2028 is earliest for overcapacity absorption : Sea-Intelligence COPENHAGEN: The market is heading into a traditional downcycle, as 2023 is seeing significant excess capacity being delivered, and in all likelihood the same will happen in 2024. The question then remains of when the current and overcoming overcapacity market will balance again. In issue 637 of the Sunday Spotlight we defined the most positive scenario, within reason, from the perspective of the carriers, as the following: 1) Container volume growth of 3.8% Y/Y from 2024, matching the average growth of the post-financial crisis and prepandemic period of 2011-2019, 2) Supply growth in 2023-2026 based on the current orderbook, 3) Supply growth of just 1.3% for the period post-2026, matching the lowest level seen in the past 10 years
(in 2016), and 4) A “structural factor” – i.e. how much faster supply can grow over demand, with the market remaining in balance – of 2.2 percentage points. Figure 1 shows the extent of the global over-supply, compared to the pre-pandemic norm of 2019, for the 2020-2030 period, given the rather optimistic assumptions above. So absent an explosion in global container demand, another pandemic soaking up capacity, or carriers laying up a significant share of the global fleet and ordering no more vessels, then we could see a 2019-level of supply/demand balance in 2028. Gaining this balance in 2028 would imply an 8-year span – the same as the cycle from the financial crisis until balance was restored again in 2017. The worst of the overcapacity will be seen in 2024, and by 2026, 1/3rd of the
overcapacity will have been absorbed. However, if the assumptions underpinning the positive scenario are put in jeopardy by lower demand growth, even modest supply growth, or a lower structural factor, all of which are quite likely, then the 2019-level balance could be pushed out to 2030 or beyond.

30th OCTOBER 2023 19
CBIC issued circular regarding the revision of All Industry Rates (AIRs) of Duty Drawback NEW DELHI: The CBIC issued Circular No. 26/2023-Customs dated October 26, 2023, regarding the revision of All Industry Rates (AIRs) of Duty Drawback. These revisions were notified in Notification No. 77/2023-Customs (N.T.) dated October 20, 2023, and they will come into force on October 30, 2023. The Government has notified the revised All Industry Rates (AIRs) of Duty Drawback, vide Notification No. 77/2023-Customs (N.T.) dated October 20, 2023 which will come into f o r c e o n 3 0 t h O c t o b e r, 2 0 2 3 . The notification may be downloaded from Board’s website and carefully perused for details. The salient features of the revised rates of Duty Drawback are as follows: (i) Each tariff item in the Schedule, annexed to the above-mentioned Notification, has been provided with an AIR specified under column (4) with cap of Duty Drawback amount, wherever applicable, given under column (5). For claiming these AIRs, the relevant tariff item has to be suffixed with letter ‘B’. For example, for export of goods covered under tariff item (TI) 610901, the drawback serial number should be declared as 610901B; (ii) The Notification also specifies, in the Table annexed thereto, AIRs on export of items covered under Chapters 61 and 62 of the Schedule (viz. articles of apparel and clothing accessories) made under Special Advance Authorization Scheme (para 4.04A of Foreign Trade Policy 2015-2020 and Foreign Trade Policy, 2023) in terms of Notification No. 45/2016-Customs dated August 13, 2016 and Notification No. 27/2023Customs dated April 01, 2023. For claiming these AIRs, the relevant tariff item has to be suffixed with letter ‘D’, instead of the usual suffix ‘B’ mentioned above. For example, for export of goods under Special Advance Authorization Scheme covered under tariff item (TI) 610901,
the drawback serial number should be declared as 610901D; (iii) AIRs of Duty Drawback have been increased for certain items pertaining to chemicals (Chapter 29), finished and lining leather, leather articles and footwear (Chapter 41, 42 and 64), textiles and articles thereof made of silk/ wool/cotton/ MMF other than of nylon) (Chapter 50 to 63), carpets (Chapter 57), glass and glass ware (Chapter 70) and gold jewellery and silver jewellery/article (Chapter 71). The increase in AIRs is on account of various factors such as changes in duties, price (CIF) of imported inputs, FOB value of export goods, import intensity of inputs etc.; (iv) AIRs have been rationalized for various items, including textiles and articles thereof made of nylon, on account of reasons such as decrease in BCD rate, changes in price (CIF) of imported inputs, FOB value of export goods, import intensity of inputs etc.; (v) New tariff items have been introduced in the Schedule pertaining to sectors, viz. sugar confectionary (2 items), chemicals (21 items), pharma (2 items), plastic (7 items), leather articles and footwear (8 items), cotton and manmade fibers/fabrics (4 items), apparels (1 item), footwear (1 item), article of stone (1 item), arms and ammunition (2 items) and furniture (4 items). Description of some of the existing tariff items have been revised for better product differentiation and for enabling tax neutralization for specific products. (vi) Appropriate caps of duty drawback amount have been provided wherever necessary to prescribe upper limit of duty drawback. (vii) `Schaeffers Acid’ is currently classified for duty drawback purpose under Tariff Item (TI) 291501. In light of its proper classification under C u s t o m s Ta r i f f H e a d i n g 2 9 0 8 , a separate entry for `Schaeffers Acid’ has been inserted under TI 290801. The duty drawback rate and cap
amount for the item remain unchanged. The existing entry for Schaeffers Acid (TI 291501) has been deleted. Representations have been received from various trade associations and export promotion councils stating that for products consisting of cotton and more than one manmade fibre, drawback was being denied under tariff item 610902‘blend containing cotton and manmade fibre’ on the ground that the said heading refers only to “manmade fibre” in singular. In this regard, it is clarified that as per section 13 of the General Clauses Act, 1897- words in singular shall also include the plural and vice versa’. In view of this, products containing cotton and more than one manmade fibre are squarely covered by the aforesaid tariff item 610902. Commissioners are expected to ensure due diligence to prevent any misuse. The shipping bills with parameters considered to be sensitive should be handled with adequate care at the time of export. There is also need for continued scrutiny so as to prevent any excess drawback arising from mismatch of declarations made in the Item Details and the Drawback Details in a shipping bill. Close watch should also be kept by the field formations regarding any changing trend of export valuation or drawback outgo in respect of goods where caps have been removed or increased as compared to the earlier caps. Any change in pattern should be immediately brought to notice of the Board. Commissioners may also inform, with appropriate data, the details of specific products where drawback cap needs to be reviewed or imposed. Suitable public notice and standing order should be issued for guidance of the trade and officers. Any inconsistency, error or difficulty faced should be intimated at the earliest to the Board.
India’s economy reaching $4 trillion by year-end and $10 trillion by 2030 NEW DELHI: Union Minister of Housing & Urban Affairs and Petroleum & Natural Gas, Hardeep Singh Puri, stated that India is poised to reach a $4 trillion economy by the end of the year and is projected to attain a $10 trillion economy by 2030. He also emphasised the significance of the growing India-US relationship, highlighting the importance of collaboration in areas such as green energy and others to promote mutual growth.
Addressing the 10th Annual Forum of the Public Affairs Forum of India (PAFI), Puri said, “India will be a $4 trillion economy by the end of the year and $10 trillion by 2030. The growth of India-US ties is important. Areas like green energy and others will be significant for collaboration to foster mutual growth.” Puri highlighted that India has the world’s most extensive metro network, surpassing the United States, and outlined plans to increase the number of airports by two-fold by
2040, noting the country’s order of 1000 new aircraft, while underlining t h e i m p o r t a n c e o f a v a i l a b i l i t y, affordability, and sustainability for India’s continued development. “India has the largest metro network in the world, larger than the US,” said Puri. Speaking about air connectivity, he said, “We have 74 airports, which will be doubled in number by 2040.” He also mentioned that India was among the few countries that have ordered 1000 new aircraft.

Indian Ports must address infrastructural and operational challenges: Droupadi Murmu CHENNAI: The operational efficiency and turnaround time of Indian ports need to match the global average benchmark to exploit the full potential of the maritime sector, said Pr e s i d e n t o f I n d i a D r o u p a d i Murmu. Speaking at the eight convocation of the Indian Maritime University (IMU) in Chennai on Friday, Murmu said, “India does not figure in the top 20 nations when it comes to the annual port calls. On the list of 50 best container ports worldwide, we only have two. The Indian ports must address infrastr uctural and operational challenges before they graduate to the next level. The majority of our fishing fleet is yet to be mechanised.” Detailing the need to overcome several challenges faced by the sector, she quoted as example the fact that “a lot of container ship cargo is diverted to nearby foreign ports due to depth restrictions. In the merchant and civilian shipbuilding industry,
we need to aim for the highest standards of efficiency, efficacy and competitiveness.” Citing the Sagarmala programme, Murmu said it was a significant move away from port development to portled development. “The five pillars of “port-led development” envisaged by Sagarmala are port modernisation, p o r t c o n n e c t i v i t y, p o r t - l e d industrialisation, coastal community development and coastal shipping or inland water transportation. “Earlier this month, the third edition of the Global Maritime India Summit attracted Rs 10 lakh crore of investment, which will help in achieving ‘Amrit Kaal Vision 2047’. Moreover, the Government of India is working to realise its vision of ‘Ports f o r P r o s p e r i t y a n d Po r t s f o r Progress’.” She said, “One of the gravest challenges of our time is climate catastrophe which includes rising temperatures and sea levels.
The maritime sector needs to be agile, proactive and swift in adaptation and mitigation of climate change which risks disr upting livelihoods, particularly among vulnerable communities.” Murmu appealed to the graduating students to have an obligation towards the health of ecology and ecosystem. “The need of the hour is sustainable and efficient maritime-related activities including shipping. More resilient and greener practices in the ocean are also essential for a healthy ecosystem,” she said. “The country’s maritime sector plays a vital role in its trade and economic growth, as 95% of the country’s trade by volume and 65% of the trade by value is undertaken through maritime transport. The coastal economy sustains over four million fishermen and India is the second largest fish-producing nation with a fleet of about 2,50,000 fishing boats.”
Russia strikes deal with Dubai’s DP World to develop Arctic Sea route M O S C O W: Ru s s i a n N u c l e a r Agency Rosatom said on Tuesday it has set up a joint venture with Dubai’s DP World to develop container shipping through the Arctic as part of an initiative heavily promoted by President Vladimir Putin. The deal with one of the world’s top port operators is the most tangible sign yet of Moscow’s ability to attract big international partners to help it realise its ambitious plans for what it calls the Northern Sea Route. Putin has talked up prospects for the Arctic corridor, including in a speech at China’s Belt and Road forum last week, as Russia shifts its trade eastwards in response to Western sanctions over the war in Ukraine.
The route, made viable by the melting of Arctic sea ice due to climate change, runs from Murmansk near Russia’s border with Norway to the Bering Strait near Alaska. “As for the Northern Sea Route, Russia is not just inviting its partners to actively use its transit potential. I will say more: we invite interested states to directly participate in its development,” Putin said in Beijing last week. The joint venture, International Container Logistics, was registered on Oct. 20, with authorised share capital of 960 million roubles ($10.3 million). It will be 51% owned by a unit of Rosatom, the designated
infrastructure operator of the Northern Sea Route, and 49% by the Russian unit of DP World. “The collaboration between these two companies is aimed at developing an additional trade route for maritime container transportation through the Northern Sea Route,” Rosatom said. It said the immediate objectives included completing the design of infrastructure facilities and specifying the volume of investment needed. No comment was immediately available from DP World. The two companies first announced in 2021 that they would work together to pilot container shipping between northwest Europe and east Asia via the Arctic.
India will build 24 cargo ships for Russia over the next three years PANAJI: India will build 24 cargo ships for Russia over the next three years to facilitate trade via the Caspian Sea, according to the head of the Caspian International Integration Club "North - South". Dmitry Dubovik said that a deal between Moscow and New Delhi was set to be signed on Thursday at an
international forum in the Russian city of Astrakhan. The construction of the first four vessels will begin in the first quarter of 2024 at a shipyard in Goa, Dubovik said. India will build three types of vessels for Russia – chemical tankers, bulk carriers, and container ships, with a total of 24 vessels being
delivered before 2027, he added. The Caspian Sea is the world's largest inland body of water, located between Asia and Europe and bordered by Russia, Iran, Azerbaijan, Turkmenistan, and Kazakhstan. Three major rivers and numerous smaller rivers flow into it, providing a wide range of trade route options.

Saudi Arabia seeks trade deals, mulls BRICS offer to lift exports RIYADH: Saudi Arabia is looking to sign more free trade agreements and still considering joining the BRICS club of emerging nations, as it looks to boost non- oil exports, according to the Kingdom’s Minister of economy and planning, Faisal Al Ibrahim, Authorities are exploring exploring trade deals with an “ambitious” list of countries, Faisal Al I b r a h i m s a i d i n a n i n t e r v i e w, declining to name them. The gover nment also wants to renegotiate some existing pacts to
“unlock some challenges,” he said. “Exports are growing, but not as much as we want them in terms of non-oil exports,” Al Ibrahim said. “We want them to grow faster.” Saudi Arabia is lining up more free trade deals as it pursues a plan to diversify the $1.1 trillion economy to reduce its dependence on oil. It’s plowing billions of dollars into an attempt to become a global supply chain hub and creating new industries like electric vehicles and phar maceuticals to meet local demand and for export to the
Middle East and Africa. The trade talks, which would be negotiated through the Gulf Cooperation Council bloc of six Middle East countries, aim to give the kingdom “access to export markets more easily, but also give us access to a secure supply of the imports needed for the manufacturing and the valueadding process that will happen in Saudi Arabia,” Al Ibrahim said. The country’s free-trade agreements, or FTAs, currently “cover only 5%” of the global economy, he said.
BIMCO: Containerships hit their highest average age to date COPENHAGEN: Containerships have now reached their highest average age to date, standing at 14.2 years. This places them as the oldest vessels among the three major shipping sectors. In contrast, dry bulk vessels have an average age of 11.9 years, while tankers, on average, are 12.8 years old, BIMCO said in the latest market report. “The average age of the container fleet has increased 4.3 years during the past 13 years with the average age hitting a recent low of 9.9 years in August 2010. The 2,516 ships delivered, and 1,384 ships recycled since then, have not been sufficient to keep the average age down,” Niels Rasmussen, BIMCO’s Chief Shipping Analyst, said. As informed, 21% of ships in the container fleet are now older than 20 years and thereby prime candidates for recycling in the coming years. Of the ships older than 20 years, the size segments 0-2,999 TEU and 3,0005,999 TEU contribute 76% and 16% respectively, highlighting that fleet
renewal in the past years has been focused on the post-panamax segments. More importantly, nearly 70% of all container ships are over 10 years old. All ships built according to slow steaming principles so far, have been delivered within the last 10 years, allowing for lower energy consumption per container carried, Rasmussen said. Furthermore, the current order book still focuses on the largest ships, and the number of ships on order in the size segments below 6,000 TEU is
significantly below the number of ships older than 20 years in the same segments. In the 0-2,999 TEU segment 317 ships are on order, but 994 ships are more than 20 years old. Similarly, the size segment 3,0005,999 TEU has 210 ships older than 20 years but only 100 ships on order, BIMCO’s data shows. “Despite the significant downturn experienced in container freight rates during the past 15 months, recycling of ships during 2023 has remained low compared with the past 10 years. In the first nine months, 57 ships have been recycled compared to 81 on average during the previous 10 years,” Rasmussen noted. “The order book contains 750 ships to be delivered before the end of 2025. Depending on the number of ships recycled, this should allow the average age to decline and the average energy efficiency of ships within all size segments to increase. In addition, the share of ships able to use alternative low carbon fuels will increase.” he added.
Southern Dedicated Freight Corridor: Why it must be prioritised after EDFC and WDFC NEW DELHI: While two major DFCs are under construction in the eastern and western parts of the country, South India still lacks its dedicated freight corridor. India’s burgeoning economy relies heavily on the efficient transportation of goods. To facilitate this, the Dedicated Freight Corridor (DFC) project was initiated to create specialised rail routes for freight, enhancing connectivity and reducing transit times. This monumental project stands as one of the most ambitious railway initiatives since India’s independence. Prime Minister Narendra Modi inaugurated the DFC network on
12 December 2020, hailing it as a game changer for India in the 21st century and a catalyst for rapid national development. The DFC project is strategically aligned with the National Rail Plan, which sets a bold objective: to increase the railway’s modal share in India from the existing 28 per cent to an impressive 44 per cent by the year 2051. Crucially, the DFC is not just a railway project; it’s a linchpin of the National Logistics Policy, aiming to reduce logistics costs from the current 15 per cent of GDP to a more sustainable 8 per cent by 2030. While two major DFCs are under construction in the eastern and
w e s t e r n p a r t s o f t h e c o u n t r y, South India still lacks its dedicated freight corridor. South India boasts a robust manufacturing and agricultural s e c t o r, i n c l u d i n g s i g n i f i c a n t industries in information technology, automotive, textiles, and more. These sectors rely on efficient transportation networks for the timely and cost-effective movement of raw materials and finished goods. Currently, most of South India’s freight is transported using the existing rail network, which is shared with passenger trains, leading to capacity constraints and slower transit times.
