DGFT extends deadline for exporters to submit applications for pending dues to Jan 31 NEW DELHI: The Government recently extended the last date for submitting applications to January 31, 2022 from December 31, 2021 for various export promotion schemes under the Foreign Trade Policy. The Directorate General of Foreign Trade (DGFT), in a notification, said that after January 31, 2022 no further applications would be allowed to be submitted and would become time-barred. For claiming pending refunds under merchandise exports from India Scheme (MEIS), the DGFT said that exporters can submit applications for exports made between July 1, 2018 to March 31, 2019 and from April 1, 2019

to March 31, 2020 and from April 2020 to December 31, 2020. For Services Export from India Scheme (SEIS), exporters can file applications for exports made during 2018-20. As per the notification, textile exporters can file applications for exports made during March 7, 2019 to December 31, 2020 under Rebate of State and Central Taxes and Levies (RoSCTL). “The last date for submitting online applications under MEIS, SEIS, RoSCTL, ROSL and 2% additional adhoc incentive has been notified to be December 31, 2021," DGFT said.

Centre mulls incentive to set up Shipping Line in Budget : Sources NEW DELHI: As exporters grapple with a global container shortage and exorbitant freight costs, the government is exploring a proposal to extend tax and other incentives to draw large players to set up shipping lines in India, official sources said recently. The incentives may be announced as early as in the upcoming Budget for 2022-23, subject to the finance ministry’s concurrence. The ministries of commerce and shipping are learnt to be deliberating on various options; some officials are studying the attractive Ireland model of taxation for shipping firms. Once a proposal is ready, the approval of the finance ministry will be sought. Shipping costs of Indian exporters to most destinations have more than doubled in the past one-and-a-half years in the

wake of the Covid outbreak, mirroring a global trend. Given that state-run Shipping Corporation of India (SCI) caters for less than 5% of the roughly $100-billion domestic market, it’s not in a position to ensure orderly evolution of the shipping cost curve. As such, the government has now put the SCI on the block for sale. Another source said the government could extend the validity of the Transport and Marketing Assistance (TMA) scheme, meant primarily for farm exporters, beyond March 2022. Under this scheme, which was reintroduced this fiscal with larger coverage and greater support, the Centre reimburses exporters a certain portion of freight charges. Evergreen’s 1st 24,000 TEU boxship launched in China TAIWAN: This is the first ship from a series of six identical 24,000 TEU units being built for Evergreen by a subsidiary of China Shipbuilding Corporation (CSSC). Back in November 2019, the Taiwanese owner ordered four 23,000 TEU boxships. The newbuilds were subsequently upgraded to 24,000 TEU. In June 2021, Evergreen placed an order for two more identical sister vessels. The newbuild features a length of 399.99 meters, a width of 61.5 meters, and a draft of 33.2 meters. Equipped with a hybrid scrubber system, it adopts the latest technology in terms of environmental protection, energy saving, efficiency and safety, according to the shipbuilder. All six ships will have a specific bow design, largediameter propellers, and energysaving ducts to ensure low energy consumption. Evergreen Marine has been on a major fleet rejuvenation campaign as it strives for “a completely sustainable” life cycle for its vessels — from design, construction, operation and ultimately to decommissioning.

In September 2021, it ordered 24 containerships at CSSC Huangpu Wenchong Shipbuilding Company Limited. The order comprises eleven 3,000 TEU vessels, eleven 2,300 TEU ships, and two units a capacity of 1,800 TEU. What is more, in March this year, Evergreen placed an order for the construction of twenty 15,000 TEU boxships at South Korean shipyard Samsung Heavy Industries (SHI). The Evergreen series of ultra large container vessels (ULCVs) have been independently designed by Hudong Zhonghua. In 2020, the shipbuilder transformed the No. 1 dock of the Changxing Shipbuilding Production Base to be able to build the 24,000 TEU behemoths more efficiently. Hudong-Zhonghua is currently building 19 large containerships slated for delivery by 2025.

GAC appoints Daniel Nordberg as new Group VP for Asia Pacic & Indian subcontinent Region He has been with the Group for over 20 years DUBAI: Daniel Nordberg has been named GAC’s Group Vice President for the Asia Pacific & Indian subcontinent region, following the retirement of Lars Bergstrom who has been with the Group for over 26 years. Nordberg joined GAC in 2001 as Financial Controller based at the Group HQ. In the two decades since then, he served in a variety of roles which gain him valuable experience in the organisation’s three core business areas: shipping, logistics and marine services, most recently as General Manager of GAC Qatar since 2016. During his time in Qatar, the company experienced robust growth, with new yards and warehouses, and the opening of its Ras Laffan office to further support the country’s flourishing offshore sector. GAC Qatar was also one of the pioneers in the Qatar Free Zone.

AD Ports Group achieves Historic Milestones in 2021 ABU DHABI: AD Ports Group emerged from a challenging 2020, when the global shipping industry was disrupted by COVID-19, to build a strong trajectory of growth throughout 2021, achieving a series of historic milestones and expanding its footprint in the region and beyond. AD Ports Group closed 2021 with the signing of a number of strategic agreements with the Aqaba Development Corporation for the development of tourism, logistics, transport and marine-related enhancement projects in Aqaba, Jordan. The strategic partnerships concern the development of Marsa Zayed, a cruise terminal, and the development of an advanced digital Port Community System, along with exploring the development and modernisation of a multipurpose port and King Hussein International Airport. The group reported a solid operational and financial performance throughout the year and this is apparent in its financial performance for the first nine months of 2021. The Group achieved revenue growth of 22% year-on-year to AED 2.791 billion (USD 760 million) compared with AED 2.295 billion (USD 625 million) in the same period last year, driven by volume growth, business diversification and new partnerships. Container throughput grew to 2.47 million TEUs (twenty-foot equivalent units) in the first nine months of 2021, up from 2.42 million TEUs in the same period in 2020, despite the ongoing supply constraints faced in the global shipping and container market. AD Ports Group received global interest in its successful issuance of a USD 1 billion bond and subsequent listing on the Abu Dhabi Securities Exchange (ADX) and London Stock Exchange (LSE). Announced in the first half of 2021, the issuance at the time was more than 4.5 times oversubscribed at its peak. The year 2021 also saw the completion of an extensive rebranding exercise that not only resulted in a new brand name but also a strategic reorganisation of the Group’s portfolio. AD Ports Group also signed several breakthrough partnerships to accelerate trade and the development of industry in the UAE and beyond, including working closely with Abu Dhabi National Oil Company (ADNOC) to enhance safety across Abu Dhabi’s waterways and collaboration with France-based CMA CGM Group to invest AED 570 million in a new terminal at Khalifa Port. Apart from emerging risks from the new Covid strain, elevated shipping costs and non-availability of adequate containers remain the biggest challenge facing Indian e x porters, as the y seek to take advantage of a resurgence of industrial demand in advanced economies in recent months. Many global shipping firms are registered in Ireland, as it adopts a liberal tax regime for them. For instance, shipping firms based out of Ireland pay tax based on the tonnage of the fleet as opposed to tax on profits recorded by the business. This, c o m b i n e d w i t h t h e l o w, g e n e r a l corporation tax rate of about 12.5%, typically keeps their tax liability lower than in many other countries. Similarly, no capital gains tax is slapped there on the disposal of a ship. “Incentivising the setting up of shipping lines in India and even the manufacturing of containers would be a

key step towards self-reliance in this area. China has invested hugely in container manufacturing and is now reaping the benefits, although it, too, faces elevated costs,” a senior government official said recently. Ensuring reasonable shipping costs remains crucial to realising India’s lofty merchandise export target of $1 trillion by FY28. Exorbitant shipping costs hurt mainly small and medium exporters. The country shipped out goods worth $291 billion in FY21 after the pandemic hit supply chains. In the current fiscal, it is on course to meet the ambitious target of $400 billion, as demand for merchandise from key markets remains strong. To be sure, shipping costs have gone through the roof across the globe and India isn’t an outlier. In fact, the costs in China have surged at a much faster pace than in India, analysts have said. Chinese suppliers are luring large ships with higher freight charges, according to sources. However, given Beijing’s

massive covert subsidies, the competitiveness of its exporters remains intact. So, the Indian government, too, must find ways to cushion the blow to them, domestic exporters say. In its submission before finance minister Nir mala Sitharaman in December, the Federation of Indian Export Organisations (FIEO) said exporters remitted around $65 billion for transportation in 2020, which will likely cross $100 billion in 2021, given the surge. Since the SCI is being disinvested, the government needs to encourage large entities to build an Indian shipping line of global repute, the FIEO submitted. Given the government’s target to raise merchandise exports to $1 trillion by FY28, this shipping bill of exporters is only going to surge. So, even if such a shipping line captures 20-25% of the domestic market, the country will save a lot of foreign exchange, the exporters’ body has argued.

India-UAE free trade deal to cover 1,000 items across sectors DUBAI: The India-UAE free trade agreement is expected to cover more than 1,000 products across sectors. Senior commerce ministry officials said the Union cabinet is likely to vet the deal as soon as the negotiations between the sides come to a fruitful end. If the Modi government clears the trade deal, it would be the first free trade agreement to be signed by India after a decade. Exports from India that could benefit from the pact include textiles, gem & jewellery, petroleum products, engineering & machinery products and chemicals. The gains will, however, be limited as the import duties on most goods are at 5 per cent in the UAE. Besides, the duties on most

agriculture products, such as meat, fruits & vegetables and tea,are already at zero per cent, so India is unlikely to make substantial gains in the area, the officials said. The UAE has also drawn up a long list of products, including food items such as dates and confectionery for duty concession. The officials said the list of trade items are being monitored closely as India needs to protect domestic industry. While FTA would provide access to the Indian markets, it should not result in the routing of products from other countries, especially China, they said. The ministry officials said to prevent any misuse of FTA benefits and curb potential illegal inflows of Chinese goods

through a key transit hub such as Dubai, India will insist on strict rules of origin. It may either stipulate a 35 per cent value addition at the UAE for all products to be eligible for duty concession under the FTA or impose similar conditions on select products where it sees the maximum scope for abuse, they added. They pointed out that the UAE has zero duty or very low duties on a majority of items, making it easier for it to be part of free trade agreements. About 87 per cent of the products that the UAE imports are currently taxed at 5 per cent, while 11 per cent attract zero duty. The rest see higher duty incidence or are in the prohibited or special lists of goods, the officials said.

Haldia-Guwahati Inland Waterways Services soon, says Shipping Minister Sarbananda Sonowal K O L K ATA : U n i o n S h i p p i n g Minister Sarbananda Sonowal recently said the contract to connect Guwahati via inland water ways has been awarded and services will commence soon. The jetty will be operational for exim and inland cargo from Haldia to Pandu terminal in Guwahati, connecting the northeast with Kolkata via the National Waterways-2, he said. This will be an easy and costeffective movement of cargo to and from the northeast to foreign countries and other states of India, Sonowal was quoted as saying in an official release. To a question about barge financing, the minister said the government is mulling providing guarantees to banks for soft funds so that this sector can take off, the release added. The Ministry of Shipping is developing the Jal Marg Vikas Project (JMVP) on National Waterway-1 (NW-1) from Haldia to Varanasi (1390 km) with

the technical and financial assistance of the World Bank at an estimated cost of Rs. 4,633.81 crores. The project would enable commercial navigation of vessels with capacity of 1500-2,000 DWT. NW-1 (River Ganga) under JMVP, which was approved by the Cabinet Committee For Economic Affairs in Jan 2018, is currently under construction. NW-1 waterway project is likely to be completed by Dec 2023. Inland Waterways Authority of India is the implementing Agency for the Jal Marg Vikas Project; Constr uctions of multi-modal terminals at Varanasi and Sahibganj have been already completed. The construction of a multimodal terminal at Haldia and the navigational l o c k a t Fa r a k k a h a v e a c h i e v e d substantial progress with97.33% and 90.50% respectively. The work on creating a 'Least Assured Depth' of 3 m and bottom

channel width of 45 m on the stretch b e t w e e n Fa r a k k a – K a h a l g a o n , Sultanganj-Mahendrapur and Mahendrapur-Barh is also progressing rapidly. The contract for construction of IWT Kalughat Terminals has been awarded and work is likely to commence anytime soon. Tender process for the remaining civil construction works of the project is in progress and majority of the procurement works are expected to be completed by end of FY 22. The loan agreement Haldia to Varanasi for with the World Bank was signed on 2nd February, 2018. National waterways are ideally suited for transportation of bulk goods, such as coal, cement, food grains, fertilizers, stone chips, jute, steel, POL, LPG, Tea, containers, water, liquids, etc.; hazardous goods, such as c h e m i c a l s , a c i d s , e t c a n d o v e rdimensional cargo.

Chinese Ports’ container volumes rise 7.6% in 2021 BEIJING : The c o n t a i n e r throughput of Chinese ports for the period between J a n u a r y a n d November of 2021 stood at 259.7 million T E U , w h i c h translates to an increase of 7.6%, compared to the same period of the previous year. Regarding the cargo volume of Chinese ports, it was 14,207.6 million tons, elevated by 7.2% year on year, according to China’s Ministry of Transport.

The chart below shows the container and cargo throughput data of the eight major ports in China, for the period between January and November. Among them, the Port of Dalian represents the largest year-on-year decrease at 34%, while Beibu Gulf Port reported the biggest growth in container traffic over the corresponding period of 2020, which amounted to 18.6%.

Schedule reliability declined 0.6 percentage points in Nov to 33.6 percent COPENHAGEN: Schedule reliability declined 0.6 percentage points in November to 33.6 percent, maintaining the range of 33 percent - 40 percent seen throughout the year, according to the Global Liner Performance (GLP) report by Sea-Intelligence. "The only continuing positive, if one should call it that, is that schedule reliability has not plummeted further," said Alan Murphy, CEO, Sea-Intelligence. "On a year/year level, schedule reliability in November 2021 was down 16.4 percentage points. The average delay for late vessel arrivals dropped to 6.93 days, albeit still the highest figure for this month, which has been a recurring theme in 2021." Maersk most reliable carrier Maersk continued to be the most reliable carrier with schedule reliability of 46.3 percent, followed by Hamburg Süd with 40.4 percent. MSC had schedule reliability between 30 percent-40 percent with five carriers recording schedule reliability of 20 percent- 30 percent. Evergreen recorded the lowest November 2021 schedule

reliability of just 11.8 percent. Murphy said: "While four carriers recorded a M/M improvement in schedule reliability, no carrier recorded a Y/Y improvement in reliability with all but Maersk recording double-digit Y/Y declines." Congestion continues at LA/LB ports The main congestion points of global trade - Los Angeles & Long Beach ports - had 97 container ships backup on December 25, 2021, according to data from Captain J. Kipling (Kip) Louttit, Executive Director, Marine Exchange of Southern California & Vessel Traffic Service Los Angeles and Long Beach San Pedro, CA. The 97 total container ships backed up includes 23 container ships at anchor or loitering inside 40 miles from the ports of LA and LB plus 74 slow speed steaming or loitering outside the Safety and Air Quality Area (SAQA), the update added. The 23 container ships at anchor or loitering and awaiting orders or a berth inside 40 miles include three megacontainer ships over 10K TEUs.

China’s first ultra-low temperature Reefer ship delivered SHANDONG: Shandong Ocean Cold Chain Development (SDOCC), part of the Chinese state-owned Shandong Shipping Corporation, has taken delivery of the mv Ocean Star. Said to be China's first ultra-low temperature reefer ship, the 4,695 DWT Ocean Star was built in Kyokuyo Shipyard in Japan, having been commissioned in May 2020 as part of a collaboration with Itochu Logistics. Five crew members were dispatched to Shimonoseki, Japan, in late October to sail Ocean Star to SDOCC, which is based in Qingdao. Ocean Star arrived in Qingdao this month. Compared with conventional reefer ships, which have

storage temperatures of between -30 degrees and 30 degrees, Ocean Star can store cargoes at -55 degrees. Ultra-low temperature reefer ships are mainly used to transport and process high-end ocean catches such as tuna. SDOCC is active in cold chain logistics, focusing on aquatic products. The company’s collaboration with Itochu Logistics involved the establishment of a joint venture, Shandong I-Logistics, with the parties owning 70% and 30%, respectively. As Chinese shipyards lack the knowhow to build ultra-low temperature reefer ships, Ocean Star was built in Japan.
