IAPH announces next steps of the exercise to #CloseTheGaps in Port Infrastructure competitiveness at #IAPH2022 VANCOUVER: IAPH will now produce a report with the World Bank on the entire #CloseTheGaps exercise with summary of findings of eight regional workshops, six dedicated breakfast regional sessions plus learnings from the main sessions that took place during the #IAPH2022 World Ports Conference in Vancouver. Commenting at the closing panel session, IAPH Managing Director Patrick Verhoeven reaffirmed the continuity of the process: “The role of this event, the World Ports Conference, is to take stock of progress on closing the gaps together with our institutional p a r t n e r s – t h e Wo r l d B a n k , UNCTAD , the IMO, as well as with our member ports and their stakeholders.” Emphasising the strategic relationship with partner S&P Global in the process with its expertise in maritime event content, market intelligence and journalism, Patrick Verhoeven

added: “the role of this conference is to be an annual ‘State of the Union’ for the world ports community.” Providing #CloseTheGaps input on decarbonisation, digitalization and resilience into the World Bank port reform toolkit IAPH will be supporting the team at World Bank on upgrading the content of it’s Port Reform To o l k i t b a s e d o n t h e m u t u a l experience and knowledge gained on the #CloseTheGaps exercise. IAPH will also continue its collaboration with World Bank colleagues on the digitalization roadmap for those countries that have requested assistance, as well as being one of the supporting organizations in the Bank’s plans for equitable maritime energy transition where the latter has identified a number of promising potential sites for green fuels production and bunkering deployment. Martin Humphreys, Lead Transport Economist and the

G l o b a l L e a d f o r Tr a n s p o r t Connectivity and Regional Integration at the World Bank commented via his live link from Washington DC : “We have had a long history of constructive partnership with IAPH. In recent years there has been a deepening of that partnership, when we were invited to join the IAPH-WPSP COVID19 taskforce, which led naturally to the discussion around resilience and the state of digitalization in the industry and the dangers already identified of a possible digital divide emerging between countries. This resulted in the production of a joint white paper to accelerate digitalization in the maritime transport chain and World Bank also contributed to the IAPH Cybersecurity Guidelines for ports and port facilities. The work planned is an extension of that allowing us to get a sense of the regional priorities in the key areas, but most importantly what is needed to facilitate change.”

CONCOR announces plans to invest around Rs.10,000 Cr till 2026 Investment will primarily be made in acquiring rolling stock, developing infrastructure and acquiring containers and equipment NEW DELHI: CONCOR has announced plans to invest around Rs.10,000 Cr till 2026. The investment will primarily be made in acquiring rolling stock, developing infrastructure and acquiring containers and equipment. The freight arm of Indian Railways is also focusing on improving its last mile connectivity and product

offering to its logistics customers. The capital expenditure will be mostly done through internal accruals. The rail freight major has planned to acquire 246 rakes which are at various stages of procurement. The company also plans to acquire 50,000 to 100,000 containers in the next 3-4 years. As of December 2022, the company had 362 freight trains and

37000 containers. CONCOR aims to expand revenues from domestic operations to 40% of overall revenues in 4-5 years. The company is also expanding its product portfolio to include bulk cargo handling and it has got good demand from the cement sector. It expects to handle 12 million tonnes of cement traffic annually.

China claims it is still India's top trade partner as per its data, not US BEIJING: China has recently insisted that it is still India's biggest trade partner in 2021-22 as per its figures and attributed the "disparity" to different methods of calculating the trade volume by New Delhi and Beijing while referring to reports that the US has unseated it to take the top slot. "According to the statistics of Chinese competent authorities, bilateral trade volume between China and India stood at $125.66 billion in 2021," Foreign Ministry spokesman Zhao Lijian told a media briefing when asked about reports of the US overtaking China to become the largest trade partner of India in 2021-22. "China remains the largest trade partner of India and for the first time the bilateral trade exceeded $100 billion in 2021," Zhao said.

"The disparity in trade figures published by China and India is a result of different statistical measurement scales," he said. China follows the financial year from January to December, while India calculates the same from April to March every year. At the same time, Zhao said, "China does not object to the development of normal trade relations between India and the US, and is not that interested in the changes of the ranking in trade volume", playing down the US, which is fast improving its relations with India with strategic tie-ups like Quad, (US, India, Japan, Australia) alliance unseating it from the top slot. China has remained a dominant trade partner of India for a long despite the widespread concerns over the ballooning trade deficit every year.

Zhao declined to go into issues of trade barriers and other constraints being mentioned by Indian businesses, saying the details should be obtained from the Chinese Commerce Ministry. For years India has been insisting that China should open its markets for India's IT and Pharmaceuticals, the country's main strengths of exports but Beijing is yet to oblige. The trade deficit with China rose to $72.91 billion in 2021-22 from $44 billion in the previous fiscal year as per Indian figures whereas the US is one of the few countries with which India had a trade surplus amounting to $32.8 billion last year. As per the Indian data, China was India's top trading partner from 2013-14 till 2017-18 and also in 2020-21. Before China, the UAE was the country's largest trading partner.

Automakers increasingly shifting from Road to Railways for moving vehicles across Country NEW DELHI : Automakers are increasingly looking beyond roadways to ferry finished vehicles across the Country to reduce emissions as well as to cut costs amid a sharp increase in fuel prices. As much as 16% of all passenger vehicles produced in the local market were transported via railways in the last financial year, a four-fold increase from 4.5% in FY18, shows data available with Indian Railways. The country’s largest carmaker Maruti Suzuki led the shift and last year dispatched over 233,809 vehicles through railways – the highest in a fiscal. This is an increase of 23% over 188,656 vehicles transported via rail in FY21. The company is working at increasing the share of rail transportation from the current level of 15%, industry officials said. While road freight rates have been on a rise due to an increase in economic activity and a steep hike in fuel prices, rail freight rates have remained stable

since the Indian Railways unveiled the Automobile Freight Transport Operator (AFTO) policy in 2013. In fact, the railways, which has been working at diversifying its freight basket, offers 20% discount on freight rates for distances between 600 km and 1,200 km and special rates on auto freight movement to the Northeast. to attract more automakers to use rail transport. “Automobile transportation through railways is more economical, especially over long distances,” a senior industry executive said on condition of anonymity. Apart from savings on logistics cost, auto makers have sustainability targets, which can be met better through use of railways for vehicle transport, he added. Apart from Maruti Suzuki, Transport Corporation of India (TCI), APL Vascor, Adani NYK, IVC Logistics and Joshi Konoike have also secured AFTO licences to cash in on the potential in the space.

“Railways has emerged as an important mode for transportation of finished vehicles within the country and also supported movement to some of the neighbouring countries,” said Rajesh Menon, Director General of industry body Society of Indian Automobile Manufacturers. “SIAM is engaging closely with various departments of Government of India to improve the overall logistic cost of various modes of transportation, including road and waterways,” he said. The railways liberalised the AFTO policy to encourage more private investment in special wagons in 2018. Registration fee for the scheme was reduced to Rs 3 crore from Rs 5 crore. The railways also relaxed a condition mandating a minimum procurement of three rakes under the scheme to one rake. At present, the railways has around 119 rakes for auto transport (Private and Government), compared to 19 rakes in FY18.

India's Textile Exports highest-ever in FY22 at $44.4 bn, says Govt NEW DELHI: India recorded its highest-ever textiles and apparel exports in the financial year 2021-22 at USD 44.4 billion, the Government said. The exports tally, which also includes handicrafts, indicates a substantial increase of 41 per cent and 26 per cent over corresponding figures in FY21 and FY20, respectively. USA was the top export destination for the country's textiles and apparel shipments accounting for

27 per cent share, followed by the European Union (18 per cent), Bangladesh (12 per cent) and UAE (6 per cent), the Textiles Ministry said. "In terms of product categories, the export of cotton textiles was USD 17.2 billion with 39 per cent share registering a growth of 54 pet cent and 67 per cent during 2021-22 over FY21 and FY20, respectively," an official statement said. Export of ready-made garments stood at USD 16 billion with 36 per cent share showing a growth of

31 per cent and 3 per cent during 202122 over FY21 and FY20, respectively. Man-made textiles exports were to the tune of USD 6.3 billion with a 14 per cent share, which shows a growth of 51 per cent and 18 per cent during 2021-22 over FY21 and FY20, respectively. Export of handicrafts was USD 2.1 billion with 5 per cent share, reporting a growth of 22 per cent and 16 per cent during 2021-22 over FY21 and FY20, respectively, the Textiles Ministry said.

No plans to ban or curb exports of basmati, non-basmati rice NEW DELHI: The Government has no plans to ban or impose curbs on export of either basmati or nonbasmati rice as the Country has sufficient supplies and prices are under control, a senior Government official said. The comments come amid reports of regulating overseas sale of rice after the Gover nment banned wheat

exports and capped shipment of sugar at 10 million tonnes in the ongoing 20212 2 m a r k e t i n g y e a r ( O c t o b e rSeptember) as a precautionary step to check local prices. “There is no move to regulate export of any kind of rice. There is enough supply in our godowns and even with private traders. Domestic prices are also under control as of

now,” the official said. India, the world’s second largest rice producer af ter China, had exported non-basmati rice worth USD 6.11 billion in 2021-22, up from USD 4.8 billion in 2020-21, according to official data. The Country exported nonbasmati rice to over 150 countries in 2021-22.

WTO - India to oppose waiver of Customs duties on e-comm Trade NEW DELHI: India will oppose any further extension to a moratorium on customs duty on electronic transmission at the next ministerial of the World Trade Organization (WTO) next month, seeking a change in status quo prevailing over the past 24 years, official sources said. A 2019 study by UNCTAD pointed out that developing countries are losing $10 billion in potential revenue annually, including $497 million by India, due to the moratorium, even going by a conservative estimate. It also revealed that developing countries can generate 40 times more tariff revenue by imposing customs duty on electronic transmission as compared to the developed nations, many of whom have adopted zero bound duties on physical imports of digitisable products. The UNCTAD analysis suggests that developing countries suffer more than the

developed ones due to the moratorium. WTO members have agreed not to slap customs duties on electronics transmission since 1998 and the moratorium has been extended periodically at successive ministerial conferences. The validity of the cur rent extension is up to the 12th ministerial, which will be held from June 12 to June 15 in Geneva. Many members, mainly the developed countries, are seeking another extension up to the 13th ministerial (whenever it’s held). Since most countries didn’t have concrete policies on e-commerce, which was an emerging area of trade in even developed countries in 1998, they had decided to establish a work programme on it to hold intensive talks and also impose a moratorium on customs duties on electronics transmission. Interestingly, even over two

decades later, WTO members have neither defined what constitutes electronics transmission nor come to an understanding on its coverage of products, let alone finding ways to impose the duties. This has made it difficult for countries to even tax imports of products that can somehow be linked to digital goods. “With increasing diffusion of additive manufacturing technology through3D printing, electronic transmissions have now acquired an additional salience in manufacturing physical products. Both these trends are likely to become more prominent in the near future, thereby, bringing electronic transmissions closer to the centre-stage of national economies. This compels a rethink of the role of the temporary moratorium on customs duty on electronic transmissions,” according to a joint communication by India and South Africa submitted with the WTO earlier.

DGFT to act if wheat exporters submit back-dated LCs NEW DELHI: The Directorate General of Foreign Trade (DGFT) warned wheat exporters that it would examine cases for referral to the Central Bureau of Investigation (CBI) and the Economic Offencse Wing (EOW) if they are found to be using back-dated letters of credit (LCs) to illegally get permits for outbound shipment of the grain. While prohibiting wheat export on May 13 to control spiralling prices, the government had made it clear that supplies that are backed by LCs issued before the ban was announced would to be allowed.

Before referring to the CBI, the DGFT will take action under the Foreign Trade (D&R) Act against unscrupulous elements. It also made a two-step approval process for issuing the export permits and decided to undertake physical verification of all approved LCs. The crackdown by the DGFT comes, as it feared that many of the LCs, typically bank guarantees, may turn out to be fake. “In order to plug the loopholes, it has been decided that regional authorities will do a physical verification

of all LCs, whether already approved or under process and for that if necessary, help of a professional agency may be taken. While doing physical verification, validation/endorsement by recipient banks may be ensured,” the DGFT said in a trade notice. Apart from allowing exports that were already backed by LCs, officials have stressed that India would also cater for the genuine need of neighbouring countries and food-deficit nations through Gover nment-to Government deals and honour supply commitments already made.

White House, U.S. Department of Transportation appoint New Port and Supply Chain Envoy to Work on Supply Chain Disruptions WASHINGTON: The White House and the U.S. Department of Transportation announced that Retired General Stephen R. Lyons, former Commander of the U.S. Transportation Command, will be the new Port and Supply Chain Envoy to the Biden-Harris Administration Supply Chain Disruptions Task Force. Retired General Lyons will take over the role from John D. Porcari. Retired General Lyons will work with the U.S. D e p a r t m e n t o f Tr a n s p o r t a t i o n (USDOT), the White House National Economic Council (NEC), ports, rail, trucking and other private companies across our supply chains to continue to address bottlenecks, speed up the movement of goods, and help lower costs for American families. “Envoy John Porcari has done a tremendous job addressing challenges at every stage of the supply chain, and goods have moved more quickly and affordably because of his actions,” said Transportation Secretary Pete Buttigieg. “Global

supply chains will remain fragile as long as the pandemic continues to disrupt ports and factories around the world, and a lot of work remains to reduce shipping delays and costs for American families. We are grateful that General Lyons, for merly commander of the U.S. Transportation Command, will now take on the role of Ports and Supply Chain Envoy, working across every level of government, labor, and industry to strengthen America’s supply chains.” “During a time of historic global supply chain challenges as a result of the pandemic, the Supply Chains Task Force and Port Envoy John Porcari helped ensure Americans could get what they need while supporting the fastest labor market recovery in history,” said NEC Director Brian Deese. “There is nobody better to pick up this important work than Retired General Lyons as we continue to address these challenges and move toward sustained economic growth.”

For the past year, the Biden-Harris Supply Chain Disruptions Task Force has been engaged in extensive outreach and engagement with our nation’s ports and private companies to address immediate supply chain bottlenecks and ultimately build a more resilient, globally competitive goods movement chain for the 21st century. The Task Force has worked with ports to propose a container dwell fee to reduce congestion at the ports, launched a trucking action plan to recruit and retain more drivers, funded pop-up container yards to get goods from ships to shelves faster while supporting agricultural exporters, moved supply chain operators toward 24/7 operations, and launched a data sharing effort, Freight Logistics Optimization Works (FLOW), with Target, FedEx, UPS, True Value, ocean shippers, ports and additional stakeholders to reduce shipping costs and ultimately consumer costs at the store.

World Customs Organization : Role of Customs in conditions of war BRUSSELS : On 27 May 2022, at the invitation of the University of Customs and Finance of Ukraine, Dr. Kunio Mikuriya, Secretar y General of the World Customs Organization (WCO), participated in an online discussion platform on “Customs of Ukraine in Conditions of War and Post-War State”. Dr. Mikuriya made several recommendations for the post-war recovery of Customs in Ukraine, based on the concept of “Fragile Borders” that the WCO has developed. In his opening speech, Secretary General Mikuriya suggested that Ukraine Customs takes an ownership approach in developing a recovery

plan to make sure that the project responds to its real needs and are not driven by any donor’s agenda. He also underlined the importance for Ukraine Customs to develop its enforcement capabilities as fragile and conflict-affected borders, including those affected by war, tend to attract more illicit trade. Dr. Mikuriya posited that it is a pivotal moment that needs to be maximized in order to accelerate the reform of Ukraine Customs and secure the trust of the policy-makers and the public. In line with the WCO’s technical mandate and hands-on approach, he stated that the Organization had already initiated

discussions with Ukraine Customs on how best to assist in its endeavours. The discussion platform attracted local and international participants from Customs administrations and academia and provided support and shared experience for the recovery of Ukraine Customs.

India becomes one of the largest exporters of Lemon Grass NEW DELHI : As per the CSIRCIMAP, Lucknow, the global market of lemongrass was USD 38.02 million in 2020 which is expected to grow from USD 41.98 million in 2021 to 81.43 million by 2028. From being one of the largest importers of lemongrass a few years back, India has now become one of the largest exporters in the world, courtesy, the ‘Aroma Mission’ project led by CSIRCIMAP, Lucknow. According to Dr Prabodh Kumar Trivedi, Director of CISR-CIMAP, “About 1000 tonnes of lemongrass are produced every year, and out of it, 300 – 400 tonnes are exported. Thanks to the ‘Aroma Mission’ project led by CSIRCIMAP, Lucknow. The mission also syncs with the PM’s mission to make India ‘Atmanirbhar Bharat,’ as the Council of Scientific and Industrial

Research (CSIR) has made important contributions to the establishment, fostering, and positioning of the country’s essential oil-based aroma industry. It benefited the industry, farmers, and next-generation businesses, besides, also boosting the export of lemongrass over the time.” “During the Covid-19 pandemic, the demand for disinfectants skyrocketed which has significantly increased the demand for lemongrass across the w o r l d . A s p e r t h e C S I R - C I M A P, L u c k n o w, t h e g l o b a l m a r k e t o f lemongrass was USD 38.02 million in 2020 which is expected to grow from USD 41.98 million in 2021 to 81.43 million by 2028,” said Dr Trivedi. “In India, lemongrass cultivation became widely popular due to its fewer challenges in farming. It can be easily

grown in drylands and even in areas frequently affected by drought or insufficient rainfall. Inherently tolerant to moisture stress, it grows very well under moisture deficient conditions including in areas such as Vidarbha, Bundelkhand and Marathwada regions. Mostly, it is grown in Wester n Ghats including Kerala, Maharashtra, UP, Andhra Pradesh, Karnataka, Odisha and in several NorthEastern states. Interestingly, there is no risk of damage from animals; because the essential oil present in the leaves makes it unpalatable to the wild or domestic animals,” he said. “This crop under Aroma Mission has been highly successful in areas close to forests, tribal lands and places like Bundelkhand where Annapratha (leaving domestic animals in fields) is a common practice,” he said.

Maersk carries out its rst International relay shipments in China SHANGHAI: With 27 containers from Vancouver, Canada, being loaded onto the container vessel ‘Merete Maersk’, the first batch of Chinese coastal relay of international cargo from a foreign carrier today started its last leg of ocean transportation, en-route from Shanghai’s Yangshan terminal to Tianjin. This move marks a milestone in China’s opening of its cabotage market to foreign carriers. “We are proud to be the first foreign company that successfully implements international cargo relay in China. Transshipment in Shanghai allows us to improve services through optimised networks and could also address some of the factors behind the bottlenecks in Chinese supply chains, shortening transit times, reducing emissions and freeing up additional capacity for our customers. We appreciate this initiative by the Chinese authorities. It is an important step towards optimising relay regulations, and we hope it will serve as an inspiration in other geographies where restrictions on international relay still exist,”said Soren Skou, CEO, A.P. Moller – Maersk. The breakthrough in Yangshan is a result of the China State Council’s 2019 overall plan to boost the development of the international shipping center in Shanghai. In November 2021, China’s Ministry of Transport announced that international cargo relay

would be allowed on a trial until the end of 2024. Based on third country reciprocity conditions and meeting several additional criteria, qualified carriers can use its owned vessels to carry out international cargo relay between Shanghai Yangshan and northern Chinese ports, including Dalian, Tianjin and Qingdao. In China, international cargo relay shipments between two Chinese ports have historically been considered cabotage and therefore strictly prohibited for foreign carriers. Instead, these carriers use Busan, Singapore and other international ports for transshipment. This initiative can also strengthen Shanghai’s role as an international maritime center, with more throughput and revenue occurred. The network optimization and shorter transit time will also reduce the CO2 footprint of the ocean transport involved.
