Union Minister, MoPSW, Shri Sarbananda Sonowal reviews JNPT’s Green Project Initiatives Ini a ves aim to acquire “green port status” with ‘vision 2030’ Cont’d. from Pg. 3
“JNPT provides shore power supply to tugs and port crafts, the induction of these E-RTGCs, and many such initiatives. We have installed solar panels at JNPT inducted electric vehicles. JN Port has prepared an action plan covering all activities of the Port including cargo handling, storing, evacuation and many other activities related to environmental protection,” he further said. Under the Maritime India Vision 2030, JNPT intends to use 60% of renewable energy, Adoption of Multi Fuel (CNG/Electric / LNG), Shore Power, LNG Bunkering, Energy Efficiency Smart Lightning, Green Belt Cover, Water Conservation/Sewage Treatment, Upcoming solar plants of 2.5MWp. Jawaharlal Nehru port is committed to sustainable development, and the Port takes adequate measures to maintain ecological balance. The total land available with JNPT is around 3402 hectares out of this, 1147 hectares area
(34%) of the Port is under green cover, including mangroves. The Port’s ecosystem consists of rich and diversified flora and fauna. To address the Global climate change problem at the port level, the Port has taken the initiative to acquire “Green Port Status”.
Project cargo on the rise at Port of Antwerp thanks to EU Green Deal Conven onal breakbulk grew by 74% in 2021 ANTWERP: Breakbulk volumes grew explosively in 2021 at the Port of Antwerp, after a huge downward spiral in 2020 due to the pandemic and global trade wars. The main driver is a sharp increase in steel import volumes. But also striking is the rise in project cargo shipments, thanks to ongoing projects around renewable energy and the constr uction of chemical plants. In 2 0 2 1 , b r e a k b u lk vo lu me s reached 1 million tons per month, totaling 11.5 million tons for the whole year (excl. roro). This marks no less than a 74% rise in figures compared to 2020, surpassing the previous record growth of 2012. On top of that, Port of Antwerp reclaimed its market leadership in Europe, confirming its home port position for breakbulk. Ann De Smet, Key Account Manager at Port of Antwerp explains: “One of the main drivers for this growth was the lack of container capacity. In 2021, we saw a huge increase in general cargo given the pressure on the container market. But alongsidethis decontainerization trend, the global economic recovery is also pushing steel figures upwards, and transport of project cargo is boosted by EU measures to meet climate ambitions.” Green Deal The Fit for 55 package and other measures taken by the EU to evolve to carbon neutrality is pushing European industry to further transit to carbon neutral sources of energy and hence driving refurbishment of plants and investment in renewable energy – marked by significant government investments in this sector. Port of Antwerp is home to a huge chemical cluster and expects further developments in this respect. Wind turbine components or power plant units The port's geographical location helps to secure the transport of project cargo to and from Europe, such as cargo destined for energy plants in Germany or northern France via road or inland waterways. Wind turbine components heading for France for instance, have become a regular transport in Antwerp. Several specialized service providers are involved to carefully handle blades, hubs, nacelles, motors and tower sections. The meticulously coordinated process of unloading these long or heavy pieces is illustrated in a story on the Port of Antwerp website, along with insights into other cargo journeys – ranging from heavy units transhipped onto a barge heading for a power
plant along the River Neckar in Germany, to precious metal furnaces manufactured in Ger many and shipped to China via Antwerp. Operational challenges “Project cargo is highly relevant in the Port of Antwerp, in view of the expected growth potential, high employment rate and evolution of many service providers in the port with top class expertise” says Ann De Smet. “I believe that this sector will continue to claim its spot in the global supply chain and adds diversification in a port platform. It will however be a big challenge to attract and inspire young people to join the sector. In breakbulk, every shipment is unique and requires a lot of dedication and care.” Annick De Ridder, Chairman of the Board of Directors of Port of Antwerp and Antwerp Alderman responsible for the port: "The port of Antwerp is thé European breakbulk home port and has been so for many centuries. We therefore have all the necessary experience, grafted on the highest possible quality and flexibility, to provide the right solutions tailored to the customer. The record figures for the past year are the best proof of this, with tribute to the entire Antwerp breakbulk community!" The sudden growth in breakbulk volumes is also putting resources and handling capacity to the test. Currently, breakbulk service providers are doing all they can to cope with any operational disruptions to be able to service the industry through its growth. Many of them are also investing in the expansion of capacity, dedicated warehouses with reinforced floors, heavy lift cranes and intermodal linked terminals. Terminal operator PSA Breakbulk plans to invest 11 million euro for a new heavy cargo terminal along the Churchill dock, while packing specialist Deufol is extending its warehousing capacity in Antwerp for the seaworthy packaging of industrial loads. Ready for the future Ann De Smet is optimistic about what the future has in store: “The aftermath of the pandemic will continue to be felt – global supply chain challenges, terminal capacity and labor shortages are likely to keep us busy for much of 2022. Unreliable supply chains and rising energy prices are making the project market very volatile and hard to predict. But strengthened by last year’s experience, I am confident that our service providers will tackle every challenge, no matter how complex it is, under the motto ‘Exceptional cargo, outstanding care’.”

Sarbananda Sonowal reviews progress of green initiatives undertaken for the development of Green Ports & Green Shipping in India
NEW DELHI: Union Minister for Ports, Shipping and Waterways Shri Sarbananda Sonowal chaired a meeting with all major ports, Cochin shipyard Limited (CSL) and IWAI (Inland waterways Authority of India) to review the progress on various green initiatives being implemented, as per Maritime India Vision(MIV) 2030, for the development of Green Ports & Green Shipping in India. Shri Sonowal reviewed the progress of initiatives undertaken for development of green ports planned under Maritime India Vision 2030. As part of MIV 2030, Total of 963 initiatives have been identified for implementation across major ports with an estimated investment of Rs. 6,77,720.24 crores, of which a total of 208 initiatives with estimated investment of Rs. 44,424.47 crores have been completed in FY 2021. Further 504 initiatives with estimated investment of Rs. 48,256.14 crores are under implementation. A number of initiatives have been taken in India to promote green ecosystem in maritime sector. These are in line with International Maritime Organization (IMO)’s 2030 Decarbonization strategy and 2050 Green House Gases (GHG) strategy. Initiatives are being implemented by Major Ports of India that include areas, such as increase share of renewable energy to more than 60% across major ports by 2030, setting up of solar power plants, availing of shore power supply to vessels via berths, multi-clean fuel adoption for vehicles within port ecosystem, gradual phasing out of diesel locomotives at ports, etc. The green port initiatives include acquisition of equipments for monitoring environmental pollution, acquisition of dust suppression systems, setting up of sewage/ waste water
treatment plants, setting up of garbage disposal system for ports and ships, developing shore reception facility for wastes from ships, setting up projects for energy generation from renewable energy sources, providing shore power to ships at berths, creating Oil Spill Response (Tier-1) capabilities at all ports, taking actions to improve harbour water quality, inclusion of sustainable practices in terminal design, development and operation, increasing green cover within port premises etc. Ministry is also working on draft of a “Green Port Policy” document to suggest framework and guidelines for incorporation of green initiatives in the port sector. The Policy document captures the focused areas, measured outcomes, implementation roadmap and cost recovery mechanism for the port operators and port authorities. The proposed target outcomes will help India in achieving the “Intended Nationally Determined Contributions (INDCs) target, as well as the International Maritime Organization (IMO) 2030 target. In order to enhance the share of Green Shipping, various projects are being implemented by Cochin Shipyard Ltd., India’s largest shipbuilding and maintenance facility. These include green urban mobility solutions like Hybrid Electric Ferries, autonomous Zero-emission vessels, pilot project on Hydrogen Fuel Cell Ferry, Electric Catamaran Water Taxi, Hybrid Electric Ro-Ro, Hybrid LNG-Electric Inland Cargo Carrier, Hybrid Tugs, etc. Possibilities are also being explored for deployment of fully electric ferry and hydrogen fuelled ferries on Inland Waterways for enhancement of river cruise tourism in the country. For instance, Electric Catamaran Water Taxi deployment is being considered at Varanasi and Guwahati in first phase. Additionally, use of Hybrid Electric Roll on -Roll off (Ro-Ro) vessels having dual fuel system (LNG+ battery) is being considered at Guwahati for river crossings. Use of Hybrid LNG-electric Inland Cargo Carrier vessels is also being considered on NW2 and NW1 . Possibility of deploying CNG vessels at Varanasi is also being explored. The pace at which the Green initiatives are undertaken by the 12 major ports will surely bring a green revolution in the sector making the ports cleaner and greener, which is also a key component of ‘Blue Economy’, creating environmental benefits and balancing the investments and cash flow. In his concluding Remarks, Shri Sonowal thanked all officials for their crucial contribution towards realization of Prime Minister’s Vision for Indian Maritime Sector. He further directed all Ports to take the Green Initiatives forward by putting dedicated proactive efforts towards greening of maritime sector including finalization of green port policy.

APSEZ will now consolidate all rail assets under a single business entity – Adani Tracks Management Services Pvt Ltd – creating considerable value for all stakeholders from day one, as it aligns with APSEZ’s vision of being a leader in the Transport Utility space. This consolidation allows APSEZ, which is targeting 2000 km of track length by 2025, to participate in Indian Railways PPP projects without having to compete with similar businesses in the Adani portfolio, a position that is in full alignment with the equity interests of minority shareholders. Mr Karan Adani, CEO and Whole Time Director of APSEZ said, “As per the national rail plan 2020, Indian Railways will invest more than INR 3 Lakh Crore over the next 10 years to construct new rail lines. Further, the government’s shift in focus from road to rail as the preferred mode of transport, an obvious choice both economically and environmentally, will require significant participation of the private sector. Therefore, this acquisition creates significant business value for APSEZ as a Transport Utility.” “The process adopted by APSEZ to acquire SRCPL from another entity within the Adani Group,” added Mr Karan Adani, “reflects our continuous commitment to enhancing our corporate governance practices. The strongest endorsement of the process lies in the overwhelming support it received from our minority shareholders,
reaffirming their confidence in APSEZ’s management.” The acquisition being a related party transaction, APSEZ adopted a fully transparent approach with minority shareholders and creditors for approval. Some of the key steps in the approval process included: • Proposal evaluation by an Executive Committee (EC) of three independent board directors • Independent asset valuation (by Deutsche Bank and BDO Valuers) and ‘fairness opinion’ from JP Morgan and JM Financial on the valuation • Post NOC from the stock exchanges, an application was filed for an NCLT-convened meeting of APSEZ’s equity shareholders and secured and unsecured creditors, to vote on the proposal • Over 92% of minority shareholders and close to 100% of debtors voted in favour of the proposal • NCLT, after reviewing the outcome, has approved the composite scheme • The other Conditions Precedent are to be completed and the Scheme shall become effective on the completion of all the conditions set out in the Scheme Investment Case • The acquisition of Surguja Rail will create value for all stakeholders from day one, as it is EPS accretive. • Significant growth opportunity available as the business is yet to mature, including in non-Adani mine areas with annual potential of up to 40 MMTPA. • Critical and environment-friendly transport infrastructure will help decarbonize the mineral transport sector. • Secured long-term contract with sovereign equivalent counterparty providing annuity like returns.

Exports propelling the Indian economic growth: Dr A Sakthivel, President, FIEO NEW DELHI: The Economic Sur vey has rightly identified the transformational role of exports in pushing the economic growth in 2021-22 as we move towards the new milestone of US$ 400 Bn exports during the current fiscal, said President, FIEO. The export performance is more remarkable as the same has been achieved with just 3.4% depreciation in Indian rupee during April-December, 2021, which is very modest as
compared to other emerging economies and appreciation against Euro, Pound and Yen, added Dr Sakthivel. The export growth has been widespread also as traditional sectors such as agriculture, textiles, gems & jewellery, besides sunrise sectors such as electronics and high-end engineering have shown spectacular growth. FIEO exuded confidence in building on such a strong export base
buoyed by the Free Trade Agreements with UK, UAE and Australia in the current year followed by Canada, GCC, EU and SACU regions to follow. Moreover, we will have a strong manufacturing base through the PLI scheme, which will also add to exports in 2022-23, as some of the investments flowing to such sectors will mature by next year, helping us to move towards US$ 520-530 Bn merchandise exports in the next fiscal, said FIEO.
Exports of Marine Products register a growth of 35% to USD 6.1 Billion during April-December 2021 (Provisional) as compared to USD 4.5 Billion (YoY) NEW DELHI: Exports of Marine Products registered a growth of 35% to USD 6.1 Billion during April-December 2021 (Provisional) as compared to USD 4.5 Billion during same period in the year 2020. As compared to April-December 2019 (USD 5.5 Billion) and April-December 2014 (USD 4.4 Billion), exports of Marine Products registered a growth of 12% and 38% respectively. In the month of December 2021, exports of Marine Products touched USD 720.51 Million, registering a growth of 28.01% over $562.85 Mn logged in December 2020. The overall exports of Marine Products in the last Financial Year (March, 2020-April, 2021) was USD 5.96 Billion, and with USD 6.11 Billion scaled during the first three Quarters of FY202122, the sector is very likely to exceed the
all-time high of USD 7.02 Billion exports achieved in the FY2017-18, despite the impact of the Covid19 pandemic since January, 2020. Top 5 export destinations in AprilNovember 2021 (latest available, share% in bracket) are: USA (44.5%), China (15.3%), Japan (6.2%), Vietnam (4%) & Thailand (3%). Frozen shrimps constitute the major share in India’s Marine Products exports items with 74% share in value terms (USD); Frozen Fish (7%), Others (6%) and Frozen Squid (5%) constitute the other major items in the Marine Products exports basket in FY2020-21. Others category included primarily Surimi and Surimi analogue (imitation) products. Several exports promotion schemes for Fisheries have been implemented by the Marine Products Export
Development Authority (MPEDA), a statutory body set up in 1972 under the Ministry of Commerce & Industry for promotion of export of marine products from India. The Prime Minister Shri Narendra Modi launched the Pradhan M a n t r i M a t s y a S a m p a d a Yo j a n a (PMMSY) in May 2020 with an array of 100 diverse activities. With a budget of Rs. 20,050 crore, it is by far the largest investment to bring about Blue Revolution through sustainable and responsible development of fisheries s e c t o r i n I n d i a . P M M S Y, b e i n g implemented over a period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories, has set a target of Rs. 1,00,000 crore fisheries export, additional 70 lakh tonnes fish production, and generation of 55 lakh employment in the years to come.
Manipur gets Freight Train Connectivity for the first time in 75 years; PM Modi says it will enhance State's commerce BONGAICHUNGPAO: With the first freight train reaching Manipur, Prime Minister Narendra Modi has recently said this will enhance the state's commerce and connectivity as goods from there will reach all parts of the country. The freight train arrived at the Rani Gaidinliu station in the northeastern state on January 27, days after a passenger train from Silchar in Assam reached the Bongaichungpao railway station
in Manipur. "Transformation of the Northeast continues. Manipur's connectivity will be enhanced and commerce will be boosted. Wonderful products from the state can travel all over the nation," Prime Minister Narendra Modi said on Twitter tagging a post of Union Minister for Development of North Eastern Region G Kishan Reddy. The Union Minister along with his tweet also shared a video of the freight
train arriving at the station. "Historic day for Manipur and entire North East, after 75 years of India's Independence, first goods train reaches Rani Gaidinliu Railway Station, Tamenglong in Manipur. The Narendra Modi gover nment is committed to enhancing infrastructure connectivity and economic prosperity in the NER (northeast region)," Reddy tweeted.
Budget 2022 will be MSME and Export Oriented: FIEO NEW DELHI: While Finance Minister Nirmala Sitharaman and her team are busy giving the final touch to the Union Budget 2022, the Federation of Indian Exporters Organisation has said that this year focus of the Budget will be on Micro, Small and Medium Enterprises (MSME) and Export oriented. Recently FIEO President A Sakthivel said that Indian exports are on the upswing and we are within the range of reaching the milestone of $400 billion during the current fiscal year. The order booking position of exporters across sectors is extremely encouraging, assuring us of continuing on the growth trajectory next fiscal as well. However, the logistics and a few challenges are of grave concern to them. Shortage of containers, abnormal increase in freight, and space constraints on ships are impacting our exports.
Sakthivel suggested that container manufacturing should be encouraged more so as we are also pushing coastal shipping in our country. A Production Linked Incentive (PLI) kind of scheme for container manufacturing can come in handy to encourage domestic manufacturing of containers addressing some cost disadvantages. We also need to develop an Indian shipping line of global repute. We may be remitting over $75 billion or more as freight charges this year. An Indian shipping line, which gets 25 per cent of this business can save $17-20 billion on a recurring basis annually, he said. Sakthivel urged Finance Minister to encourage MSMEs by providing a double tax deduction for overseas marketing so that for example for every $1000 spent on global marketing, $2000 may be provided as tax deductions under the income tax for specified kinds
of overseas marketing for market exploration, market penetration, and market promotion. FIEO also suggested to extend The Emergency Credit Linked Guarantee Scheme (ECLGS) for one more year. Interest Equalisation Scheme (IES) requires extension with effect from 1st October 2021 at least for 3 years. FIEO President highlighted the urgent need for R&D and product development to sustained exports. 200-300 per cent tax deductions may be provided on investment in R&D and product development for a long-term exports strategy to increase value addition and diversify the exports base as well. Sakthivel said that in Budget we need to provide a higher budget for agri exports more so for the Transport and Marketing Assistance (TMA) Scheme and backward and forward linkages in the agri sector.

Economic Survey 2022: Resilience of India's Exports to drive growth revival in 2022-23 NEW DELHI: Despite multiple downside risks, the unexpected but resounding resilience of India’s external sector during the current year augurs well for growth revival in the economy, the Economic Survey 202122 has said. Tabled in both houses of Parliament, the Survey has pointed to a major rebound in India’s merchandise exports and imports over a short period of time, which had not been expected by policymakers earlier. "This is remarkable in view of moderation in global trade growth, elevated shipping rates, and persistent problem of container shortages," the Survey noted. Out of an ambitious export target of $400 billion set for 2021-22, India has already attained more than 75 percent of it by exporting goods worth $301.4 billion, which is actually higher than the export target of $300 billion set for the April-December period of 2021-22, the Survey pointed out. A sharp recovery in key markets, increased consumer spending, pent-up savings and disposable income due to the announcement of fiscal stimulus by major economies, global commodity price rise and an aggressive export push by the government have bolstered exports in 2021-22. Since all these key factors are set to continue for the time being, the Survey placed trust on exports continuing to perform well in the next financial year as well. "However, the downside risks of global liquidity tightening and continued volatility of global commodity prices, high freight costs, coupled with the fresh resurgence of COVID-19 with new variants may pose a challenge for India during 2022-23," the Survey warned. Broad-based rise The Survey pointed out that even the segments like marine products, buffalo meat, tea, coffee, and dairy products, which had not performed well during 2020-21, have registered substantial growth during the current year. Stressing that this augurs well for further diversification and strengthening of agricultural exports in the coming years, the Survey outlined the growth potential of the promising sector. Taking advantage of the increased demand for staples during the COVID-19 pandemic and backed by an increased focus on agri exports, the export of agriculture and allied products (including marine and
plantation products) grew by 23.2 percent to US$31.0 billion during AprilNovember, 2021, the Survey said. . However, the Survey also recognised that export growth got a large leg-up due to the ongoing global commodity supercycle, whereby prices of most major commodities have sharply risen. "Due to the large rise in global crude oil prices, petroleum products continued to be the most exported commodity in April-November 2021, whose exports have more than doubled and their share (in total exports) rose to 14.9 percent," the Survey said. Nagging challenges Similar to previous years the economic survey has laid stress on the urgent need to diversify India's exports not only in terms of what the country sends out but also to where. "India has diversified its export destinations in last 25 years, yet more than 40 percent of India’s exports are still accounted for by only seven countries," it noted. The government is actively seeking to finalise proposed trade deals with a raft of nations and aiming to forge strategic trade partnerships with all of them in 2022. The Commerce Department is currently negotiating up to eight free trade agreements that have increasingly been billed as the most important way to boost exports in the mid-to-long term future. "A further push in this direction would help provide the institutional arrangements to, inter alia, diversify both products and destinations," the Survey noted. Meanwhile, the Survey noted that an efficient, competitive and resilient logistics ecosystem is pivotal to boosting exports. "Despite multiple challenges, India has made substantial progress in trade-related logistics, reflected in leading global indices, but more needs to be done," it said. India scored 90.3 percent in 2021 in United Nations Economic and Social Commission for Asia Pacific’s (UNESCAP) latest Global Survey on Digital and Sustainable Trade Facilitation, a remarkable jump from its score of 78.5 percent in 2019, on account of improvement in scores of five key indicators. Currently, India is the best-performing country when compared to the South and southwest Asia region (63.1 percent) and Asia Pacific region (65.9 percent).
