating has been handed back on demand to the Indian Railways in order to use it for the development of the National High-Speed Rail Corridor or the Mumbai-Ahmedabad bullet train project. The traffic handled at Sabarmati terminal will be shifted to the nearby MMLP at Khodiyar. Merging regions Simultaneously, CONCOR has merged its Western and Central regions. Some of the terminals under the Central region have gone to the Western region and some to the Eastern region, a government official said. Likewise, the North Western region will also be merged with the Western region. “The merger of regions is aimed at rationalisation of operations, better utilisation of human resource and also to cut down costs,” the official said adding that it would also be in preparation of the privatisation of the company. The 84 terminals currently run by CONCOR is looked after by seven regions.
Terminals returned to Indian Railways The terminals that were returned to the Indian Railways include five from the Western region (Chinchwad in Pune, Miraj, Ratlam, Nagpur and Bhusawal), three from the Northern region (Babarpur in Panipat, Rewari and Ballabhgarh), three from the South Central region (Desur in Belgaum, Raipur and Visakhapatnam CFCV), two from Eastern region (Tata Nagar in Jamshedpur and Rourkela) and one each from North Central region (Madhosingh in Mirzapur) and North Western region (Sabarmati), according to the official. These 15 terminals, that were built on land leased from the Indian Railways at concessional rates, had a combined turn over of Rs 277.50 crores in FY19. Apart from the above, CONCOR has also handed over the empty container parks at its Tughlakabad terminal – New Mineral Siding Okhla, Power Cabin and the New Power Cabin near Tughlakabad Railway Station – to the Indian Railways. Of the 15 terminals, Rourkela, Tata Nagar, Chinchwad, Miraj, Bhusawal and Madhosingh have become unviable for operations. The traffic hitherto handled at Rewari will be cleared from the Khatuwas rail head. The existing traffic at Babarpur will be diverted to CONCOR’s newly built multimodal logistics park (MMLP) at Barhi in Haryana. S i m i l a r l y, t h e e x i s t i n g t r a f f i c o f Visakhapatnam terminal will be shifted to the MMLP at Visakhapatnam and the existing cargo at Raipur will be shifted to the MMLP at Naya Raipur. The cargo at Ratlam will be handled at
the newly built MMLP at TIHI Indore while the traffic at Nagpur will be shifted to the newly constructed MMLP at MIHAN in Nagpur. The Ballabhgarh business has been shifted to Tughlakabad (near Delhi), the flagship facility of CONCOR. The land on which the Desur facility was built has been handed over following a demand from Indian Railways. The government has decided to privatise CONCOR by selling 30.8 per cent of its 54.8 per cent stake in the company to a private company along with transfer of management control. CONCOR’s plans By returning the land at 15 locations, CONCOR seeks to reduce its financial burden as the government is finalising a plan directing the state-run firm to buy land owned by Indian Railways on which it has built close to half of its 84 terminals. According to a rough calculation, the land purchase will cost CONCOR more than Rs 8,000 crore which will be funded mainly through debt. Resolving the land issue is key to the planned privatisation of the Navratna PSU to avoid allegations of transferring Indian Railways land to a private entity at low rates. CONCOR, according to the plan, will buy the Indian Railways land on which it runs the remaining facilities at 6 per cent of the circle rate – the rate at which the government recognises land value for a particular site, the official said. The land transaction will be in the form of a 99-year lease. “When there is not much traffic at the 15 facilities, there is no point buying this land, paying 6 per cent of the circle rate and keeping it idle,” he added.

There may be some green shoots for Ports businesses with strategic positioning : Rajiv Agarwal Cont’d. from Pg. 3 ...categorized as essential services being permitted to undertake business operations during the initial phases of lockdown in India. One of these sectors is the Ports sector that has been allowed to function despite the lockdown. However, the lockdown has triggered restrictions on movement, a drop in demand and resultant economic downturn. This is why some ports have had to declare force majeure, which severely limited the scope of their operations. Nations have resorted to some form of lockdown or the other to flatten the curve of infection. India is not only undergoing the longest duration of lockdown but also benefitting from policy initiatives that are helping extend support to people and businesses affected by the pandemic. On account of COVID-19, economies are expected to contract significantly, with an impact on earnings and consumption. This would lead to a disruption in both the demand and supply sides. Governments across the globe are announcing fiscal stimuli to bolster their respective economies. For India, the stimulus package is 10% of GDP, while Japan (21.1%), US (13%), Sweden (12%), Germany (10.7%), etc. have also announced substantial lifelinesto their economies In April 2020, India saw its Major Ports cargo traffic decline by more than 21% on a c c o u n t o f t h e l o c k d o w n . Po w e r consumption came down by more than 22%, oil & gas demand by 70% and spending has been limited to procuring essentials. This has impacted both the demand & supply curves. Handling of dry bulk cargo, such as iron ore, coal, and oil & gas, has been happening smoothly at various ports during the lockdown since these products are classified as essential commodities. Overall revival in volumes would however depend on how fast demand and actual consumption for various commodities rebounds. With lockdown restrictions being lifted in certain areas, India’s port traffic has already seen a jump and is on a path to recovery. One must also remember that Ports that are mechanized aren’t as badly affected by lockdown-related disruption. It
is the ports that rely largely on manpower that have found the going tough because of lower manpower availability and social distancing norms. In fact, projects across the country have been significantly impacted and may see further delays until the situation improves. This has taken a toll on the ports sector at large, with the industry facing liquidity and cash flow issues. The reasons are aplenty: Lower throughput, loss of business/ revenue on account of limited cargo movement in and out of ports, delay in payments, and delay in projects and commissioning of new facilities. Whenever there may be a revival we can safely assume it would be gradual. This means the sector will remain saddled with these issues for some time to come. However, there may be some green shoots for ports businesses with strategic positioning. Essar Ports for one has outperformed the broader industry. All Essar Ports facilities—four terminals on the east and west coasts of India with 110 MTPA aggregate capacity—have been operational regardless of the lockdown and have been serving the steel, oil & power industries through state-of-theart mechanized facilities. The company has sustained operations even during this crisis, thereby ensuring the smooth functioning of supply chains, and posting robust cargo growth of 23.5% for the fiscal year ending 31 March 2020. The government and RBI have done a commendable job to minimize the impact of COVID-19 on the economy and the industry. A series of measures undertaken for the ports sector by Ministry of Shipping include allotment of additional land for storage to accommodate the needs of port users who are facing issues with cargo movement. A waiver of penalty charges to port users on account of delay due to delayed loading, unloading or evacuation of cargo has also been announced. Some of the other measures include deferment of payment of vessel-related charges by shipping lines, as well as waiver on some lease rentals and license fees. The industry feels there is room to do more. The government should specifically look at several measures to overcome the severe issues faced by the sector. This will not only help boost demand, but also provide relief to industry players. Possible measures that can be adopted include a reduction in interest rates, a moratorium
& waiver on debt obligations (interest and principal installment) for a period of atleast six months to industry and service providers, waiver for payment of royalty, license fees, wharfage & berth hire charges during the COVID-19 impact. These will enable cashflow issues of the operators and enable them to survive this crisis. In order to boost the Indian economy post COVID-19, the Government of India has announced a fiscalstimulus of USD 270 Billion. The package broadly offers additional credit linesto MSME sector, focuses on migrants, farmers and the poor to enable them to survive the crisis, promotes agriculture and allied activities through infrastructure creation and marketing reforms, and introduces structural reforms in sectors like Coal, Minerals, Defence, Civil Aviation, Social Infrastructure Projects, Power, Space and Atomic Energy thus boosting private sector and enabling industry to perform sustainably. The underlying objective is to strike a balance between demand and supply. The measures announced by the Indian Government have provided the much-needed stimulus at a time when the economy needs support to pull off a revival. The move will also inject liquidity into the system and offer relief to the banking system. Another area which Government is focusing on is undertaking a concerted programme of pushing the nation towards self-sufficiency. This will also boost industrial growth and increase port sector traffic substantially. It is true that clouds of uncertainty remain. The industry is prone to face challenges, like cash flow constraints, lower demand and stunted growth prospects that are an upshot of hampered operations. However, demand is bound to revive as the world emerges from this crisis. As I said, it will indeed be a gradual process. To give a fillip to the sector in a more sustainable manner, it is understood that the Government is working in tandem with the Major Ports Trusts, and Industry and other stakeholders, on Maritime India – Vision 2030. India’s population and huge domestics consumption isitsstrength, and the strategic roadmap being worked out is expected to enable India and the Ports Sector to achieve their full potential in the years to come.
Importers move SC on violation of Govt norms pertaining to port charges NEW DELHI: The Material Recycling Association of India (MRAI) has moved the Supreme Court for implementation of government orders, directing shipping lines and container freight stations (CFS) to waive off detention charges, ground rent and demurrage during the lockdown period. Between March and April 2020, the Ministry of Shipping and the Finance Ministry issued several orders and circulars directing the shipping lines, CFSs and ICDs to not levy penal charges on importers during the period of the lockdown, to ease the problem being faced by importers in moving goods from the ports during lockdown. The MRAI has claimed that despite the government
notification on waiver of penal charges, CFS, the shipping lines and the ICDs have either partially or fully levying penalty on importers for delay in taking delivery of the goods. So far the importers have already paid about Rs 15000 crore to the shipping lines and CFS in penalties for the lockdown period. This, according to MRAI president Sanjay Mehta, has pushed the recycling industry into a precarious financial condition. “Huge financial losses are being caused to the importers community on a daily basis. About 1,000 importers are suffering cumulative losses to the tune of almost Rs 150 crore per day. In many cases, the amount penalty exceeds the value of the goods imported,” said Mehta.
In its petition before the SC, the MRAI has also sought an extension of waiver of penal charges for the entire lockdown period. The writ petition said the members of MRAI and other importers should be “permitted to take delivery of their goods without having to pay any penal charges during the entirety of the lockdown period”. The apex court is likely to hear the case on June 4, said sources. Apart from MRAI several other importers have individually moved various high courts in the country citing violation of government waiver rules pertaining to the lockdown period by the shipping lines and CFS.
DBS Bank India brings digital payments to the logistics sector MUMBAI: DBS Bank India has introduced a completely digital and innovative payments solution in the Indian transportation and logistics sector. Taking forward DBS’ commitment to support lives and livelihoods, the bank has partnered with TCIL for empowering truck drivers by facilitating real-time payments through the DBS RAPID (Real Time APIs by DBS) solution, thereby enabling them to receive payments instantly. Given the large volumes of transactions, and round-the-clock nature of the operations, the bank proposed setting up a UPI-based realtime payments solution which is available 24x7x365. The solution has been set up under the aegis of National Payments Corporation of India (NPCI). DBS RAPID (Real-time APIs by DBS) and UPI payments, provides a seamless integration with the company’s Enterprise Resource Planning (ERP) system. With this solution, TCIL truck drivers receive an instant credit into their bank account, which they can then swipe at terminals or withdraw cash using ATMs. TCIL is among India’s leading integrated supply chain and logistics solutions providers, with revenues over INR 3,200 Cr and an extensive panIndia network. Established in 1958, it has developed a vast bouquet of product offerings encompassing
multimodal freight management, supply chain design-cumimplementation, and coastal movements, thus operates a large fleet to manage its business demands. This further increases the need to make advance payments to the truck drivers for expenses such as fuel requirements, payment at tolls and, other miscellaneous expenses. Earlier, these payments were primarily made by cash or prepaid cards resulting in physical engagements and unwarranted delays. Divyesh Dalal, Head – Global Transaction Services, DBS Bank India said, “At DBS, we anticipate customer needs and offer solutions that meet their end-to-end requirement. We follow a pre-emptive approach and create customized offerings to bring more convenience and value to our customers. DBS RAPID can be seamlessly integrated into our corporate customers’ systems or platforms, to facilitate payments and banking transactions in real-time. In the case of TCIL, it enables truck drivers to live hassle-free and manage their expenses with ease, thereby aligning with our commitment to supporting lives and livelihoods. Ashish Tiwari, Group CFO, TCIL said, “At TCIL, we have immense focus on customer-centric approach and State-of-Art technology. The DBS RAPID solution has strengthened internal controls, reduced our cost, and increased our pace of business.
We are proud to have partnered with DBS Bank, which has enabled us to contribute to digital India in a meaningful way and drive India towards a digital economy.” Praveena Rai, COO, NPCI said, “We, at NPCI, are happy to collaborate with DBS Bank for the UPI-based innovative digital solution – DBS RAPID. We believe, this initiative will empower truck drivers as they can now receive money real-time with UPI, to manage their day-to-day expenses. We aim to provide a convenient and safe UPI transaction experience to all sections of society. DBS Bank’s real-time APIs-driven solution will enable seamless and contactless payments, which is the need-of-the-hour. This aligns with our overall mission, as we urge organisations to adopt robust digital solutions and manage transactions virtually.” DBS RAPID has enabled TCIL to improve customer experiences through a reduced turn-around time and quicker mobilisation of goods. The dependence on cash has reduced significantly, and lower digital transaction costs have ensured higher acceptability of the solution among fleet operators. DBS RAPID has also been adopted by companies such as Mahanagar Gas, Lykos, Herbalife, and Zolo Stays. This solution was also recently recognized by Corporate Treasurer as one of the Best Treasury & Finance Strategies in Asia-Pacific.

Abu Dhabi Ports launches SAFEEN FEEDERS, its UIG service commences from Mundra on June 30th • Commercial Partnership with Bengal Tiger Line to Meet Market Demands and Support Customer Growth with Complementary Services • In Response to Growing Regional and Global Trade Cont’d. from Pg. 3 S A F E E N FEEDERS will introduce a new feeder service linking Abu Dhabi to ports serving the UAE, the broader Gulf region and Indian Sub-Continent. The service will be executed in partnership with Bengal Tiger Line (BTL), one of the world’s most renowned feeder service operators, through a vessel sharing agreement. The service will allow for a timely and efficient exchange of container cargo between mainliner vessels and the vessels within the rotation calling at nine regional ports located across the UAE, Saudi Arabia, Bahrain, Pakistan, and Western India. Captain Mohamed Juma Al Shamisi, Group CEO of Abu Dhabi Ports, said: “The launch of SAFEEN FEEDERS significantly strengthens our ability to enhance the competitiveness of our growing base of global customers, and helps our region meet international demands as a trade and logistics hub connecting east and west. With the addition of the new service, our shipping clients can expect efficient and costeffective transhipment feeder solutions with ever-expanding regional and international reach and connectivity. These two elements are absolutely vital in today ’s increasingly competitive international trade environment.
“By partnering with Bengal Tiger Line, we are not only growing our Abu Dhabi Ports family and creating mutually positive solutions, but we are also significantly broadening our product and service offering to our valued clients and enhancing our contribution to Abu Dhabi’s non-oil economy.” Bill Smart, Chief Executive of Bengal Tiger Line, commented: “We are excited to be partnering with Abu Dhabi Ports in developing feeder solutions for the region and look forward to jointly promoting SAFEEN FEEDERS’ services in conjunction with our own BTL brand.” SAFEEN FEEDERS’ pendulum service, called the UAEIndian Sub-Continent Gulf Service (UIG), will be delivered by three 2,700 TEU vessels (nominal capacity) via the following 21day rotation calling: Khalifa Port; Jebel Ali Port; Karachi; (Kandla); Mundra; Nhava Sheva; Khalifa Port; Jebel Ali Port; Bahrain; Dammam; Jubail; and, Khalifa Port. The service will commence during week 27 with the first departure from Mundra is expected to take place on Tuesday, June 30, 2020. In the medium term, Abu Dhabi Ports and Bengal Tiger Line expect to expand the service to ports in the broader Gulf region. Over the long-term, the new company will explore further service opportunities at container terminals in the Red Sea and East Africa regions.
Recovery may take 2-3 years, Regionalisation may rise : says PSA CEO Cont’d. from Pg. 3 Sharing his thoughts in video message, Tan said “expect and be prepared for a recession”. “An economic rebound can only happen with healthy companies, that is certainly not the case now,” he said. “Yes, there was a mad dash towards online retail and virtual working platforms but that has only managed to keep the world going on a very low gear.” The recovery for trade and PSA’s business globally will take years rather than months. “Although consumption will ultimately return it will remain sluggish in the medium term, and hence our business which relies on trade volumes will likely be set back by about two to three years and even that depends on how long the world will debilitate under Covid-19,” Tan explained. The PSA CEO also foresees a shift towards regionalisation
and less reliance on China as a centre of production. “Producers and manufacturers might focus more on regionalisation to shorten supply chains, manage inventory more effectively and reach markets more quickly. This could accelerate the move of production from traditional global factories like China to regional manufacturing zones. “Intra-regional trade would likely grow faster than interregional trade and for our transhipment activities hub and spoke excellence could become a preferential service over relay transhipment,” he said. Multi-national corporation customers would look strategically location regional logistic centres. “The game changers could be inter-modal seamlessness and efficiency between sea, rail, barge, truck and air, aided by digital continuity and control across transportation modes,” Tan forecast.
Mitsui O.S.K. Lines and LNG Terminal Wilhelmshaven sign a contract to build and charter an LNG terminal ship MOL (Mitsui O.S.K. Lines, Ltd., Tokyo, Japan) and LTW (LNG Terminal Wilhelmshaven) have signed a contract to build and charter an LNG terminal ship—known in the industry as a Floating Storage and Regasification Unit (FSRU) —for the planned LNG landing terminal in Wilhelmshaven on the North Sea. LTW is the project developer and operator behind the future LNG terminal in Wilhelmshaven and a fully owned subsidiary of Uniper S.E. The FSRU will be built in a shipyard belonging to South Korean company DSME (Daewoo Shipbuilding Marine Engineering Co., Ltd., Geoje, Korea), and then chartered by LTW for 20 years. It has been planned and custom designed by the two contracting parties in accordance with the local and environmental requirements for the German market and the Wilhelmshaven site. The FSRU constitutes the heart of the future terminal and will make it possible to offload, store and regasify LNG for the German market. It will be moored off the coast not far from Wilhelmshaven and will handle incoming LNG tankers there. The regasified gas will then be pumped from the FSRU along a
short connecting pipeline under the sea to the port facilities and finally fed into the German gas transmission network. This eliminates the need to construct complex regasification facilities on land. This optimized planning will minimize the environmental impact both on land and on the seabed by a nondisruptive crossing of the natural habitat identified in the environmental studies. MOL Executive Officer Hiroyuki Nakano says: “We are excited to move one step further to materialise Germany’s first Liquefied Natural Gas receiving project. Our Floating Storage and Regasification Unit of some 263,000m3 storage capacity is of a unique tailored design to meet all customer requirements to provide economical regasification service and comply with German Environmental Regulations. Our mission from this special moment is to execute the project and deliver the unit on time. MOL has expanded its global FSRU business over the past few years. We are confident that our operational and technical experience gained will enhance the project in Germany and provide a seamless, safe and efficient service to LTW.”
