Vegetable Exports jump 20% on strong demand, lower air freight and goodwill NEW DELHI: Export of vegetables has risen to about 20% more than the pre-Covid levels, helped by demand from West Asia and Europe and lower air freight, exporters and officials said. Indian exporters also earned goodwill as they had ensured steady supply even when freight rates were high unlike countries like Egypt, China, Kenya and Dominican Republic, said Sunil Awari, GM at Bengaluru-based Namdhari Farm Fresh. "The export demand is 20% higher than the pre-Covid levels. We noticed that in the first quarter of 2020-21, there was an increase in consumption of vegetables in most of the export markets compared to non-vegetarian food. Also, the increase in the frequency of flights by Air India, Spice Jet, British Airways and Gulf carriers, leading to a drop in freight rates, helped exporters,” Awari said. According to the Agricultural and Processed Food Products Export Development Authority (APEDA) data, fresh vegetables exports from India in April-July rose 18% over the same period in the previous year. "We had organised meetings and interactions between exporters and importers through respective high commissions and embassies in Singapore, Kuwait, Switzerland, Russia, Indonesia and the UAE,” an official of APEDA said. “These meetings were helpful for exporters to venture into new market and enhance exports.” Exporters initially saw lower orders in April and May, but orders rose to normal subsequently, said Kaushal Khakhar, CEO of Kay Bee Exports. "In the last few months, our company has been able to export 20% more in terms of volume and 40% more in terms of value from the pre-Covid levels. Vegetables are considered more of a necessity in Europe and have proven to be quite resilient in terms of consumer demand inspite of near-double prices," Khakhar said. Increase in the number of flights and further reduction in freight charges will give a boost to exports during the winter months, said Narendra Bhatia, partner at Asar Brothers, a Mumbai-based exporter.

Logistics Monitor: Sea and Road Transport recovering; Air Transport still under pressure, says India Ratings MUMBAI: India Ratings and Research (Ind-Ra) has published the August edition of its credit news digest on India’s logistics sector. It highlights the key volume and realisation trends across three logistics sub-sectors – sea logistics (global and domestic), surface logistics (rail and road) and air logistics (passenger and freight). The sea and road transportation segment witnessed a continued recovery on a month on month (mom) basis in August 2020, though it remains lower year on year (yoy). In August 2020, India’s ports volumes continued the recovery trend displayed in June-July, by improving to 85%-90% of the pre- COVID levels. In August 2020, E-way bill collections rose 2% mom (though down 14% vs
February 2020; down 3% yoy); while railway volumes were up 4% yoy, they were down 13% on a YTD basis. With airline carriers re-starting operations from June 2020, air transport activity too is normalising with plant load factor at around 65% for flights, though substantial fleet remains grounded and passenger numbers in July were significantly below normal levels. Sea Transport - Port Volumes Continue to Recover: The overall major port volumes witnessed a monthly improvement in August 2020, though the volume trade remains lower yoy. The overall major port volumes recovered in August 2020, reporting a decline of 10% yoy, (July: down 13% yoy; June: down 15% yoy). Cont’d. Pg. 17

Indian PM & newly appointed Japanese PM agrees on a resilient supply chain alternate to Chinese one NEW DELHI: Prime Minister Narendra Modi and newly elected Japanese Prime Minister Yoshihide Suga agreed at their first official conversation that the “economic architecture of a free, open and inclusive Indo-Pacific region must be premised on resilient supply chains”. In this context, both leaders welcomed cooperation between India, Japan and other like-minded countries on developing alternate supply chains to China. Signalling momentum in Special Strategic & Global Partnership in the post Abe period Suga and Modi held a summit over telephone little over a week after the election of new Japanese PM. The two PMs emphasised that the economic architecture of a free, open and inclusive Indo-Pacific region must be premised on resilient supply chains, and in this context, welcomed cooperation between India, Japan and other likeminded countries, according to a MEA statement.
Coinciding with the Modi-Suga phone call, the senior officials of India-USA-Australia-Japan or Quad held a virtual meet and underscored the importance of enhancing the resilience of supply chains. The officials reaffirmed their commitment towards a free, open, prosperous and inclusive Indo-Pacific region based on shared values and principles and respect for international law, according to a MEA statement. The four discussed measures to promote peace, security, stability and prosperity in the Indo-Pacific region. India, Japan and Australia have stated that the initiative to build resilient supply chains in the Indo-Pacific region could be launched later this year as they seek to reduce dependence on China following its hostile political and military conduct. The trio aims to create a free and transparent trade & investment environment.

The vessels also can benefit from a remote control system which supports a wide range of vessel operations including inspection and repair works on the machinery on ships. In addition, each vessel is encouraged to identify and react to an unexpected threat or obstacle both on board and around the ship by sharing information with the Fleet Control Centre in a timely manner. HMM will continue to analyse the operational efficiency and explore the commercial viability of autonomous ships based on big data collected from the centre. Jae-hoon Bae, President & CEO of HMM, said, “Digital capabilities have become a key element in securing a competitive edge. We will accelerate efforts to enhance operational excellence and efficiency in our fleet management." and that, "We will also gradually apply the smart ship solutions not only to our newbuilds but also to the other ships already in operation."

Shipping Alliances help Container Industry boost freight rates in Coronavirus Pandemic LONDON: Container shipping has sailed through the coronavirus pandemic largely unscathed, as shipsharing alliances and supply curbs to bolster freight rates have helped operators to offset tepid trade demand. These new approaches to manage capacity will help the industry cope with the long-term challenge of overcapacity in the years ahead. In 2017, a fragmented container shipping sector fortuitously began to consolidate. This culminated in the creation of three key alliances encompassing more than 80% of the market. Heavyweights APM-Maersk and Mediterranean Shipping Company, or MSC, joined forces as part of the 2M pact. CMA CGM, Cosco and Evergreen formed Ocean Alliance, while another set of players including Hapag Lloyd, ONE and Yang Ming created THE alliance. When the pandemic started to hit global trade in March, these alliances were able to move quickly and decisively to reduce overcapacity and prevent a sharp drop in freight rates. Collectively, they have voided, or “blanked,” more than 400 sailings this year – removing 10% of nominal twentyfoot equivalent units (TEU) capacity from active service. Proof of success can be seen in robust freight rates, which have defied the economic gloom. For example, the key North Asia-to-West Coast North America trans-Pacific route has remained robust, with the Platts Container Rate for that route actually rising $450 from January 3 to $2,050/FEU on June 3. FEU, or forty-foot equivalent unit, measures double TEUs. Moreover, the revolution in capacity management has set carriers up for a bumper year. With demand slowly returning, freight rates have spiked higher and the alliances are already activating ships at rest. This also comes at a time when global oil demand is low, resulting in much cheaper bunker fuel costs for carriers than at the start of the
year, when the IMO 2020 regulation came into force, allowing carriers to maximize their profits at scales that would have been unthinkable in January. On the pivotal transpacific route – defined by trade between the US and China – freight rates have hit their highest levels year-to-date and have outstripped 2019 prices significantly. Risks remain However, shipping alliances cannot afford to be complacent. If a second wave of coronavirus spreads, or political turmoil between the US and China threatens global trade again, the carriers will need to show the same unity that has paid off so far this year. The container industry is also haunted by a build-up in the size of the shipping fleet over the past decade. With the global economy unlikely to return to
full health any time soon, the container industry is likely to have to co-operate closely on strategies to deal with overcapacity for the next decade. According to shipping body BIMCO, demand outgrew the fleet in only three of the past 10 years, giving a much higher supply capacity growth than demand. The TEU capacity of the fleet grew by 75.6%, whereas demand measured in volumes was up just 46.1%. This imbalance left the container shipping market in a worse condition at the end of the decade than at the start. The container industry’s success this year in such testing conditions should give it the confidence and conviction to tackle its overcapacity issues. The pandemic has proved there is strength in numbers for shipping lines dealing with a volatile market.
FIEO urges Commerce Ministry to exclude 'Bangalore rose' onion from export ban list NEW DELHI: Exporters' body FIEO has urged the commerce ministry to lift export ban on 'Bangalore rose' onion as there is a very little demand for this variety of the commodity in the domestic market. On September 14, the Government banned the export of all varieties of onions with immediate effect, a move aimed at increasing availability and checking price of the commodity in the domestic market. In a letter to Commerce and Industry Minister Piyush Goyal, Federation of Indian Export Organisations (FIEO) President S K Saraf has sought
clearance of onion shipments which are at the various stages of exports and are no longer in the custody of exporters particularly those which have been booked through the railways against the railway receipt or are with the customs for further processing of exports. "Such measures will immediately and partially relieve the difficulties faced by the onion exporters. We look forward to your favourable consideration in the matter," the letter said. Saraf has stated that some of the varieties of onions like Bangalore rose hardly have domestic demand and thus
prohibition on their exports is "little perplexing" to the trade. "We, therefore, request you to kindly consider excluding Bangalore rose onion from the prohibition," he wrote. The Karnataka Government has also requested the Centre to lift the ban on export of this category of onion as it would benefit a large number of small and marginal farmers in the state. According to estimates, annual production of Bangalore rose onion is about 60,000 tonnes per year. About 90 per cent of the produce is shipped to countries such as Malaysia, Thailand, Singapore and Taiwan.

Logistics Monitor: Sea and Road Transport recovering; Air Transport still under pressure, says India Ratings Cont’d. from Pg. 3
During April-August 2020, the overall volumes fell 17%. The recovery in the monthly volumes has been led by a 38% and 29% increase in the imports of iron ore and fertilisers, respectively. Dwell time for import containers at JNPT Port witnessed a monthly improvement to 22 hours in July 2020 (June: 38 hours; May: 65 hours) with gradual resumption of business activities. The port dwell time for export containers increased marginally to 75 hours in July 2020 (June: 69 hours; May: 60 hours). S u r f a c e Tr a n s p o r t - R o a d Tr a n s p o r t R e c o v e r s : R o a d transportation have witnessed traction with a gradual increase in the availability of trucks and an increase in the supply of labourers, leading to a decline railway market share, which had increased in April 2020. The market share of road stood at 80% during August 2020. E-way bill collection at 49 million in August 2020, is gradually returning to normalcy. It stood at 86% of the pre-COVID levels (February 2020) and remains 3% yoy lower. Diesel consumption too have witnessed an increase with a gradual pick-up in the
business activities post lockdown. H o w e v e r, d i e s e l c o n s u m p t i o n witnessed a mom decline of 15% and 12% during July and August 2020, compared to the mom decline of 11% in July and August 2019. While average freight rates have witnessed a negligible increase, the impact of higher diesel prices is likely weigh on profitability. Diesel prices though have declined by about 10% mom in August 2020. Air Transport - The Most Affected Segment: With India GDP forecasts being revised further downwards, the recovery in corporate travel could be slower than Ind-Ra’s initial expectations and could remain under
pressure even in 1HFY22. Passenger traffic nearly remained nil in AprilJune 2020 due to the nation-wide lockdown and travel restrictions. Few domestic carriers started operations in May- June 2020. However, the current passenger load factor at 59%76% may not be truly representative of the actual recovery, as a large number of aircraft are still grounded. Freight traffic in July 2020 stood at around 65% of normal air freight volumes, impacted by overall weakness in economic activity, lack of manpower, and significant erosion in overall available belly-load freight capacity with many passenger aircraft grounded.
TIR will help improve trade between India, Central Asia & CIS countries: Customs Commissioner, Nhava Sheva, Mumbai Cont’d. from Pg. 3
Mr Raphael Hirt, IRU, Geneva said, “The International Road Transport Union was very pleased to acknowledge the interest shown by Indian exporting industry towards the TIR procedure, especially the efforts made by CBIC, FICCI and FFFAI to promote this trade facilitation tool. IRU will continue to support all stakeholders involved in the implementation of TIR and its electronic version – eTIR in India. This will enable trade actors and Customs to benefit fully from the immense advantages provided by the TIR Convention which includes simplification of border crossing procedures, reduction of time and cost for the international movements of goods.”
Mr Shankar Shinde
While sharing his experience as the rst TIR holder in India Mr Shankar Shinde, Chairman-Elect, FFFAI said, “Customs procedures in India should be further simplified under TIR to benefit large traders and exporters in India.” Mr A.V. Vijaykumar, Chairman, F F FA I , M r R a p h a e l H i r t , Project Manager, IRU Geneva,
Mr Shankar Shinde, Chairman-Elect, FFFAI; Mr P.S. Pr uthi, Senior Consultant, FICCI & Former Member Customs Excise & Ser vice Tax Appellate Tribunal (CESTAT) also shared their perspective. The webinar was also attended by freight for warding and shipping companies, exporters from various sectors, fair and exhibition organizers. The experts discussed issues involved with respect to temporary imports of goods. ATA C a r n e t i s a t e m p o r a r y admission document, which simplifies the customs procedures and clearances in a foreign country, without paying duty or a bank guarantee for temporary import into that country. Like a passport for goods, ATA Carnet allows for the goods for which it was issued to enter any of the participating countries for up to one year. An ATA Carnet holder can avoid customs declaration and can do away with security deposit or
guarantee in the country of temporary importation. TIR aims to facilitate the international transport of goods under customs seal with a maximum coverage. The system provides a guarantee covering the customs taxes and duties at risk which is required to pass transit countries and provides a balance between the responsibilities of the customs authorities and the international business community. It prevents delays in border crossing operations- by minimizing the formalities decreases the transportation costs, as a result, encourages the development of international trade. FICCI is the sole National Issuing & Guaranteeing Association (NIGA) for the operation of ATA & UN TIR Carnet system in India and has been closely working with the Central Board of Indirect Taxes & Customs (CBIC) for the smooth operation of system in the Country.

Allcargo Logistics offers a ray of hope amid pandemic, delivers financial assistance to 150 visually impaired people in Mumbai MUMBAI: As Covid-19 pandemic impact has adversely affected the lives and livelihoods of people from the less privileged sections of society including those with disability, Avashya Foundation, CSR arm of Allcargo Logistics, came forward to offer monetary aid to 150 visually impaired people from the economically weaker section. After identifying visually impaired people in need in Thane, Mumbai and Navi Mumbai whose livelihoods have come to a standstill due to the p a n d e m i c , Av a s h y a Fo u n d a t i o n representatives handed over the monetary aid to them. The volunteers travelled to areas such as Malad, Vasai, C h e m b u r, A m b e r n a t h , K a l y a n , Ulhasnagar, Vashi, Kurla, Vangani, Shelu, etc. to deliver financial aid. This one- of-a-kind initiative in partnership with Saad Foundation has brought the much-needed relief to their lives. The financial assistance helped them meet household needs, fulfil medicine requirements and buy essentials for their families in this time of crisis. “A m o n g a l l t h e v u l n e r a b l e communities in our society, people with
visual impairment have been the worst affected by the pandemic impact. As mobility of people is restricted to comply with the social distancing norms and public transport systems are yet to be normalised in the post-lock down phase, the livelihoods of the visually impaired people from the economically weaker section are going through a prolonged phase of uncertainty. By extending financial assistance to these people, we have tried to minimise the stress and give them hope so that they can carry on with their lives amid dayto-day challenges,” said Dr. Nilratan R. Shende, GM –CSR, Allcargo Logistics. “The financial assistance from Avashya Foundation infused fresh hope in me amid pandemic situation. My wife is diabetic and is on medication and I have been buying medicine on credit from a medical store for quite some time now, as I have lost my regular earning. The monetary support will help me support my wife’s medication in this critical time,” said Ramvilas Mulai, a beneficiary. Avashya Foundation works towards promoting people-centric inclusive development with the active participation of the community at all levels, covering diverse areas like
Dr. Nilratan R. Shende h e a l t h , e d u c a t i o n , w o m e n’ s empowerment, environment sustainability, sports and disaster relief. I n t h e r e c e n t p a s t , Av a s h y a Foundation organized life-saving freeof-cost heart surgeries to 25 children from underprivileged sections of the society in Mumbai. During the lockdown phase, it distributed grocery kits to 380 families in some tribal localities in Maharashtra who lost their livelihoods due to the pandemic impact. In a separate initiative, it offered approximately 30,000 meals for migrant labourers and daily wage earners impacted by the lockdown. The organization also offered relief support to these economically weaker sections of the society during lockdown.
Chinese goods worth Rs 20,000 crore lying at Ports due to Covid-19 lockdown NEW DELHI: Inflow of Chinese goods could see a rise in the OctoberDecember quarter as items worth about Rs 20,000 crore — primarily comprising electronics and electrical items, gifts, toys, footwear, home and kitchen appliances — still lie at the Indian ports waiting for clearance. The traders and importers who had placed their orders in November and December last year are yet to receive a chunk of their consignments. The unprecedented delay in delivery is due to the shutting down of Chinese borders in January and February, followed by the coronavirus pandemic and the subsequent lockdown in India which lasted for about two months beginning March 25. Official data reveal India’s imports from China during the April-August period of the current financial year stood at $21.58 billion-a drop of 27.63 per cent, compared to the corresponding period in the previous year. “Chunks of orders placed by our traders in December last year are still to
arrive. The goods have not yet reached as China was initially closed due to coronavirus and subsequently from March 25, India went into a stringent lockdown for about two months. So, a great deal of Chinese goods — essentially electronics and electrical items, gifts, toys, footwear, home and kitchen appliances — still lying at the ports. Thus there could be a slight increase in the inflow of Chinese goods in the coming quarter,” P raveen Khandelwal, secretary general, Confederation of All India Traders (CAIT) said. However, Khandelwal said that traders have not placed fresh orders with China for these items since March. India’s moves to shun Chinese Goods India’s growing clamor to reduce imports from China — especially cheap electronic and electrical items including mobile phones, home appliances, gifts and toys — will deal a big blow to the dragon. While India has initiated talks with manufacturers in the other countries including Vietnam,
Taiwan and South Korea besides boosting its own indigenous production to meet the demand, the boycott — China move will be hit the smaller unorganized Chinese manufacturers more. “Losing a chunk of a huge market like India is not going to be a very happy thing for China,” an industry analyst, who refused to be identified said. It needs to be mentioned here that the imports of raw materials have not been hit despite rising tensions between the two countries, especially after the Galwan Valley clash. These include the critical active pharmaceutical ingredients (API) required for production of medicines and other items used for such finished goods as automobiles. Eight UN organizations urge Govts in restoring Maritime, Air & Inland Connectivity with minimal restrictions Urges to follow risk-based approach PARIS: The social and economic disruption of the COVID19 pandemic is impacting countries’ efforts to improve livelihoods and achieve the Sustainable Development Goals (SDGs). The early responses to restraining the spread of the COVID-19 pandemic negatively impacted all transport operations, leading to severe disruptions of supply chains and trade flows worldwide. In a statement released, eight UN organizations stress that international transport and integrated supply chains are critical in recovering from COVID-19 achieving the SDGs. “Ensuring that ships keep moving, ports remain open and cross-border trade continues flowing requires further reforms into digitalization and the dematerialization of processes. Many of our UNCTAD solutions help to achieve this,” said UNCTAD Secretary-General Mukhisa Kituyi. “It is important to highlight that these solutions help ensure smoother trade and the protection of transport workers and the population from the virus,” he added. Dr. Kituyi signed the statement alongside the heads of the United Nations Economic Commission for Europe (UNECE), the International Maritime Organization (IMO), the International Civil Aviation Organization (ICAO), the United Nations Economic Commission for Africa (UNECA), the United Nations Economic Commission for Latin America and Caribbean (UNECLAC), the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and the United Nations Economic and Social Commission for Western Asia (UNESCWA). How to maximize contribution of international trade to recovery The signatories call on all governments to maximize the contribution of international trade and supply chains to a sustainable socio-economic recovery through greater use of international legal instruments and standards, as well as strengthened regional and sectoral cooperation.
United Nations instruments – such as the UNCTAD Automated System for Customs Data (ASYCUDA), UNECEadministered TIR Convention and its eTIR International System, the CMR Convention – facilitate the use of a safe and efficient trade and intermodal transport system. These instruments allow for moving cargo across borders without requiring physical checks and for reducing contact between people. Single windows enable traders to communicate electronically with all agencies involved. International standards for data exchange, such as those developed by UN/CEFACT also help reduce physical contact and enhance streamlined processes. The signatories support further digitalization of trade and customs procedures, using global United Nations standards, to ensure the fast and secure exchange of data and information concerning cargo and means of transport and contactless clearances. They encourage all governments to take a risk-based a p p r o a c h t o r e s t o r i n g a i r, i n l a n d a n d m a r i t i m e connectivity with minimal restrictions, while preventing the spread of COVID-19, protecting the health and safety of drivers, crew and border agency personnel, as well as strengthening public confidence in trade and transport means. They call upon governments to embark on the process to review international and regional trade agreements, as deemed necessary, and ensure they contain provisions to facilitate trade and transport in times of crisis and pandemics. They urge countries to take appropriate action in facilitating and dematerializing trade and transport value chains. They also reiterate support to countries to ensure a sustainable socio-economic recovery from the COVID-19 pandemic.

Total and Mitsui O.S.K. Lines ofcially name the World’s Largest LNG Bunker Vessel: “GAS AGILITY” ROTTERDAM: The world’s largest LNG bunker vessel has been officially named at a ceremony held today in Rotterdam. The 18,600-m³ GTT Mark III Flex membrane vessel has been named “Gas Agility”. First LNG bunker vessel owned by Emerald Green Maritime Limited, a wholly owned subsidiary of Mitsui O.S.K. Lines, Ltd. (MOL), she is chartered by Total’s affiliate Total M a r i n e Fu e l s G l o b a l S o l u t i o n s (TMFGS). In February 2018, TMFGS and MOL signed the Time Charter Party for this epoch-making LNG bunkering vessel*. Construction started in China in November 2018 at HudongZhonghua Shipbuilding’s yard. Delivered in April 2020, the “Gas Agility” meets the highest technical and environmental standards, using LNG herself as propulsion fuel, and integrating a complete re-liquefaction of the boil-off gas. “We are delighted to have officially named ‘Gas Agility’ as she embarks on a new chapter in delivering cleaner marine fuels. Her arrival in Rotterdam marks the culmination of 3 years of dedicated work with MOL and Hudong-Zhonghua Shipbuilding in Shanghai, to plan, build and create a major development in global marine LNG fuel supply,” said Jérôme Leprince-Ringuet, Managing Director of Total Marine Fuels Global Solutions. “ ‘Gas Agility’ is a clear demonstration of our ongoing drive to develop key logistical LNG infrastructures in the main bunkering hubs around the world, helping the shipping industry make the move to a more sustainable fuel solution,” he added. With her pioneering design and innovative equipment, the “Gas Agility” is an industry premiere made possible by a strong collaboration between the shipyard, the owner, the charterer and many partners, including Bureau Veritas and GTT.
“I would like to express my sincere gratitude to all the people who have been involved in the project. I am very confident that our endeavour will be the great milestone and the turning point in this rapidly changing world. The transition from heavy fuel oil to LNG is competitive, environmentally efficient and an immediately available solution for maritime transportation. By providing the capacity to deliver LNG as a marine fuel, this partnership will be the leader in transition to a more fuelefficient industry,” said Takeshi Hashimoto, Representative Director and Executive Vice President of MOL. In December 2019, TMFGS and MOL signed a long-term charter contract for a second large LNG bunker vessel, to be delivered in 2021**. She will be positioned in the Marseille-Fos area in France to supply LNG as a marine fuel within the Mediterranean area. LNG as a marine fuel LNG as a marine fuel has gained positive momentum as the global shipping industry looks to adapt to stricter emissions standards. Used as a marine fuel, LNG helps to cut: • Sulfur emissions by 99%, • Fine particle emissions by 99%, • Nitrogen oxide emissions by up to 85%, • Greenhouse gases emissions by around 20%. LNG represents an available and competitive solution that contributes to the International Maritime Organization’s (IMO) long-term strategy of reducing greenhouse gas emissions from ships. Traction in developing LNG bunkering infrastructure has consequently expanded with several leading ports and LNG bunker suppliers alike having established key initiatives and made significant progress in support of these developments.
