HMM returns to profit in Q2, first quarterly profit in over 5 years SEOUL: The HMM has returned to profit in the second quarter, its first quarterly profit in 21 quarters, thanks to improved efficiency with the deployment of the World’s Largest Container Vessels and its new membership in one of the World’s Largest Shipping Alliances. HMM said in a regulatory filing that it posted an operating profit of 138.7 billion won ($117.2 million) in the second quarter ended June on a consolidated basis, reversing from a loss of 2.02 billion won in the previous quarter and 112.9 billion won in the previous year. It also raised a net profit of 28.14 billion won in the April-June period, improving from a net loss of 65.6 billion won in the previous quarter and 200.72 billion won in the previous year. Sales reached 1.38 trillion won in the second quarter, up 4.7 percent from the previous quarter and down 1.6 percent from the same period last year. The Country’s sea flag carrier, formerly known Hyundai Merchant Marine, swung to profit for the first time in 21 quarters in the April-June period after joining The Alliance, one of the world’s largest shipping alliances, in April, which has broadened its coverage in Europe, and deploying a 24,000 twenty-foot equivalent unit (TEU) super-large container vessel to its route, which ramped up its cargo handling capacity significantly, the company said. HMM’s both container and bulk businesses reported solid performance thanks to improved cost efficiency through route rationalization and lower container costs. Freight rates also increased in the period, helping to improve profitability. Uncertainty lies ahead in the second half of the year amid escalating conflicts between the world’s two largest economies the United States and China and the protracted pandemic.
But the sea flag carrier plans to continue to improve its profitability by offering differentiated shipping services to cargo owners, putting out efforts to secure additional stable cargo, and improving IT system. HMM also plans to launch all 12 of its 24,000 TEU container carriers by the end of next month. With all the 1 2 s u p e r- l a r g e c o n t a i n e r c a r r i e r s d e p l o y e d , HMM’s active capacity would reach 800,000 TEU, the eighth largest in the global shipping market. Its bulk business is also expected to improve in the later half as economic activities are projected to grow with ease of lockdown restriction, and demand for oil and petrochemical products should recover during winter. Demand for iron ore is also expected to recover on the revived steel industry. The company’s turnaround raises hope for potential revival of Korea’s shipping industry that has relied on the Korean Government’s support for rehabilitation. HMM became the dominant player in the country’s shipping industry after bigger rival Hanjin Shipping declared bankrupt in 2017. HMM – which spun off from Hyundai Group – was nationalized and underwent massive reform led by state lender Korea Development Bank (KDB) under the Government’s long-term initiative to rebuild Korea’s shipping industry. Moon Seong-hyeok, Minister of the Ministry of Ocean & Fisheries, said that HMM`s return to profit is a result of five years of Government efforts to rebuild the country’s shipping industry. Moon expected that HMM will post an annual net profit in 2022. The Government plans to ramp up HMM cargo capacity from current 590,000 TEU to 1 million TEU in 2022 with an aim to expand its coverage routes in Asia and pioneer new sea routes in Southeast United States, South America, and West Africa. HMM will also aim to raise 51 trillion won in revenue by 2025.

GOVERNMENT OF INDIA, MINISTRY OF SHIPPING DIRECTORATE GENERAL OF SHIPPING, MUMBAI File No. 20-16/4/2020-O/0 TRG-DGS
Dated : 24th August, 2020
DGS ORDER 24 OF 2020 Sub.: Availability of courses for Seafarers including trainee seafarers at Maritime Training Institutes during the period of COVID-19 pandemic-reg. 1.
Whereas Directorate vide DGS Order 20 of 2020 has facilitated existing seafarers having approved seagoing service in last 5-years to undergo refresher courses at Maritime training Institutes (MTIs) for various Certificate of Proficiency (CoP) via Virtual Class/Live Video Sessions, which has paved the way for Master, Officers and Ratings to revalidate their Certificate of Competency (CoC) / Certificate of Proficiency (CoP) and thus continue with their sea service. 2. Whereas vide DGS Order 20 of 2020, the Directorate has also facilitated seafarers who have recently acquired a CoC but do not possess required approved sea service, as stipulated for revalidation in last 5-years, to do special training courses such as Oil & Chemical Tankers and Liquefied Gas Tankers via Virtual Classes/Live Video-Sessions prior joining Tankers. 3. Whereas while permitting conduct of STCW Courses via Virtual Classes/Live Video Sessions, the Directorate has ensured that the specific requirements for training of seafarer by distance learning and e-learning provided by Section A-I/6 and Section B-l/6-7 of the STCW Code, 1995 as amended are complied with through issuance of following circulars/orders: i) DGS Circular 19 of 2020 dated 18.05.2020: Conduct of Maritime Courses using Virtual Classes/Live Video Session. ii) Paragraph 5 of DGS Circular 24 of 2020 dated 08.06.2020 for conduct of Maritime Courses detailed in this Order for candidates who are unable to use Virtual Class/Live Video Sessions. iii) DGS Circular 21 of 2020 dated 27.05.2020: Issuance of digitally signed certificates for successfully completing maritime courses conducted by Maritime Training Institutes. iv) Training Circular 13 of 2020: Procedures for assessing e-learning modules for maritime STCW Modular Courses. v) DGS Circular No. 17 of 2020: Guidelines for On-line Exit Exam for DGS approved modular courses. Candidates should specifically refer to the note-3 of Paragraph 8.2 of the Circular with respect to number of attempts allowed to pass the exam. 4. Whereas vide DGS Order 20 of 2020, the Directorate has permitted the deemed revalidation provision provided by DGS Order 16 of 2020 to continue for all those seafarers who are joining ship on or prior to 31-08-2020. However, there are number of representations being received from the seafarers for foreseeable delays in booking the slots for the requisite courses and in the postal process for obtaining re-validation stickers during COVID 19 pandemic. 5. Whereas the Directorate has ensured that the training provided via the e-learning and distance learning mode meets the Standards of Training and Assessment set out in Section A-I/6 and B-I/6-ll by implementing a 3-Tier learning mechanism comprising of E-Learning, Virtual Classes/Live Video-Session and an Exit examination. 6. Whereas vide DGS Circular 28 of 2020, the Directorate has permitted Pre-sea cadets who have completed theory, safety courses (relevant courses under Chapter VI of STCW) and are only left with practical and final examination ashore to join ship for completion of their necessary ship-board training and then to complete their remaining practical's and examination. 7. Whereas many of the pre-sea cadets are unable to join ship type tankers as they are being advised by shipping companies that they need to undergo specialized basic training course for tankers (Oil & Chemical Tankers and Liquefied Gas Tankers) 8. Whereas the requirements as per chapter V of STCW (Regulation V/1-1 and V/1-2) is for officers and ratings assigned specific duties and responsibilities related to cargo equipment on oil or chemical tankers and on liquefied gas tankers and not for trainee seafarers. 9. Whereas all other tanker personnel (persons other than mentioned in foregoing paragraph no 8) are only required to undergo familiarization training onboard and, where appropriate, ashore before being assigned to shipboard duties as per guidance provided in section B-V/I, Chapter V of STCW. 10. Whereas some shipping companies represented that the trainees may also be permitted to undergo the basic trainings on tankers at MTIs as the same is required by vetting inspectors of major oil companies. 11. Whereas there are also seafarers/ratings, other than the trainees, who have completed their basic safety course and are required to complete special training to join ships of Oil / Chemical Tankers and Liquefied Gas Tankers. 12. Whereas, as per STCW, even though the Ratings/pump-man to hold advanced trainings on tankers is not required but is being insisted by companies to fulfill the requirements of some oil majors / vetting inspectors and that there exist an Engineering Circular (1 of 2018 dated 22.06.2018) which allows pump-man and all such seafarers to undergo advanced course on specific type of tankers oil/chemical, gas. 13. Whereas, other than the tanker courses, there are many operational level Officers, who have acquired their management level CoC and now require special courses like "Ship Security Officer" to join ships. 14. Considering all the above, till such time normalcy is restored and class room training is resumed at MTIs, the Directorate has now decided to extend by one more month in the applicability of DGS Order 16 of 2020 i.e., till 30th September 2020 instead of 31th August as stated in DGS Order No. 20 of 2020. Further all seafarers including trainees are permitted to undergo the courses specified in paragraph 11 (sr. no vii to xii) of DGS order No. 20 of 2020 if such courses are required by them to join ships. 15. Following two more courses are added to the list of courses mentioned in DGS order 20 of 2020 that can be conducted via the three tier approach consisting of a combination of e-learning, distance learning(Virtual Classes/Live Video Session) and Exit Examination: i) Indian Maritime Legislation Course for issuance of Certificate of Endorsement ii) Company Security Offrcer 16. MTI approved to conduct the courses detailed in Para 14 are allowed to conduct the courses through Virtual Classes/ Live video sessions after ensuring that all requirements of Circulars detailed in Para 3 and follow the SOP as contained in DGS order 20 of 2020 for conduct of exit examination for seafarers and MTIs. Cooperation, Collaboration and Commitment will guide the strategic partnership between India and ASEAN countries, says Shri Piyush Goyal NEW D E L H I : C o m m e r c e a n d Industry Minister Shri Piyush Goyal recently said that 3Cs- Cooperation, Collaboration and Commitment, will guide the strategic partnership between India and ASEAN countries. Addressing the ASEAN-India Business Council virtual meet, Shri Goyal said the Covid-19 pandemic period provided a unique opportunity to India to demonstrate itself as the trusted partner to the world, particularly in times of stress. Shri Goyal extended a hand of friendship to the ASEAN region, which he described as deep and valuable partners, and partners in the progress.
The Minister said that Aatamnirbhar Bharat connotes a selfreliant Country which is ready to engage with the world from the position of strength and confidence, and on equal and fair terms. He said that India and ASEAN have not been able to harness the full trade potential, for various reasons, but now is the time to open matrix to expand trade, address concerns of all nations and businesses, and resolve the differences. He extended India’s friendship and partnership to ASEAN through businesses, so that together both the partners are able to succeed,
secure future, work together, attain prosperity, and achieve a target of $300 billion trade. Shri Goyal said that the business council meeting is a good forum to discuss concerns and best practices, share ideas, and flag the problems. Shri Goyal said that during the early days of pandemic, India went out to the world for its requirements to fight Covid-19, but didn’t get much traction, as everyone was holding on for their own requirements. But, India, on the other hand, with the ability to provide medicines, acted as the Pharmacy for the world.

The states were requested to designate Nodal Agencies & Nodal Officers for the purpose, and also set up State Level Monitoring Committees. On the issue of Value Addition in Exports, Shri Goyal said that India’s exports bucket presently has a large share of primary products (Iron ore, minerals, etc.) and low value addition products. The Dedicated Freight Corridor Corporation India Ltd (DFCCIL) may allow private operators to purchase some “train path” for this purpose. Train path is the timing of a possible movement of a train along a given route. The Dedicated Freight Corridor Corporation India Ltd (DFCCIL) plans to run 120 trains each way daily on each corridor at 1 0 0 k m p h . To b e g i n w i t h t h e Government may allow a certain number of trains to be operated by private players. Sources said there had also been discussions in the past
whether the entire corridor could be monetised. However, the delay in completion of the Eastern and Western DFCs have become a cause of concer n for the Gover nment. Railway ministry’s major plans to run passenger trains by private operators and increasing the speed of express trains to 130 and 160 kmph hinges on the completion of these two corridors. So far only 500 km out of the 2,343 km of the Eastern DFC and 306 km out of 1,506 km of Western DFC have been completed. The Covid has also hit the project deadline. For example, the 157 km Bhadan-Bhaupur stretch og Eastern DFC, which was scheduled for completion in March has been pushed to October this year. Similarly, the target for commissioning of 131 km MadarMarwar stretch of Western DFC has been pushed to December 2020 in place of March this year. Sources said
Prime Minister Narendra Modi had raised concern over the delay and following his observation Railway Minister Piyush Goyal has started holding weekly meetings for stricter monitoring of the progress. They added non-availability of land for construction of rail over bridges (ROBs) and their approaches in Gujarat, Uttar Pradesh and Bihar, poor performance of contractors and court cases have been flagged as the main reasons for the slow progress of the corridors aimed at faster movement of goods at cheaper travel cost. TOI has learnt that the railway ministry has been struggling to get land in M u z a f f a r n a g a r, M e e r u t a n d Saharanpur in Uttar Pradesh, which has impacted about 29 km of the corridor. In Bihar, land acquisition is pending for 29 ROBs and the land acquisition is slow in Gujarat for seven ROBs.

The ICS Leadership Insights Series is designed to help senior decision makers better understand the changes taking place in the operating environment. It brings together industry leaders, policymakers and financiers to discuss the global shifts that have arisen in the wake of the pandemic and chart the path back to economic growth, stability and resilience. how that will impact our own business. The first event, Shipping 2020 – Analysis of the impact of the COVID-19 pandemic, arranged in conjunction with DNV GL, takes place on Wednesday September 9th. It explores how much COVID-19 has fundamentally changed the way we do business – both for good and bad; identifies the key challenges that are still facing the shipping industry to resolve the crew change issue and prevent a recurrence; and looks at lessons to be learnt and alliances to be forged for the future. With speakers coming from a broad range of disciplines and offering a range of perspectives, the series is chaired by Esben Poulsson, Chairman of The International Chamber of Shipping, with the panel including: • Hugo De Stoop, CEO, EuroNav, Belgium • Knut Ørbeck-Nilssen, CEO Maritime, DNV GL, Germany • Gerardo A. As we enter what I view as a period of maritime renaissance, our guiding principles must be anchored in closer collaboration and tireless innovation. It is these principles which I believe will help future-proof us against future black swan events.”
Economy unlock may curb fleet operator revenue fall 15 % this fiscal: Crisil MUMBAI: The unlocking of the economy is expected to contain the decline in fleet operators’ revenue to around 15 per cent on a surge in freight demand, while the profitability may moderate by 240-260 basis points this fiscal, a report said recently. While essential goods were allowed to be transported, industrial and economic activities were minimal during the stringent first phase of the nationwide lockdown between lateMarch and early-May, according to rating agency Crisil.
The overall freight demand, which has high correlation with industrial and economic activities, nearly halved in the first quarter (April- June period), Crisil said in the report. “A likely surge in freight demand as economic activities return to normal will contain the fall in fleet operator revenue to around 15 per cent this fiscal. On the other hand, lower fleet utilisation and limited ability to pass on higher fuel cost will moderate operating profitability by 240-260 bps,” Crisil said. Crisil Ratings Director Nitin Kansal said,
“With the gradual unlocking of industrial and economic activities, fleet utilisation should improve to 80-90 per cent of the pre-pandemic levels during the second quarter.” He added that demand for diesel has already rebounded 80 per cent and e-way bills generation rose 90 per cent by July. Crisil expects recovery to business-asusual is possible in the third quarter if things keep improving, he added. Crisil also said that improving fleet utilisation alone will not restore the sector’s profitability.
