Exporters explore 3 back-up routes to Russia, CIS nations NEW DELHI: Exporters are readying back-up routes to send their shipments to the nations belonging to the Commonwealth of Independent States (CIS), including Russia, as the war in Ukraine continues to intensify. Three routes are being explored. The first is the China route using Qingdao port. The second is the International North-South Transport Corridor (INSTC) route that connects Mumbai to Moscow via Iran and Azerbaijan. The other is the one that traverses between Hamburg in Germany and Poti port in Georgia, industry sources said. Right now, shipping lines to Russia via the Black Sea are suspended. Even if the war ends, the key existing trade routes via the Black Sea may not be immediately used and this calls for the need to explore alternative routes to send shipments from India, an industry official said. However, the focus is mainly on Russia because among the CIS nations,
two — Russia and Ukraine — receive around 80 per cent of the exports to the region. Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Uzbekistan, and Ukraine are the 11 CIS nations. Exporters said they are keen on utilizing the INSTC, a multi-nation trade corridor developed by India, as well as the other route via Hamburg. Though the route using Qingdao is being explored, the key challenge is acute congestion, and China giving priority to its own cargoes. Besides that, re-establishing the route from north China to Russia will also take time, an executive said. “We are also looking at other options (in terms of trade route) for India. "The INSTC is a cost-effective route. "The voyage time is 40 per cent of the duration when the conventional route is used. "If we want to utilise this route, this is
the time,” said the executive. The INSTC is a project -- with India, Iran, and Russia as its founding members -- that was operationalised four years ago to establish a shorter trade route between India and CIS countries. But it continues to be mired with challenges. “The problem is that on the INSTC route (focused on Chabahar port in southern Iran), there are no regular shipping lines to Chabahar, probably because of inadequate volume. "Considering the current situation, exporters are hoping that volume will go up in this route and with necessary volumes, shipping lines will be regularly moving on that track,” said another executive. “Second challenge is related to banking. "Though Chabahar (port) is not under sanction, a lot of Indian banks are reluctant to deal with documents where goods move through Chabahar to Central Asian countries.”
Textile exports to boost as India currently negotiating FTAs with EU, Australia, UK, Canada, Israel & other countries Government under Market Access Ini a ve scheme provides financial support to various Export Promo on Councils and Trade Bodies engaged in promo on of tex les NEW DELHI: Minister of state for Textiles Smt. DarshanaJardoshinformed the LokSabha that India and UAE have recently signed a Free Trade Agreement which is likely to boost exports of Indian textile and apparels. India is currently in the process of negotiating FTAs with EU, Australia, UK, Canada, Israel and other countries/ region. India is facing tariff disadvantage in some of the markets such as EU, UK etc. as compared to neighbouring competing nations like Bangladesh, Cambodia, Sri Lanka etc. The Government, under its Market Access Initiative (MAI) scheme provides financial support to various Export Promotion Councils (EPCs) and Trade Bodies engaged in promotion of textiles and garments exports, for organising and participating in trade fairs, exhibitions, buyer-seller meets etc. Further, in the times of COVID -19 pandemic, virtual exhibitions were also organised by EPCs as an alternative mode of marketing, in order to tap opportunities in the global markets.
In order to make textiles products cost competitive and adopting the principle of zero rated export, government has extended continuation of Rebate of State and Central Taxes and Levies (RoSCTL) on exports of Apparel/Garments (Chapters-61 & 62) and Made-ups (Chapter-63) till 31st March 2024. The other textiles products (excluding Chapter 61, 62 and 63) which are not covered under the RoSCTL are covered under Remissions of Duties and Taxes on Exported Products (RoDTEP) along with other products. The Amended Technology Upgradation Fund Scheme (ATUFS) was launched in January 2016 for one-time capital subsidy for eligible benchmark machiner y. Segments which have got higher employment and export potential such as garmenting and technical textiles are eligible for capital subsidy. In order to supplement its efforts of textile industry in creating jobs and also to address the skilled manpower needs of the industry, Ministry of Textiles is implementing Samarth- Scheme
for Capacity Building in Textiles Sector (SCBTS) for the entire value chain of textiles except Spinning and Weaving in the organized sector. Ministry is implementing Textile Cluster Development Scheme (TCDS) from 2021-22 to 2025-26 with a view to create an integrated workspace and linkages-based ecosystem for existing as well as potential textile units to make them operationally and financially viable with a view to bring benefits of critical mass for customization of interventions, economies of scale in operation, competitiveness in manufacturing, cost efficient, better access to technology and information, etc. Further, to promote production of MMF Apparel, MMF Fabrics and Products of Technical Textiles in the country, Production Linked Incentive (PLI) Scheme for Textiles has been launched. Government has also approved setting up of 7 (Seven) PM Mega Integrated Textile Region and Apparel (PM MITRA) Parks in Greenfield / Brownfield sites to develop world class infrastructure including plug and play facility.

Global Schedule Reliability records highest improvement in the last two years : Sea-Intelligence
COPENHAGEN: Global schedule reliability improved by 4% month-on-month in February 2022, reaching 34.4%, according to research conducted by Sea-Intelligence. The company's analysts noted that this is the first significant month-on-month improvement we have seen in schedule reliability since March 2020. In February 2022, the schedule reliability score was only marginally lower compared to the same month of the previous year, according to Sea-Intelligence's data. Meanwhile, the average delay for late vessel arrivals also improved month-on-month, decreasing by -0.77 days to 7.11 days in February 2022. "That said, the delays have now been over seven days since August 2021, and continue to be the highest across each month when compared historically,... Cont’d. Pg. 5

Madhya Pradesh identifies 3.75 MT wheat for exports BHOPAL: The Madhya Pradesh government has decided to use the unprecedented opportunity of wheat exports for India to establish brand MP of wheat at the international level. In a meeting held with top 20 wheat exporters of the Country in Bhopal recently, Chief Minister Shivraj Singh
Chauhan said the exporters will have to mention MP Sharbati Wheat in their invoice instead of just writing wheat. The MP Government has said it has an additional quantity of 3.75 million tonnes in 19 districts of the state, which can be made available for exports on “priority”. “The quality of MP wheat is much
better. If the invoice just says wheat, one cannot know its source. Writing the name of MP Sharbati wheat will help in e s t a b l i s h i n g i t s i d e n t i t y, ” s a i d Bhavinkumar Shah, managing director of Prateek Agro Exports. “The biggest incentive for us will be the proposal to give subsidies for freight rate, which has increased exorbitantly.”
No restriction on Rupee-Rouble trade, says Russia M O S C O W: A h e a d o f Ru s s i a n Foreign Minister Sergei Lavrov's visit to India, Moscow has assured New Delhi that there is "no restriction of any kind" on settling transactions in the national currencies of the two countries. Also, the sanctions imposed by the US, UK and EU on its largest lender Sberbank, which has a branch in India, don't pose any risk to Indian companies and financial institutions dealing with it, Russia has told India. "There is no restriction of any kind related to the settlements in national currencies of Russia and India," the Russian embassy said in a letter explaining the sanctions on Sberbank to the Ministries of External Affairs, Finance, and Commerce and Industry as well as the Reserve Bank of India (RBI). This suggests that the two countries
might consider a rupee-rouble mechanism to settle trade in goods to avoid sanctions imposed by the West. Russia also said that the bank's international transactions are carried out in an "ordinary manner," subject to compliance with certain orders. As per the letter, Sberbank and its subsidiaries can interact and transact with any financial institutions except US and UK entities, and branches of foreign institutions "specifically located" within these two countries. "Such sanctions imposed do not restrict in any type, account opening and account management and serving the clients from the Indian credit institutions," Moscow said in the letter, adding that the list of sanctions imposed by other states that apply to the Sberbank Group mirror those by the US, UK and EU. A rupee-rouble trade mechanism
could be established soon, said A Sakthivel, President of the Fe d e r a t i o n o f I n d i a n E x p o r t Organisations (FIEO). According to Sakthivel, the Indian Government is working on a proposal to allow four to five state-owned Indian banks to be engaged in such trade. There have been consultations among the central bank governor, the Finance Minister and banks in this regard, he said. Sakthivel added that the international sanctions on Russia provide Indian exporters with an opportunity to expand in that country's market. India exported goods worth $3.3 billion to Russia in 2021, mainly pharmaceutical products, tea and coffee. Imports were valued at $6.9 billion, including defence goods, mineral resources, fertilisers, metals and precious stones.

Global Schedule Reliability records highest improvement in the last two years : Sea-Intelligence Cont’d. from Pg. 3 ... as the delay figure for February 2022 was 0.16 days higher year- on-year," explained Alan Murphy, CEO, Sea-Intelligence. Maersk was once again the most reliable carrier in February, with schedule reliability reaching 47.8%, followed by Hamburg Süd with 42.4%, as seen below. Only MSC, CMA CGM, and ZIM had schedule reliability between 30%-40%, while eight shipping lines
including Hapag-Lloyd, HMM, ONE, PIL, Evergreen, OOCL, and Yang Ming recorded schedule reliability of 20%-30% in February. Only Wan Hai had schedule reliability of under 20%, to 18.7%, making it the least reliable of the top-14 carriers. At the same time, HMM was the only carrier that represented a month-on-month decline in schedule reliability, while Evergreen registered the largest improvement.
PM Modi moots free trade agreement for BIMSTEC NEW DELHI: India will be the “security pillar” of the BIMSTEC (Bay of Bengal Initiative for MultiSectoral Technical and Economic Cooperation), an official of the Ministry of External Affairs (MEA) said recently at the conclusion of the grouping’s summit in Colombo. Addressing the meeting v i r t u a l l y, P r i m e M i n i s t e r NarendraModi called for strengthening the BIMSTEC and welcomed the unveiling of the Charter of the organisation that connects the littoral countries of the Bay of Bengal. “Today we have adopted the Charter of BIMSTEC. This is an important step towards creating an institutional architecture of BIMSTEC,” he said. The Charter had given the BIMSTEC a new orientation and concrete goals. Under this Charter, the members were expected to meet once in every two years.
Mr. Modi called for a Free Trade Agreement among the member countries. He mentioned the necessity for coastal shipping ecosystem and electricity grid interconnectivity, as two of the necessary components of the evolving shape of BIMSTEC. Master Plan for Transport Connectivity The summit saw the declaration of the Master Plan for Transport Connectivity that would provide a framework for regional and domestic connectivity, said
the MEA official. RudrendraTandon, MEA’s Joint Secretary in charge of the BIMSTEC and South Asian region, stated, “the signing of the Charter was the main outcome of this summit. With the Charter, the BIMSTEC now has an international personality. It has an emblem, it has a flag. It has a formally listed purpose and principles that it is going to adhere to. It represents significant evolution of the grouping. From our perspective signing of the Charter was the most important outcome.” He announced that In line with the development of the organisation into a formal structure, the leaders of the member-countries have agreed to divide the working of the grouping into seven segments, with India providing leadership to the security pillar.
New Milestone : India’s Annual Merchandise Trade crosses $1-trillion mark for 1st time ever NEW DELHI: India’s annual merchandise trade has breached the crucial $1-trillion mark for the first time even before the fiscal is set to end, a Senior Government Official said ercently, as both exports and imports have scaled fresh peaks. It has surpassed the earlier record of $844 billion, achieved in FY19, by a wide margin. After a Covid-induced slide in FY21, India’s goods trade got a fresh lease of life this fiscal amid a resurgence of industrial demand in advanced economies and improved domestic consumption with the easing of localised pandemic-related curbs. Global bid to spur economic growth, backed by both liberal fiscal and ultra loose monetary policies, led to a rise in international demand for merchandise that drove up commodity prices and brightened India’s trade prospects as well. A s o f We d n e s d a y, 3 0 t h M a r c h merchandise trade is estimated to have hit $1,010 billion, said another official. “Exceeding the $1-trillion trade level is a big psychological boost for a nation that aspires to be in the big league of top trading countries,” he added. The Government last week said goods exports crossed the ambitious target of $400 billion, while imports touched $589 billion until March 21 this fiscal. Exports had jumped 37%, albeit on a contracted
base, until March 21, driven by a stellar performance by sectors like engineering, electronics, gems and jewellery, chemicals and petroleum products. Similarly, the rise in imports during this period was supported by a spike in oil prices and massive purchases of coal and gold. The surge this fiscal will somewhat prop up India’s share in global trade, although it will take the country sustained growth over the next few years to regain its lost market share, especially in exports. Its share in global exports for merchandise was 1.7 % and in global imports was 2.6% in the pre-pandemic year of 2018. Commerce Minister PiyushGoyal had then said the fact that the lofty export target was achieved despite the Covid onslaught, supply-chain woes and the Russia-Ukraine conflict is a testimony to “the resilience of our exporters”. The top five export destinations are the US, the UAE, China, Bangladesh, and the Netherlands. Interestingly, the UAE regained its position as the secondlargest export destination for India after losing out to China in Fy21. Of course, the Ukraine crisis has now posed fresh risks for exporters, as global supply chains remain tangled and shipping costs have skyrocketed across countries. However, it has also created
some opportunities for Indian suppliers of wheat (Russia and Ukraine are large exporters of the grain) and some other farm commodities in the export market. Some analysts, however, pointed out that the pace of export growth will be difficult to maintain once the domestic economy rebounds strongly. PronabSen, noted economist and for mer chief statistician, said recently that India’s latest export boom may have been driven partly by producers’ move to utilise vast idle capacity, mirroring the vent-forsurplus theory. “There is an argument which was very popular at one time but has completely gone out of our discussion now, and that is the vent-for-surplus theory. This essentially means that if a country has a high level of unutilised capacity, then producers use that idle capacity (because their fixed cost is already taken care of) to sell products at relatively low costs. This leads to greater exports.” However, this works only so long as the economy has large unutilised capacities. “However, as the domestic economy starts picking up and capacity utilisation begins to go up, the surplus exports may come down. I suspect, the current export boom is partly driven by this vast unutilised capacity of Indian Inc,” he added.

A.P. Moller – Maersk : A Guidance for Decarbonise Logistics A.P. Moller – Maersk join forces with the World Business Council for Sustainable Development, Smart Freight Center and + 25 global companies to co-develop an ac onable and implementable guidance to quan fy the impact of end-to-end GHG logis cs emissions from supplier to final customer. COPENHAGEN: Over the past year, we’ve seen a clearer picture emerge of the physical risks we’ll experience as our planet warms beyond 1.5 or 2 degrees. We have also seen greenhouse gas emissions reaching all-time highs alongside a proliferation of commitments to decarbonise and achieve net-zero. Recognition and understanding are growing of government, business and public responsibilities for responding to climate change. There is also a growing awareness of the need to have clear guidance across the value chain in both adapting to and mitigating climate change and creating science-based and transparent frameworks to accelerate the transition to sustainable logistics services. This initiative aims at increasing transparency on carbon emissions and work together towards a net-zero logistics. “As a global provider of end-to-end logistics services across all transport modes, it is a strategic imperative for us to achieve net zero greenhouse gas emissions across the entire business by 2040. To ensure significant emissions reductions already in this decade, we have set clear and ambitious 2030 targets across our logistics operations. Having the right common standards for the whole logistics value chain in place is crucial to be able to reach our goals in time while seamlessly supporting our customers‘decarbonisation needs. Once fully developed, this guidance will be an accurate method to first, allocate emissions to our customers and secondly, guide us on what we should ask our vendors to report on,”Morten Bo Christiansen, Head of Decarbonisation at A.P. Moller – Maersk. Supported by the World Economic Forum and built on analytical insights provided by McKinsey & Company, the guidance is meant to span across the entire supply -from supplier to customer. The consortium will build upon and complement two existing frameworks.
1. The Smart Freight Centre’s Global Logistics Emissions Council (GLEC) Framework 2.0 – the globally recognized methodology for accounting and reporting of logistics emissions. 2. The WBCSD’s Pathfinder Framework – the guidance for accounting and exchange of product life cycle emissions. The guidance will be published by the end of 2022, with an intended formal launch planned during the World Economic Forum Annual Meeting in Davos in January 2023. The organizations that participate in this initiative are: A.P. Moller – Maersk, ADEME, AldiSüd, Amazon, APL Logistics, ArcelorMittal, CMA-CGM, Colgate-Palmolive, Convoy, DOW Chemical, DPDgroup, Deutsche Post DHL Group, EcoTransIT World, European Shippers Council, Kuehne+Nagel, Nestlé, PSA International, Posti, project44, Scania, Selfridges, Siemens, TK Blue Agency, Uber, Unilever, UPS, Volkswagen. Climate risk exposure needs to be part of all business conversations and together customers, suppliers, investors, etc. need to turn increasingly to the industry for guidance. We have a hugely influential role to play and we hope others will join.
