BHILWARA: The operations of the ICD (Inland Container Depot) at Bhilwara re-started on 22nd July, 23, after a gap of 13 years. In Bhilwara, the ICD was started 34yearsback,intheyearof1989,butduetolackofbusiness, itwasclosedintheyear2010.

KMB Chairman N S Pillai along with Kerala’s Minister of Ports, Shri Ahammad Devarkovil, held discussions with Shri Rajkumar Beniwal, IAS, Vice Chairman & CEO, Gujarat Maritime Board (GMB) and Senior ofcials of GMB, during his recent visit to Gujarat, said the state needs to develop coastal shipping to ensure the smooth movement of cargo from Vizhinjam.
“Many mother ships may visit Vizhinjam port and we need to develop infrastructure to ensure smooth movement of cargo. The port department has already startedstepstodevelopminorports.Besides,wewantto improve cargo traffic by sea from Mundra Port to
Vizhinjam. Already ships are operating in the Mundra – Kochi sector. We are planning to organise a roadshow in Kochi with the support of mainline operators in the shipping sector and the GMB has agreed to cooperate,”hesaid.
“The Minor Ports under GMB handle around 50percentofIndia’scargomovementandwehavemany things to learn from them. The Gujarat Maritime University conducts many job-oriented courses which have acceptance all over the world. We held discussions on starting off-campus courses at ourmaritimeinstitutesinKodungallurandNeendakara. WewilltakeafinalcallafterwegetthenodfromtheState Government,”hesaid.

The inauguration function held on Saturday, 22nd July, at Azad Nagar of Bhilwara. Shakuntala Rawat, Industries and Commerce Minister presided over as the Chief Guest on this occassion. The Guest of Honours were Ramlal Jatt,andRajeevArora.
During the function, the dignitaries flagged of the containers of Hub & Links Logistics India Pvt. Ltd., a leading NVOCC and Line Agents having their HO atMumbaiandBranchesatalloverIndia.
An additional ICD is also being set up at Tanavada village near Salawas railway station in Jodhpur where about 10,000 people will get direct and indirect employment opportunities, said Rajsico Chairman Rajeev Arora. Arora said, “The new Inland Container Depots being built in Rajasthan will increase the momentumofimportandexport.”
Export infrastructure services in the state are provided by Rajasthan Small Industries Corporation (RAJSICO), through Inland Container Depots (ICD) located at Jaipur and Jodhpur.
Currently, only import and export facilities are being enrouted through ICD at Jodhpur and Jaipur. Apart from this, the facilities of import-export by air are being provided through air cargo complex located at Sanganer Airport in Jaipur.

Government takes several measures to boost production and export of steel
NEW DELHI: The Union Minister of State for Steel Sh.
Faggan Singh Kulaste in formed the Parliament that Steel is a deregulated sector and the targets for steel production, domestic consumption and export are not set by the Government. The decisions related to steel production, domestic consumptionandexportaretakenby the individual steel producers on the basis of market demand and other commercial considerations. IMF raises Global growth estimates to 3 % in 2023
NEW YORK: The International Monetary Fund has raised its 2023 globalgrowthestimatesslightlygiven resilient economic activity in the first quarter, but warned that persistent challenges were dampening the medium-termoutlook.
The IMF in its latest World Economic Outlook said inflation was coming down and acute stress in the banking sector had receded, but the balance of risks facing the global economy remained tilted to the downsideandcreditwastight.
The global lender said it now projected global real GDP growth of 3.0% in 2023, up 0.2 percentage point from its April forecast, but left its outlook for 2024 unchanged, alsoat3.0%.
The 2023-2024 growth forecast remainsweakbyhistoricalstandards, well below the annual average of 3.8% seen in 2000-2019, largely due to weaker manufacturing in advanced economies, and it could stay at that levelforyears.
“We're on track, but we're not out of the woods," IMF chief economist Pierre-Olivier Gourinchas told Reuters in an interview, noting that the upgrade was driven largely by first-quarter results. "What we are seeing when we look five years out is actually close to 3.0%, maybe a little bit above 3.0%. This is a significant slowdown compared to what we had pre-COVID."
This was also related to the aging of the global population, especially in
countries like China, Germany and Japan, he said. New technologies could boost productivity in coming years, but that in turn could be disruptivetolabormarkets.
The outlook is "broadly stable" in emerging market and developing economies for 2023-2024, with growth of 4.0% expected in 2023 and 4.1% in 2024, the IMF said. But it noted that credit availability is tight and there was a risk that debt distress could spreadtoawidergroupofeconomies.
The world is in a better place now, theIMFsaid,notingtheWorldHealth Organization's decision to end the globalhealthemergencysurrounding COVID-19, and with shipping costs and delivery times now back to prepandemiclevels.
Gujarat Exporters in fury as Pharma and Agro Exports delayed due to closure of GAL cargo centre
AHMEDABAD: The export of perishable goods from Gujarat has faced significant delays, lasting at least 10 days, since the closure of the cargo centre owned by Gujarat Agro Limited(GAL).
The company’s cargo operations stopped a month ago due to its failure to renew the tender and obtain securityclearancefromtheBureauof Civil Aviation Security (BCAS). The sudden closure of the cargo centre has not just added to the compliance burden of exporters but also increased the cost of shipments and the turnaround time for processingandshipment.
Chinmay Kothari, Partner at a Customs Clearing Agent’s rm, Domino Cargos, explains, “The cargo centre managed by Gujarat Agro Limited handled an estimated 1,500 tonnes of export volumes of perishable cargo, including pharmaceutical products, fruits,
vegetables, and mangoes, every month. Since no other cargo complex in the area can handle perishable goods, all such shipments are now routed through busier air cargo centresinMumbaiorDelhi.
“Since these centres have shipmentsoftheirown,theadditional cargo gets pushed down the list. Merely shifting the cargo centre adds up to 5% extra cost for exporters. Then, one must bear the cost of storing perishable goods in specific temperature conditions until they are shipped out. This has led to a lot of chaos and added to the turnaround timeofshipments,causingdelaysand increasedcostsforexporters.”
Sources revealed that at least 760tonnesofcargowashandledatthe centrefromJune1-15.“Theothertwo cargo centres – one run by GSEC and the other by Adani – are not fully equipped to handle perishable cargo. Therefore, the general shipments are
routed through them,” a customs brokerexplained.
The Ahmedabad Air Cargo Complex (AACC) run by GSEC, which handles about 80 tonnes of cargo daily, now tackles anywhere between 120 and 150 tonnes of freight in a given day since the other centre has stopped operating. Sources said this has led to much fury amongst the merchant and industrial exporters whoseshipmentsaredelayed.
Customs Brokers also expressed concerns over freight aircraft cancelling operations due to a lack of cargo availability due to the unit’s closure.
GAL has finally floated a tender inviting bids for operating, maintainingandmanagingthecentre for perishable and general cargo at SVPI Airport from July 21 to July 31. Following this, the tender will be awarded,afterwhichthecargocentre willbeoperationalized.
Rupee use in trade transaction with UAE to reduce MSMEs’ conversion costs: Piyush Goyal
MUMBAI: India’s plan to use the rupee for trade transactions with the UAE could unlock major trade opportunities and reduce conversion costs for small businesses, according to Commerce and Industry MinisterShriPiyushGoyal.
“By implementing the Rupee currency in UAE trade, we aim to open vast trade opportunities while addressing the 5-6% costs incurred otherwise in currency conversion, impacting MSMEs significantly,” said Goyal, highlighting the strategic
importanceofthisdecision.
This strategy is expected to deepen economic ties between India and the UAE, with a consequential uplift in bilateral trade. Furthermore, the move would introduce greater flexibility for businesses involved in cross-border transactions, thereby streamlining and making the trading process more economical.Goyalalsounderscoredthe government’s commitment to boosting international partnerships and trade collaborations, citing recent trade agreements with Australia and the
UAE, as well as ongoing discussions regarding Free Trade Agreements (FTAs)withtheUK,EU,andCanada.
Goyal’s statement came during the celebration of the 30th anniversary of CareEdge Ratings. The Minister lauded the remarkable growth of India’s economyandsaidasignificantpartof this growth was due to the thriving exportsector.Ithasplayedavitalrole in contributing to the nation’s GDP, nearly doubling its share from 13.7% inFY04to23.5%inFY23,hesaid.

JNPA builds integrated rail-side capacity for double-stacked Container Trains
NAVI MUMBAI: JNPA, India’s busiest public container gateway, has announced it is in a position to handle double-stacked container freight trains out of its new integrated rail yardforallterminalsintheharbour.
The port has five container terminals and mixed or combined train operations have been its mainstay for inland container depot (ICD)volumes.
Thestate-of-the-artintegratedrail yard, designed to handle doublestacked container trains, is set to commence on the Dedicated Freight Corridor (DFC) rail lines for all the five terminals, informed a recent communiquefromJNPArecently.
Theauthoritywentontosay,“This advanced common rail yard will streamline operations and enhance efficiencyattheport.”
The sophisticated integrated commonrailyardhasbeendeveloped in an effort to upgrade the port’s infrastructure for seamless freight movement as demand builds, propelledbytheDFCconnectivity.
According to a previous port statement, the long-haul common yardhasthreelinesof1,500metresfor double-stack container trains, out of which two are top-wired ballastless linesmeantforloadingandunloading of containers, and one is for engine turnaroundofelectriclocomotives.
The Western DFC project, a highstakes investment for India’s containerised trade, is a 1,504kilometre broad-gauge freight only connector between Dadri, the busiest ICD in North India, and NhavaSheva.
Along the DFC route, it is estimated that advanced wagons can carry freight up to 81 tons per wagon at a speed of 100 kilometres per hour, including for double-stacked container trains, compared with 60kmphonthenormalnetwork.
JNPT has been working hard to convert more truckloads to the rail modetoalleviateroadcongestionand improvecontainerdwelltimes.

LONDON:Maritimesafetyinanera of new technologies and alternative fuels central to IMO World Maritime Themefor2024.
“Navigating the future: safety first!” has been selected for the International Maritime Organization’s 2024 World Maritime Theme, which will culminate in the celebration of World Maritime Dayon26thSeptember2024.
The theme reflects IMO’s work to enhance maritime safety and security, in tandem with the protection of the marine environment, whilst ensuring its regulatory development process safely anticipates the fast pace of technologicalchangeandinnovation.
IMO Secretary-General Kitack Lim said:
“This theme would allow us to focus on the full range of safety regulatory implications arising from new and adapted technologies and the introduction of alternative fuels including measures to reduce GHG emissions from ships as IMO strives to ensure the safety and efficiency of shipping are maintained, and potentially improved, so that the flow of seaborne international trade continues tobesmoothandefficient.”
Safety has been at the heart of all of IMO’s activities since the Organization was established in 1948. The regulatory framework is continuously evolving as
gapsbecomeapparentandasaresultof IMO’s proactive work to anticipate changes needed to accommodate emergingtechnologiesandinnovation–a prominent example being the currently ongoing development of a goal-based Code for maritime autonomous surface ships (MASS Code).
2024 marks 50 years since the adoptionofthe1974SOLASConvention, the key IMO treaty regulating maritime safety.
Digitalization and automation are increasingly revolutionizing the shipping industry by introducing new technologies that enhance safety, security and efficiency, optimize performance, reduce environmental impactandensuresustainability.
Thisisimprovingtheoverallefficacy and competitiveness of the shipping industry, making it possible to design, construct and operate ships more efficiently, handle more cargo, reduce costs and enhance customer satisfaction.
Shipping transports about 90% of global trade and is the least environmentally damaging mode of transport. It is manifestly obvious that improving the safety of ships and reducing their greenhouse gas (GHG) emissions go hand in hand – both are critical to achieving a sustainable and
efficient maritime industry. The theme “Navigating the future: safety first!” promotes IMO’s ambitious and accelerated GHG reduction policy whichincludestheassessmentofsafety risks,thatcomewiththeintroductionof new and adapted technologies and alternative fuels, and the development of regulatory measures to address and ultimatelymitigatethoserisks.
The theme is also closely linked to the UN 2030 Agenda for Sustainable Development and several of the UN’s Sustainable Development Goals (SDGs), particularly SDG 7 on ensuring access to affordable, reliable, sustainable and modern energy by facilitating access to clean energy research and technology; SDG 8 on promoting sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all; SDG 9 on building resilient infrastructure, promoting inclusive and sustainable industrialization and fostering innovation; SDG 13 on taking urgent action to combat climate change and its impacts; and SDG 14 on conserving and sustainably using the oceans, seas and marine resources for sustainabledevelopment.
The IMO Council, meeting for its 129th session, endorsed the theme following a proposal by IMO SecretaryGeneralKitackLim.
Land customs stations in NE proposed to be doubled to 50 : CBIC
NEW DELHI: The Centre has proposed to double land customs stations in the Northeast to 50 by the end of this financial year, following a surge in the smuggling of narcotics in theregionoverthepast12months.
The Central Board of Indirect Taxes and Customs (CBIC), the country's apex indirect taxes body, has identified many porousspotsalongthecountry’sborders
withMyanmarandBangladesh.
India shares borders with four countries in the northeast and has 25landcustomsstations,ofwhich20are fully functional and only 15 have electronicfacilities.
“Weareplanningtotakethenumber to at least 50 by the end of this fiscal,” a senior official said. All the land customs stations will be equipped with
advanced technology infrastructure, artificial intelligence and real-time reporting to stop the smuggling, said anotherofficial.
While gold, cigarettes and opium were always smuggled via northeast, the official said there has been a sharp increase in smuggling of psychotropic drugs, both in the form of tablets and syrups.

Gautam Adani-led Adani Ports and Special Economic Zone Ltd (APSEZ) said it has “replaced” the much followed “landlord” model of port operations with a “servicedriven approach” that has fetched greater success for India’sbiggestprivateportoperator,instarkcontrasttothe Union Government’s newfound penchant for this global model.
APSEZ “went against convention” by offering a consolidated single window service encompassing marine, stevedoring, cargo handling, storage, warehousing, transportation,andothervalue-addedlogisticsservices.
APSEZ’s transformation from a mere port cargo intermediary into a holistic port cum logistics service provider will likely trigger a discourse on what is the best model for operating ports in India at a time when reducing the logistics costs to back India’s economic ambitions has gainedcentrestageinpolicymaking.
Under the landlord model, the publicly governed port authorityprovidesthebasicinfrastructuresuchasdredging and breakwater while the cargo handling activities are outsourcedtospecialistsinthefield.
The landlord port, in return, gets a share of the revenue from the private entity. APSEZ said it has replaced the landlordmodelatitsportswhichhelped“transform”India’s portssector.
Earlier, ports were owned by one company who farmed out services to vendors. In India, port owners worked independent of supporting arms. A port service was typicallyseenasonlyonepartoftheoveralllogisticsolution. Before APSEZ, ports were standalone entities with little synergybetweenthem.
“APSEZwalkedtheroadlesstravelled;itselectedtoown all services. This did two things: it established control and empowered the Company to provide an integrated solution. The Company has emerged as a holistic port cum logistics service provider, graduating from what could have been a one-off transaction into an enduring relationship,” the CompanysaidinitsAnnualReportforFY22-23.
AccordingtoAPSEZ,thelandlordportmodel“generally creates an inefficient flow of information/services amongst variousportstakeholders”.
“At APSEZ ports, all these facilities/services such as pilotage, stevedoring, yard management, receipt and dispatch of cargo, dredging amongst other services, are being offered by a single operator (APSEZ), resulting in a superior service standard, customer retention and margins,”itsaidexplainingthevirtuesofaport-plusmodel. Thisenabledbettercontroloveroperationsandempowered the Company to deliver better customer experience and margins.
“APSEZ continues to be amongst the most profitable port operators globally with a port EBITDA margin of 70 percent,” Gautam Adani, Chairman and ManagingDirector,APSEZ, wroteintheAnnualReport.
In FY23, APSEZ handled 339.2 million tonnes of cargo,
earning Rs20,852 crores. Under the landlord port model, port customers have to negotiate with different service providers for a solution.
APSEZ “went against convention” by offering a consolidated single window service encompassing marine, stevedoring, cargo handling, storage, warehousing, transportation, andothervalue-addedlogisticsservices.
The one-stop shop solution helped moderate transaction processing time, accelerating a (quick) cargo turnaround, resulting in stronger customer retentionthroughenhancedconvenience.
Most port companies, it said, are recalled by their large infrastructureandequipment.
“APSEZ has graduated to a service-driven approach. This service is evident at the first mile and the last mile, delivered through a combination of port intermediation, multi-modal logistic parks, warehousing, rail network and industrialeconomiczones,”itsaid.
Compared to most port companies that comprise standalone ports, APSEZ has a ports ‘necklace’ around the Indiancoastalrim.
“This has enhanced the economics of engagement, logistical flexibility, and multi-port solutions. Adani Logistics Ltd assets are complementary to APSEZ ports and together they offer complementary services to customers,”theportoperatorsaid.
APSEZ said it transformed the business model by offering a single point, consolidated logistics service that helped customers manage their businesses efficiently. By doing so, APSEZ has graduated from a vendor to a partner, enjoying cargo and revenue visibility through annuityincome.
Thisapproach has emerged as an Indianbenchmark for doorstepservice.
The port-plus approach integrated logistics, valueadded services, industrial development, trade facilitation, regionalconnectivity,sustainability,andinnovation.
“By complementing these segments into its core portfolio, APSEZ aims to provide integrated transport solutions that extend from the port gate to the customer’s gate. This strategic shift empowers APSEZ to capture a larger share of the customer’s business by offering a comprehensiveservicebouquet,”itstated.
