MUMBAI: Mr. Sh ash i Kir an Sh e tty, Chairman, Allcargo Logistics and Gati, has been appointed by the Ministry of Education, Government of India, as the Chairman of the Society and Board of Governors (BoG) of the National Institute of Industrial Engineering

(NITIE), one of India's premium and only institution offering post graduate courses in Industrial Engineering.

Union Minister Mansukh Mandaviya inaugurates ‘Direct Port Entry Facility’ at V.O. Chidambaranar Port DPE facility is the noteworthy step towards reducing the logistics cost and to increase the velocity of cargo for boosting ease of doing business and economy growth: Shri Mandaviya NEW DELHI: Union Minister of State for Shipping (I/C), Shri Mansukh Mandaviya inaugurated the ‘Direct Port Entry (DPE) facility’ of V.O. Chidambaranar Port Trust by unveiling the e-plaque.

While addressing the inauguration ceremony through video

conference, Shri Mansukh Mandaviya said that this is a noteworthy step towards reducing logistics cost and increasing the velocity of the cargo. DPE will help in increasing Ease of Doing Business for the exporters, as the facility will bring efficiency and reduce dwell time, lower tariff cost and improve the competitiveness of shipper in the international trade.

The state-of-the-art Direct Port Entry (DPE) facility would enable direct movement of containers from factories, without intermediate handling at any CFS, thus facilitating the shippers to Gate-In their factory stuffed exports directly to the Container Terminal on 24x7 basis. The facility is created in an area of 18,357 sqm inside the Truck Parking Terminal which was developed under the ‘Sagarmala’ for issuing customs clearance of export cargo i.e. Factory stuffed/e-sealed containers. It can handle 18000 TEUs per month. Indian Customs through the Central

Warehousing Corporation, DPE facility will generate the Let Export Order (LEO) under a single roof without any hassle. A dedicated team of CWC and Customs officials, in a s s o c i a t i o n w i t h VOC Port, will serve Tier-II, Tier-III (AEO) certified Export Import clients.

Earlier, the factory stuffed (self-sealed) containers were taken to one of the container freight stations (CFSs) / Inland Container Depot (ICD) operating in Tuticorin. The CFSs operate between 10 am to 8 pm on working days only. Because of it, there was considerable delay in admitting the self-sealed export containers into the container terminals. Hence, Port developed the DPE facility to enable the export clearance of factory stuffed e-sealed containers on a 24x7 basis resulting in faster & cost-effective export admittance. Port entered into an MoU with M/S. Central Warehousing Corporation (CWC) to operate the facility for 30 years and the Customs department has also approved operating the DPE facility in the port.

Dr. Sanjeev Ranjan, Secretary, Ministry of Shipping, in his address, said that the IT enabled infrastructure at the ports will definitely make our ports ,world class ports aligning the ‘Maritime Vision 2030’ of Ministry of Shipping.

Senior ofcials of the Ministry of Shipping, Shri T. K. Ramachandran, Chairman, V.O. Chidambaranar Port Trust, Shri Arun Kumar Shrivastava, Managing Director, Central Warehousing Corporation and port officials were present in the virtual inauguration.

National logistics policy to be announced soon, says Special Secretary Logistics NEW DELHI: The National logistics policy will soon be in place and provide a very robust framework for action to work on improvements in the logistics and supply chain management for the nation, a top official of the Ministry of Commerce and Industry said in an ASSOCHAM webinar recently.

“In India, we had to devise our own formulations for the national logistics policy and therefore it has taken a little longer than what it should have taken, but I can assure you that we have reached the finality on this and I think you will soon see the final logistics policy in place,” said Pawan Kumar Agarwal, Special Secretary (Logistics), Department of Commerce and Industry.

The logistics sector appears to be very-very complex.

“Unless we get down to details and go down to specific commodities, geographies, modes of transport, concerns, we may just keep wandering without achieving much. This is precisely what we have been doing over the past 5-6 months,” Agarwal said.

“We have had seven rounds of discussion and our attempt has been to zero down to specific areas of intervention rather than making some very general statements and not being able to do anything about it. We wish to create a plan that is implementable,” he said.

“Under the plan we have identified 12 areas that are levers of change that we would focus on – policy coherence,

regulatory coherence, use of automation and mechanisation of warehousing, standardization and unitization of cargo, d i g i t a l t r a n s f o r m a t i o n , m u l t i - m o d a l i t y, l o g i s t i c s infrastructure, professionalization of human resources, green & clean logistics and others,” he elaborated.

Further stating that these aspects would be covered in the national logistics policy, Agarwal said, “I do hope that the policy is soon announced. We are not waiting for initiating action, in many areas we have already initiated action and are in different stages of implementation.”

The focus is on ensuring that all this happens in a coordinated manner. “This coordination arrangement needs to be institutionalised as to how we bring in a more robust structure of coordination at the national level, state level and between states and the centre,” he explained.

Noting that micro, small and medium enterprises (MSMEs) are a very important sector for the economy, Agarwal said that streamlining of processes will help MSMEs reduce logistics cost to a great extent.

Sharing his views, ASSOCHAM’s senior vice-president, Mr Vineet Agarwal said that there is a need to look at more incremental changes rather than very large interventions for the sector to improve in terms of policy and regulatory issues.

“Besides, standardization and design innovation based on India-centric needs together with streamlining of processes would reduce time and logistics costs.”

India Post & US Postal Service (USPS) signs Agreement for Electronic Exchange of Customs Data The agreement aims to facilitate ‘ease of exports’ for small and large exporters through postal channels NEW DELHI: Department of Posts, Government of India (India Post) and United States Postal Service (USPS) have entered into an agreement for Electronic Exchange of Customs data related to postal shipments exchanged between the two countries. The agreement will make it possible to transmit and receive electronic data of international postal items prior to their physical arrival at the destination and would enable customs clearance of postal items in advance in line with the evolving global postal framework. This will also improve the performance of postal services in terms of reliability, visibility and security.

USA is the top export destination for India (~17%) which is also reflected in exchange of goods through postal channel. In 2019, around 20% of outbound EMS and 30% of Letters & Small Packets transmitted by India Post were destined to USA whereas 60% of the Parcels received by India Post were originated from USA. Exchange of Electronic Advance Data (EAD) as per the Agreement will be a key driver towards promoting mutual trade with emphasis on the exports from different parts of India to USA through postal channel considering that USA is a major destination of MSME products, Gems &Jewelry, Pharmaceuticals and other local products from India. This will fulfill a major demand of export industry to expedite customs clearances of export items.

The primary objective that will be served by this agreement is to facilitate ‘ease of exports’ for small and large exporters through postal channels from different parts of the country and will contribute towards making India an Export Hub for the world.

The agreement was signed by Mr. Prannoy Sharma, Deputy Director General (International Relations & Global Business), Department of Posts, Government of India and Mr. Robert H. Raines Jr., Managing Director, Global Business of United States Postal Service.

Engineering exporters worried over fresh wave of COVID-19 cases in Europe KOLKATA: Engineering exporters are concerned about the volume of exports this year due to the “worsening” COVID-19 situation in Europe which is among top three destinations of shipments of such products from India, an official said on Tuesday.

The engineering exports of the country have dropped by 13.73 per cent in the April-September period in the current fiscal as compared to the corresponding months last year, EEPC India former chairman Rakesh Shah said. “The COVID-19 situation is worsening in the European Union (EU). We will be happy if this year’s exports touch last fiscal’s figure as the EU is among the top three destinations of engineering exports from India,” he said at a virtual press conference.

Quantum of such exports from the country was at USD 75.8

billion last year. “During the July-September period, the engineering exports saw a rise of 3.17 per cent, while the decline was 29.4 per cent in the first quarter,” he said. It is slowly reviving now but exporters are keeping their fingers crossed as “the COVID-19 situation in the EU is getting worse”, Shah said.

Engineering exporters’ body EEPC India chairman Mahesh Desai said the pandemic has disrupted the entire world, and exporters are among those who are suffering. According to EEPC India, around 25 per cent of the merchandise exports from the country consists of engineering products. The Engineering Export Promotion Council is holding a virtual event, ‘India Subcontracting Expo 2020’ for the first time for the overseas buyers.

Covid 2020 Cricket Tournament hosted by ICD & CHA staffs AHMEDABAD: A cricket tournament was organised by the ICD & CHA boys on 11th October 2020 near IFFCO, Ahmedabad. The initiative was taken by some of Customs staff to boost the CHA boys to come out of stress they were facing in this pandemic situation. The game was played with full sports man spirit and strictly maintained all covid protocols.

The function was graced by Mr. Dhaval Gandhi, General Manager of AVVASHYA CCI LOGISTICS PVT LTD and Mr.Joseph Abraham, a veteran and marine consultant as Chief Guest of this event.

There were 4 teams 1) Friends Eleven - Champion 2) Jay Mataji Eleven - Runners-up 3) ICD Boys Eleven 4) Jay Gogha Eleven The innings was played of 12 overs each. The match was won by the Friends Eleven Team which was very enthusiastic till the last ball. The man of the match was Bharat Desai Friends Eleven- 39 balls / 79 runs.

All the team members were happy to participate in such a great event after a long gap. They all felt such activities should be continued at least every 6 months. This boosts up unity and team spirit in this COVID situation.

Bill to promote Coastal Shipping in Parliament soon: Mansukh Mandaviya NEW DELHI : A Coastal Shipping Bill, which is expected to be tabled in Parliament, will see an increase in the demand for manufacturing of inland vessels, Union Minister of State (Independent Charge) MansukhMandaviya said recently.

He also said that his Ministry was geared towards making the shipbuilding sector more competitive in the international market.“We are bringing a separate Bill in Parliament in the coming days to promote coastal shipping. So that coastal movement and transportation increases,” Mandaviya said while speaking at the foundation stone-laying ceremony of the Konkan Maritime Cluster, first such project in the country for building maritime industry-related infrastructure.

The Union Minister lamented that India was lagging

behind in shipbuilding globally.

“Why are we not moving ahead in the shipbuilding sector? First, we are not competitive in the international market; second, there is no domestic demand. Bahri reports 114% rise in third quarter Net Profit RIYADH: Bahri, a global leader in logistics and transportation, recorded positive financial results during the third quarter of 2020, compared to those of the same quarter last year.

Bahri recorded a remarkable increase of 302% in net profit for the first nine months of 2020 to reach SAR 1.49 billion, compared to SAR 372 million during the same period in 2019. The total revenues for the period increased to SAR 7.12 billion, with an increase of 54%, compared to SAR 4.63 billion recorded last year.

For the third quarter ending 30 September 2020, the company achieved a robust rise of 114% in net profit, reaching SAR 314 million, compared to SAR 147 million during the corresponding quarter in 2019. Total revenues amounted to SAR 1.51 billion, an increase of 2%, compared to SAR 1.48 billion during the same period last year.

“The positive financial results achieved during the third quarter of 2020 reflects a significant improvement in our operations compared to the same quarter last year,

as we were able to enhance efficiency through the careful management and control of operating and financing expenses. Despite the prevailing challenges, we were able to boost reliability by continuing to cater to our customers without interruption, and implement the best safety practices to ensure the health and wellbeing of our employees who always remain our top priority,” said Abdullah Aldubaikhi, Chief Executive Ofcer of Bahri.

Coal imports rise 12% to 19 MT in September on improved consumption NEW DELHI: India’s coal import rose 11.6 per cent to 19.04 million tonnes in September on account of a recovery in consumption by thermal power plants and other industries as also helped by competitive prices in international markets.

The country imported 17.06 million tonnes (MT) of coal in September 2019, showed data available with mjunction services limited. mjunction — a joint venture between Tata Steel and SAIL — is a B2B e-commerce company and also publishes research reports on coal and steel verticals.

“The steady recovery in consumption by thermal power plants and other industries coupled with competitive prices in the international markets led to a resurgence of demand for imports ahead of the festive season,” mjunction Managing Director and

Chief Executive Ofcer Vinaya Varma said.

The outlook for imports remains uncertain as it depends on the sustainability of operations and growth in consuming sectors in the coming months” Varma noted. Of total imports in September, non-coking coal’s shipment was 11.97 MT as against 11.81 MT in the year-ago period. Coking coal import increased to 4.58 MT as compared to 3.54 MT in September last fiscal. However, in the first six months of the ongoing fiscal, India’s coal import dropped to 95.30 MT from 125.35 MT in the same period a year ago, it said.

“For the April-September period, total coal and coke imports stood at 95.30 MT, about 23.97 per cent lower than 125.35 MT imported during April-September last fiscal,” the data showed.

Sagarmala Development Company to deploy 24 Ro-Ro & RoPax of IWAI NEW DELHI: The Sagar mala Development Company Ltd will step in to help deploy some of the 24 rollon, roll-off (Ro-Ro) as well as Ropax vessels owned by the Inland Waterways Authority of India (IWAI) that are idling due to “low economic viability”.

The Sagarmala Development Company will set up a special purpose vehicle (SPV) with a private entity for operating the vessels on the “best possible commercial terms” by relaxing the reserve price set by the IWAI for leasing the vessels, a government official said.

The Sagarmala Development Company is an entity set up by the Shipping Ministry to provide equity support for the project SPVs formed by the Ports/State governments/Central Ministries and funding window and to implement those residual projects which cannot be funded by any other mode under the Sagarmala programme.

IWAI owns 11 cargo vessels and 13 Ro-Ro and Ropax ships.

Economic feasibility The assistance of the Sagarmala Development Company is being sought as the IWAI was facing difficulties in deploying the newly built Ro-Ro and Ropax vessels with private operators at the reserve price set by the IWAI and also with Uttar Pradesh, Jharkhand and Bihar governments.

U P, B i h a r a n d J h a r k h a n d governments are yet to convey their acceptance for deploying the vessels as per the memorandum of understanding (MoU) proposed by the IWAI. Low economic viability and nonutilisation forced Adani Logistics to return two cargo vessels taken on bare boat charter basis to IWAI. Cargo vessels MV RN Tagore, MV Lal Bahadur Shastri and MV Homi Bhabha, each of 300-tons capacity, are currently not in use because of low economic viability.

Four new Ro-Ro and Ropax vessels will be handed over to the Assam government on the basis of a memorandum of understanding (MoU) approved by the Shipping Ministry and

one of them will be deployed in the Majuli island.

The Odisha government has requested for deployment of one Ropax vessel through the MoU route for tourism purpose.

Two RoPax vessels – MV Adi Shankaracharya and MV C V Raman – are proposed to be provided to the Kerala government as per an MOU to be signed between IWAI and the state government.

The four Ropax vessels to be handed over to the Assam government and the two vessels to be handed over to the Kerala government are expected to be flagged off by the Prime Minister Narendra Modi on October 31.

Besides, three cargo vessels – R N Tagore, Lal Bahadur Shastri and Homi Bhaba – may be handed over to the Shipping Corporation of India for being run by private operators. A relaxation in the reserve price for leasing the three vessels will be considered by the IWAI due to difficulties in deploying them on account of low economic viability, the Government Official said.

Transpacic Container trade to see unprecedented capacity injection, feel experts LONDON: Container shipping capacity on the transpacific route is forecast to increase significantly in the fourth quarter, according to analyst SeaIntelligence.

A l a n M u r p h y, C E O o f S e a Intelligence, noted that with the capacity injection to follow, the market is now at a point where the eight-week rolling average capacity has grown more than 20% on a year-on-year basis.

“The transpacific trade stands out, with unprecedented capacity increases in Q4,” Murphy warned.

While there is an element of seasonality in capacity deployment

(summer cargo season peaks and the Chinese New Year troughs), the initial capacity drops in 2020 wiped out five years of market growth, bringing deployed capacity back to 2015 levels.

“We had an early phase where Chinese New Year was augmented with further blank sailings, due to the virus outbreak in China. Then we had the spring impact, and massive array of blank sailings. But since then, carriers have clearly continued to inject more capacity. In some weeks, we are seeing capacity grow by as much as 30% compared to last year at the same time,” he observed.

Alphaliner, another container shipping analyst, recently wrote that following strict lockdowns due to the coronavirus (Covid-19) pandemic, the market is now seeing pent-up demand encouraging carriers not only to reinstate blanked sailings but also to deploy extra loaders.

In their recent results announcement, both Maersk Line and Hapag-Lloyd have said that while there has been a rebound in demand since the third quarter, the longer term impact on economic activity from the pandemic remains unclear.

World Shipping Council urges IMO Member States to take concrete action towards Decarbonising Shipping WASHINGTON: Amid the criticism of the results of the IMO intercessional GHG working group, the World Shipping Council urges member states to not lose sight of the ultimate goal of decarbonising shipping. A detailed proposal to get us there lies ready for MEPC 75.

“Whilst it is easy to criticize the outcome of the intercessional, it is worth remembering that anything short of a global solution represents long-term failure on climate change. We need to stick with this hard work, but the task is urgent, and we must move further, faster. As long as our only fuel options are carbon based, GHG reductions will be limited. Efficiency is important, but it will not solve the problem,” says John Butler, CEO of World Shipping Council (WSC).

Radical GHG reductions will only come from identifying, developing, and

deploying new fuels for shipping. There are several potential solutions at various stages of investigation, but there are a host of questions that remain to be answered, including safety, storage, energy density, and perhaps most importantly how to generate these fuels without creating massive amounts of greenhouse gas in the process.

“We must keep our eye on our ultimate goal of decarbonisation and accelerate research, development, and deployment of new fuels and technologies. The industry needs R&D at scale to make progress in time. To halve shipping emissions by 2050, we need zero carbon ships on the water in the early 2030s. We should have started ten years ago, so there is even more reason to act decisively now,” says John Butler.

At MEPC 75, IMO Member States have the opportunity to take concrete action for our climate, by supporting and fast-

tracking the establishment of the International Maritime Research and Development Board, or IMRB (MEPC 75/7/4)[I]. With USD 5 billion in core funding over a 10-year period, generated from industry contributions, the IMRB will create the technological and investment certainty to spur innovators, engineers, energy companies, shipyards, financial institutions, and engine manufacturers to accelerate the R&D effort required to decarbonise shipping.

“The IMRB would put shipping in a position to attract the brain power, additional resources and political engagement needed to deploy commercially viable zero-carbon ships by the early 2030s.? There is a detailed proposal on the table, ready to go. It’s not the only step that we have to take, but if we don’t take this step, we stand little chance of reaching our decarbonisation objectives,” concludes John Butler.

Through Maritime cluster, Goa can become manufacturing hub: Nitin Gadkari PANJI : Goa has the ability to become a manufacturing hub of international standards for the maritime sector and could also play a role in promoting the country’s blue economy, Union Minister for Road, Transport and Highways Nitin Gadkari said. Laying the foundation stone for the Konkan Maritime Cluster, Gadkari said

that the maritime cluster will contribute to the country’s economy and Prime Minister NarendraModi’s call for Atmanirbhar Bharat.

“Goa can be a growth centre for marine hub and maritime cluster, which is a need for future of India and this will be a historical contribution by Goa to the countr y,” Gadkari said. “Konkan

Maritime Cluster will be a growth engine for the development of Goa creating employment potential for thousands of Goan youths.”

Gadkari said that there is a need for ships with new designs which can fish 100 nautical miles out at sea. He also said that India’s shipping sector needs new ships, technology and engines.

Maiden seaplane service to take off on Oct 31 from Sabarmati riverfront: Mansukh Mandaviya NEW DELHI: India's maiden seaplane service is likely to take off from Sabarmati riverfront to the Statue of Unity on October 31 if all goes as per plans, Union Minister Mansukh Mandaviya said. No-frills carrier is in the process of procuring a seaplane for the venture from the Maldives which is expected to arrive on October 26 for the first regular service on the about 205 km stretch.

Prime Minister NarendraModi had

earlier used a seaplane flight from Sabarmati riverfront in Ahmedabad.

"The first seaplane service in the country is likely to be launched on October 31 from Sabarmati riverfront to Statue of Unity which will be a new b e g i n n i n g f o r t h e c o u n t r y. . .

Infrastructure is ready for it on both the sides including the floating jetty," the Shipping Minister told .

The minister said SpiceJet is in the

process of procuring a seaplane from the Maldives which is likely to land on October 26.

He said benefits will be provided to the air carrier under the government's Udaan scheme.

"Once launched this will give a major boost to tourism," the Minister said and added that this will be one of its kind service with a 19-seater plane that can accommodate 12 passengers.

CIS-Guangzhou-Southeast Asia cargo route launched GUANGZHOU : A multimodal service that transports containers from Central Asia to Indonesia was launched on 6 October.

A container was railed from Uzbekistan to Nansha, a sub-port of Guangzhou, for the first time and loaded onto a ship bound for Indonesia. The service launched the CIS-GuangzhouSoutheast Asia shipping route. The service is another symbol of the Belt and Road initiative, of which the Maritime Silk Road forms the shipping aspect. Nansha has been designated as a hub port of the Maritime Silk Road, while Uzbekistan is the heart of the ancient Silk Route. The cargo

comprised of 1,113 tonnes of potassium fertiliser that was transported for a price of US$128,000.

Guangzhou Port Group authorities said that Nansha can expand international logistics channels through a multimodal transportation combination that takes advantage of China Rail’s transcontinental trains, facilitating transitional logistics to countries and regions along the Belt and Road.

Meanwhile, Guangzhou Customs has enacted 15 regulations to promote air and sea freight between China and Europe. These regulations cover customs clearance, reduction of

customs declaration costs and development of multimodal transportation services.

The plan is to facilitate customs clearance for cargoes arriving from the Commonwealth of Independent States within an hour, as the goods will be sent to Nansha’s free trade zone before being transferred to a ship.

Nansha is being developed as a hub for integrated transportation and logistics, with the construction of a large warehouse complex that includes six eight-storey buildings that can hold up to 500,000 tonnes of goods. The first phase of this complex will be ready in March 2021.

IMO working group agrees further measures to cut ship emissions LONDON : IMO forges ahead with development of new short-term measures to implement GHG strategy.

Draft new mandatory measures to cut the carbon intensity of existing ships have been agreed by an International Maritime Organization (IMO) working group. This marks a major step forward, building on current mandatory energy efficiency requirements to further reduce greenhouse gas emissions from shipping.

The proposed amendments to the MARPOL convention would require ships to combine a technical and an operational approach to reduce their

carbon intensity. This is in line with the ambition of the Initial IMO GHG Strategy, which aims to reduce carbon intensity of international shipping by 40% by 2030, compared to 2008. The amendments were developed by the seventh session of the Intersessional Working Group on Reduction of GHG Emissions from Ships (ISWG-GHG 7), held as a remote meeting 19-23 October 2020.

The draft amendments will be forwarded to the Marine Environment Protection Committee (MEPC 75), to be held in remote session 16-20 November 2020. The MEPC is the decision-making

The ISWG-GHG 7 also discussed the next steps in assessing the possible impacts on States of the proposed combined measure. The group agreed the proposed terms of reference for assessing the possible impacts on States, paying particular attention to the needs of developing countries, in particular Small Island Developing States (SIDS) and least developed countries (LDCs).

GE Shipping acquires Secondhand Very Large Gas Carrier MUMBAI : Great Eastern Shipping Company has taken delivery of a second hand Very Large Gas Carrier Jag Vishnu of about 77,922 cbm. The Company had contracted to buy the vessel in Q2 Fy21. The Company also delivered its 1996 built Very Large Gas Carrier Jag Vidhi to the buyers. The vessel was contracted for sale in Q2 Fy21.

The Company’s current fleet stands at 46 vessels, comprising 33 tankers (11 crude carriers, 17 product tankers, 5 LPG carrier) and 13 dry bulk carriers with an average age of 12.53 years aggregating 3.70 mn dwt. The company has also contracted to buy a Long Range 2 Product Carrier which is expected to be delivered in Q3FY21.

PUBLIC NOTICE NO. - 136/2020 Sub. : Implementation of QR code based Sampling Solution at JNCH-reg.

Attention of the importers, exporters, Customs Brokers and all other stakeholders is invited to the various initiatives / reforms taken by the Government towards Ease of Doing Business (EODB) and Trade Facilitation. As a step towards trade facilitation, QR code based Sampling Solution is being launched FOR TESTING AT JNCH LABORATORY. 2 Need for New Sampling Procedure.

2.1 The process of sampling of import / export goods at docks involves the following stages: • Drawal of samples in CFS. • Transport of samples from Docks to Sample Cell • Receipt of Sample in Sample Cell, • Storage of duplicate sample in Sample Cell, • Transport of sample from Sample Cell to JNCH Laboratory • Testing of samples by JNCH laboratory and • Sending the report to customs appraising groups.

2.2 Hitherto, monitoring mechanism to capture the time-stamp of activities at the various stages of entire sampling process chain of the samples drawn for testing at JNCH laboratory was not available. Further, trade did not have facility to track the movement of samples drawn for testing at JNCH Laboratory. The new Sampling Solution provides for the time stamping at various stages of processes involved with sampling and thereby enables analysis of the time taken by various stakeholders in sampling process so that bottlenecks may be identified corrective measures. Further, with an increased focus on reducing the dwell time for samples of import and export goods drawn for testing at JNCH Laboratory, incremental reduction in the time taken at each stage of sampling will help in reduction of overall dwell time.

2.3 The Sampling Solution is web-based portal which enables the user to track the sample in cost-efficient manner on real time basis.

2.4 Transparency and Accountability are the two main pillars of any public reform. The new Sampling Solution coupled with systemic digital design to capture events for processing of samples will add transparency and accountability.

2.5 An additional cross-verification mechanism is provided for the Laboratory in the form of online image of samples drawn so as to ensure that the samples received in Laboratory is the original sample drawn.

3. Intended EODB benefits to the trade.

3.1 Reduced dwell time on account of sampling: Sampling Solution Portal aids in identification of the areas of sampling where delay happens and helps taking steps to minimize the delay thereby reducing the dwell time.

3.2 Increased transparency and accountability of JNCH Laboratory: More transparent and real time monitoring will nudge JNCH Laboratory to speed up the process of testing and sharing of the report with the Group officers for faster clearance.

3.3 Trade will be enabled to track and trace the movement of the sample easily.

3.4 Communication of status of test reports online to trade: Trade will be able to get status of the test report on real time basis by visiting web portal.

3.5 Establishing identity of re-export goods: For the imported goods claiming re-export benefits, the Sampling Solution will be useful as online images taken at time of import sampling can be viewed by Customs Officer at time of export.

4. Scope of mobile /web based Sampling Solution portal: Mobile / web based sampling Solution will be used to capture details of the following types of samples drawn at docks: (i) Samples of Imported goods to be tested at JNCH Laboratory. (ii) Samples of Export goods to be tested at JNCH Laboratory Each QR code-based sampling sticker is printed in duplicate with unique QR code. These QR code stickers are being supplied by customs free of cost during the initial period. The trade and departmental officers can access the sampling solution through web portal having URL https://csc.jawaharcustoms.in 5. Changes in existing sampling process Once the sample drawn at CFS is received by the Docks Admin, the test samples are forwarded to Centralized Sample Cell (CSC) through Collection Centers for clusters of CFSs. The CSC has been forwarding the sample to JNCH Laboratory. In order to enforce accountability and transparency, the following procedure under Sampling Solution is being implemented for samples to be tested by the JNCH Laboratory: • At the time of generation of test memo by Assessment Group / Docks Officers, test memo shall be generated bearing the name of the JNCH Laboratory to which sample has to be forwarded.

• The CSC will forward samples to the JNCH laboratory and retain the duplicate sample with CSC. • Assessment Groups will be able to access the status of laboratory report through login provided in Sampling Solution and Laboratory report in Test Memo module through ICES. 6. Procedure to be followed for the web based sampling solution.

6.1 Drawal stage (CFS): While drawing the sample, Docks Officer shall scan the QR code on the sticker and feed details viz. sample drawn, Test Memo and upload the photograph of the sample drawn and test memo in the Sampling Solution through web based portal which can be accessed from his mobile phone.

The Docks Officer shall pack and seal the sample in duplicate and affix the QR code stickers on sample and then forward it to JNCH Laboratory along with Test Memo through CSC. The AC/DC in charge of CFS shall ensure that the Sepoy shall submit and check-in the sample on Sample Solution at the CSC on the same day.

6.2 Receipt stage at CSC: At the CSC, the TA posted in CSC shall check the integrity of the sample and QR code sticker and check-in the samples in the Sampling Solution by scanning the QR code on sticker. Thereafter, the rack number (the rack in which the duplicate sample will be stored) and the laboratory name as JNCH Laboratory as mentioned in test memo will be entered in Sampling Solution by CSC. The samples received in CSC shall be sent to the JNCH Laboratory on the same day. While forwarding the sample from CSC to JNCH laboratory, the TA has to check-out the sample in the Sampling Soution through his mobile. The remnant of the samples shall be stored at Sample Cell after their receipt from Assessing Group.

6.3 Receipt of sample and uploading to test reports at the JNCH Laboratory : A designated officer posted by the Joint Director, JNCH Laboratory shall receive the sample. Once the sample is received in the JNCH Laboratory, the designated officer shall check integrity of the QR code sticker on sample and check-in the sample immediately in the Sampling Solution by scanning the QR code on the sample. The Chemist conducting the test may view the photo of the sample drawn at CFS in the sampling solution app and match it with the actual sample received at the JNCH Laboratory. After the testing is complete, the Chemical Examiner shall mention the date in the app when test report is submitted to Assessing Group through ICES or otherwise. The Joint Director will perform the task of JNCH Laboratory Admin for mapping the officers in JNCH Laboratory.

6.4 Accessing the lab report by Group Officers : Each Group DC/AC shall be given a login ID and password to access application and to view the status of reports pertaining to their respective Group. They shall access the content of test report on ICES in Test memo Module or Otherwise.

6.5 AC/DC (Assessment Group) pending report request screen: In case the JNCH Laboratory report is pending for long time, there is an option for AC/DC (Assessment Group) to send a pending report request to JNCH laboratory to send the report. Other than viewing the test report, AC/DC (Assessment Group) can also take various reports like dwell time report of sample and reports on samples ripe for destruction.

This Sampling Solution will be rolled out with effect from 23.10.2020 7. The trade can track the status of sample by keying in Bill of Entry /Shipping Bill No. and Date of Bill Of Entry / Shipping Bill in the mobile through web-based portal having URL https://csc.jawaharcustoms.in/track This Public Notice should be considered as Standing Order for the purpose of officer and staff of the department.
