CBIC extends Customs clearances beyond normal working hours in ICDs NEW DELHI : The Central Board of Indirect Taxes & Customs (CBIC) has issued a Circular to notifies Extension of Customs clearances beyond normal working hours in Inland Container Depots. As a measure of trade facilitation and the ease of doing business, the CBIC has been enabling the facility of 24×7 Customs clearance across numerous sea ports and air cargo c o m p l e x e s a c r o s s t h e C o u n t r y. Presently, this facility is available at 20 sea ports and 17 airports. In order to meet the needs of the trade, the Board has received representation from the trade to expand the availability of 24-hour customs clearance to ICDs nationwide. The issue has been properly investigated. Since the requirements from members of the trade and the local circumstances may vary from place to

place, Board hereby advises all the Pr. Chief / Chief Commissioners, having jurisdictions over Inland Container Depots (ICDs) to consider having the ICDs within their jurisdictions designated with extended facility of Customs clearance beyond normal working hours in any of the following ways, namely:• Similar to the present Board standards for sea ports and air cargo/airports, the facility for customs clearance may be made available 24×7 basis. • Customs clearance services may be provided with set hours on all seven (7) days of the week (including holidays) (say from 9 :30 AM to 6 :00 PM). • For specific days of the week and at specific times, the customs clearing facility may be made available outside regular business hours. Consideration should be given to all

pertinent factors, such as requests from trade associations, the number of regular imports and exports, the type of the commodities being imported or exported, the involvement of other agencies or companies, importers and exporters, and customs brokers. Custodians should be consulted of the arrangements they will be making for these objectives. If the ICD does not cooperate with the waiver of cost recovery fees, it must properly agree to the aspect of cost recovery fees as well. The Zone must make sure there are enough resources available to provide the extended facility once the decision to designate an ICD with extended Customs clearances as described above has been taken. Additionally, such a decision must be made public by means of comprehensive public notices and pertinent standing orders. Additionally, the Board must be informed through email at uscus4.dor@gov.in.

India emerging Powerhouse in Toy exports : PM Modi NEW DELHI: P rime Minister Shri Nare ndra Mo di o n S unday, 31st July during his monthly Mann Ki Baat address, said that the Indian toy industry for achieving the success “no one could have imagined”, noting that its export has soared to Rs 2,600 crore from Rs 300-400 crore. He said toys worth more than Rs 3,000 crore used to be imported but it has reduced by 70 percent. “It is a matter of joy that during this period, India has exported toys worth more than Rs 2,600 crore to foreign countries. Whereas earlier, only toys worth Rs 300400 crore used to go out of India. All this happened during the Corona period,” PM Modi said. He noted that he had earlier spoken about India having the potential to become a powerhouse in the exports of toys. Local toys of India are eco-friendly, and consonant with both tradition and nature, he said. “Due to our youngsters, start-ups, and entrepreneurs, what our toy industry has achieved, the successes we have achieved, no one could have imagined,” he added.

The Prime Minister said India’s toy sector has proven its mettle by transforming itself, with manufacturers now making toys based on Indian mythology, history, and culture. Toy clusters are there everywhere in the Country, and small entrepreneurs are getting a lot of benefits from it as their toys are now going around the world, he said. Toy manufacturers from India are working closely ith the world’s leading brands, he said. Noting that the start-up sector is paying full attention to the world of toys, he said a start-up named Shumme Toys in Bangalore is focusing on eco-friendly toys while Arkidzoo Company in Gujarat is making AR-based flashcards and story books. Pune-based Funvention is engaged in kindling the interest of children in science, technology, and maths through learning, toys, and activity puzzles, he said, adding that start-ups are doing a great job. “Let us all together make Indian toys more popular all over the world. Along with this, I would also like to urge the parents to buy more and more

Indian toys, puzzles, and games,” he said. In his speech, the Prime Minister also highlighted the growing global interest in India’s traditional forms of medicine as the fight against COVID-19 continues. He said the increasing interest of people in holistic healthcare has helped everyone a lot. “There is a growing interest in Ay u r v e d a a n d I n d i a n m e d i c i n e around the world. This is one of the major reasons why Ayush exports have witnessed a record growth and it is also a matter of joy that many new start-ups are also emerging in this sector,” he said. Recently, a g l o b a l Ay u s h I n v e s t m e n t a n d Innovation Summit was held, and investment proposals of about Rs 10,000 crore rupees had been received, he said. He added that a huge effort is also being made in the field of varied medicinal plants and herbs. The Indian Virtual Herbarium was launched in July, and it is an example of how the digital world can be used to connect with our roots, he said.

Import tariffs rise again in 2021 on renewed push for local manufacturing NEW DELHI: Reversing a slide witnessed in 2020, India’s average applied import tariff rose to 18.3% in 2021 from 15% in the previous year. This reflects a return of duty hikes that had marked India’s push for import substitution through selfreliance at a time when key economies, especially the US and China, have exhibited protectionist tendencies. Similarly, after a second straight year of fall through 2019, India’s tradeweighted average tariff—total customs revenue as a percentage of overall import value—also rose to 12.6% in 2020 from 7% in the previous year, according to the latest data sourced from the World Trade Organization (WTO). To be sure, India’s average applied tariff is still well below the bound rate of 50.8%–the level approved for it by the WTO. Given that the Government has, in recent months, raised imports duties on a range of products, including gold, umbrellas, headphones and earphones and smart meters—this year, the applied tariff is expected to remain elevated in 2022 as well on a net basis, factoring in duty cuts on a number of

other products, said analysts. India’s import tariff (simple average), which stood at 13.5% in 2014, started rising from 2017 and hit 17.6% by 2019. It dropped sharply to 15% in 2020 before rising again in 2021 in response to a series of duty hikes (in sectors like electronics, automobiles and agriculture) to contain a current account deficit and promote local manufacturing. India’s tariff increase distinguishes it from other key economies that have been resorting to trade “protectionism by stealth” by erecting huge non-tariff barriers to discourage imports that they deem undesirable or non-essential. However, since these economies (mainly advanced nations such as the US and the EU, and some developing ones like China and South Korea) usually keep their tariffs low, they manage to mask their trade protectionism better than India. While the applied tariff (simple average) on farm products rose to 39.2% in 2021 from 34% in the previous year, industrial tariff inched up to 14.9% from 11.9%, showed the latest data. Similarly, based on trade-weighted average, tariff on farm items jumped to 63.3% in 2020

from 32.5% in 2019, while industrial tariff rose to 9.4% from 5.8%. These tariffs are meant for imports from countries to which India has accorded the mostfavoured nation (MFN) status, in accordance with the WTO norms. Following a surge in its crude oil import bill in 2018, New Delhi had targeted “non-essential imports” to curb pressure on its current account. It again resorted to increases in customs duties on scores of products in 2019 and in 2021 to prepare the way for its Aatmanirbhar initiative amid a trade war between the US and China and also Beijing’s unreliability as a supplier in the wake of the Covid outbreak. The tariff increase is part of the broader effort to promote domestic manufacturing, which, in turn, is expected to curb imports and boost exports. It’s also aimed at targetting the dumping of low-grade items through the tariff route (China has been the biggest supplier of sub-standard products to India). A sustained drop in imports will also help the country lower its trade imbalance, which, some officials reckon, will not just ease pressure on its current account but boost its GDP growth as well.

Vessel leaves Kolkata for trial run to Mongla Port in Bangladesh KOLKATA : A container vessel left Syama Prasad Mookerjee Port (SMP), Kolkata on Saturday, 30th July for a trial r un to Mongla Port in Bangladesh as part of the implementation process for use of Chattogram and Mongla Ports by transhipment from India. Chairman of Syama Prasad Mookerjee Port (SMP), Kolkata Vineet Kumar said that the trial r un is intended to facilitate sending of goods from Kolkata Port to the States of North East India through the Mongla and Chattogram Ports of Bangladesh. Containers of Electrosteel Castings Ltd & Magpet Polymers being shipped through the Maersk Lines India to

Mongla Port are carrying iron pipes and prefoam. From the Mongla Port, the goods will be transported to Tamabil and Bibirbazar for deliver y into Meghalaya and Assam respectively. It will take six days for the vessel to reach Mongla on 5th August. SMP Chairman Vineet Kumar said that the agreement signed in 2014 provided for mutual support by both the countries for shipment on both inland water ways and coastal routes to improve connectivity between the two countries. A trial run was held in June 2020 where shipment was done from Kolkata to Tripura via the Chattogram Port. A decision was taken after the

13th India-Bangladesh Joint Group of Customs (JSC) meeting held in March to conduct four more trials for the use of Mongla and Chattogram Ports to connect Meghalaya, Assam and Tripura with West Bengal through these routes. The use of Chattogram and Mongla Port for transhipment and carrying of goods to the north eastersn states of India from Kolkata will substantially reduce the time and cost of trade. Syama Prasad Mookerjee Port (SMP) Chairman told media that several infrastructure development projects have been undertaken to further improve the cargo movement on the IBP routes to North Eastern states and Bangladesh.

MOL Chemical Tankers marks 50th Anniversary TOKYO: Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Ta k e s h i H a s h i m o t o ) r e c e n t l y announced that its wholly owned group company MOL Chemical Tankers Pte. Ltd. (MOLCT; President: Akira Sasa; Headquarters: Singapore) marked the 50th anniversary of its founding on July 17, 2022. The 1960s saw a trend toward specialization in the ocean shipping industry, with vessels dedicated to specific cargoes. At the same time, demand began to grow for "parcel tankers" that can carry several cargoes simultaneously, such as vegetable oils and animal fats, which are transported in relatively small volume. In 1972, MOLCT's predecessor, Tokyo Marine Co., Ltd. was founded. Tokyo Marine became part of the MOL Group in 1996, and a wholly owned subsidiary in 2011. Later on, its headquarters functions were transferred to Singapore and the name was changed to MOLCT. MOLCT is currently striving into new fields such as tanker container and tank terminal business, in addition to its main

chemical tanker business. MOLCT, which has continued to face challenges and reforms in the 50 years since its founding, has grown into one of the world's top three parcel chemical tanker operators, and today, about 370 employees of 23 nationalities support daily operations in 11 offices around the world.

First Grain Shipment leaves Port of Odessa, Ukraine says Turkey ODESSA: The first shipment of Ukrainian grain left the Port of Odessa on Monday, 1st August, Turkey announced. The blockage of deliveries from warring Russia and Ukraine -- two of the world's biggest grain exporters -- has contributed to soaring food prices, hitting the world's poorest nations especially hard. Last month both sides signed a landmark deal with Turkey and the United Nations aimed at relieving the global food crisis. "The ship Razoni has left the Port of Odessa bound for

Tripoli in Lebanon," the Turkish Ministry said in a statement. "It is expected in Istanbul on August 2. It will then continue its journey after it has been inspected in Istanbul," the statement added. Other convoys would follow, respecting the maritime corridor and the agreed formalities, it said. The Joint Coordination Centre, the organisation overseeing the grain exports, said the Razoni is carrying "over 26,000 metric tonnes" of maize.

FFFAI spearheading INSTC : Shankar Shinde Cont’d. from Pg. 3 “In fact, India, Iran and Russia had in September 2000 signed the INSTC agreement to build a corridor to provide the shortest Multi-Model transportation route linking the Indian Ocean and the Persian Gulf to the Caspian Sea via Iran and St Petersburg. However it was only in 2014 that a Trail run could take place on this Multi Modal Connectivity project with the Joint efforts of Indian Ministry of External Affairs and Ministry of Commerce along with concerned Ministries of Counterparts Countries. It all started with a trail run of two Containers starting from Nhava Sheva Port in Mumbai to Bandas Abbas in Iran because during those days the Chabahar Port Project was under development and a lot of infrastructure was yet to be developed then. INSTC Background INSTC is a 7,200-km-long Multi-Modal Network of Ship, Rail, and Road route for moving freight primarily involving India, Iran, Azerbaijan and Russia. The objective of the corridor is to increase trade connectivity between major cities such as Mumbai, Moscow, Tehran, Baku, Bandar Abbas, Astrakhan, Bandar Anzali etc. Today there are in all more than 10 Countries on Board and more are ready to join this Project in days to come. We feel, a Regular Shipping Service on this route in the need of the hour, which can ensure a consistent cargo flow. From the Government side, we are looking forward

for a healthy Banking Relation to be built up between the partner countries for the easy movement of Cargo flow. Currently we are facing the challenges concerning the Bill of Lading owing to ongoing sanctions on some of the partner countries. Insurance sector has to strengthen even further. On Shipping Front, we need a National Shipping Line to be operated on the route. May be, a support from Public Sector Unit can go a long way in helping us to realize the true dream of INSTC. Customs can also play a more proactive role in offering more relaxation. Opportunity & Challenges There are great many opportunities for many logistics companies – Shipping Lines, NVOCC, MTO, SOS to operate on this route given the play of high bilateral trade between these partner countries. However the challenges remain with lack of participation from Logistics companies, availability of Container, Containerized Cargo vis-a-vis Dry Bulk Cargo. The Way Going Forward “Technology can play a major role is realizing the true dream of INSTC. A Common IT Platform tracking (GPS/RFID) enabled system in place can be of great help. Further integration of Corridors is the need of an hour. It should be supplementary rather than competing with each other coupled with more TIR Accession. We are looking for ward to a Competitive and Consistence Services which can include Trade P romotion and Participation, International Railway Co-operation and aligning infrastructure to realize the true benefits of INSTC.”

Deendayal Port creates New Milestone by handling 12.04 MMT Cargo in July 2022 Revising Berthing Policy from August 1st GANDHIDHAM: Deendayal Port Authority, Kandla has handled 12.04 MMT cargo in the month of July 2022, which is a new record of traffic handled in a single month and surpasses the previous record achieved in the month of April 2022 by 2.63%. The volume of cargo handled in the month of July 2022 surpasses the traffic volume handled in the corresponding period of last fiscal by 30.49%. This has become possible due to inclusion of powerhouse coal in the cargo basket of DPA and the consistent volume of high-productive cargo like salt and aggregate. In the first four months of the current fiscal, the cargo volume handled by DPA has reached 46.52 MMT which is about 11.66% higher than the Traffic handled in the corresponding period of the last financial year. DPA, Kandla handles a substantial volume of cargo which are weather sensitive in nature. The productivity of ships loading/ unloading such cargo drops drastically during monsoons and as such capacity of berths used to remain underutilized earlier. However, with meticulous planning and preemptive actions, DPA has translated an otherwise disadvantageous situation into opportunity by allotting berths to the vessel scheduled to load / unload cargo that can be handled in adverse weather condition also. As a consequence,

the berth-productivity had remained mostly unchanged throughout the month of July 2022 which had witnessed several prolonged spells of intense rain. This has been possible with the whole hearted support and cooperation of Board Members, Officials, Employees, Workers, Unions of DPA Port Users & Stakeholders. DPA has also issued a revised Berthing Policy coming into effect from August 1, 2022. The New Policy covers Allocation of Berths, Readiness of Vessel and Seniority, Coastal Vessels and General Instructions, said a communiqué from DPA.
