India to play much greater role in post pandemic in creating resilient Global Supply Chains : Piyush Goyal NEW DELHI: Minister of Railways, Commerce & Industry, Consumer Affairs and Food & Public Distribution Shri Piyush Goyal recently said that India will be playing a much greater role in the post pandemic world in creating resilient Global Supply Chains. Speaking at the India Global forum recently, he said that we are looking at a greater degree of engagement with countries that are democratic in their political system with which we can relate & trust as a partner. He added that India is working towards greater engagement with countries with which we have a shared ecosystem, countries which believe in transparent rules based trading mechanisms. He said that India is talking to UK, Australia, Canada and EU for trade related matters, and is keen to speed them up. Shri Goyal said that our trusted partners can look for a greater role for India, and we are opening our doors wider. The Minister said that we are looking at investments, technology, high quality goods, equipment & machinery. “We will be looking at providing high quality technology support to our services & IT sector”.
Shri Goyal said that India has tried in WTO to promote a waiver on TRIPS so that vaccines & other medicines can be available to everyone across the world. He said that it is unfortunate that some European countries are not supporting the initiative and have preferred profit over prudence. Shri Goyal said that we are confident that India will continue to maintain precautions & COVID protocols. He said that we are going to maintain our safeguards & masks. The Minister highlighted that despite being a developing nation, India has already crossed about 340 million vaccines. “We are currently doing 5 million a day which we hope to ramp up further in the days to come. We are happy to share our learnings with other countries. Our COWIN app through which we have done the vaccination programme has been a remarkable success & now large parts of the world are asking us for the COWIN app to be implemented in their countries.” Shri Goyal said that India has done a record growth in exports in our first quarter despite the second wave of COVID. Similarly, the Railway freight from April-June 2021 is the highest ever in the history of Indian Railways.

Port of Antwerp awards Breakbulk concession A further boost for breakbulk and project cargo segment

Port of Antwerp awards Breakbulk concession A further boost for breakbulk and project cargo segment Cont’d. from Pg. 3
The area around the Churchill Dock has historically developed into one of the most important sites for breakbulk terminals at the port of Antwerp, a fact that has been further consolidated by this choice of concessionaire. Port of Antwerp aims to fuel projects in the breakbulk and project cargo segment as much as possible and believes in its development, which is why the organised appeal explicitly demanded the presence of breakbulk activities. Port of Antwerp is delighted to accommodate this new project and thus strengthen its position as a breakbulk port in Europe. In Q1 this year, the breakbulk segment enjoyed its best quarter since Q2 2019. The throughput of iron and steel, the most important goods group in this segment, increased by 18.2% due to a peak in the supply of steel, which can be explained by the new import quotas that have taken effect since 1 April. Jacques Vandermeiren, CEO Port of Antwerp: “The joint project by these two firms (PSA Breakbulk NV
and Felbermayr Holding GmbH), has been founded on concrete commitments, which are fully aligned with the intended concession objective. Breakbulk generates a high added value in our port's portfolio, so it's crucial that we continue to highlight these goods.” Port Alderman Annick De Ridder: “Antwerp has been the ultimate breakbulk port in Europe for many centuries. As a result, we have all the quality, experience and flexibility inhouse to provide solutions tailored to the customer's needs. You only need to look at the growth figures in the last quarter. Awarding this concession to a breakbulk player confirms that this segment remains an absolute priority for our port and that we will continue to support our breakbulk market.” Dennis Verbeeck, General Manager PSA Breakbulk NV: "In addition to the focus on steel, we will work out a project cargo ecosystem together with Felbermayr (now a shareholder of PSA Breakbulk NV) with a logistics hub and one-stop-shop for large-scale project cargo. The planned crane with a lifting capacity of 750 tonnes will contribute to the realisation of the project."

Anti-dumping duty on certain steel items extended till December 15 NEW DELHI: The government on Tuesday extended anti-dumping duty on certain variety of steel products till December 15 this year with a view to guarding domestic manufacturers from cheap imports from countries, including China, Japan and Korea. According to two separate notifications by the Department of Revenue, the duties on ‘Hot-Rolled flat products of alloy or non-alloy steel’ originating in or exported from China, Japan, Korea, Russia, and Brazil, and on ‘Cold-Rolled flat products of alloy or nonalloy steel’ coming from China, Japan, and
Korea, have been extended. The commerce ministry’s investigation arm Directorate General of Tr a d e R e m e d i e s ( D G T R ) h a d recommended for the extension of the duty on these products. While DGTR recommends the duty to be levied, the finance ministry imposes it. The duties were imposed in August 2016 for five years. Amending two separate notifications, the department of revenue said anti-dumping duty levied on hotrolled flat products are extended “up to and inclusive of 15th December, 2021”. Similarly, the duty on cold-rolled flat
products too extended up to December 15 this year. Further, the department has also extend the levy on ‘Tyre Curing Presses also known as Tyre Vulcanisers or Rubber Processing Machineries for tyres, excluding Six Day Light Curing Press for curing bi-cycle tyres’ imported from China till November 30, 2021. The duty has also been extended on ‘Glazed/Unglazed Porcelain/Vitrified tiles’ originating in or exported from China till December 31, this year. Countries initiate anti-dumping probes to determine if the domestic industry has been hurt by a surge in below-cost imports.
Steel makers push for exports as rural stress impacts domestic demand NEW DELHI: Primary steel producers are increasing their export volumes in the July-September quarter–usually a slack season for construction and industrial activity in the domestic market due to monsoons. Rural demand, however, is a concern despite predictions of a good monsoon. “We have sufficient export orders and so our utilisation levels will remain close to 95 per cent in the July-September period. We are waiting for domestic demand to pick up and see no reason for sluggishness in the coming months. But, construction sites are yet to start and there is no pick up (in demand) so far,” V R Sharma, MD of Delhi-based Jindal Steel & Power said recently. The Naveen Jindal-led company is mainly into long steel products, used largely in the construction and infrastructure segments. AM/NS India, too, said the share of exports in its total sales has risen. “Exports have been running high since March and Indian mills are mostly booked until August. So utilization levels of industry will remain high even in the JulySeptember period. We are also exporting a
higher share of around 40 per cent of our production from usual 10-15 per cent,” said Ranjan Dhar, Chief Marketing Ofcer at AM/NS India. The domestic demand in the AprilJune quarter was down due to the strong second wave of Covid-19, which led to lockdowns in several states of the country. “We are expecting the July-September quarter to be better (in terms of demand) compared to April-June as lockdowns are getting lifted gradually. There is some pick-up in the auto sector and parts of the infrastructure segment but demand from rural regions has still not revived,” said Dhar. Automobile manufacturers have agreed to pay 10-16 per cent higher price for flat steel products used in the auto sector which is expected to help steel companies. Nonetheless, international prices are higher than domestic so exports are bound to be good. “In the domestic market, there is uncertainty around health so spending has taken a hit but once this worry (regarding health) reduces it will unleash spending,” said Jayant Acharya, Director-Commercial and Marketing at JSW Steel.
The industry capacity utilisation is likely to be 90 per cent plus depending upon individual player ’s plans of shutdowns. July-September is usually a slack season for industrial activity so during this quarter steel plants usually take maintenance shutdowns. “Domestic demand is expected to recover due to easing lockdowns around the country and with the increasing pace and coverage of vaccination. Monsoon is expected to be good and will help rural demand in the medium to long term,” said Tata Steel spokesperson. Industry experts, however, were of the view that drop in income and household savings could keep demand for steel muted in rural regions as well as semiurban areas of the country despite a strong monsoon. According to Joint Plant Committee d a t a , A p r i l - Fe b r u a r y o f F Y 2 1 s a w consumption drop of 9.9 per cent from the same period last year, while exports rose 22 per cent in the period under review. Globally, hot-rolled coil prices are at $1900 a tonne in the US, at $1,400 a tonne in Europe as against $940 a tonne in India.
IWAI oats fresh tenders for privatising Multi-Modal Terminals at Varanasi, Sahibganj NEW DELHI: India’s water ways development agency has re-invited bids for privatising the multi modal river terminals at Varanasi in Uttar Pradesh and Sahibganj in Jharkhand after scrapping earlier tenders that received single bids. Adani Ports and Special Economic Zone Ltd (APSEZ) was the lone bidder for the Varanasi multi modal terminal while Hindustan Infralog Pvt Ltd, a joint venture between Dubai-government owned D P Wo r l d L t d a n d I n d i a ’ s N a t i o n a l Investment and Infrastructure Fund Ltd (NIIF) was the single bidder for the Sahibganj terminal, in the earlier round of bidding. “The tenders were scrapped because the projects attracted single bids. As per the Central Vigilance Commission guidelines, single bids cannot be accepted,” a government source briefed on the matter said.
The multi-modal river terminal at Varanasi is a prestigious project for the government as it falls under the parliamentary constituency of prime minister Narendra Modi. The multi-modal terminals at Varanasi, Sahibganj and Haldia were built by the Inland Waterways Authority of India (IWAI) as part of the Jal Marg Vikas Project (JVMP), the 1,390 km long Varanasi to Haldia stretch along river Ganga, with a $375 million loan from the World Bank. IWAI floated a fresh global tender for the Varanasi ter minal on June 28. Potential bidders have time until July 25 to file their qualification documents. The global tender for the Sahibganj terminal was issued on Wednesday with August 14 as the deadline for submission of initial bids. The government has retained the
tender terms in the fresh round of bidding without any changes. This is the third attempt by IWAI to privatise the two terminals. The multi modal terminals at Varanasi and at Haldia are being privatised on the Equip, Operate and Transfer (EOT) model. The Varanasi contract will have a tenure of 10 years which can be extended by two years. Whereas, IWAI had sought bids for the Sahibganj terminal on a operate, manage and develop (OMD) model for a concession period of 30 years. The successful bidder will also undertake operation and management (O&M) of the proposed Ro-Ro terminal at Sahibganj. The contracts will be awarded to the entity quoting the highest royalty per metric ton of riverine cargo handled at each of these terminals to IWAI.

Shipsy sets up regional headquarters in Dubai NEW DELHI: Logistics platform Shipsy recently said it has established regional headquarters in Dubai, UAE, which will pave the way for new partnerships and mutual avenues of growth in the region. The regional headquarters was allowed to be set up in the Gulf country after successfully complying with the regulations prescribed by licensing authority Dubai Multi Commodities Center Authority (DMCCA), the company said in a release. The move will strengthen Shipsy”s role in the GCC (Gulf Cooperation Council) countries, helping businesses
automate and avert COVID-induced logistical management challenges in the region, it said. More than 50 big-league clients are already onboard from the region, including retailers like Extra.com and the Pan Emirates, to which the company has extended the 3PL aggregation suite along with enabling automated route planning, the company added. Soham Chokshi, Co-founder and CEO of Shipsy, said, “We are delighted to have received the certificate of approval from the Registrar of Companies at the DMCCA and excited to set the ball rolling with new recruitments on the horizon.
We are certain that this expansion will pave the way for newer partnerships and mutual avenues of growth in the region”. It has also implemented end-to-end logistics management covering the first, mid and last mile for several logistics leaders, the company said, adding now it envisions intensifying its client portfolio across the Gulf by three-fold. To accomplish this, the company plans to recruit for leadership and mid-level management roles for sales. The company is further looking forward to building new channel partners to strengthen its presence in the Middle East, it stated.
Dredging Corporation looking to get into Port Development Dredging Corpora on posted a widened loss in this quarter and revenue slipped 7 percent. GYV Victor, MD, Dredging Corpora on of India discussed the performance. HYDERABAD: The company since says that it has taken corrective measures in Q1FY22, it has cleaned up all the past provisions and is augmenting its dredging capacity, which is going to be built in Cochin shipyard. “We are in the advanced stage of discussion with international projects with assistance from the Indian government, which will give us a good topline,” Victor said. The company is also spreading its wings and going into the development of ports.
“Because dredging is an inherent process for any port. So we being the stakeholders of the port, we are expanding ourselves and we are moving forward to take stakes in all the ports so that we have a confirmed work order for the coming years in terms of dredging,” he explained. Dredging guidelines 2021 provides an option to award work directly to Dredging Corporation of India and this will help them going forward. “Thereby our books for FY21-FY22 as on date is Rs 864 crore against Rs 763 crore last year. I am pretty sure,
we should be able to add another Rs 6080 crore to our order book for our current year 2021-2022,” Victor updated. The company might see a small loss in Q1FY22 but not as big as previous quarters, he added. In terms of MoUs, he mentioned, “FY21-FY22 we have already executed 2 MoUs. Thereby our topline has increased to Rs 864 crore. We are also looking to execute two three MoUs this year before Q3FY22 which might give a push for about Rs 60-80 crore on our topline.”
India plans to double Alang shipbreaking capacity The Indian authorities have introduced a set of measures, including a National Authority for Recycling of Ships (NARS) to expand the Alang shipbreaking yard, ensure compliance with regulations, and ramp up the generation of domestic ferrous scrap. GANDHINAGAR: India’s Director General of Shipping (DGS), has mandated NARS to ensure a sustainable development of the shipbreaking industry with governance and regulations aligned to the Hong Kong Convention (HKC). NARS will be based at Gandhinagar in Gujarat and close to Alang, home to the world’s largest shipbreaking yard. The move has been prompted by the European Commission (EC) announcing it would not include any ship recycling facilities from non-OECD countries in list of approved facilities. ‘The creation of NARS is from the same playbook of government’s announced plans to double ship-breaking capacity at Alang by 2024,’ a spokesperson for the Ministry of Shipping (MoS) told Recycling International. ‘The capacity at Alang would be
doubled by adding 15 new plots to the existing 153 yards. Of the total number of yards at Alang only 48% are currently being used for shipbreaking and the government plans to facilitate bringing in more vessels from Europe and Japan and increasing capacity utilisations of the yards,’ he said. According MoS data, 415 ships totalling 3.85 million light displacement tonnage (LDT -weight without cargo and fuel) had arrived at Alang in 2011-12, the only year when its full capacity of 4.5 million LDT was utilised. By 2019-20, this was down to 202 ships aggregating 1.62 million LDT while in the first nine months of the current year, the total is 1.8 million LDT. This decline in vessels for dismantling is largely owing to the EU blocking ships for dismantling in India because of concerns over non-compliance with
international standards. According to MoS, 90 yards at Alang are certified for compliance with green recycling standards under HKC but the EU cites a lack of hospitals and proper downstream waste management systems for not include including the yards in its approved list. Twenty ship dismantlers at Alang have submitted fresh applications but say they have had no response from EU authorities. Establishing NARS to create proper regulatory, compliance and governance for Alang is seen as a necessary precursor to the yards’ expansion plans which are critical to achieving national targets achieving domestic scrap generation of over 70 million tonnes per annum by 2030. At present shipbreaking operations generate only 2% of total domestic ferrous scrap availability.
Cashew Export Promotion Council urges Govt to restore its powers to issue Registration Certificates NEW DELHI: Cashew industry bodies recently urged the government to restore the power of the Cashew Export Promotion Council of India (CEPCI) to issue or renew registration-cummembership certificates (RCMC) to its members. They also sought a ban on all sorts of imports of finished and semi-finished kernels to ensure that the domestic industry survives. A representation in this regard has
been made to Prime Minister Narendra Modi and Commerce & Industry Minister Piyush Goyal by the Federation of Indian Cashew Industry (FICI), along with cashew associations from various states. On June 14 this year, the Directorate General of Foreign Trade (DGF T) suspended the power vested with CEPCI to issue RCMC and authorised the gover nment body Agriculture and Processed Food Export Development Agency (APEDA) for the same.
“The CEPCI is kept in total darkness as to why the DGFT has taken a decision to suspend the power vested with the Council in RCMC to the cashew exporters and processors,” Kerala-headquartered CEPCI Chairman Noordeen Abdul said. He added that the decision was taken without giving any notice to the Council, and it would affect the functioning of the Council that runs on membership and trade contributions of members collected against issuing RCMC.

MOL's wholly owned Euro Marine Logistics starts Sea trials of Car Carrier powered by Biofuel TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto) has announced that its wholly owned subsidiary Euro Marine Logistics N.V. (EML; Headquarters: Belgium) has started sea trials of its operated car carrier, the City Of Oslo, using bio fuel. EML signed a deal for biofuel supply with GoodFuels (President: Dirk Kronemeijer; Headquarters: the Netherlands), and about 370 tons of biofuel were bunkered on the vessel at the Dutch port of Flushing. The GoodFuels' biofuel can be used on vessels without changing engine specifications, which has the
potential to become an environment-friendly alternative fuel. Biofuel is positioned as an effective alternative to fossil fuels in the MOL Group's new environmental strategy
'MOL Group Environmental Vision 2.1', which was announced on 18th June, 2021. MOL and EML continually take a proactive stance in promoting the Adoption of Clean Alternative Fuels such as biofuel with the aim of reducing greenhouse gas emissions in ocean transport.
