PSA Mumbai welcomes a New Service from Samudera and achieves Three Million TEU milestone

Cont’d. from Pg. 3 Mr Rakesh Vijay, Director of Samudera Shipping India, commented, “The New NSX service (Nhava Sheva – Singapore service) reflects the strong commitment of ours to India and South East trade. The service will offer the fastest transit between Nhava Sheva and Singapore. Samudera Shipping Line Ltd along with its existing weekly products TIP, PS3 and NCI will continue to provide better and improved solutions to its liners and feeder customers. This service also cements Samudera Shipping lines Ltd’s strong relations with PSA in SEA/FE Trade. We would also like to congratulate PSA Mumbai management along with its professional and dedicated team on achieving the milestone of three million TEUS.” Mr Sivakumar Kaliannan, Managing Director of PSA Mumbai, said “We thank Samudera for choosing PSA Mumbai as we continue to build our portfolio of services to offer a wider network of connections and services to the trade. The addition of the NSX service, which is the fifth new service to join the PSA Mumbai family within the

last 12 months, further expands its Far East, Africa and Europe coverage. With congestion experienced at many other ports, PSA Mumbai has become a choice terminal to catch up on vessel schedules. “In the first 10 months of 2021 when 40% of services were off schedule, 80% of these vessels were still able to berth on arrival at PSA Mumbai. We also received a further 104 ad hoc vessel calls from other terminals and ports that were accommodated at PSA Mumbai. With class leading productivity and expansive facilities, we continue to deliver reliability and value to the trade during these dynamic and challenging times.” M r M i k e Fo r m o s o , M a n a g i n g D i r e c t o r o f PSA India, said, “We are delighted to mark the third millionthTEU milestone in just 45 months from start up, with a new service from Samudera, and are especially grateful for Samudera and indeed all our customers and stakeholders’ support. Whilst our Cargo Solutions products continue to extend our service offerings inland as well as into the digital realm, 2022 will see the start of construction of PSA Mumbai’s Phase 2 expansion as we move towards another milestone: becoming India’s largest container terminal.”

Hapag-Lloyd introduces India-Nepal Inland Service Cont’d. from Pg. 3 The rail connection is a regular ser vice, offering greater reliability for planning than previous road arrangements. Customers additionally will be able to receive a Through B/L and can directly take delivery of cargo in Nepal. “The partner we have chosen in Nepal is the ICD operator and now runs a private railroad, which ensures

us access to infrastructure and strengthens our ability to deliver quality to our customers,” the company added. Customers can book their cargo up to ICD Birgunj with the choice of Kolkata and Visakhapatnam as gateway ports. ICD Birgunj is spread over 100 acres of land. ICD Birgunj is the only dry port in Nepal connected by rail to gateway ports and has six rail sidings. Rail connections are available from Visakhapatnam and Kolkata ports to ICD Birgunj, transport is on carrier haulage basis.

Container Line schedule reliability remains around just 34% : Sea Intelligence COPENHAGEN: Container line schedule reliability remained low in October with no line managing over 50% reliability and the lowest – Evergreen – just 13.6%. Sea Intelligence’s latest Global Liner Report showed a marginal improvement in container line schedule reliability in October with 0.4% percentage point improvement to 34.4%. The report covers over 60 carriers on 34 different trades. Across the year as a whole container

line schedule reliability has sat at between 34% and 40% as lines continue to struggle with port congestion, supply chain disruption, and capacity issues. Ye a r - o n - y e a r O c t o b e r s c h e d u l e reliability fell 18%. The most reliable line in October among the top 14 largest carriers was Maersk 46.4%, followed by subsidiary Hamburg Sud with 38.1%. The line with the lowest schedule reliability was Evergreen standing at just 13.4% in October. The Taiwanese

carrier was one of four lines with reliability below 20% in October. Three lines had between 30% - 40% schedule reliability in October, and four between 20% - 30%. Hans Nagtegaal, Director Containers Port of Rotterdam, recently highlighted an improvement of schedule reliability as key in helping improve the supply chain situation. However, lines blame their poor schedule reliability on congestion and delays at ports and on the landside supply chain.

India-Bangladesh to deepen Trade Ties as Partners : Piyush Goyal NEW DELHI: The India-Bangladesh CEO Forum will meet soon for the first time, even as the two countries work towards finalising a Comprehensive Economic Partnership Agreement (CEPA) to deepen trade and economic ties as partners rather than competitors, Commerce and Industry Minister Piyush Goyal said recently. Congratulating the Bangladesh Prime Minister Sheikh Hasina on the country’s transition from a less developed country to developing nation status, Mr. Goyal said India stands “shoulder to shoulder” with the country’s leadership and people in their development journey. Noting that India-Bangladesh supply chains worked uninterrupted through the pandemic, Mr. Goyal said improving connectivity is “imperative” for expanding and realising the potential for bilateral trade and investments. The two countries’

leaders have brought Delhi and Dhaka closer and can together bring economic prosperity to South Asia, he said. “Since 2014, we have scaled up our trade and economic engagement as partners and not competitors. Bangladesh is India’s biggest trade partner in South Asia with a volume of over $10 billion. We are looking to advance a CEPA with Bangladesh,” he said. India, he said, had sent over one crore COVID-19 vaccines to the country and has extended concessional credit lines of about $8 billion, the highest for any single country. “We are looking forward to hold the first meeting of the India Bangladesh CEOs Forum to promote mutual investments. A bilateral textile industry forum has also been constituted to facilitate cooperation in the textile sector,” Mr. Goyal said, emphasising that over 350 Indian companies are now registered in Bangladesh.

“India is also developing two Indian economic zones at Mirsarai and Mongla. Prime Minister Narendra Modi’s invitation to 50 young entrepreneurs from Bangladesh will further augment our ties,” he pointed out at the Bangladesh International Investment summit. The summit’s theme Shonar Bangla, he said, truly reflects its growth story. The Minister identified five focus areas that could strengthen bilateral economic ties — technology, connectivity, entrepreneurship, health and tourism — and said “a true partnership is about encouraging and assisting each other in their responsibilities and aspirations”. “Sharing a common history gives us an opportunity to make new history together. Let us work with the spirit of friendship and brotherhood to write a new chapter of economic prosperity in South Asia,” he said in conclusion.

Anti-dumping duty on Indian shrimps by the US is an ongoing process, says exporters COCHIN: The imposition of antidumping duty by the US Department of Commerce on Indian shrimp consignments has evoked mixed responses among the seafood exporters fraternity, saying that individual exporters could appeal for review. USDOC, in its 15th administrative review, has issued the final results of the anti-dumping duty order on frozen, warm water shrimps from India by increasing the rate to 7.15 per cent from 3.06 per cent in the 14th administrative review. Rather than making an overall impact on the total exports from the country to the US, Shaji Baby John, Managing Director, Kings Infra, said the USDOC decision is expected to hit the profitability of the select exporting firms. The US is a highly organised and lucrative market, and the industry there does not want low-cost shrimps from importing countries to slump their domestic distribution and retail prices. Hence, the domestic fisheries industry there always lobbies the US government for anti-dumping duties and other entry barriers for imported shrimp, he said recently. Echoing a similar view, another source in the exporting fraternity pointed out that the

uncertainty in the Chinese markets has forced new players to focus on the US market offering at lower prices. This has also facilitated the hike of duty rates since the US shrimp prices are very remunerative. Official sources maintain that major players who have not gone for the review are unlikely to hit the current antidumping duty rates. The new rates will apply to only those who have preferred reviewing their rates in the current year. A higher anti-dumping duty applies to all exporters for their first entry to the US markets. Later they can appeal for a review. This has been an ongoing process for the last 15 years in the US, and those exporters in the lower slab will not go for any review in the normal case. Vietnam to benefit Seafood Exporters’ Association officials said that anti-dumping duty would benefit Vietnam due to the Free Trade Agreement between the two countries. However, the emerging situation would cast a shadow on the prospects of the beleaguered sector when it is recuperating after the easing of Covid restrictions. When Omicron, the new Covid variant, has started ringing alarm bells, the situation may lead to subdued

demand in the overseas markets. The US-based Southern Shrimp Alliance is the original petitioner against India and several other nations in the shrimp import issue. They have raised an allegation that the lower-priced pond raised shrimps from Brazil, China, Ecuador, India, Thailand and Vietnam are hurting the US industry. The US mostly harvests shrimp from the sea. SSA maintains that the dumping margins in administrative review were determined after USDOC repeatedly selected a tiny subset of Indian exporters for individual examination and has allowed hundreds of other Indian exporters to ship to the US with confidence that their own pricing practice will not be evaluated. This, in turn, has encouraged many Indian shrimp firms to increase their presence in the US market with aggressive pricing strategies. India’s seafood exports have declined both in volume and value in the last financial year, reaching $5.96 billion following a subdued demand in many overseas markets due to Covid. The frozen shrimp shipments comprise around 74 per cent of the value of India’s total seafood exports.

Exports of Gems and Jewellery more than double and rise to $ 23.62 bn in first 7 months this FY (YoY) : Piyush Goyal NEW DELHI: Union Minister of Commerce & Industry, Consumer Affairs, Food & Public Distribution and Textiles, Shri Piyush Goyal said India can emerge as the largest diamond trading hub in the world. In a video message during the Inauguration Ceremony of Gems & Jewellery Manufacturing Show 2021”, organised by the Surat Jewellery Manufacturing Association (SJMA), Shri Goyal said the Government has declared the Gems & Jewellery sector as a focus area for export promotion.

“We have established ourselves as the largest player in diamond cutting & polishing, we can become the largest international diamond trading hub,” he said. Exports of gems and jewellery this FY in the first 7 months upto October’ 21 was $ 23.62 bn, as compared to $ 11.69 bn (+102.09%) for the same period previous year. “Superior quality of our manufacturers has enabled us to penetrate markets like Dubai-UAE, USA, Russia, Singapore, Hong Kong and Latin America,” he said.

Shri Goyal said the Government has taken various measures to promote investment for growth of the sector, - Revamped Gold Monetisation Scheme, Reduction in import duty of gold and mandatory hallmarking. “We have the best artisan force for designing and crafting in the world, there is a need to focus on strengthening creativity & systematic skill development of artisans,” he said, adding, “We should make our products a benchmark of quality, to further expand in new markets & deepen presence in existing ones.”.

Positivity flows around Global Trade prospects : Baltic Exchange Mari me trade is predicted to increase by 4.3% in 2021 and the medium-term outlook is posi ve, according to the latest annual UNCTAD Review of Mari me Transport LONDON: Maritime trade is predicted to increase by 4.3% in 2021 and the medium-term outlook is positive, according to the latest annual UNCTAD Review of Maritime Transport. However, the compound annual growth in maritime trade is expected to slow from 2.9% over the past two decades to 2.4% in 2022–2026. The upbeat 2021 projection uses the positive 2020 as a springboard. Defying Covid-19, maritime transport volumes fell less dramatically than expected last year and by the end of the year had rebounded, “laying the foundations for a transformation in global supply chains and new maritime trade patterns”, said UNCTAD. While maritime trade contracted by 3.8% in the first half of 2020, recovery in the second half saw volumes return for containerised trade and dry bulk commodities, but tanker shipping has yet to fully recover. “Maritime trade has performed better than expected partly because the Covid-19 pandemic unfolded in phases and at different speeds, with diverging paths across regions and markets. The rebound in trade flows was also the result of large stimulus packages, and increased consumer spending on goods, with a growth in e-commerce, especially in the United States,” said UNCTAD. However, the Review notes that the emerging multi-paced recover y is “inherently fragile” with some countries and regions lagging. Also highlighted are a “two-track vaccination pattern” where developing countries are falling behind and an imbalance in the levels and effectiveness of stimulus and support measures. Furthermore, supply-chain bottlenecks continue to cause problems with shortages in equipment, less reliable services, congested ports and longer delays all threatening to derail the recovery of trade. “A lasting recovery will depend on the path of the pandemic and largely hinges on being able to mitigate the headwinds and on a worldwide vaccine roll-out,” said UNCTAD secretary-general Rebeca Grynspan. Capacity splurge In its analysis of capacity, the Review

found that the fleet grew by 3% in 2020, reaching 99,800 ships of 100 gross tons and above. By January 2021, capacity was equivalent to 2.13 billion dwt. During 2020, orders for new ships declined by 16%, however this hiatus ended abruptly early in 2021 when shipping companies reacted to capacity constraints and went in hard with newbuild orders. The number of container ships ordered then was the highest for the last two decades. The capacity constraint lifted freight rates; UNCTAD has calculated that the higher rates will lead global import prices to rise by 11% on average. Higher container freight rates will also have a sizeable impact on consumer prices, added UNCTAD. If container freight rates remain at their current high levels, then in 2023 global consumer prices are projected to be 1.5% higher than they would have been without the freight rate surge. “The current surge in freight rates will have a profound impact on trade and undermine socioeconomic recovery, especially in developing countries, until maritime shipping operations return to normal,” said Grynspan. “Returning to normal would entail investing in new solutions, including infrastructure, freight technology and digitalisation, and trade facilitation measures,” she said. To a d d r e s s h i g h f r e i g h t r a t e s , UNCTAD has urged countries to consider a portfolio of measures that cover both hard and soft infrastructure and services. “Improving the quality of port infrastr ucture would reduce world average maritime transport costs by 4.1%, while costs would be reduced by 3.7% by better trade facilitation measures and by 4.4% by improved liner shipping connectivity,” it said. Globalisation wobbles Supporting the 4.3% predicted increase in maritime trade in 2021, containerised trade is expected to grow by 7.7%. Although, the Review noted that the hyper-globalisation of the late-1990s and early-2000s “appears to be decelerating”. It highlighted the automotive, computer and electronics industries as ones aiming to locate production closer to demand and consumption markets.

International trading decisions are also now being shaped by recent shipping disruption, such as the Suez Canal blockage, the surge in Covid cases in South China, and chip shortages that have closed car manufacturing. Added to this, some countries are aiming for greater self-reliance in goods, for example through the Made in China 2025, Buy American, Strategic Autonomy in Europe, and Self-sufficient India initiatives. That said, UNCTAD notes that an outright reversal of globalisation will be difficult: “Global supply chains are the product of years of investment, relationship-building, and knowledge acquisition, and China’s large production and logistical capacity and economies of scale are difficult to replace. “This was demonstrated by the increased imports of electronics in 2020, which triggered a shift of some production and sourcing back to China.” Indeed, China’s continued importance in world trade is emphasised, with the pandemic reaffirming China’s “resilience and determination” to remain the factory of the world. However, this is tempered by the nation’s shift to reliance of more domestic rather than external demand. Also, some companies are looking to diversify production sites with a ‘China +1’ strategy, and longer term, automation could make reshoring and nearshoring more economically viable. “These trends have major implications for maritime transport, as carriers need to redefine distances and routes and offer more flexible shipping services. A reconfiguration of supply chains has implications for vessels, sizes, ports of call, and distance travelled,” UNCTAD said. In summar y, the RMT lists ten priorities for action for the maritime industry, namely: vaccinate the world; revitalise the multilateral trade system; end the crew-change crisis; vaccinate seafarers; facilitate crew changes; ensure reliable and efficient maritime transport; mainstream supply chain resilience, risk assessment and preparedness; control costs; decarbonise; and climate-proof maritime transport.

Commerce Ministry recommends continuing anti-dumping duty on Chinese tiles NEW DELHI: The Commerce Ministry has recommended continuation of anti-dumping duty on Chinese tiles, used for covering floors and walls in buildings, for five more years with a view to guard domestic players from cheap imports. In a notification, the ministry's investigation arm Directorate General of Trade Remedies (DGTR), has said there is a "positive" evidence

of likelihood of dumping of 'Glazed/Unglazed Porcelain/Vitrified Tiles in polished or unpolished finish with less than 3 per cent water absorption' and injury to the domestic industry, if the existing anti-dumping duty would be removed. "The authority considers it necessary to recommend continuation of definitive antidumping duty" on the tiles for a

further period of five years, it has said. The directorate has recommended USD 1.87 per sq meter tonne duty. The finance ministry takes the final decision to impose this duty. In its probe, the directorate has concluded that the product continues to be exported to India at prices below normal value resulting in continued dumping.

Maersk Customs Services USA highlights trends and opportunities for U.S. importers F L O R H A M PA R K , N E W J E R S E Y: T h e p a n d e m i c h a s changed many business processes. Importers need to be aware of several trends related to international sourcing and shipping that may have high financial exposure. The unprecedented, record monthly volumes of container ships arriving into U.S. ports - is an example of the constantly changing business impact facing importers. Vessel ETA’s that change daily can create havoc on an importer’s customs brokerage activities. Maersk Customs Services USA system updates ETA’s so that customers can perform real-time business planning and can access reports to manage their supply chain – future versions will include AI tools to provide enhanced predictive modeling. This helps clients project financial risk in terms of what they have in transit, at the port and what is Customs cleared. CBP continues to focus on overseas vendors and ensuring that importers have strong internal controls over their manufacturing process. Right when an importer receives the good news that a vessel with their cargo has docked at a U.S. port – they may get a notification from CBP that the shipment will be detained for inspection and supplier documentation is requested, which adds further delay and cost to the supply chain. “We advise importers to know your supply chain in detail with your vendors. That means know your vendors’ vendor and then know their vendors as well because CBP is looking at sourcing patterns and all downstream countries involved in the manufacturing process. You need to be able to demonstrate that due diligence to get cargo released,” said Melinda Damico, a licensed Customs House Broker and Head of Client Services for Maersk Customs Services USA. The company uses the combined expertise from their Trade Services and Client Services specialists to support clients in this process. “We advise importers to know your supply chain in detail with your vendors. That means know your vendors’ vendor and then know their vendors as well because CBP is looking at sourcing patterns and all downstream countries involved in the manufacturing process. You need to be able to demonstrate that due diligence to get cargo released,”said Melinda Damico, A licensed Customs House Broker and Head of Client Services for Maersk Customs Services USA. As the supply chain has taken center stage in many importers quarterly results during the pandemic – more insight and reporting are needed for CEOs and CFO’s to answer the

operational exposure and financial risk within their supply chain. “We see C-suite level executives requesting a dashboard view of duties paid that quarter, highest value vendors, most used Harmonized Tariff System (HTS) codes and countries of origin for that quarter. And, it’s needed in the snap of a finger,” added Ms. Damico. Maersk Customs Services USA uses a cloud-based system that updates info in real-time and gives this dashboard view in a clear, actionable format. As we near the year’s end and start of a new year, tariffs change. In fact, every five years, there is a large tariff shift. In 2022, a large tariff shift will occur on numerous commodities as part of the World Trade Organization’s (WTO) normal business practice. Importers would be wise to check on their financial risk and mitigation strategies as many HTS numbers will be eliminated. Maersk Customs Services USA uses a real-time system that shows this data as well as a process of monthly business reviews and quarterly business reviews as a proven method to ensure both parties manage the business effectively. The pandemic has challenged every company’s business model. Ms. Damico remarked “The pandemic taught us to build in resilience everywhere in the supply chain and be prepared. Trust in your partners is critical.” Maersk Customs Services USA works with companies to ensure their international business is Customs compliant and they can manage the financial risk and opportunities associated with global shipments. Services include Customs Services, Trade Consulting, Duty Drawback Services, Digital Services and Project Services with a team of 40 licensed U.S. Customs Brokers and the expertise of former U.S. Customs and Border Protection leaders and staff. For European-based companies, Customs Services are offered through sister company KGH Customs.

Port of Antwerp rolls out Vessel Traffic Services (VTS) expanding on the right bank Efficient and safe vessel guidance ANTWERP: Port of Antwerp has rolled o u t Ve s s e l Tr a f f i c Services (VTS) behind the locks on the right bank since Nov 22nd. Ve s s e l g u i d a n c e already started on the left bank at the beginning of this year. Both on the Scheldt and in the Antwerp docks, traffic is increasing. The VTS service ensures more efficient guidance of this traffic by providing advice and information on vessel navigation, weather conditions, calamities and other possible risks. In addition, VTS also guarantees an increase in safety and the protection of the environment in the port. VTS has been operational on the left bank 24 hours a day since April this year. Based on these best practices, services on the right bank are now being added.

Extension to right bank The implementation of the VTS service on the right bank will take place in two phases. In the first phase, starting on 22 November, Sector Polder will become active on VHF channel 2. Sector Polder covers the northern part of the docks. The VTS service in the southern part will be launched in the spring of 2022. Together with the start of Sector Polder, the functions of some VHF channels will change. For example, the Lillobrug bridge operator will be reachable via VHF channel 2, so that shipping will no longer need to switch to VHF channel 62.
