Milaha reports QR 384 million in Net Prot for 9 months ended Sep 30, 2020 DOHA: Qatar Navigation Q.P.S.C. (Milaha) announced its financial results for the nine months ended September 30, 2020. Key nancial highlights: • Operating revenues of QR 1.71 billion for the nine months ended September 30, 2020, compared to QR 1.83 billion for the same period in 2019 • Operating profit of QR 286 million for the nine months ended September 30, 2020, compared to QR 280 million for the same period in 2019 • Net profit of QR 384 million for the nine months ended September 30, 2020, compared to QR 419 million for the same period in 2019 • Earnings per share of QR 0.34 for the nine months ended September 30, 2020, compared to QR 0.37 for the same period in 2019 Milaha Maritime & Logistics’ operating revenue decreased by QR 62 million and net profit by QR 27 million compared with the same period in 2019. The segment was negatively impacted by COVID19 -related increases in health and safety expenses and disruptions in supply chains which caused volume and work reductions. Milaha Gas & Petrochem’s operating revenue
increased by QR 29 million, with net profit increasing by QR 135 million against the same period last year. The increases were driven by higher market shipping rates and strong performance from our joint venture and associate companies. Milaha Offshore’s operating revenue increased by QR 13 million, with the bottom line decreasing by QR 14 million versus the same period in 2019. Despite a strong 3-point increase in operating margin from 11% in 2019 to 14% in 2020, the segment’s results were dragged down by vessel impairments. Milaha Capital’s revenue decreased by QR 65 million and net profit by QR 128 million compared to the same period in 2019. Gains on sale of properties were more than offset by lower rental income and a one-time impairment on an investment property. Milaha Trading’s revenue decreased by QAR 74 million and bottom line decreased by QAR 1 million, with declines in heavy equipment sales being the main contributing factor. The company will conduct an investor conference call on Wednesday, October 26th, 2020 at 14:30 Doha time, to further discuss its results. The conference call may be accessed by telephone by dialing Qatar Toll Free Number: 00 800 100 443 and entering the Conference ID: 8910927.

Essar wins Govt approval for LNG Terminal at Hazira Port M U M B A I : Essar Bulk Terminal Ltd, a unit of Essar Ports Ltd, has received approval from a key atmosphere clearance company to constr uct a Rs. 2,000-crore liquefied pure gasoline (LNG) terminal at its port positioned at Hazira in Gujarat’s Surat district. Essar Ports Ltd is the port working unit of Ruias’ promoted Essar Group. The skilled appraisal committee (EAC) has beneficial the mission to the Ministry of Environment, Forest and Climate Change for grant of environmental and coastal regulation zone (CRZ) clearance. Essar Bulk Terminal runs a captive deep draft port at Hazira from a berth size of 1,650 m and seven km of navigation channel for dealing with
bulk and break-bulk cargo. The port working firm has acquired atmosphere and CRZ clearance in 2014 for increasing the Hazira facility by 4,800 m of berth size with back-up storage yard. The deliberate growth covers container and break bulk berth (1,100 m), normal cargo (700 m), liquid cargo (500 m) for dealing with of petroleum merchandise and chemical compounds, bulk berth (700 m), offshore assist vessel berth (500 m), dry dock and ship restore jetty (700 m) and trestle berth of 600 m. EBTL has additionally acquired permissions for extending the navigational channel from 6.2 km to 17.6 km and deepening the channel from eight m to 16 m with broadening to 300-350 m and reclamation of 334 hectares of land. EBTL plans to deal with LNG throughout the final 400 m of present berth
of 1,650 m and 400 m further waterfront to the south of the identical. EBTL’s proposed LNG terminal may have a mixture of floating and land-based s t o r a g e . Te r m i n a l m a y h a v e a regasification unit (RU) to vaporise LNG into gasoline. LNG will probably be imported by LNG service and transferred to Floating Storage Unit (FSU) by ship to ship switch mechanism utilizing versatile hoses. Transfer of LNG from FSU to the storage on land or RU will happen utilizing fastened marine loading arms. Total LNG storage capability will probably be 326,000 cu m together of floating (266,000 cu m) and land based mostly (60,000 cu m) double walled atmospheric and pressurized tanks and the regasification capability will probably be 750 million metric normal cubic toes per day.
Exporters petition Govt on freight increases in recent times impacting Trade Cont’d. from Pg. 1 It is about 60% increase within a week. Similarly freight to Latin American ports have been increased by 50% and for US ports are also being increased regularly. “This has an unprecedented increase and a clear indication of monopolistic and unfair practice”, he said. The FIEO President said in the letter that availability of containers has further worsened even from regular ports such as Mundra and JNPT. The situation in inland container depots (ICDs) is still worse, he added. The letter said that while it is true that imports have reduced but shipping lines can easily bring empty containers with negligible cost from Dubai and other ports. “In fact they are paying a much higher rent (storage cost) for containers in other ports which can be saved by utilising them for exports out of India. Shipping companies are using this as an opportunity for increasing the freight,” the letter said. FIEO has sought a regulatory body like RERA to regulate the shipping companies. “Under the circumstances, we suggest that there should be a proper regulatory body
to regulate the shipping companies operating from Indian ports. This body can be similar to RERA who are regulating the building industry. After the formation of RERA, there has been substantial improvement in governance of operations in the building industry,” Saraf said. This is the second follow-up letter written by the FIEO President on the issues being faced by exporters for shipments from Indian ports. From the last 3 months (since July 2020) the shipping lines are shutting out the containers abruptly giving reasons that the vessels are full. On the other hand in China the Shipping Company cannot shut out any cargo otherwise they face suspension of their service in China. The FIEO said that the sea freights have started increasing gradually since July and all the shipping lines have increased the freights by 20% to 40% depending on the destinations from June to September 2020, despite the fact that the overall export from India is down than the corresponding period, due to Covid-19 situations. The Shipping lines are increasing freights in fortnightly or monthly intervals consistently since July 2020. Besides the increase in freights,
the shipments are getting delayed for the reasons told that the vessels are going full. “Shipping companies are able to increase the freights by forming cartels”, Saraf said in the letter. “The major carriers have consolidated and have almost monopolised the container freights and are abruptly increasing the freights, without any proper justifications, by forming cartels and actions should be initiated against such monopolistic practices,” the FIEO complained to the Shipping Ministry. It is experienced that the shipping lines are offering vessel space of 3 weeks to 4 weeks ahead. Even after such long dates for shipment, lines are shutting out the containers abruptly and are not liable to pay any compensation to the shipper for delays. Shippers are facing huge issues due to such situations and total irresponsible and monopolistic attitudes by the shipping lines. The shippers are charged with demurrages and detention charges for any small delay of any sort, but there is no responsibility of the carrier in case they delay the cargo for their operative reasons, it said.
Ministry of Shipping amends Right of First Refusal (ROFR) licensing conditions to boost Shipbuilding in India Cont’d. from Pg. 3 To promote the demand of the ships built in India, priority in chartering of vessels is given to vessels built in India, flagged in India and owned by Indians under the amendments in the guidelines of ROFR (Right of First Refusal). Now it has been decided that for any kind of charter of a vessel undertaken through a tender process, the Right of First Refusal (RoFR) would be exerted in the following manner: i. Indian built, Indian flagged and Indian owned ii. Foreign built, Indian flagged and Indian owned iii. Indian built, foreign flagged and foreign owned Provided that: A. All vessels flying the flag of India (i.e. registered in India) up to the date of issue of new circular by the Director General of Shipping shall be deemed to be Indian built vessels and will fall in category (i) above and
B. The foreign flagged vessels permitted by DG (Shipping) under Section 406 of the Merchant Shipping Act, 1958 for chartering by an Indian citizen / company / society, who is building a ship in an Indian shipyard for registration under the Indian flag, as a temporary substitute for the Indian ship under construction, meeting the following two conditions shall be deemed to fall under Category (i) above. a. 25% of the contract money has been paid to the Indian shipyard b. 50% of the hull fabrication has been completed, as certified by Recognised Organisation. The duration of licence to such chartered vessel shall be limited to the period of building of the ship, as mentioned in the shipbuilding contract. It is to be noted that Ministry of Shipping has made provision for long-term subsidy for shipbuilding activities under shipbuilding financial assistance policy (2016-2026). The Ministry has already
disbursed an amount of Rs 61.05 crores till date under this policy. It is an endeavour of the Government to further incentivise shipbuilding by providing additional market access and business support to ships built in India. The revised guidelines will give a boost to the domestic shipbuilding and shipping industries. It will encourage the domestic shipping industry to support the domestic shipping industry. Minister of State for Shipping (I/C) Shri Mansukh Mandaviya said, “Ministry of Shipping is working with a focused approach to promote shipbuilding in India as per AatmaNirbhar Bharat vision of our Hon’ble Prime Minister Shri Narendra Modi. The revision of RoFR licensing conditions is a giant step towards AatmaNirbhar Shipping. It will promote ‘Make in India’ initiatives through self-reliance and will give a strategic boost to domestic Ship building industries, contributing towards long-term economic growth of India”.

26th OCTOBER 2020 19
India recorded Export growth of 4 per cent in Sept: UNCTAD GENEVA: Export growth declined in India in the third quarter of 2020 relative to the same quarter last year but picked up pace in September, according to a global trade update by the UN. The UNCTAD's new global trade update said that global trade recorded a 5 per cent drop in the third quarter of 2020 compared with the same period last year. This marks an improvement on the 19 per cent year-onyear plunge recorded in the second q u a r t e r, a n d t h e U n i t e d N a t i o n s Conference on Trade and Development (UNCTAD) expects the frail recovery to continue in the fourth quarter. India's export growth saw a decline of 6.1 per cent in the third quarter of 2020 as compared to third quarter of last year. However India recorded export growth of four per cent in September, it said. Depending on how the COVID-19 pandemic evolves in the winter months, the UN trade and development body expects the value of global trade to contract by 7 per cent to 9 per cent with respect to 2019. "The uncertain course of the pandemic will continue aggravating trade prospects in the coming months," UNCTAD SecretaryGeneral Mukhisa Kituyi said. "Despite some 'green shoots' we can't rule out a slowdown in production in certain regions or sudden increases in restrictive policies."
Although a 7 per cent to 9 per cent decrease would be a negative finish for the year, Kituyi said it's a much more positive result than was expected in June, when the UNCTAD had projected a 20 per cent year-on-year drop for 2020. Since then, trade trends have improved primarily thanks to the earlier-than-expected resumption of economic activities in Europe and east Asia, it said. The UNCTAD said the sharp and widespread decline in international trade in Q2 2020 was similar for developing and developed countries. But exports from developing economies appear to be recovering faster. Year-on-year growth of developing nations' exports improved from - 7 per cent in the second quarter to -6 per cent in July, while those from developed nations increased from -22 per cent to -14 per cent. South-South trade commerce among developing countries has shown some resilience, with the yearon-year decline sitting at 8 per cent in July, up from 16 per cent in the second quarter. The report's assessment of trade in different sectors said that the pandemic has hit the energy and automotive industries the hardest, while mitigation responses including teleworking and personal protection measures have led to strong growth in sectors such as communication equipment, office
machinery, and textiles and apparel. UNCTAD's analysis gives special attention to COVID-19 medical supplies, which include personal protective equipment, disinfectants, diagnostic kits, oxygen respirators and other related hospital equipment. According to the report, exports of COVID-19 medical supplies from China, the European Union and the United States rose from about USD 25 billion to USD 45 billion per month between January and May 2020. The increase in such trade, however, has primarily benefited wealthier nations, with middle- and low-income countries largely priced out from access to COVID19 supplies, the report says. The UNCTAD warns that if a COVID-19 vaccine becomes available, the access divide between residents in wealthy and poor countries could be even more drastic. While some low-income countries have the capacity to locally manufacture some protective equipment, this may not be the case for vaccines, which require stronger manufacturing and logistics capacities. The report calls on governments, the private sector and philanthropic sources to continue mobilizing additional funds to fight the COVID -19 pandemic in developing countries and to support financial mechanisms.
Commerce Ministry recommends continuation of anti-dumping duty on Chinese Synthetic Rubber NEW DELHI: The commerce ministry has recommended for continuation of antidumping duty on a Chinese synthetic rubber for five more years with a view to guard domestic players from cheap imports. In a notification, the ministry’s investigation arm Directorate General of Trade Remedies (DGTR) has said there is a “likelihood” of continuation of dumping of Fluoroelastomer and injury to domestic players if the existing anti-dumping duties are allowed to cease.
“The authority recommends imposition of definitive anti-dumping duty…for five years,” it has said. The directorate has recommended the duty in the range of USD 1.04 per Kg and USD 8.86 per kg. The Finance Ministry takes the final decision to impose this duty. In its probe, the DGTR has concluded that “there is sufficient evidence to indicate that the cessation of the duty at this stage will lead to continuation of dumping and injury to the domestic industry”.
Dumping impacts the price of that product in the importing country, hitting margins and profits of manufacturing firms. The imposition of anti-dumping duty is permissible under the World Trade Organization (WTO) regime. India and China are members of this Geneva-based organisation, which deals with global trade norms. The duty is aimed at ensuring fair trading practices and creating a levelplaying field for domestic producers vis-avis foreign producers and exporters.
UNCTAD sees 7-9% dip in 2020 Global Trade G E N E VA : T h e U n i t e d N a t i o n s Conference on Trade and Development (UNCTAD) expects a 7-9% on-year drop in the value of global trade in 2020 despite signs of a rebound led by China, due to a possible resurgence of Covid-19 infections in the coming months and the prospect of a deteriorating policy environment, with
sudden increases in trade restrictive policies. In its quarterly Global Trade Update on Wednesday, it said that preliminary data for the third quarter suggest that global growth remained negative with a decline of about 4.5% on a year-on-year basis though it rebounded from the second quarter when it
shrank around 19% on-year. “Trade in home office equipment and medical supplies has increased in Q3, while it further weakened in the automotive and energy sectors,” UNCTAD said, adding that there is a generalised downtrend in the quarter except for some East Asian economies.

In fact, if we combine India’s outbound goods trade to China and Hong Kong — which is administered by it — then the total share in India’s export basket increased to 12.6
percent at $12.37 billion between April and August opposed to 8.8 percent in FY20. India’s overall exports in the AprilAugust period had contracted by 26.64 percent at $97.66 billion. Delays in Customs clearance worrying India’s Import-Export industry NEW DELHI: Customs clearance delays continue to cripple the Indian industry as they have extended from the earlier 15-20 days to 25-30 days, and in some cases clearance is being given after over a month, sources told. The industry and custom brokers are citing the poor rollout of faceless assessment for the delays. The sectors that are being impacted by the delay has expanded. Earlier, delays were faced primarily by automobiles, auto ancillary, electrical machinery, metals, chemicals and medical equipment. However, now labour intensive sectors and domestic manufacturing are also getting impacted, due to the delay in release of goods. According to export agencies, the delay is worsening the situation as the current period is peak business time ahead of the Christmas break. Export agencies have claimed that there are no containers available and freight rates
have shot up substantially. They believe that there is an urgent need for regulatory body to regulate the operations. Moreover, exporters have said that the farmer protest in Punjab has held up 5,000 containers, which is creating a lot of issues for the sectors involved. Sharad Kumar Saraf, President of the Federation of Indian Export Organisations (FIEO) told that, the situation at Indian ports has worsened. “There has been no change in the customs clearance situation. Rather, delays have now increased to over a month. Faceless assessments is a welcome step, but authorities are taking more time to address on-ground issues. Authorities are not taking any concrete action to address the backlog. Today even containers are not available and freights rates have shot up substantially. There is an urgent need for a regulatory agency to regulate the operations of shipping lines.
Expressing similar sentiments, Trade Promotion Council of India, Chairman Mohit Singla told, “The customs clearance delays and unavailability of containers at the port are impacting the export sector negatively. The food and beverage industry is getting huge orders from across globe despite the reeling teething time, but the unavailability of containers at ports is leading to delays beyond the tolerance threshold of F&B, food processing industry, clothing, leather, pharma, medical equipment and chemicals, etc. “Adding to the woes, is the new system of faceless assessment which is further delaying as staff at customs are still not fully trained to handle clearances. There has to be a separate regulatory authority functioning independently, which should ensure single window clearance and managing demand and supply of containers. India should have its own shipping line to avoid unnecessary delays.”

APM Terminals expands API offering and Terminal coverage T H E H A G U E : Fo l l o w i n g the successful launch of APM Terminals API and Data Services store earlier this year, APM Terminals has increased the number of terminals providing data via its APIs. The company has also added new APIs (Application Programming Interface) for Export Booking Enquires and Container Event History. Meeting customer’s expectations for fast and reliable delivery in today’s challenging logistics industry, while keeping costs low, requires constant innovation. “Reliable, real-time data is the key to meeting all of these requirements,” shares David Francis, APM Terminals Head of Digital Customer Solutions. “APM Terminals’ modern, industry-leading APIs enable our customers to pull real-time container status data from its Terminal Operating Systems, into their own internal ones a Transport Management System for example,” he explains. Improved planning, time saving and cost reduction APIs remove the need to look up information manually via the company’s existing Track & Trace channels, making this the ideal solution for shipping lines, inland transporters, cargo owners and managers, as well as data aggregators who process higher volumes. Removing the need for manual intervention not only saves man hours and speeds up the process, but also increases accuracy. “Most importantly, access to the latest data available in the supply chain, improves planning and helps meet customer expectations,” says Francis. New APIs The company’s new Container Event History API provides a detailed log of ‘events’ from the moment a container is entered in APM Terminals’ system to the moment it exits the terminal via rail, road or vessel. For example, this could include container damage being recorded, customs holds being applied or released,
VGM (verified gross mass) being assigned or the container being available in the yard for collection. The new Export Booking Enquiry API provides data feeds at both booking and container level, including: • Shipping Line and vessel information: Vessel name, Estimated Time of Departure (ETD) • Begin receiving and cargo cut off dates • Cargo status: pre-advised, appointment, gate in, stuffing date, ready for load, load date • Cargo data: ISO code, size, VGM, quantity Increased Terminal coverage Data is currently available for terminals in the following locations and will be made available for most of the company’s terminals during 2020. • Apapa (Nigeria) • Gothenburg (Sweden) • Los Angeles (USA) • Mobile (USA) • Moin (Costa Rica) • Port Elizabeth (USA) • Vado (Italy).
Maersk partners with Lawhill to continue maritime education CAPE TOWN: Lawhill provides secondary-school students in Grades 10 to 12 with a specialized education and knowledge that prepares them for entry into maritime and related industries. For more than two decades, the industry-funded programme has greatly improved the postschool employment prospects of thousands of young South Africans, especially those from financially-disadvantaged backgrounds. A special event was held at Lawhill to commemorate the 25 year milestone and the retirement of long-standing maritime educators, Mr Brian Ingpen and Captain Godfrey Schlemmer. Speaking at the event David Williams, Maersk Africa Region Managing Director and Safmarine CEO, commended the school on the important role the programme has played in South African society, as well as in the transport and logistics sector. Several Lawhill alumni are currently in command of vessels at sea while others occupy important roles ashore, including Maersk. In the early 1990s Safmarine played a pioneering role in the formation of the maritime education programme which was started by a core team led by Mr Brian Ingpen (maritime educator and former Safmariner), Dr Peter Manser (the Simon’s Town School Principal at that time), Professor Mike Inggs (the Chairman of the School Governing Body in the 1990s) and former Safmarine Public Affairs Director, Peter James. With their respective teams, they carefully planned the introduction of two formal maritime-related subjects at the school and, by pioneering a novel educational model, opened the door for any school in South Africa to offer the maritime subjects as part of the National Senior Certificate curriculum. While Safmarine was the anchor sponsor – and most commendably the company remained the foremost sponsor
for quarter of a century – other sponsors have joined, including The TK Foundation, Transnet National Port Authority, South African Maritime Safety Authority, AMSOL, Damen, Equinor, General Botha Old Boys’ Association, The Cape Town Sailors’ Home, and many others. Over the years the Centre has helped thousands of students embark on careers in the industry, either at sea or ashore in ships’ agencies, clearing and forwarding, shipbroking and in transport and logistics. Many others have been successful in various fields, including Medicine and Information Technology, but yet have the essential maritime background against which the global economy operates. Jonathan Horn, Maersk’s Area Managing Director for Southern Africa and Indian Ocean Islands, reconfirmed Maersk’s commitment to supporting Lawhill into the future: “Education and knowledge building are vital for society and Maersk, as our success as a company is linked to the ability of our employees. Long-term success is seldom built on short-term gain and this is very true for the partnership with Lawhill. We are proud of the 25 year relationship Safmarine has had with this programme and, as Maersk, are excited to see what the future holds for this great institution.”
