DP World Port Terminal Cochin develops Direct Connectivity to West Africa • Reducing transit me by 7-10 days • Lowering logis cs cost by over 7-8% COCHIN: Global logistics company DP World operated International Container Tr a n s s h i p m e n t Te r m i n a l (ICTT) at Cochin recently added a new weekly Far East West Africa India Express service (FEW3) operated by Maersk Line. The new service with a fixed-weekly sailing will deploy 13 vessels of 4,500 to 5,500 TEUs capacity. The new ser vice offers direct connectivity from West Africa to Cochin Port and from Cochin Port to Far East Ports. The service started with the maiden call of vessel M.V. KMARIN AZUR on 7th May 2021. Inclusion of this service will boost Cashew, Raw Cotton and Timber trade from Kerala and Tamil Nadu. With this new service customers can connect their cargo directly from Cochin to global markets instead of transhipping at Colombo Port thereby, providing overall cost advantage by reducing the transit time by 7-10 days. The terminal has registered remarkable 48% YTD volume growth, surpassing overall South India growth of 23% for the same period. This has led to increase in Cochin Port ranking to number 2 among all South Indian Terminals. The Terminal achieved this growth by enhancing direct vessel connections and strengthening rail connectivity to hinterland markets. ICTT caters to large number of customers across vast hinterland including Coimbatore, Tirupur, Salem, Erode, Mysore located in states of Tamil Nadu and Karnataka. The Terminal has witnessed 38% YTD growth in cargo coming
from these states. ICTT also offers excellent rail connectivity to Bangalore thereby supporting customers to connect cargo directly to mainline vessels at shorter transit time. The terminal continues to be highly efficient and productive with an average Gross Crane Rate (GCR) of 30+ moves per hour, which is at par with global standards. Praveen Joseph, CEO, DP World Port Terminal Cochin, said “Our emphasis continues on improving direct connections and providing our customers with reliable, faster and cost-effective options to ship out of Cochin Port. The new Service will immensely boost Cashew, Raw Cotton and Timber trade from Kerala, Tamil Nadu & nearby regions by providing direct connectivity to key global markets. At DP World, it is our constant endeavour to deliver the best services to our partners in the supply chain with highest levels of efficiency. We are extremely pleased to be chosen by our customers, and this further reinforces their confidence in our capabilities to add value to trade.” DP World is committed to help communities across India in the fight against Coronavirus. ICTT has been facilitating a swift handing of critical oxygen shipments for the state of Kerala. The terminal has moved key rail consignments carrying over 260 MT of Oxygen recently. It has also handled over 1000 oxygen cylinders which arrived by ship for distribution across Kerala.

Gujarat Maritime Cluster - India’s 1st services based Maritime Cluster organizes orientation programme for its stakeholders Cont’d. from Pg. 3
C u r r e n t l y, w i t h 22 members on board, the cluster intends to host a wide array of maritime, shipping and logistics se r vic e s pr o vide r s, t he r e b y int e g r a t ing t he so f t infrastructure related to the maritime and shipping industry under one umbrella. The stakeholders consists of a mix of ship operators, shipping agents, bunker broker, port operators, dredging & engineering companies, maritime legal services providers, marine surveyors, insurance agents, CFS operator, and integrated logistics & shipping services providers and is further endeavouring to expand the membership base. The first in the series of webinar was held on 21 May, 2021 and it witnessed participation from almost all the members and turned out to be a great interactive platform for the trade. Even though these members belong to various segments and arms of the maritime fraternity, they unanimously agreed that, such networking meets and round table discussions are very much the need of the hour, to foster thought-leadership and innovative solutions which shall indeed turn out to be a game changer for the trade. Dr. Srikant P from Chakra Ventures Pvt. LLP said that they were glad to be part of the GMC family and look forward to support this visionary initiative. Mr. Rajinish Khandelwal, Sr. Vice President, J M Baxi and Co - With a whole gamut of services in maritime sector, Ship agency, chartering, warehousing we have ages old association with GMB and that we are very much excited about opportunities associated with GMC. Mr. Manish Bhattacharya, CEO, Seawings Global Logistics emphasized that GMC in fact is a great initiative and that they look forward to create some sort of innovative solution in all the leading ports of Gujarat through various collaboration. The purpose of the internal webinar is to enable each of them know more about the others, which would not just build synergies but would also lead to further business opportunities. Compete, cooperate and co-exist is the motto of the cluster. These webinars will offer the members with an opportunity to talk in length about the nature of their business and how they can serve the rest of the membership base. The first presentation was made by Spectra Fuels, which is an agency providing bunker fuel services. The Development Commissioner, GIFT Special Economic Zone, Government of India had already approved the proposal of setting up the Maritime Cluster’s facilitiation centre and the Alternate Dispute Resolution Centre at the GIFT SEZ. The cluster is now being planned and established on the lines of the ones that exist in various leading maritime nations, and is aimed at enhancing the global competitiveness of the Indian Maritime sector. As a part of the proposed development, the Gujarat International
Maritime Arbitration Centre (The GIMAC) which is being developed under the Gujarat Maritime University, shall be housed in the premises of the Gujarat Maritime Cluster. The Directorate General of Shipping is considering opening up their regional office in the same premises. Another important highlight is that the first International Financial Services Centre (IFSC) in the country has been set up at the GIFT City and the GMC will be working with very closely with the IFSC Authority to encourage wider participation of stakeholders in maritime and shipping community. The IFSC Authority has included ship leasing as one of the permissible activities and we are in the process of getting it notified by the Ministry of Shipping and the Ministry of Finance. The participating stakeholders at GMC would benefit immensely through this development. Similarly, the cluster would also be taking up other businessoriented issues at an appropriate forum, nationally and internationally, to facilitate the trade and ease of doing business among the stakeholders at GMC. Gujarat Maritime Cluster has the potential to create a strong maritime base with a globally competitive environment to foster local businesses as well as attracting foreign investments for sustainable development. The members only orientation session turned out to be a great learning and networking opportunity among member companies.

JNPT investing in infrastructural development for Nation-Building and Export Import Trade Cont’d. from Pg. 3 Even during the pandemic, JNPT has been playing a crucial role in keeping the global supply chain active by remaining operational. The port is ensuring the availability of essential goods to sustain the national and international needs and has implemented various initiatives to make businesses sustainable, efficient, economical and convenient for the Export Import community even in the current scenario. JNPT has five dedicated container terminals and a liquid cargo terminal, which has enabled the port to consolidate its position as one of the leading container port in the country. JNPT has initiated various capacity building infrastructural development projects for providing more efficient services to the maritime industry and trade like the 4th Container Terminal, JNPT SEZ, dedicated berth for coastal shipping, liquid cargo jetty, and various road widening projects. The port is also developing dry ports in the hinterland of Maharashtra at Jalna, Wardha, Nasikand Sangli based on a hub-and-spoke model for cargo clearance and aggregation,by developing hinterland connectivity, and also developing a satellite port at Vadhwan. With a natural draft of 20 meters, Vadhwan port will be an 'All-weather, All Cargo Port' which will facilitate the berthing of modern ultra-large container vessels. The port is also carrying out the road widening project which will be a major facilitator in the growth plan to ensure faster evacuation of cargo. The work of widening of 43.9 Kms. length of NH 4B, SH 54 and Amra Marg Linkages to 6 / 8 lanes along with two lanes service roads are nearing completion. In addition to this, under the Ease of Doing Business initiative, JNPT has developed Centralized Parking Plaza to provide a parking facility for trucks carrying export containers and enable completing pre-gate entry formalities and documentation for export under one window system. Today more than half of the import container traffic in the Port is routed through DPD (Direct Port Delivery) enabling trade to save logistics cost and time. JNPT has also introduced Direct Port Entry (DPE), a facility created exclusively for exporters to bring in the export containers directly to the port and also introduced Inter Terminal Rail Handling Operation (ITRHO), which aims to maximize train placement, track productivity, efficiency,
Speaking on the development, Shri Sanjay Sethi, IAS, Chairman, JNPT Said, "With the development of Vadhavan port, India will break into the list of top 10 container ports in the world. The development of this port will enable cargo container vessels of 16,000-25,000 TEUs capacity, giving advantage of economies of scale and reducing logistic costs. JNPT is following all environmental laws, necessary rules and regulations and are taking all precautionary and mitigation measures for ecologically sustainable port development and port services in the larger interest of the nation and, in particular, that of Maharashtra. It is expected to go operational within the next 5 years. Also, the objective to boost exports by enabling portled industrialization through JNPT SEZ is a vital initiative under Sagarmala vision of Ministry of Ports, Shipping and Waterways. The SEZ is expected to generate Rs 4,000 Crore of investments, create 57,000 jobs and reduce cost to increase the competitiveness of the sector by industrializing the hinterlands of JNPT."
Speaking on JNPT-EoDB initiative, Shri Unmesh Sharad Wagh, IRS, Deputy Chairman, JNPT said, "Initiatives such as ITRHO, DPD, DPE etc. under the 'Ease of Doing Business' not only help in overall growth of the port business, but also enable the Export Import trade to save time and cost. The ITRHO aims to maximise train placement, track productivity, efficiency, cost effective handling, reduce dwell time of import ICD boxes as well as connecting export ICD boxes to respective terminals in time and also increase rail quotient at JNPT."
cost-effective handling, reduce dwell time of import ICD boxes, connecting export ICD boxes to respective terminals in time and also increase rail quotient. Overall, ITRHO increases the rail share and volume of transshipment containers at JNPT. The various new initiatives taken under the 'Ease of Doing Business' initiative have not only helped in the overall growth of the port business but also allowed the Export Import trade to save time and cost which in turn have accentuated the growth story. With a glorious history of over thirty two years of maritime services of JNPT and some major projects & strategic initiatives underway, these will drive the next phase of transformation at JNPT, over the next decade. These will benchmark JNPT's services amongst the best Container Ports in the world and will help the port to constantly evolve meeting the demands of the global market.

Govt likely to announce tax refund scheme rates for Exporters NEW DELHI : The Government is likely to announce tax refund scheme rates for exporters before the end of this month. While the Remission of Duties a n d Ta x e s o n E x p o r t e d P r o d u c t s (RoDTEP) could bring much needed relief to exporters, sources have indicated that the government could put a cap on the refund amount for individual exporters and limit the number of items eligible for refunds to the budgeted sum of Rs 13,000 crore for this fiscal.
Although there is very little clarity on the amount of rates, sources said the MSME sector and their products would be given preference. Analysts said this would hit the large exporting firms as they would end up paying much of the input taxes on their exports from their own pockets. The government has budgeted Rs 13,000 crore for the RoDTEP scheme for this fiscal, which is way below the scheme’s initial estimated annual cost of Rs 50,000 crore. It’s only a third of the Rs
39,097 crore the government approved for exporters in 2019-2020 under the Merchandise Exports from India Scheme (MEIS) for many sectors. Exporters have been asking the government to urgently announce refund rates under the RoDTEP scheme, which replaced the MEIS from January 1, 2021, but is yet to be operational. The government withdrew the popular Merchandise Export from India Scheme (MEIS) for exporters following a WTO verdict against the latter.
Global Exporters to get ‘12-18 months’ to prepare as G7 paves way for trade digitisation PARIS : A new commitment made by G7 digital and technology ministers to adopt electronic transferable records in international trade transactions has been hailed as a “momentous step forward” for trade digitisation, and businesses are being called upon to get ready for digital trade now – or risk being left behind. At a meeting held last week, the intergovernmental organisation, made up of Canada, France, Germany, Italy, Japan, the UK and the US, agreed a framework that will champion the work of the United Nations Commission on International Trade Law (UNCITRAL) and promote the adoption of its Model Law on Electronic Transferable Records (MLETR). It will also support international efforts to facilitate legal reforms as well as ongoing work by other international fora on interoperability and co-operation on relevant regulatory issues to promote the use of electronic transferable records. “Paper-based transactions, which still dominate international trade are a source of cost, delay, inefficiency, fraud, error and environmental impact,” say the ministers in a joint statement. “It is our shared view that by enabling businesses to use electronic transferable records we will generate efficiencies and economic savings. This will strengthen the resilience of our global economic system and play a crucial role in trade recovery across the G7.” The declaration marks a huge acceleration in progress towards digitising global trade. Despite more than two decades of efforts, data from the Digital Container Shipping Association (DCSA) shows that only 0.1% of bills of lading – just one of many paper-based trade documents – a r e i s s u e d e l e c t r o n i c a l l y. A k e y impediment to the scaling of trade digitisation has been the outdated requirement in most jurisdictions that these so-called “negotiable instruments” – or documents of title – be presented in hardcopy paper format. Last year, during the depths of lockdown, the International Chamber of Commerce (ICC) called upon governments to enable an “immediate transition” to paperless trading, but despite the catalyst of the Covid-19 pandemic – which made the transfer of physical documents all but impossible – less than a handful of small economies have adopted the model law, which gives electronic documents and signatures the same legal standing as their paper-based counterparts.
“Global merchandise trade seems to be the one area of the economy immune to the rapid digitisation effected by the pandemic,” says John Denton, ICC secretary general. “Yet this is one type of immunity we cannot afford to be lasting, which is why we are so glad to see support at the ministerial level for the legal reforms necessary to enable trade digitisation at scale.” The new commitment from the G7 – which represents 33% of the world’s economic output – looks set to provide a long overdue pathway to overturn barriers to trade digitisation, and make trade easier, safer and cheaper for all. Fa r f r o m e m p t y w o r d s , t h e G 7 ministerial declaration lays out a series of action points that each government has committed to. By October this year, all members have agreed to map domestic legal barriers to the use of electronic transferable records and establish actions to address these barriers, consider any further legal issues that may require inter national collaboration, review regulatory issues which may impede private sector adoption of electronic transferable records, and establish actions for co-operation. “This is a transformational step forward for global trade,” Chris Southworth, secretary general of the ICC’s UK chapter, tells GTR. “I really think that we will look back and say that this was the breakthrough year after chipping away for quite a number of years.” Southworth has been lobbying the UK government for some time for the reform of two key pieces of legislation – the 1882 Bills of Exchange Act and the 1992 Carriage of Goods by Sea Act – to enable paperless trade. “Ultimately, what we are trying to do here is create a global trading system that is simpler and easier to navigate, that costs less to participate, and that is more inclusive, so we get more companies participating in the system. The way we do that is through legal reform to harmonise our legal systems and by establishing interoperable industry standards to join up all the fragmented systems across digital trade,” he says. His efforts have now borne fruit, and following on from the G7 declaration, the UK’s Department for Digital, Culture, Media and Sport has taken on the challenge of creating an enabling legal framework for electronic negotiable instruments. The UK Law Commission has now
launched a consultation on its provisional proposals for law reform to allow for electronic trade documents to be “possessed” – that is, for them to be treated as documents of title – provided they satisfy certain criteria. The trade documents covered by the proposed legal reform include bills of lading, bills of exchange, promissory notes, ship’s delivery orders, warehouse receipts, marine insurance policies, cargo insurance certificates and warehouse receipts. The savings that can be gained by effectively digitising all of these trade documents are enormous. According to research carried out by the ICC and C o r i o l i s Te c h n o l o g i e s , d i g i t i s i n g transferrable documents in the UK alone will generate £25bn in new economic growth, boost SME trade by 25% by 2024, and free up £224bn in efficiency savings – £171bn of this coming from bills of lading alone. The consultation period will last until July 30, after which time it is expected that the proposal will become law. “The UK is the first big economy to actually make this happen. I am confident by the end of the year the G7 governments will all be on board,” says Southworth. The strength of the commitment from the G7 ministerial group and the progress already underway in the UK indicate that the international legal framework for global trade is likely to change quickly, and b u s i n e s s e s m u s t a c t a c c o r d i n g l y, Southworth tells GTR. “Industry now have 12 to 18 months to prepare, because once those legal barriers are removed, the market is going to move extremely quickly because as the business case sets out, the economic driver is enormous,” he says. “The banks, insurers and others will likely move fast to capitalise on the efficiency gains and the technology providers who are already in the market will swoop in as well, so if companies are not prepared, they are going to get left behind, and those that have prepared are going to have a huge competitive advantage and be able to sweep away all the bureaucracy and costs that are dragging on everyone’s businesses.” The ICC is now focusing its efforts on scaling the initiative up through the B20 and the Commonwealth as well. “This is the tipping point,” says Southworth. “These are real tangible commitments from governments that will transform trade as we know it and drag the trading system into the 21st century.

Oxygen concentrators sent to India to save Seafarers LONDON: Hundreds of lives will be saved thanks to two new emergency projects being funded by the ITF Seafarers’ Trust and delivered through two Indian-based seafarers’ unions. The support from the ITF Seafarers’ Trust for oxygen concentrators and emergency supplies for affected seafarers and their families comes as India’s health system teeters on the brink of collapse in the wake of the country’s unprecedented Covid-19 outbreak. The two grants total £215,000 GBP ($305,085 USD). The National Union of Seafarers of India (NUSI) will use its network of branches across the country to deliver the oxygen concentrators free of charge to seafarers and their families. The initiative is part of a wider union project to increase the number of ventilator beds in government hospitals. A second grant from the ITF Seafarers’ Trust will fund supplies for Indian seafarers and their families who are experiencing hardship during lockdown or in periods of quarantine. The Forward Seamen’s Union of India (FSUI) will coordinate getting logistical support and essential goods to seafarers in locked down ports, as well as providing assistance to families who have lost loved ones to the virus. “Last year Indian seafarers’ unions were at the forefront of getting emergency supplies and hand sanitizers to seafarers as the pandemic was just beginning,” said Katie Higginbottom, Head of the ITF Seafarers’ Trust. “Now we are all bearing witness to the human tragedy unfolding in India
with this deadly second wave, and the ITF Seafarers’ Trust is proud to support unions stepping up to save as many lives as possible and reduce the hardship being faced by Indian seafarers and their families,” General Secretar y of NUSI Abdulgani Y. Serang said the grant for oxygen concentrators will save lives because it helps address a chronic lack of breathing-supporting equipment in the country. “People all over India, including seafarers, have been trying to source oxygen cylinders or oxygen concentrators for themselves or their loved ones so that they can battle this virus at home. The hospitals, too, need more of these machines – many patients cannot get oxygen beds and lives are being lost,” he said. “This grant will save hundreds of lives,” said Serang. Manoj Yadav, General Secretary of the FSUI was also confident that the grants would make a difference. “Many seafarers have tested positive, and many have died. Too many. We are doing our best to provide the necessary support to seafarers’ families in very challenging circumstances,” said Yadav. Indian outbreak threatens to worsen crew change crisis Concerns are growing in the maritime industry that the health crisis in India may lead to a doubling of the number of seafarers unable to get home due to governments’ Covid-related border and travel restrictions in a matter of weeks. Already 200,000 seafarers are estimated to be trapped working aboard vessels
beyond their initial contracts. “New restrictions targeting Indian seafarers will worsen the crew change crisis. We need systems that get Covidnegative and fully vaccinated seafarers onto ships to relieve crews who have been onboard for far too long,” said David Heindel, Chair of the International Transport Workers’ Federation (ITF) Seafarers’ Section. Key crew change hubs Singapore, Hong Kong and the United Arab Emirates have banned those with recent travel to India from entering or transiting through their ports and airports. Indian nationals represent 1 in 8 seafarers of the global seafaring workforce. “Our hearts go out to our brothers and sisters in India. It’s a double-blow for Indian seafarers at sea who are watching their families suffer, while they also face the prospect of many more months trapped working onboard unable to get home to comfort their loved ones,” said Heindel. “These substantial grants show that labour representatives are prepared to do whatever we can to reduce the impact of the virus. But the long-term solution remains universal access to vaccines for all seafarers by everyone doing their part: government, union, business; simultaneously and globally.” “National Covid outbreaks like that being seen in India right now will continue to happen until the whole world has this virus under control, worsening the crew change crisis and risking essential supply chains. No one is safe until we are all safe,” concluded Heindel.
Railways delivered over 16,023 tonnes medical oxygen to 14 states, UTs last month 247 Oxygen Express Trains have brought relief to various States and UTs so far NEW DELHI: The Indian Railways delivered more than 16,023 tonnes of liquid medical oxygen in over 977 tankers to 14 states and Union territories over the last month amid a high demand for the lifesaving gas due to the ongoing Covid19pandemic, the national transporter said recently. So far, 247 Oxygen Express trains have brought relief to various states and UTs, while 12 loaded Oxygen Express trains are currently running with more than 920 tonnes of liquid medical oxygen (LMO) in 50 tankers. More than 1,142 tonnes of oxygen was delivered by such trains, surpassing the previous best single-day record of delivering 1,118 tonnes of oxygen on May 20, it said. The delivery of LMO by Oxygen Express trains to Tamil Nadu crossed 1,000 tonnes, the Railways said. Oxygen Express trains started their deliveries on April 24 in Maharashtra with a load of 126 tonnes of oxygen. They have reached out to Uttarakhand, Karnataka,
Maharashtra, Madhya Pradesh, Andhra P r a d e s h , R a j a s t h a n , Ta m i l N a d u , Haryana, Telangana, Punjab, Kerala, Delhi, Uttar Pradesh and Assam. “So far, 614 tonnes of oxygen has been offloaded in Maharashtra, nearly 3,649 tonnes in Uttar Pradesh, 633 tonnes in Madhya Pradesh, 4,600 tonnes in Delhi, 1,759 tonnes in Haryana, 98 tonnes in Rajasthan, 1,063 tonnes in Karnataka, 320 tonnes in Uttarakhand, 1,024 tonnes in Tamil Nadu, 730 tonnes in Andhra Pradesh, 225 tonnes in Punjab, 246 tonnes in Kerala, 976 tonnes in Telangana and 80 tonnes in Assam,” it said. The national transporter maps different routes with oxygen supply locations and keeps itself ready with any emerging need of the states and UTs. The states and UTs provide tankers to the Railways for bringing LMO. Criss-crossing the country, the Indian Railways is picking up oxygen from places like Hapa, Baroda, Mundra in the west and Rourkela, Durgapur, Tatanagar, Angul in the east, and delivering to Uttarakhand,
Karnataka, Maharashtra, Madhya Pradesh, Andhra Pradesh, Rajasthan, Tamil Nadu, Haryana, Telangana, Punjab, Kerala, Delhi, Uttar Pradesh and Assam, in complex operational route planning scenarios. In order to ensure that oxygen relief reaches in the fastest time possible, the railways is also creating new standards and unprecedented benchmarks in the running of Oxygen Express Freight Trains. The average speed of these critical freight trains is above 55 kmph in most cases over long distances.
