NEW DELHI: On completion of ten months of the launch of the National Logistics Policy (NLP), an inter-Ministerial meeting to review the progress of its implementation was held by the Department for Promotion of Industry and Internal Trade (DPIIT) During the meeting measures taken by different Ministries to improve logistics efficiency in the Country werealsoshowcased.

While addressing the meeting Shri Rajesh Kumar Singh, Secretary, DPIIT applauded participating Ministries for all the good work done and asserted thatendeavourstoachievetargetsofNLPshallcontinuein fullstride.

The move involves giving full effect to the mutual recognition of a key trade facilitation scheme for authorized economic operators (AEOs) in India and their equivalent in the two partnercountries and to expand the coverage of beneficiaries. The mutual recognition agreements (MRAs) signed with the US and the UAE are being run on a pilot basis.

An AEO tag is given to trusted merchants and other entities involved in international trade. So far, India has given the status of AEO to around 5,680 importers, exporters, logistics providers, custom brokers and warehouse operators who are compliant with supply chain standards andsecuritynorms.

The US has a similar programme, called Customs-Trade Partnership Against Terrorism (C-TPAT) which is managed by the US Customs and BorderProtection(CBP)department.

Once the deals are operationalized, customersofIndianbusinessesinthose two nations will also get a host of trade

privileges including priority customs processing, lower inspection rate and acceptance of self-declaration of ‘origin ofgoods’.

Accredited merchants in those countries will get similar privileges at Indianports.

Merchants with AEO tag in certain categories also get privileges like an option for deferred customs duty payments under a ‘clear consignment now,paylater’facility.

Over 700 Indian AEO businesses export to the US and would be beneficiaries of the mutual recognition of the schemes, said the first of the two officials quoted above, who spoke on condition of anonymity.

“Under the AEO programme which started in India in 2011 and revamped in 2016,wehavemadealotofprogresslast year. In 2022-23, we have added more than 1,000 new AEOs. This year also, we want to maintain the same tempo and we want to surpass last year’s track record,” said the second official cited above, Naveen Kumar Jain, principal commissioner, directorate of

international customs (DIC) in the financeministry.

The DIC is the nodal agency for the AEOprogramme.

To get accreditation as an AEO, all documentation can be filed online. Atpresent,theDICisreachingouttothe trading community to mobilize greater participationintheAEOprogrammeand to complete the formalities of reciprocal arrangements under the mutual recognitionagreements.

India signed the MRA with the US in late 2021 and with the UAE in June this year.

India’s mutual recognition deal with South Korea is already operational. Mint reported on 18 July that India is exploringsuchadealwithRussia.

The move to implement these deals guaranteeing superfast clearances at ports comes in the context of a slowdown in merchandise exports amid aglobaldemandslowdown.

India’s merchandise exports contracted by 22% in June compared to the same month a year ago, to$32.97billion,asperofficialfigures.

Hopeful of nalising certain FTAs in next few months, says Piyush Goyal

NEW DELHI: Commerce and Industry Minister Piyush Goyal said he is hopeful of India finalising certain free trade agreements (FTAs) in the next few months, which would help promote exports. India is in the final stages of concluding FTA negotiations with the UK. The Country is also

negotiating similar pacts with Canada andEuropeanUnion(EU).

"We can leverage the free trade agreementswiththeUAEandAustralia and we are hopeful that in the next few months, we will finalise many more free trade agreements to help you grow your business with zero duty on finished

leather products and footwear available for you to exploit bigger and better markets," Goyal said while addressing footwearindustryrepresentativeshere.

The Minister also asked the industry to focus on quality and sustainable manufacturingprocessestotapbusiness opportunitiesinthedevelopedworld.

31st July, attracted diverse participation ranging from industry, start-ups, academia and government. The insightful sessions and engaging talks showcased the importance of critical aspects pertaining to semiconductor manufacturing and steps being taken to ensure the development of a robust, resilient and sustainablesemiconductorecosystem.

UAE temporarily bans exports and re-exports of Indian rice

JEDDAH: Amidst reports of rice supply disruption from India following a ban on non-basmati rice exports, UAE has announced a temporary ban on exports and re-exports of rice from the country. The suspension will remain in place for four months, according to the Ministry of Economy. It added that the ban is part of measures to ensuring

sufficientricesupplyinthelocalmarket.

ItisnoteworthytomentionthatUAE is regional hub for re-export of Indian food grains into some other Gulf and Northern African countries.

The decision included a ban on exports and re-export of rice originating from India and imported into the country, includingfreezones,afterJuly20,2023.

India was one of the largest rice exporters, accounting for more than 40percentofriceexports,amountingto 55.4 million metric tons last year. India is also one of the major sources of rice imports for the UAE importers. Telangana and Andhra Pradesh NRIs constitute the largest block consumers forIndiannon-basmatirice.

Powered by these reforms and focus on improving logistics efficiency, India’s ranking in the World Bank's Logistics Performance Index (LPI) has gone up by six places from 44 in 2018to38outof139countriesin2023.

He reiterated the critical role played by ports in making India a globally competitive export destination and suggested greater adoption of initiatives like the Logistics Data Bank to draw learnings for improving logistics performance across various metrics (port processes, trunk infrastructure, first&lastmilemultimodalconnectivity,seamlessmovementof bulk and break-bulk commodities, etc.). While planning new infrastructure, additional capacity requirements at Export-Import gateways need to be addressed by concerned lineMinistries.

To complement PM GatiShakti, the National Logistics Policy, was launched last on 17th September 2023, and significant progress has been made across key action areas (digital integration, services improvement, state engagement, skill development, logistics performance index, logistics cost reduction,Export-Importlogistics,etc.).

The meeting saw participation from eleven infrastructure and user Ministries including M/o Road Transport & Highways (MoRTH), M/o Port Shipping and Waterways (MoPSW), M/o Coal, D/o Food & Public Distribution, M/o Civil Aviation (MOCA), M/o Steel, D/o Commerce, D/o Fertilizer, D/o Revenue, M/o Skill Development and Entrepreneurship (MSDE) and M/o Power and, National Industrial Corridor DevelopmentCorporationLimited(NICDC).

Smt Sumita Dawra, Special Secretary (Logistics) DPIIT, during her opening remarks highlighted that for making India’s domestically manufactured goods globally competitive and achieving the USD 2.5 trillion Export Import target by 2030, itisimperativetohaveanefficientlogisticsecosystem.

She set the context and stated the objective of the meeting was to take stock of the various measures implemented under Comprehensive Logistics Action Plan (CLAP) - defined under National Logistics Policy; apart from sharing learnings on action taken and best practices adopted by Ministries to improve logistics performance of the country; discuss the impact of the initiatives on various stakeholders and beneficiaries in India; suggest strategies and way forward to improvelogisticsecosystem.

The meeting was divided into two sessions. Session I focussed on review of measures undertaken by DPIIT and Session II covered progress in implementation of the NLP by participatingMinistries.

Presentations were made during Session I by Officials of Logistics Division, DPIIT, on the eight action areas under CLAPandthestatusissummarisedasfollows:

The Service Improvement Group (SIG) is well established with involvement of more than 30 business associations in the field of logistics; critical issues with respect to logistics services are raised by business associations on the E-LoGS platform. SIG and E-LoGS have together established a robust mechanism to address and resolve logistics issues/ promote logisticsefficiency.

Human resource development and capacity building: Efforts are being made to integrate training courses on Logistics and PM GatiShakti NMP with Central Training Institutes (CTIs) and State Administrative Training Institutes (ATIs). All sector specific training institutions (MoPNG, M/oCoal,MORTHandMOR)toadoptthesyllabusandmodules beingdeveloped.

To promote trade facilitation and streamline Export-Import logistics, infrastructure gaps are being addressed and digital initiatives undertaken (under National Committee on Trade Facilitation); an Export-Import Logistics Group has been constituted and 60 projects of MORTH and 47 of Railways have been sanctioned to improve last mile connectivity to ports. However, more efforts are needed to improve average speed betweenportsandlasttollplaza,portdwelltime,etc.

To bring holistic focus on ‘logistics’ in public policy at State level, States/UTs are developing State Logistics Plans (SLPs) aligned with NLP. So far, 21 States have notified their respective StateLogisticspolicies.

Rating of states on parameters of ease of logistics -

infrastructure and services, under the annual “Logistics Ease across Different States (LEADS)” survey across all States/ UTs is on track. The LEADS report 2022-2023 will be launched in October2023.

Logistics Division, DPIIT, has initiated an endeavour to estimate Logistics cost, since no official estimates are available and they vary from 8-14% of GDP. Hence a need was felt for developing accurate estimates based on holistic data and relevant statistical models. For this, survey-based logistics cost calculation framework is being developed and a short-term baselineestimateforlogisticscostissoontobeunveiled.

To address sector-specific needs in the logistics sector and streamline movement of bulk and break-bulk cargo in the country, Sectoral Plans for Efficient Logistics (SPEL) are being developed by user Ministries. So far, selective achievements have been noted and a more systematic approach was emphasisedtobeadoptedbyallstakeholders.

To streamline doing business in the logistics sector, Unified Logistics Integrated Platform (ULIP) launched last year so far integrates 33 logistics-related digital systems /portals across Ministries / Departments Over 55 applications have been made live by private sector and over 590 industry players have registeredonULIP.ItisworthnotingthatGSTdataisalsobeing integratedwithULIP.

For tracking and tracing 100% of India’scontainerizedExpert Import cargo, the Logistics Data Bank (LDB), has been developed. This supply chain visibility platform has contributed to reducing India’s average dwell time to just 2.6 days and improvedlogisticsefficiency.

ForimprovingIndia’srankinginLPIandachievingtheNLP target of top 25 nations in the world, all stakeholder Ministries were requested to set up a dedicated cell for undertaking a strategic approach to improving performance across all six parameters of the Logistics Performance Index (LPI) and the overallranking,thereof.

Brief overview of the presentations made during Session II by Officials from the eleven participating Ministries, issummarisedbelow:

Logistics planning for coal and energy generation: A draft coal logistic policy and National coal evacuation plan has been developed by M/ o Coal. In addition, standardization of physical assets(heavyearthmovingmachinesforcoalhandling)andsetting up benchmarks for quality management, is under progress.

Ministry of Civil Aviation presented the progress made in integrationofitsCargoManagementSystem(ICMS)withULIP, development of Air Freight Station (AFS) guidelines, standard operating procedures (SOP) for standardising airport processes,amongothers.

Department of Food and Public Distribution has integrated its vehicle tracking system (VLTS) with ULIP. In addition, route optimization study for efficient inter and intra state movement of foodgrain and optimum utilisation of storage facilities, is beingundertaken.

Ministry of Steel highlighted that sectoral plan for efficient logistics (SPEL) is being developed in consultation with individual secondary steel clusters, and measures are being taken to promote transportation of iron ore through slurry pipelines. It was suggested that Sectoral plan for M/o steel for logistics is important to keep pace with growth of thesector.

Official from MORTH highlighted the development of training programs on construction and maintenance of roads, and Model Concession Agreement for Multi Modal Logistics Parks.

MoPSW has launched NLP Marine for reducing inefficiencies and promoting ease of doing business; improving port productivity and multimodal connectivity; a multi-product SEZ at Jawahar Lal Nehru Port and at Kandla in Deendayal Porthasbeensetuptoboostexport-orientedindustries.

A task force for development of national logistics workforce strategyhasbeenformedbyMSDE.

Official from CBIC highlighted measures taken for promoting trade facilitation at ports. Efforts are being made towards establishing integrated laboratory network, promoting risk management systems for consignment screening, standardisation of processes across ports for examination of cargo,amongothers,areinplace.

WTO, UNCTAD, IMF & OCED launch new publication on common framework for measuring Digital Trade

GENEVA: A new edition of the Handbook on Measuring Digital Trade issued on 28 July provides a framework and practical guidance on how to measure digital trade. Building upon the first edition issued in 2019, the Handbook aims to address the challenges inherent in measuring digital trade and to establish consistent practices that will allow for comparable data across countries. The publication is jointly authored by the WTO, the International Monetary Fund, the Organisation for Economic Cooperation and Development and the United Nations Conference on Trade andDevelopment.

The measurement of digital trade offers policymakers

statistical evidence on the significant impact of digital trade on the global economy. Digital technologies have made it increasingly feasible for buyers and sellers to place and receive orders on a global scale. They also enable the instantaneous remote delivery of services directly into businessesandhomes.

The Handbook focuses on two key elements: digitally ordered trade and digitally delivered trade. Furthermore, it highlights the important role of digital intermediation platforms (DIPs) in facilitating digital trade and addresses particular compilation challenges in measuring DIP transactions.

FMC aims to improve container availability data at major US ports

WASHINGTON: The US Federal Maritime Commission (FMC), is seeking to improve data container returns and availability to reduce potential bottlenecks at the country’s largest ports. Much of the news coming from the Federal Maritime Commission (FMC) is very specific and routinized astheprovisionsofOceanShippingReformAct(OSRA2022) are being vigorously enforced. Notably, in recent monthsthere has been a focus on the practices of carriers that have ledtoexcessivedemurrageanddetention.

However,CommissionersattheFMCalsotakeaverybig picture view; recent initiatives led by Commissioner Carl W. Bentzel to better organise shipment-related data come to mind. This past week, another FMC Commissioner-Rebecca Dye, who famously wrote, in a June 2022 report, that there was“nocollusion”bycarriersinthesupplychaindisruptions of the previous year and a half, has offered a series of proposals that would reform certain practices related to

containermovesatthethreelargestUSportsforboxmoves.

In her announcement, Commissioner Dye offered the backdrop for her proposals, saying: “Currently, these three practices are impediments to US international ocean supply chainperformance. Wemustpreparenowtohandlethenext surge in cargo demand by eliminating bottlenecks and ad hoc processes that undermine the efficiency of the US internationaloceanfreightdeliverysystem.”

The specific areas to be targeted, at the Ports of Los Angeles (10.7 TEU handled in 2022), Long Beach (9.1 TEU handled), and New York/ New Jersey (9.5 TEU handled) relate to container returns, earliest return date, andcontainerpickup–noticeofavailability.Theproposalson containerreturnsincludeprovisionsforboxestobereturned to the terminal of original pickup, facilitating the pickup of a new load, giving truckers the option to return empty containerstoanotherlocationtofacilitatedoublemoves.

Drewry: Container Equity Index Up 10.4% in July

LONDON:Containershippingequities have started recovering after significant declines in 2Q23, anticipating an uptick in demand with the peak season’s arrival, albeit later than historical standards. The Drewry Container Equity Index increased 10.4% in July (as of 21 July 2023), but due to the 24.0% decline in 2Q23 (vs 1Q23: +11.3%), the index fell 6.7% YTD (ending 21 July 2023). The S&P 500 postedan13.6%growthduringthesameperiod.

The Drewry Container Equity Index trades at a P/B of 0.6x, a 38.7% discount to its pre-pandemic average (2013-18). Plungingspotratesshouldtranslateintoweakerearningsin 2H23despitehighervolumesthanin1H23.

TheDrewryWorldContainerIndex(WCI)atUSD1536.90 per day per 40ft container as of 20 July 2023 (-28.0% in YTD2023)wasnearlyhalfits10-yearaverage,indicatingthat overcapacity is dragging down the earnings of the industry. However, the index remained stable (+0.1%) in June, suggestingthattherateofdeclineisreducing.

With effective capacity forecast to grow 26.2% in 2023, supply should outpace demand significantly. Thus, any uptick in demandwillunlikelypreventcarriersfrommakinganetloss infull-year2023.Nonetheless,carrierscontinuetoexpandtheir orderbooks, placing 304 kteu on order in June (+57.7% YoY).

However,in1H23,thenewordersplacedweredown39.7%YoY to898kteuWhilewewaitfortheannouncementof2Q23results by the carriers, we focus on the liquidity of the container shipping industry. The operating cash flow for the industry decreased 75.7% YoY to USD 11.0bn in 1Q23, driven by the 80.9%YoYdeclineinthenetincometoUSD4.8bn.

In 1Q23 the operating cash flow declined 52.7% QoQ (vs 4Q22: -32.5%). While cargo volumes are forecast to rise 6.0% in 2Q23, the WCI marked a decline of 13.4% in 2Q23. We thus expect further reduction in net income and in turn theoperatingcashflowin2Q23.

Amid the downturn, carriers reduced their capex in 1Q23 by 62.8% YoY to USD 1.3bn. On a quarterly basis, the reduction was even sharper at 86.4% QoQ (vs 4Q22: 54.0%).Whiletheoutflowonacquisitionswas3.5xhigherYoY, itmarkedan88.0%declineQoQin1Q23(vs4Q22:-2.6%QoQ).

The cash and cash equivalent for the industry grew 0.1% YoY as well as QoQ, totalling USD 108.6bn. In 2Q23, there will be asignificantoutflow intheformof massive2022 dividends to be paid to the investors, thus, possibly marking a QoQ declineincash.
