Ports should prepare Master Plan to become Mega Ports by 2047 : Sarbananda Sonowal NEW DELHI - The three day Chintan Baithak of Ministry of Ports, Shipping and Waterways chaired by Shri Sarbananda Sonowal, Union Minister for Ports, Shipping and Waterways concluded on 28th June with some of the remarkable decisions. The baithak was organized with an aim to discuss and deliberate ideas and innovations that can propel India’s blue economy. The Chintan Baithak was co-chaired by Shri Shripad Yesso Naik and Shri Shantanu Thakur, Ministers of State for Ports, Shipping and Waterways and attended by Chairpersons of all Major Ports, and Senior Officials of MoPSW, for brainstorming on promoting India’s marine economy. Speaking at the occasion Shri Sonowal reiterated Prime Minister Narendra Modi’s vision to develop and promote India’s blue economy. He further suggested that all ports should prepare master plan in order to become Mega Ports by 2047. The Chintan Baithak witnessed deliberation on various innovative projects undertaken by them such as Buffer Parking Yard for Container Trailers, Smart Vessel Traffic Management System, 5G Network Pilot Project, Supervisory Control and Data Acquisition (SCADA) System for Oil Pipeline Operations, Automated Vehicle Scanning, RFID Scanning of Personnel, Drone Surveillance, Green Warehousing System, Rejuvenation of Waterbodies, etc. Entire three day Baithak was divided into various sessions with exclusive themes focusing on various aspects and prospects of the shipping industry along with role to be played by the MoPSW towards nations development. The session on ‘Implementation of New Tariff Guidelines for existing projects and Ongoing Projects’ pondered on the issue of tariff fixation of existing BOT operators. While, the session on ‘Ensuring level playing field amongst New and Existing Concessionaires in Context of New MCA’ discussed the challenges brought by New MCA 2021 bringing in tariff dynamism based on market rates thereby resulting in nonlevel playing field for old players. The session on ‘Integration of IWT, Coastal and ExportImport Transport’ charted out the potential benefits of improving Port Cargo via Coastal and Inland Waterways Transport in terms of cost savings and emission reduction. Through concerted effort by Central and State Govt, Coastal and IWT can become complementing modes with Rail and Road Transport. The Chintan Baithak also focused on ‘New Generation Automated Technologies’ wherein application of various cutting-edge technologies such as drone surveillance, Internet of things, Artificial Intelligence, etc, can significantly improve operations at Indian Ports. A presentation on Steps to be taken to compete with private/Non-Major Ports talked about increasing competitiveness in the port sector and the positioning of Major Ports versus the Non-Major Ports in India. Shri Sonowal suggested the Major Ports to draft land policy guidelines, explore potential of satellite presence out of port limits. In order to make SPVs more efficient and effective, the
Minister directed the officials to repurpose the SPVs so as to make them lean and agile towards achieving the desired objectives. He also insisted on enhancing operational performance of Dredging Corporation of India and importance of multimodal connectivity. Also to increase the port performance, Shri Sonowal suggested all the ports to develop independent feedback mechanism to identify gaps and resolve them in consultation with all the stakeholders. It also proposed 100% financial assistance for developing dedicated coastal berths at ports through Sagarmala programme and to offer more berths on PPP mode. It was suggested by the Minister that all ports must explore way of adopting the intervention of VHF technology at their ports. The Green Ports Policy was also discussed, which will be applicable for all the Major and Non-Major Ports of India. The draft policy also suggested port authorities to explore the option of project financing through multi-lateral development banks/other financial institutions/any green financing agencies. Shri Sonowal concluded that the reflections from the ‘Chintan Baithak’ will help create the roadmap to put India as one of the world’s maritime leaders.
CONCOR expected to see a robust volume pick-up, driven by the commissioning of DFC : Motilal Oswal Research MUMBAI - State-run Container Corporation of India (CONCOR) is expected to see a robust volume pick-up, driven by the commissioning of the Dedicated Freight Corridor (DFC), a recent report said. Noting that the commissioning of the Dedicated Freight Corridor (DFC) will drive sustainable volumes and earnings performance for the entity, Motilal Oswal Institutional Equities in its report also said that the company is witnessing the benefits emanating from the recent commissioning of the Rewari-toPalanpur DFC stretch. There has been a significant gain in terms of faster turnaround time and improved efficiency and
further benefits are expected once the DFC is connected to Dadri and JNPT, it said. According to Motilal Oswal, while the construction of DFC has been slow due to the COVID-19 pandemic and land availability issues, it is expected to pick pace going forward. The company, it said, is targeting an Export-Import and domestic volume growth of 12-15 per cent and 25 per cent, yearon-year, respectively, taking total volumes to an estimated around 5-million TEUs this fiscal, as per the report. The domestic segment is expected to grow faster than ExportImport and reach around 25MT by FY25, it added.

India’s International Economic Resilience improves to 2nd position in the year 2022 from 3rd position in 2021: PHD Chamber NEW DELHI - India exhibits the strongest robustness amidst the testing times of COVID-19 and geopolitical distress. In the International Economic Resilience, Indian Economy improved from 6th position in 2019 to 4th position in 2020, 3rd in 2021 and 2nd in 2022 among the top ten leading economies, said the Industry body PHDCCI. Despite the massive disruptions in both demand and supply side factors as caused by the COVID -19 pandemic and further geopolitical distress, India, through its effective dynamic policy environment, is the only economy among the top ten leading economies which has shown consistent improvement in its macroeco no mic pe r f o r mance during the last four years despite global economic crisis of COVID19 and recent geo -political developments, said Shri Pradeep Multani, President, PHD Chamber of Commerce and Industry in a press statement issued recently. The conjuncture of COVID-19 led to an economic crisis and the intensifying geopolitical distress have exposed the world economy to a diverse range of domestic and external vulnerabilities. At this juncture, the rank analysis of International Economic Resilience (IER), based on the 5 lead macroeconomic indicators, for each of the years of 2019, 2020, 2021 and 2022 suggests that India’s macroeconomic endurance has consistently improved over the last few years as compared to the other leading economies in the world, and India is projected to improve to the IER rank of 2nd for the year 2022, says an analysis conducted by the industry body PHD Chamber of Commerce and Industry. The report released by PHDCCI, titled ‘Pre and Post COVID Economic Dynamics of Leading Economies’, (attached) is based on the comparative analysis of the leading economies’ resilience conducted on the basis of the five leading economic parameters viz., Real GDP growth Rate parameter, Merchandise Export Volume Growth rate, Current Account Balance (% of GDP), General government net lending/borrowing (% of GDP), and Gross Debt to GDP ratio
India’s greater and stronger supply-side interventions helped to improve its factors’ mobility. The pace of economic activity remains strong due to the structural reforms undertaken by the Government during the last 2 years, said the report released by PHDCCI. Going ahead, extracting the innate robustness of its underlying fundamentals and supported by a pragmatic and encouraging policy mix, Indian economy is projected to continue to grow at the fastest rate as compared to other leading economies in the world. As per the IMF estimates of April 2022 WEO, India’s real GDP growth rate and merchandise export growth rate for 2022 are projected to be the strongest at 8.2% and 7.0% respectively, Shri Pradeep Multani said. At this juncture, further expansion of trade and industry would be imperative to sustain the growing economic momentum. Further encouragement to MSMEs, agricultural and manufacturing sectors to make Indian supply chains more diverse will go a long way in realizing India’s economic recovery, further strengthening its economic resilience, and thus allowing for its even faster adaptation to such unprecedented times, added Shri Pradeep Multani. Going forward, there is a greater need for the Indian economy to focus more on long-term growth prospects w h i c h w o u l d h e l p l e v e r a g e t h e e v e r- e v o l v i n g geostrategic opportunities, he said.
India considers allowing some exports of raw sugar: Source NEW DELHI - India is considering allowing mills to ship out stocks of raw sugar that have piled up in ports and warehouses, Trade and Government sources said recently, weeks after it imposed curbs on overseas sale of the sweetener. Additional shipments from India, the world’s biggest exporter of sugar after Brazil, could weigh on raw sugar futures, which are trading near their lowest in four months. Last month, India capped this season’s exports at 10 million tonnes, a figure they had almost reached, in a bid to prevent a surge in domestic prices as the world’s second most populous nation battles high food inflation. “We are looking into it,” said a Senior Government official, who sought anonymity in line with official rules. “The proposal regarding raw sugar is under consideration.” He was referring to a request from sugar mills for the Government to let them ship out unrefined stocks as they grapple with mounting stockpiles of the sweetener following the ceiling on exports. The stockpiles are estimated to run into about half a million
tonnes of raw sugar, including about 200,000 tonnes stuck at ports across the Country. Trade, Industry and Government officials say that of India’s record 10 million tonnes of sugar exports this year, raw sugar accounted for about 4.5 million, while the rest was white, or the refined variety. Indian mills produce raw sugar only for the overseas refineries that turn ‘raws’ into whites. Over the past few years, India has been exporting reasonably large quantities of raw sugar, positioning it as a consistent supplier beside key players Brazil and Thailand. “Since raw sugar cannot be sold in the domestic market, it makes sense to export it,” said Aditya Jhunjhunwala, President of the Indian Sugar Mills Association, a Body of producers. “Otherwise, the quality of our stocks might deteriorate with time.” A Mumbai-based trader said the Government had already collected data from mills and exporters regarding raw sugar exports.

Chhattisgarh exports likely to improve further despite rising 3 times in last 3 years RAIPUR - The Russia-Ukraine war is likely to improve the export profile of landlocked Chhattisgarh, which has already nearly tripled during the past three years. Chhattisgarh’s exports reached Rs 25,241.13 crore in the financial year 2021-22 against Rs 9,067.92 crore worth of products shipped in 2019-20, according to the State Government’s data. While exports of iron and steel surged seven and a half times, rice shipping increased 4.68 times. Similarly, exports of aluminium and its products more than doubled. State officials attributed the surge — recorded during the Covid-19 pandemic period — to Chhattisgarh’s industrial policy 2019-24 and export incentives. Now, as the RussiaUkraine war advances, the state is looking to increase the volume further. “Chhattisgarh’s exports are surging and the Russia-Ukraine war could be one of the reasons,” said Amar Parwani, President of the Chhattisgarh Chamber of Commerce and Industry. The conflict—on top of the Covid-19 pandemic’s continued effects—is causing excessive levels of price volatility in major commodities, he said, expecting that the State’s rice and ferroalloys will see a major jump in exports.
Endowed with rich minerals, Chhattisgarh is a major exporter of ferroalloys. Ukraine, along with India, is among the leading countries in the world in terms of production and foreign trade. India intends to fill the void left by the Ukrainian war. The demand of rice has increased in the backdrop of the war as the supply of maize and wheat that both the countries produce has been badly affected with unstable price, said Yogesh Agrawal, former President of the Chhattisgarh Rice Mill Association. He said Chhattisgarh will get a direct benefit from increasing its rice export volume as the state is already in the country’s top spot in terms of shipping non-basmati rice. The State exported over 2 million tonnes (mt) of rice in the last financial year. Even though the African countries were the major beneficiaries, the rice millers see continuing growth in the demand for rice as a good opportunity. Chhattisgarh Government officials claim that provisions in the industrial policy helped the state register a significant increase in exports in the past three fiscal years between 2019-20 and 2021-22 — the important one being rice.
China’s BRI in stark contrast with India, Central Asia’s vision for Chabahar Port NEW DELHI - Endorsing the need to enhance connectivity, India along with the Central Asian countries have worked out ways to utilize the Chabahar Port agreeing that connectivity should be based on transparency, financial sustainability, and respect for sovereignty, which in fact is a subtle rebuke to China’s Belt and Road Initiative (BRI) .This comes amid reports that show that China has become more aware of the debt implications of BRI. A study by the Center for Global Development reported that eight of the 63 countries participating in the BRI are at risk of “debt distress.” Chahabar Port has many distinguishing features due to its geographical location. It is located in Iran’s southeastern Sistan and Baluchestan provinces. This port has a huge potential to act as a global trade hub. The location of the port makes it attractive from both a domestic and international perspective. India and Iran have entered into several MoUs with Iran. India welcomed the interest of Central Asian countries to utilize the services of Shahid Beheshti Terminal at Chabahar Port for facilitating their trade with India and beyond.A joint working group formed between India, Kazakhstan, Uzbekistan, and Turkmenistan endorsed the need to move towards connectivity initiatives. There is a great significance of the Chahabar Port for wartorn Afghanistan as well. Chahabar port is very critical in order to boost the economy of Afghanistan. The main points of
attraction in the Chabahar Port lie in its direct ocean access and geographic proximity to Afghanistan, Dubai, India, and Pakistan. The positioning of Chabahar on the international North-South transport corridor gives it the potential to develop into a commercial hub. Since 2018, the Chabahar Port has been exempted from sanctions imposed by the USA, a crucial factor in its development. In making this exemption, the Trump administration cited the need to bolster Afghanistan’s potential for trade. Iran has been making a concerted effort to develop the eastern part of the country and create land-based trading routes centring on Chabahar. Chabahar’s location in the Sistan-Baluchistan Province bordering Pakistan and Afghanistan is crucial. Presently, the primary challenge facing Iran and the Chabahar Port remains the unpredictability of US policy and the potential for sanctions at any point, owing to the domestic polarization in American politics. Further, the willingness of investors to commit to Chabahar would remain contingent on clarity and assurances regarding re-imposition of sanctions. Nonetheless, the strategic advantages of the Chabahar Port and the unique opportunities they provide ensure that it must emerge as a regional trade hub in the long term.
Mazagon Dock weighs plan to build a Rs 3,000 crore new yard at Nhava Sheva to overcome capacity constraints MUMBAI - State-run Mazagon Dock Shipbuilders Ltd is weighing plans to build a greenfield shipyard with a floating dry dock at Nhava Sheva, located across the channel where it currently operates, estimated to cost some Rs 3,000 crores to overcome capacity constraints, the top official at India’s biggest warship builder has said. “Mazagon Dock is seriously constrained by the number of dry docks that we have,” Vice Admiral Narayan Prasad (Indian Navy Retd), CMD- MDL said recently. “We have 37 acres of land adjacent to the Nhava Sheva port (Jawaharlal Nehru Port) on the other side of
the channel, which we are trying to convert into a greenfield shipyard with a floating dry dock,” the CMD said. “The land has deep water, and the only thing is it needs an investment of about Rs3,000 crore to develop all the infrastructure facilities”. “And once the business volume is available from whatever projects we are trying, if the letter of intent (LoI) is shared with us, I am good to go with that. We have the money, the initial study has been undertaken, it will have its own gestation period, but we can go ahead with it,” he said.

Xeneta says rates declining, capacity availability easing OSLO : Shippers are seeing spot rates and premium surcharges fall in many trades, and getting capacity allocations is becoming easier, according to the quarterly Ocean Deep Dive report from Xeneta. "However, freight rates are still high. Global spending on shipping will be record high this year, and congestion and delays continue to plague shippers on several major trades," says the report. On the world's largest trade, namely intra-Asia, container volumes in the first four months of the year are up only 1.6 percent, which is a considerable slowdown compared to a gain of 9.1 percent in 2021. "The interconnectedness of far eastern supply chains means that slowing volumes on this trade are evidence of the region's slowdown in manufacturing and production." In the first four months of the year, exports out of the far east are down by 2 percent, says the report. "This is also why the gradual re-opening of Shanghai is not expected to affect container shipping demand hugely. Some of the jams in manufacturing around the region will be cleared as goods start moving again but muted global demand for manufactured goods will limit the bounce back." Schedule Reliability Globally, schedule reliability has stabilised around 35 percent this year, not showing considerable signs of
improvement, the report said. "However, the average delay of late ships fell in April, down to 6.4 days." Freight Outlook Long-term rates will be much slower to fall than those on the short-term market but shippers will experience this in different ways, says the report. Those with threemonth contracts will have the chance to negotiate lower rates on a regular basis, allowing them to benefit quicker from a falling market. On the other hand, those on 12month contracts will have to wait much longer to see lower rates unless they can renegotiate their current contract, the report added.

Indian Register of Shipping statement on the recent media reports MUMBAI - Indian Register of Shipping (IRS) notes media reports linking it with Russian shipping entities. Our primary function as a classification society is to ensure the highest level of safety on board every vessel which is classed with us. We shall never neglect that responsibility. In relation to the recent media reports, IRS can report it has been asked to provide safety related classification and survey services to a number of vessels by Dubai based entities. These vessels are registered by leading flag administrations – Liberia and Cyprus. We can confirm that none of the vessels referred to fly the Russian flag. We also understand that each of these vessels is owned by entities which are registered in above mentioned flag states, as is the long standing and customary practise in international shipping. The vessels are operated by various entities in Dubai and in other parts of the world. None of the companies which own the ships are registered in Russia. The media reports also refer to “international” and “global” sanctions.
As far as we are aware there are no United Nations mandated sanctions on Russia. These descriptions in fact refer to sanctions issued by the United States of America and some European countries. We note the vast majority of countries around the world, including India, have not issued sanctions against Russia. IRS further notes the words - as reported – from the International Association of Classification Societies (IACS): "IACS is not involved in the operational and commercial activities of its members, including appraisal, approval surveying and testing of vessels and equipment and the issuing of classification and statutory certificates where authorised. As such, these developments do not get discussed within the association." We reiterate the safety of merchant vessels is our number one priority, and that IRS intends to abide by international law including the observance of applicable international sanctions.
Maharashtra Government forms committee for security of Non-Major Ports in State MUMBAI - The State Government has formed a committee for the security of Non-Major Ports in Maharashtra. The tenmember committee, headed by the Additional Chief Secretary (Ports), will be reviewing the roles & responsibilities of various agencies in order to curb the threats of narcotics/contraband smuggling and human trafficking and will identify new surveillance technology & marine assets for augmenting current efforts for strengthening coastal security and take necessary measures for recr uitment and training of marine/security professionals in police & fisheries departments. According to a State Home Department official, Non-Major Ports are being managed by Maritime Boards in some states such as Kerala and Maharashtra. “The Government of India had informed the Government of Maharashtra about the Port’s-wise list of lacunas for strengthening maritime security. The Home Ministry had noticed that there are many lacunas in the functioning of ports. In this context, a meeting on vulnerabilities in NonMajor Ports in Maharashtra was held on April 11, this year under the Chairmanship of Additional Chief Secretary (Transport & Ports),” the official said. “In this meeting, it was recommended that a committee should be appointed for the security of Non-Major Ports under the jurisdiction of Maharashtra Maritime Board
(MMB). Accordingly, the matter of setting up a committee for the security of Non-Major Ports was under consideration. A committee is now appointed for the security of Non-Major Ports in Maharashtra. The objective of the committee is to review the timely implementation of various proposals and schemes of the Government of India and the Government of Maharashtra pertaining to coastal security, to ensure effective coordination among various central and state agencies, to review the role & responsibilities of various agencies in tackling threats of narcotics/contraband smuggling and human trafficking,” the official said. “The other objectives of the committee are to identify grey areas requiring specific attention by Central and State Agencies, to workout methodology for optimal utilisation of available resources for achieving gap-free surveillance, to identify new surveillance technology & marine assets for augmenting current efforts for strengthening coastal security and to take necessary measures for recruitment and training of marine/security professionals in police & fisheries departments,” added officials. Those in the committee include the Chief Executive Office (MMB), Director General Shipping, Commissioner (Fisheries), IGP (Coastal Security), Commander (Indian Coast Guard), Commissioner of Customs (Preventive) and Foreign Regional Registration Office (FRRO).
Imports come under scrutiny over widening CAD NEW DELHI - The Government has begun close monitoring of imports amid concerns over the rising current account deficit (CAD) that could undermine India's macroeconomic balance. A Senior Government official said revenue authorities are being vigilant after the trade deficit hit a record $24.3 billion in May but ruled out any knee-jerk reaction that could impact the economic recovery underway. "We are keeping a close watch... Officials have been asked to look at the import data," the official said, adding that CAD is an area of concern. The import of precious metals, especially gold, is under scrutiny. Gold imports surged about nine times to $7.7 billion in May 2022 from a year ago, while silver imports rose to $556 million.
Forex Reserve Provides Cushion The figure was $15.4 million a year ago. The non-fuel imports that have seen high growth are electronic goods, leather and leather goods, and textiles. India has in the past imposed restrictions or raised customs tariffs to curtail imports of certain goods. Such curbs could however undermine economic growth that has held firm in the current fiscal year despite multiple headwinds. India's current account balance showed a deficit of 1.2% of GDP in FY22 against a surplus of 0.9% in F21 as the trade imbalance widened to $189.5 billion from $102.2 billion a year ago. Fitch Ratings had said earlier this month that CAD could rise to 3.1% of GDP in FY23. The Finance Ministry had also flagged the issue in its latest monthly report.
