



NEW DELHI: The Indian Railways have asked firms running container trains to pay a non-refundable fee of Rs25 crores and Rs5 crores, depending upon the type of permit, for roll over of their concession agreements that ends in 2026 and 2027 after a 20-year run.
The renewal of the concession agreement will be for 10 years.
The Ministry of Railways privatised the container train operating sector in 2007, by issuing permits to some 16 firms to ply on the Indian Railways network.
These include state-run Container Corporation of India Ltd (Concor), Adani Logistics Ltd, DP World Rail Logistics Ltd, J M Baxi Ports & Logistics Ltd, Hind Terminals Pvt Ltd, Gateway Distriparks Ltd, Pristine Mega Logistics Pvt Ltd, Pipavav Railway Corporation Ltd, Navkar Corporation Ltd, Central Warehousing Corporation Ltd, CJ Darcl Logistics Ltd, Distribution Logistics Infrastructure Pvt Ltd, Container Rail Road Services Pvt Ltd, India I

The concession agreements signed with train operators, including state-run Container Corporation of India Ltd (Concor), the country’s biggest rail hauler of containers, was valid for 20 years.
Following clarifications sought by the container train operators, the Railway Board has said that those looking to renew their concession agreement should “deposit a non-refundable fee which shall be one half of the amount of registration fee paid prior to the execution of the agreement”, an 18 June circular issued by the Indian Railways, said.
“The Container train operator should submit the required fee at the time of applying for the extension of the concession agreement,” the Ministry wrote in the circular
The Commercial Operations Date (COD), according to the Ministry of Railways, is the day falling on the second anniversary of the date of the agreement or in case the date of commercial operations is prior to the date of execution of the agreement, the commercial operations date will be the date of the agreement.
In cases where the commercial operations start before the second anniversary of the agreement, the date on which the first Railway Receipt is generated may be taken as the commercial operations date, the Ministry has clarified.
“For extension of the concession agreement, a request should be submitted by the authorised signatory of the Company and also submit the copy of the first Railway Receipt along with non-refundable registration fee which shall be one half of the amount of registration fee paid prior to the execution of the concession agreement,” the Ministry wrote in the circular, urging the container train operators to clear the outstanding dues of Indian Railways for further necessary action.
The container train operators reckon that the Railway Ministry’s move to levy a license fee to renew the concession agreement will hurt their operations and force some of them to “pack up and exit”.
According to the terms of the concession agreement, the container train operators will have to pay haulage charges on a per trip basis to Indian Railways for hauling their trains as the locomotives and tracks are owned by the Railways Typically, haulage charges account for as much as 80 percent of the cost of operating a container train.
The Railway Ministry sets the haulage rates for using railway infrastructure that acts as the base rate for all the operators on which they will add their capital and operating costs to arrive at the cost to be levied from the trade.
Already operating under wafer thin margins, the decision to collect a license fee to extend the concession agreement would further hit operations, a container train operator claimed.

The Ministry of Ports, Shipping, and Waterways is spearheading several strategic initiatives to strengthen India’s maritime sector, focusing on sustainable and world-class infrastructure Key initiatives include the Sagarmala Programme, with projects worth Rs. 5100 Cr, and the Shipbuilding Financial Assistance Policy supporting shipyards The Harit Nauka initiative will promote green fuel transportation in inland waterways, while the Maritime Development Fund (MDF) and Ship Owning and Leasing Entity (SOLE) will support financing to boost ship acquisition and Indian ownership. PM GatiShakti: Eight infra projects worth Rs. 13,000 crore evaluated
NEW DELHI: The Network Planning Group met recently and evaluated eight infrastructure projects worth Rs 18,000 crore from railways and National Industrial Cor ridor Development Corporation (NICDC), the Commerce and Industry Ministry said. Two projects pertained to the railways and six were of the NICDC.
During the meeting, all projects were evaluated for their integrated planning and conformity with the PM GatiShakti principles. Emphasis was placed on the socio-economic benefits, improved connectivity, reduced transit costs and enhanced efficiency
The railways project, from Manmad to Jalgaon, involved an estimated investment of Rs 2,594 crore. The other project (from Bhusawal to Burhanpur) involve investments of Rs 3,285 crore.
It added that the four projects from NICDC pertains to development of integrated manufacturing clusters in Agra and Prayagraj in Uttar Pradesh, Hisar in Haryana and Gaya in Bihar with an estimated investment of Rs 8,175 crore. Two projects from NICDC involve development of Oravakal Industrial Area in Kurnool district and Kopparthy Industrial Area in YSR Kadapa district of Andhra Pradesh, with an estimated investment of Rs 5,367 crore.

The plan prioritises three key areas to transform India’s road network Nearly half the project focuses on building 18,000 kilometres of high-capacity expressways and h i g h - s p e e d c o r r i d o r s . T h e s e corridors will connect major cities and industrial hubs, significantly reducing travel times between key economic centres and fostering faster movement of goods and people. Additionally, around 4,000 kilometres of national highways around major cities will be decongested. This will improve traffic flow for commuters and reduce delays for critical freight movement. To expedite project completion and share the financial burden, the government is looking to attract private sector investment to cover around 35% of the total project cost, estimated at INR 22 lakh crore
This public-private partnership (PPP) approach will streamline the process and ensure a faster rollout of the new highways.
For efficient execution, the plan is divided into two phases. The initial phase focuses on tendering all projects and completing construction of the initial 30,600 kilometres of roads by 2031-32. The estimated cost for this phase is INR 22 lakh crore. The details and budget for the second phase, which aims to develop an additional 28,400 kilometres, will be determined later

NEW DELHI: The Commerce Ministr y has sought views of different departments on proposed m e a s u r e s t o r e v i v e s p e c i a l economic zones and facilitate business transactions between SEZ and the domestic market, a senior official said The official said that the ministry has suggested allowing the sale of products manufactured in Special Economic Zones (SEZs) in the domestic m a r k e t o n p a y m e n t o f d u t y foregone on inputs as that would help promote value addition
"The main issue in SEZs is that we are not able to get economies of scale. The connect between SEZs and the domestic tariff area (DTA) or domestic market has to be improved. There are also issues if DTA is selling to SEZs," the official said.
"So we have suggested duty foregone basis sales. There are also issues with regards to job work. For example if an IT firm has to get some work from the domestic market, they need permission. We have sent a draft cabinet note," the official added.
At present, units in SEZs are allowed to sell their products in the
DTA on payment of duties on an output basis (finished goods).
For these changes, the Commerce Ministry has proposed amendments in the SEZ law
The government is considering several measures such as a flexible framework for the sale of products
manufactured in SEZs in the domestic market, and streamlining approval processes for units. The aim is to help revive SEZs and facilitate business transactions between SEZs and the DTA.
SEZs are enclosures that are treated as foreign territories for trade and customs duties, with restrictions on duty-free sales outside these zones in the domestic market.

Industry Minister Piyush Goyal said that the government is looking at easing certain restrictions for units in SEZs to promote the sector's growth.
Think tank Global Trade Research Initiative (GTRI) in a report has suggested the government allow sale of products manufactured in SEZs in the domestic market on payment of duty foregone on inputs as that would help promote value addition.

Exports from special economic zones grew over 4 per cent to USD 163 7 billion in fiscal 2024, despite a 3 per cent decline in the country's overall exports.
According to the data of the Commerce Ministry, exports from these zones stood at USD 157 24 billion in 2022-23 and USD 133 billion in 2021-22.
SEZs are key export hubs which contributed over one-third of the country's total outbound shipments in the last fiscal.
As many as 423 such zones have been approved by the government, out of which 280 are operational as of March 31 this year As many as 5,711 units are approved in these zones till December 31, 2023.
The major export destinations include the UAE, the US, the UK, Australia and Singapore.
