Adani Ports commences expansion of Container handling capacity at Mundra Port

AHMEDABAD: Adani Ports and Special Economic Port Ltd (APSEZ) has begun work on expanding the Container handling capacity of Mundra Port – India’s biggest commercial and container port – with an investment of some Rs1,239 crore. Mundra, the flagship port of APSEZ, India’s biggest Private port operator, runs four Container Terminals with a combined capacity of 7.5 million twenty-foot equivalent units (TEUs). In FY22, Mundra handled 6.5 million TEUs, 15 percent more than the 5.66 million TEUs handled in FY21. The higher container volumes helped Mundra clock an overall 4 percent growth in volumes to 150.24 million tonnes (mt) in FY22 from 144.38 mt the previous year. At an annual average growth rate in double digits, Mundra port will soon reach its full container handling capacity and needs expansion to cater to the demand.

Gujarat’s Bedi Port to turn into a Multi-Modal Hub JAMNAGAR: Gujarat’s Bedi Port is about to transform into a Multi-Modal Hub with rail connectivity being put in place, according to the last planning. In response to Officers within the know, discussions are on between few Container dealing with logistics corporations to make use of the railway line adequately. “Containers normally transfer from Jamnagar space to Mumbai or to Mundra. There has additionally been a requirement for a Personal Freight Terminal for Containers alongside the railway line. It’s anticipated that this can cut back the logistics price for Containers,” Cont’d. Pg. 7 a Bedi Port official informed.

Globally, a capacity utilisation of 70 percent is considered the ideal level for ports / terminals to operate efficiently without facing congestion and Cont’d. Pg. 6 productivity issues.

Adani Ports commences expansion of Container handling capacity at Mundra Port Cont’d. from Pg. 4 “At 70 percent capacity utilisation, the terminal works at full efficiency. Above that, the efficiency drops, and delays start occurring,” said a port industry source. Mundra Port’s Container Terminals are currently operating at 87 percent capacity utilisation but has managed to ward off bottlenecks that could hurt its smooth operations. APSEZ has unveiled its Container Terminal expansion plans at Mundra Port in a recent investor presentation. “The work on Container Terminal 5 or CT5 has started which will add as much as 1.2 million TEUs at Mundra Port,” said a person familiar with the plan. APSEZ is expected to run the Terminal on its own, he added. Containers are the fastest growing cargo segment at Mundra port. Of the 150.24 mt of cargo handled by Mundra Port in FY22, containers accounted for 6.5 million TEUs or 95 mt while dry cargo and liquid cargo accounted for 29 mt and 26.3 mt, respectively. APSEZ is adding capacity at Mundra Port when it has some 8 years left of the 30-year concession given by the Gujarat Government to develop and run the port. The firm is banking on securing extension of the concession from the State Government while investing in a new Container Terminal at the port. The Container Terminal 1 or CT1 having a capacity to handle 1.3 million TEUs is run by Mundra International

Container Terminal Pvt Ltd (a unit of Dubai’s D P World Ltd). The Container Terminal 2 or CT2 – Adani Mundra Container Terminal – with a capacity to handle 1.8 million TEUs is run by APSEZ itself. This terminal was originally designed to handle 1.3 million TEUs, but as demand grew, APSEZ converted an adjacent dry and break bulk cargo handling terminal into a container handling facility some four years ago, adding 0.5 million TEUs of capacity. An equal joint venture between APSEZ and Terminal Investment Ltd, a unit of Mediterranean Shipping Co SA, the world’s top container carrier by capacity, runs the Container Terminal 3 (CT3) – Adani International Container Terminal Pvt Ltd – with a capacity to handle 3.1 million TEUs. The 1.3 million TEU capacity Container Terminal 4 (CT4) – Adani CMA Mundra Terminal Pvt Ltd – is operated by an equal joint venture between APSEZ and CMA Terminals Holding, a unit of CMA CGM S A, the world’s third largest container carrier. Mundra Port will eventually raise its container handling capacity to 8.7 million TEUs after the expansion, which will till be below the capacity of JNPA. This is because PSA International has started work on the second phase of BMCT that will add a further 2.4 million TEUs by 2025, taking the total container handling capacity at JNPA to 10 million TEUs.

Vizhinjam Port : First phase to be commissioned by Sep 2023 THIRUVANANTHAPURAM: Kerala Ports Minister Shri Ahamed Devarkovil said the first phase of the Vizhinjam Port will be commissioned by September next year. After a meeting with Adani Ports CEO Karan Adani, Devarkovil said the Government was expecting the first vessel at Vizhinjam Port in March 2023. Located in Vizhinjam near here, Adani Ports and SEZ Ltd is developing the deep-sea water port as India’s first Mega Trans-Shipment Container Terminal. “All works including the construction of the sea wall is progressing and this is going to be a modern port in Asia. The first phase of the port will be commissioned by September 2023. The local population will be trained for skilled jobs and it is going to create a lot of job opportunities,” Devarkovil said. The Government also discussed the issue of agreement violation with the Adani Group and said the matter will be settled on “good terms”. Adani, who came to Kerala to assess the progress of Vizhinjam Port construction, also met and held discussions with Chief Minister Shri Pinarayi Vijayan.

Vijayan had earlier last year said that the State Government was “viewing seriously” a provision in its agreement with the Adani Group that a fine can be imposed if it failed to meet the deadline for executing the Vizhinjam Port project here. The company has said the world-class, future-ready port is the only Transshipment hub in the Indian subcontinent, closest to the International Shipping routes, and is centrally located on the Indian coastline.

Gujarat’s Bedi Port to turn into a Multi-Modal Hub Cont’d. from Pg. 4 The primar y load of coal was dispatched by a newly laid railway line earlier this month. An official assertion mentioned that this was a first- of-its-kind rail connectivity applied on a Public Personal Partnership mannequin by engineering, procurement, and

development (EPC) contracts inside a brief span of eight months. The venture was executed by Gujarat Rail Infrastructure Improvement Company (G-RIDE), the Gujarat Authorities’ three way partnership with the Indian Railways. It’s anticipated that the rail connectivity to the Bedi Port will

improve its capability manifold, easing site visitors from busy ports like Mundra and Kandla. The Bedi Port is on Southern shoreline of Gulf of Kutch whereas the Mundra, and Deendayal Ports are positioned on the Northern shoreline. Each Mundra and Kandla are linked by railways.

Railway formalises Ro-Ro charges; to be on par with Road tariffs NEW DELHI: Indian Railways has formalised the charges for the roll-on, rolloff (RORO) service it offers to transporters. The rates are comparable to road tariff, according to people in the know. These freight rates will be applicable for RORO services to be operated over Indian Railway network, including the dedicated freight corridor (DFC). This service

was extensively used during the Covid-19 pandemic to ferry trucks carrying oxygen containers to hospitals. At present, RORO services are running on DFC and Konkan Railways. This freight circular ensures panIndian uniform charging for RORO, which was till now done on a case-tocase basis.

On May 1 this year, the loaded truck rental for a Delhi-Mumbai-Delhi round trip (2,800 km) was Rs. 1,56,000, according to data compiled by the I n d i a n Fo u n d a t i o n o f Tr a n s p o r t Research and Training. Comparably, the base freight rate of the rail’s RORO service for a rigid body truck has been kept at Rs. 1,46,398 over a distance of 2,751-2,875 km.

FIEO partners with Rubix Data Sciences to facilitate Legal Entity Identifier (LEI) Issuance to Indian Exporters NEW DELHI: The Federation of Indian Export Organisations (FIEO) has signed a Memorandum of Understanding (MoU) with Rubix Data Sciences Pvt. Ltd (Rubix) to facilitate Legal Entity Identifier (LEI) issuance to Indian exporters and entities. Rubix Data Sciences is a business intelligence company offering a technology and analyticsbased B2B Risk Management and Monitoring platform. In April 2022, the Global Legal Entity Identifier Foundation (GLEIF) and the Legal Entity Identifier India Ltd. (LEIL) appointed Rubix as India’s first LEI Validation Agent to help clients obtain LEIs. As part of the MoU with FIEO, Rubix will handhold Indian exporters through the documentation process and facilitate speedy and cost-effective LEI issuance. Rubix will also work with exporters to ensure the timely renewal of LEIs to keep their LEIs active. What is the Legal Entity Identifier (LEI)? The Legal Entity Identifier (LEI) is a 20-character, alphanumeric code that uniquely identifies a legal entity or structure that is a party to a financial transaction in any jurisdiction. The LEI connects to key reference information that enables a clear and unique identification of legal entities participating in financial transactions. The LEI was developed as a collaborative effort by regulators across the world to push transparency in transactions across markets, products, and regions. Businesses and organisations must mandatorily quote their LEI for many types of transactions when doing business abroad. The LEI data pool can be regarded as a global directory that greatly enhances transparency in the global marketplace. Already 97,000+ Indian businesses have LEIs and feature in this global directory of validated entities. Regulatory Mandates Related to LEI in India Regulators in India, including the RBI, SEBI, and IRDAI, have mandated quoting the LEI for various types of transactions. RTGS/NEFT Transactions: The RBI has mandated the LEI Code for all payment transactions valued at ?50 crores and above undertaken by entities (non-individuals) for Real Time Gross Settlement (RTGS) and National Electronic Funds Transfer (NEFT). Cross Border Transactions: The RBI has mandated the LEI Code for cross-border transactions such as capital or current account transactions of Rs. 50 crore and above. The timeline to obtain LEI Number for this purpose is October 1, 2022. Corporate Borrowing: The RBI has mandated the phasewise implementation of the LEI system for non-individual entities borrowing Rs. 5 crores and above from banks, Non-Banking Financial Companies (NBFCs), and Primary Urban Cooperatives (UCBs) in India. Entities without an LEI Code are not to be granted renewal or enhancement of credit facilities. Insurers/Corporate Borrowers: The IRDAI has mandated the implementation of the LEI system for all insurers and their corporate borrowers. OTC Derivatives Markets: The RBI has mandated the implementation of the LEI system for all participants in the Over-the-Counter (OTC) markets for Rupee Interest Rate derivatives, foreign currency derivatives, and credit derivatives. Non-derivative Markets: The RBI has mandated the phase-wise implementation of the LEI system for nonderivative markets, including Government securities markets, money markets, and non-derivative forex markets (cash, tom, and spot transactions). Eligible Foreign Entities: The SEBI has mandated LEI Code for Eligible Foreign Entities (EFEs) in the commodity derivatives market.

Benefits of Obtaining the LEI: • LEI is a global identifier that p r o v i d e s international recognition for your business or organization. • It is standardised across countries. • It ser ves as an e s s e n t i a l identifier in cross-border (international) (L-R) Mr Mohan Ramaswamy, Founder & CEO, transactions and Rubix Data Sciences along with helps cut down Dr Ajay Sahai, Director General & CEO, FIEO risks. • LEI helps establish identities across the value chain for the sake of security and for obtaining finance. • It confers global credibility on businesses, financial institutions, and organisations. • Micro, Small, and Medium Enterprises (MSMEs) that obtain LEIs can stand out amongst their peers in the domestic and global marketplace. • You can display the LEI on your website, letterheads, business cards, marketing material, and documents. • The LEI gives exporters and importers global recognition with prospective buyers and sellers in overseas markets. • The LEI makes it easy for banks to identify you as an exporter or importer when you are transacting internationally. • On online marketplaces, the LEI in your profile helps potential overseas buyers know that your existence has been validated. • With the expansion of B2B e-commerce, LEI is being increasingly used for better identification of buyers and sellers on online marketplaces. It drastically cuts time in KYC and onboarding. • Issued LEIs can be easily searched on the GLEIF database, either on its web interface or via API. • LEI searches always provide updated results, as the LEI has to be renewed annually. LEI renewal requires validation of the latest corporate details of the legal entity. During the signing of the MoU, Dr Ajay Sahai, Director General & CEO, FIEO said that “obtaining the LEI through Ru b i x w i l l h e l p F I E O m e m b e r s b u i l d t r u s t w i t h counterparties, financial institutions, and other stakeholder organisations, regardless of the sector, because it serves as an essential identifier in both cross-border and domestic transactions and helps filter out fraudulent and fake entities that may try and register as suppliers, customers, distributors or dealers.” “Rubix recognizes the critical role of exporters in driving India’s socio-economic growth. Given that the LEI is a global identifier, it is especially important for Indian SME exporters to obtain the LEI so as to stand out and be recognised in the global marketplace. It is a privilege for Rubix to assist Indian exporters in the LEI application and validation process via this partnership with FIEO, “said Mohan Ramaswamy, CoFounder and CEO of Rubix Data Sciences. As part of the MoU signing ceremony, FIEO in association with Rubix organised an Online Awareness Session on RBI Guidelines on LEI Registration in India which was attended by more than 40 exporters. FIEO members can visit www.fieo.organd click on the Rubix LEI banner for LEI ser vices or visit (https://fieo.rubixds.com/lei/) for submitting their application for LEI registration.

CBIC considering on Paperless Customs Rules for SEZs NEW DELHI : The Central Board of Indirect Taxes and Customs (CBIC) has given a proposal for a completely paperless customs compliance framework for special economic zones (SEZs), said officials, this framework will be in sync with new legislation proposed by the Centre to turn the SEZs into comprehensive economic hubs, with larger participation of States and further ease of compliance to attract investment. A working group of Officers recently submitted a detailed report identifying processes which can be migrated to the ICES (Indian Customs EDI System) or the Indian Customs Electronic Gateway (ICEGATE) system to make the customs process automated and smooth. The CBIC has identified processes, including filing bills of entry, filling shipping bills and riskbased examination of cargo which will

be migrated to the ICES systems. “We did a very comprehensive review of part of the touch points between the customs and SEZ units and the processes involved and how we can automate them,” a senior official said. The reason of the shifting While customs has done a lot of work on ease of doing business, SEZ units have been left out of their benefit. They don’t use the ICES. While the basic filing on SEZ is online, there are a lot of contact points in that procedure. Permissions have to be taken from time to time. SEZs have to apply for renewing them and goods are examined most of the time. Businesses had proposed that all their filings be shifted to the ICES. So, whatever benefits that flow from it to normal importers and exporters will also be available to SEZs. In her budget speech, Finance Minister Smt Nirmala Sitharaman had announced that the SEZ Act will

be replaced with a new legislation that would enable states to become partners in development. She also announced that reforms would be undertaken in customs administration of SEZs to make them fully IT driven and function on the Customs National Portal, with a focus on higher facilitation and with only riskbased checks. This includes integration of ICEGATE with SEZ customs. Experts said reforms in customs administration of these zones will help in further improving ease of doing business, promoting growth and boosting exports. A working group of officials was tasked with looking at the physical touch points between customs and SEZ units, converting them to electronic mode and how they can migrate some of the major processes that the SEZ units have to comply with from the customs point of view to the ICES platform.

ECGC introduces new scheme providing enhanced export credit risk insurance cover up to 90% for small exporters MUMBAI: ECGC has introduced a new scheme to provide enhanced export credit risk insurance cover to the extent of 90% to support small exporters under the Export Credit Insurance for B a n k s W h o l e Tu r n o v e r Packaging Credit and Post Shipment (ECIB- WTPC & PS). The scheme is expected to benefit a number of small-scale exporters availing of export credit with banks which hold the ECGC WT-ECIB covers. This will also enable the small exporters to explore new markets/new buyers and diversify their existing product portfolio competitively. Addressing a press conference in Mumbai, ECGC Chairman M Senthilnathan said, “We expect the cover to play a game changing role. We expect this to bring up percentage of accounts with up to Rs. 20 crore, thereby lending further stability to ECGC portfolio”. He further said, “By giving 90% cover to banks, we expect more small companies to get export credit from banks, benefiting these industries greatly. We expect banks to provide more concessions. The net effect will be benefit to exporters, involving reduction in interest rate”.

Thanking the Commerce Ministry and the Minister Shri Piyush Goyal, ECGC Chairman said, “The Government supported us with adequate capital infusion in recent years. This, as well as the need to make our cover more helpful to exporters has led us to take the decision being announced today”. Explaining the role played by the premier Export Credit Agency of the Gover nment of India, Shri Senthilnathan said, “Countercyclical role played by organizations like ECGC is similar to that of a fireman, when credit is suffering, credit insurance agencies step in to stabilize the market”. Shri Senthilnathan further remarked, all governments took various measures to stabilize the market in view of COVID-19, because of which, ECGC has not withdrawn cover given to exporters, against expectations, export credit insurance agencies all over the world have

witnessed only average levels of claim ratios, not high ratios. Enhanced Cover to Banks • The enhanced cover shall be available for m a n u f a c t u r e r- e x p o r t e r s availing fund-based export credit working capital limit up to Rs. 20 crore (i.e., total Packaging Credit and Post Shipment limit per exporter / exporter-group) excluding the Gems, Jewellery & Diamond sector and merchant exporters/traders. • This new scheme will enable the banks holding ECGC’s WT-ECIB cover to explore the possibility of reducing interest rates further so that all the stakeholders are benefitted. The enhanced cover percentage shall be made available to State Bank of India as per the previous year’s premium rate in view of its favourable claim premium ratio. However, for other Banks there may be a moderate increase in the prevailing premium rates. ECGC had extended support to exports amounting to Rs.6.18 lakh crore in the last FY 2021-22. As on 31/03/2022, more than 6,700 distinct exporters were benefitted by the direct cover issued to exporters and more than 9,000 distinct exporters benefitted under the Export Credit Insurance for Banks (ECIB). Notably, around 96% of these are small exporters.

Maersk creates a fast and reliable India-Bangladesh cross-border logistics solution using inland waterways The first movement on Maersk’s end-to-end integrated logistics solution on the Indo-Bangladesh Protocol Route involved the transportation of containerised cargo from Kolkata, India, to a river port near Dhaka, Bangladesh MUMBAI: Maersk successfully completed the first India Bangladesh cross-border logistics of Containerised cargo using the inland waterways of the Indo-Bangladesh Protocol Route for Coca-Cola Bangladesh Beverages. By transporting 50 containers (TEUs or Twenty Feet Equivalent Units) from Kolkata in India to a river port near Dhaka in Bangladesh on a bargeon the National Waterways 1 on the India side, Maersk has created a new opportunity for customers to use the faster, more reliable inland waterways solution that connects the two countries. “The Indo-Bangladesh Protocol Route has created great trade opportunities for the two countries over the last decades. By advancing into containerised transport on this route, we are expanding the opportunities for importers and exporters from the two countries with a faster, more reliable and safer option for their cargo”, said Vikash Agarwal, Managing Director, Maersk South Asia. The cargo movement on inland waterways or rivers is much more reliable, especially in monsoons, when the turbulent weather can cause delays while transporting goods over the ocean. Moreover, with the ocean network running under capacity pressure, the alternative inland waterways route that is quicker and more reliable has received a warm welcome from shippers. This solution also addresses the bottleneck at the land border between the two countries. Soumyendu Sen Sarma, Director – Finance, CocaCola Bangladesh Beverages, said, "The maiden barge voyage has been successfully executed where there has been a significant reduction of transit time. The delivery schedule of the cargo, which used to be routed through the transhipment hub and then arrive in Chittagong and further

to the destination, used to be impacted severely with delays. The speed of delivery with the new solution offered by Maersk over inland waterways is going to be extremely beneficial for us." Angshuman Mustafi, Head of Maersk Bangladesh, added, “Our solution to move cargo across the Indo-Bangladesh border has a saving of over 60% in terms of transit time. In addition to the faster mode of transport, we are able to give endto-end visibility to our customers through Daily Status Reports, which give a comparison between the estimated timelines against actual timelines. The negligible variations in these comparisons prove high reliability and have been thoroughly appreciated by our customers.” The Governments of both countries have encouraged trade on the Indo-Bangladesh Protocol Route for a long time and recently strengthened the customs processes further to enhance the ease of doing business. The Indo-Bangladesh Protocol Route is not only a benefit for trade between India and Bangladesh but also extends the connection to landlocked Bhutan. With the option of providing an end-to-end integrated logistics solution, Maersk’s customers can move their cargo from origin to destination using firstmile and last-mile services, including landside transportation by road or rail, customs clearance, warehousing and distribution, supply chain management etc.
