Mr. Vaishnav Shetty, Executive Director of ECU Worldwide, said: “India is going through a massive humanitarian crisis and it is only natural that companies like us step up to help the government where we can. These 6,000 oxygen cylinders for Delhi will help ease the pressure, and I am proud we have been able to coordinate the logistics of a very complex task at such a short notice. Our partnership with the Maharashtra government too has been fruitful, and we have been called in to help multiple times to support transporting oxygen concentrators and masks from other countries.” Earlier in April, Allcargo had flown in 500 oxygen concentrators from Singapore to Maharashtra in April on a not-for-profit basis after Maharashtra Health Minister Rajesh Tope reached out to Allcargo Chairman Shashi Kiran Shetty. To meet the rising demand in the state, Allcargo has also shipped two million masks from Singapore for the Maharashtra state government. It will also be shipping

another one million masks by air from the USA, China and other countries. The oxygen cylinders were transported in eight chartered flights from Shanghai, with Allcargo and ECU Worldwide responsible for arranging flights at origin in a period of high demand at short notice, landing rights permissions from the Chinese Civil Aviation Ministry in coordination with the Indian Embassy in Beijing, clearance at origin and destination and final delivery to site, entirely on a not-for-profit basis. Höegh Autoliners provides Fast, Reliable & Safe solution for heavy cargo from India to Africa MUMBAI: With an exceptionally tight deadline to transport locomotives from India to Africa, Freight For warder Kodan Solutions chose Höegh Autoliners for their unbeatable service and experience in transporting heavy breakbulk cargo. Competitive service to Maputo When two heavy locomotives needed to be shipped to meet a rail project deadline in Mozambique, our team in India responded with a quick and safe solution. Capt Atuldutt Sharma of Höegh Autoliners India says, “We were contacted by Kodan Solutions for an urgent request to transport heavy locomotives that would support the development of the rail network in Mozambique. By offering the most competitive transit time of 20 days in our Middle East to India and Africa liner service, we could help Kodan Solutions to meet their project deadline. Experience in heavy shipments Höegh Autoliners has extensive experience transporting heavy breakbulk cargo within various segments. Our cargo operations team will find the smartest solution to ensure its safe shipment. The customer delivered the 21 metre long and 80 Metric Tonne locomotives to the terminal, where they were safely stuffed and lashed on our 62’ Rolltrailers. Due to good cooperation between involved parties, the total height was just low enough to fit on board Hoegh Seoul. Einar Bassøe, Head of Global Cargo Operations says, "Our vast experience in handling various cargo on rolltrailers enabled us

to plan and stuff the locomotives safely onto our 62-feet rolltrailers, while maintaining weight distribution and height clearance." Safe with RoRo The advantage of using Roll On Roll Off (RoRo) vessels is its safety; both by rolling the cargo on board, as no high lifting is involved, as well as protecting cargo underdeck during its ocean transportation. Jitesh Palande, Liner Sales in Höegh Autoliners India says, “By transporting the locomotives underdeck, we can ensure it is not exposed to elements such as seawater and humidity. This removes the need for packing, saving time and reducing costs.” The locomotives were safely loaded in Mumbai on board Höegh Seoul to be discharged in Maputo, where they are scheduled to be commissioned into service in Mozambique. Ms. Ittu Sharma, CEO of Kodan Solutions says, “We needed a dependable partner that could support us in our urgent request. With Höegh’s reliable and fast service, as well as expert breakbulk expertise we knew we were in safe hands. They delivered a safe and high-quality solution, ensuring we met our project deadline.”

CBIC asks officials to handhold businesses in tax refund claims NEW DELHI: The Central Board of Indirect Taxes and Customs (CBIC) has ask e d f ie ld o f f ice rs to handho ld businesses and merchants in their tax refund claims to help clear dues by the end of this month. CBIC has in two separate communications to field officers, urging the staff to revisit pending individual tax refund claims to process all genuine applications by the end of May. The tax authority is currently holding a refund drive to clear all pending dues. CBIC reminded officers of the steps taken to help clear pending claims including the rule changes last week

that made it easier for businesses to rectify their refund applications. Mint has seen copies of the communications. The move comes at a time many small businesses are facing cash flow related problems due to disruption in business activities and subdued demand. Easing the liquidity concerns of small businesses is crucial for the economy to recover given the significant role these entities play in job creation and in exports. As per official estimates, micro, small and medium enterprises account for about a third of India’s gross domestic product. The smallest among them were badly hit

and have been forced to shut shop since the pandemic began, according to a Mumbai-based entrepreneur who spoke on condition of anonymity. CBIC launched the tax refund drive on 15 May that will run till 31 May. The idea is to process all pending GST refund claims on priority. The tax authority reminded field officers that restrictions placed on e-way bill generation in certain circumstances have also been eased. It also informed that between 1 July 2017 when GST was introduced and 31 March 2021, it has cleared nearly Rs. two trillion in tax refunds to over one lakh exporters.

Concor ‘settles” land license fee issue with Indian Railways: Concor CMD N E W D E L H I : Container Corporation of India Ltd (Concor) has “settled” the vexed land license fee issue with the Railways Ministry, its Chairman and Managing Director V Kalyana Rama was quoted as saying recently. But this will not help remove the hurdle in issuing expression of interest for the planned privatisation of India’s biggest rail hauler of containers, government sources said. “The land license fee issue has been settled between Concor and the Railways Ministry,” Kalyana Ram told. “The land license fee will be charged at 6% of the current market value of land,” he said. Beginning April 1, 2020, the Railways Ministry decided to charge the annual LLF from Concor at the rate of 6 per cent of the industrial land value per acre where the terminal is located, which will escalate by 7% annually. Till FY20, the LLF for the land leased from Indian Railways for

running terminals and depots was paid by Concor on a per container basis that rose annually in tandem with the percentage increase in net profit of the company. In FY20, the LLF was billed at the rate of Rs 1,175 per twenty-foot equivalent unit (TEU). There was some confusion over the calculation of land value between the two sides for working out the land license fee, he said. “Finally, it has been decided that the license fee will be linked to the current market value of land,” Kalyana Rama said. When asked whether the consensus on calculating the land license fee would alter the status of a proposal piloted by the Railways Ministry to the cabinet on the matter, Rama said: “The issue before the Cabinet is a policy on land licensing for the purposes of disinvestment”. Government sources said that the policy when approved by the cabinet will be applicable to Concor also. The Department of Investment and

Public Asset Management (DIPAM) that oversees the asset sale programme of the government, is awaiting cabinet approval for a land licensing policy for land owned by Indian Railways ahead of seeking expression of interest from potential buyers for privatisation of Concor. The revised mode of collecting the LLF from April 1, 2020 jacked up Concor’s pay-out on this count to Rs 590 crore in FY21 from Rs140 crore in Fy20. Concor currently runs 64 inland container depots (ICDs) of which it has to pay LLF for 25 terminals because they are built on land leased from Indian Railways. Following a suggestion from the Finance Ministry to cut the land license fee for attracting larger bidder interest for Concor and improve valuation, the Railways Ministr y, in its cabinet proposal, is understood to have proposed levying the LLF at the rate of 3 per cent of the industrial land value per acre where the terminal is located.

Iron ore export to China destabilises steel production in India NEW DELHI: Spike in iron ore export, largely to China, has made the lives of Indian steel makers miserable. Though global steel prices have been high in the first four months of this year, producers are struggling to supply as there is a huge shortage in raw material, iron ore. In the first four months (JanuaryApril), iron ore exports from India increased by 66 per cent to 22.42 million tonne (MT). About 90 per cent of the export goes to China. The country, which is the world’s largest steel producer, imported 20.28 MT of iron ore from India in the first four months compared to 12.24 MT in the same period last year. The price of hot rolled coil (HRC) increased to Rs 70,000 per tonne as compared to Rs 45,000 at the same time last year. On the other side, NMDC’s

iron ore price jumped 156 per cent to Rs 6,560 a tonne in April-beginning, compared to Rs 2,560 a year back. Due to economic disruptions post Covid-19 outbreak, iron ore production fell sharply by almost 44 million tonne (MT) to 202 MT in 2020-21 vis-a-vis 246 MT in the previous year. However, the country’s exports increased by 62 per cent to 60 MT against 37 MT. It created an overall short supply of around 70 MT after adjusting incremental exports and drop in production. Because of huge volumes of iron ore exports, Indian companies are not able to evacuate their share of raw material from eastern India, especially Odisha, the major iron ore exporting state, say industry sources. The logistic congestion had recently disturbed production of JSW Steel’s Dolvi plant in Maharashtra.

Steelmakers in the country have demanded an iron ore export ban as the shortage resulted in a spike in prices of raw material as well as steel. Union Minister Dharmendra Pradhan a few months ago had said the government was considering imposing a short-term ban on exports of iron ore in the wake of domestic shortage. But the government did not take any steps. Big steelmakers with captive iron ore mines like Tata Steel, JSW Steel and ArcelorMittal Nippon are largely unaffected by the rise in raw material cost, but are getting the benefits of the resultant rise in steel prices. It is largely the small secondary steel players that have witnessed huge losses because of a steep rise in iron ore prices. The secondary steel units contribute 50 per cent of steel production in India.

"Trade between India and Singapore is a little over USD 19 billion," said the High Commissioner. "It is likely to be around USD 21 billion when the full data for the financial year 2020-21 is available. From April 2019 to March 2020, it was USD 23

billion," the envoy was quoted as saying recently. Kumaran further said that "It is very encouraging despite the pandemic. Good performances by both sides under extremely stressful circumstances. It shows that we need each other and have to continue to support each other." Meanwhile, Singapore has topped the list of foreign investment generators, accounting for 29 per cent of the record USD 81.72 billion foreign

direct investment India received during the financial year 2020-21. He further noted that "we also calibrate the number of flights depending on the load. To optimise the load, the carriers do multiple destinations in India. For instance, we combine Chennai and Mumbai or Delhi. So, two destinations get connected." However, the number of people taking the Vande Bharat flights have considerably reduced in recent weeks, according to Kumaran.

GST Council meet 43rd: IGST exempted on Covid relief items' Import NEW DELHI: The GST Council has left taxes on Covid-19 vaccines and medical supplies unchanged but

IMO paving the way for autonomous vessel regulation LONDON: The International Maritime Organisation (IMO) completed a regulatory scoping exercise to assess future regulation of Maritime Autonomous Surface Ships (MASS). At its 103rd session, IMO’s Maritime Safety Committee (MSC) analysed existing ship safety treaties with a view to regulation of MA SS and keeping regulations fit for advancing technologies. The scoping exercise completed at MSC 103 started in 2017, considered multiple levels of automation, and looked at whether IMO provisions applied to MASS operations, contained gaps, outright prevented MASS operations or needed amendments or clarifications. Scope for accommodating MASS operation were then considered, with provisions assessed based on whether they could accommodate MASS in their current state or with interpretations, with amendments, with a new instrument, or none of the above. “The outcome highlights a number of high-priority issues, cutting across several instruments, that would need to be addressed at a policy level to determine future work,” IMO said in a

press release. Developing agreed terminology and definitions around MASS were identified as a priority, along with agreeing requirements and standards for vessel remote control stations. Many of the questions to be answered were around people and remote operation, with definitions needed for terms like master and crew, and consideration of whether remote operators would be designated as seafarers. “Further common potential gaps and themes identified across several safety treaties related to provisions containing manual operations and alarms on the bridge; provisions related to actions by personnel (such as firefighting, cargoes stowage and securing and maintenance); watchkeeping; implications for search and rescue; and information required to be on board for safe operation,” said IMO. MSC noted a preference for a holistic approach to incorporating MASS in IMO regulations through development of a goal-based MASS instrument, and invited member states to submit proposals to a future MSC session on how best to move forward.

To give an idea of the size of the exercise, the safety treaties assessed include: the SOLAS Convention and various codes made mandatory under SOLAS (Casualty Investigation, Enhanced Survey Programme (ESP), Fire Safety Systems (FSS), Fire Test Procedures (FTP), Bulk Chemical (IBC), Gas Carrier (IGC), Solid Bulk Cargoes (IMSBC), Dangerous Goods (IMDG), Carriage of Irradiated Nuclear Fuel (INF), Intact Stability, International Safety Management (ISM), Ship and Port Facility Security (ISPS), Grain, Polar, Recognized Organizations (RO)); collision regulations (COLREG); Load Lines Convention and 1988 Protocol; Convention on Safe Containers (CSC); STCW Convention and Code, as well as STCW-F Convention; search and rescue (1979 SAR Convention); tonnage measurement (Tonnage 1969) and the Code of Safe Practice for Cargo Stowage and Securing (CSS Code) and IMO Instruments Implementation Code (III Code). I M O ' s L e g a l a n d Fa c i l i t a t i o n Committees are also in the process of conducting regulatory scoping exercises on conventions under their purview, said IMO.

Indian Horticultural products gets an export boost with Second virtual trade fair by APEDA N E W D E L H I : To b o o s t e x p o r t potential of India’s agricultural and processed food products during the COVID19 pandemic, the second virtual trade fair (VTF) for horticultural produce organised by APEDA was inaugurated. The three days VTF (May 27-29, 2021) display India’s unique fruits, vegetables and floricultural products sourced from various regions for the global importers. There are more than 471 exhibitors or exporters have displayed their products in the virtual platform. 543 numbers of visitor /importers have registered their participation in the VTF. The exhibitors or exporters of fresh vegetables, fresh mangoes, fresh pomegranate and grapes and other fresh fruits have showcased their products for their global importers. Visitors from India, Singapore, the United States, Australia, United Kingdom, Nigeria, Bahrain, Israel, Suriname, Afghanistan, Japan, Iceland,

Maldives and Br unei have already participated in the VTF. Earlier, APEDA organized the first VTF during March 10-12, 2021 which drew more than 404 visitors. There were 313 exhibitors registered for the mega virtual event where 128 stalls were set up to showcase products from the categories - basmati rice, nonbasmati rice, millets, wheat, maize, groundnut and coarse grains. The buyers from around the globe showed keen interest in a variety of product categories displayed during VTF. Because of COVID19 related restrictions on physical travel and trade, APEDA has initiated the concept of VTF for sustaining India’s agricultural and processed food products exports and also exploring new markets for expanding export footprints. In the pre-COVID19 era, trade fairs and exhibitions have been instrumental in promoting export of agricultural foods by

APEDA. In the VTF, the trade facilitations take place using interactive technology. At VTF, the exporters and importer meetings were held with no interruption via audio as well as video sessions. The fair provided the facility workshops, product launches, live streams and webinars. The virtual meet facilitated private meetings as well as personalized meetings. The online interactions between exporters and importers and data exchanged during such interaction were secured and could be accessed only by parties concerned. Such virtual events also provide cost effective and productive platforms where the buyers and sellers could negotiate or discuss trade face to face giving a feel of real time exhibitions or fairs. APEDA has been a pioneer in taking IT initiatives in the past in terms of making its process system online, implementation of traceability and adoption of advanced technology.

Bangladesh moves towards mandatory e-payment of all Customs tariffs DHAKA: To make export and import activities in Bangladesh quicker, the government has made electronic payment of all types of duties, fees and charges in customs houses of more than Tk2m ($23,500), mandatory from 1 July, the first day of the fiscal new year. And, from 1 January 2022, duties and charges of any amount must be paid electronically, affecting customs in

airports, seaports and land ports. E-payments of duties and charges at Kamalapur inland container depot were made mandatory last month, part of efforts to modernise customs in the country, simplify international trading and speed up the release of goods and services. Bangladesh currently ranks at 168 out of 190 countries in ease of doing business, according to the World Bank.

To f a c i l i t a t e e - p a y m e n t s , Bangladesh’s central bank will keep open its real time gross settlement system (RTGS) for an additional two and half hours each day, up to 6.30pm. Bangladesh’s largest state-owned bank, Sonali, will provide the necessary services to allow e-payment on weekends and holidays when the central bank’s RTGS system is shut.

emissions per TEU /km travelled by 49% over 2008 levels, with a target of reducing emissions by 50% by 2030. The line also plans to offer a biomethane-fuelled shipping service. LNG has increased in popularity as a fuel choice, taking a growing share of the newbuild orderbook.

MOL accelerates Digital Transformation by introducing Support System for Car Carrier Allocation Planning TOKYO-Mitsui O.S.K. Lines, Ltd. (MOL; President & CEO: Takeshi Hashimoto; Headquarters: Minato-ku, Tokyo) recently announced that MOL and its group company MOL Information Systems, Ltd. (President: Tsuyoshi Yoshida; Headquarters: Minato-ku, Tokyo) have started operation of support system for car carrier allocation planning that relies on mathematical optimization (Note 1) that is an underlying technology of artificial intelligence (AI). MOL operates one of world's car carrier fleets, with about 100 vessels. Ocean transport routes connecting automobile manufacturing plants and markets around the globe are diverse, and it is critical to keep the entire fleet operating at peak efficiency to meet the needs of customers worldwide. That means the MOL Group needs to simulate transport routes per vessel several months ahead of time, and to achieve optimal, fleetwide solutions from theoretically millions of possible combinations involving all of its vessels.

In cooperation with Professor Shunji Umetani (Note 2) of Osaka University, MOL developed an algorithm (Note 3) that elicits the optimal allocation plan from an enormous number of combinations using mathematical optimization, and started operation of a system based on the algorithm. Introduction of the system enables speedy decision making and greater flexibility in meeting changes in transport demand. In addition, improvement of fleet-wide efficiency reduces fuel consumption per unit transported, reducing the environmental impact of fleet operation. The MOL Group continually improves transport service quality by advancing Digital Transformation (DX) in a proactive manner, with the aim of becoming the customers' first choice as a logistics business partner. (Note 1) Mathematical optimization An underlying technology of artificial intelligence (AI) and a method for decision-making and problem-solving. Mathematical optimization finds an answer that minimizes (or maximizes) objective functions under given constraints and conditions. It is used in a broad range of areas such as investment management, logistics and supply chain management, energy management, and scheduling.

(Note 2) Shunji Umetani, Endowed Chair Professor in the Graduate School of Information Science and Technology Acquired Ph. D (Informatics), Department of Applied Mathematics and Physics, Graduate School of Informatics, Kyoto University in 2003, and from 2008 served as Associate Professor, Department of Information and Physical Science, Graduate School of Information Science and Technology, Osaka University.

His focus is on combinatorial optimization. He is engaged in development of algorithms that efficiently find practical solutions for problems of large-scale and diversified combination based on large-scale data collected from the real world. He is also actively working to develop real applications using mathematical optimization through industry-academia collaboration. (Note 3) Please refer to September 30, 2019 press release: MOL Group Successfully Develops Car Carrier Allocation/Loading Plan with Fundamental technologies of AI Significantly Improving Efficiency in Planning and Validation with 'Mathematical Optimization' MOL also started development of cargo loading plan support system using mathematical optimization.
